I wanted to just say that I there's been a lot of discussion about a joint meeting of the of the two bodies of. 00:05:44
Elected officials. 00:05:50
I want to reinforce that. 00:05:52
We are very supportive of that effort. 00:05:54
We think that a more positive outcome. 00:05:56
Can come from that. 00:05:59
We do believe that a amended agreement. 00:06:02
Is probably necessary. 00:06:05
I don't know of any organization or company. 00:06:07
Any operation for decades without an amended agreement that's either annual. 00:06:11
Or every couple years. 00:06:16
It's just, I mean, especially considering business changes. 00:06:18
Economic times change. 00:06:22
The business shifts. 00:06:25
Positive or negative? 00:06:26
And you should have this discussion on an annual basis to figure out what. 00:06:27
What's best for both entities? 00:06:31
Since we are the host city, the gateway city, everything comes in and out of our city. 00:06:34
It is important that we find a good balance and a good. 00:06:40
Collaboration to make this work for both parties. We're not against growth. 00:06:44
But we want to make sure that it's and we are supportive of the port, but we want to make sure that the port and the community. 00:06:48
Can coexist. 00:06:54
In a positive way and be good neighbors for each other. 00:06:56
One more thing that I'd like to say that you know with the in addition to the. 00:07:03

Agreement that's been in place for a long time. 00:07:11
You have a very aggressive. 00:07:14
Strategic plan for growth in the next 10 years. 00:07:16
That also is going to impact what we're trying to do here. 00:07:19
And so I think that that's another reason why it's so important to really take that into consideration. What's that going to do to 00:07:23
our community? 00:07:26
What's that going to do to our infrastructure? What's that going to do to public safety? 00:07:30
We have as my neighbor said. 00:07:34
We're very highly populated. We have 22 condominium. 00:07:38
Associations within one mile of the port. 00:07:43
Out of the 38 that we have in our entire city. 00:07:46
That's an equivalent of about. 00:07:49
7000 residents to 9000 residents. 00:07:51
That feel the impact. 00:07:54
Of the port. 00:07:57
I urge you to sit down together. 00:07:58
To look at where are we now? 00:08:01
How do we make this better for both parties? 00:08:03

And So what we did was put together a memo in concert with our legal counsel that indeed that you can bring. 00:15:55
Other topics to the Port Standing Committee and that we do have a history and precedent of doing that and that's why you see 00:16:02

Person conversations between James and I, we thought it would be prudent to really collaborate on how we bring forward agenda 00:16:12
items and So what we did is add at the very end of this meeting a future agenda discussions. 00:16:18
So at the end of the meeting we can work together to decide what items will go on future meetings. And so that's why you see that 00:16:25
there and we thought then we would all be aligned in Page. 00:16:30
And understanding on the topics for future meetings. 00:16:35
And in constant in conversations with our with with Ruben Duran of BBK, we can have an active discussion about what those items 00:16:39

That's something that, well, for clarification, what happened is back in 2015 when we orchestrated the settlement agreement, both 00:17:36

As the platform to discuss CBF but not limit the long standing port standing committee to CBF. 00:17:47
And so that's where it came together. And so we started that President back in 2015 to be sure to talk about CBF. But there if 00:17:55
there were other strategic discussions, this was a very positive place to have that collaborative in their interaction. 00:18:02
Yeah. And I agree with that. I agree with that. I think the one thing that I just want to make sure that everybody keeps in mind. 00:18:09

We both, both agencies need to agree on the agenda items, right? So then that gives time for us to then decide. I think the good, 00:25:45

Generally speaking, if I can add to, I think one thing where maybe it felt different recently is. 00:25:56

Typically, we do try to anticipate like the items that are going to be coming down the Pike. So we do talk about those like in 00:26:04
advance of the council so that we don't have to come into this room and say like we haven't talked about that yet. 00:26:09
And so like the CBF is an example we've talked about a couple months back the they gave direction to. 00:26:15
Our committee and the committee can now talk about that item. 00:26:21

Even in the past, I don't know if everybody realized like even CBF items have gone back to the council and so. 00:26:28

Like we knew it was coming up, so we went to the council, asked what the priorities were for the committee, and then the committee 00:26:37
came to this meeting. So we never had that discussion here where we said like, we weren't prepared, you know? 00:26:42

Yeah, those new items, so like we try to get the direction ahead of time on the regular CBF ongoing business type stuff. And then 00:26:51
if new items come up, that's where I think we're saying we. 00:26:56
If we can workout that process where then we have time to go back to council. 00:27:02
It would help. I think that item is going to help. Having the agenda. Yeah, I think it will. Yeah. That was the goal. Just for 00:27:06

But I feel like we're handcuffing ourselves to not be able to have those open discussions, the brainstorming ideas where I think 00:27:49
to me, that's the purpose of this particular committee. 00:27:54
Yeah, I'll just say I have not felt constrained. I sat in these meetings over the last year as the mayor Pro Tem and now being 00:28:00

I think what has happened over what happened over last year that our conversations were focused on the items that were on the CBF. 00:28:14
Right. No, Yeah, we talked about monuments, CBS, we talked about the mural, CBF we talked about. So, so there's no constraints 00:28:23
when we're talking about the items on our CBS because we've already approved those. The council has already approved those items, 00:28:29
so we can discuss those at will. 00:28:35
It's when things come up that have not that have been not been part of those discussions is when we have to. 00:28:41
Make sure that we're coming back, but I would hate to lose that in this particular meeting because then we're losing time. I'd 00:28:47
like to. I don't know if there's a possibility to add a. 00:28:51
A section on the agenda, just brainstorming public conversation nights, ideas, suggestions. People might be coming up to the 00:28:56
podium to give their input, thinking, hey, you know what you might want to consider that I think for. 00:29:02
We're going to be able to. We're going to lose that opportunity to have that discussion. 00:29:08
Because I have been sitting on this committee for a couple years now and I just feel like all of a sudden. 00:29:14

They kind of marry into the concepts that we see at. 01:28:46
The promenade in terms of setting up a compass like style, having some walls and beautification that. 01:28:52

Create a beautiful gateway and it will have the Bard statue looking at the Maritime Museum and kind of bridging the opportunities 01:28:59

The Channel Islands harbor with a certificate on their 60th anniversary. 01:32:50
And I had the opportunity to speak right after Travers, the grandson of Richard Bard, spoke. 01:32:55
And it dawned on me that I said I don't have to write a speech, I'll just say exactly how it all ties in is that. 01:33:00
If it weren't for the port of Winnie Me, there would be no Channel Islands harbor. 01:33:08
If there weren't for the Port of Wineemi, there would be no naval basement or a county. 01:33:12
If it weren't for the Port of Wynnie me, there would be, you know, city of Port Hueneme. 01:33:16

If there were no Richard Bard. 01:33:21
We would all about be here. 01:33:23
So I think this, this statue, especially the way it's set is, is very a great tribute to a man who's established so much and we 01:33:25

I think for us that location never got finalized, so we'd have to go back just to deal with location just to get the approval for 01:34:42

In that location that identifies all the landscaping. So I think there have to be a minor modification to the landscape permit to 01:34:59

I wanted to just say that I there's been a lot of discussion about a joint meeting of the of the two bodies of. 00:05:44

I want to reinforce that. 00:05:52
We are very supportive of that effort. 00:05:54
We think that a more positive outcome. 00:05:56
Can come from that. 00:05:59
We do believe that a amended agreement. 00:06:02
Is probably necessary. 00:06:05
I don't know of any organization or company. 00:06:07
Any operation for decades without an amended agreement that's either annual. 00:06:11
Or every couple years. 00:06:16
It's just, I mean, especially considering business changes. 00:06:18

And you should have this discussion on an annual basis to figure out what. 00:06:27

Collaboration to make this work for both parties. We're not against growth. 00:06:44
But we want to make sure that it's and we are supportive of the port, but we want to make sure that the port and the community. 00:06:48

One more thing that I'd like to say that you know with the in addition to the. 00:07:03

Agreement that's been in place for a long time. 00:07:11
You have a very aggressive. 00:07:14
Strategic plan for growth in the next 10 years. 00:07:16
That also is going to impact what we're trying to do here. 00:07:19
And so I think that that's another reason why it's so important to really take that into consideration. What's that going to do to 00:07:23
our community? 00:07:26
What's that going to do to our infrastructure? What's that going to do to public safety? 00:07:30
We have as my neighbor said. 00:07:34
We're very highly populated. We have 22 condominium. 00:07:38
Associations within one mile of the port. 00:07:43
Out of the 38 that we have in our entire city. 00:07:46
That's an equivalent of about. 00:07:49
7000 residents to 9000 residents. 00:07:51
That feel the impact. 00:07:54
Of the port. 00:07:57
I urge you to sit down together. 00:07:58
