| I'm here representing Ventura Surfrider and I just wanted to let everybody know you should have gotten your invitations today. | 00:06:38 | |
| That we are doing our kickoff for a restoration program out at the Wannemie Beach Park in 2 1/2 acres of dunes on June 28th. | 00:06:45 | |
| I hope that you can all make it, spread the word. Everybody's invited public, all the staff. | 00:06:53 | |
| Like love to have as many people out there as possible. | 00:06:59 | |
| We're going to do that from 9:00 to 11:00. We'll meet up around the memorial area, parking lot B. | 00:07:02 | |
| And we're going to do a brief welcome, have some coffee and pastries, do an explanation of what we're planning to do with the | 00:07:10 | |
| restoration and why it's important. | 00:07:15 | |
| We'll do a little tour if anybody wants to wander around in the sand, so where your appropriate shoes? | 00:07:20 | |
| And then for anybody that wants to get their hands dirty, we're going to do about an hour of pulling invasive species. | 00:07:26 | |
| I also just want to thank the city, the city staff particularly. I just wanted to do a shout out to public works. | 00:07:33 | |
| Everybody has been so helpful in supporting Surfrider in all of our programs and campaigns. | 00:07:40 | |
| From the hold on to your program to Blue water Task Force our cleanups. | 00:07:46 | |
| We're going to be putting up some more ash cans in the new Bubbling Springs park. | 00:07:51 | |
| Did a walk through the other day and we're gonna put those up in the next month or so. | 00:07:58 | |
| And also in May we did a cleanup of. | 00:08:03 | |
| 70 people showed up was amazing. | 00:08:07 | |
| Pulled about 270 lbs of trash out of Bubbling Springs park and this is a brand new park so it was a little. | 00:08:09 | |
| Daunting that we've got so much trash out of there, but I did have my my volunteers complaining there wasn't enough trash. They're | 00:08:15 | |
| used to pulling thousands of pounds off. | 00:08:19 | |
| The beach, so you know. | 00:08:24 | |

| But anyway, I just wanted to again announce the kickoff. | 00:08:27 | |

| Restoration project on the 1st Saturday of every month, starting with the dirtiest beach day of the year which is July 5th. | 00:08:35 | |
| We're going to combine that with the cleanup at Wanimi Beach and I'm sure that there will be other people out there doing cleanup | 00:08:43 | |

| The Port City Standing Committee was established way before 2015. | 00:12:51 | |
| We have a meeting minutes from as early as 2009. | 00:12:56 | |
| In 2015, as a part of settlement between the port and the city. | 00:13:00 | |
| Both parties mutually agreed to use the Port City Standing Committee as a venue. | 00:13:04 | |
| For discussion related to the. | 00:13:10 | |
| Late to community benefit fund. | 00:13:13 | |
| This the CBF is one example of many. | 00:13:16 | |
| Important topic that can be addressed through this joint committee. | 00:13:19 | |
| Any issue related to the port and the city can be initially brought to the Port City Standing Committee for doppel discussion. | 00:13:23 | |

| Committee members may bring those you know issues back to their respected governing bodies for further consideration and action. | 00:13:33 | |
| We believe the Port City Standing Committee remains A valuable platform. | 00:13:41 | |

| OK, good evening, Fort Wayne, ME City Council. My name is Brooke, and I'm the community organizing manager at a local nonprofit | 00:14:33 | |
| called Climate First, Replacing Oil and Gas or Sea Frog. | 00:14:39 | |
| I am also a neighboring resident living in South Oxnard, and I'm here today to ask you to take action to protect Port Wine EMI and | 00:14:44 | |
| its residents from the affordability and climate crises that we're seeing unfold today. | 00:14:50 | |
| I am respectfully asking you to direct city staff to draft a resolution in support of the California Polluter Pays Climate | 00:14:56 | |
| Superfund Act. | 00:14:59 | |
| Or AB1243 and SP684. | 00:15:03 | |
| This is a critical piece of legislation that would hold polluters accountable to the damages they have caused while all. | 00:15:06 | |
| Also protecting taxpayers and our state and local budgets from shouldering the billion dollar cleanup costs for climate related | 00:15:12 | |
| disasters. | 00:15:15 | |
| Californians in Port Hueneme residents are facing an affordability crisis. | 00:15:19 | |
| From increased insurance costs to higher costs of living to the costs on our health and safety, Californians have paid enough. | 00:15:24 | |
| At the same time, we're seeing federal funding cuts to FEMA and the stripping of environmental protections. | 00:15:30 | |
| And beyond this, Californians are facing a $12 billion budget deficit, resulting in funding cuts to essential programs and | 00:15:36 | |
| services that Port Winnie, Me residents likely rely on. | 00:15:41 | |
| With climate related disasters projected to increase in frequency and severity, we desperately need another source of state | 00:15:46 | |
| funding that does not rely on taxpayers. | 00:15:51 | |
| Which is why the polluter Pays Climate Superfund Act is so important. | 00:15:55 | |
| This bill is modeled on other successful Superfund acts such as CIRCLE and the Childhood Lead Poisoning Prevention Act. | 00:15:59 | |
| And it would direct Cali, Pennsylvania, to identify the fossil fuel companies that have admitted the largest levels of pollution | 00:16:06 | |
| in our state from 1990 to 2024. | 00:16:10 | |
| The companies would then be assigned a fee proportional to those emissions, which would be less than 1% of their trillion dollar | 00:16:14 | |
| profits and can be paid over a 20 year period. So it's not a big financial hardship. | 00:16:20 | |
| The fees collected would go into a Superfund and that funding would go directly towards efforts such as climate mitigation and | 00:16:25 | |
| adaptation. | 00:16:29 | |
| Grid resiliency and infrastructure, green jobs, resilient schools, and so much more. | 00:16:33 | |
| At least 40% of the funding will go to disadvantaged communities and those hit hardest by climate disasters and pollution. | 00:16:38 | |
| As a coastal community in the fastest warming county in the lower United States and overly burdened by industry pollution. | 00:16:44 | |
| Poor Juan Amy would more than likely benefit from the passage of this bill. | 00:16:51 | |
| We'd see much needed funding being brought to our communities to address issues such as sea level rise, electrifying port | 00:16:55 | |
| infrastructure, grid reliability and resilience, first responder and community preparedness. | 00:17:01 | |
| Workforce development and so much more. | 00:17:07 | |
| That is why I'm asking you to direct city staff to draft a resolution in support of the California Polluter Pays Climate Superfund | 00:17:09 | |
| Act. | 00:17:13 | |
| Many other cities across the state have passed similar resolutions and I would be happy to follow up and share those with staff in | 00:17:16 | |
| case it's helpful. | 00:17:20 | |

| This bill would establish a climate Superfund administered by CALP EPA by placing fines on the major fossil fuel companies. | 00:18:10 | |
| Thereby holding them financially responsible for environmental damages in California. | 00:18:17 | |
| Port Wiley EMI has long been a city that has faced environmental degradation. | 00:18:21 | |
| From our fragile coastlines to our diminished air quality. | 00:18:25 | |
| Our city is also under budgetary strain due to rising insurance costs and the need for continual sand dredging around Winnemi | 00:18:28 | |
| Beach. | 00:18:32 | |
| The establishment of a Superfund through the Polluters pay bill would open up new sources of revenue for our city. | 00:18:35 | |
| And would also provide the necessary funds to protect the communities. | 00:18:40 | |
| Most in danger from our changing climate. | 00:18:44 | |

| With increasing natural disasters impacting our communities and cuts to FEMA and other federal support, it is more important now | 00:19:45 | |
| than ever to fund natural disaster relief. | 00:19:49 | |
| Climate resilience and a transition to clean energy. | 00:19:54 | |
| This legislation will do just that by charging the largest fossil fuel companies less than 0 point. | 00:19:57 | |
| 1% of their profits to pay for the damages they have knowingly caused through their greenhouse gas emissions. | 00:20:02 | |
| California taxpayers have paid enough and continue to do so through rising cost of living. | 00:20:08 | |
| It is time to hold polluters accountable. | 00:20:13 | |
| Port Hueneme and the rest of California deserve support to address concerns such as sea level rise, energy grid reliability, green | 00:20:16 | |
| jobs, climate resilient schools, and more. I'm once again asking the City of Port Hueneme to draft a resolution to support the | 00:20:23 | |

| Dear Port Wyoming City Council, those of us who live in Port Hueneme, along with all Californians, must contend with two | 00:20:39 | |
| unprecedented crises. | 00:20:43 | |
| The crisis of growing climate devastation and the crisis of affordability. | 00:20:48 | |
| Each of these intertwined crisis has significantly stretched our stressed our state and local budgets, and each threatens to erode | 00:20:52 | |
| our quality of life beyond recognition. | 00:20:57 | |
| There is now a state bill going through committees that would, in a fair, legal and practical way, address both of these crises. | 00:21:02 | |
| The polluters pay. | 00:21:10 | |
| Climate Superfund Act AB1243-SB684 has enormous grassroots support as well as that of many elected state and local leaders. | 00:21:12 | |
| Supporters also include labor groups, environmental champions, business owners, doctors, nurses, among others. | 00:21:21 | |
| Hearing from you would encourage state legislators to support the bill. | 00:21:27 | |
| Will you direct staff to prepare a resolution indicating your support? | 00:21:31 | |
| Anyone who reads the bill and takes the time to understand its implications will agree that not only does it make sense. | 00:21:35 | |
| It is also the right thing to do for a moral perspective. | 00:21:41 | |
| Why? Because it shifts the burden of paying for disaster repair, recovery and prevention from those least able to pay for it. | 00:21:45 | |
| To those who have profited for years while paying nothing for the damage their products have caused. | 00:21:52 | |
| Even enjoying subsidies at the same time. | 00:21:56 | |
| This is about paying their fair share. | 00:21:59 | |
| The bill would direct Cal EPA to conduct a climate cost study and use climate attribution science to identify and assess A | 00:22:01 | |
| proportional fee from the fossil fuel companies with the most GHG emissions. | 00:22:07 | |
| From 1992. | 00:22:13 | |
| Through 2024. | 00:22:15 | |
| The fee would be paid into a Superfund. | 00:22:17 | |
| The funding will go directly to rebuilding climate mitigation and resiliency efforts, frontline communities, green workforce | 00:22:19 | |
| development, and more. | 00:22:23 | |
| Additionally, 40% of the funding will be allocated to these efforts within disadvantaged communities. | 00:22:26 | |
| Please use your influence to pass this legislation. State legislators care what you think. With your support, this bill can help | 00:22:32 | |
| us meet these two crises ahead on. | 00:22:36 | |
| Addressing impacts which we are now feeling on a daily basis in Port, Wyoming and the rest of the world. | 00:22:41 | |

| Deer Port Wine Amy City Council I would like to alert the City Council of two California legislative bills called Polluters Pay | 00:22:50 | |
| Climate Superfund SB-684-AB1243 that would establish a fund to help communities most affected by the climate crisis. This fund | 00:22:56 | |
| would come from the biggest polluters who currently pay nothing for the cost of doing business, while taxpayers, families and | 00:23:03 | |
| small businesses and municipalities pay for the cost of climate damages and health harms. | 00:23:09 | |
| We have all paid enough. | 00:23:16 | |
| Your city would benefit from the Superfund and could help pay for the regular dredging required to keep the city from flooding and | 00:23:17 | |
| the difficulty getting the funds to keep the city. | 00:23:22 | |
| And his residents safe. | 00:23:26 | |
| To date, there are eighty elected officials, plus more than 200 nonprofits and more than 100,000 signatures of residents in | 00:23:28 | |
| support of the bills. | 00:23:31 | |
| Similar bills have been passed in BT and in New York. | 00:23:35 | |

| From 11:00 AM to 8:00 PM, once again we'll be having free parking and free entrance for the entire community. | 00:41:08 | |
| The festival layout this year will consist of Ocean View Drive, will be used as a main entrance walkway and feature a first a 10 | 00:41:16 | |
| information booth, food and general retail. | 00:41:20 | |
| Stalls Parking lot B will be used for our host. | 00:41:25 | |
| We'll be hosting our live entertainment, mainstage, food court and alcohol servicing area. | 00:41:29 | |
| Ocean View Drive and parking Lot C will be where our Carnival area. | 00:41:34 | |
| Additional food vendors, arts and crafts, and a secondary alcohol serving area. | 00:41:37 | |
| The Winimi Beach will be used on Saturday the 12th for a competitive beach soccer tournament. | 00:41:42 | |
| And on Surfside Drive it will remain open, so there'll be no impeding traffic. | 00:41:46 | |
| So flow traffic will continue just like last year with the open, the open plan for the right away. | 00:41:50 | |
| So for entertainment on Saturday, we're going to start off once again with our high school marching band competition. We're going | 00:42:23 | |

| And Oxnard High School and the Portland POA will be making a donation to each one of the organizations for coming out to our | 00:42:32 | |

| Then on Sunday we're going to open the morning with Bruno and the Hooligans once again. We're then going to kick it off with the | 00:43:02 | |
| Kings of Queen, a Queen cover band and then finish the afternoon with Band 11 and Also and Los Arcones of a Hill will be playing | 00:43:08 | |
| in the evening and DJ Depeche Mode will be playing throughout the festival as well. | 00:43:13 | |
| Then on Saturday for the beach parking for the beach soccer tournament, they'll be on the West side of the pier for their event on | 00:43:20 | |
| Saturday, they'll have 10 soccer fields. | 00:43:24 | |
| The estimate between 150 to 200 athletes competing and competing and competitive. | 00:43:29 | |
| Soccer games and they averaged about four to 500 spectators for this event. | 00:43:34 | |
| So our hope is with the festival going on in the tournament, we'll get those individuals be able to come to our festival as we're | 00:43:38 | |

| Then we have our youth poster contest once again, As you'll see, all the posters have been hung up. | 00:43:48 | |
| For this year, we had over 200 entries. We have not selected a winner yet because some of the committee members were out on them. | 00:43:53 | |

| Tonight is the second portion of that, which is the actual ordering of the levy and collection of those assessments. | 00:55:52 | |

| The lighting district. | 00:56:01 | |
| Has a revenue expected of $132,000. | 00:56:04 | |
| With expenses of 188,000 which leaves. | 00:56:08 | |
| Approximately $56,000 subsidy that the general fund will have to cover. | 00:56:12 | |
| That is essentially our street lighting bills, so. | 00:56:18 | |
| As you know, the rates have continued to go up. | 00:56:22 | |
| And we haven't. We don't have. | 00:56:25 | |
| We have the option to raise these, but it would have to go through a 218 process. | 00:56:28 | |
| For the Parkway and Median, the revenues. | 00:56:33 | |
| 176,000 with expenses of 232,000 again a $56,000. | 00:56:35 | |

| Right. I think one of the things we're looking at right now is we are looking at all the utility rates and everything. So we are | 01:00:44 | |
| trying to put them in order of the most important to the. | 01:00:48 | |
| Are, I guess, most costly to the general fund and then to the least costly? | 01:00:53 | |
| So it's on our list to look at. | 01:00:57 | |
| And we'll bring that back to the council at some point, but yes, we expected that. | 01:01:00 | |

| That the long term solution is we need to figure out a way to not have the general fund subsidized that. So was this the first | 01:01:08 | |

| All that. So we have to make sure we do a good job of explaining to everybody why it's needed and. | 01:01:58 | |
| You know, what does it mean if you don't do it? It means potentially that services could be cut. So we'd have to have that | 01:02:02 | |
| conversation and explain that. | 01:02:06 | |

| Given their opinion on it and as those amounts were smaller at times. | 01:02:16 | |

| Our systems that could be put in, they also take up a large amount of space in order to be able to store the. | 01:03:58 | |

| Whether that would be something that would. | 01:04:14 | |

| So every year we go through the process to re levy that assessment, but we can't change it without going back to the voters. | 01:05:24 | |
| And the reason cities do the overlay is because if you if we go back to the voters and we try to just modify the existing one and | 01:05:30 | |
| they say no, then then we don't get any like the the. | 01:05:35 | |
| The district is gone. | 01:05:40 | |
| And So what the way cities have done its answer? | 01:05:41 | |
| That question of like, what's the first thing cities typically do when they find themselves in the spot? They create the overlay | 01:05:44 | |
| district and they say it's basically, you know, it's not touching the underlying one that pays for the most of it, but then it'll | 01:05:50 | |
| be like a second one on top of it that pays the difference. | 01:05:55 | |
| And that way, if it fails, you're not in any worse position than you are now, other than you spent probably $20,000 to go through | 01:06:01 | |
| the Prop 218 process. | 01:06:05 | |
| But if it passes, then you're you're caught up on your electric rates. | 01:06:09 | |
| A while at least, but I think everybody. | 01:06:13 | |
| Here knows, you know, with the way Edison rates have increased, you know, that's an ongoing battle to try to stay ahead of that | 01:06:15 | |
| but. | 01:06:20 | |
| But it's not uncommon I would say. | 01:06:25 | |
| I think most cities. | 01:06:27 | |
| That are in our age. | 01:06:28 | |

| District overlay is like probably step one to look into and then as part of that we can look at what other cities are doing if | 01:06:50 | |

| Clean power lines indicated that while they can be. | 01:08:36 | |
| And in most cases provide actually a slight discount from Edison on residential. | 01:08:39 | |
| And small customer rates, they aren't there with the streetlight rates, they're not competitive and they actually would have to | 01:08:43 | |

| know, that's another possibility though is if they get there and if there's the ability to opt in to CPA where it would actually | 01:08:55 | |

| At various things that we might be able to do to better provide parking. | 01:12:18 | |

| Have our traffic engineer, Mr. Tom Miracle. | 01:12:28 | |
| Who has done a study for us? | 01:12:31 | |
| And uh. | 01:12:34 | |
| Part of this you all received a technical memorandum that. | 01:12:35 | |
| That Tom produced. | 01:12:39 | |
| And uh. | 01:12:40 | |
| It summarizes all of his findings. | 01:12:43 | |

| We sat down with the city staff and kind of said where can we best use the resources that were allocated? | 01:13:12 | |

| A lot of the effort for this project was going out and collecting data, as you can imagine. | 01:13:19 | |
| Collecting data in these eight areas. | 01:13:25 | |
| Weekday. Weekend. | 01:13:27 | |
| And then trying to account for. | 01:13:29 | |
| Evenings which ended up being our peak period. | 01:13:32 | |
| And all of the street sweeping, moving things around, we had to kept coming back and back and back so that we could get it. It | 01:13:35 | |
| took. | 01:13:38 | |
| About 3 months to collect all the data. | 01:13:42 | |
| We collected the data. | 01:13:46 | |
| January through March again, weekday and weekend. | 01:13:49 | |
| Daytime and overnight. | 01:13:54 | |
| Looked at both. | 01:13:55 | |
| The public parking and private parking. So as we went through neighborhoods we looked at. | 01:13:57 | |
| The parking in people's. | 01:14:02 | |
| Front yards where they had cars parked. | 01:14:05 | |
| Where there were not cars parked because we had to collect. | 01:14:08 | |
| Both the supply and the demand. | 01:14:11 | |
| And then? | 01:14:16 | |
| We had some general observations which I'll go over a little bit and then. | 01:14:18 | |
| Summarized and evaluated the data. | 01:14:23 | |
| Presenting our recommended alternatives. | 01:14:26 | |
| The areas are Area 1. | 01:14:30 | |
| And Area 2 Victoria Marina and Pacific collection. | 01:14:33 | |
| Area B Yankee Landing Area C, Bulker Park. | 01:14:38 | |
| Area D is the Panoma Clara area. | 01:14:42 | |
| Area E was parking lot E and Area F was parking lot F and then Seaview St. | 01:14:45 | |
| Kind of our brief general observations is that area 1. | 01:14:56 | |
| Area B, Area C and many parts of Area D. | 01:15:02 | |
| Had utilization that was approaching. | 01:15:06 | |
| Or in one case exceeding 100%. | 01:15:08 | |
| So it's probably not news to the council, but it's good to know we have data. | 01:15:12 | |
| That supports what the community has been saying for several years, that. | 01:15:16 | |
| These these areas. | 01:15:20 | |
| Don't have any parking available. | 01:15:21 | |
| Some overflow of area one goes into the surrounding streets. | 01:15:23 | |
| Catch basins have curbs that are painted red. | 01:15:29 | |
| There are some where it's very appropriate to have them painted red because. | 01:15:32 | |
| Of the the drainage in the area if a vehicle is parked there. | 01:15:37 | |
| It could block the drainage to get into the inlands, but that's not the case for all of them. | 01:15:41 | |
| Areas of high utilization have. | 01:15:46 | |
| Cars that were parked at red curb. | 01:15:49 | |
| Cars that were parked on the curb returns. | 01:15:52 | |
| And then parked in yard areas off of the paved driveway, which is not allowed by the current code. | 01:15:55 | |
| Parking lot CNF are essentially empty at night and less than 50%. | 01:16:02 | |
| During the day, again these are observations that were taken. | 01:16:06 | |
| Now, not in the summer, it's it's probably a vastly different look at things for those lots, particularly during the day. | 01:16:09 | |
| In the summer. | 01:16:16 | |
| And then on Seaview St. | 01:16:18 | |
| The the on street parking is not near capacity, but the private parking in the. | 01:16:20 | |
| The neighborhood that is on that street is right at 100%. So some of them are out on the street, but there's there's still lots of | 01:16:26 | |
| capacity left on the street. | 01:16:30 | |
| This is kind of the data summarized in a couple of tables. The first one is the weekday and you can see area 1. | 01:16:38 | |
| Has the utilization of 97% for the public parking. | 01:16:45 | |
| 83% for the private parking, for a total of about 90%. | 01:16:49 | |
| Area B. | 01:16:54 | |
| 87%. | 01:16:56 | |
| Public parking. | 01:16:58 | |
| Utilization 83% for total utilization. | 01:16:59 | |
| Area C was 92%. | 01:17:04 | |
| Of the public parking and about 82% of the private parking and then you can see at the bottom Seaview. | 01:17:07 | |
| The private parking utilization was over 100%. | 01:17:12 | |
| Now one of the things. | 01:17:15 | |
| Is in the parking industry, what we typically look for or strive to achieve is somewhere around 85% utilization. | 01:17:18 | |
| Lots of paid parking. | 01:17:26 | |
| Across the area and. | 01:17:29 | |
| Across the nation, is sort of said at this. | 01:17:30 | |
| 85% so for instance in Ventura. | 01:17:32 | |
| Their parking policies are based upon an 85% goal. | 01:17:35 | |
| Which means that when you get to where you want to go, there should be a space available. | 01:17:39 | |
| It may only be 1 space. | 01:17:43 | |
| But there should be a space available. | 01:17:44 | |
| So that's kind of what we're using as our threshold. So when you look at the red on these tables, they're way above 85 the. | 01:17:49 | |
| The yellowish color is. | 01:17:56 | |
| At or just above. | 01:17:59 | |
| The 85. | 01:18:00 | |
| And then for. | 01:18:03 | |
| For weekend. | 01:18:04 | |
| Though the weekend peak was actually during the day. | 01:18:06 | |
| And, umm. | 01:18:10 | |
| Again, very similar 83% utilization for public. | 01:18:11 | |
| 81% for private. | 01:18:16 | |
| Area B 96% Area C 91% for for. | 01:18:19 | |
| For public parking areas. | 01:18:23 | |
| And then? | 01:18:25 | |
| For Seaview, 97% utilization for those private areas. | 01:18:26 | |
| So this data really does confirm. | 01:18:30 | |
| Kind of what we've been talking about for a few years in regards to parking. | 01:18:33 | |
| So there's some general things that we kind of are. | 01:18:39 | |
| Want the Council to consider not all these can be achieved right away. | 01:18:45 | |
| Some of them can. | 01:18:50 | |
| Some of them might be longer term. | 01:18:51 | |
| And these are things that can kind of go across the community fairly well. | 01:18:54 | |
| Removing red curb at the drainage inlets were feasible. | 01:18:58 | |
| Installing some stop signs at some four way intersections where there's a lot of red curves so you can can take that red curve | 01:19:02 | |
| out. | 01:19:05 | |
| We've had a discussion about that in the past. | 01:19:08 | |
| Mark the crosswalks to kind of move the crosswalks further into the intersection so that the impact of the new. | 01:19:11 | |
| Clear zone law. | 01:19:18 | |
| Doesn't quite impact us as much because it's from the crosswalk. | 01:19:19 | |
| At Angle Parking where feasible, there's a number of locations we identified. | 01:19:24 | |
| In the report where angle parking could be put in to add a little more supply. | 01:19:28 | |
| And even looking in a couple of areas of reducing the number of lanes on a street where the capacity doesn't need more than one | 01:19:34 | |
| lane. | 01:19:38 | |
| To add parking on the street where there's none now. | 01:19:43 | |
| For private parking. | 01:19:48 | |
| Allowing So right now, the municipal code says you can only park in a paved area in front of the garages. | 01:19:49 | |
| And then it has a maximum amount of. | 01:19:57 | |
| Percentage of the yard area that can be impervious. | 01:20:00 | |
| So one of the things that. | 01:20:05 | |
| That we can look at is. | 01:20:08 | |
| Changing those a little bit to maybe allow those driveways to be a little bit wider. | 01:20:09 | |
| Those areas that are wider than the garage, maybe they are not totally impervious, but they can be. | 01:20:13 | |
| Pervious materials or semi pervious materials? | 01:20:20 | |
| That so that it doesn't quite have the impact of everything being paved. | 01:20:23 | |
| But it does give the chance for people to add, you know, another space that a car could park that's not on the grass or in the | 01:20:28 | |
| side yard or something. | 01:20:31 | |
| Encourage the use of on site areas in private multifamily developments. So there's a lot of the areas that were observed where. | 01:20:37 | |
| There there was parking available in the private. | 01:20:46 | |
| Areas off the street. | 01:20:49 | |
| But because every unit sort of has their assigned number of spaces. | 01:20:51 | |
| If somebody only has one or two cars, but they have three spaces because they have a. | 01:20:55 | |
| Garage and then they have a driveway that can they can put a couple of spaces. | 01:21:00 | |
| But they're not utilizing them all. | 01:21:04 | |
| That, umm. | 01:21:06 | |
| Maybe the community can work. | 01:21:08 | |
| With itself through the HOA to say hey, I've got an extra space. | 01:21:10 | |
| Can somebody use it and? | 01:21:14 | |
| Kind of work that out there. There is some private supply. | 01:21:16 | |
| Available particularly in the A1. | 01:21:20 | |
| Neighborhood. | 01:21:23 | |
| And then and then. | 01:21:26 | |
| Kind of some general parking regulation things to consider. | 01:21:28 | |
| Moving to either a permitted or a complaint based enforcement of parking in front of your own driveway. | 01:21:34 | |
| So right now the Vehicle Code prohibits that practice. | 01:21:40 | |
| It does allow a local agency. | 01:21:43 | |
| To establish a permit program where somebody can come in and get a permit from the city to park in front of their driveway. | 01:21:46 | |
| Permit system without having any other parking permit programs. | 01:21:52 | |
| Could be an administrative burden. | 01:21:57 | |
| So you could go to just having a complaint based enforcement. | 01:21:59 | |
| Rather than a proactive enforcement, whether that's. | 01:22:03 | |
| Being done. | 01:22:06 | |
| Yeah, that's one other question. | 01:22:08 | |
| Prohibit commercial. | 01:22:11 | |
| Vehicle parking. | 01:22:12 | |
| This is something that you can do the. | 01:22:14 | |
| Kind of the problem with the general commercial vehicle parking is a lot of people's larger pickup trucks. | 01:22:16 | |
| Are considered by the Vehicle Code to be a commercial vehicle, so we have to be a little careful about. | 01:22:22 | |
| About going that far because in residential neighborhoods, if people have businesses. | 01:22:27 | |
| Where they have a truck or a van or something that is. | 01:22:32 | |
| Defined as a commercial vehicle. | 01:22:35 | |
| They would not be allowed to park in on the street and so we. | 01:22:36 | |
| We, I think we want to consider that, but that may be going a little too far. | 01:22:40 | |
| We can define. | 01:22:45 | |
| A commercial vehicle separately. | 01:22:46 | |
| Prohibit oversize vehicles. | 01:22:50 | |
| So these would be. | 01:22:52 | |
| Motorhomes and and large vehicles. | 01:22:54 | |
| So right now, tractor trailers and. | 01:22:56 | |
| And tractors, trucks and their trailers are not allowed to park. | 01:22:59 | |
| But we still have and our observations were that there's only a few across the entire city that we observed. | 01:23:05 | |
| Motor homes, mostly. | 01:23:12 | |
| We don't. | 01:23:16 | |
| I think we do have restrictions for motor homes, right? | 01:23:17 | |
| I did not find one in the code. Now maybe we do and I just didn't find it. My uncle would beg to differ with you. OK, got a | 01:23:21 | |
| ticket. | 01:23:24 | |
| OK, Yeah, I think it's uh, uh. | 01:23:28 | |
| And oversized vehicle. | 01:23:30 | |
| Yeah. | 01:23:33 | |
| Yeah, but. | 01:23:34 | |
| I think one of the ideas here was sort of. | 01:23:35 | |
| Fine tuning and. | 01:23:39 | |
| Crafting some. | 01:23:41 | |
| Updating the regulations to be able to enforce that better, yeah. | 01:23:42 | |
| And then lastly would be the unattached trailers, so people leaving their boats and. | 01:23:47 | |
| Other types of recreational trailers. | 01:23:53 | |
| Out in the street that are not attached to a vehicle. | 01:23:56 | |
| So. | 01:24:05 | |
| Now to get into some of the specific areas. | 01:24:06 | |
| Area A1 This is the Victoria Marina area up near. | 01:24:10 | |
| Victoria at Hemlock. | 01:24:14 | |
| There's actually an opportunity to add some parking on Victoria Ave. | 01:24:17 | |
| Not up at the intersection of Hemlock where the the 3rd lane is added, but South of there where there's only two northbound lanes. | 01:24:22 | |
| There's a really wide curb lane with the bike lane. | 01:24:28 | |
| So some parking could be added there. There's plenty of room. The bike lane would have to be re. | 01:24:32 | |
| Restriped. | 01:24:36 | |
| Over. | 01:24:38 | |
| Adding angle parking along yard arm, spinnaker, sextant and rudder. | 01:24:40 | |
| This would actually though, require the streets to be one way. | 01:24:46 | |
| Because the streets aren't wide enough. So again, just something to consider. The other thing is the clear zone for fire would not | 01:24:50 | |
| be the full. | 01:24:54 | |
| 20 feet. | 01:24:58 | |
| But we thought we wanted to go ahead and, and, and put that out there for discussion because. | 01:25:00 | |
| This neighborhood does have alleys also, so there is secondary access. | 01:25:04 | |
| Other neighborhoods where there's not that secondary access. This doesn't make sense at all from a. | 01:25:09 | |
| A public safety. | 01:25:13 | |
| Perspective. | 01:25:15 | |
| Encourage property owners to add additional parking spaces on site. | 01:25:19 | |
| So there's a picture here of. | 01:25:23 | |
| Pretty typical driveway there where? | 01:25:25 | |
| They can park 4 cars and then there's kind of this, this is a little bit distorted of a picture because the camera, but. | 01:25:28 | |
| There's about. | 01:25:34 | |
| 7 or 8 feet between the cars in the middle where there's that dark door. | 01:25:35 | |
| That is for their laundry room area. | 01:25:40 | |
| If they do a little a couple of feet of widening, that gives them enough room to park 1/5 vehicle on their driveway. But again, | 01:25:44 | |
| this is something that the. | 01:25:48 | |
| The community or the? | 01:25:52 | |
| The individual property owners would would have to do. | 01:25:54 | |
| And then again, as I talked about earlier, encourage the sharing of of private parking resources so where somebody only has a | 01:25:59 | |
| single vehicle and they. | 01:26:03 | |
| They don't need to use the whole driveway. Maybe they could give up one of those spaces. | 01:26:06 | |
| To a neighbor. | 01:26:12 | |
| Area B, which is Yankee Landing. This was an area that was also very high up in the high 90s. | 01:26:18 | |
| There, there might be some areas and again, this is this is kind of an HOA thing that the HOA. | 01:26:26 | |
| Could reevaluate. | 01:26:32 | |
| How their private parking is done on site to see if they could fit in anymore spaces. | 01:26:34 | |
| Particularly maybe on the evenings and weekends where there's areas where you could put a car. | 01:26:39 | |
| Where you know? | 01:26:44 | |
| Day-to-day travel might be kind of tight, but if it's overnight maybe it's OK. | 01:26:46 | |
| And some of that parking already happens when the street sweeping occurs. | 01:26:50 | |
| People are allowed to park in that neighborhood in areas. | 01:26:54 | |
| That gets pretty tight, but it's it's allowed by the HOA for that one day. | 01:26:57 | |
| And then? | 01:27:03 | |
| Up at hemlock there's quite a bit of red curve for a right turn pocket on. | 01:27:05 | |
| To Patterson. | 01:27:12 | |
| There's really no, as far as we can tell, there's no traffic need for that to be quite that long, if that need to be there at all. | 01:27:14 | |
| But we think at least in the interim until we can kind of do a longer term analysis looking at the. | 01:27:22 | |
| The traffic volumes and things. | 01:27:26 | |
| We could take about half of that. | 01:27:28 | |
| And turn that back into parking. | 01:27:30 | |
| Gets us about 6 or 7. | 01:27:33 | |
| Area C The Bulker Park. | 01:27:38 | |
| Neighborhood umm. | 01:27:40 | |
| Again, having the HOA's kind of look within themselves to see if there's more areas they could create parking. | 01:27:43 | |
| On side and also the sharing of parking as I've talked about. | 01:27:51 | |
| Within the park itself, you're currently not allowed to park there as a resident overnight. | 01:27:56 | |
| People do. The park is. | 01:28:00 | |
| Full overnight. | 01:28:02 | |
| So our recommendation is we just take. | 01:28:04 | |
| Remove that restriction. | 01:28:06 | |
| Because people are doing it, we're not enforcing it. | 01:28:08 | |
| We're probably not going to enforce it, council decision, but. | 01:28:11 | |
| That's something we should consider, just removing those restrictions and. | 01:28:14 | |
| And recognize how it's being used now. | 01:28:18 | |
| And then? | 01:28:21 | |
| Bulker Drive to the north of the park is pretty wide. It's 50 feet curb to curb. It's actually way too wide. | 01:28:23 | |
| Putting in angle parking will do a variety of things. It will visually narrow the street so hopefully people drive a little | 01:28:29 | |
| slower. | 01:28:32 | |
| It'll also add quite a few parking spaces. | 01:28:36 | |
| And I'm recommending the east side just because the placement of there's a few fire hydrants, but they're all on the West side. | 01:28:39 | |
| So you kind of get better utilization of that space if you do it along the. | 01:28:46 | |
| The east side. | 01:28:50 | |
| Area D the Pomona Clara. | 01:28:58 | |
| But Noma Clara neighborhood. | 01:29:01 | |
| Adding angle parking along the north side of Pleasant Valley where it's it's really wide. There's kind of a wide pedestrian area | 01:29:05 | |
| that's delineated with a bunch of delineators. | 01:29:09 | |
| That's for for people to walk into the. | 01:29:13 | |
| The base and for kids to go into the school that's there. | 01:29:16 | |
| That could be narrowed down to 5 feet and we could put angled parking in there. | 01:29:20 | |
| And then also. | 01:29:27 | |
| In the area to the east. | 01:29:29 | |
| Where there is sidewalk and there's two lanes going westbound. | 01:29:32 | |
| That two lanes is not needed. | 01:29:38 | |
| At night. | 01:29:41 | |
| According to the port. | 01:29:44 | |
| To the naval base, it's needed in the morning because everybody coming in, it's a pretty. | 01:29:46 | |
| Good cue. | 01:29:51 | |
| What we're thinking the overnight we could remove. | 01:29:52 | |
| We could remove the parking restriction and allow people to park. | 01:29:55 | |
| In that 2nd lane next to the curb at night. | 01:29:58 | |

| Quite a bit of parking for that neighborhood, though they do have to park across the street. | 01:30:03 | |

| So we've tried to come up with like these. | 01:30:12 | |
| Like option like the menu of options that we could roll out. | 01:30:15 | |
| And then, but I wanted to note, I think that was a good point that. | 01:30:18 | |
| Some of them would require some follow up conversations like. | 01:30:21 | |

| Agencies like the Navy base or some of the HOA's. | 01:30:26 | |
| And so I will just note that I did get a follow up from the Navy base that they would want to talk about Pleasant Valley leading | 01:30:30 | |

| So on some of these, we're putting these. | 01:30:38 | |
| Proposals together, but some of them will. We would follow up with those agencies and come back with what we can do so. | 01:30:41 | |
| Just wanted. | 01:30:49 | |

| And to. | 01:30:53 | |
| Continue sort of on that vein of discussion. | 01:30:55 | |
| Next, we're looking at sort of some future things that the council may want to consider to further increase parking. | 01:30:58 | |
| That are going to incur. | 01:31:05 | |
| Quite a bit more cost. | 01:31:06 | |
| This first one. | 01:31:08 | |
| Adding off street parking so there's currently a vacant lot near areas A1 and A2. | 01:31:14 | |
| And getting a portion of that lot to be public parking. Now there is a development project that's that's been approved. | 01:31:19 | |
| Approval. It's been quite a while since that approval. | 01:31:27 | |
| Happened, uh. | 01:31:30 | |
| As I understand it, it's John Ascar. | 01:31:31 | |
| But when that development comes back through. | 01:31:34 | |
| Maybe some? | 01:31:37 | |
| Public parking could be. | 01:31:39 | |
| Extracted from that development, maybe the developer would be willing to allow the public to park there in certain areas | 01:31:41 | |
| overnight. | 01:31:45 | |
| So I think a discussion when that development comes back through to get re approved. | 01:31:48 | |
| Could really help that. | 01:31:55 | |
| That neighborhood? | 01:31:56 | |
| We observed. | 01:32:00 | |
| We tried to observe how people were using their garages. | 01:32:02 | |
| Really tough to do. | 01:32:06 | |
| We have no legal right to go in and tell people to show us their garage. | 01:32:08 | |
| When When Jim, who did the analysis, drove around. | 01:32:12 | |
| His estimate was about. | 01:32:16 | |
| 50% of the garages were completely full of something other than a car. | 01:32:17 | |
| Quite a bit of them had. | 01:32:22 | |
| Expanded living space, you know. | 01:32:24 | |
| Whether it's. | 01:32:27 | |
| A second family room or a man cave or they had, you know, literally. | 01:32:29 | |
| There was one they observed where somebody had actually built a bedroom in there and you know, that's. | 01:32:35 | |
| That's not uncommon. | 01:32:39 | |
| Every city I've ever worked in. | 01:32:41 | |
| You see that? | 01:32:43 | |
| And they just tend to keep their garage door closed and. | 01:32:44 | |
| It takes extraordinary efforts to go enforce that. | 01:32:48 | |
| But that is something, if this got really bad and we wanted to look at that, that is something we could do. But that's a very | 01:32:51 | |
| heavy-handed. | 01:32:55 | |
| City approach and would require a lot of. | 01:32:58 | |
| Discussions with the attorney and probably court orders to get people to show us their garages. So. | 01:33:03 | |
| Not necessarily a road I think we want to go down, but. | 01:33:07 | |
| That is something we could do. | 01:33:10 | |
| And then? | 01:33:13 | |
| Adding on St. curb parking on Patterson, this would be 1 where we the current traffic volumes on that street are. | 01:33:14 | |
| Fairly low. We don't need 2 lanes. | 01:33:21 | |

| Asphalt or similar hardscape materials to no more than 50%. | 01:56:27 | |
| Of the required front yard area. | 01:56:31 | |
