So on the 23rd of May, Mayor Pro Tem and I had an opportunity to visit the Rio Del Sol Steam School for their Endangered Animal 01:05:08

It was really wonderful. Learned an awful lot. 01:05:20
We I got a personal invitation from 1/3 grader. 01:05:24

Remember her last name right now without my notes? 01:05:31
But she sent me an e-mail. 01:05:33
And invited me to come to the event and when I got there I saw mayor Pro Tem but. 01:05:35
So prior to the event. 01:05:40
Each student selected. 01:05:43
And endangered animal. 01:05:45
Animal that they want it to research. 01:05:47
And so we got the opportunity to be presented. 01:05:50

And these were the animals that were a part of those presentations. 01:06:05

And so one of the other things that they did is they provided a QR code for the organizations that actually do work in the areas 01:06:56

All right. And so in some cases there's information regarding the animal and so the population in 2025. 01:07:40
The royal toad is 3000 and the yellowleg frog is 200. 01:07:50
And so the students did a great job. They picked the animal that they were most interested in. 01:07:56

Hi, good evening, Madam Mayor and members of City Council and staff. 01:12:09
My name is Nicole Anton and I reside here in Porto Nimi. My family and I have lived here actually for many years. 01:12:14
Over the years we've had numerous noise complaints that we have sent to Portland, any Police Department regarding. 01:12:21
Ongoing disturbances from our neighbors. These incidents happen both on weekends, weekdays, regardless. 01:12:28
Of the time of day involving large gatherings of anywhere from 63 vehicles where they'll double park on the street. 01:12:34
And play their music so loud that will actually shake our windows. And sometimes I can hear the glassware shake, it's that loud. 01:12:41
All while using the street as their personal garage. 01:12:48
Fixing or tinkering with their cars. 01:12:51
This has become concerning for my husband and I because we have a 2 year old child who is regularly woken up by this pounding 01:12:53
base. 01:12:57
And when we understand there are certain levels of noise in the neighborhood of children playing or people doing yard work. 01:13:02
This goes well beyond that and the volume and the level of disruption is excessive and quite frankly. 01:13:09
Unacceptable. 01:13:17
What's been really frustrating over the past few years reporting this is that. 01:13:19
In calling the police too often it feels as if. 01:13:25
We've just become a nuisance rather than those who are actually. 01:13:28
Causing the disturbance. 01:13:32
We've tried for years to go through proper channels and resolve things peacefully and appropriately with our neighbors. 01:13:34
I've talked to these neighbors who are next to us repeatedly just yesterday. 01:13:41
One of the residents was blasting his face so loud in front of my house. 01:13:47
That my son woke up a crying and screaming. 01:13:51
And I had to yell at the man over his base. 01:13:54
Just for him to hear me. 01:13:57
Turn it down. 01:13:58
So that is why I'm here today to ask for help. 01:14:02
Returning to our city leaders. 01:14:05
To intervene and help us restore some peace in our neighborhood. 01:14:07

I'm here on behalf of the Ventura County Area Agency on Aging to just advise you guys of a announcement that was made today. 01:15:53
The VC AAA Legacy Award nominations are now open. 01:16:01
The nomination period is for Ventura County Area Agency on Aging. Legacy Awards is open. 01:16:05
Till September, these awards recognize the contribution of Ventura County residents and businesses that dedicate that are 01:16:10
dedicated to helping older adults, people with disabilities and their caregivers. 01:16:15
To live optimally. 01:16:21
The deadline for submitting nominations is Monday, September 1st. 01:16:22
And the winners will be will be announced in November. 01:16:26

My name is a little small city in Ventura County and you don't often see anybody our residents recognized for countrywide awards. 01:16:37
I know we have small businesses. 01:16:44
Nonprofit organizations and even residents that contribute. 01:16:46
A lot of their time and sometimes even money. 01:16:50
2 local charities are elderly so I just wanted to advise you guys of that from the area agency on housing and. 01:16:53
Hopefully someone from Mynema can be nominated to represent our city. 01:17:00

Mayor, Mayor Pro Tem, City Council, I'm here today to thank you for an item that actually is coming after this. That's the Pride 01:17:15
Month proclamation. 01:17:19
We know how important that work is. I remember years ago when the first Pride proclamation was adopted here in 2019. Council 01:17:24
Member Laura Hernandez authored it. 01:17:29
And it was the first time this city had done it. And I was here and I remember what we said back then, the public. And that was 01:17:34
our goal, is to save lives. 01:17:39
That's what this is about. 01:17:44
It's about driving down the street and realizing that at least your City Hall has your back. 01:17:46
Least here in the city of Port Hueneme you can be in the LGBT community and a veteran. 01:17:52
And feel at home here. 01:17:57
This is the place to be. 01:17:58
So you joined your colleagues all across this county. 01:18:00
From uh. 01:18:04
Fillmore to here to oh hi and now 2000 Oaks to do that. 01:18:05
The following year, you raised the pride flag. 01:18:10
And for two years in a row, you had a wonderful community gathering. 01:18:12
That fit this community. It wasn't a big, big fancy oh deal. 01:18:17
But it was a meaningful to see all 5 council members, regardless of their political background, to come together because they 01:18:21
recognized what it was about. It's about saving. 01:18:25
Lives ensuring that our youth. 01:18:29
Don't experience what Larry King experienced. They don't experience self harm. 01:18:32
Maybe even run for office someday. 01:18:37
And here in Ventura County, they did. 01:18:39
Now 11 of them are elected. 01:18:41
Only one had been elected when you adopted it. 01:18:43
All those years ago. 01:18:46
So I'm coming before you, having this morning gone to the celebration and the city of Oxnard at the raising of their pride flag. 01:18:48
And the city of Ventura, who did their pride flag raising this afternoon. 01:18:55
Both of those events reflected the values of their community. They were nonpartisan. 01:18:59
And there were no protesters. There was number controversy about it. 01:19:05
So please counsel. 01:19:09
Use your voice. 01:19:11
Say on your when it comes up for future agenda items, I want an agenda item to authorize. 01:19:13
A community gathering, if it's not already planned. 01:19:19
That is open to the public to see the pride flag once again raised here. It had been done years in a row. I don't know why it 01:19:22
stopped. 01:19:25
It was does not reflect the values of this community. 01:19:29
You all were there, the incumbents were there, the new council members I know would be there. 01:19:32
The community needs to see it that this city is not backing away. 01:19:37
That if you're in the LGBT community, we still want you to be alive. 01:19:40
We still want veterans who are LGBTQ to feel welcomed in this community. 01:19:43
We're not gonna just do it in the day tonight or in the early morning. We're gonna have an opportunity for you to come get 01:19:47
pictures. 01:19:50
With the with the electeds to know that you're valued here. 01:19:54
And that's a big part of it. 01:19:57
I know it doesn't feel like it, it feels like a photo op, but for that child? 01:19:58
It's everything for that veteran, it's everything to know that Port Hueneme is a place for everybody. So again, under future 01:20:02
agenda items if required, if it's not already planned. 01:20:06
Place that there also a pride flag at the Carpenter Center as it was done in previous years. The flag is available at the library. 01:20:10

Thank you, Mayor. It's my honor to read tonight's proclamation for Lesbian, Gay, Bisexual, Transgender, and Queer and Pride Month, 01:21:04
June 2025. 01:21:08
Whereas an uprising at the Stonewall Inn in June 1969 sparked A liberation movement. 01:21:13
And trailblaze the fight against discrimination and injustice sparking a pursuit. 01:21:20
For full equality for lesbian, gay, bisexual, transgender and queer individuals, and whereas inspired to live up to our nation's 01:21:25
promise of equality, liberty and justice for all. Pride Month is a continued call to action to not only recall the trials that the 01:21:33
LGBTQ plus have endured, but to rejoice in the triumphs and recognize the valuable contributions of these courageous individuals. 01:21:42
And whereas Pride Month is a reminder to reaffirm our commitment to standing in solidarity. 01:21:51
With the LGBTQ plus community in their ongoing struggles against discrimination and injustice and demand their rights to marriage 01:21:57
equality, workplace protection and civil rights. 01:22:03
And where it is our obligation to decry hate crimes motivated by sexual orientation or gender identity, bullying and harassment, 01:22:09
and reduced violence and discrimination by providing protection for the LGBTQ plus individuals fundamental rights. 01:22:17
And WHEREAS while historic progress has been made to deliver equality for LGBTQ plus individuals and families in employment, 01:22:25
health care, housing, lending, military service, and education, we recognize that there is still much work to be done and are 01:22:32
fully committed to supporting and defending the rights of all LGBTQ plus individuals. 01:22:39
And whereas we recognize the resilience and determination of the many individuals who are fighting to live freely and 01:22:46
authentically, in doing so they are opening hearts and minds and laying the foundation for a more just and equitable. 01:22:53
America Now therefore be it proclaimed that the City Council of Port Hueneme does hereby recognize and honor June 2025 has LGBTQ. 01:23:00
Plus, Pride Month and will call upon the community to celebrate the great diversity of the American people. 01:23:10

I am not from Port Hueneme, I live in Thousand Oaks. 01:23:46
I live in this county. 01:23:49
I'm a business owner in Thousand Oaks. 01:23:52
I am. 01:23:56
An Asian. An immigrant. 01:23:59
A business owner. 01:24:03
A parent. 01:24:05
And a compassionate human being. 01:24:08
I'm not just transgender. 01:24:10
Being trans is not my goal in life. 01:24:13
Being trans is who I am. 01:24:16
That's part of my identity. 01:24:19
But I want to be a good human being. 01:24:21
And that's why. 01:24:25
We care about the community. 01:24:26
I'm part of the board at Diversity Collective. 01:24:28
I'm also in the board at Stonewall. 01:24:32
And also in the Workforce Development Board of Ventura County. 01:24:34
Some of the work that I have been focused is not just LGBTQ. 01:24:40
But people with mental health issues? 01:24:45
Veterans, farm workers. 01:24:48
People who are incarcerated. 01:24:52
So we have created job opportunities. I work with Venture Accounting board to create job opportunities. 01:24:54
For people that I care about. 01:24:59
I've created opportunities for. 01:25:04
Women. Trans women. 01:25:07
People of color. 01:25:09
My wife is that I. 01:25:12
We are still married. 01:25:14
We celebrated our 28th wedding anniversary. 01:25:15
My daughter grew up in Newbury Park. 01:25:19
And I have a compassionate. 01:25:21
Loving family. 01:25:23
And I'm always proud of Ventura County because this is the county. 01:25:25
That I came out. 01:25:29
And I know that this county is so important for people like me. 01:25:31
And there are a lot of youngsters today looking up. 01:25:35
To the city leaders. 01:25:38
For justice. 01:25:41
For not being bullied in schools. 01:25:44
We saw that amazing presentation. 01:25:46
We want to see the smiles. 01:25:48
In the faces of these children. 01:25:51
The reason why I'm standing here is not just to get a proclamation. 01:25:53
But an affirmation from you? 01:25:57
That you are behind us. 01:26:00
And you are supporting us. 01:26:01
And that's what keeps us going. 01:26:04
And one last thing. 01:26:06
The LGBTQ movement did not start from Stonewall. 01:26:09
It started from Stone Age. 01:26:13
Stone Age to Stonewall and beyond. 01:26:16
But I really want to thank you all for. 01:26:20
This amazing proclamation. 01:26:22
And on behalf of Diversity Collective. 01:26:24
We feel honored to be here. 01:26:27
To be in such. 01:26:30
Amazing city. 01:26:31
And we want to see this more. 01:26:33

I just I invite everybody to go to Diversity Collectives website. 01:26:42
Look at the resources they have there. 01:26:46
Particularly because you often don't know how much an individual is struggling with their identity or. 01:26:49
Or the pressures of society on them until it's too late. 01:26:56
And while we want to celebrate our youth and celebrate those in our communities, we want them to also know there are vital 01:27:00
resources available there for them. 01:27:03
As long as they can have funding for them, they will be there and that may not be much longer, but get them in there as soon as 01:27:07
possible. 01:27:10
You know, stats show that. 01:27:14
It only takes 1 affirming adult and a youth's life to dramatically reduce their chances of self harm. 01:27:16
Almost virtually eliminating it for some individuals, just knowing one affirming person in their lives and it might be a council 01:27:23
member who's taken a photo. 01:27:27
That's why it's so important. Unfortunately, near the end of last year, I'm also going to invite everybody to have on their radar 01:27:31
and come November, it's going to be Transgender Day of Remembrance. 01:27:36
And that's kind of the flip end of a pride. It is remembering the lives lost, the ones that didn't make it. 01:27:42
And there's an event held every year in the city of Ventura. 01:27:48
And it's the opportunity for the community to come together, and I invite you all to go there. It's important. 01:27:52
They have a slide show and they show the names of those lost all over the country. 01:27:57
And this last year was a powerful moment for me. I know we've gone several years. 01:28:01
Because the last name, meaning the most recent name on the list, was somebody from the city of Ventura, a youth. 01:28:05
I believe 15 or 16 years old. 01:28:12
And that's the reality. 01:28:15
Right, you know, this month is about celebrating, honoring us as part of the community and. 01:28:17
Part of the beautiful fabric that is Port Hueneme. 01:28:22
But it's also looking at those services that are available. 01:28:25
And on a personal note, I'll just add. 01:28:27
This city, particularly, given its focus on veterans, I know we're creating the Veterans Advisory Council. 01:28:30
On the coming months. 01:28:36
Welcoming back those that are going to be the party in the military due to some changes. 01:28:38
Right. And understanding that this is a community of veterans for all veterans. 01:28:43
And if you have served our country with honor. 01:28:48
You are welcome here and you have a future here. 01:28:51
And that's the next big hurdle that many of these LGBTQ organizations are preparing for. 01:28:53
The mental burden of having your career cut short. And what does that look like for the rest of their? 01:28:58
No career and so hopefully Port Hueneme has a place to be a real leader there. 01:29:04
Just like we should be a big leader on on all veterans issues. 01:29:08
So aside from that. 01:29:12

resources to be able to connect him with. And had I known about the Diversity Collective and all the different things that he 01:29:48
could have connected with, maybe I would have been able to help him because I know he struggled with his identity and that part of 01:29:54
his life that. 01:30:00
He fought against. 01:30:07
And I appreciate what you do for the youth and this community and those who are struggling. So I appreciate that. Thank you for 01:30:08

It's an organization that was started by a gay mother. 01:30:27

And that's one thing that we also offer from Diversity Collective. We have little unicorns. 01:30:41
For their little children. 01:30:46
We also have a Toastmasters where. 01:30:47
You can learn public speaking skills and especially when you're in the workforce, they do a lot. So all this training happens in. 01:30:51
Diversity Collective. We also care. 01:30:57
There's a youth rainbow umbrella program for the youth as well. 01:31:00

I just want to acknowledge you as well, Councilwoman. I know I've heard you Share your story in the past at the NAMI events. 01:31:07
And it's so powerful to share those stories because I think sometimes there's so much stigma associated with it. 01:31:13
And naming it because hopefully it will help keep others alive. It keeps the memory alive. 01:31:18
And keeps others alive. And here's the good news is it appears to be working. 01:31:22
Stats right now show that Gen. Z, which are basically aging out of high school now. 01:31:27
And entering the workforce. 01:31:32
About 20% of them identify as LGBTQ plus. 01:31:34
And there's some that say, well, why is that? 01:31:37
Right, that's about twice as the number of. 01:31:39
Millennials, it's about. 01:31:42
Doubled double again by each generation. 01:31:44
And they're trying to figure out why is that? 01:31:48
While some of the research is starting to show that and I'm getting kind of emotional thinking about it is. 01:31:50
More just staying alive. 01:31:56
So it's not necessarily that there are more gay people now. 01:31:58
Our LGBTQ plus people, just more than it's working, more of them are staying alive and staying with us. 01:32:01
And that's, that's ultimately the goal. 01:32:06
You know, we're here to celebrate as well, but I just want to thank you, Councilwoman, for keeping. 01:32:08

Looking back, Tony began his career as a planning intern with the city of Downey and served the citizens of. 01:40:20
Rancho Mirage. 01:40:25
Artesia, uh. 01:40:26
Simi Valley. 01:40:27
San Bernardino, Galt, Reedley and Lassie, City of Port Hueneme. 01:40:28
Tony started as the Deputy Director of Community Services back in April of 2017. 01:40:33
And later promoted to the Director of Community Services. 01:40:40
In that year, December of 2017. 01:40:43
During his eight-year tenure with the city, Tony oversaw projects such as the city's cannabis business tunneling program. 01:40:46
And the Parks Master plan, just to name a few. 01:40:52
We wish Tony a happy and healthy retirement, but take this moment to recognize his contributions to the City of Port Hueneme. 01:40:56

And entitling the first two Amazon warehouses constructed in the state. 01:44:04
San Bernardino. 01:44:09
And whereas on April 3, 2017, Tony became. 01:44:10
Began employment with the City of Port Hueneme as the Deputy Director of Community Development and was promoted to Director of 01:44:16
Community Development on December 18th, 2017. 01:44:21
And WHEREAS during the eight years with the city of Port Hueneme. 01:44:26
Tony has led the city's planning, building and safety and code compliance division. 01:44:30
And until recently, the Parking Enforcement Division. 01:44:35
Has been a public sorry project manager for projects such as coordinating the city's Cannabis Business entitlement program. 01:44:39

The city's general plan update. 01:44:48
The city's first economic development plan. 01:44:50
The update landscape design guidelines and several zoning ordinance amendments and served as the interim City Manager from 01:44:53

Which adversely affects the delivery of public service and employee workload. 01:55:34
The bill was enacted into law and codified in Government Code section 3502.3. 01:55:38
The new law became effective January 1st of 2025. 01:55:44
The new Assembly bill requires 3 things at least once per fiscal year and agencies governing body. 01:55:49
Must hold a public hearing and receive the agency's report on the status and status of vacancies and recruitments and retention 01:55:54
efforts. 01:55:58
During the hearing, the agency must identify any necessary changes to policies, procedures and recruitment activities. 01:56:02
That may lead to hiring obstacles. 01:56:10
And lastly, the agency must allow the recognized employee organizations. 01:56:12

Hopefully tonight is just an overview of what we've already gone over and an opportunity for more detailed questions as to maybe 02:02:12
any of the items that. 02:02:16

So we'll start off with a quick summary of the two past workshops. 02:02:24
And data we've already covered. 02:02:29
We started by providing the city. 02:02:32
Council with the overview of the big picture. 02:02:34
What our revenues have been looking like. 02:02:38
What a more sustainable budget should look like for us moving forward. Some of the actions that staff have already taken to try to 02:02:40

Budget cuts to prepare for potential volatility in our revenues. 02:02:48
Upcoming new budget cycle. 02:02:53
The keyword was economic uncertainty that we do need to continue to prepare without overreacting, cutting too much when we're 02:02:56
still uncertain about how sales tax revenue specifically may look this upcoming budget cycle. 02:03:03
So we will continue to try to make reasonable reductions, present you with ideas. 02:03:11

Pause new spending. 02:03:18
And come back to you with potential budget adjustments throughout the year, maybe a little more frequently than what we're used 02:03:20

But we want to make sure that we remain transparent and up to date with any. 02:03:26

That was pretty much the first workshop. I would say the second workshop we focused a little more on the 5% department proposed 02:03:35
general fund operating reductions. 02:03:40
This included positions. 02:03:44
Decrease in positions that we'll go over again, but also in operations. 02:03:46
It's going to be a very tight budget. Really thankful to all of our department heads who will be. 02:03:52
We'll be working together to meet that budget this next fiscal year in hopes of not. 02:03:58
Hurting any service levels and remaining consistent with our deliverables. 02:04:02
We revised our CIP plan to focus projects. 02:04:09
With alternative funding sources such as Streets, gas tech funds. 02:04:13
And we are going to be looking for grant opportunities. 02:04:18
So you will see a. 02:04:23
Bit of a smaller CIP budget as far as new projects are concerned, but we did present you with a full list of CIP projects that 02:04:25
does include rolled over projects and multi year projects that are ongoing the departments are working on right now so that will 02:04:30
be included in the budget. 02:04:35
Our message thus far has been that overall general fund revenues have remained flat. So I'm showing for you there the revised 02:04:45
budget over the past few years. 02:04:50
And. 02:04:55
As operating expenditures continue to increase. 02:04:56
We have tried to make major reductions in this proposed FY20 6 and FY20 7 budget. 02:05:00
So that we can get back to figuring out what are optimal. 02:05:06
Staffing levels for the city. 02:05:11
So I'd like to go through these general fund expenditure categories very quickly. 02:05:14
You'll notice salaries and benefits continue to increase annually. Those are with regular. 02:05:18
Cost of living increases mandatory CalPERS payments towards our unfunded liability. 02:05:24
And so we did. 02:05:31
Freeze several general funded positions in this fiscal year 26 and 27 in order to try to cut down on some of those continued. 02:05:34
Salary and benefit increases. 02:05:43
We do intend to move forward right sizing filling positions with attrition. That was something that's proposed as a continued 02:05:46
ongoing effort. 02:05:50
Operational expenditures you will notice took a cut from 25 to 26 and those are all of those department proposed 5% reductions we 02:05:55
are speaking to you about. 02:05:59
Those were necessary cuts to try to get to our balanced budget. 02:06:04
But the salaries and benefits are makeup. 02:06:10
70% of our expenditures, therefore, that's the area we really didn't need to focus on. 02:06:13
Our capital expenditure budget as I mentioned decreased there. That 1.2 figure does include the rolled over projects as well as 02:06:19
the new projects and our fixed assets and capital outlay expenditures. So larger supplies and equipment that will be will be 02:06:24
buying this fiscal year. 02:06:29
Of that amount, we are going to be using some of our CIP reserve in order to produce this balanced budget. 02:06:34
And so we are using about 600,000 of that CIP reserve to fund some of these capital expenditures. 02:06:41
Internal services and debt covers the increases to our risk insurance, our Citywide insurance that continues to go up annually. 02:06:50
And that's one of the larger budget increases you'll see from 26 to 27 proposed because we do anticipate that annually. 02:06:58
Regarding fund balance, we. 02:07:12
Continue to try to protect the unassigned fund balance and so that capital reserve is how we were able to produce a balanced 02:07:15
budget this year. 02:07:20

Does go down to 6.8 million and that is the reason why we say we will need to come back with you with budgeted adjustments and 02:08:26

Our listing out of our specific reserves, we have 4 categories in which we went over in the last meeting. I don't want to continue 02:08:44
to give you the same information. So they're listed for you here as well as in the book. But just know that every year, we do have 02:08:50
to adjust these according to what our operating budget is, considering that they are dependent upon six months of operating 02:08:56
expenses, 10% of operating expenses. 02:09:02
And we continue, we'll continue, we will continue to bring back these figures to you to show you the change overtime. 02:09:09
That's all I have for you today on the general fund. I did want to switch gears and talk a little bit about the utilities. 02:09:17
Utilities are enterprise funds in which we are obligated to capture. 02:09:25
From the rates in which we give to our utility users, the full amount of the cost of providing the services. 02:09:30
We will be coming to you with a utility rate study here soon. Public Works has been working on an RFP to. 02:09:36
Have a consultant to help us with this study. 02:09:44
It's I want to show you the fund balances here so that you understand why we do have to go through this study and that it has been 02:09:46
quite some time in which we've done it lost. 02:09:51
So the wastewater and solid would. 02:09:56
Waste Enterprise funds were last completed in 2009. 02:09:58
The water utility study was more recently done in 2019. 02:10:04
And I want to show you these fund balances that. 02:10:08
Annually, I'm showing you from 23 to 27, they continue to decrease instead of building up a reserve that we will need for new 02:10:11
capital improvement projects as they come about as those needs come up. 02:10:17
Or the water operating fund, you will see a large. 02:10:24
Decrease in fund balance from 25 to 26 and that is because of a lot of capital improvement projects that they are going to get 02:10:28
done in this upcoming fiscal year. Again, this is part of that. Let's focus our team's efforts on projects that other funds will 02:10:35
be used instead of general fund on our cap projects for these upcoming years. 02:10:41
So that's that large decrease there from 25 to 26 in fund balance for water projects. 02:10:48
Wastewater went through decreased from 24 to current year 25 because of their large water force mean break project that they were 02:10:53
able to complete this fiscal year. 02:10:58
So I'm trying to just point out some of these variances and show you that we do need to start saving up for future projects. 02:11:04
Solid Waste did have some equipment purchases that they needed to make in past years and that's showing the decrease there. They 02:11:10
had a large trash trucks to purchase. 02:11:15
So we'll be coming back to you for that rate study to hopefully turn this around. 02:11:22
Is there a rate study for each of the enterprise funds or is it just water? 02:11:29
All of the funds will be studied, reviewed, reviewing their costs and what will be needed to be recuperated with a change in 02:11:34
rates. They'll all be analyzed. 02:11:39

Had fallen out of compliance in the development agreement between the City of an Emerald Perspective. 02:16:32

With the direction that progress be made related to the payment plan and getting into compliance with other requirements of the 02:16:46
