So I just have a brief words of inspiration, a reminder to all leaders. 01:01:43
Leadership is not about titles or positions. 01:01:48
It's about service. 01:01:52
Each of us has the privilege and responsibility to help shape the future of our community. 01:01:53
When we listen with respect. 01:01:58
Speak with truth and act with integrity. 01:02:00
We create a foundation of trust that lifts everyone. 01:02:02
Let's carry that spirit in today's meeting and remember that together we can achieve. 01:02:06
More than anyone of us alone. 01:02:10
All right. Thank you. Thank you. 01:02:15
Mr. City Attorney, can we please get a closed session report? 01:02:17
Thank you, honorable Mayor and council members. We had one closed session item this evening. It was. 01:02:20
Labor negotiations pursuant to Government Code 54957.6. 01:02:25
The designated agency representative was Mr. Vega and Mr. Lee. 01:02:29
The employee association was the SEIU Service Employees International Union 721. 01:02:33
At this point, there is no reportable action with respect to that item. 01:02:39
Great. Thank you. 01:02:43
Madam Clerk, do we have any public comments not related to our agenda items? 01:02:45
Yes, Our first one is from Becky Bruno. 01:02:50
And followed by Mr. Greg Ross. 01:02:53
Good evening, Mayor, Mayor Pro Tem. Council. 01:03:02
Staff and audience. 01:03:05
Tonight I'm here as a concerned. 01:03:07
Last week I had a very good friend of mine. 01:03:10
Drop paperwork off at my house and asked me to read it. 01:03:14
And the more I read it, the more I got ****** ***. 01:03:18
Not because of what you did, Councilmember Hernandez, or what you said. 01:03:21
But because you sat there on that diocese and lied. 01:03:26
To the city of Port Whitney me about doing. 01:03:30
Nothing. 01:03:32
Wrong. 01:03:33
Now I think. 01:03:36
The rest of the council members. 01:03:38
Should strip you of all. 01:03:40
Of your committees. 01:03:42
And not let you vote on police action. 01:03:45
That's all I have to say. 01:03:49
Thank you. 01:03:53
Mr. Greg Ross. 01:03:54
Good evening, Mayor. Mayor Pro Tem. 01:04:03
Esteemed council members. 01:04:05
Been here before. 01:04:08
Longtime resident of Ventura County. 01:04:09
I've. 01:04:12
Nine homes. 01:04:14
In six different communities. 01:04:15
And I want to say up front. 01:04:18
That try not to glad hand here. 01:04:20
But this is. 01:04:23
My favorite community ever because. 01:04:25
It's a community that responds. 01:04:27
To issues and I thank you for that. 01:04:30
The the. 01:04:33
The police. 01:04:35
Chief and his group. 01:04:36
Starting with Zach. 01:04:39
And Gladys, who's been to our community. 01:04:41
They do yeoman's work. 01:04:44
Just amazing. 01:04:46
And we're so appreciative for everything they do for us. 01:04:47
The homeless situation has gotten better. 01:04:50
And Gladys is now. 01:04:53
A hero. 01:04:55
So we we really like this. 01:04:56
Today I want to. 01:04:59
Talk about the port, just very briefly. 01:05:00
I gave you a little handout with. 01:05:03
Looks like this. 01:05:05
I want to start with saying. 01:05:09
This city. 01:05:10
This. 01:05:12
Is closer. 01:05:13
To high density residential than any other port in the entire West Coast. 01:05:15
#1 #2. 01:05:20
The prevailing winds go from Carpinteria to Malibu. 01:05:22
90% or more of the time. 01:05:25
OK, that's important to remember. 01:05:28
The umm. 01:05:31
16 or 17 days ago. 01:05:34
There was a car fire. 01:05:36
A vehicle carrier. 01:05:38
On I-5. 01:05:40
In Sylmar. 01:05:41
And that's that picture that I. 01:05:43
I did for you. 01:05:45
Turns out. 01:05:47
That there's only one way to treat. 01:05:48
A lithium ion battery fire. 01:05:52
Only one. 01:05:54
Not water. 01:05:56
Not foam. 01:05:56
Let it burn. 01:05:58
And that's. 01:05:59
On this website that I just pulled off. 01:06:00
This afternoon. 01:06:03
Let it burn, that's what they say. 01:06:04
So right now. 01:06:06
According to Christian deacons. 01:06:09
The CEO of the port. 01:06:11
About 20 to 23% of all the vehicles that come into this port. 01:06:12
And dropped off our electric. 01:06:17
In addition to that, they have much plans to become a green port. 01:06:19
And so they're. 01:06:23
The port has. 01:06:25
An intention to. 01:06:27
Bring on electric vehicles. 01:06:29
To help them. 01:06:32
With their their work. 01:06:33
So what happens if we get an electric fire? 01:06:34
Lithium battery ion. 01:06:37
They don't have a plan. 01:06:42
They need a plan. 01:06:44
There should be an Amber Alert system for that because. 01:06:45
The metals that go up in the air. 01:06:49
Are toxic. 01:06:51
Really toxic. 01:06:53
Lead and so on and so forth. 01:06:55
So I'm asking you to work with them. 01:06:57
Become. 01:07:00
Proactive and make. 01:07:02
And make something happen. 01:07:04
So that we can be advised if there's a problem. 01:07:06
Thank you. 01:07:09
And then we just have 3 written comments that I'll go ahead and read. 01:07:11
The first one is from Thomas Morris. 01:07:16
I am a man of few words so I will be brief. 01:07:18
I have lived in Port Hueneme going on 25 years now. 01:07:21
And the majority of those years have included a friendship with Mike Federico. 01:07:25
I met him through my daughter Robin. She was a close neighbor of Mike's and he came to her rescue. 01:07:29
After my daughter blew all the fuses in her rented home in east Ventura. 01:07:34
I again met Mike when he and his daughter Cameo would come to the local Italian restaurant Angelo's, which we affectionately. 01:07:38
Called. 01:07:45
Mike would help in the kitchen and eventually took over the restaurant and named it Rico's. 01:07:46
I knew Mike worked in Santa Monica as. 01:07:51
Police officer. 01:07:53
I was elated when I was informed he was considered for the police chief position in our city. 01:07:54
Michael is a standout. 01:07:59
As a person, I have never heard him say a derogatory word about anyone. 01:08:01
Nor directly to anyone. 01:08:05
He is a wonderful father, raising a challenged daughter with the love that Cameo has learned to return to all that she meets. 01:08:07
He is a patriot, loving not only our country but our city as well. 01:08:14
We need him and I pray he will be part of our community for a long time. 01:08:18
Thomas. 01:08:21
Jeffrey Scarberry. 01:08:24
I just wanted to make a brief comment to express my appreciation for the introductory inspirational message at the beginning of 01:08:26
the last meeting on August 18th. 01:08:30
The theme of the inspiration, among other things, focused on the importance of public participation in our government and the fact 01:08:34
that in our friendly city by the sea of Port Hueneme, every voice matters. We are very lucky to live in a place where these 01:08:40
fundamental principles are valued and not taken for granted. Thanks to all our council members for that. 01:08:46
And the next one is by Roberto Martinez. 01:08:54
Good evening, Mayor McQueen. 01:08:58
Mayor Pro Tem Lopez, council member, city staff and members of the public. I'd like to share a brief comment regarding mobile 01:09:00
vendors in our city. 01:09:04
Particularly those we see at the beach. 01:09:08
Many of these vendors do come from outside the county, but I also want to highlight that some are local. 01:09:10
The local vendors I've spoken with genuinely want to follow the rules. They are seeking to obtain the proper permits and to be 01:09:16
compliant with both city and county requirements. 01:09:21
As you continue discussing how to address mobile vending, I hope consideration can be given to those local vendors who want to do 01:09:25
things the right way. 01:09:29
And contribute positively to our community. 01:09:33
I hope there is a system in place for these businesses to operate in our city as they are popular among residents and visitors. 01:09:36
Thank you. 01:09:43
PS Keep it up, City Council. 01:09:44
That concludes public comments for general items. 01:09:46
Great. Thank you. 01:09:49
We're going to now move on to the agenda approval. 01:09:51
Can I get a motion and a second? 01:09:56
Move to approve. 01:10:00
Second, all in favor? 01:10:01
Aye. 01:10:04
Hearing none, motion passes unanimously. 01:10:06
OK, great. Thank you. Do any members of the Council have any conflicts of interest to disclose in any of the items on the agenda? 01:10:09
If not, we're going to move on to presentations. For our first presentation, I'd like to call up. 01:10:18
President Jess. 01:10:23
Ramirez of the Port of Winimi, Oxford Harbor District, while he's making his way up. 01:10:24
Our mayor Pro Tem is going to read proclamation. 01:10:30
So I'm going to be reading the proclamation for the Banana Festival. 01:10:39
Whereas umm. 01:10:42
The 12th annual Banana Festival will be held. 01:10:43
At the Port of Wine Amy on September 27, 2025, and whereas. 01:10:46
The Banana festival was. 01:10:51
Created by Commissioner Jess J Ramirez. 01:10:52
And CEO. 01:10:55
Port Director Christian. 01:10:57
To highlight the various contributions and positive impacts. 01:10:59
The port has made locally. 01:11:02
Regionally and across the world. 01:11:03
Whereas support. 01:11:06
Operations support the community by bringing 2.2 billion. 01:11:07
In economic activity. 01:11:11
And creating 20,000. 01:11:13
3220 thousand 32 trade. 01:11:15
Related jobs and whereas. 01:11:17
Trade through the portable anime generates more than 173,000,000 in direct and related state and local taxes. 01:11:20
Which one vital community services? 01:11:27
And whereas the Port Authority. 01:11:29
Began over 80 years ago with the mission to provide California's Central Coast agricultural community with an ocean link. 01:11:31
To the global market. 01:11:38
And whereas the Banana Festival is a way to bring the people. 01:11:39
In a fun way to see and appreciate the. 01:11:42
Support and learn more about its operations and its vital economic role in Ventura County. 01:11:45
And whereas the city desires to join the celebration. 01:11:51
And support. 01:11:54
Of the Banana Festival. 01:11:55
Now, therefore. 01:11:57
Be it proclaimed that the City Council. 01:11:58
Port Winey me does hereby encourage the community to. 01:12:01
Go bananas. 01:12:05
At the port of Winimi. 01:12:06
Banana Festival. 01:12:08
And celebrate the diverse working port. 01:12:10
Proclaimed this second day of September 2025. 01:12:13
Great. Thank you. Over to you have some words. 01:12:17
Absolutely. I got plenty. 01:12:20
Thank you for the. 01:12:23
Mayor. Council members. 01:12:25
Well, I I didn't create it, I found it. 01:12:29
I'm the godfather. 01:12:32
But I'm also the godfather of my Russia festival downtown Oxnard 37 years ago. 01:12:35
So I'm about festivals. 01:12:39
Life's short, we got to celebrate it every day. You can get up. 01:12:42
And the HR 81 if I can get up every morning. 01:12:45
As a Hallelujah to one more day to race. 01:12:48
OK, and that's what I do. 01:12:51
But a lot of you don't know why. 01:12:54
Put in a festival, right? 01:12:57
Do you guys know the history of why it's got started? 01:12:59
That's what I thought. 01:13:02
OK, so. 01:13:03
Put down the clock. 01:13:05
Young. 01:13:06
I need more than 5 minutes. 01:13:08
Tell the story. 01:13:10
What happened is is. 01:13:12
I, you know, I said on an electric battery for 37 years. 01:13:14
All right, on an electric battery. 01:13:17
This unloading bananas. 01:13:20
So I'm still. 01:13:22
Pretty healthy. 01:13:24
And so nothing has happened to me. 01:13:25
Now Del Monte bananas. 01:13:28
Came to our port. 01:13:32
In 83. 01:13:33
They were kicked out of Los Angeles because it was a small company. 01:13:35
In LA and Long Beach because they love to grow and make money. 01:13:39
And pollute the air like they always do. 01:13:43
And people are dying under on those highways that feed LA and Long Beach both. 01:13:46
They came to us. 01:13:53
Looking for a home? 01:13:55
OK, they were. They were lost babies. Nobody wanted him. 01:13:56
They had a choice either to go to San Diego. 01:14:00
Or to come. 01:14:02
Or come to Winnie. 01:14:03
They came to anime. 01:14:05
In 83. 01:14:08
I was working there as a casual. 01:14:09
I had just come back from Vietnam. I was a longshoreman in Vietnam, so I was working there. 01:14:11
So in 86. 01:14:16
When the. 01:14:19
Union opened their golden doors to get members in. 01:14:20
And I was 1 of 50. 01:14:23
I came. I came with the 6th first women that came and became Law Insurance in 1986. 01:14:25
So that union. 01:14:33
Gave me the ability to send my four daughters to. 01:14:37
The universities. 01:14:40
All my kids went to school. 01:14:41
I got 2 from Berkeley, one for East LA. 01:14:43
Master's degree. 01:14:46
University of Chicago. 01:14:47
And Harvard. 01:14:49
Thanks to bananas. 01:14:50
And that crazy little fruit. 01:14:51
That everybody loves. 01:14:53
Made it possible for me. 01:14:55
To send my kids to school. 01:14:56
So obviously I love the port. 01:14:58
I love the port. 01:15:00
So I wish I used to tell my first director. 01:15:01
Tony Tamarina about. 01:15:05
Celebrating bananas. 01:15:07
And he thought I was crazy. 01:15:09
Then build Munger came on. 01:15:11
Bill, I mean, look at. 01:15:13
Del Monte set the pace. 01:15:16
After the Armani came. 01:15:18
Then we got while a Nius. 01:15:19
We got. 01:15:21
Chiquita. 01:15:22
So we became a legitimate port and a home for other companies to come. But the money had the guts. 01:15:24
And the foresight to come to Port Oneimi. 01:15:31
So that made it for me. 01:15:33
In terms of my job. 01:15:35
And also in terms of the. 01:15:36
Sending my kids to school and living a good life. 01:15:38
Now for 20 years. 01:15:40
I used to bother this other two directors. 01:15:44
And and then when we hired Kristen. 01:15:47
13 years ago. 01:15:49
It's a Christian listen. 01:15:51
For 20 years, I've been wanting to celebrate bananas. 01:15:52
I said, well, why Commissioner Bananas And I told her the story and she loved the story. 01:15:55
She thinks that was she think I was crazy. 01:15:59
So that's why we have it. 01:16:02
So what does the Winner Festival do for me? 01:16:03
First of all. 01:16:06
Like like like the proclamation says. 01:16:07
There's an appreciation for the port. 01:16:09
Obviously, not everyone's going to appreciate it. 01:16:11
Because you know, this is a city port. 01:16:13
But most people that come here appreciate it coming here. 01:16:16
Secondly, this. 01:16:20
Festival brings in people. 01:16:22
From all over except for Malenko. We don't advertise and we purposely don't advertise in LA. 01:16:23
Because we don't want to have. 01:16:29
40,000 people here. 01:16:31
We're just gonna keep it nice and cozy. 01:16:32
And just for us. 01:16:35
Just to us, so we can celebrate it. 01:16:36
But it also brings a lot of people to our beautiful city. 01:16:39
And hopefully those people come back. 01:16:42
And spend money. 01:16:44
Right. So it's a 2 fold thing. 01:16:46
I did it for my own selfish. 01:16:48
Reasons, but it also benefited anybody else. 01:16:49
So that's the history in a short. 01:16:52
Summary of how the. 01:16:55
The Banana Festival started. 01:16:57
And I had my banana this morning with my cereal. 01:16:59
Thank you. 01:17:02
Good. Thank you. Anyone have anything they'd like that? I would just like to say I so appreciate the efforts that you put into 01:17:03
found to found. 01:17:07
The banana festival I go every year, I love it. 01:17:11
It's a great time and it's always great when there's events that our community. 01:17:14
Can go out and enjoy. 01:17:19
For free. 01:17:21
So very exactly and you said the magic. 01:17:22
Free. We're one of the few festival they are free. 01:17:25
Thank you so much. 01:17:27
And I hope you come and join us. 01:17:28
I'm going in Texas. I'm coming back on at midnight on on Friday so I can be here for the Banana Festival. 01:17:31
On Saturday, Yes, Mr. 01:17:37
Just want to say I start my days off with a banana. 01:17:39
All right, kind of helps the knee pain #1 fruit in the country. You want to go down? Yeah. 01:17:42
OK. 01:17:47
Provide you the proclamation, Adam, did you want to come in or take pictures or? 01:17:48
And whoever banana festival I see Mr. Latimer and his wife. 01:17:56
We'll get a picture. You can come the whole team if you're here in the Banana Festival. 01:18:00
Or the port come on out. 01:18:04
123. 01:18:36
I'm going to grab a couple phones here. Think everybody wants 1. 01:18:39
123. 01:18:46
And I have just one more Sorry, sorry, sorry. 01:18:48
123. 01:18:53
Thank you, Tess. 01:18:57
OK, we're going to move on to our next presentation. 01:19:12
Will be given by Shane. 01:19:19
And forgive me if I don't. 01:19:21
Pronounce your name must serve. 01:19:23
From the program administrator for Ventura County Health. 01:19:26
You go ahead and. 01:19:31
Start your presentation. 01:19:32
Thank you, I'm not sure how I'm supposed to follow that but. 01:19:34
Good afternoon. Thank you so much for the opportunity to speak with you today. My name is Shane Mazerve. I'm the program 01:19:40
administrator. 01:19:44
With Ventura County Public Health. 01:19:47
And I'm I work on the opioid overdose prevention program. 01:19:49
To my left I also have a couple of colleagues. With me today I have Doctor Odin Costello, who is our. 01:19:53
Ventura County Health Officer. 01:19:59
I also have Brad Friday, who is the Coast Administrator with Ventura County Behavioral Health, and I will tell you about COAST in 01:20:01
just a second. 01:20:05
So the reason why we have an opioid overdose prevention program in Ventura County is that we have. 01:20:13
Too many opioid overdoses. 01:20:19
That result in folks passing away. Here in Port Hueneme in 2024 you had 7 residents pass away from an opioid overdose. 01:20:22
And in fact, that was three more than in 2023. So your numbers went up here in this city. 01:20:32
As you can see from this chart on the on the far left. 01:20:38
Numbers starting in 2019 in the County of Ventura, we lost 149 people to an opioid overdose. 01:20:41
We peaked in the last few years in 2021 with 289 people. 01:20:49
Then you can see those numbers are coming down since 2021, which is great, great news. 01:20:54
Unfortunately, it's still a very high number. 01:21:00
And our project and the Coast initiatives goal is to. 01:21:03
Bring that down as far as we possibly can. 01:21:07
So that's that's why we're here and that's why we're trying to educate the community on our project. 01:21:10
So what we do at public health? 01:21:15
Is we try to bring on new county agencies into the program in various ways. 01:21:17
Umm, we try to educate as many people as possible and provide. 01:21:24
Presentations This presentation today is very short. 01:21:28
I can do a longer version for anybody who might be interested. 01:21:31
So we do a lot of prejudice. 01:21:35
Presentations and educational opportunities. 01:21:36
We go out into the community as well and participate in lots of public events such as the Banana Festival. We have actually 01:21:39
haven't done the Banana Festival yet. 01:21:43
But we do lots of health fairs and back to school nights and all kinds of different events with the public all over the county to 01:21:49
educate them on this issue. 01:21:52
We also provide technical assistance and support for agencies who to. 01:21:57
Decide to bring in naloxone into their business in order to. 01:22:02
Be more educated themselves and potentially to pass it out to their customers. 01:22:07
We participate in the county opioid awareness and solutions team, which is coast that I've. 01:22:11
Referred to a couple of times and then one of our main. 01:22:17
Roles is to pass out naloxone. 01:22:20
Naloxone is the medication name and Narcan is the brand name, so you've probably heard of one or both of those. 01:22:23
And so we are our goal is to get out as many of these kits as possible into the community. 01:22:30
The Coast initiative is. 01:22:37
A wonderful multi dimensional group of folks from all different. 01:22:39
Places behavioral health really is the. 01:22:44
The. 01:22:47
Beginning agency that started the Coast Initiative in 2014. 01:22:48
Public health is now a much bigger part of that initiative as well. We work with the jail system here in the county. We work with 01:22:53
law enforcement. 01:22:57
We work with treatment centers, we work with nonprofits and community based organizations. 01:23:01
We work with treatment centers, we work with whoever will work with us, essentially. 01:23:07
To bring education around this issue to the community. 01:23:12
So it's a really wonderful resource. You can see the website there. 01:23:16
Coastventuracounty.org There's all kinds of statistics and information and. 01:23:19
Different groups of people that are involved in the initiative. 01:23:26
Trying to bring some some targeted information there. 01:23:29
So again, the Coast was begun in 2014 and the goal is to target as many and as many folks as possible that are at a higher risk of 01:23:34
overdose, as well as those that come in contact with them, their family members. 01:23:40
Professionals in the community that work with those populations, etc. 01:23:47
Again, it's a multi agency collaborative approach. 01:23:51
One of the things we do a lot is talk about what is an opioid. 01:23:55
Some people have heard of opioids. They think they're bad in general. 01:23:59
We like to say that opioids are not bad in general. They are very effective medication. 01:24:04
And very, very. 01:24:11
Effective on pain. 01:24:12
The downside to opioids is that they're also very addictive. 01:24:14
It's very easy to get addicted to them and so. 01:24:18
Over the. 01:24:20
2025 years that the opioid crisis has been with us again. Just trying to. 01:24:21
Educate people on what's. 01:24:28
You know good about opioids, what's challenging about opioids and kind of you can see some of the other side effects having to do 01:24:30
with opioids in our. 01:24:33
In our communities. 01:24:37
The other big issue that we're working on is fentanyl. 01:24:40
Bringing awareness to fentanyl. 01:24:43
Being. 01:24:46
Very, very present in our in the illicit drug trade. 01:24:47
About 80% of illicit drugs that are that are found in our county have fentanyl in them. 01:24:51
So that and they are 50 to 100 times more potent than morphine. 01:24:58
They're very, very, very potent. 01:25:03
These days, the way that fentanyl gets into the community is through fake pills. 01:25:06
So it's very easy, especially if you have a cell phone to. 01:25:12
Buy drugs from the Internet. 01:25:16
And. 01:25:17
Very, very often you'll find fentanyl again, about 80% of our illicit drug trade, there's fentanyl mixed into that. 01:25:19
To that population. 01:25:27
Mainly because it's very addictive and you'll come back and buy more. 01:25:29
If you if you are addicted to that. 01:25:32
And naloxone is the good guy in this story. So naloxone is. 01:25:36
It helps with an opioid overdose. It is only effective on opioid overdose. It is not effective on a methamphetamine. 01:25:42
On other types of drugs it will not help with that. 01:25:49
But as I mentioned before, any illicit drugs that are bought in the county, in this county. 01:25:53
So we'll typically have fentanyl in it, we'll have opioids in it. 01:25:59
So that's why we give out as much naloxone as we can and encourage people to use it if they happen to. 01:26:02
Come across someone they are worried is overdosing. It's very effective. However it's it's short lived. It's only good for about 01:26:08
30 to 90 minutes. 01:26:12
So after that 90 minute mark, if you bring someone back with naloxone, they can still overdose because they still have all of that 01:26:17
substance in their system. 01:26:21
So that's why in our training process we talk about giving a dose of naloxone. 01:26:25
Calling 911 to get that medical care that that person might need. 01:26:29
You know, we go on from there and talk about what next steps might be. 01:26:34
Again, and naloxone does not hurt you if you don't have opioids in your system. I could put some in my nose right now and it would 01:26:38
not harm me because I don't have any opioids in me. 01:26:43
And so if you were to give it to someone who you think is overdosing but they don't have any opioids, you're not going to make it 01:26:48
any worse. 01:26:51
But you might make it better. So it's a really, really effective tool. 01:26:54
And it also children, young people are allowed to have naloxone 12 and up in the state of California, they are allowed to have 01:26:59
naloxone on their on their person. 01:27:03
Again, because it doesn't harm them if they if they do get it into their systems. 01:27:09
So how can the city participate? 01:27:15
We would love to have you invite us to events that you might be having, whether it's a health fair, whether it's, you know, back 01:27:17
to school nights, whatever kinds of events you might be having. 01:27:21
Would love to have a table and to educate your. 01:27:26
Constituents and be able to give out naloxone to the community. 01:27:29
We also have these wonderful wall dispensers that you see a photo of on this slide. 01:27:34
This is again meant to be wall mounted. 01:27:39
It holds 404045 boxes of naloxone, so that's 22 doses apiece. 01:27:42
Umm, and it's meant to be kind of in a public location where people can just take it and not have to ask and not have to explain 01:27:49
themselves. 01:27:53
They can just take it and have it on their person if they would like to have it. 01:27:57
Many people have. 01:28:02
Someone in their life who is a person who uses drugs, many people live in neighborhoods where there are unhoused folks, and 01:28:03
sometimes they want to just have it just in case something happens. And so we're very, very encouraging of that. So if you know of 01:28:08
any spots that might be a good, good place for a dispenser, I hope you'll let us know because we would love to bring you one. And 01:28:13
we still restock them. 01:28:17
And as needed. 01:28:23
Public health, we have about 42 of these boxes out and about in the community. I believe we have one at the library here. 01:28:25
In Port Wineemi, I think that's the only one we have importantly winning me currently. 01:28:32
But we have 42 of them out around the county and as of today, I believe we've given out over 4600 boxes of naloxone. 01:28:37
This year. 01:28:45
So it's a really wonderful tool to get. 01:28:46
To get this out into the community, we also have things like what we call an institutional kit, and that is if there is a public 01:28:49
agency or a nonprofit or someplace that would like to have it on site. 01:28:54
So that staff could respond to an emergency if one is occurring on site. 01:28:59
We can train them to get. 01:29:03
You know to so they can have it for staff members. We also have fentanyl test strips, which is one of our harm reduction tools for 01:29:05
people who use drugs to be able to test their stash. 01:29:10
To see if there's fentanyl present and then they can make a more educated decision as to whether they're going to use that. 01:29:16
Those drugs. 01:29:22
And then we offer a lot of training such as this short presentation that you're seeing tonight, so. 01:29:23
Again, would love to offer that to anyone else who might be interested. 01:29:29
And with that, I'll stop. I did bring enough for the. 01:29:34
For the council to each have a box, if you would like one, I'd be happy to leave. Leave it with you. 01:29:37
But happy to answer any questions that you might have. 01:29:43
Councilman Press. 01:29:47
Could you go back to the first slide? 01:29:47
About the different. 01:29:50
Overdoses. 01:29:52
So the next one. 01:29:55
Yes. 01:29:56
How do you know and? 01:29:58
This is just for public reference. How do you know the difference between a suicide overdose? 01:29:59
In an accidental. 01:30:04
Overdose when the medical examiner decides on the cause of death. 01:30:05
From someone. 01:30:09
Basically, they can sort of tell by. 01:30:12
The substances that person has in their system. 01:30:14
They can tell law enforcement can tell kind of what's happening in the. 01:30:17
You know where wherever that person was found. 01:30:21
You know, there might be a note associated with. 01:30:24
With a suicide, you know things that the evidence basically. 01:30:26
Leads to the cause of death and they can decide that way if it was accidental or not. 01:30:30
And my next question is a lot of addiction occurs. 01:30:35
Accidentally. 01:30:39
When someone is prescribed a medication that they don't realize they're going to be addicted to, do you partner with? 01:30:40
Medical agencies. 01:30:46
With patients to go over the potential addiction issues. Absolutely yes we do. On the Coast website you'll see a page for. 01:30:48
Called Prescribers Care. 01:30:56
So we do a whole series of. 01:30:58
Trainings and education specifically for people who prescribe this medication to help them do that more effectively. 01:31:00
Councillor Mcgama. 01:31:09
Thank you for the presentation. 01:31:10
I've always wondered like. 01:31:13
These people that. 01:31:14
Receive fentanyl in bulk and then break it down and spread it through different drugs like. 01:31:16
How do they do that? I don't just I don't understand the. 01:31:22
The basic math of it. 01:31:26
Because according to everything that we know, you're receiving a. 01:31:29
Very volatile, potentially deadly. 01:31:33
Package of fentanyl and then. 01:31:36
People are. 01:31:38
Breaking it down into very, very small amounts to addict people. Is that what the deal is? Well, we, we sort of call it the 01:31:39
chocolate chocolate chip cookie effect. So if you're baking, if you're making chocolate chip cookies, you make the dough first. 01:31:45
And then at the very end you mix in the chips. 01:31:51
Right, so. 01:31:54
Your first chocolate chip cookie, but I have 10 chips in it and the last one because you've put too many to begin with. The last 01:31:55
one might have two in it, so. 01:31:59
It kind of depends on how well they mix it into their. 01:32:03
To the initial dough as to how much fentanyl winds up in in each individual pill. 01:32:06
So the, the, the goal is that they want to get you addicted to that, Medicaid to that. 01:32:12
Pills so that you'll come back and buy more from them. 01:32:16
And so whether it's a fake, you know, a Xanax or a Percocet or whatever it might be. 01:32:19
You know they want they want to mix it in so that you'll come back and buy more. 01:32:25
Then how did they do that with marijuana? 01:32:29
Because I've heard that there's been fentanyl found in marijuana, so marijuana is not as much of an issue. 01:32:33
And Brad probably knows this better than I do. 01:32:40
Yeah, yes, please. Sure. 01:32:44
Yeah, he knows this better than I do. 01:32:47
Yeah. And I would just say as he's coming up over the last several years, I think we've all seen the efforts. 01:32:49
Being undertaken by the medical community and government in in reducing the supply out there because if we go back 1520 years. 01:32:56
I think we all could recall coming home with a. 01:33:04
A stash of 90 Vicodin. Like who needs 90 Vicodin, right? 01:33:06
Greetings, Council. 01:33:14
I know this is going to be on record, so I just. 01:33:16
Formally introduce myself, Brad Friday. 01:33:18
Pensacola Behavioral Health. 01:33:20
The question. 01:33:22
Councilman Gamma, am I saying your name right, Sir? 01:33:24
With fennel. 01:33:28
Potentially being. 01:33:29
On marijuana or? 01:33:31
Or marijuana being. 01:33:33
Contaminated with fentanyl. 01:33:35
It's theoretically true. 01:33:41
Where it can't occur even if. 01:33:42
If you have particular dealers who are dealing multiple types of illicit drugs, to include marijuana, cross contamination can 01:33:45
occur. 01:33:48
On the. 01:33:52
Passenger seat of that dealer's car, but as far as the intent of dosing. 01:33:53
Marijuana. 01:33:59
With fentanyl. 01:34:00
It's just not as as prevalent. 01:34:02
And the other thing that occurs. 01:34:04
Is. 01:34:06
The temperature at which marijuana has to be burned if it's going to be smoked. 01:34:06
Is is at a much higher. 01:34:10
Temperature, uh. 01:34:13
And it basically. 01:34:14
For the most part. 01:34:17
Renders fentanyl. 01:34:19
Intoxicating, if that makes sense. 01:34:25
Interesting. Thank you. 01:34:27
No problem. 01:34:29
Any questions? 01:34:30
Questions. 01:34:32
Thank you for the presentation. 01:34:35
Just a couple quick, quick questions is. 01:34:37
Based on the statistics. 01:34:40
Our county Looking at these stats, how do we. 01:34:43
How do we far from other? 01:34:47
Counties. Are we above average or we below average? 01:34:48
That's a great question. 01:34:54
Councilman Lopez so. 01:34:55
When you look at California Department. 01:34:58
Of Public Health's website. 01:35:00
And in the statistics that are represented for Ventura County from there? 01:35:02
We're actually ranked. 01:35:06
A little bit above average. 01:35:07
But in part because our documentation of fatal. 01:35:09
Final overdose or opioid overdose? 01:35:13
Is is really specific we're blessed to have. 01:35:16
Medical Examiner. 01:35:20
Instead of a sheriff, coroner. 01:35:22
Where more work can be done on each individual overdose case. 01:35:24
And we can get more specific with. 01:35:29
Which medications were, you know, based on the talk screen? 01:35:31
Of that patient. 01:35:35
When we compare ourselves to overdose rates, ambulance calls. 01:35:37
In fatals. 01:35:43
That are. 01:35:44
In counties similar to our population size. 01:35:45
We're actually doing pretty good. 01:35:49
Generally we're we're to the better. 01:35:51
Of counties to the north of us. 01:35:53
As well as. 01:35:56
To the east of us. 01:35:57
So we're kind of. 01:35:58
I want to say like middle of the road if not better, but as far as having a passionate and aggressive. 01:36:01
Organization. 01:36:08
That's really working hard to to limit and reduce fatal. 01:36:10
Overdose. 01:36:13
For our county. 01:36:14
You'll be hard pressed to find as a. 01:36:16
AS involved the team at a county level. 01:36:21
To do this work. 01:36:24
So you're saying is we document this a lot better than other counties? That's correct what you're saying. OK, so. 01:36:25
In Ventura County, what what is the hotspot like? What what city is? 01:36:31
Trending high. 01:36:36
That's that's what. 01:36:37
That's why I value that we're able to. 01:36:40
To speak with you all. 01:36:42
Right now, like like she mentioned earlier, there were 7 fatal overdoses in Port Hueneme. 01:36:43
Last year. 01:36:50
Which is 3 more than the year prior. 01:36:51
So we would consider a poor whining me as as a city of potential concern, right? And that's. 01:36:54
That's why we're here to promote the capability that we have to get more. 01:36:59
Life saving medication out into the community as well as other harm reduction strategies. 01:37:05
But. 01:37:10
This crisis isn't specific to one region in the county. I could pull up statistics from Thousand Oaks and their comparable. 01:37:11
Comparative to Simi Valley. 01:37:18
Camarillo, especially when we start looking at emergency department visits that are substance use related. 01:37:20
And all that. 01:37:25
So all the over the seven overdoses where they're all fentanyl. 01:37:28
They were opioid. 01:37:32
OK. 01:37:33
So I have. Thank you. 01:37:35
Thank you. Yeah, thank you so much for the presentation. 01:37:37
I guess it just showed how much I knew about access. 01:37:41
Right to. 01:37:45
These medications, I thought just the Police Department had them. 01:37:47
And so as you were giving your brief, I was thinking about. 01:37:50
How helpful this could be for some people that I know. 01:37:54
Right. And so really appreciate. 01:37:57
Appreciate the presentation was very helpful. 01:37:59
Yes, Councilmember Hernandez. 01:38:02
Shane, thank you so much for coming tonight and sharing this important information. I hope that our city will take some measures 01:38:05
to follow up and make this product. 01:38:09
Noxapro more available to our. 01:38:14
To our residents who need it. 01:38:17
Thank you too. 01:38:19
Thank you, Doctor, for joining us. 01:38:21
Much appreciated. 01:38:23
No problem. Any other any other questions? 01:38:25
Thank you so much again for the presentation. 01:38:29
Thank you. 01:38:31
Oh, correct, yeah. 01:38:35
OK, so we're going to move on to our next proclamation. Umm. 01:38:37
And I'd like to call up Miss Maya Zumaya. She is going to come. 01:38:41
As Councilmember Perez reached a proclamation. 01:38:46
Yes, we are going to read the National Suicide Prevention Month. 01:38:50

Great. Thank you. Councilmember Perez. Over to you, Mr. 01:40:38
Thank you. Thank you to the City of Port Wayne Amy for this meaningful proclamation. 01:40:41
Recognizing Suicide Prevention Awareness Month, I'm deeply honored and humbled to accept it on behalf of everyone who is working 01:40:46
tirelessly. 01:40:50
To bring hope and healing to those affected. 01:40:54
By suicide. 01:40:57
Suicide prevention is not just a 'cause I'm passionate about. 01:40:59
It's a commitment I live every day. 01:41:02
Every life matters and every effort to make. 01:41:05
Make we make to reach out, educate and support truly saves lives. 01:41:08
Here in Ventura County, we are seeing real, measurable impact thanks to the individuals and organizations. 01:41:14
To take the suicide. 01:41:21
Prevention Trainings. 01:41:23
Like our local Boys and Girls Club? 01:41:24
Thank you so much. 01:41:26
These free trainings offered through Ventura County Behavioral Health. 01:41:28
And funded by MSHA. 01:41:33
Are empowering community members to recognize the warning signs. 01:41:35
Offer support and connect people to help before it's too late. 01:41:40
Lives are being saved right here in our neighborhoods. 01:41:44
Because everyday people are choosing to get trained. 01:41:48
If you or someone you know is interested in taking this vital step. 01:41:52
Please e-mail me directly at mzhopeforlife@gmail.com. 01:41:57
Together, we can build a stronger, more compassionate community where no one feels alone. 01:42:02
It's one thing to acknowledge that it's a public health. 01:42:08
Crisis. It's another. 01:42:11
To come in contact with individuals on a daily basis that are having thoughts of suicide. 01:42:13
Or worried about family members. 01:42:19
It's a very real. 01:42:22
Issue that we're having in our county, so I hope. 01:42:25
That our community will. 01:42:28
Get trained. 01:42:30
And I'd like to ask our city. I know the city of Moorpark. 01:42:31
City Manager reached out and scheduled a training this Friday for their staff. 01:42:35
If you work with people. 01:42:40
If you know people, this training is extremely important because they're. 01:42:42
So many people suffering out there. So thank you again for this honor, for helping us shine a light on hope during Suicide 01:42:47
Prevention Month. 01:42:51
And when we started our awareness for mental health and suicide. 01:42:55
Prevention several years ago. 01:42:59
A city airport where Nimi was really on board. So thank you for continuing that support. Thank you. 01:43:02
Great. Thank you. Any comments for Mr. Maya? 01:43:08
I'll just say thank you, Maya, for all the tires, the work that you do and I know you deal with. 01:43:13
Things on every day and you calls every day and. 01:43:17
You've put yourself through a lot of training. 01:43:20
To make sure that you can do the best work that you can in this county. So I appreciate everything you do for that. 01:43:22
Thank you. 01:43:30
We're going to get your proclamation. Did you want to take a photo? 01:43:31
123. 01:43:50
123. 01:43:59
Thank you, Maya. 01:44:06
We're going to move to our final proclamation and so would like to welcome Mr. Patrick Maynard. 01:44:17
The director of Ventura County Sheriff's Office of Emergency Services up. 01:44:25
While he's coming, Councilmember Hernandez will read the proclamation. OK, thank you, our mayor. It's my honor to read the 01:44:29
proclamation for National Preparedness Month and even more. 01:44:35
Please am I to see? 01:44:41
My one of my successors, Patrick Maynard, here tonight. I know you've got a busy schedule, so I'll try to get. 01:44:43
Through this as briefly as I can. 01:44:50
Whereas September is National Preparedness Month and offers us the opportunity to reflect on significant disasters we have 01:44:52
encountered, including September 11th attacks and recent winter storms. 01:44:58
And WHEREAS during this month, our community honors and remembers the lives lost on September 11th. 01:45:04
And the brave Americans who displayed extraordinary acts of courage and sacrifice. 01:45:10
And whereas severe storms and other hazards remind us that we live in a world of constant risk, where the next emergency could 01:45:15
occur at any moment. 01:45:19
And the preparedness can mean the difference between inconvenience and tragedy. 01:45:24
And whereas National Preparedness Month is a crucial opportunity for the residents and businesses. 01:45:29
Fort Wayne, Amy. 01:45:34
To prepare for all types of emergencies, whether at home. 01:45:35
Work or in a recreational space. 01:45:38
And whereas National Preparedness Month encourages individuals to take steps. 01:45:41
Toward personal preparedness, ensuring that households. 01:45:45
Workplaces, schools, institutions of higher learning. 01:45:48
Houses of worship and community based organizations. 01:45:52
Are equipped to handle disasters and reduce loss of life and economic impact in the event of a crises and whereas participation in 01:45:55
community emergency response training empowers more citizens to take action. 01:46:02
Enhancing their preparedness and understanding of potential disasters, whether natural or man made. 01:46:08
And equipping them with the knowledge to stay safe and mitigate. 01:46:14
Damage and WHEREAS emergency preparedness is a shared responsibility of every resident of Port Hueneme and all are encouraged to 01:46:17
prioritize preparedness. 01:46:22
By working together to ensure our community is ready for any type of disaster or emergency. 01:46:27
And whereas engaging in National Preparedness Month. 01:46:35
Activities will position Port Hueneme has a leader in preparedness and contribute to the overall resilience of our nation now, 01:46:38
therefore, be it. 01:46:42
Proclaimed that the City Council of the City of Port Hueneme does hereby proclaim the month of September. 01:46:46
2025 Emergency Preparedness Month in the city of Port Hueneme and all residents, businesses and organizations. 01:46:52
Are encouraged to participate. 01:46:59
And preparedness activities and contribute to building a more. 01:47:01
Port Hueneme proclaimed this second. 01:47:05
Day of September 2025. 01:47:07
Right over to you. Would you like to have words? 01:47:10
Good evening, Mayor, Members of the Council, Mr. Vega. 01:47:12
My name is Patrick Mayard. I'm the director of Emergency Services. First and foremost, thanks for the proclamation. We certainly 01:47:15
appreciate the City of Port Hueneme bringing attention to this good 'cause. 01:47:21
It was about two years ago. 01:47:26
That I said before, many of you discussing some flooding that occurred in Port Hueneme and I think. 01:47:28
One of the biggest things we learned from that and many of other incidents that have occurred really since then. 01:47:34
Is that we're seeing these smaller incidents occur more often. 01:47:39
In places that we aren't really expecting them. 01:47:43
I don't think any of us could have predicted what we saw that night in Port Hueneme and I still flashback to. 01:47:45
Much of the chaos that. 01:47:50
We dealt with but. 01:47:52
I say all that to say. 01:47:54
We're seeing more. 01:47:55
Disasters, and we're seeing them. 01:47:57
And more I guess complex situations. 01:47:59
The thing that really frustrates me as we see an increase in disasters is how broken many of our recovery systems are. 01:48:02
So I appreciate whoever authored that proclamation because it mentioned the fact that. 01:48:09
Disaster preparedness is a shared responsibility, and that absolutely is the fact. 01:48:13
Of the matter. It is a shared responsibility. It's not just our responsibility as your Office of Emergency Services. 01:48:19
It's not just your responsibility, it's our responsibility as a community to all do our part and work together. 01:48:24
I vowed to myself this last couple of years to be very honest about something. 01:48:31
We cannot be everything to everyone. 01:48:35
As much as I want to say we'll be there to rebuild your house, we'll be there to help you recover. 01:48:38
That's not the case. 01:48:42
That's not the case, so it's very important that we all do our part. 01:48:44
It starts at the personal level, so individual preparedness I think. 01:48:47
Councilmember Hernandez mentioned that very well. 01:48:51
Covered Business preparedness Many of the businesses in our community, we rely upon their service. 01:48:53
So we need them to be prepared, they need to have a plan. 01:48:58
To ensure they can maintain continuative operations. 01:49:01
And then of course, in the public sector, we need government at all levels to do what they can to both build capacity. 01:49:04
Ensure that they're doing training. 01:49:11
And most importantly, invest. 01:49:12
Invest in equipment, Invest in staff, invest in preparedness. 01:49:15
It's really an insurance policy, so we need everyone to do their part. 01:49:19
I'll keep it. 01:49:24
Short and sweet and leave it at that. Just a couple more shameless plugs, if you will. 01:49:25
For preparedness information, please go to Ready Ventura County org. That's our website that we share with all the cities. 01:49:29
Has just good general preparedness information. 01:49:35
And then lastly, please register for VC alert. 01:49:38
You can do that at VC Alert org. 01:49:41
I appreciate the proclamation. Thanks so much. 01:49:43
Thank you so much. 01:49:45
Yes, so. 01:49:47
So I would say. 01:49:48
Wasn't necessarily a pleasure to work with you, but. 01:49:50
I had the experience of working with the county during that disaster when I was mayor and. 01:49:54
You guys were well equipped and very organized and you came in and moved quickly and our city was. 01:49:58
The same work together very. 01:50:04
Easily during that so I got to see first hand my first time ever experiencing that and. 01:50:06
That was something to see. 01:50:11
Disaster. 01:50:13
Pointed out that this is a thing that we all should be prepared for. That pushed me to. 01:50:15
You know, ask our chief to. 01:50:19
Bring back the cert program. And so I had myself and. 01:50:21
A group of people get cert trained so our community can be more aware and a lot of people in our community participate in that so. 01:50:25
This did bring that to my attention that. 01:50:32
Everyone needs to be. 01:50:35
Ready and aware and. 01:50:36
Able to be able to help themselves and their community when something like that happens. 01:50:38
That's a fantastic point. And then Mayor Perez, appreciate you being out there, you know, hand in hand with us working to respond 01:50:42
to the community's needs. 01:50:46
Thank you. One of the things we heard earlier and I think. 01:50:51
We should start to plan for is the Eevee situation with batteries and fires. 01:50:54
You know, we're situated very close to the port of Winima, which has a number of Ev's and come in on ships and stuff. 01:50:59
And so, you know, maybe we. 01:51:06
Might want to do a. 01:51:08
Planning exercise like well, what happens if you know the what ifs and. 01:51:10
You know, it's very timely now and I noticed that these batteries. 01:51:14
The Tesla. 01:51:18
Batteries that are very big, they're popping up all over the county. And so I think not only is it an issue for the city of Port 01:51:20
Hueneme, but I think. 01:51:23
You know, it's becoming an issue countrywide and I think that's the. 01:51:27
The next. 01:51:30
The next one that we haven't seen yet, so you know. 01:51:32
It is, we're seeing it, it's it's happening more and more often. So I'm, I'm actually in total agreement, not just. 01:51:34
For the port, but we're seeing battery. 01:51:41
You know, storage facilities pop up throughout the county and all those require special planning. So it is an excellent topic and 01:51:44
we're happy to work with the city and the port. 01:51:48
On any planning. 01:51:52
Is undertaken. 01:51:53
Thanks again Patrick for showing up tonight. I look forward to seeing you again. I. 01:51:56
Understand we might be bringing you back to do some training on the role of elected officials during disaster, so I look forward 01:52:01
to seeing you again. 01:52:05
We'll be at the VCOG on. 01:52:09
The 11th I believe. 01:52:12
Great, looking forward to it. 01:52:13
Yes, thank you. Thank. 01:52:15
Thank you for you know. 01:52:18
For your words. 01:52:20
Umm, the lessons learned. 01:52:22
From all you said that. 01:52:24
These occurrences. 01:52:27
Could be smaller, but yet there. 01:52:29
They're happening more frequent. 01:52:31
Just whatever lessons learned. 01:52:34
That cities could have done, you know. 01:52:36
As a shared community, we've kind of we've could have done better. 01:52:39
Pass it to the city manager so we. 01:52:42
He'll pass it to us and we can get a good. 01:52:45
Reading on other. 01:52:47
Counties disasters as well. 01:52:48
I just. 01:52:52
I'd rather keep reading stuff and. 01:52:53
Talking about like preparation rather than being, you know, reactive to something. So. 01:52:56
Appreciate you being here. 01:53:00
Most definitely we'll be happy to share what we learned. And you know, I'll just say that not just because I'm standing in front 01:53:02
of the port when Amy City Council and I like James, he's a great guy, but. 01:53:06
Having the opportunity to respond in Port Wayne, ME. 01:53:11
Was pretty remarkable. 01:53:14
I think more than. 01:53:16
Many of the cities that we've dealt with the city. 01:53:18
Put everything on the line. 01:53:20
You did as much as you could within legal realm. 01:53:22
To help your residents and that's what it takes. 01:53:24
It really takes some creative thinking. You know if. 01:53:27
Many conversations between James and I about. 01:53:31
You know some of the complexities, but I appreciate the fact that Portland, ME does everything they can for their residents. Not 01:53:34
every city is like that, so I just want to come in the city for. 01:53:38
Those efforts. 01:53:43
Yeah, great. I'll just say thank you and thank you for saying that. 01:53:44
Sometimes we feel that we don't. 01:53:48
Do enough. 01:53:50
But I appreciate you saying that we did, and so thank you so much. 01:53:51
Councilmember Hernandez, you're going to go down. I would love to thank you. 01:53:55
What you got? 01:54:00
Thank you. 01:54:04
They're not valued at 1:50. 01:54:06
1/2. 01:54:20
123. 01:54:33
Thank you. 01:54:36
OK. Thank you to everyone. 01:54:47
For reading those proclamations, we're going to move on now. 01:54:50
We're going to recess from City Council meeting and called to order the Housing Authority regular meeting. The time is now 724. 01:54:54
Madam Clerk, roll call, please. 01:55:03
Councilmember Gama. 01:55:07
Oh, sorry, member. Gama member is here. 01:55:09
Remember Hernandez here. 01:55:12
Member Perez. 01:55:13
Vice Chair Lopez. 01:55:15
Here and Chair McQueen legend. 01:55:16
Here, please let the record reflect. 01:55:19
Housing Authority member Brown is absent. 01:55:23
And I don't know if you want to. 01:55:27
Yes. 01:55:32
Go ahead. I'll just note that we were informed that Member Blackwell has. 01:55:34
Passed away. 01:55:40
I think it was last week. 01:55:41
And so we will be sending our condolences. 01:55:43
Into that and then we will be looking at the bylaws for the Housing Authority. 01:55:46
And determining whether we need to make a point, another appointment or how we will be proceeding in the future. 01:55:50
OK, great. Thank you. 01:55:57
OK, we'll now hear public comments. 01:56:00
Do we have any public comments? 01:56:04
No public comments for Housing Authority. 01:56:05
OK, great. Thank you. 01:56:07
So now we'll look at the consent. 01:56:09
Calendar. 01:56:12
Of the Housing Authority, which would be enacted in one motion unless an authority member. 01:56:14
Has a request to remove an item. 01:56:19
Move approval of the. 01:56:22
Agenda, consent. Consent. Agenda. 01:56:25
Is there a second? 01:56:28
OK, Madam Clerk. 01:56:29
All in favor. 01:56:30
Aye, all opposed. 01:56:31
Hearing none, motion passes. 01:56:34
OK. So we'll now move to item number 7, Housing Authority business item. 01:56:36
This is approving the closing of the RAD Section 18 Small PHA. 01:56:41
Blend Conversion will staff please. 01:56:47
Present the report, Missouri. 01:56:50
Good evening. 01:56:52
I'm here to present and ask. 01:56:54
That the board approved the closing of the RAD transaction, which includes the 60 units at Mar Vista. 01:56:57
And the 30 units at. 01:57:05
Winimi Village, they are two different transactions but we, yes, staff are asking. 01:57:07
That you approve this resolution that includes. 01:57:12
Both and I'm available to answer any questions that you may have. 01:57:15
Are there any questions? 01:57:20
No questions. 01:57:23
OK. Is there a motion? 01:57:24
Yeah, motion in a second, please. 01:57:26
Move to approve. 01:57:28
2nd. 01:57:30
Great. Madam Clerk, are there any public comments? 01:57:31
No public comments. 01:57:34
Great. Thank you. 01:57:35
Madam Clerk. 01:57:37
All in favor. 01:57:38
Aye. 01:57:39
Hearing none, motion passes. 01:57:41
Great. Thank you. 01:57:43
All right. So are there any, any reports from the authority? 01:57:46
Members. 01:57:51
Any reports, comments? 01:57:52
Or request for future agenda items. 01:57:54
No, great, thank you. We'll now adjourn the Port Hueneme Housing Authority regular meeting. 01:57:58
And the next regular meeting is scheduled for Monday, October 6th at 6:30 PM. 01:58:04
We will now reconvene to the City Council regular meeting. The time is now 727. 01:58:09
And we'll move to. 01:58:17
The regular meetings consent. 01:58:19
Calendar. 01:58:23
And so now. 01:58:24
This is the regular meeting. 01:58:26
Consent Calendar so the items will be enacted in one motion unless a member would like to. 01:58:29
Pull an item. Does anyone? 01:58:34
Pull an item. If not, is there a motion and a second? 01:58:36
So moved. 01:58:39
Second. Great. 01:58:41
Madam Clerk. 01:58:43
All in favor. 01:58:44
Aye, all opposed. 01:58:45
Hearing none, motion passes unanimously. 01:58:47
Great. So we're going to move now to a public hearing. 01:58:50
Adopt the resolution granting special use permit number. 01:58:54
PHS You 2525-2 to allow the Port of Winnie, Oxnard Harbor District. 01:58:58
To host. 01:59:04
Hosts the 12th annual Port of Winnie Me Banana Festival and find the event. 01:59:05
Exempt from? 01:59:10
Madam Clerk. 01:59:11
Do you have proof of publications as required by law and a complete file of reports and exhibits? Yes, Madam Mayor. 01:59:12
Great. Well, staff, please present the report. 01:59:20
Yes, thank you. 01:59:26
Grab the clicker. 01:59:28
So we will start with, we have two public hearings today related to two permit approvals. 01:59:35
The first is for the 12th annual Port of Winnie Me Banana Festival. 01:59:41
And so we issued the proclamation earlier today and now this is the item to actually approve the permit. 01:59:45
With all of the details about how the event will work and how we are ensuring that we're meeting all our permit requirements. 01:59:52
And so. 01:59:59
I think people are familiar with the Banana festival. 02:00:00
And no. 02:00:03
Major changes this year being proposed, so I won't spend a lot of time on it. I will highlight maybe a couple of small things. 02:00:04
But so the Banana Festival, for anybody not familiar, is the public event held by the Port of Wine Amy in the. 02:00:13
Sun kissed a lot. 02:00:19
The festival will feature. 02:00:21
A vintage car show similar to last year. Over 70 food and retail vendors. A recreational children's area. 02:00:23
A live art exhibition area. 02:00:30
Alcohol service booths. 02:00:32
And main entertainment stage featuring live entertainment. 02:00:35
Commercial and industrial mechanical equipment exhibits, land and boat port tours, and general information booths. 02:00:38
The festival will occur on Saturday the 27th from 10:00 AM to 5:00 PM. 02:00:45
And it's anticipated that it will bring in about 10,000 patrons per day. 02:00:49
The umm. 02:00:54
Permit is exempt from. 02:00:56
Sequa. 02:00:58
It's just a high level site. Map of the proposed site plan is shown. Like we said it's. 02:01:01
Pretty similar to prior years. 02:01:08
I'm going to. 02:01:11
I think there is one. 02:01:13
Change we will. 02:01:15
That way you just wanted to highlight and I'll ask José José Coyotel our. 02:01:16
Planner to. 02:01:20
To jump in with. 02:01:22
With that. 02:01:23
Sure. Umm. 02:01:24
Hi, I'm sorry for being late. 02:01:25
Mayor. Mayor Pro Tem. 02:01:27
Council, everyone joining us today. 02:01:29
So yes, for James there will be a small change and that is that the DJ for the. 02:01:31
Car Show. 02:01:40
Will actually be happening this year. Last year it was dropped at the last second. So there is a deviation with that that there 02:01:41
will be a DJ at that promenade which is mentioned in that circle there. 02:01:46
At the lower right corner of the right hand side site plan. 02:01:52
Otherwise, everything will remain the same. The general footprint area will be kept. All the other activities mentioned previously 02:01:58
from last year will be retained. 02:02:02
They're still expected to be 130 cars on display, and there will still be on those K rails used for safety for the static car 02:02:07
show. 02:02:11
Meaning that the car show will be fully operational by the time that the public is invited in. The cars will. 02:02:15
Remain there until the event concludes. 02:02:22
So once again highlighting some of that car show information is that 130 vintage cars located on a Ventura. 02:02:26
Or on the Market and Surfside Drive. 02:02:32
With an award ceremony at 3:30. 02:02:35
The entertainment is still being formulated. 02:02:37
And to help with some of that sound mitigation issues for the nearby residents and the public, sound levels will be monitored and 02:02:40
adjusted as needed. 02:02:44
With ongoing coordination with the Police Department and to ensure that there's a respectful environment for residents and guests. 02:02:49
Traffic and security, as with the previous request from subsequent years. 02:02:57
Market Street is going to be closed just South of Anacapa Beach View Homes driveway. 02:03:02
With his soft clothes at South Seaview and market for. 02:03:07
The Police Department to go ahead and make sure that people are residents and then therefore they can access that. Anna Cap of HPU 02:03:11
Homes. 02:03:15
Surfside Drive will remain closed West of Shoreview Dr. That's the Surfside One driveway. 02:03:18
Closures are expected from 4:00 AM to 6:00 on the date of the event. 02:03:24
Staffing will be done by the Police Department and the Police Explorers at key crossings and turn around points. 02:03:28
With 15U guards patrolling the actual festival area. 02:03:35
Signage will be deployed along all of the city with directional. 02:03:40
Wayfinding signs deployed on Ventura Road and Clara St. 02:03:45
And Ventura Road and Port Hueneme Rd. which will have the main sort of gist of when the events happening, where's parking and the 02:03:49
fact that parking will be free. 02:03:52
I'm highlighting more on the rideshare and parking. There will be a dedicated area for rideshare pickup and drop off at 105 E Port 02:03:58
Wayne, Amy Rd. 02:04:02
Which was the case last year, and that's mainly made so that the GPS can actually. 02:04:07
Tie something, a building or a main monument to where the drop off is going to be. 02:04:13
Once again, the request is for free parking to be available all throughout the beach, which includes all the beach lots, Ocean 02:04:18
View Drive and Surfside Drive. 02:04:22
Accessible parking and one hour parking for our Surfside Seafood patrons will still be remaining in Parking Lot A. 02:04:26
And a free ADA compliant shuttle will be provided at key locations along the pathway from 9:00 AM to 6:30. 02:04:34
To help guests get to the main entrance. 02:04:41
Fiscal impact Beach revenues will not be collected. 02:04:45
And there will be costs associated with city staffing for police officers, maintenance crews and the latter. 02:04:49
This ties into two strategic consistency points. 1 is optimal levels of service for residents and businesses. That is, to support 02:04:56
and establish programs and events that create a strong sense of community pride in a connection to our history and our heritage. 02:05:03
And innovation and opportunity. 02:05:10
Retain and maximize opportunities for local businesses as the backbone for our community. 02:05:11
It is a recommendation for City Council to adopt the resolution that conditionally approves PHSU 25-2. 02:05:17
And to find the project to be characterically exempt from Sequoia, since that is a temporary land use entitlement. 02:05:24
I'm available for questions and the applicant, Randy Latimer, director with the Banana Beach Festival Committee, would like to say 02:05:31
a couple of words. 02:05:35
Good afternoon, Mayor. Mayor Pro Tem. 02:05:48
The manager, everybody here. 02:05:51
I'm Randy Latimer. I am honored to be the director of the Banana Festival. This is my. 02:05:54
3rd year being involved. 02:06:00
And as. 02:06:02
Commissioner. 02:06:05
UMM said earlier. 02:06:07
You know, we wanted to. 02:06:08
Try to keep this a small festival. 02:06:09
This is a really hard thing to do. 02:06:12
This has become a really popular festival in. 02:06:15
Winemi and in the surrounding cities. 02:06:19
And. 02:06:22
You know, getting 10,000 people consistently. 02:06:25
Coming into the festival. 02:06:28
Is what we're seeing, and a lot of people want to join in. 02:06:31
I just want to. 02:06:36
A couple of things I want to make sure I know Jose pointed them out. 02:06:38
But. 02:06:42
Keeping. 02:06:43
The least impact on. 02:06:45
The surrounding community is really our biggest. 02:06:48
Thing that we worked on a lot, we've prepared a traffic. 02:06:51
A mitigation plan. 02:06:54
Along with the noise mitigation plan. 02:06:56
And residents will have a direct number to call. 02:06:59
If there are complaints. 02:07:03
Not just calling the police, but. 02:07:06
Guess what, you get my number. 02:07:08
And I get to fill those or one of my staff folks. 02:07:09
But umm. 02:07:13
Working with the port. 02:07:14
And our team bananas. I got 1 member back there. 02:07:15
It's really been a pleasure working with the City of Port Wayne, Amy and the community. 02:07:20
On continuing to make this festival. 02:07:24
A very fun festival. 02:07:27
I always tell my team we're not trying to do Groundhog Day every year. Well, you know. 02:07:30
You come there and this is what you're going to see. 02:07:35
You're going to see different things you're going to hear. 02:07:38
A lot of creativity, A lot of creativity. 02:07:40
And a lot of different things. We do have a lineup this year and it's it's on our website. 02:07:44
We have 4 live bands playing one. 02:07:49
And their. 02:07:52
Three of the four local in stone. 02:07:54
Umm, we have. 02:07:57
Reggae with Maury and the heavy hitters. 02:07:59
We have a Santana tribute band, Subord. 02:08:02
And rounding out local favorite Brandon Regan project. 02:08:06
Along with a. 02:08:11
Community Stage. 02:08:13
Which will have. 02:08:14
Artist and. 02:08:15
Giving information, talks and. 02:08:17
Other really cool stuff. Some STEM activities for our. 02:08:20
Our kids robotics. 02:08:24
We have a drone cage coming this year. 02:08:26
And then we have the car show. 02:08:29
Outside of the gates, but that is still a major part. 02:08:33
That is definitely a major part of the festival. 02:08:36
Which will have. 02:08:39
You know, over 120 participants showing off their classic vintage cars. 02:08:40
And justice, a full day. 02:08:44
Lots of banana treats. 02:08:48
Everyone of our food vendors. 02:08:50
Has to bring something. 02:08:52
Banana. 02:08:55
Flavored something. 02:08:57
Someone's bringing. 02:08:58
Banana hot dogs again, but I don't not sure what that what that means, but we're going to try it again. 02:08:59
But we have a. It's going to be a fun filled day. 02:09:05
Of justice. Exciting stuff. And yes. 02:09:08
Everyone come and go bananas with us at the Banana Festival. 02:09:11
Any questions for me? 02:09:16
Great. Any questions? 02:09:17
I do have a question. I saw the word live art exhibit. Is that actually a live art exhibit? That is a live art exhibit. 02:09:18
It's a one of the 40 foot shipping containers. We have an artist. 02:09:26
That's going to. 02:09:30
Paint a mural. 02:09:32
Live. We did it in 2022. 02:09:34
No 2023. 02:09:38
Paint at one side of the. 02:09:40
Shipping container. 02:09:42
Last year. 02:09:43
It didn't get done for what? 02:09:45
For whatever reason, but this year it's back. 02:09:46
So it's. 02:09:49
Really cool to watch it. 02:09:50
See it go from. 02:09:52
Zero to just the shipping container to a. 02:09:53
Beautiful art image and it really showcases some of our. 02:09:56
Local. 02:10:00
Artist. 02:10:02
Thank you. 02:10:04
Yeah, I really enjoyed that and. 02:10:05
I hope maybe we could. 02:10:07
Position that container after the festival on the walkway so it could be visible for hopefully a whole year. 02:10:09
So when I was a little kid attending a. 02:10:15
OK. Can just just questions only right now. We're going to come back around. 02:10:17
OK, we're in a here. We want to make sure. 02:10:22
Will you ever have a banana split at the Banana Festival? Because when I was a little kid we had a 600 foot banana split down the 02:10:24
street. 02:10:28
OK. Any questions? 02:10:33
Yeah, I do. 02:10:34
Thank you, Mayor. Thank you, Randy. Good to see you and Lisa here tonight. 02:10:36
I fielded a couple of questions this. 02:10:41
Weekend from residents who wanted to know. 02:10:44
About provisions for Ada. 02:10:47
Parking. 02:10:50
And have we changed? 02:10:51
The footprint as far as expanding more to provide for more. 02:10:54
Handicap parking places. 02:10:59
Yes, we we've had that a couple of major. 02:11:01
Points on 88 we added another ADA compliant bus. 02:11:05
To the shuttle pickups. 02:11:09
Also. 02:11:11
With our tours. 02:11:13
We added a 88. 02:11:15
Bus to our. 02:11:17
Our land tours on. 02:11:18
At the festival, as far as parking, yes we did designate. 02:11:21
Additional ADA parking spaces within the festival. 02:11:25
Parking site so if someone does come with a. 02:11:29
Valid disabled placard. 02:11:32
They will be. 02:11:34
As close as we can with the amount of space that we have. 02:11:36
Will there be a drop off? 02:11:40
Point so people don't have to unload and then reload onto a shuttle and then unload from the shuttle. Is there a drop off point 02:11:41
where people who pull up in their cars can just. 02:11:46
Maybe drop? 02:11:51
Somebody off who might have a wheelchair or a Walker. 02:11:52
Is that possible or Yes? Well, we'll try to. We'll get them as close into the festival as possible. There is a drop off point on 02:11:55
the. 02:11:59
North and the Northern. 02:12:04
Site with a VIP inference is and that's where we'll designate. 02:12:06
Or someone who? 02:12:09
Needs accessibility. 02:12:12
To be dropped off. 02:12:15
Great. Thank you. 02:12:16
Great. Thank you. 02:12:17
No questions. 02:12:18
Yeah, No questions for me there. 02:12:19
Any other questions, everybody's good. 02:12:21
OK, great. 02:12:23
Umm, so if we have finished with our questions, we'll now. 02:12:24
Open the public for. 02:12:28
Open the hearing for public input. 02:12:31
The time is 7:42. 02:12:33
Are there any public? 02:12:36
Input, Madam Clerk. 02:12:38
No public comment. 02:12:40
OK, great. Thank you. We'll now close the public hearing. 02:12:41
And. 02:12:44
Move on. 02:12:46
To the recommendation at 7:42. 02:12:48
And so. 02:12:52
Council members, you have the recommendation in front of you. 02:12:53
Is there a motion and a second? 02:12:59
Move to approve the recommendation. 02:13:01
Second, great. Thank you. 02:13:04
And before we take the vote, we'll move to discussion. 02:13:06
Anyone have comments or discussions? Now's the time. 02:13:10
Councilmember Comma. 02:13:15
You forgot. 02:13:17
Oh, you made them? OK, great. 02:13:19
OK, go right here. 02:13:21
Yeah, it was good to hear the back story of. 02:13:22
Of how the Banana Festival was founded, so I know Mr. 02:13:25
Commissioner Ramirez is gone, but. 02:13:28
Thankful for the. 02:13:31
The back story. 02:13:33
And how the pronounced? 02:13:34
Banana Festival got. 02:13:35
Got started here in Ventura County or here in our beautiful city of Poor Way Nee. 02:13:37
That's it. Thank you if there's nothing else, Madam Clerk. 02:13:42
OK, Councilmember Gama. 02:13:46
Yes, Councilmember Hernandez. 02:13:49
Yes, Council member Press. 02:13:52
Yes, Mayor Pro Tem Lopez. 02:13:54
And Mammary Shaw. 02:13:56
Yes, motion passes unanimously. 02:13:57
Great. Thank you. 02:13:59
And thank you, staff, for the report. We'll move to item number 14. 02:14:02
Adopt A resolution granting Plan Development permit number PHPD Dash 25-1 to allow modification to the Boys and Girls Club of 02:14:06
Greater Oxnard and Port Hueneme, located at 590. 02:14:13
E Pleasant Valley Rd. and find the event. 02:14:19
Exempt from? 02:14:23
Sequel Madam Clerk, do you have the proof of publication as required by law in the complete file? 02:14:24
Of reports and exhibits. Yes, Madam Mayor. 02:14:29
Great, thank you. Will staff please present the report? Hello, good evening again for your consideration as the Boys and Girls 02:14:32
Club of Greater Oxnard Pro Anime plan development PHPD 25-1. 02:14:38
So the project requests and sequa determination. So the Boys and Girls Club is located at 590 E Pleasant Valley Rd. with a zoning 02:14:45
designation of general Commercial C1. 02:14:50
The request is to issue a planned development permit. One was not awarded at the time that the Boys and Girls Club went into the 02:14:55
existing site and so now in order to remediate that and be able to meet the following items, they would subsequently need a 02:15:01
planned development permit, which is why it's being considered tonight. 02:15:08
That is for administrative relief of required parking via parking shared agreements to improve outdoor program and safety for the 02:15:14
club. 02:15:18
Enhance Ada accessibility and sign functionality. 02:15:23
And remodel the exterior of the building and the site. 02:15:25
SQL determination is that this project is going to be exempt from SEQUA subject to 215301 class one as there is no expansion of 02:15:28
use. 02:15:32
The project is light and accessory to the main developed site, so no further environmental review would be required. 02:15:36
The location narrowing in as can be seen at 590 E Pleasant Valley Rd. It is just north of where we are sitting today. 02:15:44
Adjacent to Richard Bart Elementary School along Evergreen Lane and then poor Wayne Amy. 02:15:50
Site improvements include a playground area which would be crafted from the back of house where there is a. 02:15:58
Right now, a rear parking lot the this request would call for the secure of that area by perimeter fencing and installation of a. 02:16:05
Playground in the back. 02:16:16
The front yard area that currently has landscaping would also be fenced off and that would create another area for kids to 02:16:17
congregate in a safe manner. 02:16:21
Parking and accessibility. There's going to be slurry seal and restriping, removal of 6 parking spaces, and an additional ADA 02:16:26
stall to meet current building codes. 02:16:30
These site improvements that will mainly be seen is going to be new CMU walls along with. 02:16:36
Perimeter see through fencing to secure the site, replace walkways and have new post mounted lighting to provide better visibility 02:16:41
at night. 02:16:45
Landscaping would be another major component of this request then. That is to remove 3 trees the applicant has agreed to replace 02:16:50
with five, so we're gaining an additional 2 trees. 02:16:55
There will also be substantial general planting improvements on the site that will be referenced in the next slides. 02:17:00
Other things to consider is that City Council. 02:17:07
Approval is required to enter into a shared parking agreement and operations plan for reduction and required off street parking. 02:17:11
Luckily, the Boys and Girls Club is adjacent to another public agency owned by the Winnie Me Elementary School District, more 02:17:19
specific, the Richard Bard Elementary School. 02:17:24
There has been. 02:17:30
Approved shared parking agreement both both the club and Winnie Me Elementary School District. 02:17:32
That covers shared parking access as well as reciprocal easements for driveway entrances to both of the shared parking areas. 02:17:38
For weekday use events and overflow parking. 02:17:47
And uh. 02:17:51
With their parking study, this does reflect the need to go ahead and approve the required off street parking subsection, code PHMC 02:17:51
10301-B6. 02:17:58
To allow for reduction in parking. 02:18:04
And another thing to highlight is that based on the operational schedules, luckily the school would operate in the morning and 02:18:07
then in the evening hours, the club would then use the unused parking spaces. 02:18:13
Table one further shows the non conflicting schedules that exist and the school is not entering into any. 02:18:19
Year round school or summer school that would prohibit them from using it. 02:18:28
During summer or at other peak hours. 02:18:32
And then further a condition of approval 6 ensures that there is a plenty of parking, that it's adequately parked at all times of 02:18:36
the year. 02:18:40
Narrowing in on the actual goodies of this new improvement, to the left you'll see the site plan. Shadowed in purple is the new 02:18:46
expansion area. 02:18:51
Down at the lower. 02:18:56
Corner, you'll see that that's where the playground equipment is going in the removal of the six parking spaces that will be 02:19:00
fenced off and there will be a wall that's located along the back. 02:19:04
And then in the front with that hashing of light purple along Pleasant Valley Rd. on the north side of that exhibit. 02:19:09
You will see that there's going to be substantial improvements including perimeter and. 02:19:17
Landscaping improvements which are on the right side there. 02:19:23
The intent also is that there is mature trees and as they fail they will be replanted with this new tree species seen there in the 02:19:26
purple. 02:19:30
The existing tree is seen on the right side there the green tree. 02:19:35
So far they've been healthy, but as with most trees in Port Hueneme, the health sort of continues to deteriorate as some of them 02:19:39
are past their lifetime. 02:19:43
These are the project renderings, so the first one on the top shows exactly what that will look like looking S when you're driving 02:19:48
or walking on Pleasant Valley. 02:19:54
So again, there is going to be shrubs that break up that perimeter landscaping, There's going to be trees installed to provide 02:19:59
some pedestrian shade. 02:20:03
And then along the back of house will be the playground fenced in back there. 02:20:07
Fiscal impact. The city did not fund this, so there is none. 02:20:14
Strategic consistency touches on 2 pillars, optimal levels of service for residents and businesses. That is, to support and 02:20:19
establish programs and events that create a strong sense of community and pride in a connection to our history and our heritage. 02:20:25
And innovation and opportunity to invest in new programs and technologies to strengthen our economy and attract innovation. 02:20:32
It is now recommended that the City Council adopt the resolution that conditionally approves planned development PHPD 25-1 and 02:20:40
find the project to be characterically exempt from Sequel. 02:20:45
I'm available for. 02:20:51
Future questions. 02:20:52
However, the applicant has requested to make their own presentation so Aaron at room the Boys and Girls Club executive chiefs off 02:20:54
chiefs officer. 02:20:58
Is going to go over her own presentation. 02:21:02
And she's joined by Lizette Elena as the project architect. 02:21:07
Good evening everybody. Thank you so much for allowing us some time to talk to you about our very exciting project. 02:21:12
Happening at our port waiting me boys and Girls Club. 02:21:19
So I'm Erin Antrim, CEO of the Boys and Girls Clubs of Greater Oxnard in Port Wayne. 02:21:21
And this is Lizette Elena from Era Architects, and she's the architect on the project. 02:21:26
So you've seen some of these renderings. 02:21:31
Do you advance or? 02:21:34
Thank you. 02:21:36
You've seen some of the renderings, but I did want to just show you some very up-to-date photos. I know several of you were at 02:21:38
our. 02:21:42
Groundbreaking wall smashing. 02:21:45
Construction is well underway the project and it's very exciting for the community. 02:21:48
And I'll just go over. 02:21:55
Just some very high level things around the entire project, not just the exterior. 02:21:57
So it's a $2.5 million investment that our communities of Oxnard and Port Ranimi made into. 02:22:02
This boys and Girls Club which will be reopened. 02:22:09
As the premier America Boys and Girls Club. 02:22:12
And it's going to expand services. 02:22:15
For not only the youth, but the community as well. 02:22:17
This renovation will allow for expanded capacity for academic support, leadership, and after school programs, and the safe and 02:22:20
upgraded clubhouse will serve as a hub for youth engagement. 02:22:26
For all young people in the city of Port Hueneme and you can see those of you who have been to the Boys and Girls Club, you can 02:22:33
see this is the rendering for the newly designed games room. 02:22:38
And just to the left is a state-of-the-art E Sports Lab. 02:22:43
So here are some of the key renovation features for the project. 02:22:47
An advanced STEAM lab. So we have this at our 5th St. location and we're happy to bring it to our Port Rainy location. It's a 02:22:52
college and career ready STEAM Innovation Center. 02:22:57
And it's really there to foster innovation and learning and science, technology, arts and math. We've selected modules that are. 02:23:03
Tied to industries in our community, so a lot to do with the military. 02:23:12
Flight Technology. 02:23:17
Drone technology, those types of things. 02:23:18
And it's really cutting edge. 02:23:21
Programming. Umm. 02:23:23
For young people in our community and then an E sports lounge so this. 02:23:24
Engages young people in digital competition. 02:23:30
And teamwork with advanced gaming setups. 02:23:32
And an Art Room which has always been kind of a pillar of the Boys and Girls Clubs of Port Hueneme. 02:23:35
We're going to offer a variety of high quality arts experience such as digital, visual, applied, literary and performing arts. And 02:23:41
then you can see here facility improvements include programs, upgraded program spaces. 02:23:47
Community rooms. 02:23:53
Enhance safety for our young people inside of the building. 02:23:55
New place structure and renovated parking. 02:23:59
So typically there has been no outdoor usable space at this club. 02:24:02
Here are some of the funders that help support this. You know is a $5,000,000 campaign. 02:24:09
Which Boys and Girls Clubs started in 2019? 02:24:14
And $2.5 million of it. 02:24:18
Probably a little bit more because we need a new roof. 02:24:21
Is going to be for the Port Rainy Me Boys and Girls Club, and here's some of the people who have helped support these efforts. 02:24:24
We're hoping to have about 120 daily participants. 02:24:32
And observe about 450 youth annually. 02:24:36
We are building a multi-purpose room inside of the club so that we can hopefully host community meetings, community events, those 02:24:39
types of things as well. 02:24:44
And if you could see if you know what the Boys and Girls Club look like just. 02:24:49
Six weeks ago, seven weeks ago, it looks very different. 02:24:52
And so. 02:24:56
It really just supports the city's strategic plans, which Jose went over earlier, and this really is. 02:24:58
The city of Port Hueneme sold us this building for a dollar back in 2014. 02:25:08
And I was a newly hired CEO at that time. 02:25:13
And I thought I need to make a promise to the community of Port Hueneme. 02:25:17
This building is old. 02:25:23
You know, it was built sometime in the late 60s, seventies. 02:25:25
And our kids of Port Hueneme deserve better. 02:25:29
And I made that promise to the community back in 2014, and now the dream is coming to reality. So we say promises made, promises 02:25:32
kept, and we're really appreciative of your support. 02:25:38
Of this project. 02:25:44
You can see Project Kickoff. 02:25:46
We did the groundbreaking on June 13th and. 02:25:48
And upgrades. Interior started July 1st. 02:25:52
And we're hoping with the permit. 02:25:56
Being approved that we'll be able to start exterior upgrades and Anderson Construction is managing the build. 02:25:58
Ensuring phase coordination with very minimal disruptions. 02:26:05
At this point. 02:26:09
So that's it. I don't know if you have any questions for either myself or Lizette. 02:26:10
Are there any questions? 02:26:17
Go right ahead. 02:26:19
Thank you for being here tonight. Thank you for your presentation, all the work you're doing we talked a few days ago about. 02:26:21
How wonderful this is going to be for our community. 02:26:28
I had a question, however, about the trees. 02:26:33
With the trees that you're removing, are going to. 02:26:35
Are they're fully grown there's like. 02:26:38
Removing how many? 02:26:40
33 and are they going to be replaced by fully grown trees? They're going to be I don't they're fully grown they're just kind of on 02:26:42
a smaller scale or scale, but they'll. 02:26:46
Yeah. 02:26:51
Those trees, unfortunately, are doing a lot of damage to the plumbing of the building and. 02:26:52
The sidewalks it's not. It's creating an unsafe environment because the. 02:26:57
The roots are pulling up the. 02:27:02
The sidewalks. 02:27:03
Understood. OK. Thank you. 02:27:04
Yeah, if I, if I could, Council Member Hernandez. So when we did our landscape design guidelines, we made it a point and so did 02:27:07
our architect or landscape architect that when we would be replacing trees, they would be in smaller scale because they have more. 02:27:15
Opportunities for growth and establishment. So going forward with all of these, we basically go back to 24 inch box trees in order 02:27:24
for them to hit their peak maturity at some point and it's usually a 20 year lifespan when they get there. So that's kind of. 02:27:32
I mean, yeah, it's I'm with you as far as like we're losing canopy and whatnot. 02:27:39
But in order for the trees to really thrive and. 02:27:43
You know, mature. They have to be in a smaller scale. 02:27:47
Yeah, very good. Thank you. 02:27:50
All right, Yeah. 02:27:52
I have two questions. 02:27:54
So at Richard Bart Elementary when? 02:27:57
When the school. 02:27:59
Is. 02:28:01
When the when the classes are over, a lot of schools here in Ventura County, they walk over to the Boys and Girls Club. 02:28:02
Have you guys thought about? 02:28:10
Putting a crosswalk from the school to. 02:28:11
The Boys and Girls Club so that there's a designated walkway. 02:28:15
We have not, but that's a good idea. I mean, it's a shared parking lot. 02:28:19
Right now we have staff that go over and pick up the kids and walk them back. It's a walking program. 02:28:24
But that's a good idea. 02:28:30
Just because there's a lot of traffic going in and out of there when the schools. 02:28:32
It's very busy. 02:28:36
Coming out and it's real busy there. It would be just just the thought. 02:28:37
The other thing? 02:28:41
Wine Me High School has a robotics team. 02:28:43
So this would to me this is a good seed program that actually will translate to them going to high school. 02:28:47
So it would be good to like coordinate with. 02:28:54
Juanema High School, their team lead. 02:28:57
I I got his contact info I could. 02:29:01
I can share with you. Give me your card, I'll share it with you. 02:29:03
That's all I got. Great. Thank you. Any other questions? 02:29:06
All right, no other questions. OK, let's move on then. 02:29:10
Umm. 02:29:15
So we'll now open the public hearing and take public comments. 02:29:16
The time is now 758. 02:29:20
Madam Clerk, are there any public comments? 02:29:22
No public comments for this item. 02:29:25
All right, then we'll conclude the public input. 02:29:27
And now close the public. 02:29:30
Public hearing at 7:59. 02:29:33
And so can we put the slide with the recommendations? 02:29:35
That's OK, I'll read them. 02:29:41
So we had before us recommendation to adopt the adopt the resolution. 02:29:43
Approving planned development permit number PHPD 25-205-1 Boys and Girls Club. 02:29:48
Of Greater Oxnard in Port Hueneme and #2 find the project. 02:29:55
Special use permit PHPD dash 25 dash. 02:30:00
One, to be categorically exempt from sequa and to take such. 02:30:04
Additional related actions that may be desirable. 02:30:08
If there are no additional. 02:30:12
Actions can I get? 02:30:16
Motion on items number one and two, I'll make a motion to adopt the Resident resolution granting Plan development permit number 02:30:18
PHPD. 02:30:21
25 One. 02:30:25
Second, great. Thank you. 02:30:27
So now is the time for discussion. Does anyone have any? 02:30:30
Comments any? 02:30:34
I just wanted to add to my my comments to the Boys and Girls Club and to Aaron for thanking them for their good work and. 02:30:35
And to. 02:30:42
Umm. Note that this is. 02:30:44
One more step. 02:30:46
Toward making our community a desirable and attractive place to live and it's also comes with an economic. 02:30:47
Development benefit. 02:30:56
For for us in that. 02:30:58
It's a draw. 02:31:00
It's a draw for residents to come and spend time in Port Wine me. 02:31:01
And people from South Oxnard as well, right? 02:31:07
Yeah. So, OK. 02:31:10
That's great. And I'll just say. 02:31:11
Like Councilmember Hernandez said, it's just so exciting to see. 02:31:14
The. 02:31:19
Umm, just the difference that that building is going to make on Pleasant Valley Rd. And while we're excited, I'm sure your staff 02:31:20
is very excited. I'm sure the children. 02:31:25
Are excited so thank you so much for all that you do in support of the city of Port Wyoming. We thank you. 02:31:31
OK, Madam Clerk. 02:31:37
Do you have anything? 02:31:39
Quickly. Umm. 02:31:41
I heard a motion. 02:31:42
To adopt the resolution, but we also need to make sure we're. 02:31:43
Approving recommendation to to find the project exempt from sequence. So I just want to make sure that we did, yeah. 02:31:48
OK. So both we'll include that, OK. 02:31:55
OK comment. 02:31:59
Yes, go right here. 02:32:00
I just want to. 02:32:01
I just want to. 02:32:02
My comment is this, you know, $5 million. 02:32:03
In donations from our community. 02:32:05
Wow, that's. 02:32:09
That's. 02:32:11
Thank you for spearheading that and. 02:32:13
This this collaborative is. 02:32:17
Is just so beneficial for our community just to see the amount of people that actually showed up. 02:32:20
And just. 02:32:25
You know these donations came in from. 02:32:27
All over Ventura County, so. 02:32:29
We, we appreciate that and thank you for spearheading that. 02:32:32
Great. Thank you. So we have before us a motion and a second Madam Clerk. 02:32:36
Please take a walk or vote please. 02:32:40
Councilmember Goma. 02:32:42
Yes, Councilmember Hernandez. Yes. 02:32:45
Councilmember Perez, Yes. 02:32:48
Mayor Pro Tem Lopez. 02:32:49
Yes, and mammary. Quinlan, Shawn. 02:32:50
Yes, motion passes unanimously. 02:32:52
Great. Thank you. We'll move on to business item number 15, Second Amendment to the employment. 02:32:54
Agreement for City Manager James Vega. 02:32:59
Will staff please present? 02:33:03
The report. 02:33:05
Thank you, honorable Mayor and council members. Mr. Vegas asked that I do this presentation given that. 02:33:07
It's his contract. 02:33:13
You have before you for your consideration this evening a proposed amendment #2 to. 02:33:15
Mr. Vegas contract. 02:33:20
The Basic Amendment. 02:33:21
Request is to extend his contract for an additional two years. 02:33:23
Because of current budgetary restraints, right now, Mr. Vega has agreed to basically forego any cost of living or merit. 02:33:27
Increases. 02:33:34
You had a. 02:33:36
Performance reviewed back on July 14th. 02:33:38
The results of that review or satisfactory performance and so he's requesting A2 year extension to his current contract. 02:33:40
As for your consideration ceiling. 02:33:46
Great. Thank you. 02:33:50
Does Council have any questions? 02:33:51
Just questions at this time. 02:33:54
Any questions? 02:33:57
All right. Are there any public comments? 02:33:59
No public comments. 02:34:04
Great, so we have before us a recommendation to approve the proposed Second Amendment to City Manager James Vegas employment 02:34:05
agreement and authorize the mayor to execute the amendment upon council approval. The amendment extends the term of City Manager 02:34:11
Vegas and. 02:34:16
Employment contract by two years. 02:34:21
And at the city manager's request for going cost of living. 02:34:24
And merit adjustments. 02:34:28
At this time. 02:34:30
While the city continues to address budgetary constraints, do I have a motion and a second? 02:34:31
Some proof second. 02:34:38
Great. Are there any discussion or comments? 02:34:41
I have a comment. 02:34:46
City Manager. 02:34:48
Just know that what you are doing now is. 02:34:51
Admirable. 02:34:54
And it is leading by example. 02:34:55
And so I appreciate. 02:34:58
While. 02:35:00
We understand. 02:35:02
Why we're here? 02:35:04
Umm, just think it for you to volunteer that for the sake of this city. 02:35:07
Is is Admiral, and I want everybody to know that. 02:35:13
Yeah, I want to thank you for your service. 02:35:18
Very uh. 02:35:21
Productive. 02:35:22
And I really appreciate the fact that you are leading my example and. 02:35:24
Foregoing any increases and we appreciate your work and look forward for. 02:35:29
Two more solid years. 02:35:33
Yeah. I just want to thank you. 02:35:38
James I know I ask a lot of questions and. 02:35:40
You always have the answer. 02:35:44
And uh. 02:35:46
Cities in good shape. 02:35:49
Considering. 02:35:50
Our budgetary constraints. 02:35:54
Thank you for for. 02:35:56
For being proactive on on. 02:35:57
On our approach. 02:36:00
Yeah. And I think I just want to follow, follow up with. 02:36:02
I don't know how many times I hear from our residents. 02:36:06
Just the pleasure of or the being so pleased about our city. 02:36:11
And all the things that we have done and all the progress. 02:36:17
That we have made and the communication. 02:36:21
That. 02:36:24
Our city is now seeing. I remember when I was running for City Council, that was. 02:36:25
One of my platform is to ensure that. 02:36:29
A community felt connected. 02:36:32
Right. And I think that's something that you have done a great job at. 02:36:35
Our residents. 02:36:39
Know that you are a Callaway. 02:36:41
Even though we don't want them to call you. 02:36:43
All the time, but they know that you're one call away and they know they'll get a response from you. And I just thank you for all 02:36:46
that you've done for the city. 02:36:50
And I think a lot of what we're doing in the city today is attributed to your work. 02:36:54
And your understanding of how cities work and your ability to look at. 02:36:59
Information. 02:37:03
And, you know, see things and that's not a skill that everybody has. And so I do appreciate you you so much. And so if there's 02:37:06
nothing. 02:37:10
Big councilmember yes, so so early in your career you have a wealth of knowledge that's. 02:37:15
Amazing compared to others. 02:37:20
Who have more experience than you? 02:37:23
And you recently attended an event. 02:37:25
And somebody made a post about it and about. 02:37:27
How helpful you are and the information you gave and how? 02:37:30
They were so happy to have a Senate manager. 02:37:34
That you know the event I'm talking about. 02:37:37
The umm. 02:37:40
Ventura County. 02:37:41
Realtors Association. 02:37:42
So I appreciate. 02:37:43
What you do for a community and the answers that you give, the information you provide, and dealing with all five of us. 02:37:45
Which I'm sure is always fun. 02:37:52
We appreciate you and we thank you for wanting to stick around for another two years. 02:37:55
And we look forward to working with you. 02:37:59
I'll just say Ditto to that all and I also heard over the weekend. 02:38:02
That she did a great job representing the city at the Realtors Association. You. 02:38:06
You held your ground standing next to Santa Paula, who's got lots of space to develop and grow and but you made your mark, so 02:38:12
thank you for doing that. 02:38:16
And thank you for all you do. 02:38:21
Great. If there's nothing else, we have a motion and a second. 02:38:23
So, Madam Clerk, please take a vote all in favor. 02:38:26
Aye, all opposed. 02:38:30
Hearing none, motion passes unanimously. 02:38:32
Great. Thank you. 02:38:35
We're going to move to item number 16, City Council requests for letter of support for the Ventura County Board of Supervisors 02:38:36
Immigration resources. 02:38:40
Item and direction regarding related matters. Will staff please present the report? 02:38:44
Thank you. 02:38:52
Bear with me, this items a little bit. 02:38:54
Strange. 02:38:56
Thank you. 02:38:58
Not how we. 02:38:59
Maybe normally do things so I'll be talking about. 02:39:00
Some things we've done and then sort of ratification now and. 02:39:04
Try to keep it. 02:39:09
Clear, but at our last council meeting. 02:39:11
At that time. 02:39:14
The county had. 02:39:15
Scheduled a Board of Supervisors meeting that was going to occur. 02:39:17
Following. 02:39:22
Our last council meeting. 02:39:23
And at that Board of Supervisors meeting, the Board of Supervisors was going to consider an item. 02:39:25
That included. 02:39:30
Several steps related to providing resources or information. 02:39:32
Related to those. 02:39:37
Impacted. 02:39:38
By some of the current immigration activities. 02:39:40
Immigration related activities. 02:39:43
And so. 02:39:45
The Council unanimously voted to put an item on this agenda to support. 02:39:47
To consider supporting. 02:39:53
And issuing a letter of support to. 02:39:54
The county for that meeting? 02:39:57
Well, because the counties. 02:40:00
Meeting in the county's vote was held last week. 02:40:01
It's a little bit. 02:40:05
Strange, like I said. 02:40:07
Essentially what we have done as a city is we have gathered some information about what the county is doing and we've gathered. 02:40:10
Some information about some. 02:40:17
So what got approved, what didn't get approved, and what? 02:40:19
Options are out there. 02:40:24
And so there's we'll provide some of that information and then we'll also ask the council to retroactively approve. 02:40:26
Because the Council had. 02:40:33
Asked for an item to be on the agenda. 02:40:34
We had drafted a simple letter. 02:40:36
Of support. 02:40:39
Citing our legislative platform. 02:40:41
With a focus on. 02:40:44
Providing resources to local residents, local community members, which is something the city generally is supportive of. 02:40:46
But but we're asking the Council to essentially consider. 02:40:52
Ratifying that letter. 02:40:57
Also, although the item. 02:40:59
Passed in the vote Passed. 02:41:01
By doing that, the Council could decide whether they would take that position if there were future votes. 02:41:03
On the same matters. 02:41:08
But we'll start with. 02:41:11
So, so that was kind of big picture. 02:41:14
Looking more at the detail. 02:41:16
The Board of Supervisors had. 02:41:17
Their meeting on August. 02:41:20
12th and 20. 02:41:21
They had extensive public testimony over those two meetings. 02:41:23
As I said earlier, we drafted a letter of support based on our legislative platform focused on supporting resources for local 02:41:27
community members. 02:41:30
Also in this packet. 02:41:35
We had got information from the county. 02:41:37
VCCF which? 02:41:39
Essentially the. 02:41:41
Fundraising arm The county had created Ventura County Community Fund and they are starting a neighbor Support fund, which is a 02:41:43
humanitarian fund. 02:41:47
For any humanitarian needs locally moving forward. 02:41:51
The neighbors are the. 02:41:57
The Neighbors Support Fund. 02:41:59
And VCCF have asked. 02:42:01
Cities to sort of endorse. 02:42:03
And help get information out about those fundraising efforts. So that item is also included as part of this agenda item. 02:42:05
When the county held their vote. 02:42:13
There were some items that failed. 02:42:15
To receive the needed for one vote, it had to be a four one vote to pass and so it. 02:42:18
Had a three two vote but that wasn't enough to pass. 02:42:23
So the items that failed was although the county. 02:42:26
Their fundraising arm is VCCF. 02:42:30
VCCF has created this neighbors Support fund. 02:42:33
The county was considering that day, giving $250,000 towards. 02:42:36
Towards a legal defense fund. 02:42:41
That failed. 02:42:43
Again, by a three, two vote. Didn't have the 41 supermajority needed. 02:42:45
Also, I think in a nutshell, the items that failed were the really the monetary impacting items. And so the second piece that 02:42:50
failed was the $1.3 million a year budget adjustment to hire seven additional public defender staff for immigration related items. 02:42:58
So again, that filled by a three, two vote not having the supermajority. 02:43:06
And the main reason, obviously we're paraphrasing, but watching the meeting, the main reasons. 02:43:10
Cited by the board. 02:43:16
Budget concerns about taking on new monetary. 02:43:18
Items on a time where they're. 02:43:21
I would say at this point most agencies in the county are watching their budgets closely and sort of tightening their belt 02:43:23
buckles. 02:43:26
And so they cited concerns related to the budget and then also felt that the federal government should be the agency that's 02:43:29
responsible for the. 02:43:33
Taking on some of these matters. 02:43:38
Which is always interesting because for us is. 02:43:40
Like sort of that. 02:43:42
Government. 02:43:44
Of federal government to state government to county government to city government. 02:43:46
A lot of times we're saying the cities can't solve all these problems. 02:43:51
That are really, you know, high level problems. 02:43:54
So it was interesting to hear the county's perspective on this was that this really should be a federal issue. And so they 02:43:58
essentially were saying it needs to be solved at a higher level as well. 02:44:02
So, so those items failed. What passed was they are moving forward with their training initiative. 02:44:07
And so there. 02:44:14
Approved The Board approved to the development of training for county staff who may interact with federal immigration enforcement 02:44:15
with the goal of improving awareness, consistency and sensitivity and handling encounters with ISA related agencies. 02:44:21
Based on the conversation tonight. 02:44:29
Thought that we had is that we can try to reach out to the county and and sort of piggyback off of those efforts and try to get 02:44:32
some of those same. 02:44:35
Materials and have consistency. 02:44:39
With the agencies in the county. 02:44:42
Having the same information. 02:44:44
And then the second item although the. 02:44:47
$250,000 Contribution to the VCCF. 02:44:49
Ventura County Neighbor support Fund failed. 02:44:53
The county is. 02:44:56
Has moved forward with. 02:44:58
Having that Ventura County Neighbors Support Fund and that is still an opportunity. 02:45:00
Really, I think the idea is really to. 02:45:05
Allow. 02:45:08
Community members to come together. 02:45:09
If they choose to. 02:45:12
Support this. 02:45:13
Fund. 02:45:15
Which will be able to provide humanitarian assistance for families and workers facing urgent needs and community challenges. 02:45:16
And I know from talking with. 02:45:22
With the Vanessa Bechtel from VCC. 02:45:24
This is really intended to be a humanitarian fund for the county moving forward, no matter what the challenge is. So it's really 02:45:27
not intended to be political or or any of that. 02:45:32
It's just. 02:45:38
That is being created. 02:45:40
To help families in need when they're in need, sort of regardless of what that reason may be. 02:45:42
And I will remind everybody, I think having Patrick. 02:45:48
Today, Patrick Maynard here was helpful because. 02:45:51
We actually partnered with VCCF. 02:45:54
To do something similar on a smaller scale and create that. 02:45:56
Fundraiser locally. 02:46:01
That helped with the families impacted by the storms. 02:46:02
And it ended up. 02:46:06
Resulting in. 02:46:08
I think almost 100 of our impacted community members getting thousand $1000. 02:46:10
Donation to help them recover. 02:46:17
And so. 02:46:20
We saw first hand. 02:46:23
The difference that makes and. 02:46:24
I think one of the goals for us is. 02:46:26
We just want to make sure people are aware that that is sort of an official fundraiser that's out there at a county level that's 02:46:29
operating across the county. 02:46:33
And. 02:46:38
And that, we know has helped in the past and is. 02:46:39
Is trying to put together this. 02:46:43
Platform to be able to help again in the future. 02:46:44
So on this slide. 02:46:48
We list the types of relief that are can be provided by the fund. It includes food security such as groceries, meal programs and 02:46:50
nutrition support. 02:46:54
Transportation assistance such as gas cards, bus passes and emergency travel. 02:46:58
Housing and shelter. 02:47:02
Education and childcare, such as support for students, after school programs and childcare services. 02:47:04
Workforce aid and nonprofit and school support. 02:47:10
Those are all types of relief provided by. 02:47:14
The Ventura County Community Foundation. 02:47:17
And one of the things that we learned during that situation with the storm was that they the VCCF already has really a good 02:47:20
network and coalition that includes. 02:47:26
Many key. 02:47:31
Partners such as the county of Ventura, the Ventura County Office of Education, EDC VC, League of Women Voters, Mccune Foundation 02:47:32
and the. 02:47:36
Ventura County Credit Union and others. 02:47:41
And they're led by an advisory committee of community leaders for transparency and accountability. 02:47:43
With 100% of donations going directly towards relief efforts. 02:47:48
And so included with the agenda. 02:47:52
Where we're asking the council to confirm and sort of authorize, although it is. 02:47:55
A little retroactively, the letter of support to the Board of Supervisors. 02:48:00
We're also recommending that the Council consider whether to endorse the. 02:48:05
The VCCF fund. 02:48:08
The Ventura County Neighbors Support Fund. 02:48:10
I have of course. 02:48:13
I met with VCCF and I thank them for their help in the storm. 02:48:15
And we talked about this. 02:48:22
And I did note that. 02:48:23
With our tight budget right now, I don't anticipate that the city. 02:48:25
We just don't have. 02:48:29
Discretionary funding. 02:48:30
This year to be able to. 02:48:32
Put towards this, but having that conversation with VCCF I was. 02:48:35
Assured by Vanessa that. 02:48:40
The support of. 02:48:41
The city of Port Hueneme saying that they support these. 02:48:43
This fundraiser. 02:48:47
Is a benefit to BCCF and that that on its own. 02:48:48
Has value. 02:48:52
So we've. 02:48:54
We recommended that Council consider those two items. 02:48:55
And then also was. 02:48:59
The direction to staff to to. 02:49:01
Reach out to the county to try to coordinate. 02:49:04
That training and informational materials. 02:49:08
Item that that the county did approve so. 02:49:11
So with that, I think we may. 02:49:15
Have a VCCF representative? Yeah, I thought so. 02:49:17
Did you feel like you needed to add anything to that? 02:49:22
OK. 02:49:26
If I missed anything. 02:49:27
Much like. 02:49:30
The Boys and Girls Club I was established in the 1960s but have not been refurbished. 02:49:31
I want to just thank you very much. 02:49:37
For umm. 02:49:42
Looking at. 02:49:43
The potential of the support. 02:49:44
Of the Neighbor Support Fund. 02:49:46
We've made a slight change to it to call it the Neighbor Support Coalition. 02:49:48
And as the city manager rightfully talked about, it's so that we are prepared. 02:49:54
With VCC. 02:49:58
To have a coalition of folks. 02:50:00
Looking at both disaster relief. 02:50:02
And humanitarian relief. 02:50:04
And we come to you today really asking for your support so that we can put your name on the list of partners. 02:50:06
That is long and growing, and we understand. 02:50:13
By making it a coalition as opposed to just a fund. 02:50:17
That, of course, we'd always take some donations, but just know that we're here standing by for the county. 02:50:20
And Port Hueneme is incredibly important. 02:50:27
As a piece of that. So thank you very much. 02:50:29
Great, thank you. Does the Council have any questions? 02:50:32
For a city manager. 02:50:39
Um, being that we are. 02:50:42
Financially just. 02:50:44
Strapped. 02:50:46
Especially now we're going through labor negotiations and. 02:50:48
With the uncertainty of the future. 02:50:52
Would there be an opportunity in the down the road to consider? 02:50:55
Allocating monies from the Community Benefit Fund. 02:51:00
Has a donation toward the. 02:51:04
I think. 02:51:09
It's possible. 02:51:10
I guess I can answer it this way because obviously Council is aware. 02:51:12
That. 02:51:15
The allocations have to be approved by both the port and the city. 02:51:16
But I don't see any reason why the city wouldn't. 02:51:20
Be able to propose that. 02:51:22
OK, great. Thank you. 02:51:23
Any question? Any other questions? 02:51:27
So, city manager. 02:51:30
Can you just state again? You mentioned 2 actions, can you just state those two again? 02:51:31
Yeah. So I think it's. 02:51:37
I sort of snuck 1/3 in there, so I'll try to. 02:51:39
To summarize those so. 02:51:43
1 is. 02:51:45
Sort of ratifying the letter of support to the Board of Supervisors. 02:51:46
Which? 02:51:50
Really the only impact that has is that it means that if that comes up again, we. 02:51:51
We can, yeah, it's good, for the record. And then also that if the topic came up again, we could submit it. 02:51:57
So 1 is ratifying the letter of support. 02:52:03
2nd is Endor. 02:52:06
Endorsing the Ventura County Community Foundation's neighbor support. 02:52:09
Coalition. 02:52:13
And 3rd would be directing staff to coordinate with the. 02:52:15
County of Ventura regarding training and informational materials authorizing us to be able to do that. 02:52:19
OK. 02:52:28
Madam Clerk, do we have any public comments? 02:52:30
Yes, we do. 02:52:33
1st is Lori Haskins. 02:52:35
And that would be followed by Sarah Wachowski. 02:52:40
Good evening. 02:52:45
My name is Laurie Haskins, and I'm here as part of the 805 Immigrant Rapid Response Network. 02:52:47
And 805 Undocu Fund. 02:52:52
We are here tonight to urge the council to allocate city funding. 02:52:55
For immigrant. 02:52:59
Legal services and humanitarian aid. 02:53:00
This funding will directly support families impacted by immigration enforcement. 02:53:03
Ensure they have access to due process. 02:53:08
Instability. 02:53:11
Port Riney, ME. 02:53:13
Has nearly 60%. 02:53:15
Of its residents identify as Hispanic or Latino. 02:53:17
Immigrant families are. 02:53:20
Central to the city's neighborhood, schools, workforce and culture. 02:53:23
Immigrant workers, including undocumented residents. 02:53:28
Are vital to the port's economic and agricultural. 02:53:31
And service industries. 02:53:35
Their labor and spending generate millions. 02:53:37
For that local economy. 02:53:40
Yet they remain. 02:53:42
Excluded for many basic. 02:53:43
Protections. 02:53:45
On July. 02:53:48
One of the California's largest immigration enforcement operations devastated families across Ventura County. 02:53:50
While most of these apprehended lived in. 02:53:56
Oxnard Many had family ties to the community and roots here in Port Rainy, ME. 02:53:59
Some families are still struggling without access to immigration attorneys. 02:54:03
Leaving them vulnerable. 02:54:07
To permit permanent separation. 02:54:10
As a city with the majority of Latino population, port rhinemia has both. 02:54:13
The responsibility. 02:54:17
And the opportunity to stand with immigrant families. 02:54:19
Allocate funding for legal services. 02:54:22
Ensure fairness, due process and dignity for our community members. 02:54:25
By dedicating resources to legal defense and humanitarian support, Port Rainy May can lead. 02:54:30
By example and protect the. 02:54:36
Who are the heart of this community? 02:54:39
Thank you. 02:54:41
Thank you. 02:54:43
Good evening, Mayor Liquid. 02:54:57
McLean, Leon. 02:54:58
City Council and city staff. 02:54:59
My name is Sarah Wilchesky and I am here as part of the 805 Immigrant Rapid Response Network and NATO Find. 02:55:01
At 8:05 and document. 02:55:07
Frankly, I'm angry. 02:55:09
I'm angry at the lack of action by our county supervisors. 02:55:12
Over the course of two meeting. 02:55:16
Over 100 people spoke in support of Supervisor Lopez. 02:55:18
Proposal. 02:55:22
For legal and education assistance for our immigrant neighbors. 02:55:24
And even more submitted written comments and signed on to the community letter in support. 02:55:28
I saw Councilmember Hernandez and. 02:55:33
Mayor McQueen Leon. 02:55:36
There in person. 02:55:38
I don't know want to thank you for. 02:55:39
Showing your support. 02:55:41
This in action by our county leaders. 02:55:45
Breaks the trust of our community. 02:55:47
Swift. Decisive. 02:55:51
And measure. 02:55:52
Measurable action will help rebuild that trust. 02:55:53
Please take action and support our vulnerable. 02:55:58
Friends. Neighbors. 02:56:00
And families. 02:56:03
Roughly 60% of point. 02:56:06
Population identifies as Hispanic or Latino. 02:56:09
This community is deeply tied to the city's neighbors. 02:56:12
Neighborhoods, schools, and economy. 02:56:16
Immigrant workers, including undocumented residents. 02:56:19
Are vital to the Port Rhinemi economy. 02:56:23
Agricultural and service industries. 02:56:26
While the majority of. 02:56:30
Those apprehended at Glass House on July 10th are Oxnard residents. 02:56:31
Many have family ties and community roots in port. 02:56:36
Many community members are still traumatized. 02:56:40
And some are still trying to get legal aid. 02:56:43
Two months later. 02:56:46
We ask you to take action for justice. 02:56:50
Equity. Umm. 02:56:52
And safety of your constituents. 02:56:53
We need. 02:56:57
We need the support. 02:56:58
Of four vulnerable community member. 02:57:02
Immigrant communities. 02:57:04
At every level of government. 02:57:06
The impacts of these policies. 02:57:08
Or felt at every level. 02:57:11
Especially locally. 02:57:13
Within your neighborhoods. 02:57:18
Your friends, your family. 02:57:20
We ask you to take action where our county leaders have failed us. 02:57:24
We urge you. 02:57:28
To allocate city funding for the immigrant legal services and humanitarian aid. 02:57:30
Thank you. 02:57:35
Thank you. 02:57:37
Odette Moran. 02:57:38
And that will be followed by Susanna Baron. 02:57:41
Good evening for my name is City Council. My name is sold it. 02:57:54
My pronunciation theirs and I recently moved to the city of Fort Wayne, ME from South Oxnard. 02:57:57
And getting to know the city of Port Hueneme in a more intimate level even though S Oxnard. 02:58:04
Is right next to Port Wayne, Amy and have grown up as these two cities as one. 02:58:10
And throughout my experience, it's been that a lot of our community here in Port, my name, me as in South Oxnard, is largely 02:58:16
immigrant and largely comes here with the hopes and dreams of a better future. 02:58:22
Now, as you may have heard, the County of Ventura has unfortunately decided not to do anything. 02:58:29
When it comes to the horrors that have happened to a lot of families that live. 02:58:37
In Oxnard and Port Miami and in this area. 02:58:41
In my daily life. 02:58:46
I see and hear from my personal. 02:58:49
Family members experiences and when I go to work. 02:58:53
I hear more the impact. 02:58:58
ACT is dense. The impact is here in both of our cities, which is why I come here today as a resident of Fort Wayne, me to ask you 02:59:00
to do more. 02:59:04
Our county has decided not to. 02:59:09
Thank you for adding here an agent. I seeing this conversation of this letter of support. 02:59:13
But now, knowing where our reality is, I think our city of port, we need me, needs to do. 02:59:19
What we can as a city. 02:59:24
Whether it be? 02:59:26
As folks have mentioned. 02:59:27
Setting aside funding for legal support for impacted families. 02:59:29
And or. 02:59:33
Holding these trainings within the city of Porto Nimi. 02:59:34
Ourselves, and here as a city, if. 02:59:38
The county doesn't. 02:59:41
Chose not to, but. 02:59:43
What reason is there for the city of port when you mean not to? 02:59:45
I think here today you have a choice to do more, whether it be training staff. 02:59:48
Whether it be doing more training system with community on safety. 02:59:53
But more importantly than anything, families need legal support, they need legal funding for this and having that. 02:59:58
Estate, you as a city of Fort Wayne, me to open up this conversation and talk. 03:00:05
Do this more to see how possible this is. They would mean a lot for a lot of your residents as well as so. 03:00:11
For so many families. 03:00:17
Will have these hopes and dreams. 03:00:19
So I come here to ask you. 03:00:21
Please do more than their county did. 03:00:23
And open up this conversation. 03:00:26
Thank you so much for your time. 03:00:28
Thank you. 03:00:30
Good evening, council and the public. Thank you so much for agendas in this item. My name is Susanna Canales Baron and. 03:00:38
I'm a volunteer organizer with 805 Immigrant Coalition. 03:00:46
My family is from Zacatecas. the US has pretty much said it is a do not travel state because. 03:00:51
Of the crime that has been documented yet. 03:01:00
When there have been people from Zacatecas seeking asylum in the US. 03:01:04
It is nearly impossible. 03:01:09
And that I just share that to show. 03:01:11
That these immigration policies. 03:01:14
Are nonsensical. There is no path forward. 03:01:16
Which is why. 03:01:19
We really rely on local leaders such as yourself to really. 03:01:20
Hold the hands of the community members that. 03:01:26
Are not asking for a handout but actually contribute to this community. This is not charity and I say that from experience because 03:01:28
my parents were undocumented. 03:01:34
We had such a difficult time, it was. 03:01:41
Horrific things that we experienced as a family. I myself dropped out of high school. 03:01:45
But with the support of the city that I lived in at the time. 03:01:52
I was actually able to get my GED, go to Community College. 03:01:56
Graduate summa *** laude from UC Davis and get a masters at Stanford. 03:02:00
And I will dedicate the rest of my life. 03:02:05
To bring my community here with me, the community that is too afraid to stand here. 03:02:08
We submitted a letter to the. 03:02:14
Board of Supervisors in Ventura County, almost. 03:02:17
If I remember correctly, was more than 500 signatures that were speaking in a unified voice. Please. 03:02:21
Leaders of our community. 03:02:31
Support us the way that we have supported you. We were so disappointed at the outcome of that meeting. 03:02:33
Which is why we come here to you, because we have faith that you are going to look within your hearts to. 03:02:42
Help the community that makes Port wine me so beautiful. Thank you so much for your time. 03:02:50
Thank you. 03:02:57
And then we have 1 written public comment, Mayor. 03:02:59
This is from Jeffrey Scarberry. 03:03:03
I'm requesting clarification regarding the public comment on this item by Councilmember Hernandez at the August 26th County Board 03:03:05
of Supervisors meeting. 03:03:09
Speaking to a large audience, she stated. 03:03:14
Quote On August 16th at the Port Hueneme City Council voted to support our immigrant communities. 03:03:16
Through the establishment of a county immigration legal defense fund and immigrant. 03:03:22
Defense unit and migrant education program. 03:03:27
In the interest of transparency, please explain how the Council vote was initiated and conducted on a Saturday and what the 03:03:30
results of the vote were. 03:03:34
The letter sent by City Manager Vega included in tonight's agenda packet does not mention a vote. 03:03:38
But rather references the city's legislative platform as a basis for supporting the proposed items at issue. 03:03:44
I would also note that some of the general positions reflected in the legislative platform. 03:03:50
Are subject to interpretation as to their application in certain specific circumstances. 03:03:55
Thank you and thanks to our City Clerk, Georgiana Alvarez. 03:04:00
That concludes public comment. 03:04:03
Great. Thank you. 03:04:04
All righty, let's see where we are. 03:04:08
OK, so we have before us. 03:04:14
Did I ask you if you all had any questions? 03:04:20
OK. Do you all have any questions? 03:04:22
Any questions at all? 03:04:26
Go, go right ahead. 03:04:27
Well, I did ask a question about. 03:04:28
Use of the Community benefit Fund. So we did have an opportunity to ask questions, OK. 03:04:31
But I have another one now that we're getting ready to. 03:04:36
To move toward a motion, and that is. 03:04:39
Where it says here in the recommendation to direct staff to coordinate with the County of Ventura with training and informational. 03:04:44
Materials. 03:04:51
Is this training and informational? 03:04:52
Materials intended for. 03:04:55
Our residents. 03:04:57
For the public. 03:04:59
Umm, and our employees. 03:05:00
Or is it? 03:05:03
For just. 03:05:04
The public, yeah. 03:05:05
Our intent with that is. 03:05:07
Seeing if. 03:05:11
Based on their emotion of their. 03:05:12
And what got approved at their meeting is seeing if we can. 03:05:15
Get the same information and if we can sort of pool resources and our hope is that there's both training and inform. 03:05:18
Training materials for internally for staff and then also informational materials that we could also share with the public as 03:05:25
well. 03:05:28
So we're hoping that there's both of those things, but I think. 03:05:32
There, they approved it. What was that a week ago? 03:05:34
And I don't know that they they. 03:05:38
Have developed. 03:05:40
So it'll be sort of an ongoing. 03:05:41
Authorization for us to get that information and share that information. 03:05:43
So just for clarity purposes, would the. 03:05:47
The employee training include. 03:05:50
Processes and procedures for dealing. 03:05:53
With ICE, should they show up here at City Hall or any? 03:05:56
Of our city facilities. 03:06:00
That's our understanding because it's based on what the county also approved. I think that would be great if we could do that. 03:06:02
OK. Thank you. 03:06:08
Yeah, so Moorpark. 03:06:10
Camarillo, uh. 03:06:11
Some of the cities that they received. 03:06:14
They had a guest come in and present. 03:06:18
And was an immigration lawyer. 03:06:20
And. 03:06:22
Put out actually really good stuff. 03:06:23
For the residents of those cities. 03:06:26
Ideally. 03:06:30
That's what. 03:06:31
I'm thinking that's what. 03:06:34
We're going to do as well. 03:06:35
That's not in this motion, It's something that the Council. 03:06:38
Could consider. 03:06:41
But I think if we're talking about training, that could be. 03:06:45
Conceivably considered training, could it not? 03:06:48
I think what's being referred to as like the public workshop that Moorpark did. 03:06:53
And so that. 03:06:59
When when we drafted this item, because again, we drafted this before it went to vote. 03:07:02
Our understanding was that maybe something that the county was going to try to put on and for a lot of reasons that makes sense, 03:07:08
right? Like it's consistent information across the. 03:07:12
County, it's also the fact that the county actually operates a lot of these things like public defenders office versus each city 03:07:17
just going out and asking. 03:07:21
Like a random member of the public to give a presentation, you know, essentially. 03:07:26
So so we were trying to coordinate with the county. 03:07:30
I I don't know that that. 03:07:34
Got approved for the county to do that so if it is. 03:07:36
And we can kind of tie that in with the training and information material. 03:07:39
Informational Materials. 03:07:43
I don't know that they approved it. 03:07:45
And so we weren't specifically referring to that. 03:07:47
Perhaps it could be an agenda request? 03:07:50
Yeah. OK. So are there any other questions? 03:07:53
Questions. OK, so we have three items and I'd like to take them individually. 03:07:57
If you all don't mind, you OK with that? 03:08:01
Let me let me read the recommendations first. 03:08:06
So we have before us recommendation to determine whether to endorse issuance of the letter of support. 03:08:08
Report to the Ventura County Board of Supervisors and to provide directions on related matters, including whether they endorse. 03:08:13
Whether to endorse Ventura County community. 03:08:21
Coalition. 03:08:24
Of Ventura County. 03:08:26
Let me just read it the way it is and then we'll throw coalition in there where it belongs, Ventura County community. 03:08:30
Foundations of Ventura County neighbors support. 03:08:35
Coalition. 03:08:38
Thank you. And whether to direct staff to coordinate with the county? 03:08:39
Of Ventura. 03:08:44
With training and information materials. 03:08:45
Is there a motion and a second? 03:08:49
So moved second. 03:08:52
OK, so now we'll move to discussion. 03:08:54
Is there any discussion? 03:08:57
Go ahead, Council. 03:08:58
Yeah. 03:09:01
I get frustrated. 03:09:02
And I hear, I really appreciate the speakers that. 03:09:04
Hung in this meeting. 03:09:06
Spoke with this recent just now. 03:09:07
And I heard the nonsensical immigration policy, and I think we all could agree that we have nonsensical immigration policy right 03:09:09
now. 03:09:13
And I don't see any effort to fix it. 03:09:17
And so. 03:09:19
I hope that. 03:09:21
All this. 03:09:23
Can lead to that. 03:09:24
And I think we really need to. 03:09:25
Because. 03:09:27
To me as a. 03:09:28
As the offspring of immigrant farm. 03:09:30
Family. 03:09:34
The whole 9 yards as we all know. 03:09:35
I hope that at some point. 03:09:39
The risk of coming here illegally could be eliminated. 03:09:41
In other words. 03:09:45
What would drive somebody? 03:09:46
To take on that risk. 03:09:48
And if we could. 03:09:50
Get a sensical immigration policy. And I think it should start from us. Like hey. 03:09:51
Let's start pushing. 03:09:55
The buttons of our congressional leaders. 03:09:59
To fix the system that we all know is broken. 03:10:02
And. 03:10:05
I applaud. 03:10:08
Helping those that need help. 03:10:11
Then at the same time. 03:10:15
You know, we have a budget, the county has a budget, everybody has a budget. 03:10:16
You know, the question is, you know, what can we do? 03:10:20
Outside of a. 03:10:22
You know, we're not building a budget right now. We've already done that so. 03:10:23
Yeah, I just. 03:10:29
I feel like. 03:10:30
I think we're at a beginning point where we all should start working together to fix what we know is broken. 03:10:31
And I know for a city government. 03:10:36
That's not. 03:10:39
That's a big, heavy lift, but. 03:10:41
Maybe we could start the conversation here tonight and start pushing up. 03:10:43
Help us. Help us fix what we know is broken. 03:10:46
And then move on. 03:10:49
So. 03:10:51
That's all I wanted to say. 03:10:52
Is there anything else? 03:10:54
Any other comments? 03:10:55
Go right here. Yeah. So just. 03:10:57
I stated this before. 03:10:59
We are a nation of immigrants. 03:11:01
The economic decline we are already. 03:11:05
Feeling. 03:11:07
Not only are we seeing it in. 03:11:11
County revenue, but we're filling it. 03:11:13
When you're walking around. 03:11:16
The city. 03:11:17
People are not. 03:11:19
Actively outside. 03:11:21
I you could see it at Bubbling Springs Park. 03:11:23
Night and day. 03:11:28
So kids are not going to school. 03:11:30
People are not taking their. 03:11:34
People are not going to the doctors, not going to the hospitals when they're injured. 03:11:35
There's an erosion of trust. 03:11:40
With uh. 03:11:42
With police. 03:11:44
And someone who grew up in Oxnard. 03:11:45
In the 1980s. 03:11:48
It took a huge effort by. 03:11:50
Oxnard PD to. 03:11:53
For the residents to get comfortable with the police officers and they had tremendous outreach programs, pal. 03:11:56
Fast forward to today. 03:12:03
There is. They're an integral part of our community. 03:12:04
And we're seeing it. 03:12:08
Erode like that. 03:12:10
They don't know who or who the police officers are. They don't know what are what our ICE agents. 03:12:13
There's many. 03:12:18
Different agencies involved in in. 03:12:20
In these. 03:12:23
And so you're seeing it. 03:12:24
There's a lot of mistrust. 03:12:26
And, umm. 03:12:28
A lot of uncertainty in the community. 03:12:29
And it's it's very disheartening someone who. 03:12:32
I'm second generation. 03:12:34
American. 03:12:36
But. 03:12:38
Just feels unfair. 03:12:39
And again. 03:12:42
We're here to support as best we can. I know we we have our own. 03:12:45
Financial issues, but. 03:12:49
Again, 60% of. 03:12:50
Of our residents. 03:12:53
Hispanic. Latino. 03:12:55
And, umm. 03:12:57
Of that. 03:12:58
There's probably 15 to 20% who are undocked. 03:13:00
Who are? 03:13:04
Who are supporting our local economy working? 03:13:05
By putting food on our tables providing services. 03:13:09
To us. 03:13:11
And uh. 03:13:12
It's hard to look away. 03:13:14
I won't look away. 03:13:16
So I'm here to support this. I know it's retroactive. We did give it a nod. 03:13:18
For the vote today. 03:13:24
So yeah. 03:13:26
OK. Any other comments? 03:13:28
So we're going to take these one at a time. There are three. 03:13:31
So let's just start with. 03:13:34
The first one, each one I'll ask for a motion in a second and we'll go to our. 03:13:37
Our clerk for a vote. 03:13:42
So we'll take #1. 03:13:46
Number one is to. 03:13:49
So this is the ratification of the letter that we've already. 03:13:52
Submitted. 03:13:56
That was in line with our legislative platform. 03:13:57
And we're going to. 03:14:01
Not just we're not going to ratify it from our legislative. 03:14:03
Platform this is. 03:14:07
The support. 03:14:09
From. 03:14:10
The Port Hueneme City Council. 03:14:11
And so. 03:14:13
So is there a motion and a second? 03:14:15
To support the letter previous letter. 03:14:18
Submitted to the Board of Supervisors. 03:14:20
And so in this case, it would be from the City Council. 03:14:24
I move to approve. 03:14:27
OK. We have a first and a second. Any discussion? 03:14:29
Yeah, I would like to just discuss that I did represent. 03:14:32
Myself at the Board of Supervisors meeting. But yes, I did. 03:14:37
Miss State the date. 03:14:42
Of our meeting. 03:14:45
But I think the. 03:14:46
The comments I think the gist of the comments was that this City Council. 03:14:48
Does support this city? 03:14:53
Does support? 03:14:55
The efforts that were being proposed that evening. 03:14:56
And that we did so in. 03:15:00
In spirit by. 03:15:04
Providing an advance letter which we're here tonight to ratify. 03:15:07
So I think that's what the message was. 03:15:11
The message also and just to add. 03:15:14
Counts Mayor. 03:15:17
Pro tem's comments was that. 03:15:19
Billions of dollars are. 03:15:21
Poured into immigration in the in the coming months. 03:15:23
And. 03:15:27
The enforcement is going to become. 03:15:29
Even more dire. 03:15:31
And our communities are. 03:15:33
Are being affected. 03:15:35
Dramatically. 03:15:36
Laurie and I work at Food Share and we've seen. 03:15:37
We had a scare. 03:15:40
On Friday. 03:15:42
And then we see. 03:15:44
The noticeable difference in attendance. 03:15:46
When we distribute food. 03:15:49
So it's critical. 03:15:52
A crisis, and unfortunately, the county voted against the monetary recommendations. 03:15:54
But for me, I see the money has important it's an investment, it's mitigation. 03:16:01
Against. 03:16:07
Further damage that these enforcement measures are going to have on our community. So I hope down the road that we will because of 03:16:08
the billions of dollars that are being. 03:16:12
Put forth for this. 03:16:19
For these immigration activities, we're going to see more. 03:16:20
In our community. 03:16:24
And it's not going to go away. 03:16:25
So when the time comes and we have an opportunity to look at our community benefit fund, I think we should. 03:16:27
Allocate some funds. 03:16:33
Towards the neighborhood coalition. OK, so I let me just. 03:16:34
I think, let me just say what I have to say. So I want to be really clear. 03:16:38
City Council had not. 03:16:42
Voted on. 03:16:44
This item. 03:16:45
So, umm. 03:16:46
There, we can't say the City Council. 03:16:47
The City Council supports. 03:16:52
Unless there is a vote and there was not a vote. 03:16:54
What we did is because we have a legislative platform that speaks to. 03:16:57
Areas that we. 03:17:03
Court, not specifically this. 03:17:05
But areas that we support. 03:17:08
Of our residents. 03:17:11
You know the support of our residents because. 03:17:13
This item was in line with that. 03:17:15
We wrote a letter. 03:17:19
That our city manager. 03:17:21
Signed with. 03:17:23
My authorization. 03:17:24
That it was in line with our legislative platform, the city, the council did vote for that council had not voted, we voted that we 03:17:27
would add. 03:17:32
The item to today's agenda? 03:17:37
Not that we are in support. We agreed to the letter. 03:17:39
Yeah, OK. Anyway, it was the letter was aligned to our legislative platform, the City Council. 03:17:44
Up until today. 03:17:51
Has never. 03:17:52
Voted uh. 03:17:53
On the letter. 03:17:54
Just so that everybody is clear. And so today is the day. 03:17:56
That we're going to take a vote for the first time. 03:18:00
On the support letter. 03:18:03
For the Board of Supervisors. 03:18:04
So, Councilmember Gama, did you have a comment? 03:18:06
Yes. 03:18:09
Was able to watch the entire. 03:18:10
Two meetings. 03:18:13
From the comfort of my bed recovering from knee surgery. 03:18:14
And I was a little. 03:18:19
Shocked, frankly. 03:18:22
To see Councilmember Hernandez. 03:18:25
Misstate the facts. 03:18:28
And I think we need to. 03:18:30
Be very careful of doing that. 03:18:33
And I did notice that Mayor Lejeune was seated next to Councilmember Hernandez and yes. 03:18:37
You did say. 03:18:43
I'm here as a representative. 03:18:44
But then. 03:18:46
I'm here to report that the City of Council. 03:18:47
Voted to and that is absolutely not true. 03:18:50
We may want it to be true, but to get up in front of a meeting and. 03:18:54
Misstate facts. 03:18:58
You know we have. 03:19:01
Policies and procedures for council members, but. 03:19:02
Was it a mistake? 03:19:06
Was it by design? But I just think we really, really, really have to. 03:19:07
Manage ourselves. 03:19:13
And speak. OK, so. 03:19:14
The truth. OK, so I've already made a comment about it. 03:19:16
I appreciate your time. 03:19:19
And that it's clear. Did you have something? 03:19:21
OK, everybody. 03:19:24
Yeah, so. 03:19:25
Just so we're crystal clear and and this. 03:19:27
During the last meeting. 03:19:30
We did take a vote. 03:19:32
And we? 03:19:34
With our legislative platform, we support the letter. 03:19:37
Is my understanding. 03:19:40
And if we have to go back to the transcripts, we will. 03:19:42
But we did support it. 03:19:45
It was on agenda setting. 03:19:47
OK. 03:19:48
Yeah. 03:19:49
So I'll just say this and then we're going to move on. 03:19:50
We did not vote that it was going to be on legislative platform. 03:19:54
Because the city manager contacted me after the meeting. 03:19:58
And said that hey. 03:20:02
I didn't plan to do this, but because it's an alignment. 03:20:04
With their legislative platform. 03:20:08
I think it's OK to do this letter so it was after the fact. 03:20:09
So what we voted on was to have it on if I could say something, please. OK, so is it, are you clarifying? 03:20:13
What we're talking about now, yes, absolutely. 03:20:20
Because let me let me say this so. 03:20:22
Let me hold. 03:20:25
City manager did. Is it How? 03:20:27
I just described it. 03:20:29
Yeah, and it's it's because of the Brown Act. 03:20:31
So that night. 03:20:33
We had members of the public speak. 03:20:35
But we could not vote on it that night legally. 03:20:37
So what the Council did do was voted to put it on this agenda. 03:20:40
That's correct. So that that's where and then so tonight. 03:20:44
The council is being asked to ratify it because the vote already happened at the Board of Supervisors. That is correct. So my my 03:20:48
point, if I may, is that you can see that there was a lot of confusion about what happened at that meeting. 03:20:54
And even at beginning of. 03:21:00
The city manager's comments. 03:21:02
That, umm. 03:21:04
You know, this is something very different that we've not done before, so naturally, you know, there's going to be some miss. 03:21:05
You know, understanding. I think it's inconsequential. 03:21:12
At this point. 03:21:15
To belabor this, and I did admit that I did make a few mistakes, but I don't think it's to the. 03:21:16
To the level that we need to spend this. 03:21:22
Amount of time discussing OK, let's just move on we're going to move on but. 03:21:25
Please hear what I just. 03:21:30
Communicated. 03:21:32
I'm very clear about what I'm saying, so we're going to take this for the first time. 03:21:33
Right now, so the first action. 03:21:37
Is to. 03:21:40
To. 03:21:42
Endorse or ratify the issuance of the letter. 03:21:45
In support of the Ventura County Board of Supervisors. This will be the vote of the City Council. 03:21:48
Support. 03:21:55
I think that I heard that there is a motion. 03:21:56
And a second. 03:21:59
Can I ask Clara? 03:22:01
Fine, so we have three items we're going to vote on. 03:22:02
Yes. And are they? 03:22:06
Are they on the last page? 03:22:07
Of page 17. 03:22:09
They're under the recommendation on page one. It's just basically every time you see the word weather. 03:22:11
That's a different. 03:22:18
Sort of item 1-2 and three. 03:22:20
Worse, as recommendations, if you read that paragraph, all three of them are in there. 03:22:22
OK. 03:22:27
Thank you. So we have we have a motion and a second. And so, Madam Clerk, please take a vote. 03:22:28
OK, all in favor. 03:22:35
Aye, all opposed. 03:22:36
Hearing none. 03:22:39
Motion passes unanimously. 03:22:39
Thank you. We'll move on to item number 2. 03:22:41
Umm, to. 03:22:45
Let's see. This is related to the matter of endorsing the Ventura County Community Foundation. Ventura County Neighbors. 03:22:48
Support Coalition. 03:22:55
This is a the words aren't here like I would like to, but is there a motion and a second to endorse the Ventura County Community 03:22:58
Foundation, Ventura County Neighbors Support Coalition? 03:23:03
In support of this effort SO. 03:23:09
Second, any discussion? 03:23:12
Any discussion? 03:23:14
Madam Clerk, can we get a vote, please? All in favor. 03:23:16
Aye, all opposed. 03:23:19
Hearing none, motion passes unanimously. 03:23:21
And the final item is to coordinate with the county of Ventura with training and informational materials that would then we could 03:23:24
use. 03:23:28
In the city. 03:23:32
And I would say city manager. 03:23:33
Based on what you said. 03:23:36
There will be. 03:23:37
If we were to get the material, there would have to be some other dialogue to ensure that it covers the areas that we intend for 03:23:39
it to cover. Is that the case? 03:23:43
Yeah, I think we will keep everybody updated Of what? 03:23:47
We are able to do and then. 03:23:51
There can always be a future conversation based on needs. 03:23:53
Great. Thank you. 03:23:57
So the motion is on the floor. Is there a motion and a second to coordinate with the Ventura County? 03:23:59
The County of Ventura for the training informational material so moved. 03:24:05
I wanted to. 03:24:09
To make sure that. 03:24:10
Did your question? 03:24:11
Address the employee process and procedures portion of that. 03:24:12
Yes. OK. OK, very good. 03:24:16
Then I second OK. 03:24:17
Any other question discussion? 03:24:19
Madam Clerk, all in favor. 03:24:23
Aye. 03:24:24
All opposed. 03:24:25
Hearing none, motion passes unanimously. 03:24:27
Great. Thank you. Thanks, everyone. 03:24:29
We are going to move on to a city manager. Comments and reports. 03:24:31
A couple of quick. 03:24:40
Quick Items. 03:24:44
We wanted to highlight a couple of upcoming. 03:24:50
Events or. 03:24:53
Opportunities for information. 03:24:55
For our community. 03:24:57
And so first we'll start with. 03:24:59
The announcement that somehow. 03:25:02
We are almost in October of 2025, which is the start of the Clean Power Alliance launching in Port Hueneme and so. 03:25:04
Where we've been sharing information on that over the last. 03:25:13
A couple months and bringing in the Clean Power Alliance to some of the events and workshops and trying to get the word out to 03:25:16
people about the new. 03:25:20
Options that that will provide and the. 03:25:24
The new opportunities that provides. 03:25:26
We have one more community meeting that we had partnered with Clean Power Alliance to to. 03:25:28
To coordinate and. 03:25:34
Clean Power Alliance representatives will be attending. 03:25:35
The Winnie Bay Clubhouse on September 9th, 2025 at 6:00 PM. 03:25:38
And uh. 03:25:43
Providing information to residents about the Clean Power Alliance and how it works and what the options are. 03:25:45
And so. 03:25:52
Everybody's invited to. 03:25:54
To that meeting and again we'll continue to have information on our websites, Facebook pages, etc to try to help. 03:25:56
People find out more. 03:26:02
So then. 03:26:04
Shortly after that. 03:26:08
We have Coastal Cleanup Day coming up, the 2025 Coastal Cleanup Day on Saturday, September 21st, 2025 starting at 9:00 AM. 03:26:09
We meet at the Alaska Flight 261 Memorial. 03:26:19
And coordinate a cleanup event. 03:26:23
Over the last several years, we've collected thousands of pounds of. 03:26:27
Of items from the beach. 03:26:33
So we're looking forward to doing it again this year and want to invite the community to come out on that. 03:26:35
On that or to that event. 03:26:40
We wanted to just highlight this. This was a new program that our recreation department launched and we heard really. 03:26:45
Positive reviews and we wanted to highlight it and then. 03:26:50
Encourage people to keep an eye out for. 03:26:53
The next. 03:26:55
The next one, but on August 13th we hosted for the first time with. 03:26:57
Partnering with Real Guppies to host. 03:27:02
Fishing adventure day at the Port Hueneme Pier. 03:27:05
We had over 20 kids and their families come out to learn how to fish and catch other things such as clams and crabs. 03:27:08
I know that real guppies. 03:27:14
Is constantly doing these things for us it was exciting. It was sort of the first time we got to partner with them to do it as a 03:27:16
recreational program so. 03:27:20
So. 03:27:24
We look forward to partnering with them on another Fishing Adventures Day and we'll make sure people know when that. 03:27:25
Becomes available. 03:27:31
Two more upcoming recreation events. Movie night at Bulker Park. 03:27:34
Saturday, September 20th, 8:00 PM. 03:27:37
Think earlier I said Saturday, September, September 21st, but it's September 20th, so. 03:27:41
So Saturday, September 20th at 8:00 PM that will be showing Mufasa. 03:27:46
At Volcker Park at. 03:27:50
8:00 PM with free popcorn. 03:27:52

The port revenue sharing report that we had. 03:29:30
Council had approved we. 03:29:35
Provide a or we move to a new template on the port revenue sharing report and we will be bringing it to council. 03:29:36
Sort of show what that looks like and. 03:29:42
And move that forward. 03:29:46
And then? 03:29:48
Right now. 03:29:50
Week the we currently have scheduled. 03:29:51
A few months back, there was a council discussion about some questions about the port agreement and there were some questions for 03:29:55
the city attorney's office to return. 03:29:59
To council with some information on. So we'll be bringing back the city attorney's response to those. 03:30:04
Questions as well so. 03:30:09
Those are where the item is currently scheduled for September 15th. 03:30:11
Great. Thank you, Councilmember. 03:30:16
Breast Do you have anything report? 03:30:18
Councilman Mccomma. 03:30:19
Are we on questions or go right here? 03:30:21
Comments or reports? 03:30:25
Oh, no, no. 03:30:26
You have any? 03:30:28
Thing I did, now I can't find that. 03:30:29
Tomorrow I'll be Thursday, I'll be downtown LA attending the. 03:30:35
Transportation and policy Regional policy meetings for. 03:30:39
SCAG and then in the afternoon we have CPA meeting. 03:30:44
I went to the military. 03:30:48
Honor on our military night a couple of weeks ago. 03:30:50
RDP had their annual dinner. 03:30:55
Mayor and I were there. 03:30:58
Let's see. I think that's. 03:31:02
I think that's all. I had some others but I guess they're not really. 03:31:04
Mayor Pro Tem, I attended one meeting, the Economic Development Collaborative. 03:31:11
Just. 03:31:18
Couple ideas. 03:31:19
That were. 03:31:20
Thrown around and. 03:31:22
Seeing how? 03:31:24
Port whining we could be benefited, so I'll continue working with the. 03:31:26
City Manager. 03:31:30
Great. Thank you. 03:31:32
A couple of things, the I attended the World Oceans Day, which was the 19th of August and Councilmember Hernandez also attended 03:31:33
that hosted by the port. 03:31:38
Also attended the and I think that's what you were talking about, the military mixer. 03:31:44
Yeah, that was also, it was the military appreciation mixer. 03:31:49
And. 03:31:52
Really nice turn out, I was able to throw together a nice swag bag. 03:31:54
A city. 03:32:00
City swag bag and so it was really nice to see all the military folks there and. 03:32:01
The prizes that were. 03:32:08
Door prizes that were given away only went to military and veterans, so it was really nice to see all the military. 03:32:10
Be appreciated. 03:32:17
I am starting my meetings this week. I'm here tonight. I'll be at a meeting. 03:32:19
Wednesday, Thursday, Friday. So I'm spending all my time reading agenda packets so. 03:32:23
Not excited about that, but got to be done. So yeah. And umm. 03:32:30
Yes, back to. 03:32:34
I did want to share just a couple of things. 03:32:37
So we did have the city port meeting. 03:32:41

The Washington, DC lobbying trip has been pushed back to 2026. 03:32:50
And the dredging update, we will be having a dredging, is that going to be in October? 03:32:57
Yeah. I think that's a good one that I know we get questions about so. 03:33:03
We had Harbor Director Michael Tripp at the meeting and he confirmed that they expect the dredge to resume in October on that. 03:33:06
Mid year or mid cycle dredge and then and then to come back the following year and still stay on the regular cycle. So that was 03:33:15
good news. 03:33:19
Yeah. And another item is we haven't gotten to discuss the community benefit fund. 03:33:24
Projects just yet? 03:33:31
So we'll report back when we when we get there. 03:33:33
