Lies a diverse community filled with unique perspectives. 00:01:33
Our City Council is made-up of many individuals from the corners of our cities. Some live near the shores. 00:01:38
Others near Bubbling Springs, others near the port. 00:01:44
Others near Boker Park, Patterson or Marina Village. 00:01:48
What makes our Council effective? 00:01:52
And our decision making stronger. 00:01:54
In my opinion. 00:01:56
Is precisely these differences. 00:01:58
Each of us brings a unique viewpoint. 00:02:00
Shaped by where we live. 00:02:03
How we move through our community. 00:02:04
And how we spend our time around the city. 00:02:06
Whether we call home a single family residence. 00:02:09

Indicates that the average daily number of truck trips at the main gate on port. 00:06:35
Wayne Amy Rd. is 1600. 00:06:39
I'd like to provide some details and additional context. 00:06:41
These truck trips are inclusive of the whole city of Port Wayne, ME. 00:06:44
Including local businesses, grocery stores. 00:06:48
Other industrial entities such as New Indy. 00:06:51
As well as Navy Base Ventura County and the Port of Waimi. 00:06:53
On pages 129 to 133. 00:06:57
The study reports in more detail the truck traffic. 00:07:00
Specifically, generating from the port of Winimi with average daily counts around 290. 00:07:03
The port utilizes camera technology for daily truck counts at the front gate. 00:07:08
And also continues manual accounts as backup. 00:07:12
Based on numbers from September 2020. 00:07:15
2023 through September 2025. 00:07:18
The port averages 274 daily truck trips. 00:07:21

Normally I would have presented this to you a lot earlier in the year, but I think that we could not get on the schedule. So I 00:08:53
will be seeing you just in a few months to give you a new report with our 2025 data. 00:08:58

Our Calium work and also the technology of interface children and Family Services. I've been with the agency about 16 years now. 00:09:16
So, you know, Interface Children and Family Services were one of the larger nonprofits. 00:09:26
211 is one of our programs that we also have domestic violence and child abuse. 00:09:30
Prevention. 00:09:34
Human trafficking prevention and intervention. 00:09:35
Justice services, mental health and trauma treatment. 00:09:38
Youth crisis and homeless services as well. 00:09:40
So, 211, as you know, we are in the 24/7 information and referral hotline. 00:09:44
Available for people to call, you can text us by texting your zip code to 898211. 00:09:49
Or you can go online and search for resources yourself 24 hours a day. 00:09:55
At 211 ventura.org. 00:09:59
As I said, you can call us, text us, or just visit online. 00:10:03
And I wanted to tell you quickly tonight. 00:10:09

How Port Winemi is contacting 211? 00:10:13
And so in 2024. 00:10:16
We had 719 calls. 00:10:18
From individuals looking for support. 00:10:21
234 of those were first time. 00:10:24
Contacts. They had not reached out to us previously. 00:10:27
71 were families with children under 5. 00:10:30
And eleven of those individuals were pregnant while we were talking to them. 00:10:33
43 of them reported they were at risk at home of homelessness. 00:10:37
Which means within the next 14 days they would be homeless. 00:10:41
And 54 were currently homeless at that time. 00:10:44
This is something that. 00:10:49
I thought would be interesting for you to look at. 00:10:50
So in all of our cities, housing is the number one need. 00:10:53
That people are reaching out to 2114. 00:10:57
Transportation. 00:10:59
Comes the majority of the cities. 00:11:01
Have transportation as a need. 00:11:04
And food. 00:11:06
Is is one of the top needs, but is generally not in the top three. 00:11:08
Something that's different. 00:11:12

Mental health and substance abuse. 00:11:19

Sense of community and family support that you have here. 00:11:49
And I think that's that's why I would guess that. 00:11:51
Mental health and substance abuse is one of the lower. 00:11:54
Top needs that you have. 00:11:57
And we do have other special projects as well. 00:12:01
The special projects that we have are. 00:12:04
A partnership with the State of California Public Health Department to help people who want to stop using tobacco products. 00:12:07
They can call 211. We'll give them a $20.00 gift certificate. 00:12:13
And we'll hook them up with an online or over the phone. 00:12:17
Smoking cessation counselor. 00:12:20
This is a program that I didn't know. 00:12:23
How it was going to workout when they first approached us a few years ago. 00:12:26
But 75% of those who go through this counseling. 00:12:29
Stop using tobacco products. 00:12:32
Over the last three years. 00:12:34
We've actually helped 3000 people in the county stop using tobacco products. 00:12:36
And the PSPS support. 00:12:40
We have. I'm not sure. 00:12:42
How many times you guys have public safety power shutoffs here? But. 00:12:44
In the county itself, it is quite. 00:12:47
An issue that people are dealing with whenever we have high winds and the possibility of wildfires. 00:12:50
And we do offer support for families that have an electricity dependent member. 00:12:56
To be able to hook them up with different resources. 00:13:00
Backup batteries and things like that and safety plans so that they'd be safe and healthy in their house. 00:13:04
Whenever their power is shut off. 00:13:09
We also work with the state of California. 00:13:11
Civil Rights Department. 00:13:14
With our Ventura versus hate. 00:13:15
Program. It's part of the California versus Hate. 00:13:17
So when somebody calls in to either the 800 number. 00:13:19
State member or just dials 211. 00:13:22
If they're a victim of a hate crime or incident. 00:13:25
We would file that report for them. 00:13:27
And hook them up with local. 00:13:29
Services that can help them to recover. 00:13:32
And two on one ride. 00:13:34
This Is Us being able to help people to find transportation. 00:13:36
To all of the different resources that we're referring someone to. 00:13:39

Of your callers, when we ask them if they have transportation to get to the resources we're referring them to. 00:13:45

Proclamations we first have our breast cancer awareness proclamation like to welcome. 00:14:23
Chief Federico and the committee members to come up from from the American Cancer Society, Relay for Life. 00:14:29

And while they're on their way, we're going to go ahead and read the proclamation. 00:14:42
Thank you, Mayor. I'm honored to read this proclamation. I was sharing earlier that. 00:14:47
My 2 aunts suffered from breast cancer. My mom. 00:14:53
Suffer from breast cancer, my younger sister also breast cancer so. 00:14:57
This is a very. 00:15:01
Important issue close to my heart. 00:15:03
So this is for October 2025, whereas breast cancer is one of the most common cancers among women in the United States and around 00:15:05
the world, affecting millions of individuals and families each year. 00:15:10
And whereas while considerable progress has been made in the fight against breast cancer, it remains a leading cause of cancer 00:15:16
related deaths among women in our country. 00:15:20
And whereas this year alone, an estimated 316,950 women and 2800 men in the United States will be diagnosed. 00:15:24
With invasive breast cancer and an estimated. 00:15:34
42,680 lives will be lost. 00:15:37
And WHEREAS, understanding the factors that may contribute to breast cancer is an important part of its prevention. 00:15:40
Risk factors include family and personal history, radiation therapy to the chest for previous breast cancers, obesity and certain 00:15:46
genetic changes. 00:15:50
And whereas regular screenings may help lower the chances of developing breast cancer. 00:15:55
Women and men are encouraged to talk with their health care provider about their risks and the prevention steps they can take. 00:16:00
And whereas thanks to the earlier detection and improved. 00:16:07
Treatments Mortality rates for breast cancer have steadily decreased. 00:16:10
And WHEREAS during National Breast Cancer Awareness Month, we stand with our mothers, daughters, sisters and friends and all those 00:16:14
affected by this disease, we recognize the caregivers, advocates, researchers and healthcare professionals whose dedication offers 00:16:19
hope. 00:16:24
And healing. 00:16:29
And whereas by educating ourselves and supporting innovative research, we can improve the equality of life for those impacted by 00:16:30
breast cancer and move closer to a future. 00:16:35
Free of this disease. 00:16:40
And whereas the Port Wine Amy Police Department is committed to raising awareness and supporting all those affected by. 00:16:42

And we raised $38,000 last month. 00:17:22
During our relay, So we think you've all know there's some participants in this room that we're here walking with us. 00:17:24
And my mom is actually dealing with breast cancer right now. So I've been on both sides. I've been a cancer survivor twice. 00:17:31
As well as my Co chair Brianna has as well. So we know both sides of the table and hopefully one day we don't have to hear those 00:17:38
words. You have cancer. So thank you very much. 00:17:43

Marissa Griffin and Vivian Hernandez from the Victim and Community Services Division of the Ventura County. 00:19:03

I am going to read the proclamation. 00:19:15
Domestic Violence Awareness Month, October 2025. 00:19:18
Whereas October is designated as Domestic Violence Awareness Month. 00:19:22
And whereas domestic violence is a crime which effects all races. 00:19:27
Cultures. 00:19:31
And social demographics. 00:19:32
And whereas domestic violence has a profound impact on families. 00:19:34
And the community. 00:19:38
And whereas children that grew up in violent homes are believed to be abused and neglected. 00:19:40
At a rate higher than the national average. 00:19:45
And whereas only a coordinated community effort will put a stop. 00:19:48
To this. 00:19:52
Atrocious crime. 00:19:53
And whereas. 00:19:55
Domestic Violence Awareness Month provides an excellent opportunity. 00:19:56
For residents to learn more about preventive domestic violence and show support for the numerous organizations and individuals who 00:20:00
provide critical advocacy services and assistance to victims. 00:20:06
And whereas. 00:20:12
The Port Winemie Police Department. 00:20:14
City of Port Winemie. 00:20:16
And community based organizations are in a position to provide education. 00:20:18
Information. 00:20:23
And services to assist victims in this understand. 00:20:24
Victims in the understanding that they have the right to be safe. 00:20:27
Feel safe and live free from violence at home and in the workplace. 00:20:32
And WHEREAS, we all must continue to help and advocate for victims and the criminal justice system. 00:20:36
And law enforcement must continue to hold offenders accountable. 00:20:43
And whereas we will continue. 00:20:47
Our efforts to end the violence in our homes, schools and community. 00:20:49
Now therefore be it proclaimed that the City Council of the City of Port Winemie hereby recognize it. 00:20:53

And to be their voice until they can find their own. 00:22:27
One of the easiest ways to raise awareness is to share information. 00:22:31
On where and how to access access local resources. 00:22:35
And at the Family Justice Center. 00:22:39
Otherwise known as the FJC. 00:22:41
Survivors of domestic violence are met by victim advocates who provide supportive services and warm handoffs to a variety. 00:22:43
Of partner agencies on and off site. 00:22:50
Including Ventura County Legal Aid, the Department of Child Support Services, the Human Services Agency, Interface Children, 00:22:53
Family Services and the Coalition. 00:22:57
For family. 00:23:02
Harmony to NEMA Fluke few. 00:23:02
Survivors can receive assistance in obtaining domestic violence restraining orders. 00:23:04
Assistance with. 00:23:09
Crime compensation applications to the state. Therapy options, Safe housing, Civil legal assistance. 00:23:11
And much more. 00:23:17
The Center and all services The center is open 8:00 to 5:00 Monday through Friday and all services are free, confidential. 00:23:20
And available regardless of immigration status. 00:23:26
The Color Purple has been long associated with Domestic Violence Awareness Month and symbolizes the courage it takes to break free 00:23:29
of abuse. 00:23:33
And hope and peace that can be found moving forward. 00:23:37
We've brought you all purple ribbon lapel pins. 00:23:40
And hope that you find them up there on your desk, and that we hope that you'll join us in wearing them throughout the month of 00:23:43

We're going to cover a few topics today, just statistics. 01:06:04

Laws and working with the DA's office arrest and future and any questions you guys may have. 01:06:09

Formerly was the HLO position, is now morphed into the CRO position. 01:06:18
The homeless liaisons 1 facet of my duties. 01:06:23
And the main duties that I do have is the Cannabis enforcement Educational liaison, which is partially funded by the state. So 01:06:26
that's I have to devote 50% of my time to be able to fill the grant. 01:06:31
The homeless liaison, school liaison and limited role is an SRO school resource officer. 01:06:36
And community affairs. 01:06:42
Working with our B coordinators and there's a lot of things that fall under that umbrella as well. 01:06:43

Liaisons with. 01:06:51
People experiencing homelessness connects them to services, ensures compliance with relevant laws. 01:06:52
Coordinates with related agencies. 01:06:57
And provides training and awareness that is relevant to homeless concerns. 01:06:59

For our encampment and transient related calls I wanted to just show a map of like the red area showing a hot spot. Green not so 01:07:06

Anywhere that you don't see any color, we don't get calls there at all. Majority of our calls are on the North End. That's why I 01:07:14

You see a general hot spot in the area around the Hardy Mall building, the corner of Wheelhouse and Channel Islands. That's where 01:07:28

And so a lot of the times I will self initiate a lot of. 01:08:46

So that's just a quick overview for statistics for that. 01:08:53
So this is county wide statistics. This was taken directly from the point in time count that the county conducted in December and 01:08:58

So we had a 52% reduction. Very proud of that number. That is the number highlighted on the far right. If you look at anywhere 01:09:05
else in the county, the only one close to us would be Moorpark, but they're kind of an anomaly. 01:09:11
With going from 5:00 to 2:00 kind of shows them as a 60% reduction. I'm so proud about this that we're getting calls and our 01:09:16
homeless task force meetings as well. 01:09:21
They're asking us what we're doing. 01:09:26

In the last two years since I've been here, we did a great outreach of compassion. 01:10:15

They did some incredible work with getting people housed and to people services, but there is a large contingent of your homeless 01:10:22
population that is service resistant. 01:10:26
And then it becomes an issue of. 01:10:30
Are is a livability issue? 01:10:33
Is there criminal activity? 01:10:35
And that's when we approach it with enforcement. 01:10:37
And in doing that. 01:10:39
Is what got you an independent count by the county. 01:10:40
For a homeless population that was cut in half and there's cities in LA County asking me how we did that as well. 01:10:44

So calls for service, transient related calls for service have noticeably reduced this year compared to last year. So the 01:10:55

For service between January 1st and September 23rd of last year was 260. 01:11:02
This year during the same time frame, dispatch has received 218 total calls. We reduce that by 16%. 01:11:07
Compared to 2024. 01:11:13
And it's important to note that a third of all homeless in the nation is located in California. 01:11:15

Being a beach community were desirable for that clientele. 01:11:21

Where we are today without making the county, our county partners, property managers and stakeholders they flew in from. 01:12:21

Address some of the areas like landscaping. 01:12:35
Which would be gravel, rocks, uncomfortable foliage. 01:12:38

Lighting, so much so that some residents have. 01:12:43
Express their concerns about how bright it is. Yeah. 01:12:46
So gates, fencing, which you'll see soon around the trash enclosures to be able to make sure that they can't hide behind. So if an 01:12:50
officer drives by at night, if they look at the trash enclosure, they know that no one's behind it. 01:12:55
So it's important for the people that live in the Pacific collection directly behind the rear of that shopping center. 01:13:00
For their own security if they're not hopping the walls and. 01:13:06
And going into people's backyards. 01:13:09
Social Security improvements as well. We sat down with their security manager and chief and I had a really good conversation with 01:13:13
them and they've really upped their game with. 01:13:17
Just enforcing and advising before they even call us because we need that trail to be able to enforce certain things. 01:13:21

We've significantly proved the beach area addressing various concerns. We've successfully relocated to on house individuals by 01:13:29
connecting them with. 01:13:32

So on Monday, September 29th, the Police Department of Public Works filled a void in the rocks where local transients like to 01:13:41
sleep. This has been a long and arduous process. However, we successfully eliminated encampments by the second set of flags. 01:13:47
So we've had multiple calls, we've tried to deal with them multiple times, multiple different ways and we discussed successfully. 01:13:53
Remove that individual and then fill that void so that they can't go back. 01:14:00

So we want to have accountability if it gets to that. 01:18:01
System charges that we're allowed to charge now. 01:18:05
Which is 647 E It's illegal lodging. It's basically setting up temporary structure. 01:18:07

That is your repeat offender drug charges for 11 three 9566.1 has a laundry list of charges that would qualify for that. 01:18:20

I have someone with a dog that has a way better nose than I have. 01:18:54
And we just do a walkthrough of an encampment, a known area, and that dog hits that encampment is now. 01:18:58

To understand why that dog hit on that. 01:19:08

That they want to allow people to live on and it's fenced and gated and they put up tents. We're not gonna bring our dog through 01:19:39

But all the open ones of the public and the public properties and the sidewalks. 01:19:44
If the dog is on a footbeat with his partner. 01:19:47
And he makes an indication. 01:19:49
That gives the officer the probable cause to search. 01:19:51
So in a lot of these. 01:19:54
We may not in some of these drug arrests we may make might make contact with. 01:19:56
With individuals. 01:20:00
But it's not until maybe that third contact. 01:20:01
That we get the opportunity to search for narcotics or we have another reason to take an enforcement and that's when we find the 01:20:04

So this could expedite that process. 01:20:10
Which is a much better public safety issue and livability issue. 01:20:12
So part of having charges filed with the DA's office is super important right here is we need to have. 01:20:19
Warnings. We need to have a pattern of advisements and so. 01:20:25
Warnings always include offering a shelter, mental health resources, medical assistance, anything you can think of that backpack 01:20:28
medicine provides I can provide without them having. 01:20:33
Without having. 01:20:37
Backpack medicine there. 01:20:38
I have several contacts with everyone on that team. 01:20:40
And so we need that pattern of advisements, we need to have that that. 01:20:43
Resistance from an individual to be able to enforce anything. 01:20:47
Because at least the DA's office will say, hey, you guys try to and this is a last resort. 01:20:50
And so the current on house population is extremely resistant to wanting these resources. 01:20:55
Which is super unfortunate. 01:21:01
Because there are a lot of great resources out there. 01:21:03
This is important to show the DA's office we've made multiple attempts at offering them. 01:21:06
Resources before arrest. 01:21:10
If none house subject continues. This option came in after advisement. 01:21:12
And the elements of the crime are there will affect an arrest to mitigate future livability issues. So arrest is always, always, 01:21:16
always a last resort. It's not anything that I like to do. 01:21:20
But sometimes it is necessary. 01:21:26
So it should be noted the majority of our own house population is service resistant. So anyone? 01:21:29
For I don't want to say everyone. 01:21:33
But the majority that you will see with that number, especially with the point in time count, the 21 that we do have left. 01:21:36
They're extremely service resistant. 01:21:42
Which is again unfortunate because there's a lot of great resources. 01:21:45

How we should deal with the homelessness so. 01:21:56
That's why you have a well trained, educated Police Department. 01:21:59

I need to make sure that we follow the rules when we do enforcement and that we are strategic and we follow case law. 01:22:06
So in a lot of what's been done, you heard Zach previously mentioned. 01:22:13
We need to make sure things get filed and we're not. 01:22:17
We're not pushing envelopes and. 01:22:21
Dealing with laws that. 01:22:24
Are either antiquated or beyond a new scope of case law. 01:22:26
I will go back to my Santa Monica days where there was. 01:22:30
Quite a long period of time. 01:22:33
Where Santa Monica was allowed to do enforcement on their homeless population, but a couple neighboring cities were not. They had 01:22:35
injunctions by judges and they got their hand slapped. 01:22:39
Because they didn't do their homework. 01:22:43
And they weren't strategic. 01:22:45
And they decided to hit their problem with a hammer. 01:22:47

It might have taken a little while to get some of these things done. 01:22:51

Exactly what they would file, and sometimes it's just bringing to light. 01:22:58

here that was an issue. And what was on the right side of that intersection? Surfside Motel. 01:25:38
And we went from 22 calls a month. As you all remember, we went from 20 something calls a month. 01:25:43
To doing the same tactics, addressing the property owner. 01:25:48

Mandating security. 01:25:52
And we went down to 2:00 to 4:00. 01:25:54
A month, you know, and that's what it takes. So it's almost like we kind of moved. 01:25:56

And so that's that's why working with the property managers is just so important because and the day's office as well. 01:30:06
Because the 637 E charge was something that we were not previously allowed to. 01:30:12
File or even attempt to charge due to Grants Pass. 01:30:18
Got some departments in a little bit of hot water because they were still doing it. We took a hands off. 01:30:22

And then just had really good rapport with the DA's office and every single 647 he charged that I have. 01:30:30

We did a The city completed a citywide parking analysis where we looked at immediate ways to address parking concerns throughout 02:39:41
the city and in in. 02:39:45
Especially in certain neighborhoods that had that, we've identified significant parking challenges. 02:39:50
And so one of the topics that came up in that citywide parking analysis was the idea of changing our lot coverage standard. 02:39:55
In a nutshell, what we're talking about is allowing people to. 02:40:03

More driveway space than they're currently allowed to in the code. 02:40:08
