I'm here representing Ventura Surfrider and I just wanted to let everybody know you should have gotten your invitations today. 00:06:38
That we are doing our kickoff for a restoration program out at the Wannemie Beach Park in 2 1/2 acres of dunes on June 28th. 00:06:45
I hope that you can all make it, spread the word. Everybody's invited public, all the staff. 00:06:53
Like love to have as many people out there as possible. 00:06:59
We're going to do that from 9:00 to 11:00. We'll meet up around the memorial area, parking lot B. 00:07:02
And we're going to do a brief welcome, have some coffee and pastries, do an explanation of what we're planning to do with the 00:07:10
restoration and why it's important. 00:07:15
We'll do a little tour if anybody wants to wander around in the sand, so where your appropriate shoes? 00:07:20
And then for anybody that wants to get their hands dirty, we're going to do about an hour of pulling invasive species. 00:07:26
I also just want to thank the city, the city staff particularly. I just wanted to do a shout out to public works. 00:07:33
Everybody has been so helpful in supporting Surfrider in all of our programs and campaigns. 00:07:40
From the hold on to your program to Blue water Task Force our cleanups. 00:07:46
We're going to be putting up some more ash cans in the new Bubbling Springs park. 00:07:51
Did a walk through the other day and we're gonna put those up in the next month or so. 00:07:58
And also in May we did a cleanup of. 00:08:03
70 people showed up was amazing. 00:08:07
Pulled about 270 lbs of trash out of Bubbling Springs park and this is a brand new park so it was a little. 00:08:09
Daunting that we've got so much trash out of there, but I did have my my volunteers complaining there wasn't enough trash. They're 00:08:15
used to pulling thousands of pounds off. 00:08:19
The beach, so you know. 00:08:24
Go figure. 00:08:26
But anyway, I just wanted to again announce the kickoff. 00:08:27
And then we're going to be doing. 00:08:32
Restoration project on the 1st Saturday of every month, starting with the dirtiest beach day of the year which is July 5th. 00:08:35
We're going to combine that with the cleanup at Wanimi Beach and I'm sure that there will be other people out there doing cleanup 00:08:43

And the Port City Standing Committee has played a vital role in fostering that collaboration. 00:12:45
The Port City Standing Committee was established way before 2015. 00:12:51
We have a meeting minutes from as early as 2009. 00:12:56
In 2015, as a part of settlement between the port and the city. 00:13:00
Both parties mutually agreed to use the Port City Standing Committee as a venue. 00:13:04
For discussion related to the. 00:13:10

This the CBF is one example of many. 00:13:16
Important topic that can be addressed through this joint committee. 00:13:19
Any issue related to the port and the city can be initially brought to the Port City Standing Committee for doppel discussion. 00:13:23

Committee members may bring those you know issues back to their respected governing bodies for further consideration and action. 00:13:33

OK, good evening, Fort Wayne, ME City Council. My name is Brooke, and I'm the community organizing manager at a local nonprofit 00:14:33
called Climate First, Replacing Oil and Gas or Sea Frog. 00:14:39
I am also a neighboring resident living in South Oxnard, and I'm here today to ask you to take action to protect Port Wine EMI and 00:14:44
its residents from the affordability and climate crises that we're seeing unfold today. 00:14:50
I am respectfully asking you to direct city staff to draft a resolution in support of the California Polluter Pays Climate 00:14:56
Superfund Act. 00:14:59
Or AB1243 and SP684. 00:15:03
This is a critical piece of legislation that would hold polluters accountable to the damages they have caused while all. 00:15:06
Also protecting taxpayers and our state and local budgets from shouldering the billion dollar cleanup costs for climate related 00:15:12
disasters. 00:15:15
Californians in Port Hueneme residents are facing an affordability crisis. 00:15:19
From increased insurance costs to higher costs of living to the costs on our health and safety, Californians have paid enough. 00:15:24
At the same time, we're seeing federal funding cuts to FEMA and the stripping of environmental protections. 00:15:30
And beyond this, Californians are facing a $12 billion budget deficit, resulting in funding cuts to essential programs and 00:15:36
services that Port Winnie, Me residents likely rely on. 00:15:41
With climate related disasters projected to increase in frequency and severity, we desperately need another source of state 00:15:46
funding that does not rely on taxpayers. 00:15:51
Which is why the polluter Pays Climate Superfund Act is so important. 00:15:55
This bill is modeled on other successful Superfund acts such as CIRCLE and the Childhood Lead Poisoning Prevention Act. 00:15:59
And it would direct Cali, Pennsylvania, to identify the fossil fuel companies that have admitted the largest levels of pollution 00:16:06
in our state from 1990 to 2024. 00:16:10
The companies would then be assigned a fee proportional to those emissions, which would be less than 1% of their trillion dollar 00:16:14
profits and can be paid over a 20 year period. So it's not a big financial hardship. 00:16:20
The fees collected would go into a Superfund and that funding would go directly towards efforts such as climate mitigation and 00:16:25
adaptation. 00:16:29
Grid resiliency and infrastructure, green jobs, resilient schools, and so much more. 00:16:33
At least 40% of the funding will go to disadvantaged communities and those hit hardest by climate disasters and pollution. 00:16:38
As a coastal community in the fastest warming county in the lower United States and overly burdened by industry pollution. 00:16:44
Poor Juan Amy would more than likely benefit from the passage of this bill. 00:16:51
We'd see much needed funding being brought to our communities to address issues such as sea level rise, electrifying port 00:16:55
infrastructure, grid reliability and resilience, first responder and community preparedness. 00:17:01
Workforce development and so much more. 00:17:07
That is why I'm asking you to direct city staff to draft a resolution in support of the California Polluter Pays Climate Superfund 00:17:09

Many other cities across the state have passed similar resolutions and I would be happy to follow up and share those with staff in 00:17:16
case it's helpful. 00:17:20

This bill would establish a climate Superfund administered by CALP EPA by placing fines on the major fossil fuel companies. 00:18:10
Thereby holding them financially responsible for environmental damages in California. 00:18:17
Port Wiley EMI has long been a city that has faced environmental degradation. 00:18:21
From our fragile coastlines to our diminished air quality. 00:18:25
Our city is also under budgetary strain due to rising insurance costs and the need for continual sand dredging around Winnemi 00:18:28

The establishment of a Superfund through the Polluters pay bill would open up new sources of revenue for our city. 00:18:35
And would also provide the necessary funds to protect the communities. 00:18:40
Most in danger from our changing climate. 00:18:44

Dear Port Wyoming City Council, those of us who live in Port Hueneme, along with all Californians, must contend with two 00:20:39

Each of these intertwined crisis has significantly stretched our stressed our state and local budgets, and each threatens to erode 00:20:52

There is now a state bill going through committees that would, in a fair, legal and practical way, address both of these crises. 00:21:02

Climate Superfund Act AB1243-SB684 has enormous grassroots support as well as that of many elected state and local leaders. 00:21:12
Supporters also include labor groups, environmental champions, business owners, doctors, nurses, among others. 00:21:21
Hearing from you would encourage state legislators to support the bill. 00:21:27
Will you direct staff to prepare a resolution indicating your support? 00:21:31
Anyone who reads the bill and takes the time to understand its implications will agree that not only does it make sense. 00:21:35
It is also the right thing to do for a moral perspective. 00:21:41
Why? Because it shifts the burden of paying for disaster repair, recovery and prevention from those least able to pay for it. 00:21:45
To those who have profited for years while paying nothing for the damage their products have caused. 00:21:52
Even enjoying subsidies at the same time. 00:21:56
This is about paying their fair share. 00:21:59
The bill would direct Cal EPA to conduct a climate cost study and use climate attribution science to identify and assess A 00:22:01
proportional fee from the fossil fuel companies with the most GHG emissions. 00:22:07
From 1992. 00:22:13
Through 2024. 00:22:15
The fee would be paid into a Superfund. 00:22:17
The funding will go directly to rebuilding climate mitigation and resiliency efforts, frontline communities, green workforce 00:22:19
development, and more. 00:22:23
Additionally, 40% of the funding will be allocated to these efforts within disadvantaged communities. 00:22:26
Please use your influence to pass this legislation. State legislators care what you think. With your support, this bill can help 00:22:32
us meet these two crises ahead on. 00:22:36
Addressing impacts which we are now feeling on a daily basis in Port, Wyoming and the rest of the world. 00:22:41

Deer Port Wine Amy City Council I would like to alert the City Council of two California legislative bills called Polluters Pay 00:22:50
Climate Superfund SB-684-AB1243 that would establish a fund to help communities most affected by the climate crisis. This fund 00:22:56
would come from the biggest polluters who currently pay nothing for the cost of doing business, while taxpayers, families and 00:23:03
small businesses and municipalities pay for the cost of climate damages and health harms. 00:23:09
We have all paid enough. 00:23:16
Your city would benefit from the Superfund and could help pay for the regular dredging required to keep the city from flooding and 00:23:17
the difficulty getting the funds to keep the city. 00:23:22
And his residents safe. 00:23:26
To date, there are eighty elected officials, plus more than 200 nonprofits and more than 100,000 signatures of residents in 00:23:28
support of the bills. 00:23:31
Similar bills have been passed in BT and in New York. 00:23:35

A moment of thanks. Last Wednesday, June 11th, the city sponsored a coffee with the city where various city representatives. 00:23:49
Met at a local coffee shop and interacted with many city residents during the course of one hour. 00:23:56
This excellent city offering has been one of great value to citizens as we are given the opportunity. 00:24:01
Outside of a structured council meeting or an appointment to meet with and seek information. 00:24:07
From many departments at one time. 00:24:12
At this last meeting, the city manager, police chief, deputy city manager, public works director, mayor, some council members and 00:24:14
various other staff engaged with public addressing questions. 00:24:19
And also learning of our concerns. 00:24:24
It was also a great opportunity to meet our newest council member and Mayor Pro Tem, Jess Lopez. 00:24:27
The only thing that could have made this event but even better was if Officer Giorgio had made a cameo appearance. 00:24:32
There were a few canine residents present that you could tell we're looking forward to meeting and welcoming a local hero. 00:24:39
At the end, we all came away better informed and more confident that the city was truly listening to us. 00:24:45
Our city is small and our staff wears many hats. 00:24:51
But all share a commitment to public service and making a difference for our city. 00:24:53
I hope this annual meeting tradition continues and for that reason I took the time to share how much it is appreciated. 00:24:57

And whereas, Helen spent the 1st 93 years of her life in Port Hueneme from 1925 to 2018, eventually operating the family store 00:27:12
with her husband Robert Bob Brandt. 00:27:17

Demonstrating steadfast commitment to local enterprise and service. 00:27:25
And whereas Helen and Robert Brandt made their family home at 602 N Ventura Rd. raising five children and deeply embedding 00:27:29
themselves in the fabric of Port Hueneme through dedicated community involvement and volunteerism. 00:27:35
And WHEREAS, Helen significantly contributed to Port Hueneme's cultural and civic life through extensive volunteer work, including 00:27:42

And WHEREAS led by Union soldiers, Major General Gorton Granger rode into Galveston, TX to announce the Civil War had ended and 00:34:29
the enslaved were free on June 19th, 1865. And whereas the announcement stated that in accordance with the proclamation of the 00:34:35

Of the United States, all slaves are free. 00:34:49
This involves the absolute equality of rights and rights of property between former masters and slaves, and the connection 00:34:52

I am here today on behalf of, obviously, the City of Port. We need the police explorers for this year's Winnie Me Beach Festival. 00:40:56
So the festival this year would take place on take place on July 12th and 13. 00:41:03
From 11:00 AM to 8:00 PM, once again we'll be having free parking and free entrance for the entire community. 00:41:08
The festival layout this year will consist of Ocean View Drive, will be used as a main entrance walkway and feature a first a 10 00:41:16
information booth, food and general retail. 00:41:20
Stalls Parking lot B will be used for our host. 00:41:25
We'll be hosting our live entertainment, mainstage, food court and alcohol servicing area. 00:41:29
Ocean View Drive and parking Lot C will be where our Carnival area. 00:41:34
Additional food vendors, arts and crafts, and a secondary alcohol serving area. 00:41:37
The Winimi Beach will be used on Saturday the 12th for a competitive beach soccer tournament. 00:41:42
And on Surfside Drive it will remain open, so there'll be no impeding traffic. 00:41:46
So flow traffic will continue just like last year with the open, the open plan for the right away. 00:41:50
So for entertainment on Saturday, we're going to start off once again with our high school marching band competition. We're going 00:42:23
to have Challenge High School, Winimi High School. 00:42:28
And Oxnard High School and the Portland POA will be making a donation to each one of the organizations for coming out to our 00:42:32
festival to perform. 00:42:36
We're then going to continue with the Hero Lord presentation. 00:42:40
And following after that, we'll have the Red Hot Chola Peppers, which is a. 00:42:43
Red Hot Chili Peppers cover ban. 00:42:47
I know the name. And then we're gonna continue with In Stone and then finish the evening, record us on them. And throughout the 00:42:50
day, DJ Depeche will be playing DJ music as a band transition for the festival. 00:42:56
Then on Sunday we're going to open the morning with Bruno and the Hooligans once again. We're then going to kick it off with the 00:43:02
Kings of Queen, a Queen cover band and then finish the afternoon with Band 11 and Also and Los Arcones of a Hill will be playing 00:43:08
in the evening and DJ Depeche Mode will be playing throughout the festival as well. 00:43:13
Then on Saturday for the beach parking for the beach soccer tournament, they'll be on the West side of the pier for their event on 00:43:20
Saturday, they'll have 10 soccer fields. 00:43:24
The estimate between 150 to 200 athletes competing and competing and competitive. 00:43:29
Soccer games and they averaged about four to 500 spectators for this event. 00:43:34
So our hope is with the festival going on in the tournament, we'll get those individuals be able to come to our festival as we're 00:43:38
waiting for their additional games to go on throughout the day. 00:43:42
Then we have our youth poster contest once again, As you'll see, all the posters have been hung up. 00:43:48
For this year, we had over 200 entries. We have not selected a winner yet because some of the committee members were out on them. 00:43:53
We're out of the office, so we're working on that, but the winners will receive. 00:43:58

We're going to have two elementary school winners, a junior high and a high school winner. We plan on announcing the winners, 00:44:08

And then trying to account for. 01:13:29
Evenings which ended up being our peak period. 01:13:32
And all of the street sweeping, moving things around, we had to kept coming back and back and back so that we could get it. It 01:13:35
took. 01:13:38
About 3 months to collect all the data. 01:13:42
We collected the data. 01:13:46
January through March again, weekday and weekend. 01:13:49
Daytime and overnight. 01:13:54
Looked at both. 01:13:55
The public parking and private parking. So as we went through neighborhoods we looked at. 01:13:57
The parking in people's. 01:14:02
Front yards where they had cars parked. 01:14:05
Where there were not cars parked because we had to collect. 01:14:08
Both the supply and the demand. 01:14:11
And then? 01:14:16
We had some general observations which I'll go over a little bit and then. 01:14:18
Summarized and evaluated the data. 01:14:23
Presenting our recommended alternatives. 01:14:26
The areas are Area 1. 01:14:30
And Area 2 Victoria Marina and Pacific collection. 01:14:33
Area B Yankee Landing Area C, Bulker Park. 01:14:38
Area D is the Panoma Clara area. 01:14:42
Area E was parking lot E and Area F was parking lot F and then Seaview St. 01:14:45
Kind of our brief general observations is that area 1. 01:14:56
Area B, Area C and many parts of Area D. 01:15:02
Had utilization that was approaching. 01:15:06
Or in one case exceeding 100%. 01:15:08
So it's probably not news to the council, but it's good to know we have data. 01:15:12
That supports what the community has been saying for several years, that. 01:15:16
These these areas. 01:15:20
Don't have any parking available. 01:15:21
Some overflow of area one goes into the surrounding streets. 01:15:23
Catch basins have curbs that are painted red. 01:15:29
There are some where it's very appropriate to have them painted red because. 01:15:32
Of the the drainage in the area if a vehicle is parked there. 01:15:37
It could block the drainage to get into the inlands, but that's not the case for all of them. 01:15:41
Areas of high utilization have. 01:15:46
Cars that were parked at red curb. 01:15:49
Cars that were parked on the curb returns. 01:15:52
And then parked in yard areas off of the paved driveway, which is not allowed by the current code. 01:15:55
Parking lot CNF are essentially empty at night and less than 50%. 01:16:02
During the day, again these are observations that were taken. 01:16:06
Now, not in the summer, it's it's probably a vastly different look at things for those lots, particularly during the day. 01:16:09

And then on Seaview St. 01:16:18
The the on street parking is not near capacity, but the private parking in the. 01:16:20
The neighborhood that is on that street is right at 100%. So some of them are out on the street, but there's there's still lots of 01:16:26
capacity left on the street. 01:16:30
This is kind of the data summarized in a couple of tables. The first one is the weekday and you can see area 1. 01:16:38
Has the utilization of 97% for the public parking. 01:16:45
83% for the private parking, for a total of about 90%. 01:16:49
Area B. 01:16:54
87%. 01:16:56
Public parking. 01:16:58
Utilization 83% for total utilization. 01:16:59
Area C was 92%. 01:17:04
Of the public parking and about 82% of the private parking and then you can see at the bottom Seaview. 01:17:07
The private parking utilization was over 100%. 01:17:12
Now one of the things. 01:17:15
Is in the parking industry, what we typically look for or strive to achieve is somewhere around 85% utilization. 01:17:18
Lots of paid parking. 01:17:26
Across the area and. 01:17:29
Across the nation, is sort of said at this. 01:17:30
85% so for instance in Ventura. 01:17:32
Their parking policies are based upon an 85% goal. 01:17:35
Which means that when you get to where you want to go, there should be a space available. 01:17:39
It may only be 1 space. 01:17:43
But there should be a space available. 01:17:44
So that's kind of what we're using as our threshold. So when you look at the red on these tables, they're way above 85 the. 01:17:49
The yellowish color is. 01:17:56
At or just above. 01:17:59
The 85. 01:18:00
And then for. 01:18:03
For weekend. 01:18:04
Though the weekend peak was actually during the day. 01:18:06

Again, very similar 83% utilization for public. 01:18:11

For public parking areas. 01:18:23

For Seaview, 97% utilization for those private areas. 01:18:26
So this data really does confirm. 01:18:30
Kind of what we've been talking about for a few years in regards to parking. 01:18:33
So there's some general things that we kind of are. 01:18:39
Want the Council to consider not all these can be achieved right away. 01:18:45
Some of them can. 01:18:50
Some of them might be longer term. 01:18:51
And these are things that can kind of go across the community fairly well. 01:18:54
Removing red curb at the drainage inlets were feasible. 01:18:58
Installing some stop signs at some four way intersections where there's a lot of red curves so you can can take that red curve 01:19:02
out. 01:19:05
We've had a discussion about that in the past. 01:19:08
Mark the crosswalks to kind of move the crosswalks further into the intersection so that the impact of the new. 01:19:11
Clear zone law. 01:19:18
Doesn't quite impact us as much because it's from the crosswalk. 01:19:19
At Angle Parking where feasible, there's a number of locations we identified. 01:19:24
In the report where angle parking could be put in to add a little more supply. 01:19:28
And even looking in a couple of areas of reducing the number of lanes on a street where the capacity doesn't need more than one 01:19:34
lane. 01:19:38
To add parking on the street where there's none now. 01:19:43
For private parking. 01:19:48
Allowing So right now, the municipal code says you can only park in a paved area in front of the garages. 01:19:49
And then it has a maximum amount of. 01:19:57
Percentage of the yard area that can be impervious. 01:20:00
So one of the things that. 01:20:05
That we can look at is. 01:20:08
Changing those a little bit to maybe allow those driveways to be a little bit wider. 01:20:09
Those areas that are wider than the garage, maybe they are not totally impervious, but they can be. 01:20:13
Pervious materials or semi pervious materials? 01:20:20
That so that it doesn't quite have the impact of everything being paved. 01:20:23
But it does give the chance for people to add, you know, another space that a car could park that's not on the grass or in the 01:20:28

Encourage the use of on site areas in private multifamily developments. So there's a lot of the areas that were observed where. 01:20:37
There there was parking available in the private. 01:20:46
Areas off the street. 01:20:49
But because every unit sort of has their assigned number of spaces. 01:20:51
If somebody only has one or two cars, but they have three spaces because they have a. 01:20:55
Garage and then they have a driveway that can they can put a couple of spaces. 01:21:00
But they're not utilizing them all. 01:21:04

Maybe the community can work. 01:21:08
With itself through the HOA to say hey, I've got an extra space. 01:21:10

To establish a permit program where somebody can come in and get a permit from the city to park in front of their driveway. 01:21:46
Permit system without having any other parking permit programs. 01:21:52

So you could go to just having a complaint based enforcement. 01:21:59
Rather than a proactive enforcement, whether that's. 01:22:03

About going that far because in residential neighborhoods, if people have businesses. 01:22:27
Where they have a truck or a van or something that is. 01:22:32

They would not be allowed to park in on the street and so we. 01:22:36

There's a really wide curb lane with the bike lane. 01:24:28
So some parking could be added there. There's plenty of room. The bike lane would have to be re. 01:24:32

I find the existing ordinance limiting and inefficient. 01:55:58
The current municipal code spec. 01:56:01
Specifically, section 10226, subsection C restricts certain activities and front yards, including the parking of inoperable 01:56:03
vehicles. 01:56:08
While it does not explicitly prohibit all front yard parking. 01:56:13
The code imposes limitations on the amount of landscaping allowed in these areas. 01:56:17
For instance, ordinance #795 limits fixed concrete. 01:56:22
Asphalt or similar hardscape materials to no more than 50%. 01:56:27
Of the required front yard area. 01:56:31
This restriction effectively reduces the available parking space and imposes conditions more typical. 01:56:33
Of a homeowners association rather than a city ordinance designed to address practical parking needs. 01:56:39
Given the growing demand for parking, especially with the rise of accessory dwelling units. 01:56:45
In our community, I respectfully propose amending ordinance #795 to reduce the hardscaping limitation from 50% to 30%. 01:56:51
This adjustment would allow for wider driveways and additional parking spaces that are not limited to the area directly in front. 01:57:00
Of garages, thereby increasing parking availability for residents on their own properties. 01:57:07
I believe this change is a practical solution that will benefit many homeowners and support our communities involving needs. 01:57:13

Also, the HOA at Beachport Cottages has 14 visitor parking places for 30 townhouses. 01:57:46
And does not allow residents to park overnight. 01:57:52
The parking on the 300 block of Surfside Drive is extremely restrictive with 1/2. 01:57:55
To our parking limits and no overnight parking. 01:58:00
Same thing for the parking city lots E&F on Surfside with no overnight parking. 01:58:04
It is my understanding this has not always been so on Surfside and over in our. 01:58:09
Overnight parking was not prohibited. 01:58:14
I know the city is doing a parking survey, however it appears that this is going to be a lengthy endeavor and I need a resolution 01:58:17

In addition, the side street industrial also has very restrictive parking and no overnight parking, which I understand was also. 01:58:50
