| Heard not pertaining to items in this agenda. Madam Clerk, are there any public comments? | 00:06:16 | |
| No public comments. | 00:06:20 | |
| OK, great. There are no presentations today, so we're going to move to the consent calendar. | 00:06:22 | |
| We'll now consider items on the consent calendar, unless a commissioner. | 00:06:27 | |
| Wishes to request an item pulled for discussion. | 00:06:31 | |
| Is there a motion to approve the consent? | 00:06:34 | |

| We're going to go ahead and move on to the business items. | 00:07:06 | |
| As a business item today. Amendment to the Heroes heritage in. | 00:07:09 | |
| Heard Excuse me Heroes History and Heritage policy. The annual HERO program. | 00:07:13 | |
| Will staff please present the report? | 00:07:19 | |
| Thank you. | 00:07:21 | |
| Good afternoon, Commissioners. | 00:07:24 | |
| So as the Chair indicated, our business item today is to consider. | 00:07:26 | |
| An amendment. | 00:07:31 | |
| To the hero's history and heritage policy. | 00:07:32 | |
| Back in June, the City Council considered this body's recommendation for nominations for the 2025. | 00:07:35 | |
| Hero Award. | 00:07:42 | |
| And during that conversation, the Council made some suggestions regarding modifications to the policy. | 00:07:43 | |
| Per our policy and process. | 00:07:50 | |
| Modifications would first be reviewed by this body for an advisory recommendation to the Council. So that's why we're here this | 00:07:54 | |
| afternoon. So. | 00:07:57 | |
| There were a few different comments that were made during its review the council. | 00:08:01 | |
| Discussed its desire to consider a limit on the number of. | 00:08:06 | |
| Awardees in any given year. | 00:08:10 | |
| And there was also. | 00:08:12 | |
| Discussion. | 00:08:13 | |
| About. | 00:08:15 | |
| The term hero the way it's defined. | 00:08:16 | |
| And the criteria used to vet the nominations. | 00:08:19 | |
| As noted in the report. | 00:08:24 | |
| The proposed amendment to the policy. | 00:08:26 | |
| Includes the following. | 00:08:30 | |
| In mending the definition of the term hero. | 00:08:31 | |
| To state that it is a community leader who provides valuable. | 00:08:34 | |
| Who provides valuable assistance? | 00:08:38 | |
| To the community and whose actions can inspire volunteerism. | 00:08:40 | |
| And civic virtues. | 00:08:44 | |
| Also included in the proposed changes is an amendment that would allow for a maximum of one individual and or one organization to | 00:08:46 | |
| receive the award each year. | 00:08:51 | |
| The default expectation would be that we would award. | 00:08:57 | |
| To one individual or organization in a given year, but if there were specific circumstances that. | 00:09:00 | |
| Both an organization and an individual merited that. | 00:09:06 | |
| Recognition in a given year. | 00:09:09 | |
| The policy would allow for. | 00:09:10 | |
| The recognition of 1. | 00:09:12 | |
| Person and one group. | 00:09:14 | |
| And then to facilitate the review process. | 00:09:16 | |
| Language in the policy and. | 00:09:19 | |
| On the application form. | 00:09:21 | |
| Has been amended to clearly state that nominations must include information about the type and the frequency. | 00:09:23 | |
| Of the Community contribution. | 00:09:29 | |
| As well as its specific impact on the Port Wayne, ME community. | 00:09:30 | |
| The final change that's proposed. | 00:09:35 | |
| And this is in consideration of the fact that the Winnie Beach Festival is now held in July, which? | 00:09:38 | |
| Hadn't always been. | 00:09:43 | |
| Case historically. | 00:09:44 | |
| Is to modify the policy. | 00:09:45 | |
| To account for an earlier deadline for nomination submission and then subsequently review by this body and the City Council. So | 00:09:47 | |
| you'll notice. | 00:09:51 | |
| That. | 00:09:56 | |
| The former June 1st deadline for nomination submission is now proposed to be March 15th. Again, this aligns with the CA CS | 00:09:57 | |
| schedule. | 00:10:01 | |
| And would allow for council review in advance of the Winini Beach Festival. | 00:10:06 | |
| Where the nominee? | 00:10:10 | |
| Would be recognized at an annual basis. | 00:10:11 | |
| That's a summary of the proposed changes. | 00:10:15 | |
| And. | 00:10:18 | |
| Staffs available for questions that. | 00:10:19 | |
| Commissioners may have. | 00:10:22 | |
| Does the Commission have any questions for staff at this time? This is only questions about the presentation that we'll then hear | 00:10:27 | |
| public comment and then we'll enter into deliberation. | 00:10:31 | |
| Are there questions for staff? | 00:10:35 | |
| Again, Madam City Clerk, are there any? | 00:10:38 | |
| Public comments on this item. | 00:10:40 | |
| No public comments. | 00:10:42 | |
| OK, we're now going to open it up. | 00:10:43 | |
| For discussion. | 00:10:45 | |
| Commissioners. | 00:10:46 | |
| Yeah, I just want to say I like the idea of having. | 00:10:50 | |
| One individual and one. | 00:10:54 | |
| Community. | 00:10:57 | |
| Organization. | 00:10:58 | |
| That way I think it. | 00:10:59 | |
| Kind of broadens our scope a little bit, but also doesn't. | 00:11:01 | |
| Narrow it down to. | 00:11:04 | |
| One institution or one individual each? | 00:11:06 | |
| Year. | 00:11:09 | |
| Thank you, Commissioner. | 00:11:13 | |
| Any other commissioners? | 00:11:15 | |
| Thoughts on this item? | 00:11:17 | |
| So is it one individual or? | 00:11:22 | |
| One organization or one and? | 00:11:25 | |
| So the policy would allow for both. | 00:11:29 | |
| The default expectation would be that in a given year. | 00:11:32 | |
| Or one would be recognized. | 00:11:36 | |
| But if the circumstances allowed and there was a year where there was just. | 00:11:38 | |
| A group and an individual that we're just. | 00:11:42 | |
| An outstanding example of Community leadership the policy would allow for. | 00:11:44 | |
| A total of 21 from each category. | 00:11:48 | |
| OK, that makes sense. OK. | 00:11:50 | |
| Yeah, I know It was a little. | 00:11:52 | |
| Challenging this, we're having so many. | 00:11:55 | |
| And I think I think it it should be special. | 00:11:57 | |
| And I think that this is a nice change to. | 00:12:01 | |
| We have a lot of wonderful people in our community and AS. | 00:12:06 | |
| Keeps it, kind of. | 00:12:09 | |
| You know, uh. | 00:12:10 | |
| Very special to the individual receiving or the organization receiving the awards. So I think this is a nice change and. | 00:12:11 | |
| Going forward. So thank you for that. | 00:12:19 | |
| Clarification. | 00:12:21 | |
| OK, any other? | 00:12:24 | |
| Comments or contributions from commissioners? | 00:12:26 | |
| I'm supportive of this change and in general. | 00:12:30 | |
| You know, I've I've. | 00:12:34 | |
| Made no secret when this policy was first adopted that I think the heroes history and heritage policy is overly broad. | 00:12:36 | |
| I think it's too complex, it's too wide. | 00:12:42 | |
| And there's sections of it that are still. | 00:12:46 | |
| Incomplete, yeah. | 00:12:48 | |
| Right, there was supposed to be a survey of. | 00:12:49 | |
| All of the. | 00:12:51 | |
| Items in the city that are covered by. | 00:12:54 | |
| It's never been included in it. | 00:12:56 | |
| So. | 00:12:58 | |
| But that having said that. | 00:13:00 | |
| Has been adopted and it's in place now. | 00:13:01 | |
| And so I think this guidance is going to be helpful for this body and also for staff and for applicants to know. | 00:13:04 | |
| Kind of the best the path. | 00:13:11 | |
| By which we can consider it so. | 00:13:13 | |
| With that, I appreciate it. | 00:13:15 | |
| And I'll be supporting it as well. And. | 00:13:17 | |
| With that. | 00:13:20 | |
| If there's any other questions or comments by commissioners. | 00:13:21 | |
| So I'm just a. | 00:13:25 | |
| Curious as to what are? What are the things that you foresee missing? I'm not. | 00:13:26 | |
| I mean, I know you were involved in the beginning of this, so I just like to get clarification of what. | 00:13:30 | |
| Sure. So on page. | 00:13:36 | |
| On the bottom there of. | 00:13:39 | |
| The heritage heroes and. | 00:13:41 | |
| Page It's page 27 of 28. | 00:13:44 | |
| OK, you see there there's a. | 00:13:50 | |
| A missing page and it says List of Port Winimi historical preservations and heritage objects and sites. | 00:13:53 | |
| That's just an example of. | 00:14:01 | |
| You know, when this was initiated by a previous administration, this policy. | 00:14:02 | |
| One of the questions the CAC had. | 00:14:07 | |
| Was around Well, what do we currently have in place? | 00:14:10 | |
| And that's just an example of like there's gaps in this policy. | 00:14:13 | |
| We can't enter into too much of A discussion on it because it's this has to do with the. | 00:14:17 | |
| My name is hero section of the policy but. | 00:14:22 | |
| Just to say. | 00:14:25 | |
| Overall, my thoughts on this policy is that it's. | 00:14:26 | |
| It's overly broad. I recall having asked the city manager at the time. | 00:14:29 | |
| What other examples are there out there of a policy like this? | 00:14:33 | |
| And he said that no other city he could find has a. | 00:14:37 | |
| Policy that is as complex. | 00:14:40 | |
| Or, as he said, comprehensive as this, but. | 00:14:42 | |
| So that is a way of looping back though. | 00:14:47 | |
| To all that to say, but the heroes section of it, I think this guidance is helpful for us. | 00:14:51 | |
| And gives us guidance, I think gives staff guidance and applicants so. | 00:14:57 | |
| For that reason I'm supportive, but. | 00:15:01 | |
| Thanks so far, every time this policies come before me I'm pretty sure I've voted either no or raised objections to it being | 00:15:04 | |
| overly complicated. | 00:15:07 | |
| And too broad. | 00:15:11 | |
| But with that. | 00:15:12 | |
| I'm going to be supporting it. | 00:15:13 | |
| On this this change. | 00:15:14 | |
| So is there any other questions of the? | 00:15:16 | |
| If not, we can entertain a motion. | 00:15:18 | |
| I'd like to make a motion to accept staff. | 00:15:20 | |
| Recommendations. | 00:15:24 | |
| OK. Is there a second? | 00:15:27 | |
| 2nd. | 00:15:28 | |
| OK. And with that, Madam? | 00:15:31 | |
| Clerk all in favor. | 00:15:34 | |
| Aye. | 00:15:36 | |
| All opposed. | 00:15:37 | |
| Hearing none, motion passes unanimously. | 00:15:38 | |
| Thank you for that and thank you to the staff for the great work on that. | 00:15:41 | |
| Amendment. Umm. | 00:15:44 | |
| Now we're moving to the next item, commissioners, which is staff. | 00:15:46 | |
| Comments Does staff have any comments at this time? | 00:15:49 | |
| Just. | 00:15:54 | |
| Updates and then one. | 00:15:55 | |
| Future focused comments. | 00:15:58 | |
| Two items that have come before this body before one has been. | 00:16:01 | |
| It's been some time but discussion about the barred monument. | 00:16:05 | |
| Just wanted to let. | 00:16:09 | |
| Everybody know. | 00:16:10 | |
| A few months ago there was a brief discussion and presentation before Council about a proposed new locate location. | 00:16:13 | |
| Which would be diagonally across from the port. Wayne, Amy. | 00:16:20 | |
| Museum. | 00:16:23 | |
| On port property at the administrative office there. | 00:16:24 | |
| The port has recently. | 00:16:27 | |
| Revised their initial application to indicate that that is the proposed location now associated with the initial application. | 00:16:29 | |
| This body had reviewed the monument. | 00:16:36 | |
| Generally supported it, but held. | 00:16:39 | |
| Comment on the location suggested that the council decide that. | 00:16:41 | |
| There had been discussion by the Council about that. | 00:16:45 | |
| And the Council. | 00:16:48 | |
| Will be. | 00:16:50 | |
| Scheduled next Monday to. | 00:16:51 | |
| Consider the. | 00:16:54 | |
| The new. | 00:16:55 | |
| Location, so just wanted to provide that as a general update to this body since that was an item that came before this group. | 00:16:56 | |
| And then the second item. | 00:17:02 | |
| Earlier this year. | 00:17:04 | |
| This group. | 00:17:06 | |
| Reviewed and considered applications from the Community Benefit Fund from third party organizations that were interested in | 00:17:07 | |
| getting access to that. That information was taken to council. The process calls for. | 00:17:13 | |
| Discussion. | 00:17:19 | |
| At council, subsequently at the joint meeting of the City and the. | 00:17:21 | |
| Support and then ultimately decisions about those funds need to be agreed upon and approved by both the Board of Harbor | 00:17:24 | |
| Commissioners and the City Council. | 00:17:28 | |
| We haven't gotten to the point yet where there has been extended dialogue and. | 00:17:33 | |
| Back and forth, an agreement on that. | 00:17:38 | |
| I have reached out to the. | 00:17:40 | |
| Groups that have. | 00:17:42 | |
| Submitted applications that were so many of them were here at the meeting where we reviewed those items. So I just wanted to let | 00:17:44 | |
| everybody know in case there were any questions, what happened to that, where is that it? It has not yet come to fruition, but we | 00:17:48 | |
| do anticipate. | 00:17:52 | |
| At the. | 00:17:56 | |
| Next. | 00:17:58 | |
| Joint meeting of the city and the port. There will be some discussion about those items and hopefully that'll be. | 00:17:59 | |
| The next step in the in the process of of kind of getting to a final resolution about how those funds are to be spent. | 00:18:04 | |
| And the last update just to future focus. | 00:18:11 | |
| Wanted to give the commissioners a heads up that right now. | 00:18:13 | |
| We may very well add to the agenda, but right now at the January meeting, we're looking at bringing forward and giving this body | 00:18:17 | |
| an opportunity to review the legislative platform, which is done periodically, again as an opportunity for this body to make | 00:18:23 | |
| advisory recommendations to the Council before they consider any adjustments, updates, amendments, etcetera. | 00:18:29 | |
| This question going back to the. | 00:18:39 | |
| The Community Benefit funds. | 00:18:41 | |
| In the past when those applications are taking what usually is the turn time. | 00:18:43 | |
| For the agreement with the port and the city. | 00:18:47 | |
| So that way you know the people that apply can be informed. | 00:18:50 | |
| You know so. | 00:18:53 | |
| This was actually the. | 00:18:55 | |
| The first year, so we don't have precedent for the turned around time. | 00:18:56 | |
| This I would say this year's process has been a little bit different. | 00:19:02 | |
| There have been discussions and again I want to be. | 00:19:06 | |
| Mindful of the Brown Act, but I'll just very briefly say there have been discussions about a different strategy on how the funds | 00:19:08 | |
| could be deployed this year, looking at larger chunks rather than. | 00:19:13 | |
| Many recipients and smaller amounts. So I think that's why this year's process has been a little bit. | 00:19:18 | |
| There has been more careful consideration and the process has taken a little bit longer than it typically does. | 00:19:27 | |
| OK. Thank you. | 00:19:32 | |
| I also have a question about that and I actually. | 00:19:36 | |
| I'm concerned. | 00:19:39 | |
| That it's sort of. | 00:19:42 | |
| Seems like it's getting derailed a bit. | 00:19:45 | |
| And I had. I feel badly for. | 00:19:47 | |
| All of those entities that. | 00:19:50 | |
| Submitted their applications. | 00:19:52 | |
| And have gone. | 00:19:54 | |
| Basically unanswered at this time. | 00:19:56 | |
| It's been a long time and. | 00:19:59 | |
| And I think that. | 00:20:00 | |
| If the if the port has a different. | 00:20:01 | |
| Concept as to how they want to proceed with a bigger project and the Council. | 00:20:03 | |
| And the port have differing opinions. | 00:20:10 | |
| As it seems to. | 00:20:14 | |
| Be the case a lot. | 00:20:16 | |
| I would like to suggest that and I would like to request that we bring put this Community benefit fund. | 00:20:19 | |
| Topic on the next CAC meeting. | 00:20:28 | |
| To discuss that process because I think. | 00:20:31 | |
| It's really a shame that we haven't responded. | 00:20:35 | |
| In a. In a. | 00:20:38 | |
| Positive way to. | 00:20:40 | |
| At least. | 00:20:41 | |
| Really consider the funding. | 00:20:44 | |
| For the the entities that we. | 00:20:46 | |
| Selected and if we have to revise that selection process at the next meeting. | 00:20:50 | |
| And make a recommendation to the Council for. | 00:20:56 | |
| Some type of action. I'd like to at least have that discussion so that it's on the agenda and make a recommendation back to the | 00:20:59 | |
| council for our recommendation, if you would, please. | 00:21:03 | |
| Again, to be respectful the Brown Act, I'll say I I heard your request, I will receive that information and. | 00:21:09 | |
| Review. | 00:21:16 | |
| As appropriate. | 00:21:17 | |
| Yes, OK. | 00:21:18 | |
| With that. | 00:21:20 | |
| Announcements or comments by staff? | 00:21:22 | |
| OK. | 00:21:27 | |
| Madam Clerk, if you just. | 00:21:28 | |
| One thing I like to bring up is just reminding everybody that. | 00:21:30 | |
| You'll send out reminders when our Form 7 hundreds are due and our other trainings are due. | 00:21:33 | |
| Seeing how our next meetings until January. | 00:21:39 | |
| Yes, I will do that. | 00:21:44 | |
| Awesome. Thank you. | 00:21:45 | |
| With that, Commissioner, comments who are now in that section, any Commissioners have comments, go ahead. | 00:21:47 | |
| You can kick it off down there. Thank you. | 00:21:53 | |
| Awesome. | 00:21:55 | |
| So. | 00:21:56 | |
| It being October 13th, 2025. | 00:21:57 | |
| Today is the Navy's 250th birthday. | 00:22:00 | |
| I it's. | 00:22:03 | |
| Kind of awesome to see an institution like that be. | 00:22:06 | |
| Older than the country itself, or I think maybe just slightly younger than the country itself, actually. | 00:22:10 | |
| Because the Navy here employs around 19,000 people between. | 00:22:16 | |
| Port White, Navy Point Magoo and San Nicholas Island. | 00:22:19 | |
| Because I hear quite often a lot of people say, well, what does the Navy do for this community? | 00:22:22 | |
| Well, that's what the Navy does for this community, and I think we should. | 00:22:27 | |
| Recognize that as a city and as residents of. | 00:22:30 | |
| How big of an impact that the Navy does have on Earth? | 00:22:33 | |
| Local uh. | 00:22:36 | |
| Community here. | 00:22:37 | |
| That's all. Thank you. | 00:22:38 | |
| Thank you. | 00:22:40 | |

| Brought tears to my eyes because it was so touching but. | 00:23:35 | |
| One more step towards some peace and. | 00:23:39 | |
| But hopefully. | 00:23:42 | |
| We can get to some long term peace in our world at some point. | 00:23:43 | |
