| Yeah, I've been truly inspired by the work of. | 00:01:23 | |
| Of our City Council. | 00:01:27 | |
| Poor way Nimi may just be 4.5 square miles. | 00:01:28 | |
| But within this small. | 00:01:31 | |
| Area, uh. | 00:01:32 | |
| Lies a diverse community filled with unique perspectives. | 00:01:33 | |
| Our City Council is made-up of many individuals from the corners of our cities. Some live near the shores. | 00:01:38 | |
| Others near Bubbling Springs, others near the port. | 00:01:44 | |
| Others near Boker Park, Patterson or Marina Village. | 00:01:48 | |
| What makes our Council effective? | 00:01:52 | |
| And our decision making stronger. | 00:01:54 | |
| In my opinion. | 00:01:56 | |
| Is precisely these differences. | 00:01:58 | |
| Each of us brings a unique viewpoint. | 00:02:00 | |
| Shaped by where we live. | 00:02:03 | |
| How we move through our community. | 00:02:04 | |
| And how we spend our time around the city. | 00:02:06 | |
| Whether we call home a single family residence. | 00:02:09 | |

| Indicates that the average daily number of truck trips at the main gate on port. | 00:06:35 | |
| Wayne Amy Rd. is 1600. | 00:06:39 | |
| I'd like to provide some details and additional context. | 00:06:41 | |
| These truck trips are inclusive of the whole city of Port Wayne, ME. | 00:06:44 | |
| Including local businesses, grocery stores. | 00:06:48 | |
| Other industrial entities such as New Indy. | 00:06:51 | |
| As well as Navy Base Ventura County and the Port of Waimi. | 00:06:53 | |
| On pages 129 to 133. | 00:06:57 | |
| The study reports in more detail the truck traffic. | 00:07:00 | |
| Specifically, generating from the port of Winimi with average daily counts around 290. | 00:07:03 | |
| The port utilizes camera technology for daily truck counts at the front gate. | 00:07:08 | |

| will be seeing you just in a few months to give you a new report with our 2025 data. | 00:08:58 | |

| Our Calium work and also the technology of interface children and Family Services. I've been with the agency about 16 years now. | 00:09:16 | |
| So, you know, Interface Children and Family Services were one of the larger nonprofits. | 00:09:26 | |
| 211 is one of our programs that we also have domestic violence and child abuse. | 00:09:30 | |
| Prevention. | 00:09:34 | |
| Human trafficking prevention and intervention. | 00:09:35 | |
| Justice services, mental health and trauma treatment. | 00:09:38 | |
| Youth crisis and homeless services as well. | 00:09:40 | |
| So, 211, as you know, we are in the 24/7 information and referral hotline. | 00:09:44 | |
| Available for people to call, you can text us by texting your zip code to 898211. | 00:09:49 | |
| Or you can go online and search for resources yourself 24 hours a day. | 00:09:55 | |
| At 211 ventura.org. | 00:09:59 | |
| As I said, you can call us, text us, or just visit online. | 00:10:03 | |
| And I wanted to tell you quickly tonight. | 00:10:09 | |
| About uh. | 00:10:12 | |
| How Port Winemi is contacting 211? | 00:10:13 | |
| And so in 2024. | 00:10:16 | |
| We had 719 calls. | 00:10:18 | |
| From individuals looking for support. | 00:10:21 | |
| 234 of those were first time. | 00:10:24 | |
| Contacts. They had not reached out to us previously. | 00:10:27 | |
| 71 were families with children under 5. | 00:10:30 | |
| And eleven of those individuals were pregnant while we were talking to them. | 00:10:33 | |
| 43 of them reported they were at risk at home of homelessness. | 00:10:37 | |
| Which means within the next 14 days they would be homeless. | 00:10:41 | |
| And 54 were currently homeless at that time. | 00:10:44 | |
| This is something that. | 00:10:49 | |
| I thought would be interesting for you to look at. | 00:10:50 | |
| So in all of our cities, housing is the number one need. | 00:10:53 | |
| That people are reaching out to 2114. | 00:10:57 | |
| Transportation. | 00:10:59 | |
| Comes the majority of the cities. | 00:11:01 | |
| Have transportation as a need. | 00:11:04 | |
| And food. | 00:11:06 | |
| Is is one of the top needs, but is generally not in the top three. | 00:11:08 | |
| Something that's different. | 00:11:12 | |
| About port wine. | 00:11:13 | |
| And I'm just going to show you on this page. | 00:11:15 | |

| Mental health and substance abuse. | 00:11:19 | |
| Does not turn up. | 00:11:21 | |

| There is no other city. | 00:11:27 | |
| And in my entire 16 years. | 00:11:29 | |
| No other city that does not have mental health or substance abuse disorder treatment. | 00:11:31 | |
| In their top five needs. | 00:11:36 | |
| And I do think. | 00:11:37 | |
| If I were going to make an assumption of Y since I was a former resident. | 00:11:39 | |
| Of Fort Wayne, Amy and the. | 00:11:43 | |
| Sun Kiss elementary student. | 00:11:45 | |
| I do think it's the. | 00:11:47 | |
| Sense of community and family support that you have here. | 00:11:49 | |
| And I think that's that's why I would guess that. | 00:11:51 | |
| Mental health and substance abuse is one of the lower. | 00:11:54 | |
| Top needs that you have. | 00:11:57 | |
| And we do have other special projects as well. | 00:12:01 | |
| The special projects that we have are. | 00:12:04 | |
| A partnership with the State of California Public Health Department to help people who want to stop using tobacco products. | 00:12:07 | |
| They can call 211. We'll give them a $20.00 gift certificate. | 00:12:13 | |
| And we'll hook them up with an online or over the phone. | 00:12:17 | |
| Smoking cessation counselor. | 00:12:20 | |
| This is a program that I didn't know. | 00:12:23 | |
| How it was going to workout when they first approached us a few years ago. | 00:12:26 | |
| But 75% of those who go through this counseling. | 00:12:29 | |
| Stop using tobacco products. | 00:12:32 | |
| Over the last three years. | 00:12:34 | |
| We've actually helped 3000 people in the county stop using tobacco products. | 00:12:36 | |
| And the PSPS support. | 00:12:40 | |
| We have. I'm not sure. | 00:12:42 | |
| How many times you guys have public safety power shutoffs here? But. | 00:12:44 | |
| In the county itself, it is quite. | 00:12:47 | |
| An issue that people are dealing with whenever we have high winds and the possibility of wildfires. | 00:12:50 | |
| And we do offer support for families that have an electricity dependent member. | 00:12:56 | |
| To be able to hook them up with different resources. | 00:13:00 | |
| Backup batteries and things like that and safety plans so that they'd be safe and healthy in their house. | 00:13:04 | |
| Whenever their power is shut off. | 00:13:09 | |
| We also work with the state of California. | 00:13:11 | |
| Civil Rights Department. | 00:13:14 | |
| With our Ventura versus hate. | 00:13:15 | |
| Program. It's part of the California versus Hate. | 00:13:17 | |
| So when somebody calls in to either the 800 number. | 00:13:19 | |
| State member or just dials 211. | 00:13:22 | |
| If they're a victim of a hate crime or incident. | 00:13:25 | |
| We would file that report for them. | 00:13:27 | |
| And hook them up with local. | 00:13:29 | |
| Services that can help them to recover. | 00:13:32 | |
| And two on one ride. | 00:13:34 | |
| This Is Us being able to help people to find transportation. | 00:13:36 | |
| To all of the different resources that we're referring someone to. | 00:13:39 | |

| Chief Federico and the committee members to come up from from the American Cancer Society, Relay for Life. | 00:14:29 | |
| Of West Ventura County. | 00:14:36 | |
| Lisa Morris and Brianna Silva. | 00:14:37 | |
| And while they're on their way, we're going to go ahead and read the proclamation. | 00:14:42 | |
| Thank you, Mayor. I'm honored to read this proclamation. I was sharing earlier that. | 00:14:47 | |
| My 2 aunts suffered from breast cancer. My mom. | 00:14:53 | |
| Suffer from breast cancer, my younger sister also breast cancer so. | 00:14:57 | |
| This is a very. | 00:15:01 | |
| Important issue close to my heart. | 00:15:03 | |
| So this is for October 2025, whereas breast cancer is one of the most common cancers among women in the United States and around | 00:15:05 | |
| the world, affecting millions of individuals and families each year. | 00:15:10 | |
| And whereas while considerable progress has been made in the fight against breast cancer, it remains a leading cause of cancer | 00:15:16 | |
| related deaths among women in our country. | 00:15:20 | |
| And whereas this year alone, an estimated 316,950 women and 2800 men in the United States will be diagnosed. | 00:15:24 | |
| With invasive breast cancer and an estimated. | 00:15:34 | |
| 42,680 lives will be lost. | 00:15:37 | |
| And WHEREAS, understanding the factors that may contribute to breast cancer is an important part of its prevention. | 00:15:40 | |
| Risk factors include family and personal history, radiation therapy to the chest for previous breast cancers, obesity and certain | 00:15:46 | |
| genetic changes. | 00:15:50 | |
| And whereas regular screenings may help lower the chances of developing breast cancer. | 00:15:55 | |
| Women and men are encouraged to talk with their health care provider about their risks and the prevention steps they can take. | 00:16:00 | |
| And whereas thanks to the earlier detection and improved. | 00:16:07 | |
| Treatments Mortality rates for breast cancer have steadily decreased. | 00:16:10 | |
| And WHEREAS during National Breast Cancer Awareness Month, we stand with our mothers, daughters, sisters and friends and all those | 00:16:14 | |
| affected by this disease, we recognize the caregivers, advocates, researchers and healthcare professionals whose dedication offers | 00:16:19 | |
| hope. | 00:16:24 | |
| And healing. | 00:16:29 | |
| And whereas by educating ourselves and supporting innovative research, we can improve the equality of life for those impacted by | 00:16:30 | |
| breast cancer and move closer to a future. | 00:16:35 | |

| And whereas the Port Wine Amy Police Department is committed to raising awareness and supporting all those affected by. | 00:16:42 | |

| Ventura County. I've actually been participating in it for 31 years. | 00:17:16 | |
| And we raised $38,000 last month. | 00:17:22 | |
| During our relay, So we think you've all know there's some participants in this room that we're here walking with us. | 00:17:24 | |
| And my mom is actually dealing with breast cancer right now. So I've been on both sides. I've been a cancer survivor twice. | 00:17:31 | |
| As well as my Co chair Brianna has as well. So we know both sides of the table and hopefully one day we don't have to hear those | 00:17:38 | |
| words. You have cancer. So thank you very much. | 00:17:43 | |

| So we have the Victim Service and Family Justice Centers Administrator Rachel Watkins, supervising victim advocate Celia Sally | 00:18:51 | |
| Cordona, the victim advocates, Paulina Lupien. | 00:18:57 | |
| Marissa Griffin and Vivian Hernandez from the Victim and Community Services Division of the Ventura County. | 00:19:03 | |
| District Attorney's office here with us tonight. So thank you ladies for being here. | 00:19:10 | |
| I am going to read the proclamation. | 00:19:15 | |
| Domestic Violence Awareness Month, October 2025. | 00:19:18 | |
| Whereas October is designated as Domestic Violence Awareness Month. | 00:19:22 | |
| And whereas domestic violence is a crime which effects all races. | 00:19:27 | |
| Cultures. | 00:19:31 | |
| And social demographics. | 00:19:32 | |
| And whereas domestic violence has a profound impact on families. | 00:19:34 | |
| And the community. | 00:19:38 | |
| And whereas children that grew up in violent homes are believed to be abused and neglected. | 00:19:40 | |
| At a rate higher than the national average. | 00:19:45 | |
| And whereas only a coordinated community effort will put a stop. | 00:19:48 | |
| To this. | 00:19:52 | |
| Atrocious crime. | 00:19:53 | |
| And whereas. | 00:19:55 | |
| Domestic Violence Awareness Month provides an excellent opportunity. | 00:19:56 | |
| For residents to learn more about preventive domestic violence and show support for the numerous organizations and individuals who | 00:20:00 | |
| provide critical advocacy services and assistance to victims. | 00:20:06 | |
| And whereas. | 00:20:12 | |
| The Port Winemie Police Department. | 00:20:14 | |
| City of Port Winemie. | 00:20:16 | |
| And community based organizations are in a position to provide education. | 00:20:18 | |
| Information. | 00:20:23 | |
| And services to assist victims in this understand. | 00:20:24 | |
| Victims in the understanding that they have the right to be safe. | 00:20:27 | |
| Feel safe and live free from violence at home and in the workplace. | 00:20:32 | |
| And WHEREAS, we all must continue to help and advocate for victims and the criminal justice system. | 00:20:36 | |
| And law enforcement must continue to hold offenders accountable. | 00:20:43 | |

| Survivors of domestic violence are met by victim advocates who provide supportive services and warm handoffs to a variety. | 00:22:43 | |

| Including Ventura County Legal Aid, the Department of Child Support Services, the Human Services Agency, Interface Children, | 00:22:53 | |
| Family Services and the Coalition. | 00:22:57 | |

| Survivors can receive assistance in obtaining domestic violence restraining orders. | 00:23:04 | |

| For my current position. | 01:06:02 | |
| We're going to cover a few topics today, just statistics. | 01:06:04 | |

| Laws and working with the DA's office arrest and future and any questions you guys may have. | 01:06:09 | |
| So my position. | 01:06:17 | |
| Formerly was the HLO position, is now morphed into the CRO position. | 01:06:18 | |
| The homeless liaisons 1 facet of my duties. | 01:06:23 | |
| And the main duties that I do have is the Cannabis enforcement Educational liaison, which is partially funded by the state. So | 01:06:26 | |
| that's I have to devote 50% of my time to be able to fill the grant. | 01:06:31 | |
| The homeless liaison, school liaison and limited role is an SRO school resource officer. | 01:06:36 | |
| And community affairs. | 01:06:42 | |
| Working with our B coordinators and there's a lot of things that fall under that umbrella as well. | 01:06:43 | |
| The HLO position. | 01:06:49 | |
| Liaisons with. | 01:06:51 | |
| People experiencing homelessness connects them to services, ensures compliance with relevant laws. | 01:06:52 | |
| Coordinates with related agencies. | 01:06:57 | |
| And provides training and awareness that is relevant to homeless concerns. | 01:06:59 | |
| So this is. | 01:07:04 | |
| For our encampment and transient related calls I wanted to just show a map of like the red area showing a hot spot. Green not so | 01:07:06 | |
| much. | 01:07:10 | |
| Anywhere that you don't see any color, we don't get calls there at all. Majority of our calls are on the North End. That's why I | 01:07:14 | |
| threw that picture and on the right side. | 01:07:18 | |
| That's gonna be along Chin Islands Blvd. between Victoria and Ventura Rd. | 01:07:22 | |
| So. | 01:07:27 | |
| You see a general hot spot in the area around the Hardy Mall building, the corner of Wheelhouse and Channel Islands. That's where | 01:07:28 | |
| a lot of our issues were. | 01:07:32 | |
| As well, as you can see a little bit north on Ventura Rd. just above Channel Islands, you have that red area where like the USA | 01:07:37 | |
| Gas is and stuff like that. | 01:07:41 | |
| We'll get into those areas a little bit down the line in the presentation, but just wanted to show you guys. | 01:07:46 | |

| We had 11,508 calls for service since January 1st to September 23rd. That's all call types included. That's anyone calling the | 01:08:02 | |

| Of those 11,508, we had 209 arrests total. | 01:08:14 | |
| From what I made. | 01:08:18 | |

| Of those call types, we have encampment, the next one which was 137 encampment calls with 10 arrests. | 01:08:20 | |
| Of those that call type. | 01:08:26 | |
| Transient was 218. | 01:08:28 | |
| Holes and then seven arrests from those 218. | 01:08:30 | |
| With total livability arrests, those two numbers combined for encampment and transient, we had 355 calls. | 01:08:34 | |
| With 17 arrests. | 01:08:40 | |
| Those calls are also self initiated. It's not just people calling. | 01:08:42 | |
| And so a lot of the times I will self initiate a lot of. | 01:08:46 | |
| Cause if I see something. | 01:08:49 | |
| So that's just a quick overview for statistics for that. | 01:08:53 | |
| So this is county wide statistics. This was taken directly from the point in time count that the county conducted in December and | 01:08:58 | |

| So we had a 52% reduction. Very proud of that number. That is the number highlighted on the far right. If you look at anywhere | 01:09:05 | |
| else in the county, the only one close to us would be Moorpark, but they're kind of an anomaly. | 01:09:11 | |
| With going from 5:00 to 2:00 kind of shows them as a 60% reduction. I'm so proud about this that we're getting calls and our | 01:09:16 | |
| homeless task force meetings as well. | 01:09:21 | |
| They're asking us what we're doing. | 01:09:26 | |
| How we're successful with this Numbers don't lie I'm. | 01:09:28 | |
| Very proud about this. | 01:09:31 | |
| Some cities have increased, others have decreased. | 01:09:33 | |
| But with 52% reduction I'm. | 01:09:37 | |
| It's a badger. We're proudly for that number. | 01:09:39 | |
| Just to highlight that is the. | 01:09:46 | |
| Incredible work done by Zach, your patrol team. | 01:09:49 | |
| And going back to when Henry Montelongo was doing HLO work for you. | 01:09:53 | |
| And the word, he's going to talk a little bit about the work they do with the county services and other people that come into the | 01:09:58 | |
| city and work with us, but it's all coordinated through whoever is has the CRO position. | 01:10:03 | |
| The HLO part is under them. | 01:10:07 | |
| But we are. | 01:10:09 | |
| Both getting called. | 01:10:11 | |
| Everybody's getting calls on how do you do this and if. | 01:10:12 | |
| In the last two years since I've been here, we did a great outreach of compassion. | 01:10:15 | |
| For our homeless community. | 01:10:20 | |
| They did some incredible work with getting people housed and to people services, but there is a large contingent of your homeless | 01:10:22 | |
| population that is service resistant. | 01:10:26 | |
| And then it becomes an issue of. | 01:10:30 | |
| Are is a livability issue? | 01:10:33 | |
| Is there criminal activity? | 01:10:35 | |
| And that's when we approach it with enforcement. | 01:10:37 | |
| And in doing that. | 01:10:39 | |
| Is what got you an independent count by the county. | 01:10:40 | |
| For a homeless population that was cut in half and there's cities in LA County asking me how we did that as well. | 01:10:44 | |
| Moving forward. | 01:10:53 | |
| So calls for service, transient related calls for service have noticeably reduced this year compared to last year. So the | 01:10:55 | |
| transient type call. | 01:10:59 | |
| For service between January 1st and September 23rd of last year was 260. | 01:11:02 | |
| This year during the same time frame, dispatch has received 218 total calls. We reduce that by 16%. | 01:11:07 | |
| Compared to 2024. | 01:11:13 | |
| And it's important to note that a third of all homeless in the nation is located in California. | 01:11:15 | |

| Being a beach community were desirable for that clientele. | 01:11:21 | |

| Kind of demonstrates that. | 01:11:29 | |
| So homelessness, just. | 01:11:31 | |

| If you look in the bottom right, a third of all homelessness. | 01:11:35 | |
| In the Nation is currently residing in California. | 01:11:37 | |

| For that statistic, the. | 01:11:42 | |
| To say and we're still having a 52% reduction in our homeless for our city. | 01:11:44 | |
| Speaks volumes for the team I have standing behind me and. | 01:11:49 | |
| Our chiefs in the chair right there so. | 01:11:52 | |
| We're very proud about that. | 01:11:54 | |
| So some projects. | 01:11:58 | |
| We're always actively addressing various livability issues. | 01:11:59 | |
| However, we do have. | 01:12:03 | |
| A few projects we're engaging in, a few that I'm proud of is the Mandalay Village Marketplace, the Beach Promenade area in the | 01:12:04 | |
| Winding Bay Shopping Center. | 01:12:08 | |
| So the mainly village shopping center. | 01:12:13 | |
| I want to just thank everyone involved in that entire. | 01:12:16 | |
| Project. | 01:12:19 | |
| We would not be. | 01:12:20 | |
| Where we are today without making the county, our county partners, property managers and stakeholders they flew in from. | 01:12:21 | |
| Seattle. | 01:12:28 | |
| To just do a walkthrough multiple times with us, they've devoted. | 01:12:29 | |
| A lot of money to that shopping center to make improvements to. | 01:12:32 | |
| Address some of the areas like landscaping. | 01:12:35 | |
| Which would be gravel, rocks, uncomfortable foliage. | 01:12:38 | |
| Lighting. | 01:12:41 | |
| Lighting, so much so that some residents have. | 01:12:43 | |
| Express their concerns about how bright it is. Yeah. | 01:12:46 | |
| So gates, fencing, which you'll see soon around the trash enclosures to be able to make sure that they can't hide behind. So if an | 01:12:50 | |
| officer drives by at night, if they look at the trash enclosure, they know that no one's behind it. | 01:12:55 | |
| So it's important for the people that live in the Pacific collection directly behind the rear of that shopping center. | 01:13:00 | |
| For their own security if they're not hopping the walls and. | 01:13:06 | |
| And going into people's backyards. | 01:13:09 | |
| Social Security improvements as well. We sat down with their security manager and chief and I had a really good conversation with | 01:13:13 | |
| them and they've really upped their game with. | 01:13:17 | |
| Just enforcing and advising before they even call us because we need that trail to be able to enforce certain things. | 01:13:21 | |
| Beech and promenade. | 01:13:28 | |
| We've significantly proved the beach area addressing various concerns. We've successfully relocated to on house individuals by | 01:13:29 | |
| connecting them with. | 01:13:32 | |
| Family out of. | 01:13:36 | |
| That should say state sorry. | 01:13:37 | |
| So on Monday, September 29th, the Police Department of Public Works filled a void in the rocks where local transients like to | 01:13:41 | |
| sleep. This has been a long and arduous process. However, we successfully eliminated encampments by the second set of flags. | 01:13:47 | |
| So we've had multiple calls, we've tried to deal with them multiple times, multiple different ways and we discussed successfully. | 01:13:53 | |
| Remove that individual and then fill that void so that they can't go back. | 01:14:00 | |
| These are a few photos from that. So at the top left photo is that little cave like with that blue tarp. | 01:14:05 | |
| Where they like to. | 01:14:12 | |
| Essentially live in the rocks. | 01:14:14 | |
| That's why I called it a cave, because it looks like a cave. The photo on the right you can actually see him inside of. | 01:14:16 | |
| The Rocks and that's that team we have out there on the right. | 01:14:20 | |
| Is backpack medicine. So that's all of our partners at the county, public health nurses from BCMC. We have housing resources, | 01:14:24 | |
| veterans resources. | 01:14:28 | |
| There's a lot of it's a full team we do once a month. They're awesome, awesome people. | 01:14:33 | |
| Same with the bottom left photo. | 01:14:38 | |
| That was just at the beach, right there where the tables are. | 01:14:39 | |

| Some people that are looking to move into the car wash and stuff. So we had some fencing if you guys have noticed, around that car | 01:15:50 | |
| wash because that's where a lot of people like to congregate overnight us in establishing encampment. | 01:15:55 | |
| The watershed canal along Ventura and Channel Islands I like to get down and dirty. I'll get down in there with our county | 01:16:02 | |
| partners, public works and stuff and we will literally clear out tents and everything that could cause. | 01:16:08 | |
| Potential flooding issues, especially going into the winter months. | 01:16:14 | |
| There'll be some photos in there as well on the next slide. | 01:16:17 | |
| But. | 01:16:20 | |
| Another thing I'm proud of with that shopping center is that I call it the. | 01:16:21 | |
| KFC Bridge. It's that little walkway that bridges between the corner. | 01:16:24 | |
| And KFC it's been completely clear for. | 01:16:28 | |
| A month and 1/2. | 01:16:31 | |
| Two months now. | 01:16:32 | |
| Yeah. | 01:16:33 | |
| But that also goes in hand in hand with their security. The security team working with property management, they've really upped | 01:16:35 | |
| their game. | 01:16:38 | |
| In that shopping center, so. | 01:16:41 | |
| Proud about that. | 01:16:43 | |
| Top left is the car wash. | 01:16:45 | |
| That is all gone now. | 01:16:48 | |
| The bottom left photo is actually, I call it the L it goes under Ventura Channel Islands. So it's I'm 6 foot three, that is | 01:16:51 | |
| probably 5 foot 5. So I'm walking in there. | 01:16:56 | |

| This is back before drones existed for our department, so now we could just fly a drone in there and. | 01:17:03 | |
| I don't have to get down in there and break my back, but. | 01:17:09 | |
| Yeah, they have full setups. That was with public works on the bottom right. | 01:17:12 | |
| We were in there cleaning up and if you look inside that tunnel on the bottom right, there's actually a tent set up inside of | 01:17:16 | |
| there. So we had to go in there, take everything out. | 01:17:20 | |
| Obvious flooding issues if something if it were to rain a significant amount. | 01:17:24 | |
| Like it did years prior. | 01:17:29 | |
| So another thing I'm proud of. | 01:17:33 | |
| This position I have to work hand in hand with our DA's office, especially with. | 01:17:35 | |
| The Grants Pass decision. | 01:17:39 | |
| And with the grants passed Supreme Court decision, it really helped us. | 01:17:42 | |
| In the city. | 01:17:47 | |
| So we fine-tuned what Penal Code sections would apply to various livability issues. The important thing we want to remember is. | 01:17:48 | |
| We want these cases to be filed. We can't just. | 01:17:54 | |
| Make arrests and they just go off into the ether and disappear and then nothing happens. | 01:17:56 | |
| So we want to have accountability if it gets to that. | 01:18:01 | |
| System charges that we're allowed to charge now. | 01:18:05 | |
| Which is 647 E It's illegal lodging. It's basically setting up temporary structure. | 01:18:07 | |
| Even it includes. | 01:18:12 | |
| Private property as well. | 01:18:13 | |
| 11395-B1 and 666.1. That is due to Prop 36. | 01:18:15 | |
| That is your repeat offender drug charges for 11 three 9566.1 has a laundry list of charges that would qualify for that. | 01:18:20 | |
| Too many to. | 01:18:29 | |

| So important thing to remember with this is the vast majority of livability arrests also incorporates some form of drug | 01:18:35 | |

| This is my transition also into the importance of getting a canine for my position. | 01:18:44 | |
| I'm going to speak selfishly on that because if. | 01:18:51 | |
| I have someone with a dog that has a way better nose than I have. | 01:18:54 | |
| And we just do a walkthrough of an encampment, a known area, and that dog hits that encampment is now. | 01:18:58 | |
| Mine I can. | 01:19:03 | |
| Search that encampment I can. | 01:19:05 | |
| Do whatever I need to do. | 01:19:07 | |
| To understand why that dog hit on that. | 01:19:08 | |
| Tent or whatever that may be. Dumpster enclosure. | 01:19:11 | |

| We can see with our eyes. Dogs can see what their nose. | 01:19:20 | |
| What he was mentioning there about our future potential canine. | 01:19:23 | |

| There's case law that governs 1 you can use a dog, and when you can't. | 01:19:28 | |
| But in a lot of our cases, we can open public properties if if somebody has a private property. | 01:19:31 | |
| That they want to allow people to live on and it's fenced and gated and they put up tents. We're not gonna bring our dog through | 01:19:39 | |
| that. | 01:19:41 | |
| But all the open ones of the public and the public properties and the sidewalks. | 01:19:44 | |
| If the dog is on a footbeat with his partner. | 01:19:47 | |
| And he makes an indication. | 01:19:49 | |
| That gives the officer the probable cause to search. | 01:19:51 | |
| So in a lot of these. | 01:19:54 | |
| We may not in some of these drug arrests we may make might make contact with. | 01:19:56 | |
| With individuals. | 01:20:00 | |
| But it's not until maybe that third contact. | 01:20:01 | |
| That we get the opportunity to search for narcotics or we have another reason to take an enforcement and that's when we find the | 01:20:04 | |
| narcotics. | 01:20:07 | |
| So this could expedite that process. | 01:20:10 | |
| Which is a much better public safety issue and livability issue. | 01:20:12 | |
| So part of having charges filed with the DA's office is super important right here is we need to have. | 01:20:19 | |
| Warnings. We need to have a pattern of advisements and so. | 01:20:25 | |
| Warnings always include offering a shelter, mental health resources, medical assistance, anything you can think of that backpack | 01:20:28 | |
| medicine provides I can provide without them having. | 01:20:33 | |
| Without having. | 01:20:37 | |
| Backpack medicine there. | 01:20:38 | |
| I have several contacts with everyone on that team. | 01:20:40 | |
| And so we need that pattern of advisements, we need to have that that. | 01:20:43 | |
| Resistance from an individual to be able to enforce anything. | 01:20:47 | |
| Because at least the DA's office will say, hey, you guys try to and this is a last resort. | 01:20:50 | |
| And so the current on house population is extremely resistant to wanting these resources. | 01:20:55 | |
| Which is super unfortunate. | 01:21:01 | |
| Because there are a lot of great resources out there. | 01:21:03 | |
| This is important to show the DA's office we've made multiple attempts at offering them. | 01:21:06 | |
| Resources before arrest. | 01:21:10 | |
| If none house subject continues. This option came in after advisement. | 01:21:12 | |
| And the elements of the crime are there will affect an arrest to mitigate future livability issues. So arrest is always, always, | 01:21:16 | |
| always a last resort. It's not anything that I like to do. | 01:21:20 | |
| But sometimes it is necessary. | 01:21:26 | |
| So it should be noted the majority of our own house population is service resistant. So anyone? | 01:21:29 | |
| For I don't want to say everyone. | 01:21:33 | |
| But the majority that you will see with that number, especially with the point in time count, the 21 that we do have left. | 01:21:36 | |
| They're extremely service resistant. | 01:21:42 | |
| Which is again unfortunate because there's a lot of great resources. | 01:21:45 | |
| So we get a lot of emails, you get a lot of emails. | 01:21:50 | |
| Talking about. | 01:21:54 | |
| Ways that some people think. | 01:21:55 | |
| How we should deal with the homelessness so. | 01:21:56 | |
| That's why you have a well trained, educated Police Department. | 01:21:59 | |
| Because every department head in the city. | 01:22:02 | |

| And they weren't strategic. | 01:22:45 | |
| And they decided to hit their problem with a hammer. | 01:22:47 | |

| It might have taken a little while to get some of these things done. | 01:22:51 | |

| Also heard Zach worked with the DA's office to see. | 01:22:55 | |
| Exactly what they would file, and sometimes it's just bringing to light. | 01:22:58 | |
| A law that's been there and asked them we've we've meet all the elements and we do this background like what do you want to see? | 01:23:02 | |
| How much documentation before I actually take the enforcement? | 01:23:08 | |

| Canal sweeps cleanups, especially during peak winter months, We're going into those months here. So that's important, especially | 01:24:07 | |
| with a few years past with the the current, the rain that we did receive. | 01:24:12 | |
| Daily outreach continues to happen. I was out there earlier today. | 01:24:17 | |
| Behind the Oliveira Shopping Center. | 01:24:21 | |
| Just continuing to. | 01:24:23 | |
| Reached out to anyone that appears that they need help. | 01:24:25 | |
| And then continue to foster strong bonds with their local property managers. That's super important to me. I've got everyone on | 01:24:29 | |

| And we went from 22 calls a month. As you all remember, we went from 20 something calls a month. | 01:25:43 | |
| To doing the same tactics, addressing the property owner. | 01:25:48 | |

| Mandating security. | 01:25:52 | |
| And we went down to 2:00 to 4:00. | 01:25:54 | |
| A month, you know, and that's what it takes. So it's almost like we kind of moved. | 01:25:56 | |

| We don't have the number of homeless taking showers at the beach that we were seeing so. | 01:26:00 | |

| With all of our shopping centers, Olvera, Mandalay Bay, Port City Plaza, we have all of that. | 01:29:55 | |

| Because the 637 E charge was something that we were not previously allowed to. | 01:30:12 | |

| We're homeless, we're transient related. | 01:31:34 | |

| Pulled a lot of his mornings that he goes out to do enforcement. | 01:31:45 | |
| To work on this and pull the numbers, it's usually part of an annual report that we do. We did it back in April. | 01:31:49 | |
| We did a separate one last year and then the annual report and we realized why don't we just make it part of the annual report? | 01:31:55 | |
| So before we put any more work in it which is going to take them away from one of those 4 responsibilities. | 01:32:01 | |

| So just because Zach's on his days off doesn't mean we're not addressing the homeless issue. | 01:33:23 | |
| But he provides training, right? He takes the insight from the laws he does in the work he does with the DA's office. | 01:33:28 | |
| And he goes to the different patrol shifts and reminds them, hey, when I'm not here. | 01:33:33 | |

| Stuff you can and cannot do with a homeless account. | 01:33:39 | |
| So it's being handled like seven days a week. | 01:33:41 | |
| But one person has to take the lead. | 01:33:43 | |

| I think that's just one of those things like the average person, just like why can't you go out and help them? And it's really | 01:39:34 | |

| And I, it feels like we're on that trend and I think that behavioral health grant will continue that trend, so. | 01:40:54 | |

| We did a The city completed a citywide parking analysis where we looked at immediate ways to address parking concerns throughout | 02:39:41 | |
| the city and in in. | 02:39:45 | |
| Especially in certain neighborhoods that had that, we've identified significant parking challenges. | 02:39:50 | |
| And so one of the topics that came up in that citywide parking analysis was the idea of changing our lot coverage standard. | 02:39:55 | |
| In a nutshell, what we're talking about is allowing people to. | 02:40:03 | |
| Have. | 02:40:07 | |
| More driveway space than they're currently allowed to in the code. | 02:40:08 | |
| And so. | 02:40:11 | |
| We talked about that. | 02:40:12 | |
| At the. | 02:40:14 | |
| And there was essentially. | 02:40:15 | |
| Two concerns noted, and one was that. | 02:40:18 | |
