| All right. Good afternoon and welcome to the City of Port Hueneme and the Oxnard Harbor District joint meeting. | 00:01:56 | |
| Today is Wednesday, June 25th, will now call this meeting to order. | 00:02:02 | |
| The time is now 330. | 00:02:07 | |
| Madam Clerk, can we get a roll call, please? | 00:02:11 | |
| Commissioner Zacharias. | 00:02:15 | |
| Here. Commissioner Rooney here. | 00:02:17 | |
| Mayor Pro Tem Lopez here. | 00:02:21 | |
| Mayor McQueen Lejean here and City Manager Vega. | 00:02:23 | |
| Here, Kristen Dicus is currently not in attendance. | 00:02:27 | |
| She's bleeding. She's bleeding. | 00:02:31 | |
| OK, great. Thank you. | 00:02:33 | |
| We'll move to item C That's public comments. | 00:02:35 | |
| Madam Clerk, do we have any public comments? | 00:02:39 | |
| We have a couple public comments. First will be Mr. Greg Ross and followed by Jan Burke. | 00:02:41 | |
| Good afternoon, Commissioners. | 00:02:55 | |
| City Manager. | 00:02:57 | |
| Mr. Lopez. | 00:02:59 | |
| And. | 00:03:01 | |
| Mayor Mayor Marsha. | 00:03:02 | |
| Martha's. | 00:03:05 | |
| So I've lived here a long time, you all know that. | 00:03:06 | |
| This is the closest port to any height density residential area. | 00:03:11 | |
| On the West Coast. | 00:03:16 | |
| Just happened to see on my Google feed this morning. | 00:03:18 | |
| A port in Turkey. | 00:03:21 | |
| There were no residences near that port. | 00:03:24 | |
| Cargo port in Turkey. | 00:03:26 | |
| So I'm I'm once again beating the drum for asking the port to be. | 00:03:29 | |
| Good neighbors. | 00:03:35 | |
| We get. | 00:03:36 | |
| Oxnard doesn't get this. We get the noise. | 00:03:38 | |
| We get the pollution, we get the trucks. My wife was on Wayne me Rd. | 00:03:41 | |
| Just about an hour ago. | 00:03:45 | |
| And I can always tell when there's a cargo ship offloading containers. | 00:03:47 | |
| Because those truckers are hauling. | 00:03:51 | |
| They're just moving fast. | 00:03:53 | |
| Speeding down Wynnum Rd. Ventura Rd. | 00:03:56 | |
| It's not good. | 00:03:59 | |
| We'd like to see. | 00:04:01 | |
| The truckers become more. | 00:04:04 | |
| Aware of. | 00:04:07 | |
| Where they are and the ship captains as well. | 00:04:08 | |
| I presented to the Harbor Commission District recently. | 00:04:12 | |
| No 3 three months ago. | 00:04:17 | |
| And Commissioner Rooney, you took good notes, you asked me questions. | 00:04:19 | |
| Said What could we do? | 00:04:23 | |
| And I asked to see if there was any way you could put a sign up for the truckers. | 00:04:25 | |
| Please wait if you can layoff your horns. | 00:04:30 | |
| That's all we ask. | 00:04:33 | |
| But that didn't happen. | 00:04:34 | |
| Now, conversely. | 00:04:36 | |
| About a week ago. | 00:04:37 | |
| We had a. | 00:04:40 | |
| Port Hueneme. | 00:04:41 | |
| Meet and greet. | 00:04:43 | |
| At Anna Cappuccino was great and I asked. | 00:04:44 | |
| City Manager Vega and I said, hey, you know, there's a couple of dead trees. | 00:04:49 | |
| On Bay Blvd. | 00:04:52 | |
| I drove by there today. | 00:04:54 | |
| They're cut up. | 00:04:56 | |
| So they he listened and a thank you for that. | 00:04:58 | |
| It's terrific and that's what we're asking of. | 00:05:00 | |
| The harbor. | 00:05:03 | |
| District Commissioners, if you would just please. | 00:05:05 | |
| Listen and become good neighbors. | 00:05:08 | |
| Right now, there's still a lot of negatives. We've got potholes. | 00:05:10 | |
| The truckers are out of control. | 00:05:14 | |
| And I just like to see those ships leave at 7:00 AM, not 5:55 and 5:00. | 00:05:17 | |
| 543 and is laying on their horn ships horn. | 00:05:23 | |
| We hear it all so. | 00:05:27 | |
| Thank you for listening. | 00:05:28 | |
| Thank you. | 00:05:30 | |
| Afternoon commissioners, City Council and staff. | 00:05:38 | |
| I wanted to just say that I there's been a lot of discussion about a joint meeting of the of the two bodies of. | 00:05:44 | |
| Elected officials. | 00:05:50 | |
| I want to reinforce that. | 00:05:52 | |
| We are very supportive of that effort. | 00:05:54 | |
| We think that a more positive outcome. | 00:05:56 | |
| Can come from that. | 00:05:59 | |
| We do believe that a amended agreement. | 00:06:02 | |
| Is probably necessary. | 00:06:05 | |
| I don't know of any organization or company. | 00:06:07 | |
| Any operation for decades without an amended agreement that's either annual. | 00:06:11 | |
| Or every couple years. | 00:06:16 | |
| It's just, I mean, especially considering business changes. | 00:06:18 | |
| Economic times change. | 00:06:22 | |
| The business shifts. | 00:06:25 | |
| Positive or negative? | 00:06:26 | |
| And you should have this discussion on an annual basis to figure out what. | 00:06:27 | |
| What's best for both entities? | 00:06:31 | |
| Since we are the host city, the gateway city, everything comes in and out of our city. | 00:06:34 | |
| It is important that we find a good balance and a good. | 00:06:40 | |
| Collaboration to make this work for both parties. We're not against growth. | 00:06:44 | |
| But we want to make sure that it's and we are supportive of the port, but we want to make sure that the port and the community. | 00:06:48 | |
| Can coexist. | 00:06:54 | |
| In a positive way and be good neighbors for each other. | 00:06:56 | |
| One more thing that I'd like to say that you know with the in addition to the. | 00:07:03 | |
| Long A. | 00:07:09 | |
| Agreement that's been in place for a long time. | 00:07:11 | |
| You have a very aggressive. | 00:07:14 | |
| Strategic plan for growth in the next 10 years. | 00:07:16 | |
| That also is going to impact what we're trying to do here. | 00:07:19 | |
| And so I think that that's another reason why it's so important to really take that into consideration. What's that going to do to | 00:07:23 | |
| our community? | 00:07:26 | |
| What's that going to do to our infrastructure? What's that going to do to public safety? | 00:07:30 | |
| We have as my neighbor said. | 00:07:34 | |
| We're very highly populated. We have 22 condominium. | 00:07:38 | |
| Associations within one mile of the port. | 00:07:43 | |
| Out of the 38 that we have in our entire city. | 00:07:46 | |
| That's an equivalent of about. | 00:07:49 | |
| 7000 residents to 9000 residents. | 00:07:51 | |
| That feel the impact. | 00:07:54 | |
| Of the port. | 00:07:57 | |
| I urge you to sit down together. | 00:07:58 | |
| To look at where are we now? | 00:08:01 | |
| How do we make this better for both parties? | 00:08:03 | |
| Thank you. | 00:08:07 | |
| That concludes public comment. | 00:08:08 | |
| Great. Thank you. So we'll go ahead and move on to the discussion items. | 00:08:10 | |
| I see that we have had some adjustments. | 00:08:15 | |
| To the items number 12 and #5. | 00:08:18 | |
| There any summary information you'd like to provide regarding the adjustments to the minutes? | 00:08:23 | |
| I'm sorry to the items. So it looks like there was an adjustment, a late adjustment to the item number one. | 00:08:29 | |
| Item number 2 and item number 5. Is there anything? | 00:08:34 | |
| Can we call out what the adjustments are for the folks who didn't get to see them? Yes, of course. So we moved the item on the | 00:08:38 | |
| Washington delegation trip more towards the back of the meeting. | 00:08:43 | |
| Depending how long this meeting goes, the consultant in Washington wasn't available till 4:30 this afternoon. | 00:08:49 | |
| So if we conclude before then, we'll make sure he comes to the July meeting, but that was his availability and do recognize that. | 00:08:55 | |
| They're on the East Coast, so it was sort of a timing thing. | 00:09:03 | |
| Anything right I'm #2? | 00:09:10 | |
| So I'm confused. | 00:09:13 | |
| Michelle, do you want to do this? I'll have the clerk of the board do it. I think it would be helpful because she actually worked | 00:09:17 | |
| with Georgiana on this. And thank you for your patience. I know there's been a lot of back and forth pulling this all together, | 00:09:20 | |
| so. | 00:09:24 | |
| Thank you to our teams for the hard work. | 00:09:29 | |
| On item number G1, the minutes we replace the current minutes that were in the packet with revised minutes to as a correction was | 00:09:32 | |
| made. | 00:09:37 | |
| On D2 clarification on settlement agreement. | 00:09:41 | |
| And we replace pages 34 and 35. | 00:09:45 | |
| In the packet with the corrected 814176 city port minutes. | 00:09:48 | |
| And on D5 Community Benefit fund projects. | 00:09:54 | |
| Replace the attached cover page for item D5 reflecting the date of July 14, 2025 is the Visioning Workshop. | 00:09:58 | |
| And replace the CBF Ongoing projects reconciliation spreadsheet, adding a new line. | 00:10:06 | |
| For projects. | 00:10:12 | |
| And everyone should have a copy with them. | 00:10:14 | |
| That was headed to Georgiana this afternoon. | 00:10:17 | |
| OK. Thank you. | 00:10:21 | |
| Thank you. Can I ask Mayor the minutes what was the correction? | 00:10:22 | |
| I'm trying to read both. | 00:10:28 | |
| At the same time, yeah. | 00:10:30 | |
| I will read it for you, thank you. | 00:10:33 | |
| The correction on the minutes was to add the statement of. | 00:10:53 | |
| City Manager Vegas stated that the City Council has voted that they do not. | 00:10:57 | |
| Give us the authority to come here and have discussions outside of the Community Benefit Fund. CBF Commissioner when he requested | 00:11:01 | |
| to see that motion. | 00:11:06 | |
| Any comments? | 00:11:15 | |
| Yeah, just one is. I don't recall that being exactly what was said. Yeah. | 00:11:17 | |
| I guess umm umm. | 00:11:22 | |
| I would ask if if that's what everybody heard, I think we had talked about. | 00:11:23 | |
| A particular item that the Council. | 00:11:29 | |
| Had. | 00:11:32 | |
| Not provide a direction to the. | 00:11:35 | |
| Joint Committee. | 00:11:38 | |
| On at that point, but not that there was a motion to not have discussion items outside of the Community Benefit fund to come to | 00:11:39 | |
| the. | 00:11:42 | |
| To the committee City Manager Vega, I just want to note that I did take it from the transcript. | 00:11:46 | |
| There was plenty of other. | 00:11:52 | |
| Conversation back and forth throughout that whole thing. | 00:11:55 | |
| I did try to generalize the minutes as best as possible, but if we do like any additional comments or. | 00:11:59 | |
| Transcripts to be added to the set of minutes. We were the can do that, right? Yeah, that was gonna be my suggestion is maybe we | 00:12:05 | |
| could work on that and bring it back at the next meeting. | 00:12:10 | |
| Yeah, I think, I think that. | 00:12:17 | |
| And I vaguely remember, not vaguely, but I remember very well that I think this is your response to my my original response. | 00:12:20 | |
| After further discussion, you repeated. | 00:12:29 | |
| What I was trying to say and what my comment was, that's not on here and if this comment is going to be here, I think that's OK. | 00:12:32 | |
| But I'd like my original comment to be here, and my original comment was that. | 00:12:39 | |
| There was a motion taken regarding the discuss having the discussion regarding the agreements. | 00:12:44 | |
| At the city port meeting and that motion failed. | 00:12:50 | |
| And I use failed or you can use the word died because it didn't get a second. | 00:12:54 | |
| So therefore we did not have authority to have the conversation at the City Court meeting. | 00:12:59 | |
| So that was my first comment and I made the first comment. I think yours was after further discussion. | 00:13:04 | |
| You kind of came back and was reiterating what I was saying. So that's the case. Yeah, I appreciate the clarification. Yeah, | 00:13:09 | |
| again, I'm OK with this on here, but I'd like that to be added because that was really the first statement that was made, Madam | 00:13:14 | |
| Mayor. Yeah, I did. | 00:13:19 | |
| Request to see where that the motion was made in in the. | 00:13:25 | |
| City Council minutes so. | 00:13:30 | |
| That's why I wanted it in there. For the record, it has been. There's been information that's been provided since then time. | 00:13:32 | |
| So, umm. | 00:13:38 | |
| That's why we we added that in. Great, great. Thank you. And again with that with the adjustment of the comment that I just made | 00:13:39 | |
| if that comp that if that's made then I think we can go forward with that. Madam Mayor, I do have another item that I'd like to | 00:13:45 | |
| clarify because I wasn't sure about what who. | 00:13:51 | |
| The comments were, yeah, OK, great. So before we move approval on that, it's under item number 4. | 00:13:58 | |
| Where Umm. | 00:14:05 | |
| We were talking about the projects and then. | 00:14:09 | |
| I was just unclear at the top of Page 3. | 00:14:14 | |
| Where it talks about Mayor Pro Tem, Lopez mentioned that there had been questions from the City Council regarding the projects and | 00:14:18 | |
| the process through the Community Advisory Commission. | 00:14:23 | |
| So I wasn't sure what. | 00:14:28 | |
| That was referring to. | 00:14:30 | |
| And and it's not clear in the minutes. I think so. | 00:14:32 | |
| If we can just kind of massage that a little bit to have the. | 00:14:36 | |
| The record be accurate because I'm not clear what. | 00:14:40 | |
| The intent was here. OK, so let me ask you this. | 00:14:43 | |
| Do you want to? | 00:14:47 | |
| Forego approving the minutes today to get them accurate. | 00:14:49 | |
| And then come back and approve them when we can all agree with what they say. | 00:14:52 | |
| I'm happy to do that just. | 00:14:57 | |
| Clarify that. | 00:15:00 | |
| That statement there, OK, we'll go ahead and take a note of that. | 00:15:02 | |
| Will definitely take another look and then. | 00:15:05 | |
| Update them and then bring them back to the next meeting. OK, thank you. | 00:15:07 | |
| So, Madam, Madam Clerk, since we what vote do we need to take or what motion do we need to take it? | 00:15:11 | |
| Motion to. | 00:15:18 | |
| We can make a motion or we can just say there was come I mean committee consensus to OK bring. Do we have committee consensus to | 00:15:20 | |
| move forward and go ahead and approve the minutes next time? Great, thank you. I think I see not so I think we're good there. | 00:15:26 | |
| So let's go on and move to item number. | 00:15:33 | |
| 2 Miss Dicas, will you please leave the discussion? | 00:15:37 | |
| For the next item, yes. So this. | 00:15:41 | |
| This discussion was put on here because there was some Gray areas to. | 00:15:44 | |
| In in previous discussions as to what can and can be brought to the Port Standing Committee. | 00:15:49 | |
| And So what we did was put together a memo in concert with our legal counsel that indeed that you can bring. | 00:15:55 | |
| Other topics to the Port Standing Committee and that we do have a history and precedent of doing that and that's why you see | 00:16:02 | |
| minutes from previous meetings in here. | 00:16:06 | |
| But. | 00:16:11 | |
| Person conversations between James and I, we thought it would be prudent to really collaborate on how we bring forward agenda | 00:16:12 | |
| items and So what we did is add at the very end of this meeting a future agenda discussions. | 00:16:18 | |
| So at the end of the meeting we can work together to decide what items will go on future meetings. And so that's why you see that | 00:16:25 | |
| there and we thought then we would all be aligned in Page. | 00:16:30 | |
| And understanding on the topics for future meetings. | 00:16:35 | |
| And in constant in conversations with our with with Ruben Duran of BBK, we can have an active discussion about what those items | 00:16:39 | |
| are. We can't just talk about the items, right So. | 00:16:44 | |
| Any comments? | 00:16:51 | |
| Go ahead. | 00:16:53 | |
| Yeah, so. | 00:16:55 | |
| I did. I had, I had a conversation with James and I had read. | 00:16:57 | |
| The settlement agreement and. | 00:17:00 | |
| I think I keyed in on. | 00:17:02 | |
| What what the agreement actually says? | 00:17:05 | |
| And it says. | 00:17:08 | |
| Without looking at the precedents that was previous, I was just focused on the words of the agreement and. | 00:17:10 | |
| So when we talked about this, we, we really didn't talk about precedence. We just talked about what? | 00:17:18 | |
| What the agreement says and. | 00:17:24 | |
| The parameters that we we can speak to as. | 00:17:27 | |
| As this joint committee. | 00:17:31 | |
| So. But again, you know. | 00:17:32 | |
| That's something that, well, for clarification, what happened is back in 2015 when we orchestrated the settlement agreement, both | 00:17:36 | |
| parties at the time mutually decided to use the port Standing committee. | 00:17:41 | |
| As the platform to discuss CBF but not limit the long standing port standing committee to CBF. | 00:17:47 | |
| And so that's where it came together. And so we started that President back in 2015 to be sure to talk about CBF. But there if | 00:17:55 | |
| there were other strategic discussions, this was a very positive place to have that collaborative in their interaction. | 00:18:02 | |
| Yeah. And I agree with that. I agree with that. I think the one thing that I just want to make sure that everybody keeps in mind. | 00:18:09 | |
| Is as. | 00:18:16 | |
| Governing body. | 00:18:18 | |
| The items that we discuss. | 00:18:20 | |
| Must be hygienized. | 00:18:24 | |
| Right. And which means that you have to have conversation before to find out if we're prepared. | 00:18:25 | |
| To have those conversation, but even before that. | 00:18:30 | |
| As a representative of this body. | 00:18:33 | |
| We have to get the Council to. | 00:18:36 | |
| Approve our discussions. And so that's policy for us. And So what that means for us is that. | 00:18:39 | |
| We have to decide early on. | 00:18:46 | |
| So that a council meeting will happen so we can get what we need to then come. | 00:18:48 | |
| So just want everyone to just. | 00:18:53 | |
| Know that and when we we can we can talk about anything that the book that the Councilman. | 00:18:55 | |
| Excuse me, council board or the council says we can talk about so I don't. | 00:19:02 | |
| I don't think maybe we didn't communicate it well enough. | 00:19:07 | |
| But yes. | 00:19:11 | |
| Any topic that the Council. | 00:19:12 | |
| Votes on That allows us to talk on We can talk. | 00:19:15 | |
| So that is with any topic. | 00:19:19 | |
| So just know that. | 00:19:21 | |
| We're not. We're not limiting to any specific item. | 00:19:23 | |
| But before we can have the conversation, we must get Council approval. | 00:19:27 | |
| Just like we do for any agenda item ever on our agenda. | 00:19:32 | |
| We have to vote after each meeting, we vote about the items that we will discuss on our agenda. | 00:19:36 | |
| So with that, if we have the votes to have any, any discussion on any topic, we can absolutely have it. | 00:19:42 | |
| At the. | 00:19:49 | |
| So nothing prohibits us except. | 00:19:50 | |
| Having the. | 00:19:53 | |
| To approve the discussion title. | 00:19:54 | |
| That's not just a CBF, but this committee, this city for this city port meeting, we can talk about anything that the council | 00:19:57 | |
| authorizes us to talk about. Yeah, So just a clarification, so. | 00:20:03 | |
| What's your process of how you go back? | 00:20:10 | |
| Have those conversations with your council and then how does that? | 00:20:13 | |
| Kind of bubble up to be prepared. | 00:20:16 | |
| For this meeting, so every meeting that the City Council has. | 00:20:18 | |
| We have an item on the agenda that says. | 00:20:23 | |
| Further, umm. | 00:20:26 | |
| Agenda items. | 00:20:27 | |
| Every meeting at the very end. | 00:20:29 | |
| We all go through, we have an opportunity. | 00:20:31 | |
| Kristen, would you like to have anything on the agenda? And if she says yes, let's talk about strategic planning. | 00:20:34 | |
| And we say, is there a motion? Yes, there's a motion. There's a second. Can we have a vote? Yes. | 00:20:40 | |
| It's on the agenda. | 00:20:45 | |
| Not necessarily the next agenda, but now our city manager has to go back and. | 00:20:47 | |
| Figure out what are the reports, What are they asking for? | 00:20:51 | |
| And put that together. | 00:20:54 | |
| So every single item. | 00:20:55 | |
| Every single item that is on our agenda. | 00:20:57 | |
| We have approved it as. | 00:21:00 | |
| Council to have that agenda topic on an agenda. | 00:21:03 | |
| Maybe I didn't ask my question right? | 00:21:08 | |
| So in regard to being prepared. | 00:21:10 | |
| For the City Court meeting, yes. | 00:21:12 | |
| So, umm. | 00:21:14 | |
| You talk amongst your board to say here are the items that we want to talk about at the City Port meeting. | 00:21:16 | |
| If we know ahead of time we have items. | 00:21:22 | |
| But if we know ahead of time, even if you say that in a last meeting you said you wanted to talk about something. | 00:21:25 | |
| We have to come back. | 00:21:32 | |
| We have to say yes, let's talk about that. | 00:21:34 | |
| Yes, let's put it on the agenda. | 00:21:37 | |
| But it's not on the agenda to the next meeting or the meeting after. | 00:21:39 | |
| When it is on the agenda. | 00:21:43 | |
| That's the only time we can talk about it to be prepared. So that's why I'm saying it's an advanced notice. | 00:21:45 | |
| For us to go through the process to get approval. | 00:21:50 | |
| Let's let's use Med as an example. | 00:21:53 | |
| Let's say we talked about we haven't started CBF. | 00:21:57 | |
| And the last meeting we said at the port meeting, we said, hey, we need to talk about CBF. | 00:22:01 | |
| Or or less. | 00:22:06 | |
| Another topic, trip to Washington, DC to Washington DC, OK, what are some of the topics that we want to talk about as it relates | 00:22:07 | |
| to partnership when we go to DC? | 00:22:11 | |
| So let's say we talked about that at. | 00:22:16 | |
| The last port city port meeting. | 00:22:19 | |
| So now we have to come back and we have to say hey. | 00:22:21 | |
| Can we put on our agenda to talk about the items that we want to discuss at the city port? | 00:22:25 | |
| Meeting in preparation weeks after. Yeah, me. And then we time you talk about and then we actually have to put it on the agenda. | 00:22:31 | |
| Right. And make a decision and then come back. | 00:22:40 | |
| So, so I guess, yeah, I mean, I want to make this as efficient as. Yeah, yeah, right. | 00:22:43 | |
| And so if we have our. | 00:22:48 | |
| Standing meeting. | 00:22:50 | |
| 4th generally on the fourth Wednesday. | 00:22:51 | |
| Then is it possible that you might be able to in the first or second week agendas? | 00:22:55 | |
| The topic. So then it'll be. | 00:23:01 | |
| In the. | 00:23:03 | |
| I mean to get to. | 00:23:04 | |
| The agenda for this meeting, I think I'd say we could. We could do that. | 00:23:06 | |
| So I think this whole discussion is really about we want to be able to talk about the things we need to talk about. | 00:23:11 | |
| But we need advanced notice so we can get the approval of the council. Can I just get quick clarification question? Just | 00:23:17 | |
| piggybacking on the discussion here. Just so I understand processes. James and I build the agendas. | 00:23:23 | |
| So today, at the end of the discussion, we have future agenda items. And so we sit here and we have some consensus. There's | 00:23:28 | |
| something we'd like to talk about in the future and we can agree on that, but you still need to bring that back to City Council. | 00:23:35 | |
| And then you'll come back and say, yeah, go ahead, agendize that we got the green light. Is that how it will work? Yeah, It | 00:23:41 | |
| depends on if the items are something we have already in the past. Agreed. | 00:23:47 | |
| On as it relates to like CBF, we don't have to keep coming back, say let's put CBF on the agenda because we know that's upcoming. | 00:23:53 | |
| So we're already. | 00:23:56 | |
| Doing that. | 00:24:00 | |
| Right, Those things, we know we're already talking about them. | 00:24:01 | |
| We're already having conversations with the city. | 00:24:04 | |
| We may have already said, hey, let's put that on the agenda. | 00:24:07 | |
| Right. Well, last last meeting we we agendized. | 00:24:10 | |
| The DC trip. | 00:24:15 | |
| The topic. | 00:24:17 | |
| Yeah, yeah. I guess from an efficiency standpoint and and transparency and working within your guidelines. | 00:24:18 | |
| It might be good to. | 00:24:27 | |
| Report out right at your next meeting and say here's what we talked about. | 00:24:29 | |
| And we absolutely here's what we want to talk about for the future item for the future meeting and then that gives you another | 00:24:33 | |
| week. | 00:24:37 | |
| To come back to your council and then your. | 00:24:41 | |
| Ready for the agenda for almost a month process. Yeah, exactly. And so we start and so know that we do do that when we have our | 00:24:43 | |
| city port meetings, we do come back myself and Mayor Pro Tem, we do report on what we have discussed. Good to do that. | 00:24:51 | |
| And that brings some further discussion and we might get an approval. Commissioner Rooney, I'm sorry, when you speak, can you | 00:24:58 | |
| speak directly into the mic they're having? | 00:25:04 | |
| Sorry. | 00:25:10 | |
| Are you all having a hard time hearing me as well? OK, OK, I have a habit of doing that. | 00:25:12 | |
| Yeah. So and and so when we come back and bring information about the port meeting, we do find that we get some items, some | 00:25:17 | |
| requests for agenda items out of that. | 00:25:21 | |
| So that's it. But it is A at least I mean. | 00:25:26 | |
| Say at least a month, but sometimes two months, because then because not two months because we meet twice. Well, because then. | 00:25:31 | |
| City Manager will talk to Kristen and then say OK, we need to. | 00:25:38 | |
| Here's here's the agenda and then. | 00:25:42 | |
| We both, both agencies need to agree on the agenda items, right? So then that gives time for us to then decide. I think the good, | 00:25:45 | |
| I think the good news is unlike us, we meet twice a month. | 00:25:50 | |
| Generally speaking, if I can add to, I think one thing where maybe it felt different recently is. | 00:25:56 | |
| That. | 00:26:03 | |
| Typically, we do try to anticipate like the items that are going to be coming down the Pike. So we do talk about those like in | 00:26:04 | |
| advance of the council so that we don't have to come into this room and say like we haven't talked about that yet. | 00:26:09 | |
| And so like the CBF is an example we've talked about a couple months back the they gave direction to. | 00:26:15 | |
| Our committee and the committee can now talk about that item. | 00:26:21 | |
| But just as an example. | 00:26:24 | |
| Even in the past, I don't know if everybody realized like even CBF items have gone back to the council and so. | 00:26:28 | |
| The DC trip. | 00:26:35 | |
| Last year. | 00:26:36 | |
| Like we knew it was coming up, so we went to the council, asked what the priorities were for the committee, and then the committee | 00:26:37 | |
| came to this meeting. So we never had that discussion here where we said like, we weren't prepared, you know? | 00:26:42 | |
| So it's just. | 00:26:49 | |
| Yeah, those new items, so like we try to get the direction ahead of time on the regular CBF ongoing business type stuff. And then | 00:26:51 | |
| if new items come up, that's where I think we're saying we. | 00:26:56 | |
| If we can workout that process where then we have time to go back to council. | 00:27:02 | |
| It would help. I think that item is going to help. Having the agenda. Yeah, I think it will. Yeah. That was the goal. Just for | 00:27:06 | |
| clarification, perfect technical. | 00:27:09 | |
| For myself is that. | 00:27:13 | |
| Is this something new? Because I don't. I mean, we've been able to talk about any and every topic. | 00:27:14 | |
| We as bodies, we. | 00:27:20 | |
| As an advisory group, we're just talking, We're not making decisions. | 00:27:22 | |
| And I feel like we're. | 00:27:27 | |
| Were putting handcuffs on ourselves to be able to have those open discussions, but our conversations talking about topics but we | 00:27:30 | |
| don't. | 00:27:35 | |
| Say, OK, we're going to decide on this because we both know that we have to go back to the commissioners and you all have to go | 00:27:39 | |
| back to the City Council members to say, hey, we have this discussion. What are your thoughts? | 00:27:44 | |
| But I feel like we're handcuffing ourselves to not be able to have those open discussions, the brainstorming ideas where I think | 00:27:49 | |
| to me, that's the purpose of this particular committee. | 00:27:54 | |
| Yeah, I'll just say I have not felt constrained. I sat in these meetings over the last year as the mayor Pro Tem and now being | 00:28:00 | |
| here. | 00:28:06 | |
| Now. | 00:28:13 | |
| I think what has happened over what happened over last year that our conversations were focused on the items that were on the CBF. | 00:28:14 | |
| Right. No, Yeah, we talked about monuments, CBS, we talked about the mural, CBF we talked about. So, so there's no constraints | 00:28:23 | |
| when we're talking about the items on our CBS because we've already approved those. The council has already approved those items, | 00:28:29 | |
| so we can discuss those at will. | 00:28:35 | |
| It's when things come up that have not that have been not been part of those discussions is when we have to. | 00:28:41 | |
| Make sure that we're coming back, but I would hate to lose that in this particular meeting because then we're losing time. I'd | 00:28:47 | |
| like to. I don't know if there's a possibility to add a. | 00:28:51 | |
| A section on the agenda, just brainstorming public conversation nights, ideas, suggestions. People might be coming up to the | 00:28:56 | |
| podium to give their input, thinking, hey, you know what you might want to consider that I think for. | 00:29:02 | |
| We're going to be able to. We're going to lose that opportunity to have that discussion. | 00:29:08 | |
| Because I have been sitting on this committee for a couple years now and I just feel like all of a sudden. | 00:29:14 | |
| We're putting these guidelines in place that I'm thinking it's leaving us no room for open conversation. We have to remember those | 00:29:18 | |
| are their guidelines. Those own our guidelines. | 00:29:23 | |
| So it's how they are allowed to. | 00:29:29 | |
| Interact. | 00:29:32 | |
| As part of this. | 00:29:34 | |
| But historically, I mean, I've been on this committee. | 00:29:36 | |
| For years. | 00:29:39 | |
| It's been something where there's been agendas, items that lead to other discussion and potential collaboration that. | 00:29:42 | |
| That may not happen in a different format, and this is a. It's just a working committee with no. | 00:29:49 | |
| Authority to. | 00:29:56 | |
| Take the vote, right? Yeah. And we can going back to our boards and we both are in the same situation. | 00:29:59 | |
| Of reporting back to our boards and asking for. | 00:30:04 | |
| That vote, you know, at that level. So I understand that. | 00:30:08 | |
| We just I agree with Commissioner Zacharias. | 00:30:12 | |
| That, umm. | 00:30:16 | |
| We lose time in doing that and and if there's a way that we can help streamline things. | 00:30:18 | |
| We're happy to do that and and work within your guidelines. Yeah, and you know, maybe streamlining things is by even potential | 00:30:23 | |
| topics because you'll get it approved. | 00:30:28 | |
| Because I'm just thinking right now, for example, the DC trip, you go dark in August. | 00:30:34 | |
| All right, August or July? | 00:30:40 | |
| Yeah, we're yeah. | 00:30:42 | |
| August 7th, but we have it scheduled for July 21st Yes, yes, but we still we we the committee still meet. We don't go dark, but | 00:30:44 | |
| you're you're. | 00:30:49 | |
| Council meetings go dark, so therefore you're losing a whole month of. | 00:30:54 | |
| Conversations. | 00:30:59 | |
| To move items forward, right Yeah, so so our. | 00:31:01 | |
| Our schedule now, we're not going dark in July. | 00:31:04 | |
| Not going dark for a month. We're canceling one meeting. | 00:31:09 | |
| I yeah could. | 00:31:12 | |
| There is opportunity under item number 7 under Councilmember comments, yes. | 00:31:16 | |
| To make a comment. | 00:31:21 | |
| To not have a discussion about it. | 00:31:23 | |
| But to make a comment so I mean if you feel like you. | 00:31:25 | |
| Want to say something? | 00:31:28 | |
| There's a place to do it. | 00:31:29 | |
| As long as we all don't engage in the conversation on that because it's not agendized. | 00:31:31 | |
| So there, there is some flexibility there and making making statements to the interval. And if I may, just an idea too, when we | 00:31:36 | |
| get to the future agenda items, maybe a future agenda item that you could bring back to the Council would be the opportunity to | 00:31:41 | |
| brainstorm on certain collaborative projects. | 00:31:47 | |
| That might be a way to help. | 00:31:53 | |
| Solve that Riddle. | 00:31:54 | |
| I think I think, for example, it's important that we both educate ourselves on each others. | 00:31:55 | |
| Organization, right? One thing that pops into mine right now is the grant that we were able to get with collaboration with the. | 00:32:02 | |
| Ventura Port District. | 00:32:09 | |
| I don't know if you all know the details about that, but that is amazing. And so I'm trying to figure out, OK, we need to educate | 00:32:10 | |
| you on how that came about so we can find perhaps some opportunities for us to. | 00:32:16 | |
| Continue those type of collaborations. And so that's why I think it's important that we have these informational sessions. | 00:32:21 | |
| Whether you educate us on, I'd love to be educated on your economic development plan. I did print it out. Michelle, thank you very | 00:32:28 | |
| much for putting it together for me. And I have been going through that. I'm thinking. | 00:32:33 | |
| There's a lot of low hanging fruit there that we could work on right now. We don't need millions of dollars to be able to do that. | 00:32:38 | |
| And I and I, you know, I see some. | 00:32:44 | |
| Potential collaborations with. | 00:32:46 | |
| External folks that we can move forward on. | 00:32:48 | |
| But I'd love to be educated on, on that and, and we can educate you on our strategic plan. | 00:32:51 | |
| So I think those are things that we could talk about in future on Item 7 to be future discussion items. | 00:32:56 | |
| All righty. | 00:33:04 | |
| Anything else? | 00:33:06 | |
| So these are we're just having some just receiving files. So OK, great. So we won't have to go through anything. | 00:33:09 | |
| When the. | 00:33:18 | |
| Yes. | 00:33:20 | |
| D Oh, this is D5 OK, sorry about that. | 00:33:21 | |
| Thank you. Yeah, OK. | 00:33:24 | |
| OK, great. So did Miss dicas #3 yes, have under you as well. So yes, it does. Thank you. | 00:33:27 | |
| Mayor, so just a couple updates here on these particular reports. We're pleased to report that our CFO did work closely with our | 00:33:34 | |
| auditor and we have put together the reports. Where do you, we did attach them herein and we'll officially submit them to James, | 00:33:41 | |
| but it's the reports. | 00:33:47 | |
| On our port activity that are required annually, so we have those current now from 2015 forward and the last batch was 2020 to | 00:33:53 | |
| 2024 and they've been approved by our auditor, so. | 00:34:00 | |
| They're attached herein and then we'll be formally provided to the city. So we are back in compliance with our reporting. | 00:34:06 | |
| And we also. | 00:34:13 | |
| Or is that a future 10? That's the, that's number five, sorry. So there. And then we also provided the city manager with the | 00:34:16 | |
| template to give him the time and opportunity to put together the reports to us. | 00:34:22 | |
| OK, great. I think we agreed on the template, right? We're good on that. | 00:34:30 | |
| We're working on OK. And I was gonna say I'm happy to report that I have a CFO now which is a positive and and that we have a | 00:34:33 | |
| working financial system now, so. | 00:34:38 | |
| So we had a meeting last week with our team to start. | 00:34:44 | |
| Trying to make sure we can pull the information we need to start. | 00:34:49 | |
| Working on these on the reports. | 00:34:52 | |
| And specifically realizing that we're about two months out from when the next report is due, so. | 00:34:55 | |
| We're going to start with that one, and I've given them the templates and then some of our previous reports. So we're going to try | 00:35:02 | |
| to figure out how we can make that work and then we'll come back to the. | 00:35:07 | |
| Joint Committee. | 00:35:13 | |
| With updates throughout that process. | 00:35:14 | |
| Madam Mayor, yes. So at the last meeting we had conversations about this. | 00:35:16 | |
| That. | 00:35:22 | |
| I think we all agreed that working from current backwards to get the reports. So is that your understanding? | 00:35:24 | |
| About that. | 00:35:32 | |
| Our focus over the last month was getting. | 00:35:34 | |
| Set up and ready to go and prepared to go for this this report and then making sure we have a format that everybody's. | 00:35:37 | |
| An agreement on and you know, and moving forward with those. | 00:35:45 | |
| And I think, you know, I would like to have some future discussion. | 00:35:49 | |
| And sort of once we do that and we figure out how much. | 00:35:53 | |
| How many resources are used? How far back we can go? Because I think I mentioned it the last. | 00:35:57 | |
| Meeting that, we have a new financial system that just got put into place and we aren't. | 00:36:02 | |
| We're still learning how far back we can go and and how much access we'll have in our prior system. | 00:36:07 | |
| So I we're focusing on. | 00:36:12 | |
| The one that's due in the next month or two and then we from that we wanted to have the discussion then about. | 00:36:15 | |
| Like you know what? | 00:36:21 | |
| How it went, if there's a if we get to a point everybody is happy with the format, and then how much time? | 00:36:24 | |
| We would take and how. | 00:36:30 | |
| How many reports? How many years back? | 00:36:31 | |
| We can reasonably go back to. | 00:36:34 | |
| So I think that's. | 00:36:37 | |
| Why, we had said, you know, we probably. | 00:36:40 | |
| Expect to have some future discussion once we have that report done and if everybody's happy with it. | 00:36:43 | |
| And then what the process could be like? | 00:36:49 | |
| So as I recall the last meeting. | 00:36:53 | |
| You made those comments about your financial system and you didn't know how far back you could go. We did reiterate our board is | 00:36:57 | |
| interested in seeing all of the years from 2015 forward. This is a contract. | 00:37:03 | |
| There are items that are spelled out for each agency to do that. | 00:37:11 | |
| Money is changing hands. | 00:37:16 | |
| And so it's important to have all of the agreements to do that. | 00:37:17 | |
| Right. Thank you. | 00:37:23 | |
| Anything else? | 00:37:24 | |
| Yes. | 00:37:26 | |
| On some of those reports that we did submit, it wasn't in. | 00:37:27 | |
| It wasn't in that Excel document that you guys provided so. | 00:37:31 | |
| Are you guys? | 00:37:35 | |
| Trying to tell us. | 00:37:36 | |
| Put it in the document or and not accept what was previously. | 00:37:38 | |
| So we, James and I had conversations the the the issue with the previous reporting is that they don't meet the smell test of the | 00:37:42 | |
| contract as they don't tell you what dollars go to what projects. | 00:37:48 | |
| And so we're working through that with James in a collaborative way to come up with the right format. | 00:37:54 | |
| That's consistent with the contract and meets what was the spirit of the negotiation to detail precisely what each penny went to | 00:37:59 | |
| and for what. That was a requirement of the settlement agreement. | 00:38:04 | |
| It just seems like. | 00:38:10 | |
| Like 20/17/2018 it just. | 00:38:12 | |
| Let's just say those were given to you guys and then but you guys are making it. | 00:38:14 | |
| Now. | 00:38:18 | |
| Like what in in in the spirit of collaboration and moving forward. | 00:38:20 | |
| Why it seems like? | 00:38:24 | |
| You changing the format? No. With all due respect, the format of the previous reporting was not meeting the test of the. | 00:38:26 | |
| Reggie of the of the settlement agreement to identify the dollars and cents transactions with the revenue sharing money and so we | 00:38:34 | |
| provided the template as a courtesy to help. | 00:38:40 | |
| Show what it could look like if James would like to provide that in a different format, but as long as it identifies the dollars | 00:38:45 | |
| and cents for the each transaction spent with a revenue. | 00:38:51 | |
| Sharing agreement that would satisfy the contract. But right now the reports just list a whole bunch of projects and you have no | 00:38:56 | |
| idea what money went to what projects. So it's not that we're trying to unwind anything. We're just trying to work collaborative | 00:39:02 | |
| with James to come up with a format that works within the confines of the contract, the settlement agreement. I just want to ask | 00:39:08 | |
| one question just to make sure we understand. | 00:39:14 | |
| How how many reports have we submitted? What years reports has the city? I don't have the years in front of me. I think it was | 00:39:20 | |
| five of the 10 years that the city had submitted reports and it looked like during COVID there was the gap and and in all fairness | 00:39:26 | |
| to those formats were coming to us that predict James and we did. | 00:39:32 | |
| Through every every revenue sharing check that we provided to the city, Austin asked for clarification on what the dollars and | 00:39:38 | |
| cents were going to. | 00:39:43 | |
| And so it goes way back. And so I know James is trying hard to get it in a format that really does identify dollars and cents. And | 00:39:47 | |
| we've had some very good conversations around getting that done. OK, good. I just want to make sure that we understand that the | 00:39:52 | |
| reports have been at least you said five of the 10. | 00:39:57 | |
| Yes, that's my understanding had been submitted and up until now we had not heard they weren't acceptable. | 00:40:03 | |
| Nuts. No, hold on, hold on a minute. Let me ask him the question. | 00:40:09 | |
| I think Kristen saying that they had notified. | 00:40:13 | |
| Prior staff, but but I had not heard OK, that's what I'm trying to get at. Yeah. So we're not we're not moving the goal posts at | 00:40:15 | |
| this point. | 00:40:19 | |
| There are things that are in the settlement agreement that talk about reporting. | 00:40:24 | |
| And have have the detail. In the past the detail has not been there. | 00:40:29 | |
| And so. | 00:40:34 | |
| We have asked year after year after year and predates everybody, but our financial team asks all the time and I mean when I | 00:40:35 | |
| started in 2010. | 00:40:41 | |
| I asked for agreements, right, right. You know, and we never got them. Yeah. So then an ongoing. So just know this is just about | 00:40:47 | |
| trying to understand, right. And so my question would be now so with the with the back and forth dialogue about asking for | 00:40:54 | |
| specifics about the information, you all still don't have the information. So, so if I may, I know that Austin was working with | 00:41:01 | |
| your former CFO and they did come up with a template that was satisfactory and so. | 00:41:08 | |
| James, in fairness, we have been working with you. We haven't been satisfied with any of the reports that just list projects and | 00:41:15 | |
| we've been very clear. | 00:41:20 | |
| In in correspondence to the city, but we also want to just move forward and get the format works way as a courtesy we provided | 00:41:24 | |
| this. | 00:41:28 | |
| We thought it would be helpful. We're not trying to change anything, but just make maybe it a little easier for James to give us | 00:41:31 | |
| what we need and. | 00:41:35 | |
| And to be fair, in the heart of the settlement agreement there was a lot of give and take and then we created the CBF to come up | 00:41:39 | |
| with wins. There was a transaction with the NCL. | 00:41:44 | |
| Agreement, but it was very important to our commissioners and I sat through these negotiations. | 00:41:49 | |
| That we. | 00:41:54 | |
| Got rid of any gift of public funds questions that were in former contracts. So one of the things in there was widening Panoma St. | 00:41:55 | |
| which we know isn't going to happen. | 00:42:00 | |
| And so we asked for and put in that settlement agreement the requirement for very detailed accounting. | 00:42:04 | |
| And since the initiation inception of the settlement agreement, we have not received a report that does that detailed accounting | 00:42:11 | |
| so. | 00:42:15 | |
| Here, you know, and we, we had some hiccups with our reporting. Do you as well. So we're not trying to get in a *** for tat or | 00:42:20 | |
| anything like that. We want to help James succeed. | 00:42:25 | |
| In getting the right ports to us and we thought this format would be helpful and then we'd like to work to go back as far as we | 00:42:30 | |
| can just go for the public record to have the right accounting that's consistent with the spreadsheets. | 00:42:36 | |
| Knowing that 10 years has subsided and some of that might be tricky and we'll work together to get this done right. Thank you. | 00:42:42 | |
| Thank you. I mean, we have an audit every year. So I mean we need to provide all of the information to our auditor. | 00:42:50 | |
| As well to to meet all that so. | 00:42:57 | |
| Any other comments, questions? | 00:43:00 | |
| Just though the only thing I'll add is just. | 00:43:02 | |
| Where? | 00:43:05 | |
| Talking about some of the. | 00:43:07 | |
| Communication gaps in the past, but the format that we have provided is the format that the CFO had indicated was the agreed upon | 00:43:09 | |
| format. | 00:43:13 | |
| And so I understand that. | 00:43:17 | |
| I think it sounds like. | 00:43:18 | |
| That's not the understanding that the port had. | 00:43:20 | |
| But we did provide the formal, we're getting it a little bit back at you and I can talk offline. There was one that came in right | 00:43:22 | |
| and then there was again another one that came in wrong. | 00:43:26 | |
| So it's like we got it going in the right format and then the following year came in the wrong format. So we'll work together, | 00:43:31 | |
| James, we'll get this right. Yeah. And so just at the that's where my short explanation was, we're going to focus on getting this | 00:43:36 | |
| one done. And then from that we'll know sort of what the realistic time and. | 00:43:42 | |
| You know, and I and I realized that this is a painful process, but I think it's a long overdue from both parties. | 00:43:49 | |
| And if that's why I've been very adamant myself about keeping these monthly meetings going. | 00:43:56 | |
| Because we need to make sure we're moving forward, we've got to get this all out of the way. And once we're back on track, I'm | 00:44:01 | |
| sure James will feel relieved once the reports are up to date and we're all in compliance, right? That's what it comes down to as | 00:44:07 | |
| far as transparency is concerned as well. We'll be able to see, folks will be able to see how much money the port gave the city in | 00:44:13 | |
| the agreement and what the city did with that particular pot of money. | 00:44:18 | |
| Yeah, and it would have been good to have. | 00:44:24 | |
| Template in the agreement. There would have been no issues from. | 00:44:28 | |
| Coming out of the gate as soon as that. | 00:44:32 | |
| Agreement was signed. | 00:44:35 | |
| So it seems like. | 00:44:37 | |
| There was really never an established. | 00:44:38 | |
| Report out. | 00:44:41 | |
| That that met everybody's. | 00:44:42 | |
| Satisfaction. | 00:44:45 | |
| I think in the previous contracts things were sort of named in the settlement greens. We did add in that you had identified | 00:44:46 | |
| dollars and cents because that was very important at the time and so there wasn't. | 00:44:51 | |
| A format or template, but it did that was the what was new to really say there need to be line items for dollars and cents and I | 00:44:57 | |
| agree with mayor Pro Tem. | 00:45:02 | |
| I mean it would have been great to have a template there. | 00:45:07 | |
| There's been some massaging, you know, in this current thing, yeah. | 00:45:11 | |
| And so I think that hopefully we land on something that works for both agencies and we can move forward with that. | 00:45:15 | |
| Nothing else. All right, let's go ahead and move on to item number. | 00:45:23 | |
| For Mr. Vega, Mr. Dicus, this is about the DC trip. Yeah, I have good news. John is on the line, so he's here to to assist in this | 00:45:28 | |
| dialogue and help plan for the trip. | 00:45:34 | |
| I don't know how we get ears. John, are you there? | 00:45:42 | |
| Yes, OK, very good. So he was just going to give a little bit of an overview on the climate in Washington. | 00:45:45 | |
| And you know, we had the past trip and give us a little bit of background on that and and you know, how will help us navigate | 00:45:51 | |
| coming up with meetings and. | 00:45:55 | |
| Kind of what may or may, you know, we won't decide everything today, clearly, but you know, given the nuances and all the politics | 00:45:59 | |
| and trade policy, all the things that are going on DC, John, I know you came here short notice, so we're grateful for that. But | 00:46:04 | |
| maybe you could just give us a little. | 00:46:09 | |
| Idea of what's happening there in DC and then you know what might be some good ideas and then we can. | 00:46:15 | |
| Regroup again in our July meeting to kind of land some some more intelligence on what would be constructive meetings for both the | 00:46:20 | |
| city and the port. And James, I didn't. I know you worked hard on the agenda item. If you want to add anything, please. Only thing | 00:46:26 | |
| I was going to say is we're two months away, so we got to figure out what we're doing. | 00:46:32 | |
| Sure, OK. | 00:46:39 | |
| Well, Kristen, your first request is probably something would take much longer than any of you have time for. | 00:46:41 | |
| To listen to me. | 00:46:48 | |
| So let me start with the agenda. | 00:46:50 | |
| And then I think that's the way we can address maybe some of the concerns that you might have about. | 00:46:52 | |
| How we meet with people who we meet with and so on. So right now. | 00:46:57 | |
| And I did send. | 00:47:02 | |
| A draft agenda yesterday. | 00:47:04 | |
| But to simplify it, let me say that it amounts to about 12 meetings over what I would say. | 00:47:06 | |
| And I think your dates are. | 00:47:13 | |
| You would be in town on September 8th, we would have meetings on the 9th, 10th. | 00:47:14 | |
| And probably leave the morning of the 11th, which is Thursday. | 00:47:19 | |
| Open for a meeting that we aren't weren't able to. | 00:47:24 | |
| Maybe cover on the other two days? | 00:47:28 | |
| What I did when I looked at the the schedule. | 00:47:31 | |
| And this is, believe me, when you're looking at this, this is. | 00:47:33 | |
| A schedule that I just simply made-up OK, but I wanted to give it some organization over the two days, 2 1/2 days. | 00:47:38 | |
| So you you will only see about 11 meetings, but there's actually 12 that I thought of. I thought of another one after I did that, | 00:47:46 | |
| so that it would be 12 meetings over 2 1/2 days it would be. | 00:47:52 | |
| For meetings with congressional delegation members. | 00:47:59 | |
| The two senators. | 00:48:02 | |
| A Congressman Carbajal and Congresswoman Brownlee. | 00:48:03 | |
| It would be with two congressional authorizing committees. | 00:48:07 | |
| The Senate, Environment and Public Works and the House. | 00:48:11 | |
| Infrastructure and transportation. | 00:48:15 | |
| Committee. | 00:48:17 | |
| The five federal agencies, I've got DoD down the Department of Defense, but that that that agency that I'm talking about | 00:48:20 | |
| specifically. | 00:48:25 | |
| Would be the one that we talked to the last time that runs the defense community's infrastructure program. | 00:48:30 | |
| And they're over in Crystal City. It would not be in the Pentagon. | 00:48:38 | |
| And then? | 00:48:41 | |
| The Association of Defense Communities, which is that membership. | 00:48:42 | |
| Organization of a lot of local governments states. | 00:48:46 | |
| Counties that work as an association with. | 00:48:50 | |
| The Department of Defense on issues that concern communities and defense installations. | 00:48:55 | |
| And I think the last time they they explained to you that. | 00:49:02 | |
| You know, places like. | 00:49:06 | |
| Well, the Port of of Wine me has been a member. I don't know if we continue to be a member of that organization, but we have been | 00:49:08 | |
| a member. | 00:49:11 | |
| Just because it gives us an opportunity to. | 00:49:15 | |
| Interact with. | 00:49:19 | |
| Pentagon officials under the umbrella of that organization. | 00:49:20 | |
| So that's kind of a real quick review. | 00:49:26 | |
| Let me add this. | 00:49:30 | |
| One of the things that makes. | 00:49:32 | |
| Your your visit with the congressional delegation. | 00:49:34 | |
| Timely and. | 00:49:38 | |
| I would say useful is because. | 00:49:41 | |
| All four members. | 00:49:44 | |
| Are. | 00:49:46 | |
| The authorizing committee for highway and transit legislation. | 00:49:47 | |
| And the Water Resources Development Act, which is the. | 00:49:52 | |
| Legislation. | 00:49:56 | |
| That author. | 00:49:58 | |
| Prizes Corps of Engineers studies and Construction projects. So all four members have a, you know, a direct interest. | 00:49:59 | |
| In surface transportation and water resources. | 00:50:05 | |
| So I feel like. | 00:50:10 | |
| Your beach nourishment issue. | 00:50:13 | |
| Is always something that can be addressed with the Corps of Engineers. | 00:50:16 | |
| And because we've got a water resources development bill that will start moving later this year, it won't be finished until next | 00:50:22 | |
| year. | 00:50:26 | |
| This gives you a chance if there's something that you feel should be addressed in legislation. | 00:50:31 | |
| Or report language. | 00:50:37 | |
| To the bill. | 00:50:39 | |
| This would be an opportunity to start that conversation with the congressional staff. | 00:50:40 | |
| If there are. | 00:50:48 | |
| Surface transportation things like. | 00:50:49 | |
| Matters that relate to Winnemi Road or connections to 101 or the 101. | 00:50:53 | |
| Freeway. | 00:50:59 | |
| This would be an opportunity to talk. | 00:51:02 | |
| To authorizing committee staff. We're going to be working on the highway and transit bill. | 00:51:04 | |
| And I would just add as an aside. | 00:51:10 | |
| VCTC was here. | 00:51:13 | |
| I think 2 weeks ago or three weeks ago. | 00:51:16 | |
| Was an organization called Mobility 21, which is the Southern California. | 00:51:19 | |
| Transportation Association. | 00:51:24 | |
| And, umm. | 00:51:26 | |
| VCTC was talking with. | 00:51:28 | |
| Both. | 00:51:30 | |
| Well, with all four congressional offices, the two senators, the two members of the House. | 00:51:31 | |
| About uh. | 00:51:36 | |
| A sub allocation of. | 00:51:38 | |
| Federal Highway funds to come directly to Ventura County. | 00:51:41 | |
| You get that now, but there's always a discussion every time there's a reauthorization. | 00:51:47 | |
| Of more of those funds coming directly to. | 00:51:52 | |
| To the local MPO rather than having to go through Sacramento. | 00:51:55 | |
| So there there's some talking points on that that we can provide you to reinforce that position. | 00:51:59 | |
| And if any of you are members of the VCTC. | 00:52:06 | |
| Board Martin Erickson is certainly well versed in this to give you. | 00:52:10 | |
| His perspective on their meetings and and the kind of discussions that they had before. | 00:52:15 | |
| Or you come in. | 00:52:19 | |
| So that that essentially is my quick little. | 00:52:21 | |
| Scope of what we would be doing. | 00:52:24 | |
| Sure. | 00:52:27 | |
| Hi, John. | 00:52:29 | |
| Mary Ann here, nice to see you, it's been a while. | 00:52:30 | |
| Nice to see you, Commissioner. So what we want to prioritize is to find ways that the city and the port can collaborate together | 00:52:34 | |
| on some grants. | 00:52:40 | |
| And so I just want to make sure that we're hitting. I mean, I think maybe under Warda, we can do that. | 00:52:46 | |
| And maybe surface transportation. | 00:52:52 | |
| But umm. | 00:52:54 | |
| Really to make a. | 00:52:54 | |
| So you fully understand that there's a desire to. | 00:52:56 | |
| Have the collaboration between the two agencies in potential grants and build that together so. | 00:53:00 | |
| The hopefully you can work with Mystikas and Mr. Vega on. | 00:53:07 | |
| Items and things that might pop up and maybe that's inside the word to build now. | 00:53:11 | |
| That we could potentially look at to do that. So I just want to make sure that that's that's a focus that you're working on 1st | 00:53:16 | |
| and meetings, you know, in order to do that. | 00:53:21 | |
| That's that's helpful. And I will follow up with them to talk more specifically about grant funding, but your comment reminds me | 00:53:26 | |
| of something else. | 00:53:31 | |
| That does relate to what Kristen was saying. | 00:53:36 | |
| About what's going on in Washington. | 00:53:40 | |
| So you've heard a lot of discussion about some federal agencies. | 00:53:42 | |
| Being done away with or or greatly. | 00:53:47 | |
| Changed. | 00:53:50 | |
| In terms of the way they function. | 00:53:51 | |
| The two the the committee that I mentioned that the House, the transfer. | 00:53:55 | |
| Transportation and infrastructure. | 00:53:59 | |
| There is a bipartisan bill. It has not been introduced yet, but the bill is to take FEMA out of DHS. | 00:54:01 | |
| And I would expect I would see a smile from. | 00:54:10 | |
| Kristen Dicus on that because it would make it out of DHS, which is a large bureaucracy to deal with. | 00:54:13 | |
| With maritime security grants. | 00:54:20 | |
| But let me say this. | 00:54:23 | |
| One of the things that every time, and you folks are probably aware of this, so I may be telling you something you already know, | 00:54:25 | |
| but every time there is a natural, a national, a natural disaster declaration. | 00:54:30 | |
| By the White House. | 00:54:36 | |
| There is a certain amount of. | 00:54:38 | |
| Money that is allocated to a state. | 00:54:39 | |
| Specifically to deal with that disaster. | 00:54:42 | |
| 15% of that money. | 00:54:46 | |
| That is given to a state to recover. | 00:54:49 | |
| From that disaster goes into what they call a hazard mitigation fund. | 00:54:53 | |
| That hazard mitigation fund is held in California by Cal OES. | 00:54:58 | |
| And it is associated specifically with that disaster. | 00:55:04 | |
| But that funding, that 15% is available for? | 00:55:08 | |
| Hazard mitigation projects anywhere in the state. | 00:55:13 | |
| So the reason I mentioned. | 00:55:18 | |
| This is because one of the things. | 00:55:20 | |
| And I appreciate, Commissioner. | 00:55:22 | |
| You're mentioning this because what you should be thinking in terms of. | 00:55:24 | |
| What we might discuss here. | 00:55:29 | |
| Is uh. | 00:55:31 | |
| Are there? | 00:55:32 | |
| Hazard mitigation resiliency projects that might benefit the city. | 00:55:34 | |
| Or the port, or both. | 00:55:39 | |
| So we can talk further about that, but I just wanted to put that on your on your list. | 00:55:41 | |
| Guys, say something. | 00:55:49 | |
| No I have anything. Any comments? | 00:55:51 | |
| Go ahead, Commissioner. Hi, John, it's Selena. Hope you're all is well out there. | 00:55:55 | |
| Question for you. | 00:56:00 | |
| Umm, one is umm, Congressman Robert Garcia. | 00:56:02 | |
| Is it easy still head of ports? That would be a good one. | 00:56:05 | |
| Yes, Commissioner, I'm glad you mentioned that because I, I when I was looking at this list just before I tuned in, I did not have | 00:56:09 | |
| him down. | 00:56:13 | |
| He is the. | 00:56:18 | |
| I think he's the court caucus person, so yes, we can put him on the list. I don't think he's met our City Council members, so I | 00:56:19 | |
| think that that would be good to. | 00:56:25 | |
| And then also is I know that last time, do you recall if it was the defense communities or if it was the the? | 00:56:30 | |
| Association of defense communities ADC that. | 00:56:39 | |
| Providers provided the city with a few suggestions on grant opportunities. | 00:56:45 | |
| I think we talked about Bubbling Springs Park action is what are those and I don't know. | 00:56:50 | |
| If anything was done, but I want to think, I hope, hoping we can revisit with them. | 00:56:53 | |
| I think, Commissioner, that was the EPA. | 00:56:58 | |
| That was one of them was the EPA, and they had all those grants for nonprofits that we could align with. I, I don't know, Again, | 00:57:01 | |
| that could be a climate in Washington. | 00:57:05 | |
| I know when was the EPA but there was a smaller office and I remember seeing the logo right as you walk in. | 00:57:10 | |
| Clear Office and. | 00:57:16 | |
| That was. | 00:57:19 | |
| Commissioner, that was the. | 00:57:20 | |
| That was the Department of Defense office. That is the community defense infrastructure, OK. | 00:57:23 | |
| Program and it's the defense community infrastructure grants. That's that's where we were. | 00:57:32 | |
| And and their own. | 00:57:38 | |
| Our list and we would go see them again. What would really be useful this time? | 00:57:40 | |
| Because the last time we had a very good discussion, because I remember the. | 00:57:44 | |
| A woman officer that was assigned to that office who had some very good ideas about possible projects. | 00:57:49 | |
| So I would just say that maybe you want to brainstorm. | 00:57:57 | |
| Form what you think might be a project. | 00:58:00 | |
| That would benefit. | 00:58:04 | |
| The CBC or. | 00:58:05 | |
| Naval Base Ventura County. | 00:58:08 | |
| Benefit them, but. | 00:58:10 | |
| Provide some community benefits also, but keep in mind the one thing that we heard over there. | 00:58:12 | |
| Was. | 00:58:18 | |
| You have got. | 00:58:19 | |
| Get the base. | 00:58:20 | |
| Commander. | 00:58:21 | |
| To write a letter that says. | 00:58:22 | |
| He or she is in full support of this. | 00:58:24 | |
| A project. | 00:58:28 | |
| And we know what we know what a challenge that can be. | 00:58:30 | |
| Thank you, I'll start working on him. | 00:58:37 | |
| I'm sure you will. | 00:58:42 | |
| Thank you. | 00:58:43 | |
| Yeah, Mayor Pro Tem. | 00:58:44 | |
| Mayor Pro Tem Lopez. | 00:58:45 | |
| A couple questions like. | 00:58:47 | |
| I plan on making some recommendations to my council on. | 00:58:50 | |
| A shared water line that we share with Oxnard, Port Winnie, me and BBC. | 00:58:55 | |
| And poor, poor Winnie, me and Magoo. | 00:59:00 | |
| And this shared water line? | 00:59:05 | |
| It would serve all. | 00:59:08 | |
| All communities and it would probably be. | 00:59:10 | |
| Exactly what this? | 00:59:13 | |
| This DoD. | 00:59:15 | |
| Grant could probably. | 00:59:19 | |
| Fund is that that? | 00:59:20 | |
| Sound like something that. | 00:59:22 | |
| Could happen. | 00:59:24 | |
| Yes. Let me ask you, who is the responsible agency for the water line? Is that the city of Oxnard? Yes, it is. | 00:59:25 | |
| OK, yes, if we could get. | 00:59:32 | |
| If we could get some information. | 00:59:36 | |
| About that and I, I. | 00:59:39 | |
| I can contact the city directly, but it would also be maybe let me let me do some work on that with the city manager's office | 00:59:42 | |
| maybe to get some, but I may need some backup from you folks. | 00:59:47 | |
| Just this way his background, Mr. O'Donnell also supports advocacy for the City of Oxnard. | 00:59:53 | |
| OK also. | 00:59:59 | |
| With the current climate, what about? | 01:00:02 | |
| You know St. Lighting going solar? | 01:00:05 | |
| Like clean power, would that be something that would? | 01:00:08 | |
| My short answer is we have to be. | 01:00:13 | |
| Extremely careful about that one because a lot of that funding is. | 01:00:16 | |
| Been pulled back. A lot of that was in the Inflation Reduction Act. | 01:00:20 | |
| And the administration through the reconciliation process. | 01:00:24 | |
| Is gutting. | 01:00:28 | |
| Some of those programs. | 01:00:29 | |
| I that's something I can. | 01:00:34 | |
| I can check on and one of the reasons I sound a little bit in. | 01:00:36 | |
| Uncertain about this is because so much is being said. | 01:00:40 | |
| Not so much as being done and then so much is being discussed. So with people like the Department of Energy or EPA, I just need to | 01:00:44 | |
| follow up with some of their intergovernmental people to get a A. | 01:00:50 | |
| Picture of what's going on. | 01:00:57 | |
| But we can follow up on that. OK, thank you. That's all I have. | 01:00:59 | |
| Yeah. And I'll just echo, I think. | 01:01:05 | |
| Commissioner Zacharias. | 01:01:08 | |
| Sort of hit the topics I I was planning to. | 01:01:10 | |
| We have seen some of those defense communities infrastructure grants and those are definitely ones we look at. | 01:01:13 | |
| I think. | 01:01:18 | |
| The three topics that. | 01:01:19 | |
| I think we're plan to recommend to the Council that. | 01:01:21 | |
| They give us the marching orders to move forward with. | 01:01:25 | |
| At that July 21st meeting is. | 01:01:29 | |
| The beach nourishment. | 01:01:31 | |
| The hazard mitigation and then. | 01:01:32 | |
| The 3rd I'm sort of. | 01:01:35 | |
| Describing his infrastructure, supporting commerce and defense, which includes I think streets and water and then I guess the | 01:01:37 | |
| question about the the green energy. | 01:01:41 | |
| But I think. | 01:01:46 | |
| My question for John, I think is. | 01:01:49 | |
| We haven't found that. | 01:01:52 | |
| Too many people are eager to support. | 01:01:54 | |
| St. Paving I think is it's not glamorous, you know, it's not a not a glamorous project. | 01:01:57 | |
| But uh. | 01:02:03 | |
| If we're able to show, like you said on defense communities, infrastructure. | 01:02:03 | |
| Projects that it not only supports the base and their operations, but the city and its community and. | 01:02:09 | |
| You know the port and its operations and and other partners really. | 01:02:15 | |
| Is that something that you think we'd be able to? | 01:02:19 | |
| To get. | 01:02:22 | |
| Some support on, is that something that you've seen funded or is that? | 01:02:24 | |
| Is that just not a very glamorous project? | 01:02:27 | |
| I don't know if I have not seen any funding on that, but it is one of those things that I can look into because. | 01:02:31 | |
| If they're. | 01:02:39 | |
| Our street surface improvements that that. | 01:02:41 | |
| Support the. | 01:02:45 | |
| Naval Base Ventura County and the CBC and the city. | 01:02:46 | |
| That might be an eligible project. I've not seen one like that, but. | 01:02:51 | |
| You know it's. Let's look into it. | 01:02:55 | |
| Yeah. Thank you. Yeah, I think that would be a big one for us. | 01:02:57 | |
| Just roughly, I think over 10 years, we think the dollar amount is probably in the $20 million range. So it's it's pretty | 01:03:00 | |
| significant. So that would be big. | 01:03:05 | |
| It would. | 01:03:10 | |
| It would be helpful if the trade corridor related streets. | 01:03:12 | |
| Yes, if you could send. | 01:03:16 | |
| US maybe? | 01:03:18 | |
| A couple of paragraphs about where this is located and. | 01:03:21 | |
| How it connects with the CBC? Everybody OK? Perfect. He actually has a grant in with the VCTC. That would probably be good for him | 01:03:25 | |
| to get eyes on. | 01:03:29 | |
| I'll pull that together. | 01:03:34 | |
| And, and Smear may ask one question as well. So the Commissioner just reminded me, another big project, John, that we have that | 01:03:36 | |
| we've been working hard on is getting infrastructure fixed on and maintained in terms of rail. | 01:03:42 | |
| Both inside the Navy base and along the the thoroughfares of the sea, we've had multiple accidents recently over in Patterson and | 01:03:49 | |
| Channel. | 01:03:54 | |
| So maybe there's some opportunities there on on rail. | 01:03:59 | |
| That. | 01:04:02 | |
| Would benefit the city, the port and Navy. So. | 01:04:03 | |
| Thank you, Commissioner. What we, what we can do is look at the Chrissy grants, which are under the Federal Railroad | 01:04:07 | |
| Administration. And what that made me think of with your comment is. | 01:04:13 | |
| Maybe one of the things? | 01:04:18 | |
| I'm going to have to look at when people are on vacation, but. | 01:04:20 | |
| Maybe one of the things that we could do is we have two. | 01:04:25 | |
| Transportation people. | 01:04:29 | |
| Who are working with us now that we're not working with us when the port in the city were in Washington the last time? | 01:04:31 | |
| One of them was has worked in the Secretary of Transportation's office for five different secretaries. He's. | 01:04:37 | |
| So he's had the experience with both. | 01:04:45 | |
| With many administrations. | 01:04:48 | |
| And then the other is. | 01:04:50 | |
| A fellow who's retired from the Federal Highway Administration. | 01:04:52 | |
| And he spent 34 years there. | 01:04:57 | |
| One of his assignments was in LA and another one was in Sacramento. | 01:05:00 | |
| He's done a lot of their environment training for the agency. | 01:05:05 | |
| And and spent two years on Capitol Hill on a. | 01:05:09 | |
| Fellowship from the Department of Transportation. So I think what we ought to do on some of this. | 01:05:13 | |
| Kristen, I think what we want. | 01:05:18 | |
| What we ought to do is maybe arrange for. | 01:05:21 | |
| A virtual meeting where we have some preliminary discussions and then come out of that when maybe some ideas about things we do | 01:05:24 | |
| when you're here. | 01:05:28 | |
| Yeah, great. Anything else? | 01:05:34 | |
| Not on that item. Thank you, Mayor. OK. | 01:05:38 | |
| All right. If there is nothing else, we're going to move on to our next item. Thank you, John. Appreciate you. We know it's late | 01:05:41 | |
| there in Washington. | 01:05:45 | |
| Thanks for taking care of us. You're fine. I'm fine. Thank you very much. Thank you. Good luck. Thank you. | 01:05:49 | |
| So we'll move on to the discussion items 5 and 6. Miss Dicas, I'll turn it over to you. | 01:05:55 | |
| OK. | 01:06:02 | |
| So on the Community benefit Fund projects, as I mentioned at the last meeting, our Board has not voted on any projects at this | 01:06:03 | |
| time. We will be having a discussion. | 01:06:09 | |
| At our July 14th Visioning Workshop. | 01:06:15 | |
| And so at this time we don't have any projects to to bring forward. | 01:06:18 | |
| And the only other thing that was on that agenda item, if I may, was the the reconciliation report. | 01:06:23 | |
| Just showing where we are in terms of the accounting and we did add a column to that report that will just show how it speaks to | 01:06:29 | |
| the settlement agreement. | 01:06:34 | |
| In terms of providing benefits to both parties as well as you know, where it fits in the box of the settlement agreement, whether | 01:06:38 | |
| it's shoreside power, other or whatever categories and that and James and I will work on populating that. | 01:06:44 | |
| Great. Thank you. Go right ahead, Commissioner. | 01:06:50 | |
| My arms aren't long enough. | 01:06:53 | |
| But I do want to say something along the lines of what Commissioner Rooney mentioned. Although we have not presented the list to | 01:06:55 | |
| our board, we did have a bigger discussion at one of our planning sessions with regards to the fact that we had a lot of community | 01:07:02 | |
| comment about the fact that there were four different categories and we seem to be dumping everything into Category 4. | 01:07:08 | |
| And not really focusing on a bigger picture projects that would benefit the entire community. And so I know that our particular | 01:07:16 | |
| board was looking at at. | 01:07:21 | |
| Trying to figure out as a. | 01:07:27 | |
| As two entities is, what are those bigger projects? | 01:07:29 | |
| That we could focus on even if we rolled in this money for to next year, if that we don't think that $134,000 is enough, then | 01:07:33 | |
| maybe we keep it there and then we roll in. | 01:07:38 | |
| The next 134 or whatever. | 01:07:43 | |
| Knock on wood, that. | 01:07:45 | |
| We continue that, right? | 01:07:47 | |
| But I think that hearing the community input, we should take that we seriously think about. | 01:07:49 | |
| What bigger type projects can help us out? Great. And I think we're really looking forward to having the discussion about that. | 01:07:54 | |
| And Mayor, we do have a public comment on this item. Great, thank you. Any other comments? | 01:08:00 | |
| Let's go ahead. | 01:08:07 | |
| Go, go ahead. Do you have any questions for? | 01:08:08 | |
| So I kind of heard you guys under the last meeting that you guys are looking for big item ticket items and. | 01:08:12 | |
| Umm, again looking at. | 01:08:21 | |
| The process that we here at the Council. | 01:08:22 | |
| We see, you know, we have our Citizens Advisory Commission who goes through it and makes recommendations to the council. | 01:08:26 | |
| US Council, we we see this, we make. | 01:08:35 | |
| Take those recommendations and we vote. So you know, a lot of energy time is expended and a lot of a lot of community involvement | 01:08:38 | |
| was. | 01:08:41 | |
| In place. | 01:08:44 | |
| If we're gonna like. | 01:08:47 | |
| Not bait and switch, but if we're going to kind of move the goal posts a little bit and say, hey, let's focus on big communities. | 01:08:48 | |
| Can maybe we start that next year? | 01:08:54 | |
| I mean, could that be a conversation? | 01:08:56 | |
| And I totally agree, I think. | 01:08:58 | |
| This money can actually be. | 01:09:01 | |
| Community. Big projects. | 01:09:05 | |
| I have no issues with that. | 01:09:08 | |
| Yeah, go right ahead. Yes. | 01:09:10 | |
| The settlement agreement. | 01:09:12 | |
| Talks about. | 01:09:13 | |
| For specific categories. | 01:09:14 | |
| And the last category was. | 01:09:17 | |
| Put in place to be a catch all. | 01:09:21 | |
| In the event that there was something unusual. | 01:09:24 | |
| And we couldn't fit it into the first three. That's why the 4th 1 was established. | 01:09:27 | |
| To give flexibility to the two boards. | 01:09:31 | |
| And so. | 01:09:35 | |
| The idea and the intent of the settlement agreement. | 01:09:36 | |
| Back in 2014 and 15. | 01:09:40 | |
| Was that it be a project or two? | 01:09:43 | |
| Right. Umm. | 01:09:47 | |
| Just minimal number of things. | 01:09:47 | |
| And we've we've shifted into. | 01:09:50 | |
| Providing. | 01:09:53 | |
| Money for. | 01:09:54 | |
| 10 or 12 or 15 nonprofits as we do. | 01:09:55 | |
| And you know. | 01:09:58 | |
| The both agencies have the process and how you get input. | 01:10:01 | |
| And how that works out and and that works within the flavor of. | 01:10:06 | |
| Both of the agencies and and how you selected your Community Advisory Council. | 01:10:10 | |
| Once those are brought back forward for discussion. | 01:10:19 | |
| Then it's the both agencies that come together to determine yes. Here's the. | 01:10:24 | |
| Here's what we want to work on together. | 01:10:29 | |
| So. | 01:10:31 | |
| I know that you. | 01:10:33 | |
| Allocated. | 01:10:34 | |
| All the money for the projects through your CAC. | 01:10:35 | |
| And that may or may not. | 01:10:40 | |
| Translate to what the Harbor commissioner wants to do. | 01:10:43 | |
| So, but we've had multiple conversations of. | 01:10:47 | |
| Going back to. | 01:10:50 | |
| The projects you know and to those first 3 categories, so. | 01:10:52 | |
| I feel like. | 01:10:57 | |
| We haven't decided anything for the upcoming time. | 01:10:58 | |
| And our board is pretty firm about. | 01:11:02 | |
| What we wanted to do. | 01:11:05 | |
| But we haven't voted on anything at this point. But that's the that's the consensus of the board. So I would see probably. | 01:11:07 | |
| Pushing it to next year would be a hard sell. | 01:11:15 | |
| OK, well I'm not saying pushing into the. | 01:11:18 | |
| Next year, I'm saying. | 01:11:21 | |
| Based on your. | 01:11:25 | |
| Your board and they come back. Your commissioners come back with. | 01:11:26 | |
| Your items and we've listed our items we. | 01:11:29 | |
| I say we move forward. | 01:11:33 | |
| For this year on. | 01:11:34 | |
| What we, what we have in front of us. | 01:11:36 | |
| Rather than. | 01:11:39 | |
| Just focus on a big item to be candid with you. | 01:11:41 | |
| I think it's gonna be a hard sell. | 01:11:45 | |
| Yeah. So, so the good thing is, is that we as a body, we have members from both. | 01:11:46 | |
| The city and we have members from the Commission, and I think the good thing is that. | 01:11:52 | |
| We are. | 01:11:57 | |
| Board a committee and we'll get together in the room and we'll have a conversation. | 01:11:59 | |
| And whatever comes out of that conversation will be what we. | 01:12:03 | |
| Come out of the conversation with. That's right, Right. And so we're not there yet. | 01:12:06 | |
| I think we've. | 01:12:10 | |
| Kind of had some discussion and we've heard from both sides and that's great, but I think there is a process. | 01:12:11 | |
| Established for us and we'll just go down that process. | 01:12:16 | |
| All right. | 01:12:19 | |
| Technical question for you please. Has the the? | 01:12:22 | |
| I don't think you have but. | 01:12:26 | |
| Has a City Council thought about 88? | 01:12:27 | |
| One or two projects. | 01:12:30 | |
| To keep on the back burner, and the reason I say this is I'm using an example at the university. | 01:12:33 | |
| Is that I keep an ongoing list of. | 01:12:37 | |
| Projects that the faculty member. | 01:12:40 | |
| Faculty members bring to me and say, hey, if you come across this opportunity, please let me know. And so when those opportunities | 01:12:42 | |
| come, I'll say, hey, you know what? I found this opportunity. Here we go. | 01:12:47 | |
| And I think it's important that both. | 01:12:53 | |
| Parties keep those. | 01:12:54 | |
| Those opportunities in the back burner so when these things come up, not only for. | 01:12:57 | |
| Right now for the Community Benefits Fund, but for future grant opportunities. | 01:13:02 | |
| Because I do agree with Commissioner Rooney, is that. | 01:13:07 | |
| It's going to be a tough sell for us because we've gotten so many community members coming to us saying you guys have lost sight | 01:13:10 | |
| of what this money was supposed to be used for. All you're doing is funding nonprofits, OK and so. | 01:13:16 | |
| We've gotten plenty of that input, so we're ready to start looking. | 01:13:23 | |
| At the. | 01:13:27 | |
| Bigger projects but. | 01:13:29 | |
| It's not just up to us, the harbor commissioner, come up with big projects like we have to do this in collaboration. Yeah, | 01:13:31 | |
| absolutely. | 01:13:34 | |
| Absolutely. Umm. | 01:13:37 | |
| So any other comments? | 01:13:39 | |
| You have a public comment. | 01:13:41 | |
| Oh, public comment please. Thank you. | 01:13:42 | |
| Jan Burke. | 01:13:45 | |
| Good discussion. | 01:13:53 | |
| Umm. | 01:13:55 | |
| The Citizens Advisory Committee, kind of basically. | 01:13:58 | |
| Took. Took. | 01:14:03 | |
| Took a stab at in the community and overall took a stab at trying to create some sort of shape and focus on this because. | 01:14:04 | |
| We too. | 01:14:12 | |
| Felt it was sort of random and there were pet projects by either commissioners or council members and we wanted to get to a point | 01:14:13 | |
| where. | 01:14:17 | |
| It had more meaningful and measurable outcomes. | 01:14:21 | |
| For our community. | 01:14:24 | |
| And I and I. | 01:14:25 | |
| Created a little spreadsheet that from 2016, 1516 to. | 01:14:26 | |
| 23. | 01:14:32 | |
| And over that time. | 01:14:34 | |
| A good chunk of what I would call. | 01:14:36 | |
| 36% of the funds went to public relations events basically, and checks handed out and big checks and. | 01:14:40 | |
| And then another the other. | 01:14:49 | |
| Bucket that I would call it was opportunity opportunistic invent endeavors was another 32%. So basically. | 01:14:51 | |
| You know it the and then. | 01:15:00 | |
| There was the other projects which was. | 01:15:02 | |
| The Bard statue. | 01:15:06 | |
| Which was $120,000 so far. | 01:15:07 | |
| And and that didn't go over well with the community. | 01:15:10 | |
| And so I think that what we're very concerned about is we want to make sure that the truly benefiting the community. | 01:15:14 | |
| And not just. | 01:15:20 | |
| Random, not just. | 01:15:23 | |
| Statues not not something that that doesn't truly benefit the community. | 01:15:26 | |
| So basically 50% of the funding over the last? | 01:15:31 | |
| 10 years basically has been in that in that focus and I would like to see I like the idea of bigger projects. | 01:15:37 | |
| We've put a process in place with the City Council. | 01:15:44 | |
| That I think that works for this year and I commend Jess for his comments about possibly looking at something bigger for next | 01:15:47 | |
| year. | 01:15:51 | |
| I think that I. | 01:15:55 | |
| There hasn't been an established idea of what. | 01:15:56 | |
| Big projects we could do together. | 01:16:00 | |
| And I think it's going to take time to figure those out. So I would like to suggest that we. | 01:16:02 | |
| Continue to. | 01:16:07 | |
| Honor the recommended people, put forth some recommendations and some in. | 01:16:09 | |
| Requests for some funding from. | 01:16:15 | |
| Truly local community. | 01:16:17 | |
| Efforts and we'd like to see those being. | 01:16:20 | |
| Recognized and benefited. | 01:16:23 | |
| That's all. | 01:16:25 | |
| If I. | 01:16:27 | |
| That concludes public comment. Great. Thank you. Go ahead. Yeah, I just want to. | 01:16:29 | |
| Reiterate inside of the settlement agreement talks about. | 01:16:34 | |
| That both agencies. | 01:16:38 | |
| Will select projects. | 01:16:42 | |
| That benefits the communities that they serve. | 01:16:44 | |
| So, umm. | 01:16:48 | |
| The city of Portway Nimi. | 01:16:49 | |
| Benefit is serving the city, right? | 01:16:51 | |
| Unfortunately. | 01:16:55 | |
| The Oxnard Harbor District has. | 01:16:56 | |
| You know. | 01:16:58 | |
| 300,000 people. | 01:17:00 | |
| Inside the district is about where it is I would say. | 01:17:02 | |
| So. | 01:17:06 | |
| There are projects that. | 01:17:07 | |
| That may be outside of the city of Port Wayne. Mimi. | 01:17:09 | |
| And and that falls within. | 01:17:12 | |
| You know our service area and the community that we serve. | 01:17:15 | |
| So, umm. | 01:17:19 | |
| That settlement agreement talks about that, so I think that's where maybe there's some tension. | 01:17:20 | |
| Because. | 01:17:25 | |
| When I watched the CAC, you know they wanted to focus on. Is this why Nimi? | 01:17:27 | |
| Is it located in my name Me And it was very Winnie me focus which I totally understand and appreciate. | 01:17:32 | |
| The advocacy for that? | 01:17:38 | |
| It's just that there is a. | 01:17:42 | |
| There is this collaboration that is intended to take place for. | 01:17:44 | |
| Both of the communities that we serve. So that's why we may look outside something of the city of Winnie me. | 01:17:49 | |
| Under the guidelines of the settlement agreement. | 01:17:56 | |
| Great, great. And I agree with that. I appreciate that. And I think we we also need to go back to the agreement where it says the | 01:17:58 | |
| benefit. | 01:18:03 | |
| Is for both. | 01:18:08 | |
| Yes, and so. | 01:18:09 | |
| Even though. | 01:18:11 | |
| The port or the Oxnard Harbor District extends outside of. | 01:18:13 | |
| Port Hueneme. The question then becomes. | 01:18:18 | |
| What is the benefit to the city? And that's why I wanted that that column on there to say. | 01:18:21 | |
| Benefits to the city, benefits to the port that way. | 01:18:27 | |
| We stay aligned with that agreement and we clarify any. | 01:18:31 | |
| Any issues and and hopefully? | 01:18:35 | |
| Resolve any. | 01:18:37 | |
| Anything beforehand, Commissioner? Hold on. Let's go to Commissioner Zacharias and we'll come back to you. | 01:18:39 | |
| Thank you very much for those comments. So along those lines is I want to make sure that everybody understands is that. | 01:18:44 | |
| Those. | 01:18:50 | |
| Projects that you that were that are listed on all the where the resources have gone. | 01:18:51 | |
| Have been approved by both. | 01:18:57 | |
| Bodies. It wasn't just the port approving, it wasn't just the city. So we all agreed upon that, and that includes the barred | 01:18:59 | |
| statue. | 01:19:02 | |
| Because that that was not a. | 01:19:07 | |
| Port of Winimi Endeavor, as a matter of fact. | 01:19:09 | |
| My understanding is in that conversation, I wasn't around for that. | 01:19:11 | |
| Was that it even included other statues which based off of our experience, we may not even pursue. | 01:19:15 | |
| But those individuals opposing those? | 01:19:20 | |
| Have to understand that all those items including once again the Bard statue. | 01:19:25 | |
| Were approved by both bodies. | 01:19:31 | |
| One body cannot approve a single item on the list. | 01:19:33 | |
| Without the other one agreed. | 01:19:37 | |
| So we both agreed that those would be beneficial. But I would like to, as you have commented in previous meetings, is that I'd | 01:19:39 | |
| like to go to those bigger projects. | 01:19:44 | |
| I really would. I think that then that way they have a bigger impact. | 01:19:49 | |
| And then 2 is that if, like I mentioned earlier, if $134,000 is not enough, then we roll that money into the following year. | 01:19:53 | |
| Right now, we still have some outstanding funds with regards to the grant writer. | 01:20:03 | |
| And I think you're also having some some way signs. | 01:20:07 | |
| Wayfinder signs for the City of Port money. | 01:20:13 | |
| And I'd love to see, you know, I had an opportunity to have coffee with. | 01:20:16 | |
| Councilmember Lopez. | 01:20:22 | |
| And he mentioned, and I didn't even think about this, he says, you know. | 01:20:24 | |
| I just hate the entrance to the city of Port Hueneme, Alpha Wine, Amy Rd. because. | 01:20:27 | |
| It's part, it's, it's Oxnard, right When you come to get to the city. How do we work on Endeavor? | 01:20:33 | |
| Where we help? | 01:20:38 | |
| Beautify that. | 01:20:40 | |
| And that's where Commissioner Rooney said, you know, it might involve. | 01:20:42 | |
| Outside of just the city of Port Hueneme. | 01:20:45 | |
| And then also the other part is that aside from. | 01:20:48 | |
| The community benefits. | 01:20:52 | |
| The port. | 01:20:54 | |
| Believes in giving back to the community, period. | 01:20:57 | |
| So you'll see that we sponsor a lot of events. | 01:20:59 | |
| And some of these organizations that we sponsor are on that list. | 01:21:03 | |
| That was provided to the city of Winnemi. | 01:21:08 | |
| And I love the fact. | 01:21:11 | |
| That were giving back to the community. That's what everyone should do. | 01:21:13 | |
| Every business owner in this city. | 01:21:16 | |
| And in the in the county from as far as I'm concerned. | 01:21:19 | |
| Should be giving back. | 01:21:22 | |
| To the community that they are doing business and I strongly believe about that. I believe in that. | 01:21:24 | |
| So the fact that we do a check presentation, that's fantastic. | 01:21:29 | |
| It you know, it shouldn't be here or there, the fact that that money is coming and being invested in the community should be a | 01:21:33 | |
| beautiful thing. | 01:21:37 | |
| Thank you. | 01:21:41 | |
| Thank you. I'm mayor Pro Tem. | 01:21:42 | |
| Yeah. | 01:21:43 | |
| Reading the settlement agreement, you know the agreement with the Oxnard Harbor District and. | 01:21:45 | |
| With the city of Waeneme was an agreement between both entities. | 01:21:50 | |
| For community benefit. | 01:21:56 | |
| Doesn't spell out. | 01:21:59 | |
| You know, it just seems odd. | 01:22:01 | |
| Why would the city agree to events in? | 01:22:04 | |
| Oxnard. | 01:22:08 | |
| Or. | 01:22:09 | |
| So that's that, this little Gray area there. I see that. | 01:22:10 | |
| Where even though in the spirit of. | 01:22:15 | |
| Community and benefit and both entities. | 01:22:18 | |
| I see that the subtle agreement was strictly for. | 01:22:22 | |
| Our community. | 01:22:27 | |
| I mean, that's how I read it. | 01:22:28 | |
| So. | 01:22:31 | |
| Again, I'm just. It's my perspective. | 01:22:35 | |
| May I ask a question? Wait so also? | 01:22:39 | |
| Well, could you share an example because I think for example, let's say the Beach festival. | 01:22:43 | |
| OK, the Beets Festival is held in Winnemi. Are we supposed to tell residents from Ventura and Oxnard not to come so it's agreed | 01:22:48 | |
| upon? | 01:22:52 | |
| Thing that it's benefiting our city. | 01:22:56 | |
| Exactly. | 01:22:59 | |
| And Oxford Harbor District, it's open up to everybody. | 01:23:00 | |
| I guess my point is like. | 01:23:05 | |
| If there was a, If there was a. | 01:23:07 | |
| A CBF request that was say in satikoi or? | 01:23:11 | |
| It would just be a hard sale for us to to agree to that and it should be because, and I don't think that that's. | 01:23:17 | |
| I haven't seen any comes. Yeah, I'm just saying that that's how I heard you guys. | 01:23:24 | |
| That's what I thought you guys were saying no. | 01:23:29 | |
| No, no, it has to be benefiting the city of Port winding me and the ports of Wayne, it says specifically under Section 9. | 01:23:31 | |
| Of the. | 01:23:39 | |
| Put the money into the CBF. | 01:23:42 | |
| Which shall be a separate and distinct fund. | 01:23:44 | |
| Which may only be spent on approved projects that benefit both the city and the district and the communities they serve. | 01:23:47 | |
| So goes back to my initial comment about projects. So if we talk about. | 01:23:54 | |
| How are we going to sustain the? | 01:24:00 | |
| The beach. | 01:24:03 | |
| How are we going to sustain the beach? And we look at putting the big concrete. | 01:24:05 | |
| Jacks out there. | 01:24:09 | |
| You know, in order to make the the beach stronger. | 01:24:11 | |
| What a great project. | 01:24:15 | |
| Great project. | 01:24:16 | |
| Right. So why don't we do that? | 01:24:17 | |
| And and because that is that it's here, it's local, it benefits both of our agencies is clear, we can say here's the benefits to | 01:24:19 | |
| both of our agencies, right. I agree with that. That's the kind of things that we had intended. | 01:24:26 | |
| This to do? | 01:24:33 | |
| Not what you said necessarily do a dog park. I don't. Not sure how the port benefits from a dog park but. | 01:24:34 | |
| You know, dog park, pickleball courts, stuff like that. | 01:24:40 | |
| Umm, kind of not the intent of when we were going through all this negotiation so. | 01:24:46 | |
| That's where. | 01:24:51 | |
| Our board has had the discussion of we've kind of shifted away and let's look at those big projects. You know, maybe there's an | 01:24:53 | |
| engineering study that we can do to look at new and improved ways. | 01:24:58 | |
| Of maintaining that being. | 01:25:03 | |
| And do other stuff too. Yeah. So I agree with big projects at first, first and foremost. | 01:25:04 | |
| I think our strategic. | 01:25:10 | |
| Community Development. | 01:25:14 | |
| Could get a big boost for our agency and and the port using a lot of the CBF funds. Those are good community. Those are good | 01:25:15 | |
| conversations I think that we could have in the future. | 01:25:20 | |
| Again, I'm only speaking for myself. | 01:25:26 | |
| But. | 01:25:29 | |
| I just when you said we, we served, you know. | 01:25:32 | |
| 300,000 people. It's like it sounds like you are shifting this away. | 01:25:36 | |
| That's what it sounded like. | 01:25:40 | |
| Well, my point here is that. | 01:25:43 | |
| The agreement. | 01:25:47 | |
| Clearly calls out that both of us can. | 01:25:49 | |
| You know, provide projects to the communities we serve. So ours just happens to be. | 01:25:52 | |
| A little bit bigger. | 01:25:57 | |
| So that's where. | 01:25:58 | |
| Things have gone into and I know that and some of the projects that were brought forward out of the CAC. | 01:26:00 | |
| They were located in Oxnard. | 01:26:05 | |
| There there was a focus the you know, hopefully say yes, you need to serve the residents of Winnie me. | 01:26:08 | |
| We do that too when we talk with. | 01:26:16 | |
| Nonprofits you know that we support outside the CBF. | 01:26:19 | |
| We're like, OK, what are you doing for the residents of Wayne Mimi? What are you doing for the students of Wayne Mimi? Where are | 01:26:22 | |
| the scholarships that go directly to impact? | 01:26:27 | |
| The residents of Wanimi. | 01:26:31 | |
| We have done that. | 01:26:32 | |
| In the entire time that I've been on this board. | 01:26:34 | |
| We consider the residents, we consider the students, we consider where our dollars are going. | 01:26:36 | |
| To help serve those seniors, perhaps. | 01:26:41 | |
| You know, and, and we, we focus on that. | 01:26:44 | |
| So we've we've been intentional. | 01:26:47 | |
| About about that with our agencies. In fact, I got in trouble one time. | 01:26:50 | |
| Because I wanted them to do something and they're like, well, you can't really ask tell them to do that. | 01:26:54 | |
| But that's our intent is that we, we want to benefit the communities that we serve. And so that goes for both Oxnard and, and why | 01:27:00 | |
| Navy as well. | 01:27:04 | |
| Yes, you know, and you just said something. | 01:27:10 | |
| Commissioner Rooney, that I thought about when we were at the Green Marine Conference. | 01:27:14 | |
| Recently was the Jacks. | 01:27:19 | |
| Yeah, because we came across the Jax Project in Hawaii two years ago, and she's the one that said, Oh my God, this would be | 01:27:21 | |
| perfect. | 01:27:25 | |
| So I'm just thinking when you just mentioned and you also mentioned it, Councilmember Lopez, I thought. | 01:27:29 | |
| You know what? We've not researched that. | 01:27:34 | |
| We should spend some time researching that project because heaven knows, we might be able to find a grant opportunity. | 01:27:37 | |
| That's huge, because the grant just dawned on me when we were. | 01:27:44 | |
| In New Orleans, that. | 01:27:48 | |
| You came across that again and I think that that's one of those projects I think would be really worth our while. | 01:27:50 | |
| To start investigating. | 01:27:54 | |
| All right, any other comments? | 01:27:58 | |
| OK. | 01:28:02 | |
| Let's go ahead and move on to item number six. I think Mystique assessed for you. | 01:28:04 | |
| Yeah, we just want to share an update with you of the renderings that we receive for the. | 01:28:09 | |
| Barred statue. | 01:28:16 | |
| And so there's there's photographs and and renderings that came in through Kiesel Architect that put these together and. | 01:28:17 | |
| Yeah, if you if you look at those, they. | 01:28:27 | |
| Really are quite beautiful we think, and actually will be a very welcoming. | 01:28:30 | |
| Way to I don't know if these can go up on the screen Georgiana or not. I don't know if that's possible. | 01:28:36 | |
| If not, we can share them with the community, but they're their state-of-the-art. | 01:28:42 | |
| They kind of marry into the concepts that we see at. | 01:28:46 | |
| The promenade in terms of setting up a compass like style, having some walls and beautification that. | 01:28:52 | |
| I really think. | 01:28:58 | |
| Create a beautiful gateway and it will have the Bard statue looking at the Maritime Museum and kind of bridging the opportunities | 01:28:59 | |
| to revitalize that museum and participate in that so. | 01:29:05 | |
| Just giving you a sense of where we're taking this, we're going to be bringing these renderings to our board and moving forward | 01:29:11 | |
| with one of the concepts. | 01:29:15 | |
| There will not be enough CBF money to pay for this in full so. | 01:29:18 | |
| The landscaping and some of the art and, and them we're committed to doing it to make it great and to make it beautiful and | 01:29:24 | |
| really. | 01:29:27 | |
| Recognize the contributions of Mr. Bard to both the city and the port and how it all ties into. | 01:29:30 | |
| How both important city were born and I think it's just ideal that it's right across from the museum. | 01:29:37 | |
| So you can kind of get a sense of how cool this could look and bringing the community into some. | 01:29:43 | |
| Some space. | 01:29:49 | |
| That's very warm and welcoming and celebrates of a leader that has done so much for our our port and community. So just sharing. | 01:29:51 | |
| Thank you, Mysticus. | 01:30:01 | |
| These renderings were discussed at our ad hoc meeting. We. | 01:30:03 | |
| And having this. | 01:30:08 | |
| Ad hoc meeting for a while now. | 01:30:10 | |
| And. | 01:30:13 | |
| The intent is that. | 01:30:15 | |
| These are these are potential. | 01:30:17 | |
| Drawings. | 01:30:20 | |
| So we're looking for feedback. | 01:30:21 | |
| From you. | 01:30:24 | |
| And then? | 01:30:25 | |
| We look at what is going to be placed on these walls. | 01:30:27 | |
| That are on the back you can see you can't read it because we don't know what the words are so. | 01:30:32 | |
| The idea? | 01:30:38 | |
| That we've gone out and and worked with the landscape architect. | 01:30:40 | |
| And then? | 01:30:45 | |
| We come back together. | 01:30:46 | |
| To talk about what is on this this wall. | 01:30:48 | |
| And what does that look like? And to have the recognition of both the city and the port, the members on each body to be listed on | 01:30:52 | |
| here as well. | 01:30:56 | |
| When it all gets put in place. | 01:31:01 | |
| And then you can see this is outside of the 105 building on Winimi Road. | 01:31:03 | |
| And so it's it's going to change dramatically because our sign is going to come down. | 01:31:09 | |
| And then there's beautiful landscaping and trees and a place for people to sit now. | 01:31:14 | |
| The walkway. | 01:31:20 | |
| Those there's two different ways to enter into it so you can come on the sidewalk. | 01:31:22 | |
| That's there on why Nimi Rd. | 01:31:26 | |
| That turns the corner. | 01:31:29 | |
| And then you can also enter in from. | 01:31:30 | |
| The parking lot. | 01:31:33 | |
| There at the 105 building, so there, that's the cars you can see there. So there'll be a lot of. | 01:31:34 | |
| Natural landscape, things like that. | 01:31:40 | |
| The only thing that we didn't talk about at the last meeting was. | 01:31:43 | |
| Potentially to protect the statue from any kind of vandalism that maybe there's some sort of. | 01:31:47 | |
| Protect barrier. | 01:31:54 | |
| There in the event that a car decides to. | 01:31:55 | |
| Come through. | 01:31:59 | |
| Or something happens. There has been some destruction of monuments in this region recently where they've cut things off and things | 01:32:00 | |
| like that. So we want to prevent that. | 01:32:06 | |
| But the idea is that we bring this forward. | 01:32:11 | |
| Umm, as a concept? | 01:32:14 | |
| Looking for input and feedback. | 01:32:17 | |
| And then we will we will work together collectively. | 01:32:21 | |
| On what the words are that are placed on the monument. | 01:32:25 | |
| And the only thing I'd add to that is the reason you see the port logo there is because it. | 01:32:28 | |
| Literally is our office building, so it's sort of our sign and we're taking our sign down. It's not to not celebrate. | 01:32:32 | |
| Participation of the city. | 01:32:38 | |
| If I can add, you know, it's really interesting. I had the opportunity to speak before the county Board of Supervisors recently | 01:32:42 | |
| when we were presenting. | 01:32:46 | |
| The Channel Islands harbor with a certificate on their 60th anniversary. | 01:32:50 | |
| And I had the opportunity to speak right after Travers, the grandson of Richard Bard, spoke. | 01:32:55 | |
| And it dawned on me that I said I don't have to write a speech, I'll just say exactly how it all ties in is that. | 01:33:00 | |
| If it weren't for the port of Winnie Me, there would be no Channel Islands harbor. | 01:33:08 | |
| If there weren't for the Port of Wineemi, there would be no naval basement or a county. | 01:33:12 | |
| If it weren't for the Port of Wynnie me, there would be, you know, city of Port Hueneme. | 01:33:16 | |
| But. | 01:33:20 | |
| If there were no Richard Bard. | 01:33:21 | |
| We would all about be here. | 01:33:23 | |
| So I think this, this statue, especially the way it's set is, is very a great tribute to a man who's established so much and we | 01:33:25 | |
| would not be here because of him. | 01:33:30 | |
| If it weren't because of him. | 01:33:35 | |
| So let me ask. | 01:33:37 | |
| So for a process here so you have these renderings. | 01:33:40 | |
| So, umm. | 01:33:44 | |
| Do you now then take this back to your? | 01:33:46 | |
| And asked for it to be agendized and then you'll discuss it at the following meeting. | 01:33:49 | |
| The process, Yeah, I was actually. I'm glad you asked because. | 01:33:55 | |
| The process on this one, I think we all remember it got a little. | 01:33:59 | |
| Blurry, I think at one point. And so the standard process for the city is that any monument goes through what's called the Heroes | 01:34:03 | |
| process, which goes through the Citizens Advisory Committee. | 01:34:08 | |
| And so the Citizens Advisory Committee had reviewed the project about maybe 18 months ago. | 01:34:13 | |
| And approved. | 01:34:19 | |
| All the elements except at that time. | 01:34:21 | |
| Location. | 01:34:23 | |
| And had basically, I think if I remember right, I think had given sort of a few like recommended locations. | 01:34:24 | |
| I think this is one of them. | 01:34:31 | |
| So, so I, I feel like, you know, you can never guess, but it feels like it's in line with what everybody was thinking. | 01:34:33 | |
| And so. | 01:34:41 | |
| I think for us that location never got finalized, so we'd have to go back just to deal with location just to get the approval for | 01:34:42 | |
| the location. | 01:34:46 | |
| And then one more thing on just a technical level is anytime where like. | 01:34:50 | |
| There's an existing landscape permit for the port. | 01:34:55 | |
| In that location that identifies all the landscaping. So I think there have to be a minor modification to the landscape permit to | 01:34:59 | |
| show this. | 01:35:02 | |
| But a minor modification is pretty simple straightforward. | 01:35:06 | |
| So I think those are the 2. | 01:35:10 | |
| Processes from the city so just be getting the final location through the heroes process and then a plant like the landscaping | 01:35:12 | |
| permit. I guess my question was not that, but what? | 01:35:18 | |
| We're asking for your council. | 01:35:25 | |
| To comment on this. | 01:35:28 | |
| And and so how do you get it back to your council and when? | 01:35:30 | |
| To so we can move forward. He was kind of alluding to that. Yeah, I guess I'm sorry, I think I see the question that was basically | 01:35:34 | |
| just for for basic feedback versus before a formal approval. | 01:35:40 | |
| So we have that item on July 21st where we're going to get the Council's direction on the. | 01:35:46 | |
| DC trip in the. | 01:35:52 | |
| I think it was a grant writing project that the council specifically had asked to come back. | 01:35:54 | |
| So we can, I think we could include this with that for just feedback. | 01:35:59 | |
| Yeah. | 01:36:02 | |
| Can I make one recommendation? | 01:36:06 | |
| There's these. | 01:36:09 | |
| LA County uses these solar lights for street lighting. | 01:36:11 | |
| And this. | 01:36:14 | |
| To have an excellent. | 01:36:15 | |
| You know, area for to light this up at night, I think there was going to be lighting in that. | 01:36:19 | |
| Yeah. And for security purposes, well, and it's a great point because we actually have eighteen of those lights over on Project 34 | 01:36:24 | |
| that we use solar lighting. | 01:36:28 | |
| In full for that project and that's the direction we're headed. | 01:36:33 | |
| We talked about it at our subcommittee meeting. | 01:36:37 | |
| That. | 01:36:40 | |
| We didn't want this to be a hidey hole for somebody to sleep overnight. | 01:36:41 | |
| And so that's why there was intention of. | 01:36:47 | |
| Of how it was placed and to have lighting in there. I don't think the lighting is shown on here. | 01:36:51 | |
| But that was that was part of the intent is to make it so it's it's. | 01:36:56 | |
| Not conducive for. | 01:37:01 | |
| Overnight sleeping, yeah. | 01:37:03 | |
| And we can certainly be at the meeting to support any questions for the time of feedback. | 01:37:04 | |
| Thank you. | 01:37:11 | |
| Any other comments? | 01:37:12 | |
| If not, let's see, we're going to move on to item number E, item number 7 and that's committee member comments and requests for | 01:37:14 | |
| future items. | 01:37:19 | |
| Madam Mayor, anyone go ahead. Thank you. | 01:37:26 | |
| Our board has talked about. | 01:37:30 | |
| Ways. Umm. | 01:37:32 | |
| That we would like to support the city. | 01:37:34 | |
| In the economic development plan. | 01:37:36 | |
| That you have. | 01:37:40 | |
| Is something that. | 01:37:41 | |
| Would be of interest for us to learn more about. | 01:37:43 | |
| So. | 01:37:46 | |
| If we could. | 01:37:48 | |
| Make a request to have a presentation about the city's economic development plan. | 01:37:50 | |
| To this committee. | 01:37:56 | |
| And then that would. | 01:37:57 | |
| Allow us to look forward to how we can collaborate more on doing that. | 01:38:00 | |
| Also the next agenda. | 01:38:05 | |
| To bring those minutes back for approval. | 01:38:08 | |
| And then also tagging along with what Commissioner Zacharias said. | 01:38:11 | |
| The Ventura Port District. | 01:38:16 | |
| Project umm. | 01:38:18 | |
| That we work together collaboratively on. | 01:38:19 | |
| Is the. | 01:38:23 | |
| First in the state for special districts to work together and to have an innovative project. | 01:38:23 | |
| That was very unusual. | 01:38:31 | |
| And so I think that it might be an interesting item to bring back and just do a presentation. | 01:38:33 | |
| So you can become more familiar with it and and we like to do innovative projects and to have something that's a little bit | 01:38:41 | |
| out-of-the-box. We're all in for that. I mean our. | 01:38:47 | |
| Our team likes to. | 01:38:53 | |
| Likes to figure out ways to get to yes and to do some really fun stuff, so. | 01:38:55 | |
| We open that up to. | 01:39:00 | |
| To that dialogue to say how can we do this and how can we work together on something that's really impactful. | 01:39:02 | |
| For both agencies and and to work together. So I think having a presentation on that might. | 01:39:09 | |
| Might spur some ideas, you know, of how we can really. | 01:39:14 | |
| Do something really fun. | 01:39:18 | |
| Thank you. That's it. | 01:39:20 | |
| Great. Go ahead. | 01:39:21 | |
| Just also one thing to add to that, I also like to add for a future item date is a presentation from the port on our workforce | 01:39:23 | |
| development plan, the grant that we received. That is really innovative, my friends. | 01:39:29 | |
| I like it because I'm an education. You could see the pipeline being built up. | 01:39:37 | |
| From K through 12 all the way through university. | 01:39:41 | |
| And right now, one of the biggest issues we're having in Ventura County is that when folks come out of the area, Special Naval | 01:39:43 | |
| Base Ventura County is having this is that. | 01:39:48 | |
| They come in from out of the area and realize it's too expensive to live here, so we need to grow our own. | 01:39:52 | |
| And that particular grant that we received. | 01:39:58 | |
| Was tied into a larger grant if you want to elaborate a little bit more to Steve. | 01:40:01 | |
| Oh, you're not OK, but. | 01:40:07 | |
| I think we are, we can only talk about OK, so anyways, if we could, if we can bring it to next time. But anyways if we can bring | 01:40:09 | |
| down, I was ready to tell you about it, but it's really cool. And those are the type of unique partnerships that get funded. | 01:40:15 | |
| So thank you. OK, great. | 01:40:22 | |
| Do you have anything with them? | 01:40:25 | |
| Just my. | 01:40:26 | |
| Suggestion we may all be thinking about it, but would be, I think, planning to have the DC trip on the rest of the meetings until | 01:40:28 | |
| September. | 01:40:32 | |
| Which is, you know, only two actually, but. | 01:40:37 | |
| I would suggest that. | 01:40:39 | |
| I think we'll have done our our. | 01:40:43 | |
| Visioning as well, so we'll be able to bring back. | 01:40:45 | |
| The comment that the CPF. | 01:40:48 | |
| Yes. | 01:40:51 | |
| Yeah. Yeah, we can. | 01:40:53 | |
| Yeah, I mean, you can't guarantee that because we haven't voted. | 01:40:55 | |
| So right, no, no, but it could go on there and then we can call it off. We have approval, yeah, it just gives in case they need to | 01:40:59 | |
| get approval for it. We don't want it not to be on there if we did. | 01:41:03 | |
| We're we're ready for that. | 01:41:08 | |
| Understood, Commissioner, Thank you. Did you have anything else? | 01:41:09 | |
| Well, our City Council has. | 01:41:17 | |
| An agenda is. | 01:41:20 | |
| Well, they requested a future agenda item for a joint meeting. | 01:41:21 | |
| I'm not going to. All I'm doing is mentioning it. | 01:41:28 | |
| Because, umm. | 01:41:31 | |
| It's it kind of falls in line with. | 01:41:33 | |
| With collaboration. | 01:41:37 | |
| Trying to collaborate. | 01:41:39 | |
| I just. | 01:41:46 | |
| My thought process, well, I'm not going to really get into the thought process, but. | 01:41:48 | |
| I don't know if that'll work, it just seems too. | 01:41:53 | |
| Timely never get on an agenda. | 01:41:56 | |
| Would probably never be in agreement with. | 01:42:00 | |
| Both. Both bodies going back and forth trying to find. | 01:42:03 | |
| Common ground. | 01:42:07 | |
| Anyways, that was it. | 01:42:09 | |
| Great. Thank you. | 01:42:10 | |
| So the the actual action was that the city manager has an action. | 01:42:12 | |
| And so right now that's that's what we have city manager has an action and then however he goes through that with. | 01:42:18 | |
| Mystique. Then we'll come around the other side of that. | 01:42:24 | |
| OK. Any other comments? | 01:42:27 | |
| Anything else? | 01:42:30 | |
| All right. So actually I do have a clarification. So what I got for the next agenda item, although it does have to go through | 01:42:31 | |
| mutual processes, everyone has to go back to their boards. | 01:42:36 | |
| So it'd be economic development revised minutes, a presentation on the Ventura Harbor Port project, a presentation on the what we | 01:42:40 | |
| call those speed workforce development initiative. | 01:42:46 | |
| Establishing the itinerary for the DC trip and then CBF projects, Yes. Would you guys, everybody, is everybody OK with that? Do we | 01:42:52 | |
| need to take a vote or are we all in favor of the items? | 01:42:58 | |
| Economic development plan. | 01:43:04 | |
| I did. | 01:43:05 | |
| Everybody. | 01:43:07 | |
| OK. Got a consensus. Thank you so much. | 01:43:08 | |
| So that was item number. I'm sorry I missed one other thing. It was the revised minutes. | 01:43:11 | |
| Oh, that's already on. You got it. OK. You got it. Yeah, OK. | 01:43:16 | |
| OK. And so, so we're going to closeout. Are there any additional comp? | 01:43:19 | |
| Sorry, the clerk of the Board are here is making note that we're going to be in Peru during the. | 01:43:27 | |
| 21st so we're. | 01:43:31 | |
| Re establishing the date for the July meeting, it looks like it's going to land on July 30th, so it's just a comment. | 01:43:33 | |
| Did we? I think we had a potential conflict, and we were. | 01:43:39 | |
| Going to see is there flexibility to do it on Tuesday the 29th. | 01:43:44 | |
| OK, so we'll see how our trip lands. We may or may not be on a plane, but we'll figure this out. OK, great. Sounds good. | 01:43:48 | |
| OK. So those were our discussion items. Are there any final comments? | 01:43:56 | |
| No final comments. OK. If not, we'll go ahead and adjourn this meeting today. It is now 5. | 01:44:02 | |
| 12 and will to be determined for our next meeting. | 01:44:09 | |
| Great. Thank you. | 01:44:12 |

| Great. Thank you. | 01:44:12 |
