So as the Chair indicated, our business item today is to consider. 00:07:26
An amendment. 00:07:31
To the hero's history and heritage policy. 00:07:32
Back in June, the City Council considered this body's recommendation for nominations for the 2025. 00:07:35
Hero Award. 00:07:42
And during that conversation, the Council made some suggestions regarding modifications to the policy. 00:07:43
Per our policy and process. 00:07:50
Modifications would first be reviewed by this body for an advisory recommendation to the Council. So that's why we're here this 00:07:54
afternoon. So. 00:07:57
There were a few different comments that were made during its review the council. 00:08:01
Discussed its desire to consider a limit on the number of. 00:08:06
Awardees in any given year. 00:08:10
And there was also. 00:08:12
Discussion. 00:08:13
About. 00:08:15
The term hero the way it's defined. 00:08:16
And the criteria used to vet the nominations. 00:08:19
As noted in the report. 00:08:24
The proposed amendment to the policy. 00:08:26
Includes the following. 00:08:30
In mending the definition of the term hero. 00:08:31
To state that it is a community leader who provides valuable. 00:08:34
Who provides valuable assistance? 00:08:38
To the community and whose actions can inspire volunteerism. 00:08:40
And civic virtues. 00:08:44
Also included in the proposed changes is an amendment that would allow for a maximum of one individual and or one organization to 00:08:46
receive the award each year. 00:08:51
The default expectation would be that we would award. 00:08:57
To one individual or organization in a given year, but if there were specific circumstances that. 00:09:00
Both an organization and an individual merited that. 00:09:06
Recognition in a given year. 00:09:09
The policy would allow for. 00:09:10
The recognition of 1. 00:09:12
Person and one group. 00:09:14
And then to facilitate the review process. 00:09:16
Language in the policy and. 00:09:19
On the application form. 00:09:21
Has been amended to clearly state that nominations must include information about the type and the frequency. 00:09:23

As well as its specific impact on the Port Wayne, ME community. 00:09:30

And this is in consideration of the fact that the Winnie Beach Festival is now held in July, which? 00:09:38

Is to modify the policy. 00:09:45
To account for an earlier deadline for nomination submission and then subsequently review by this body and the City Council. So 00:09:47

The former June 1st deadline for nomination submission is now proposed to be March 15th. Again, this aligns with the CA CS 00:09:57

Made no secret when this policy was first adopted that I think the heroes history and heritage policy is overly broad. 00:12:36

And there's sections of it that are still. 00:12:46

Right, there was supposed to be a survey of. 00:12:49
All of the. 00:12:51
Items in the city that are covered by. 00:12:54
It's never been included in it. 00:12:56

But that having said that. 00:13:00
Has been adopted and it's in place now. 00:13:01
And so I think this guidance is going to be helpful for this body and also for staff and for applicants to know. 00:13:04

You know, when this was initiated by a previous administration, this policy. 00:14:02

Was around Well, what do we currently have in place? 00:14:10
And that's just an example of like there's gaps in this policy. 00:14:13
We can't enter into too much of A discussion on it because it's this has to do with the. 00:14:17

Overall, my thoughts on this policy is that it's. 00:14:26
It's overly broad. I recall having asked the city manager at the time. 00:14:29
What other examples are there out there of a policy like this? 00:14:33
And he said that no other city he could find has a. 00:14:37

Or, as he said, comprehensive as this, but. 00:14:42
So that is a way of looping back though. 00:14:47
To all that to say, but the heroes section of it, I think this guidance is helpful for us. 00:14:51
And gives us guidance, I think gives staff guidance and applicants so. 00:14:57

It's been some time but discussion about the barred monument. 00:16:05

A few months ago there was a brief discussion and presentation before Council about a proposed new locate location. 00:16:13
Which would be diagonally across from the port. Wayne, Amy. 00:16:20
Museum. 00:16:23
On port property at the administrative office there. 00:16:24
The port has recently. 00:16:27
Revised their initial application to indicate that that is the proposed location now associated with the initial application. 00:16:29
This body had reviewed the monument. 00:16:36
Generally supported it, but held. 00:16:39
Comment on the location suggested that the council decide that. 00:16:41
There had been discussion by the Council about that. 00:16:45
And the Council. 00:16:48
Will be. 00:16:50
Scheduled next Monday to. 00:16:51
Consider the. 00:16:54
The new. 00:16:55
Location, so just wanted to provide that as a general update to this body since that was an item that came before this group. 00:16:56

Reviewed and considered applications from the Community Benefit Fund from third party organizations that were interested in 00:17:07
getting access to that. That information was taken to council. The process calls for. 00:17:13

At council, subsequently at the joint meeting of the City and the. 00:17:21
Support and then ultimately decisions about those funds need to be agreed upon and approved by both the Board of Harbor 00:17:24
Commissioners and the City Council. 00:17:28
We haven't gotten to the point yet where there has been extended dialogue and. 00:17:33
Back and forth, an agreement on that. 00:17:38
I have reached out to the. 00:17:40
Groups that have. 00:17:42
Submitted applications that were so many of them were here at the meeting where we reviewed those items. So I just wanted to let 00:17:44
everybody know in case there were any questions, what happened to that, where is that it? It has not yet come to fruition, but we 00:17:48
do anticipate. 00:17:52

Joint meeting of the city and the port. There will be some discussion about those items and hopefully that'll be. 00:17:59
The next step in the in the process of of kind of getting to a final resolution about how those funds are to be spent. 00:18:04

Wanted to give the commissioners a heads up that right now. 00:18:13
We may very well add to the agenda, but right now at the January meeting, we're looking at bringing forward and giving this body 00:18:17
an opportunity to review the legislative platform, which is done periodically, again as an opportunity for this body to make 00:18:23
advisory recommendations to the Council before they consider any adjustments, updates, amendments, etcetera. 00:18:29
This question going back to the. 00:18:39
The Community Benefit funds. 00:18:41
In the past when those applications are taking what usually is the turn time. 00:18:43
For the agreement with the port and the city. 00:18:47
So that way you know the people that apply can be informed. 00:18:50

The first year, so we don't have precedent for the turned around time. 00:18:56
This I would say this year's process has been a little bit different. 00:19:02
There have been discussions and again I want to be. 00:19:06
Mindful of the Brown Act, but I'll just very briefly say there have been discussions about a different strategy on how the funds 00:19:08
could be deployed this year, looking at larger chunks rather than. 00:19:13
Many recipients and smaller amounts. So I think that's why this year's process has been a little bit. 00:19:18
There has been more careful consideration and the process has taken a little bit longer than it typically does. 00:19:27

I would like to suggest that and I would like to request that we bring put this Community benefit fund. 00:20:19

Well, that's what the Navy does for this community, and I think we should. 00:22:27
Recognize that as a city and as residents of. 00:22:30
How big of an impact that the Navy does have on Earth? 00:22:33
