| Clean energy, low emission vehicles and staff will be there to talk about the things that we need for our community. | 01:09:57 | |
| So we've reached out to a lot of the dignitaries and politicians and those who are influential in our community to find ways that | 01:10:04 | |

| With that, we do have several. | 01:10:13 | |
| Other resources that will be there on hand. We have a stage with a lot of entertainment as well as food. So all the children and | 01:10:15 | |
| gets there. We have lunches from habit, we have lunches from Lazy Dog. We have a lot of things that a lot of the children enjoy. | 01:10:21 | |
| We have a crane that the kids would be able to practice. | 01:10:27 | |

| This new program is called Helping Hands. | 01:11:52 | |
| What we are trying, what we are trying to do is connect senior citizens and disabled individuals with volunteers who would like to | 01:11:55 | |
| share their time. | 01:11:58 | |
| By helping out with medication pickup. | 01:12:02 | |
| To just sitting and to have a friendly conversation. | 01:12:05 | |
| We would try our best to supply whatever is needed. | 01:12:08 | |
| But in order to do that. | 01:12:11 | |
| We need help from within the community. | 01:12:13 | |
| We need donations. | 01:12:15 | |
| Now in order to. | 01:12:19 | |
| Fund this program or get it off the ground. | 01:12:21 | |
| What we did is start up moving. | 01:12:23 | |
| A sort of moving service. | 01:12:26 | |
| A lot of the seniors in the county have been trying to move their storages or downgrade their storages because of the price | 01:12:28 | |
| increases. | 01:12:32 | |
| What we started to raise donations is. | 01:12:35 | |
| I've been taking a team and talking to some of the storage units and we go out and we move those storages forward to senior | 01:12:38 | |
| citizens and they can donate to the Resource Center. | 01:12:43 | |
| It's not a charge. They donate what they can. They donate what they think the work is worth and if they don't have any. | 01:12:48 | |
| Any funds to donate or whatever? | 01:12:55 | |
| Than the person who donated. | 01:12:57 | |
| Previous to them just took care of. | 01:12:58 | |
| So this is of. | 01:13:01 | |
| Very great program. I've had a lot of. | 01:13:04 | |
| Input about it throughout the community. | 01:13:07 | |

| Hate incidents and harassment to the local Port Wyoming Police Department and other state. | 01:16:08 | |
| Government agencies and departments. | 01:16:14 | |
| Under California tenant rights laws, a landlord. | 01:16:17 | |
| Agent. Staff member. | 01:16:20 | |
| Or even a family member of the landlord should not harass or retaliate against any tenants. | 01:16:22 | |
| After a tenant has asserted their California tenant rights to complain to a government agency. | 01:16:28 | |
| Such as the local code enforcement. | 01:16:34 | |
| Hearing Port Hueneme. | 01:16:37 | |
| That has the legal. | 01:16:38 | |
| Government authority. | 01:16:41 | |
| To follow up on behalf of the tenants concerns. | 01:16:42 | |
| So that the. | 01:16:45 | |
| Landlord and property management staff can address. | 01:16:46 | |
| Unhabitable living conditions such as mold. | 01:16:50 | |
| Just to name a few. | 01:16:57 | |

| Reside what Webster's Dictionary defines. | 01:17:04 | |

| Over the basic human public health and safety of your constituents. | 01:17:11 | |
| That includes single parents, children, the elderly and hard working taxpaying residents. Therefore tonight I asked you council | 01:17:15 | |
| members to request the city manager and staff to explore and agendas agenda eyes a future anti landlord harassment ordinance topic | 01:17:21 | |
| at a future meeting for City Council to adopt. | 01:17:27 | |
| That strengthens current state statute law and reflects a similar local tenant protections of the Anti Landlord Harassment | 01:17:34 | |

| One of the things I do in my role as a volunteer is I sit outside the ice office at. | 01:18:13 | |
| 321 Cortez Circle in Camarillo. | 01:18:19 | |
| Where we document the comings and goings of their RAID vehicles and provide support to. | 01:18:22 | |
| Community members there for appointments or to get information about their detained family members. | 01:18:27 | |
| The other day when I was explaining my presence there to a gentleman. | 01:18:34 | |
| I pointed out where I was parked and told him if he needed anything. | 01:18:38 | |
| That's where I would be. | 01:18:41 | |
| He responded I could use a lawyer. | 01:18:43 | |
| This is 1. | 01:18:48 | |
| Of the most common questions I get asked when I introduce myself to people there. | 01:18:50 | |
| Are you a lawyer? | 01:18:55 | |
| The community has been rallying support for those impacted. | 01:18:57 | |
| They are opening food collection sites. | 01:19:01 | |
| In businesses organizing. | 01:19:03 | |
| Rides for those two scared to leave their houses alone. | 01:19:06 | |
| And putting on events to help. | 01:19:10 | |
| Start the school year. | 01:19:11 | |
| But we can only do so much. | 01:19:13 | |
| Without the support. | 01:19:14 | |
| Of our local leaders. | 01:19:16 | |
| With your support. | 01:19:18 | |
| We can help get these people lawyers. | 01:19:19 | |
| We urge you to. | 01:19:23 | |
| Support Supervisor Lopez's proposal to the Board of Supervisors. | 01:19:25 | |
| On August 26th. | 01:19:29 | |
| File an amicus brief in support of the. | 01:19:32 | |
| Plaintive in Vasquez Perdomo. | 01:19:34 | |
| Host a Know Your Rights workshop similar to the one hosted in Moorpark. | 01:19:38 | |
| By their City Council and include local businesses in it. | 01:19:43 | |
| And put these requests. | 01:19:47 | |

| To update you on our port or Nimi. | 01:20:26 | |
| Programs. | 01:20:28 | |
| 1st thank you for having us at the beach festival. Our volunteers had great conversations about our mission to. | 01:20:29 | |
| Protect the oceans. | 01:20:36 | |
| The world's oceans, waves and beaches for the enjoyment of all. | 01:20:37 | |
| In Port Winimi, we now have. | 01:20:42 | |
| 31 cigarette **** recycling cans for the From the Beach Promenade through Bubbling Springs Greenway into Bubbling Springs Park. | 01:20:44 | |
| Since 2016, our volunteers have collected and recycled nearly 1,000,000 butts across Ventura County. | 01:20:52 | |
| While our beach cleanups focus mostly on Ormond Beach and wetlands, we had two cleanups of Bubbling Springs Creek this year. | 01:21:00 | |
| One in May, a bubbling springs park where 50 volunteers picked up to 170 lbs of trash. | 01:21:08 | |
| That was shortly after the. | 01:21:14 | |
| Park reopened. | 01:21:16 | |
| And one along the Creek at Miranda Park in Lot F. For this one we had 16 volunteers pick up 106 lbs of trash. | 01:21:17 | |
| A lot of it bread bags from feeding the ducks and smaller pieces of plastic. | 01:21:25 | |
| With a lot of help from city staff, we've launched the coastal dune restoration project at the East End of the beach park. | 01:21:29 | |
| So far we've had. | 01:21:37 | |
| Three events with 100 and. | 01:21:38 | |
| 3 volunteers. People like pulling out invasive plants I guess. | 01:21:40 | |
| Installed 150 feet of sand fencing and added informational signage. | 01:21:44 | |
| At upcoming events on September 6th and October 4th. | 01:21:49 | |
| We'll expand the fencing. | 01:21:53 | |
| Remove more invasive plants and prep for native plant seeding in November, which will be right before the rains. | 01:21:55 | |
| Hopefully we have rains. | 01:22:02 | |
| A million thanks to Rick Cervantes and his crew for providing dumpsters for the plant material we. | 01:22:04 | |

| For four or five hours, I think I watched the last week's. | 01:22:44 | |
| Ventura County supervisors meeting. | 01:22:47 | |
| Where our local supervisor was promoting the immigration policy. | 01:22:50 | |
| I want to In those four hours, I didn't see really, man. | 01:22:54 | |
| Many members of. | 01:22:56 | |
| The city of Port Hueneme or our leaders speaking, You know, I don't know if there's any written comments. | 01:22:57 | |
| You know, I've lived here for 40 years. | 01:23:02 | |
| I've ran for City Council before and I've gone door to door in our communities. There's a lot. | 01:23:04 | |
| Of immigrants that live in wine and me, we may not have fields here. | 01:23:08 | |
| But going there, seeing families living together, I can see why they're afraid to go out in public. | 01:23:12 | |
| I have relatives that are teachers in schools and they've definitely seen the impact of attendance. | 01:23:18 | |
| From students. | 01:23:22 | |
| Going to school because of their fear. | 01:23:23 | |
| Personally, being an organization, we raised money. | 01:23:25 | |
| When those raids happen in Camarillo. | 01:23:28 | |
| To provide food and even money to the. | 01:23:31 | |
| Farmers. | 01:23:33 | |
| Coalition or whatever that Friends of Farmers organization. | 01:23:34 | |
| But uh. | 01:23:37 | |
| My ask here to you guys is to please consider supporting that immigration initiative to show our local community that we are here | 01:23:38 | |
| to support them. | 01:23:41 | |
| I've had relatives that. | 01:23:45 | |

| That were directly affecting our community. | 01:24:45 | |
| As a result of their efforts, we have seen. | 01:24:48 | |
| Significant improvements. | 01:24:51 | |
| Loitering and late night noise in the alley behind the shopping center. | 01:24:54 | |
| Adjacent to Pacific collection have been reduced. | 01:24:59 | |
| And the persistent panhandling and day camping. | 01:25:03 | |
| At the Wheelhouse Ave. entrance have finally come to an end. | 01:25:06 | |
| On behalf of our residents, I want to express our sincere appreciation for their leadership. | 01:25:11 | |

| I wanted to correct the record and ensure there's awareness that there is indeed a special dedicated task force that communicates | 01:30:23 | |

| The port was able to ensure that all relevant parties that need to be in this chat message were involved and we were able to | 01:30:33 | |

| She is often rude and condescending towards residents, speaking during public comment as she rolls her eyes. | 01:41:01 | |

| On many occasions she has been rude to her colleagues on the dais and has tried to undermine their effectiveness behind the scenes | 01:41:09 | |

| And they are chosen based on their work experience, job knowledge, and leadership abilities. | 01:47:36 | |

| In the role of an acting Sergeant in the absence of a Sergeant. | 01:47:45 | |
| They're your Ftos training new people and they handle projects. These are the folks that are your beat coordinators that you reach | 01:47:49 | |
| out to when you have a specific problem in your neighborhood. | 01:47:54 | |
| So that's why the. | 01:48:00 | |
| The role is very important because it's. | 01:48:01 | |
| Going to be the future leadership. | 01:48:03 | |

| It's a friendly city by the sea, but we have a beach and so many other great amenities. But the city and the department have a | 01:48:27 | |

| Been recognized not once, but twice. | 01:48:40 | |

| He served in multiple specialized roles, including Advanced Traffic Collision investigator. | 01:48:48 | |
| Your motor traffic officer. | 01:48:54 | |
| More recently, he's taken on the role of an Explorer Advisor. | 01:48:56 | |
| And we've sent him to the last to explore academies as. | 01:49:00 | |
| Lower tax staff in the Academy. | 01:49:05 | |
| So kids as young as 14 have to look up. | 01:49:09 | |
| To that mustache. | 01:49:12 | |
| When he's walking the ranks and. | 01:49:13 | |
| Trying to teach them to be disciplined and better young people. | 01:49:16 | |
| So he's been a great. | 01:49:21 | |
| Tax staff and we get great comments back from the explorers after the academies. They really appreciate and look up to him. | 01:49:22 | |
| And he's been a failed training officer. | 01:49:29 | |

| Conflicts with their instructors when Amy was the only one that they would have come out. | 02:05:16 | |
| To make it out to the festival and then we have a photo of the presentation I believe on. | 02:05:20 | |

| One of the other things we weren't incorporated, we did this year first was incorporating the Copacabana. | 02:05:29 | |

| They were really happy they didn't hear any complaints. One of the bigger concerns with the parking situation because of the | 02:06:01 | |
| festival and the. | 02:06:04 | |

| He had no complaints. We had the port parking at the port provided as well with the shuttling and it worked out for for both them | 02:06:09 | |

| Going back to the summary and the CAC feedback from last year. So we again building off of it. | 02:06:18 | |
| One of the things that they wanted the engagement of nonprofit the Community group. So this year we came back. | 02:06:23 | |
| Again, the high school band we included A5 additional nonprofit. | 02:06:28 | |
| Informational. | 02:06:31 | |
| Increased use of the beach. Again, we did the Copacabana soccer. | 02:06:33 | |
| We wanted to do the beach wrestling, but like we mentioned, it got put on hold. | 02:06:36 | |
| Because we had the youth wrestlers wrestling at the national championship and Fargo, so they weren't able to make out the event | 02:06:40 | |
| this year. | 02:06:43 | |
| The CSE wanted us to avoid conflicts with their pride events, VC fair, other VC activities so. | 02:06:46 | |
| Again this year we moved it to July 12 and 13th was seen to workout. | 02:06:52 | |
| Goes right before the Wine Amy Beach Festival and right after the Camarillo day, I mean. | 02:06:55 | |
| Those before the Ventura County Fair. | 02:07:00 | |
| And right after the Camarillo day, so. | 02:07:02 | |
| We're like the largest regional event in that area during the festival. | 02:07:04 | |
| Youth involvement, community focus and sports activities. Again Copacabana. | 02:07:08 | |
| High school marching bands, All the police Explorers were there. | 02:07:12 | |
| Our police explorers were there. Oxnard Police Department and the Santa Paula Police Force came on and hopped out for this event. | 02:07:14 | |
| This year we also had the Danza from Mary Star the Sea. | 02:07:19 | |
| Our regional draw to maximize attendance. So this year again, we won't the local radio stations, Spanish and English on stations. | 02:07:24 | |
| We did mailers into all the water bills for the entire city of Waeneme this year. And then something that we tried was with the | 02:07:30 | |
| help of our public works department, we incorporated a citywide banners. So we're hoping to build off of that next year with more | 02:07:36 | |
| signage, getting it out sooner. So just to get the traffic we have people coming through the city. | 02:07:42 | |
| For the event. | 02:07:48 | |
| They wanted us to include. | 02:07:50 | |
| Resources serving the community such as Interior County Agency. So again this year we had the Ventura County children and family. | 02:07:52 | |
| Services were out here Ventura County health cannabis education. | 02:07:58 | |
| We had the Ventura County Mobile Library. | 02:08:01 | |
| Surfrider Foundation, the Clean Power Alliance, and the Liberty. | 02:08:03 | |
| Military Housing Authority was out here as well to engage our community, our military families in our city. | 02:08:07 | |
| And then? | 02:08:12 | |
| Increase of event sponsorships. | 02:08:13 | |
| We actually this year due to the economic climate, we actually had a loss in sponsorships. We had about $50,000 and loss of | 02:08:16 | |
| sponsors that I'm didn't return because of what was going on with the economy. So. | 02:08:21 | |

| The amendment would amend the city's existing smoking ordinance, most notably by adding. | 02:31:09 | |
| A smoking prohibition within multi unit residences. | 02:31:13 | |
| At the November 20th 2023 meeting, Council heard numerous public. | 02:31:19 | |
| Speakers who articulated concerns. | 02:31:24 | |
| About the negative impacts of secondhand smoke. | 02:31:26 | |
| And specifically addressed concerns. | 02:31:29 | |
| About the impacts. | 02:31:31 | |
| To those living in multi unit housing. | 02:31:32 | |
| These speakers requested the Council consider taking action to create a multi unit. | 02:31:35 | |
| Smoking policy. | 02:31:39 | |
| Council requested the item. | 02:31:42 | |
| Be agendized for discussion at a future meeting. | 02:31:43 | |
| And staff subsequently. | 02:31:46 | |
| Returned with information about the city's smoking ordinance. | 02:31:48 | |
| And a summary of more parks. | 02:31:51 | |
| Municipal More parks multi unit housing smoking ordinance. | 02:31:53 | |
| Staff also provided information about potential outreach efforts to gauge community feedback. | 02:31:57 | |
| Pursuant to council direction, property owners and managers. | 02:32:03 | |
| Were surveyed and the results were presented to the City Council in July of last year. | 02:32:06 | |
| Council requested some additional research and at a subsequent meeting staff returned with additional information. | 02:32:11 | |
| And a list of potential changes to the city smoking ordinance. | 02:32:16 | |
| Council voted unanimously to direct. | 02:32:20 | |
| Staff to prepare an ordinance that would prohibit smoking. | 02:32:22 | |
| In multi unit. | 02:32:25 | |
| Residential properties. | 02:32:26 | |
| At its meeting on. | 02:32:30 | |
| October 21st, 2024. | 02:32:31 | |
| It gave that direction. | 02:32:34 | |
| And included the directive to consider and incorporate questions and comments that were posed by the City Council at that time. | 02:32:36 | |
| Those include. | 02:32:42 | |
| The city's approach? | 02:32:44 | |
| To the enforcement of the ordinance. | 02:32:45 | |
| And with regard to that, consistent with the approach. | 02:32:48 | |
| Of the other cities that were researched, the city's role with regard to enforcement is proposed to be limited. | 02:32:51 | |
| In terms of. | 02:32:56 | |
| Education. | 02:32:57 | |
| If the city receives A complaint related to smoking and multi unit residences, information about the potential violation would be | 02:32:59 | |
| forwarded to the alleged violator and the person legally responsible. | 02:33:04 | |
| For the unit. | 02:33:08 | |
| Property managers and owners will be responsible for taking action to investigate. | 02:33:10 | |
| And enforce the ordinance. | 02:33:14 | |
| The next item that was discussed was the cities obligation to enforce the ordinance. | 02:33:17 | |
| And during that October meeting, the city attorney noted that the city has multiple government immunities. | 02:33:22 | |
| And the lack of enforcement. | 02:33:27 | |
| Would not likely generate liability for the city. | 02:33:29 | |
| We also discussed ventilation systems. | 02:33:34 | |
| Specific to units. | 02:33:36 | |
| And then follow up to that discussion. | 02:33:38 | |
| About the effectiveness of such units staff. | 02:33:40 | |
| Communicated with the Public Health Law Center. | 02:33:42 | |
| Which is an organization devoted to developing and defending laws that promote health and well-being. | 02:33:45 | |
| The Center determined that such systems do not effectively prevent the dangers. | 02:33:50 | |
| Of secondhand smoke. | 02:33:54 | |
| And noted that research from the CDC. | 02:33:55 | |
| And non-smokers Rights Foundation support that finding. | 02:33:57 | |
| As such, the proposed ordinance does not. | 02:34:01 | |
| Suggest. | 02:34:03 | |
| A exemption for. | 02:34:04 | |
| Such units. | 02:34:06 | |
| There was also discussion about the application of the ordinance. | 02:34:09 | |
| To rent it and owner occupied units. | 02:34:12 | |
| So council discussion included an inquiry about whether or not the ordinance would apply. | 02:34:16 | |
| In one or both of those situations. | 02:34:20 | |
| Staff indicated that it was proposed. | 02:34:23 | |
| That it would apply to all units regardless of rented or owned status. | 02:34:25 | |
| Which is the case with many other municipal ordinances. | 02:34:30 | |
| The ordinance definition as proposed. | 02:34:33 | |
| Includes language makes it clear. | 02:34:35 | |
| That it includes both owner occupied and rented units. | 02:34:37 | |
| And then lastly there was a discussion about the definition of multi unit residences. | 02:34:41 | |
| And during that discussion there was a question about its. | 02:34:46 | |
| Applicability to townhomes. | 02:34:49 | |
| And as such the definition. | 02:34:51 | |
| That is proposed tonight. | 02:34:53 | |
| Includes the word townhome to clarify that such residences. | 02:34:54 | |
| Are included. | 02:34:58 | |
| So to ensure public awareness and provide a timeline for landlords and property managers to take action. | 02:35:03 | |
| That is required by the ordinance. | 02:35:08 | |
| It is recommended that the prohibition have an effective date of October 1st, 2026. | 02:35:10 | |
| In addition to using city social media channels and the newsletter. | 02:35:15 | |
| Outreach efforts would include direct communications to the cities homeowners associations. | 02:35:19 | |
| Ventura County Coastal Association of Realtors. | 02:35:23 | |
| And registered owners of multi unit residential buildings in Port Hueneme. | 02:35:26 | |
| The primary purpose of the proposed amendment to the city smoking ordinances is to prohibit smoking within. | 02:35:34 | |
| Multi unit housing. | 02:35:39 | |
| Including both individual units and common areas in order to. | 02:35:40 | |
| Better protect residents. | 02:35:43 | |
| From health risks of secondhand smoke. | 02:35:45 | |
| However, the proposed amendment also includes updates that create a more comprehensive and modern smoking ordinance. | 02:35:47 | |
| Collectively, the proposed changes are expected to improve the grade currently assigned to the City of Port Hueneme by the | 02:35:53 | |
| American Lung Association in its State of Tobacco Control report. | 02:35:58 | |
| The proposed ordinance amendment. | 02:36:07 | |
| Adds and modifies various definitions and creates new regulations within multi unit residences. | 02:36:09 | |
| I wanted to highlight two of the definitions, the first being the multi unit residence definition. | 02:36:16 | |
| It's defined as a residential property containing 2 or more units, whether owner, occupied or rented. | 02:36:21 | |
| Including but not limited to apartment buildings, condominium complexes, townhomes. | 02:36:26 | |
| Senior and assisted living facilities. | 02:36:31 | |
| Group homes and long term care facilities. | 02:36:33 | |
| The following types of housing are specifically excluded from the definition. | 02:36:36 | |
| Single family homes. | 02:36:40 | |
| Detached or attached. | 02:36:41 | |
| Dwelling units on property zoned for single family use. | 02:36:43 | |
| And hotels and motels. | 02:36:46 | |
| And the second definition that I wanted to highlight. | 02:36:55 | |

| Which is defined as any personal dwelling space. | 02:36:59 | |

| If adopted, the city's smoking ordinance would prohibit smoking in all units. | 02:37:14 | |

| It would, however, allow for the designation of smoking areas. | 02:37:23 | |

| Reside in a dwelling that would be covered by this ordinance. | 02:44:35 | |
| Many of those individuals or our working class. | 02:44:39 | |
| Our retirees. | 02:44:42 | |
| Those on the lower end of our income brackets, middle and middle income families. | 02:44:44 | |
| We're kind of unique in Ventura County and just the sheer amount. | 02:44:50 | |
| Of multi dwelling. | 02:44:53 | |
| Multi unit unit. | 02:44:54 | |
| Households, excuse me, residences that are covered by this ordinance covering the income bracket. | 02:44:55 | |
| I'm concerned that this includes cannabis. | 02:45:01 | |
| Usage without. | 02:45:05 | |
| Really a larger conversation around that because. | 02:45:06 | |
| Unlike smoking that you can do in public. | 02:45:09 | |
| Cannabis is literally only permitted. | 02:45:11 | |
| Really to be consumed. | 02:45:13 | |
| And non public Prairie places. So essentially 40% of the population will not have a location where they can lead legally consume | 02:45:15 | |
| cannabis. | 02:45:19 | |
| I'm concerned that that's going to disproportionately impact our renters and disproportionately impact. | 02:45:24 | |
| Those lower in the income. | 02:45:29 | |
| Bracket and communities of color, possibly putting them at risk. | 02:45:32 | |
| With their property management companies to impose fines or whatever their remediations that are included in the ordinance. | 02:45:36 | |
| So that's an unintentional consequence and something that is. | 02:45:44 | |
| Distinctive between cannabis usage and tobacco usage. | 02:45:47 | |
| I urge you to look at that between now and the second reading. | 02:45:51 | |

| Are we going to create no space for this 40%? | 02:45:55 | |
| Of the population to participate. | 02:45:59 | |
| And an industry that has been a benefit to this city. | 02:46:02 | |

| The walls of their home. | 02:46:50 | |

| Specifically, a property that's rented out for less than 30 days, whether it is on Airbnb and VRBO or not. | 03:19:49 | |
| The City of Port Hueneme does not currently have regulations restricting short term rentals. | 03:19:58 | |
| We. As part of the research on this, we. | 03:20:03 | |
| Looked into how many short term rentals exist and we confirm that there are 1414 short term rentals in the city. | 03:20:07 | |
| That are are actually paying TOT. | 03:20:13 | |
| Transient occupancy tax or otherwise known as the hotel tax. | 03:20:16 | |
| Those 14 generate. | 03:20:20 | |
| Hotel tax revenue of about 24 to $29,000 annually. | 03:20:22 | |
| But looking at. | 03:20:27 | |
| Those websites that advertise it, we can. | 03:20:29 | |
| Estimate that there are many additional short term rentals. We estimate between 40 and 55 active short term rentals within city | 03:20:32 | |

| The majority of those short term rentals are within the California coastal zone. | 03:20:41 | |
| And we'll talk in a minute about why that's important. | 03:20:44 | |

| As a starting point, we when we had asked, when we had done some feedback, we tried to. | 03:20:51 | |

| Some of the things that cities. | 03:20:57 | |
| Have done or can do some of the potential regulatory options. | 03:20:59 | |

| Can require permitting and licensing for short term rentals. | 03:21:04 | |
| The cities can limit the amount of short term rentals based on a percentage or number. | 03:21:08 | |

| One of the things that came up a lot in our conversations were local contact information. | 03:21:18 | |
| So that the property owners. | 03:21:23 | |

| Needs that arise in short term rentals. | 03:21:28 | |
| Cities can also establish fees to cover the administrative and enforcement related costs of short term rental programs. | 03:21:31 | |
| Additionally, the cities can. | 03:21:39 | |
| Mandate that short term rental operators collect and remit. | 03:21:41 | |
| The tot technically, even though we don't have. | 03:21:45 | |
| Rules right now about short term rentals. Technically if somebody's operating one they should be collecting and remitting tax for | 03:21:48 | |
| it. | 03:21:52 | |
| And so that's something that that can be done. | 03:21:56 | |
| Without even. | 03:22:01 | |
| An additional ordinance. | 03:22:02 | |
