| Just let me know when we're ready. | 00:00:01 | |
| Good. OK. Welcome everybody to the Citizen Advisory Commission. | 00:00:04 | |
| Regular meeting for April 14th, 2025. I'm calling this meeting to order. | 00:00:09 | |
| At 4:03 PM. | 00:00:14 | |
| Can we please have a roll call please? | 00:00:16 | |
| Commissioner Bruni. | 00:00:20 | |
| Here, Commissioner Mendez. | 00:00:22 | |
| Here, Commissioner Thomas. | 00:00:24 | |
| Here, Vice Chair Burke. | 00:00:27 | |
| Here forgot to put my button on. | 00:00:31 | |
| And chair Eclair. | 00:00:33 | |
| Present. We're now going to move to the public comment section of today's meeting. We'll hear public comments, not item, not | 00:00:35 | |
| sorry, public comments on items not pertaining to the agenda. | 00:00:40 | |
| Comments are limited to 3 minutes. This process will be the same for comments pertaining to the each agenda item. | 00:00:46 | |
| Do we have any public comment? | 00:00:53 | |
| Yes, we have a public comment from Dulce Satterfield. | 00:00:57 | |
| I looked for your agenda but I didn't find it. It's probably my bad but. | 00:01:13 | |
| So I can't. | 00:01:17 | |
| Promise that I'm not saying something that's on the agenda, but I doubt. | 00:01:18 | |
| I doubt it's on your agenda. | 00:01:23 | |
| So sorry for that. | 00:01:25 | |
| I just want to touch on something that relates to a written document I submitted. | 00:01:28 | |
| And whether you've read through it yet or not. | 00:01:33 | |
| Either way is OK. | 00:01:36 | |
| But this? | 00:01:38 | |
| Is there's mention in that about? | 00:01:39 | |
| A matter of insurance. | 00:01:42 | |
| For homeowner associations, also condo associations, I'll just call them all HOA's. | 00:01:44 | |
| Being price hiked. | 00:01:49 | |
| Based on. | 00:01:52 | |
| The risk, the vulnerabilities around having. | 00:01:54 | |
| Increasing numbers of short term rentals or STR's as we've been calling them. | 00:01:57 | |
| And the information comes from the insurance industry. | 00:02:01 | |
| And if it's a very low number or low percentage of. | 00:02:07 | |
| Short term rentals there doesn't seem to be an impact yet. | 00:02:11 | |
| But in general, and this is general information, it was posted this winter, late February I think. | 00:02:14 | |
| Like 10% or more if you have like an HOA and 10% or more. | 00:02:20 | |
| But by that threshold. | 00:02:25 | |
| There's there's insurance. | 00:02:26 | |
| Pricing impacts. We're already having pricing impacts. You probably know it in your own life, maybe with your car, your home. | 00:02:28 | |
| But in the in the world of Hoas. | 00:02:35 | |
| I know where I live. | 00:02:38 | |
| It wasn't like a single digit or double digit. | 00:02:39 | |
| It. | 00:02:43 | |
| Our price didn't go up, you know, 1020%, it's virtually 100% increase. | 00:02:45 | |
| Last fall and we put out to 9 bidders. | 00:02:51 | |
| And only got one response. So if there's another risk factor being added if short term rentals are being. | 00:02:55 | |
| Increased that that could hurt a lot of people and and. | 00:03:03 | |
| We don't know yet if. | 00:03:07 | |
| That threshold, that's very general right now, but it's not necessarily 10% fixed in stone. It could be. | 00:03:09 | |
| And it's going to depend on the region of the country or even very specific coastal areas. | 00:03:15 | |
| So it could be a difference of 5% or. | 00:03:20 | |
| Or we don't know. | 00:03:23 | |
| Umm, it's, it's, that's up to the insurance industry, but it's, it's because of things like an increased. | 00:03:25 | |
| Wear and tear on common areas. | 00:03:32 | |
| Maintaining broader. | 00:03:35 | |
| Well, actually I'm not going to go into all that, but increase instability of the character of the community and things like that | 00:03:40 | |
| can be affected by. | 00:03:44 | |
| Short term rentals. | 00:03:48 | |
| So I just want you to bear that in mind. I know we have a. | 00:03:49 | |
| Wide survey. Hopefully it's not people from outside the city that are trying to comment on our survey. | 00:03:53 | |
| And this whole subject about short term rentals is going to come around again and I figure it's going to hit this. | 00:03:58 | |
| Body. | 00:04:03 | |
| Of interested parties as well as the rest of us. So I just wanted to share that insurance perspective. | 00:04:04 | |
| Thank you. Thank you so much. And we did receive your e-mail. | 00:04:12 | |
| The attachment, so we'll be sure to review that. Thank you. | 00:04:15 | |
| Any other public comment? | 00:04:19 | |
| No public office. | 00:04:21 | |
| OK. We're now going to move on to the disclosure of any conflicts of interest or Levine Act disclosures for items on this agenda. | 00:04:23 | |
| Do any Commissioners have any conflicts of interest to disclose for any item on this agenda? | 00:04:31 | |
| Yes, Becky. Commissioner Bruni. | 00:04:36 | |
| I do for the real guppies. | 00:04:38 | |
| Application. | 00:04:42 | |
| OK, Any other commissioners go ahead. I also have one. | 00:04:44 | |
| For the veterans, proposed brick walkway. | 00:04:48 | |
| OK. Any other conflicts of interest anybody else would like to disclose? | 00:04:53 | |
| OK. Any Commissioner that has indicated a conflict of interest, please restate your disclosure at the beginning of that agenda | 00:04:58 | |
| item, which we'll get to. | 00:05:02 | |
| And recuse yourself from both the discussion and the meeting at that time, and then you'll be invited back in once that item has | 00:05:06 | |
| concluded. | 00:05:10 | |
| OK, we're now going to move to the next agenda item. | 00:05:16 | |
| Which is the introduction of new appointed commissioners. | 00:05:18 | |
| Although. | 00:05:22 | |
| Sorry about that. We have the reorganization of the Citizen Advisory Commission at this meeting. | 00:05:24 | |
| I'd like to welcome and introduce our two new Commissioners. | 00:05:29 | |
| Louie Mendez. | 00:05:33 | |
| And Randall Thomas, Commissioner Mendez, would you like to introduce yourself and say a few words? | 00:05:34 | |
| Well, thank you guys for having me. | 00:05:40 | |
| I can say now I've been a resident of Whiting, ME for 40 years. | 00:05:42 | |
| Since 1985. | 00:05:45 | |
| So I'm honored to have been asked by. | 00:05:47 | |
| Mr. Perez to. | 00:05:50 | |
| Sit on this advisory Commission and hope to. | 00:05:51 | |
| Bring the information that I feel our residents need and want the city to hear. | 00:05:54 | |
| Thank you, Commissioner. Commissioner Thomas. | 00:05:59 | |
| Yes, I am honored to be here. I grew up in this community, went to school just across the street from the City Hall, so it feels | 00:06:03 | |
| really good to be involved in my community to this extent. | 00:06:09 | |
| And I'm looking forward to assisting in whatever ways I possibly can. | 00:06:15 | |
| Wonderful. Thank you so much. Welcome, Commissioners. | 00:06:20 | |
| And we'll have some fun. It's it's always good to welcome new voices and new perspectives to the Commission. | 00:06:24 | |
| We're now going to move to the next item, which is the election of chair. | 00:06:30 | |
| Now that everybody has been introduced. | 00:06:34 | |
| We're going to select the new chair or excuse me, the chair and Vice chair before we proceed. | 00:06:36 | |
| Just hold off and holding changing seats until both the selections have been made. | 00:06:42 | |
| And with that. | 00:06:48 | |
| Madam Clerk, if you'd like to take nominations. | 00:06:49 | |
| Yes, thank you. | 00:06:53 | |
| The floor is now open for nominations for chair. Does anyone have a nomination? | 00:06:54 | |
| I'd like to. | 00:07:00 | |
| Reelect Steven. | 00:07:01 | |
| As our. | 00:07:04 | |
| Chair. | 00:07:06 | |
| Is there a second? | 00:07:08 | |
| I'll second that. | 00:07:12 | |
| Does the Commission? | 00:07:18 | |
| Have any comments? | 00:07:19 | |
| I accept the nomination and. | 00:07:23 | |
| I think we're going to do some good work later. Agenda items will be really wonderful. Any other comments on this item? | 00:07:25 | |
| Or any other nominations? | 00:07:32 | |
| I will go ahead and I'll take role. | 00:07:37 | |
| I'll vote Commissioner. | 00:07:39 | |
| Yes. | 00:07:41 | |
| Commissioner Mendez. | 00:07:43 | |
| Yes. | 00:07:45 | |
| Commissioner Thomas. | 00:07:46 | |
| Yes. | 00:07:47 | |
| Commissioner Burke. | 00:07:49 | |
| Yes. | 00:07:51 | |
| And Commissioner Eclair. | 00:07:52 | |
| Yes. Thank you everyone. | 00:07:54 | |
| We're not going to move it to thank you. | 00:07:56 | |
| I'm back in my chair. OK? Thank you, everyone. | 00:07:59 | |
| We're now going to open the. | 00:08:02 | |
| Floor for nominations for vice chair? Does anyone have a nomination for vice chair? | 00:08:04 | |
| I would like to nominate. | 00:08:11 | |
| Commissioner or Vice Chair Jan Burke to stay in her position. | 00:08:13 | |
| I'll second. | 00:08:17 | |
| There's 2 seconds. | 00:08:19 | |
| Any other nominations? | 00:08:21 | |
| I assume you accept the nomination. | 00:08:23 | |
| OK. Any other nominations? OK, if we can go ahead and do a roll call vote? | 00:08:26 | |
| Commissioner Rooney. | 00:08:30 | |
| Yes. | 00:08:31 | |
| Commissioner Mendes. | 00:08:32 | |
| Commissioner Thomas, Yes. | 00:08:35 | |
| Commissioner Burke. | 00:08:38 | |
| Yes, and Commissioner Eau Claire. | 00:08:40 | |
| Yes. | 00:08:42 | |
| Congratulations. Welcome back, Commissioner Burke, Vice Chair. | 00:08:43 | |
| OK. We're now going to not change seats because we're remaining. So we're going to move on to the next item which are consent | 00:08:48 | |
| calendar. | 00:08:52 | |
| On the consent calendar, these items will be considered together at once. In this case it's one item which is the meeting minutes. | 00:08:56 | |
| Is there a motion to approve the consent calendar? | 00:09:04 | |
| So moved. | 00:09:06 | |
| 2nd. | 00:09:08 | |
| This moved and seconded. | 00:09:09 | |
| All those in favor. | 00:09:10 | |
| Aye. | 00:09:12 | |
| All opposed. | 00:09:14 | |
| Hearing none, motion passes unanimously. | 00:09:15 | |
| OK. Thank you. We're now going to move to our business items. | 00:09:18 | |
| This is the consideration of the Community benefit fund allocations. | 00:09:22 | |
| At this time, any commissioners that. | 00:09:26 | |
| Need to recuse themselves from this item? Please say so at this time and then staff will let you know where they should relocate | 00:09:28 | |
| to. | 00:09:32 | |
| I would like to recuse myself because I have an item. | 00:09:39 | |
| To be considered for the Veterans brick walkway. | 00:09:43 | |
| OK. Thank you. | 00:09:47 | |
| I need to recluse myself for the real guppy outdoors. | 00:09:51 | |
| OK. Thank you, Steph. | 00:09:55 | |
| Thank you. And Commissioners. | 00:09:58 | |
| The meeting room, just through that door. | 00:10:00 | |
| Is available. | 00:10:02 | |
| And as the chair indicated, once the this particular item is done. | 00:10:03 | |
| We'll get you and invite you back. | 00:10:06 | |
| Back in the room. Thank you. | 00:10:08 | |
| Thank you. | 00:10:10 | |
| We'll pause for a moment as the Commissioners make those adjustments and relocate. | 00:10:12 | |
| To the other room. | 00:10:16 | |
| And just a moment. | 00:10:17 | |
| During discussion of this agenda item, not just your application. | 00:10:23 | |
| But for the entirety of the agenda item, as each application theoretically competes against all the applications that are being | 00:10:27 | |
| considered. | 00:10:31 | |
| OK. Thank you for that. | 00:10:35 | |
| I do recognize this is a. | 00:10:38 | |
| A new thing for us, it's I think the first time that we've had to use this particular. | 00:10:40 | |
| Items. So as we make that adjustment, thank you so much. We'll invite you back and don't go too far. | 00:10:44 | |
| And we are live streaming on YouTube, so you can always check us out on there too. | 00:10:50 | |
| Thank you. Thank you. | 00:11:00 | |
| OK. With that staff, if you can go ahead and provide the report? | 00:11:01 | |
| And then? | 00:11:06 | |
| We will engage in this item. Thank you everyone. | 00:11:08 | |
| Well, good afternoon, Commissioners, members of the public. | 00:11:10 | |
| Once again. | 00:11:14 | |
| Congratulations. | 00:11:15 | |
| Chair Eau Claire and Vice Chair Burke for your re elections to your positions. | 00:11:16 | |
| The business item on this afternoon's agenda pertains to the city's process to review. | 00:11:22 | |
| Requested allocations from the Community Benefit Fund. | 00:11:28 | |
| A little bit of background, the Community Benefit Fund was created as part of a 2015 settlement agreement between the city and the | 00:11:35 | |
| port. | 00:11:38 | |
| The agreement specifies that in each year that the port's gross revenues exceed $13 million. | 00:11:42 | |
| $100,000 will be contributed to a special fund that is to be spent on projects that benefit the city and the port. | 00:11:48 | |
| And the communities that they serve. | 00:11:55 | |
| Those amounts are subject to increase by the Consumer Price Index as calculated every May. | 00:11:58 | |
| The agreement outlines 4 specific categories of public benefit, which include shoreline protection, community development. | 00:12:04 | |
| Opportunistic endeavors. | 00:12:11 | |
| And other projects that are agreed upon by both parties. | 00:12:13 | |
| The agreement also establishes a committee. | 00:12:17 | |
| 3 representatives from each agency. | 00:12:19 | |
| To review project ideas for potential funding. | 00:12:22 | |
| And suggestions from that committee are subject then to approval by both the City Council and the Board of Harbor Commissioners. | 00:12:25 | |
| Historically, allocations have been made. | 00:12:32 | |
| For the city. | 00:12:35 | |
| Has been made for city and port initiated projects. | 00:12:36 | |
| As well as projects or services provided by third parties. | 00:12:39 | |
| Last year during its review of the CBF. | 00:12:44 | |
| CAC recommended changing the process by which the city makes suggested allocations from the Community Benefit Fund. | 00:12:47 | |
| The recommendation which sought to develop a grant like process. | 00:12:55 | |
| Whereby a designated body would review applications for funding. | 00:12:58 | |
| That would then be forwarded to City Council for consideration. | 00:13:02 | |
| Was subsequently approved by the City Council. | 00:13:05 | |
| That process begins with a call for projects. | 00:13:09 | |
| In February. | 00:13:12 | |
| And is followed by reviews by the Citizen Advisory Commission and the City Council. | 00:13:13 | |
| Which is then used to inform and advise members of that joint committee. | 00:13:18 | |
| I should reiterate that the process pertains only to the city's review. | 00:13:23 | |
| And ultimately separate approvals. | 00:13:28 | |
| Are considered by both the City Council and the Board of Harbor Commissioners. | 00:13:30 | |
| So the process as just described, which is approved last year, was put into effect for the first time this year. | 00:13:38 | |
| Applications opened on January 30th and we received 16 applications by the March 15th deadline. | 00:13:45 | |
| As noted in the report, there were two additional applications that were received shortly after the deadline. | 00:13:52 | |
| And I want to be clear. | 00:13:58 | |
| The CAC has discretion as to whether or not it wishes to consider the applications that were delayed. They aren't necessarily | 00:14:00 | |
| dismissed just because they missed the deadline. | 00:14:04 | |
| The CAC may consider the timeliness and decide whether or not they should be included. | 00:14:08 | |
| While all alications and supplemental materials, where appropriate, are attached to the report. | 00:14:14 | |
| The report, as you'll note, provides A brief summary of each application received. | 00:14:19 | |
| In addition to the submitted application, it's important to note that the city and the port have also made decisions historically | 00:14:24 | |
| to fund items. | 00:14:27 | |
| Such as the joint advocacy trip to DC. | 00:14:31 | |
| The banana and wine beach festivals. | 00:14:34 | |
| And community health Wellness. | 00:14:37 | |
| And race events. | 00:14:39 | |
| While funding for the advocacy trip is not anticipated to impact this year's Community Benefit fund because last year's was | 00:14:42 | |
| postponed. | 00:14:46 | |
| Staff does anticipate recommending support for both festivals. | 00:14:50 | |
| And for the next year's? | 00:14:54 | |
| Health and Wellness and race event. | 00:14:56 | |
| Actual amounts of funding will be known after the May Consumer Price Index numbers are published. | 00:15:00 | |
| But at this time, it's anticipated that the amount of funding will be approximately $135,000. | 00:15:05 | |
| So the recommendation is for the Commission to consider the applications and the City port initiated funding needs. | 00:15:15 | |
| And create a prioritized list of potential allocations for the City Council's consideration. | 00:15:22 | |
| The item is scheduled to be heard by the City Council next Monday at their meeting. | 00:15:29 | |
| And any recommendations taken by the CAC? | 00:15:33 | |
| Will be included in the information that's presented to council. | 00:15:36 | |
| All applicants were notified of this meeting and the tentatively scheduled Council meeting next week, and I see that we have some | 00:15:41 | |
| of the applicants here today. | 00:15:45 | |
| Staffs available for follow up questions from the commissioners. | 00:15:51 | |
| And that concludes the staff presentation. | 00:15:55 | |
| OK. Thank you. | 00:15:59 | |
| Yes, so we can, so the Commission. | 00:16:04 | |
| Sorry, the commissioners may now ask questions of staff, but just about the report, we will then take public comment and then | 00:16:07 | |
| we'll enter into like a broader discussion on that. | 00:16:12 | |
| Items and what's in it. | 00:16:16 | |
| So, Commissioner. | 00:16:17 | |
| If you have questions, go ahead. | 00:16:20 | |
| Thank you. So I understand this is the first time we're actually. | 00:16:22 | |
| Exercising the process that the City Council adopted. | 00:16:26 | |
| Given the time frame. | 00:16:29 | |
| January 30th through the 15th. | 00:16:30 | |
| I noticed that. | 00:16:33 | |
| There's multiple. | 00:16:34 | |
| Applicants from the same organization and even outside organizations. | 00:16:35 | |
| Do you think that that time period was too short or not? | 00:16:39 | |
| Advertised enough to get more applications from from. | 00:16:43 | |
| Organizations within the city of Port Hueneme. | 00:16:45 | |
| Or is there an opportunity to reopen that? | 00:16:47 | |
| Application process. | 00:16:50 | |
| I guess I would say the. | 00:16:54 | |
| As referenced before, the the process is really one that was recommended by the CAC, approved by Council. | 00:16:55 | |
| So if as part of the recommendation, CAC collectively wished to suggest an amendment to the time frame. | 00:17:02 | |
| That would be certainly appropriate and within its right. | 00:17:09 | |
| The number of applications that I witnessed in the first year appears to me to be. | 00:17:12 | |
| Quite substantial. | 00:17:17 | |
| So. | 00:17:19 | |
| 18 applications did not strike me as an indicator that the time period was insufficient. | 00:17:20 | |
| But again, if the Commission felt as though more time was needed and and that would be a more fair, open, transparent process. | 00:17:27 | |
| That's certainly something that could be recommended to the City Council. OK, thank you. | 00:17:33 | |
| Thank you, Commissioner. Any other questions for staff on the staff report? | 00:17:38 | |
| No, I think I'm. | 00:17:42 | |
| I'm actually impressed with the number of. | 00:17:44 | |
| Applications giving it the first year. | 00:17:47 | |
| And it's the first time out the gate with this process and so. | 00:17:49 | |
| I think it's a great first start. So thank you for. | 00:17:53 | |
| Taking the time to put all this together, I appreciate it very much. Thank you. | 00:17:56 | |
| Thank you. | 00:17:59 | |
| I too want to thank staff on your report. | 00:18:01 | |
| I'm excited to dig in as we go through this as a Commission, but first. | 00:18:04 | |
| Let's see if there's any public comment. | 00:18:08 | |
| There are no public comments. | 00:18:12 | |
| Sure, come on up. And then we'll have you complete a card afterwards. | 00:18:16 | |
| And if you're an applicant. | 00:18:23 | |
| Maybe let the clerk know that you're an applicant and that way we know. | 00:18:26 | |
| We can ask. I am Dulce Satterfield. I am not an applicant. | 00:18:30 | |
| Or a. | 00:18:35 | |
| I don't know partner, applicant or anything like that. | 00:18:37 | |
| I was interested as this. | 00:18:40 | |
| Process was. | 00:18:43 | |
| Announced in the news and all that. | 00:18:46 | |
| So I am a member of the Channel Islands Maritime Museum. So I did ask in their their development people if they were they were not | 00:18:48 | |
| aware. | 00:18:53 | |
| This opportunity, so I just referred them to the. | 00:18:58 | |
| The website that shows. | 00:19:01 | |
| Past awards and things. | 00:19:03 | |
| I don't know if they submitted anything or not, but. | 00:19:05 | |
| Then I'm a citizen. | 00:19:07 | |
| I'm on a citizen committee with what's called Sea Frog. | 00:19:11 | |
| Climate First replacing oil and gas is the full long name. | 00:19:14 | |
| Black carbon study is underway affecting Porto anemia and Oxnard. So I did ask see Frog if they're aware of this. | 00:19:19 | |
| Like if they had any other. | 00:19:26 | |
| Projects up their sleeves or. | 00:19:28 | |
| They might work. Grant money might be helpful. | 00:19:30 | |
| So nothing this year, but they had not been aware either so. | 00:19:32 | |
| I realized. | 00:19:37 | |
| You're maybe talking slightly outside Portland, ME in terms of where? | 00:19:38 | |
| A headquarters of space. | 00:19:42 | |
| But there is interest in other activities, especially that museum They do, they do a lot that ties in with. | 00:19:43 | |
| Port Winnie, me. | 00:19:49 | |
| Including the city itself. So I just thought I'd mention those because just from sitting here and what I heard that you might want | 00:19:51 | |
| to know and then. | 00:19:54 | |
| On the deadline flexibility, if you've noted a couple parties were late. | 00:19:57 | |
| I now in my career, I at one point was in on the party that was. | 00:20:03 | |
| The Grantor. | 00:20:09 | |
| So. | 00:20:12 | |
| Umm, that there's reasons for deadlines and yet I can see a case for flexibility. | 00:20:13 | |
| And all I would ask or recommend is. | 00:20:18 | |
| Don't give the impression that you're locking in. | 00:20:23 | |
| Like if you're really flexible this year. | 00:20:26 | |
| Don't let that perception that it's always going to be that way or it's based on some criteria or favoritism. | 00:20:28 | |
| Maybe there's a reason to firm it up in a future year, even if you are flexible this year. | 00:20:35 | |
| So that's. | 00:20:40 | |
| The extent of what I think I have on the subject and. | 00:20:42 | |
| Good luck carrying forward and bringing all this to a really wonderful conclusion. | 00:20:45 | |
| Thank you. Thank you for your contribution. Any other public comments? | 00:20:50 | |
| There are no other public comments. OK, thank you. | 00:20:56 | |
| So the recommendation is to review the applications for funding from the Community Benefit Fund. | 00:21:00 | |
| Consider the applications and for us to ultimately make an advisory recommendation to the City Council. | 00:21:06 | |
| Prioritizing potential funding allocations from the Community Benefit Fund. | 00:21:12 | |
| I will say from the onset. | 00:21:18 | |
| That we're not approving or denying any money at the moment, right? We're just creating a kind of a process and providing feedback | 00:21:19 | |
| to the City Council. | 00:21:23 | |
| So at this time I'm going to open it up to the Commission. | 00:21:29 | |
| One idea I had and I would love for us to discuss just because of the sheer amount of applicants. | 00:21:32 | |
| Is perhaps we can think of it. | 00:21:37 | |
| One of the things I thought about and how I ranked mine was like in buckets. | 00:21:39 | |
| So it was like top priority, you know? | 00:21:43 | |
| Second priority. Third priority. | 00:21:46 | |
| Because I think all the programs are good, the third might just be. | 00:21:48 | |
| It's great, but maybe there's other funding available for that or maybe for a future year. | 00:21:51 | |
| So that's one way I was kind of thinking about it, other than just ranking everything like one through 18. | 00:21:57 | |
| Because I think some of these projects we might say, like, who's to say a mural? | 00:22:03 | |
| Of this and that aren't the same like ranking right? | 00:22:07 | |
| So that's one process, but I'm open to hear how you all would like to to move forward. | 00:22:11 | |
| And then and then kind of what I'm imagining is we can go down the list. | 00:22:16 | |
| Of items and then we can just decide what bucket we kind of want to put it in. | 00:22:20 | |
| So yeah, that's fine. I I think one of the criteria is that's. | 00:22:24 | |
| Probably important. | 00:22:29 | |
| And it's one of the. | 00:22:31 | |
| The things that came up during our. | 00:22:32 | |
| Citizens Advisory. | 00:22:34 | |
| Discussion with the City Council and with the port. | 00:22:36 | |
| Is. | 00:22:39 | |
| The focus needs to be. | 00:22:41 | |
| Wineemi Mm-hmm. | 00:22:43 | |
| And there's there. In the past, there's been far too many. | 00:22:45 | |
| Projects that have been outside the city limits, the. | 00:22:52 | |
| Don't benefit the citizens of Waeneme necessarily. | 00:22:55 | |
| And so I think that. | 00:22:58 | |
| Given this is our first year, I think it would be really. | 00:23:00 | |
| Mindful of us to be thoughtful about making sure that we really take a high priority for any project that is. | 00:23:05 | |
| Being being undertaking for the city of within the city of Port Hueneme instead of. | 00:23:12 | |
| Our external sister cities. | 00:23:18 | |
| Around us. | 00:23:20 | |
| So that's one criteria I think that. | 00:23:21 | |
| I would strongly recommend. | 00:23:24 | |
| OK. And then? | 00:23:26 | |
| And then I think taking into consideration sort of the history, there's a number of projects that are on here also that. | 00:23:29 | |
| Have been repeatedly funded for year after year after year after year, probably for. | 00:23:36 | |
| Well, since the inception of. | 00:23:41 | |
| The. | 00:23:43 | |
| Community Benefit fund. | 00:23:46 | |
| And umm, maybe, maybe they. | 00:23:48 | |
| Get a pause this year. | 00:23:51 | |
| Maybe. | 00:23:52 | |
| I don't know, and especially if there's. | 00:23:53 | |
| Budget constraints. | 00:23:57 | |
| If we have 100. | 00:23:58 | |
| $30,000 worth of. | 00:23:59 | |
| Give or take. | 00:24:01 | |
| If it gets to the point where we say, well, maybe this project should. | 00:24:05 | |
| Put on hold for one year and they can come back next year and something along those lines, but prioritizing new. | 00:24:09 | |
| Innovative projects that we haven't funded and also. | 00:24:15 | |
| Strongly recommend and. | 00:24:19 | |
| And of course that they benefit our city. So those two. | 00:24:22 | |
| Possible. | 00:24:28 | |
| Considerations. | 00:24:30 | |
| Thank you, Commissioner. | 00:24:32 | |
| Notes of those and we'll talk about it as we go, each item good. Commissioner, what are some of your thoughts? I did read the | 00:24:33 | |
| settlement agreement that they had back in 2015. | 00:24:38 | |
| And just. | 00:24:44 | |
| Looking at previous City Council and even the port where I've come to a couple of their combined meetings for this this fund. | 00:24:45 | |
| And it also has to be a mutual benefit because I know we're just recommending to the City Council, we think. | 00:24:52 | |
| But if? | 00:24:58 | |
| The people on the port don't like it, don't see a mutual benefit. | 00:24:59 | |
| We're wasting our time, so we got to have that in consideration, so we're not. | 00:25:02 | |
| Coming back four or five times. | 00:25:06 | |
| To use one side or the other, so. | 00:25:08 | |
| I think that is pretty important to make sure. | 00:25:10 | |
| To look at it from their lens. | 00:25:13 | |
| How does this benefit them? | 00:25:14 | |
| How does it benefit the city? So that way you can get approved. | 00:25:15 | |
| Thank you. So I'd like to also go ahead. | 00:25:18 | |
| Sorry, one more question I forgot to ask. | 00:25:21 | |
| What's happened with the? | 00:25:25 | |
| Statue. | 00:25:26 | |
| Does anybody know? | 00:25:29 | |
| I we never did get an update on that. | 00:25:31 | |
| You can just say, oh, come to come back at a future meeting. | 00:25:33 | |
| That started this whole conversation because it was very lopsided and one sided that it was all about the. | 00:25:37 | |
| And it was very and there was a lot of. | 00:25:42 | |
| Petitions and people in the public that were like. | 00:25:45 | |
| Ashamed that we're spending $120,000 on a. | 00:25:48 | |
| Statue. | 00:25:51 | |
| I'll start with the disclaimer. It's not specific to the agenda item before us, but I'll just very briefly say while I don't have | 00:25:54 | |
| all of the details there, there has been collective agreement that it will not be located. | 00:25:59 | |
| On city property. On public property. | 00:26:05 | |
| It is been decided that will be located. | 00:26:07 | |
| On port property. | 00:26:10 | |
| So it has not been placed yet. | 00:26:13 | |
| To my knowledge it has not been placed, and it's possible that the final location has not even been decided, but the idea of it | 00:26:15 | |
| being placed on public property is no longer part of the discussion. | 00:26:20 | |
| So how does that benefit our city? | 00:26:29 | |
| Is the funding side of it is a concern to me because we spent a lot of money that was. | 00:26:32 | |
| City umm. | 00:26:38 | |
| Funding. | 00:26:39 | |
| And I guess that's. | 00:26:41 | |
| Something that the Council. | 00:26:42 | |
| Straple with, but it's a. | 00:26:45 | |
| Kind of a shame. | 00:26:48 | |
| Actually. | 00:26:49 | |
| OK. Thank you for that. | 00:26:51 | |
| Yes, Commissioner. | 00:26:53 | |
| In reading some of the guidelines, I just want to make sure that. | 00:26:55 | |
| We don't have to allocate all the funds right now, right? They can carry over if we need to or if we want to. | 00:26:57 | |
| Yeah, that's exactly right. So for example, some, even some of the funds that are being dispersed this year, for example, the | 00:27:03 | |
| scholarships. | 00:27:07 | |
| Were funded in previous cycles. | 00:27:11 | |
| And so that's my understanding as well as some of that money that's already kind of been earmarked is going to be expensed. | 00:27:14 | |
| In the years to come. | 00:27:19 | |
| I also like to point out. | 00:27:21 | |
| That this is just informing how the city shows up to that meeting. As you were saying, the port may come back with their own | 00:27:23 | |
| recommendations. | 00:27:27 | |
| And so and just for all of our applicants to understand. | 00:27:31 | |
| It's not even like our money that we're allocating, we're just making recommendations of how to bring the list. | 00:27:35 | |
| List forward. | 00:27:40 | |
| It's I would argue that point. | 00:27:43 | |
| Because I think it is our money as much as because it's part of the agreement. | 00:27:45 | |
| For our city. | 00:27:49 | |
| So I think we need to have a, we have a fiduciary responsibility to make sure that's spent wisely. | 00:27:50 | |
| Yeah. Thank you for that. | 00:27:56 | |
| OK, any other kind of setting the table questions before we dive in? | 00:27:57 | |
| I will say. | 00:28:03 | |
| For me, I looked a lot. | 00:28:04 | |
| The Nexus with Port Hueneme, does it serve Port Hueneme residents or it's clearly articulated? | 00:28:08 | |
| If it's kind of the best Bing for a buck to help our residents and our students especially. | 00:28:16 | |
| And then also looking at is there other funding mechanisms available for some of these requests that may be great? | 00:28:22 | |
| But maybe it should follow the more traditional budgeting process that the city has or that the port has. | 00:28:29 | |
| So those are some of the things that I thought about. | 00:28:35 | |
| So with that, are we ready to go kind of through the list? | 00:28:38 | |
| Of yeah, go ahead. | 00:28:41 | |
| Another thing I want to keep in mind is also I think with the dollars because it came from a settlement. | 00:28:44 | |
| That we should allocate or recommend allocating the funds that will benefit the most people. | 00:28:49 | |
| In the community versus. | 00:28:54 | |
| One person or one thing? | 00:28:55 | |
| The reach of the money. | 00:28:58 | |
| Can go further. I think that is important. | 00:28:59 | |
| So more people can benefit from it. | 00:29:02 | |
| And I'm ready to go. | 00:29:04 | |
| Thank you, Commissioner. | 00:29:05 | |
| OK, so now are we ready to kind of work our way through the list? | 00:29:08 | |
| Yep, OK. | 00:29:12 | |
| So application #1. | 00:29:13 | |
| This is the Equine Empowerment Foundation. | 00:29:15 | |
| What are our thoughts on this? | 00:29:19 | |
| We can also simply say if it's a category 1-2 or three. | 00:29:23 | |
| Yeah, 1's top priority 2 is. | 00:29:27 | |
| It's good. | 00:29:30 | |
| But it's not our top priority. And three, it's my great idea, but it shouldn't be our funding priority. So this is the first time | 00:29:31 | |
| that it's been. | 00:29:35 | |
| Requested I think that the fact that there. | 00:29:39 | |
| Rescuing race X-ray race horses and these are. | 00:29:43 | |
| Horses that are to They're looking for a wheelchair ramp to mount. | 00:29:46 | |
| Disabled. | 00:29:52 | |
| People on horses for therapy. | 00:29:54 | |
| Therapeutic courses for. | 00:29:58 | |
| Mental health and physical health. | 00:30:01 | |
| Issues. | 00:30:03 | |
| That's kind of an important. | 00:30:04 | |
| Topic these days. | 00:30:06 | |
| I'm not sure where they're located. I don't. I know we don't have any horses per se here in Wine Me. | 00:30:09 | |
| So I'm not sure where it's located, but it's an interesting project. | 00:30:14 | |
| And. | 00:30:19 | |
| Given that it's unique and different and we've never funded this and they're asking for the funding of the ramp. | 00:30:21 | |
| I'm kind of. | 00:30:28 | |
| I'm kind of in favor of it because. | 00:30:29 | |
| I think it's a unique. | 00:30:31 | |
| Request for. | 00:30:32 | |
| For healthcare. | 00:30:36 | |
| Of individuals that need it. | 00:30:37 | |
| OK. Thank you, horses and the people. | 00:30:39 | |
| I actually had the privilege of having them come speak at one of the groups that I have and they do serve. | 00:30:42 | |
| A wide round of people, Port White, Nimi and Oxnard, and it is for people with special needs stress. It's therapy and I think that | 00:30:48 | |
| serves the community as a whole. | 00:30:52 | |
| And so I think that's I agree it should be one of their number one or Topper. | 00:30:57 | |
| Priority. I give it a one. | 00:31:01 | |
| OK, you would give it a one, What would you rank it as? | 00:31:03 | |
| I'd say one for this year. | 00:31:07 | |
| Just because it's different. | 00:31:08 | |
| It's not something we've done before. | 00:31:10 | |
| OK, Yes, go ahead. | 00:31:14 | |
| Charles noted. It appears as though we do have someone representing that application if the. | 00:31:17 | |
| Commission was so inclined. | 00:31:23 | |
| It has that person to expand on there. Yeah, absolutely. And thank you for that. And feel free to hop in anytime we have an | 00:31:24 | |
| applicant in the room. | 00:31:27 | |
| Go ahead and you'll have some couple minutes to share. | 00:31:30 | |
| I'm Kate Rodriguez. I am the Director with Equine Empowerment Foundation. We are a relatively new nonprofit that just started in | 00:31:33 | |
| 2023. | 00:31:37 | |
| We started building our programs out last year. Currently, our therapeutic writing program is focused on children's and adults | 00:31:41 | |
| with disabilities. | 00:31:44 | |
| Including mental, physical, emotional disabilities. | 00:31:47 | |
| I have several writers. | 00:31:51 | |
| That I've not been able to provide services to at this time because we don't have the mounting ramp available and these are people | 00:31:52 | |
| in wheelchairs or other riders that. | 00:31:56 | |
| Of other mobility impairments that are not able to use a standard mounting grant to be able to mount the horse safely. | 00:31:59 | |
| I do want to say that I am a Port Whitney resident and our ranch is located at just off of Pleasant Valley and Rice, so we're just | 00:32:06 | |
| kind of a hop, skip and jump for my name me. | 00:32:10 | |
| A lot of our writers are in Winini, so we do have a large percentage of our writers that are in Wynnini. | 00:32:15 | |
| And we are looking to expand our program this year to include therapeutic writing for disabled veterans. | 00:32:21 | |
| Which we have, you know, our base here in Winnie as well. So I suspect that we will get a good amount of. | 00:32:27 | |
| Interest from that once we have that going. So this ramp would be absolutely beneficial for us to reach all of the people in need | 00:32:33 | |
| in the area. | 00:32:36 | |
| Thank you for your time. | 00:32:39 | |
| Very interesting. | 00:32:42 | |
| OK. So there's been two commissioners that agree that it should be in the first bucket or so first funding priority. | 00:32:44 | |
| I'm inclined to have it a little bit lower in the list, given that we have a couple other programs. | 00:32:53 | |
| But I'll go ahead and for now, put it in the first category and then we'll return. | 00:32:59 | |
| And we'll do that with any of these, kind of put in the first one and then. | 00:33:03 | |
| Come back to it. | 00:33:06 | |
| OK. The second one is Amino Theater Productions program in partnership with ANGLIC. | 00:33:08 | |
| Anyone here for that item? | 00:33:15 | |
| OK, Commissioners, I'm inclined to put that in the first category. It seems like it helps. | 00:33:19 | |
| Port Windy, Mary residence, so kind of established programs. | 00:33:25 | |
| And, umm. | 00:33:28 | |
| Hopefully the production will in fact be in port. | 00:33:30 | |
| What are your thoughts on those items? I'd say. | 00:33:34 | |
| I agree. | 00:33:37 | |
| It's an Oxnard. | 00:33:38 | |
| Organization. | 00:33:39 | |
| Like I said, I think we. | 00:33:41 | |
| Not that they're not a good organization, I just want to try to focus as much as possible on. | 00:33:42 | |
| And different projects that we haven't done before. | 00:33:50 | |
| And and obviously. | 00:33:53 | |
| For the benefit of our. | 00:33:57 | |
| Specific this seems. | 00:34:01 | |
| Very much Oxford focused. | 00:34:03 | |
| Do you mind saying more about that? | 00:34:05 | |
| It just it it seems to have the presence of a more Oxnard. | 00:34:07 | |
| Centric focus for. | 00:34:12 | |
| So I very much feel that it should be in the first funding priority. Umm. | 00:34:15 | |
| It's a well established organization. | 00:34:20 | |
| Plan is for the production to be in the city of Port Hueneme. | 00:34:24 | |
| And to support residents at the City of Port Hueneme, the previous applicant that we looked at also was not located. | 00:34:27 | |
| The actual physical location is not in the city of Port Hueneme. | 00:34:35 | |
| And so I wouldn't like to keep it in the second category or the first category. | 00:34:39 | |
| Happy to put it in the second category and revisit it later in this meeting. | 00:34:43 | |
| OK. | 00:34:51 | |
| Let's move on to the third project. | 00:34:59 | |
| DFW. | 00:35:03 | |
| This is for what? A roof? | 00:35:11 | |
| VFW is here. | 00:35:17 | |
| Yes. | 00:35:19 | |
| Can you? | 00:35:20 | |
| Yes. | 00:35:21 | |
| You know, you can come on up and share a few remarks before we consider your item. Thank you. | 00:35:22 | |
| All right, so. | 00:35:30 | |
| You know, I'm the commander of the VFW and we need, we don't need a new roof. | 00:35:32 | |
| We need our roof repaired. We have a couple leaks out there. We just actually had someone come in and look at it. | 00:35:37 | |
| It's gonna cost us about $20,000 for just. | 00:35:43 | |
| Just an upgrade. | 00:35:46 | |
| No missing tiles, broken tiles, stuff like that. | 00:35:47 | |
| We do have a great relationship with the port. The port on one side is the train tracks they own that the other side. | 00:35:50 | |
| Of our building is was just bought by the Longshoreman Union. | 00:35:56 | |
| So we have a great relationship actually with both. We actually do. | 00:36:02 | |
| The post itself. | 00:36:06 | |
| Opens the hall. | 00:36:08 | |
| To the Longshoreman's Union and the Steel Workers Union for free so they could do their union meetings. | 00:36:10 | |
| So we have a great relationship with the port. | 00:36:15 | |
| On top of the fact that we're also neighbors on both sides of us. | 00:36:18 | |
| The roof. | 00:36:22 | |
| It's got to be 30 years old and there's just some broken tiles, some dry rot on the roof. | 00:36:24 | |
| I just got just a verbal estimate, nothing written. | 00:36:30 | |
| For it's going to cost about 15 to $20,000. Just upgrade it. We have a couple leaks. | 00:36:34 | |
| Went over a pool table which doesn't help. | 00:36:39 | |
| And then went over a stairwell that we have to going upstairs. | 00:36:42 | |
| So, uh. | 00:36:45 | |
| Yeah, I put in the application. | 00:36:46 | |
| And you all know where the, I assume everybody knows who the FW is. I mean, we do open up to the public a lot. | 00:36:48 | |
| We do hamburgers on Wednesday for karaoke on Fridays. | 00:36:53 | |
| We got the. | 00:36:57 | |
| Ride for Red coming up, which is the Red Cross fundraiser. They use us. | 00:36:58 | |
| As a stopping point and and like for snacks and stuff. | 00:37:03 | |
| We got the blood mobile coming. That's a community thing and. | 00:37:07 | |
| You know we donate a lot to. | 00:37:10 | |
| Local communities. | 00:37:12 | |
| Or local. Uh, local. | 00:37:14 | |
| Local. | 00:37:15 | |
| Not other nonprofits. Camarillo Animal Shelter, a lot of veterans organizations reach program. | 00:37:16 | |
| And you'll come. I'll be up here later for the reach stuff too, by the way. | 00:37:23 | |
| And then so as you can see, the VFW is becoming more and more. | 00:37:27 | |
| The communities are becoming more and more. | 00:37:33 | |
| The community is. | 00:37:35 | |
| Can I see this? | 00:37:37 | |
| Is becoming more aware of what we are. | 00:37:38 | |
| Veterans of Foreign, it's called Veterans of Foreign Wars, and these are combat veterans, so they become a member. You have to be | 00:37:42 | |
| a combat veteran. | 00:37:45 | |
| And there's a lot of them in this community, mostly Vietnam. I'm gonna get most of our. | 00:37:49 | |
| Most of our posts are Vietnam Veterans. We actually just got a World War Two guy. | 00:37:54 | |
| We had three from Korea. | 00:37:59 | |
| So a lot of they're getting older and. | 00:38:01 | |
| And we just need to kind of do some. | 00:38:04 | |
| Just some cosmetic stuff, which is what the roof's for. | 00:38:08 | |
| That's it. Thank you. All right, bye. | 00:38:12 | |
| Commissioners. | 00:38:15 | |
| This this. I'm a little questionable about this because. | 00:38:21 | |
| And one thing I didn't mention that I think is a criteria that I think. | 00:38:25 | |
| We mentioned when we set up this new process that I still think is important. | 00:38:29 | |
| Is I would like to see measurable outcomes from everything that we. | 00:38:33 | |
| We fund. | 00:38:38 | |
| So, umm. | 00:38:40 | |
| How many? | 00:38:41 | |
| People do we help with. | 00:38:41 | |
| With for example, if we do the horses and the incline situation and. | 00:38:43 | |
| How many? How many? | 00:38:47 | |
| How many? | 00:38:49 | |
| People, does that help? | 00:38:50 | |
| In this particular case. | 00:38:52 | |
| You know, it's kind of hard to put a measurable outcome other than the repair of a roof. And I guess that that's sort of to me is | 00:38:55 | |
| more of an operating budget. | 00:38:58 | |
| Project and. | 00:39:04 | |
| I'm not sure we want to be doing operating type project. | 00:39:06 | |
| Budget projects which. | 00:39:10 | |
| For infrastructure and such for organizations, I'm not sure. We haven't talked about that before. | 00:39:11 | |
| First time that's come up, so I'm not. | 00:39:16 | |
| Sure, how how we feel about it or how the City Council or the port would feel about. | 00:39:19 | |
| That it would fit into kind of a different bucket too. | 00:39:24 | |
| If you will. | 00:39:27 | |
| OK, I kind of. | 00:39:29 | |
| Had the same question or my first thought was. | 00:39:32 | |
| Could they? Do they not have the money to fix it? | 00:39:35 | |
| Or are they raising money to give out to other people and we're fixing the roof? | 00:39:37 | |
| So Ingrid, I've played at the VFW as well. Great karaoke and great food on Fridays. | 00:39:40 | |
| But I agree with you on the capital improvement part. Is that something that? | 00:39:45 | |
| They should pay for further building. | 00:39:49 | |
| Or do they not have it because they're giving the money out to other organizations so. | 00:39:51 | |
| I mean it, but it's still in providing me and I do know that they give to organizations, so I would. | 00:39:54 | |
| I'm in between 2:00 and 3:00 right now as far as priority. | 00:39:58 | |
| On that, so I would similarly place it in that range. | 00:40:01 | |
| I had the similar questions. Literally I said capital improvement. | 00:40:07 | |
| Question mark. | 00:40:10 | |
| Umm, I don't believe we've approved that in the past, but I don't think there's been an application for it in the past, so. | 00:40:14 | |
| If I understand, maybe I'm wrong in reading the agreement to the city can't even use the funds for capital improvements or | 00:40:20 | |
| anything like that, right? It has to be to the. | 00:40:23 | |
| No, if I read it correctly. | 00:40:28 | |
| Hard. | 00:40:31 | |
| Understand it so under the second category, Community development. | 00:40:32 | |
| It says implementing joint initiatives that foster communities, economic, social and environmental well-being. | 00:40:37 | |
| Including, but not limited to, public infrastructure improvements, sponsorship of special events. | 00:40:44 | |
| Supportive civic organizations and similar activities. So it does specify public infrastructure improvements. | 00:40:50 | |
| Yeah, typically I, I think in the past that was related more to like the shoreline question. | 00:40:58 | |
| But OK, are we comfortable placing it kind of lower in the second category or are you? | 00:41:04 | |
| OK, we'll come back to it. | 00:41:10 | |
| So maybe we may have the money. | 00:41:11 | |
| OK stuff. | 00:41:17 | |
| You have something wanted to add. | 00:41:18 | |
| No, I think you adequately answered the question that was asked by Commissioner. | 00:41:20 | |
| Nameless, faceless staff. | 00:41:27 | |
| Before you approach #4 I'll note one correction. I think actually I received. | 00:41:29 | |
| Two submissions for this item. | 00:41:35 | |
| And I note that. | 00:41:38 | |
| The funding request is actually $6000, not 10,000 as I stated in the report. | 00:41:40 | |
| I think there was a inconsistency in the two applications. It is kind of a repeated application with a minor change. | 00:41:45 | |
| And I think I wrote down the 10,000 from 1 of the applications, but in fact. | 00:41:51 | |
| The actual request is $6000 for the next 1, so just wanted to correct that for the record. | 00:41:56 | |
| Thank you. | 00:42:00 | |
| OK. Are we ready to move to Project 4? | 00:42:02 | |
| Yes. OK, so project 4 reach. | 00:42:05 | |
| Is there a speaker from Reach? | 00:42:09 | |
| Yeah, welcome on back. | 00:42:12 | |
| You're gonna be up a lot today. | 00:42:15 | |
| Yeah, I know. | 00:42:17 | |
| So there's there's two applications in there. There's one from Rich Rollins for 10,000 and then I put in one for 6000. | 00:42:19 | |
| That my train of thought was it was one item. | 00:42:27 | |
| That I was asking for $6000. | 00:42:30 | |
| Whereas rich asked for like 4 items. | 00:42:33 | |
| 4 little projects that Reach wanted to do for the 10,000. | 00:42:36 | |
| There's a couple in here that we're thinking about doing. We're doing it with the electrical outlets. | 00:42:40 | |
| Or the electrical boxes. | 00:42:45 | |
| If you know within the city. | 00:42:48 | |
| There's six, there's 8. | 00:42:49 | |
| Traffic lights. | 00:42:52 | |
| And there's electrical boxes at each traffic light. We want to put a mural there specific to the area. | 00:42:54 | |
| For instance, the traffic light that's at Barden in Ventura. | 00:42:59 | |
| Would be at the Bard family one that would be the mural. | 00:43:03 | |
| The CB base would be a CB. | 00:43:06 | |
| Would be themed. Would be a CB themed. | 00:43:09 | |
| The the the Pleasant Valley gate to the. | 00:43:12 | |
| To the naval base would be a VFW. One VFW. | 00:43:15 | |
| Slash military one and then someones at around the school. | 00:43:21 | |
| So we're just concentrating on right now and those on those 8. | 00:43:25 | |
| There are other electrical boxes throughout the city, from what we can tell. | 00:43:29 | |
| It's about 50 other ones, but those are owned by Edison. | 00:43:33 | |
| And those. | 00:43:36 | |
| There's a different process and getting those, the murals put on those. And then there's some that are privately owned, they're on | 00:43:38 | |
| public, they're on private property. | 00:43:42 | |
| So anyway, the the project is to do murals at each one of those electrical boxes. | 00:43:45 | |
| Rich also went to Pennsylvania. Rich and Beverly go to Pennsylvania and all these other states all the time, and Rich was going | 00:43:51 | |
| through one of these little towns and they had these little banners. | 00:43:56 | |
| On the, on the, on the traffic, on the. | 00:44:00 | |
| The lights, I don't know. I don't want to call them traffic lights because they're not really traffic lights, but the. | 00:44:04 | |
| Lights, yeah. | 00:44:08 | |
| Streetlights. And on those banners, it had a veteran. | 00:44:10 | |
| And then and so Rich thought that would be a good idea. Now I've looked into this a little bit. I don't have an exact amount. | 00:44:16 | |
| But we're thinking about 3 to $350.00 per. | 00:44:22 | |
| Her banner. And again, just like the electrical boxes, we don't want to do them all at one time. Want to do a few, See what the | 00:44:25 | |
| community thinks about it. | 00:44:29 | |
| Tweak it if we have to and then kind of move forward from there. | 00:44:33 | |
| So the idea in this case is along Park Ave. just because Bubbling Springs just opened up and the library will open up. | 00:44:36 | |
| Is to do three or four of these. | 00:44:44 | |
| Maybe Orvine Carpenter? | 00:44:47 | |
| Maybe Larry Downing. | 00:44:50 | |
| There's a couple other veterans that I. | 00:44:51 | |
| And some of these guys have really incredible. | 00:44:53 | |
| Backstories when they were in the military, I mean. | 00:44:56 | |
| Yeah, yeah, yeah. | 00:45:00 | |
| Oh I might. Did I jump to the Riches 1 now? | 00:45:03 | |
| Yeah, sounds like you are. Oh, I may be. No, I'm sorry. Yeah, you can go ahead. And if you want to conclude your remarks, OK, so | 00:45:06 | |
| there was. | 00:45:10 | |
| So mine mine was for $6000 and it was just for the electrical boxes. | 00:45:14 | |
| Rich did another one that included the electrical boxes plus some more, so we're kind of doubling up on it. | 00:45:19 | |
| It's kind of what I'm getting into. | 00:45:27 | |
| So mine's just the one I put in has just has to do with the electrical boxes. | 00:45:31 | |
| So let's focus on that one. Yeah, OK, well, I'll go. | 00:45:36 | |
| Call me when you need me. Thank you. | 00:45:39 | |
| Commission, yeah, Commissioners, I'm inclined to put this in the first category. | 00:45:43 | |
| I think it's really important for the public to see public investment, especially art. | 00:45:47 | |
| Especially community based art, I think super important something that this fund was kind of. | 00:45:52 | |
| Envisioned to do. | 00:45:58 | |
| Yes, question. | 00:46:01 | |
| Artists, the artists that you are looking to hire to do this work, I would like to see them be Port Wine Amy artists and | 00:46:03 | |
| recruiting. | 00:46:08 | |
| They are. Ironically, we've reached out to three of them. | 00:46:13 | |
| And I believe two of them are actually live in Port Hueneme. | 00:46:17 | |
| And. | 00:46:21 | |
| We were gonna end with. | 00:46:23 | |
| Couple things we have to figure out is pricing. | 00:46:24 | |
| You know how much does it cost to do these? | 00:46:28 | |
| The other thing we have to figure out is like. | 00:46:30 | |
| Like if we're doing. | 00:46:33 | |
| A Kumash mural. | 00:46:35 | |
| We want to get. | 00:46:37 | |
| The kumash want to get their input on it. | 00:46:38 | |
| So we just don't want it to kind of wing it. | 00:46:42 | |
| So we want the artist to meet up with that that organization and say OK. | 00:46:44 | |
| What works for you? What do you guys like? What do you how do you think envision it? | 00:46:49 | |
| When those murals are done, they'll actually be a template and it will be brought up to the City Council. | 00:46:53 | |
| And they'll say yes or no. | 00:46:59 | |
| To those umm. | 00:47:00 | |
| They're not going to add stuff, subtract stuff, they're just going to say yes or no. | 00:47:01 | |
| Thank you for that. OK, I'll be back. | 00:47:06 | |
| I have a question for our Deputy. | 00:47:09 | |
| City Manager. | 00:47:11 | |
| As far as the amounts, we. | 00:47:13 | |
| Does historically has a City Council cut some of the amounts but still awarded the grants to them? | 00:47:15 | |
| Or do we not get him out of that part? | 00:47:20 | |
| Like lower the amount like they're asking for 10 but this is saying oh we'll give them 5 but not ten. | 00:47:22 | |
| This has that happened before. So 2 answers to your question because this is the first year we're going through this particular | 00:47:27 | |
| process. There really hasn't been. | 00:47:31 | |
| A known amount requested and then potentially reduced. | 00:47:35 | |
| Having said that. | 00:47:39 | |
| If the Commission felt it was appropriate to make a recommendation for a greater number of applicants but at a lesser amount than | 00:47:40 | |
| was requested, that would certainly be a recommendation that you can make. | 00:47:45 | |
| OK, thank you. Go ahead, Commissioner. Sounds like you're got something cooking over there. Well, no, I mean, I want to spend as | 00:47:51 | |
| much money as we can to benefit the most people. I like the the artwork. I've seen it in Oxnard. | 00:47:56 | |
| I just don't know if $10,000, you know, this is a lot for 6000. Yeah, this is the correction he had that was OK correcting it down | 00:48:01 | |
| to six. OK then. | 00:48:05 | |
| That come back on track I would closer to amount that you're. | 00:48:10 | |
| I agree. | 00:48:13 | |
| And I would say one on that one. | 00:48:15 | |
| OK. So we'll go ahead and put Project 4. | 00:48:18 | |
| And to group. | 00:48:21 | |
| Artists Yeah, Project 4 and to Group 1. | 00:48:23 | |
| OK. | 00:48:27 | |
| OK, we're now moving on to Project 5. This is the Boys and Girls Club of Greater Oxnard, Port Hueneme. | 00:48:30 | |
| Is there any speaker from this applicant? | 00:48:36 | |
| Come on up and you can share a few remarks. | 00:48:39 | |
| Good evening. My name is Alexis Minnie. I am the Vice President of Advancement at the Boys and Girls Clubs of Greater Oxnard and | 00:48:48 | |
| Port Mini. Thank you for your time and your consideration of our application. | 00:48:53 | |
| I would just like to share that we have 21 locations in both Oxnard and Port Hueneme. We are very grateful to be partnered with | 00:48:59 | |
| the Winnie Mae Elementary School District and we also have. | 00:49:04 | |
| Two standalone clubhouses in Port Rainy meet we have. | 00:49:10 | |
| A center that serves 6 to 12 year olds, as well as a teen center that serves 13 to 18. | 00:49:13 | |
| We served last year 5500 members. | 00:49:19 | |
| And we do everything from tutoring to sailing to steam projects to. | 00:49:23 | |
| You know, tomorrow they're going to USC on a field trip. | 00:49:29 | |
| So we have quite a wide variety of programs for our members and we charge families $20 a year. | 00:49:33 | |
| It costs us $663 per child to serve them. | 00:49:41 | |
| All of these programs and meals and quality staff. | 00:49:46 | |
| If I may, I would also like to share a story that I actually just recently learned from a family who goes to the Port Winding Me | 00:49:51 | |
| clubhouse. | 00:49:55 | |
| I met with a mom who has two daughters who attend the poor Anime clubhouse on Pleasant Valley. | 00:49:59 | |
| And she shared that. | 00:50:06 | |
| Report Running Me Club has been the only stable place for her kids over the past year as her family has been dealing with some. | 00:50:08 | |
| Addiction issues and some financial struggles. | 00:50:15 | |
| They she told me they only go to school because they know they can go to the Boys and Girls Club afterwards. | 00:50:19 | |
| So I thought that was really special and impactful. | 00:50:25 | |
| So thank you again for your time. | 00:50:29 | |
| Thank you. | 00:50:31 | |
| Commissioners. | 00:50:32 | |
| I'm inclined to put them in category one. | 00:50:35 | |
| I like that number of people they serve, the number of two kids they serve. | 00:50:37 | |
| I'll be supportive of that. I'm sorry I couldn't hear. | 00:50:40 | |
| Category one has a higher priority, yes. | 00:50:43 | |
| How do you feel, Commissioner? | 00:50:46 | |
| I was just looking at the history and to see if we're this again just. | 00:50:51 | |
| If we had funded the. | 00:50:56 | |
| Boys and Girls Club in the past. | 00:50:57 | |
| It's also at the very end of the packet. | 00:50:59 | |
| Figure list. Oh OK. | 00:51:03 | |
| Have we? | 00:51:09 | |
| So in the report, I do summarize that in the last three funding cycles, we did make an allocation of $10,000 to the club. | 00:51:11 | |
| So I'm inclined to place them also in the first category. | 00:51:20 | |
| And then if the Council chooses to lower the amount or adjust it, they can, but I think as an organization. | 00:51:24 | |
| Because of the amount of people they serve, I think it's good to put them in the first. I totally agree. I've been with I've. | 00:51:31 | |
| Donated myself significantly to the Boys and Girls Club and I do think the work that they do is very, very good. | 00:51:36 | |
| I if we I would, I would like to say that I would like to put you in a one. | 00:51:43 | |
| But I want what I want to be careful of is that. | 00:51:48 | |
| I want to make sure that we're also spreading the love around a little bit more. | 00:51:51 | |
| To other entities that have never gotten any funding that might need some. | 00:51:55 | |
| Help this year? | 00:51:59 | |
| So I'd say maybe #1. | 00:52:00 | |
| With a question mark. | 00:52:04 | |
| So perhaps in category one, but a differing amount maybe, maybe so, yeah. | 00:52:06 | |
| OK, so project 5. | 00:52:11 | |
| Is this is the Boys and Girls Club? | 00:52:13 | |
| Is in category one or Group 1 I should say. | 00:52:18 | |
| OK. We're moving on to the Oxnard Performing Arts Center Corporation. This is the. | 00:52:21 | |
| Carpenter mural project. | 00:52:28 | |
| There any? | 00:52:31 | |
| See anybody? | 00:52:33 | |
| Part of that applicant from the OPEC. | 00:52:34 | |
| Are the commissioners on this item? This is for a mural. | 00:52:39 | |
| For Orvin or being Carpenter. | 00:52:43 | |
| Go ahead. Oh. | 00:52:48 | |
| Given that it's a Oxnard organization, I would put it in category 3. | 00:52:50 | |
| In my opinion, in a way. | 00:52:54 | |
| Mr. Ravinia has the Community Center named after him in. | 00:52:57 | |
| You know, if there's extra funds that could be. | 00:53:00 | |
| Considered later is what I'm thinking. | 00:53:02 | |
| I'm going to suggest a three for #6. | 00:53:05 | |
| I would um. | 00:53:09 | |
| You know the occupant. Performing Arts Center Corporation pack. | 00:53:12 | |
| Nonprofit. | 00:53:16 | |
| Service region. | 00:53:17 | |
| They have a long. | 00:53:19 | |
| Over 25 year history of serving Port Hueneme residents. | 00:53:20 | |
| And in this case, I think our trusted vendor, a proven vendor. | 00:53:24 | |
| For a project like this in our city, and so I'm inclined to put them actually in the first category. | 00:53:28 | |
| Not necessarily the fact that they're a mile away. Suddenly they're they've fallen three groups slower. | 00:53:35 | |
| I would put, I wouldn't mind putting them in a tube, but here's the here's the challenge I have is that they they are the same | 00:53:41 | |
| group that's also doing our library mural. | 00:53:45 | |
| And there was a lot of controversy around the fact that we didn't use local artists for that. | 00:53:49 | |
| And I think that, you know, again going back to. | 00:53:53 | |
| Wanting to make sure that we've. | 00:53:57 | |
| Providing support for. | 00:53:59 | |
| Growing our talent in Port Hueneme. | 00:54:00 | |
| No, no, no concerns about the talent that they have. There's no question about that. And I think that's wonderful. | 00:54:04 | |
| But they also have a biggercity to pull funding from, and I just think that maybe we wait to see how the mural does with the | 00:54:12 | |
| library. | 00:54:15 | |
| See how that pans out and maybe next year we can consider. | 00:54:19 | |
| Something or if we look to. | 00:54:23 | |
| A logo entity that. | 00:54:26 | |
| Might want to do that. | 00:54:28 | |
| This type of project. | 00:54:29 | |
| So I hear what you're saying, Commissioner. | 00:54:31 | |
| I think we certainly can say that we would encourage. | 00:54:34 | |
| Any of these art applications to? | 00:54:37 | |
| Solicit artist from the city of Port Hueneme. | 00:54:41 | |
| Because I don't see here where they're saying their artists are only from this. | 00:54:45 | |
| Outside the city of Port when you, me and I think it's something that we could. | 00:54:48 | |
| Did they go ahead? No, I just know that the one that. | 00:54:52 | |
| That for the library was not. | 00:54:55 | |
| OK, so are we comfortable placing it in the second category and adding the note that the Commissioner asked about? | 00:54:59 | |
| That it's a local artist. | 00:55:05 | |
| When possible. | 00:55:07 | |
| I must still stay only because I know the amount that they got last year for that mirror mural and I know they didn't calculate | 00:55:08 | |
| the budget correctly and they ended up using more money. | 00:55:12 | |
| From the Community Benefit Fund to cover the maintenance of it. | 00:55:17 | |
| So. | 00:55:20 | |
| Like I said that that was a big project and they got like almost $50,000 last year. | 00:55:21 | |
| Yes they did $50,000. | 00:55:26 | |
| So I'd like to just put that one on 3/2 just to hold. I do want to see how the. | 00:55:28 | |
| Library turns out and. | 00:55:32 | |
| The success of that and then. | 00:55:34 | |
| Just be cautious about. | 00:55:36 | |
| Spending too much on murals. | 00:55:38 | |
| We've got Reach doing a. | 00:55:40 | |
| The electric boxes, which is. | 00:55:42 | |
| Nice SO. | 00:55:44 | |
| Murals are great, art's great, but also there's a lot of needs in our community. | 00:55:47 | |
| OK, so. | 00:55:52 | |
| The majority of the Commission agrees that the OPEC. | 00:55:53 | |
| Carpenter Mural should be in the third group. | 00:55:57 | |
| That is project. | 00:56:00 | |
| Project 7. This is a proposal from the OPEC. | 00:56:02 | |
| To create 2 pop up murals displayed at events. | 00:56:06 | |
| Such as the Wine Amy Beach Festival and other locations in the city. | 00:56:10 | |
| What is the thoughts on of the Commission of this proposal? | 00:56:16 | |
| I go with the same. | 00:56:21 | |
| 3. | 00:56:22 | |
| I agree. | 00:56:25 | |
| I would say 3/2. | 00:56:26 | |
| OK, the majority of the Commission feels that. | 00:56:27 | |
| Project 7, the OPEC proposal for a pop-up mural. | 00:56:30 | |
| Should be in the third category. | 00:56:35 | |
| OK, OK. | 00:56:46 | |
| You Commissioners. | 00:56:48 | |
| Now moving on to Project 8, this is the Winnie High School robotics team. | 00:56:50 | |
| Is there anyone from this applicant? | 00:56:57 | |
| I don't see them. | 00:56:59 | |
| Commissioners, what are our thoughts about this application? | 00:57:00 | |
| I know in the past the port has supported robotics competitions on their property. I think that's something they would go for. | 00:57:06 | |
| Be likely to approve. | 00:57:14 | |
| And I think it's beneficial because it helps the students in Winnini who. | 00:57:15 | |
| A lot of students from the city of what am you go to? | 00:57:18 | |
| So I would put that in a category one. | 00:57:20 | |
| OK, Commissioner. | 00:57:23 | |
| I would say also #1. | 00:57:25 | |
| OK. | 00:57:26 | |
| The majority of the Commission wishes the police Project 8. | 00:57:29 | |
| In category one. | 00:57:32 | |
| Project 8 which is the Winnie me? | 00:57:34 | |
| High school robotics. | 00:57:37 | |
| A Commission we're now moving to. | 00:57:44 | |
| Applicant 9 which is the real Guppies outdoors application. | 00:57:46 | |
| We have funded this project, excuse me, this group in the past. I'm inclined to place it in the first category. | 00:57:51 | |
| They've done really great work, they just happen to be located. | 00:58:00 | |
| Several 100 feet into Oxnard, but they do a lot of their programming within the city of Port Hueneme. | 00:58:04 | |
| That is where I'm inclined to place them, but what are the thoughts of the Commission? | 00:58:10 | |
| I agree that I would put in category one. They serve a great. | 00:58:15 | |
| Youth community at the beach. | 00:58:19 | |
| Yes, I agree. | 00:58:22 | |
| So they are wanting to use these funds for Island Packer tickets to take children children to the islands. | 00:58:25 | |
| Do you know how many children they're taking? | 00:58:33 | |
| For this $5000. | 00:58:35 | |
| I think it was an application. | 00:58:38 | |
| I don't see it in the. | 00:58:40 | |
| You know me, I don't, I don't believe it was specified in the application. The applicant recused from this. Yeah, that's a special | 00:58:48 | |
| challenge for them. | 00:58:53 | |
| It would just be nice, and again, it comes back to at the end of the year, I'd love to see some of these organizations come back | 00:58:59 | |
| to us and give us a report on how they did. | 00:59:03 | |
| And what who they, whose lives they impacted and. | 00:59:08 | |
| Report back the success that they've had. | 00:59:11 | |
| This is great, I'd love to see some of the kids and what they experienced from this. | 00:59:14 | |
| This event. | 00:59:17 | |
| Because it is. It's great. | 00:59:19 | |
| Expanding on that, Commissioner. | 00:59:21 | |
| Is there agreement that we want to? | 00:59:22 | |
| Go ahead and add that. I think that. | 00:59:24 | |
| As a Commissioner, I would love to see that added to a condition of all of these contributions is that they report back. | 00:59:26 | |
| The outcomes of the investment. | 00:59:32 | |
| Yeah, they do already. But maybe a more unified way of doing that, that was always part of my agree. | 00:59:34 | |
| Which we do have. | 00:59:40 | |
| Standard agreements that we enter into with. | 00:59:42 | |
| The third parties that receive CBF funding. | 00:59:45 | |
| And it does require. | 00:59:47 | |
| A reporting out, but I think your comments are well taken and we'll look at the. | 00:59:49 | |
| Specific terms of the reporting out requirements and include. | 00:59:53 | |
| Metrics. If not already stated in those agreements, it would be great. | 00:59:56 | |
| Nothing else that helps We all love us sexy infographic and. | 00:59:59 | |
| Those type of numbers are going to be super helpful to talk about what's the actual outcome from our investment in the community, | 01:00:04 | |
| right? | 01:00:07 | |
| OK, so we're now moving on to applicant 10. | 01:00:10 | |
| This is the Port Hueneme Police Department. | 01:00:13 | |
| For the implementation of a drone as first responder program. | 01:00:16 | |
| And there is an. The applicant is here, so we'll give some time to them to present and then we'll come back to the Commission. | 01:00:22 | |
| Hello everyone, My name is Henry Multimong. I'm a senior police detective here. | 01:00:31 | |
| With the Police Department, one of my other collateral assignments is also the. | 01:00:35 | |
| A traffic investigator and also. | 01:00:40 | |
| Explore Advisor. | 01:00:43 | |
| But my position here today is for the drone as a first responder. | 01:00:45 | |
| So. | 01:00:50 | |
| This is fairly new technology, something that's new that's come out with assistance through the FAA. | 01:00:51 | |
| And other companies that they're actually able. | 01:00:57 | |
| To use the drones in more of an autonomous route. | 01:01:01 | |
| Where the operators can be here within the police station. | 01:01:05 | |
| Or potentially dispatch the drone remotely from anywhere. | 01:01:09 | |
| Along as they have an Internet connection. | 01:01:12 | |
| So if there was a call out for any. | 01:01:15 | |
| Prime example will be the floodings that happened. | 01:01:19 | |
| A couple years ago here at 1 Amy Bay. | 01:01:22 | |
| And along the Channel Islands corridor. | 01:01:24 | |
| Personnel from the Police Department or even. | 01:01:27 | |
| From home would be able to. | 01:01:29 | |
| Dispatch the drone from our Police Department. | 01:01:31 | |
| To those areas that are affected by either. | 01:01:34 | |
| Natural disasters. | 01:01:36 | |
| If there is a type of active shooters, any to have any type of situation like that, we could fly the drone into those areas and | 01:01:39 | |
| get an aerial view what's going on. | 01:01:43 | |
| And remotely dispatch that video stream. | 01:01:47 | |
| To the responding first responders, whether it be police, paramedics or even fire. | 01:01:50 | |
| They're able to see exactly what the drone is looking at. | 01:01:55 | |
| And give an up-to-date live view of what the situation is. | 01:01:58 | |
| We currently have one drone that we obtained through a. | 01:02:03 | |
| Traffic grant through the Office of Traffic Safety. | 01:02:08 | |
| In which we use that for traffic collisions and try to help speed that process in and fatalities to open up roadways a lot | 01:02:13 | |
| quicker. | 01:02:17 | |
| This is just the next step in which we're trying to hope to accomplish and try to. | 01:02:21 | |
| Bring more of a better community service to our citizens here in Winami and also the port. | 01:02:26 | |
| There's in times where there's been breaches into the port. | 01:02:32 | |
| In which we can dispatch the drone remotely. | 01:02:35 | |
| And start checking the perimeter and finding the individual who breached the port or. | 01:02:38 | |
| Any type of situation so. | 01:02:43 | |
| Any questions you guys may have on that topic? | 01:02:45 | |
| Go ahead. | 01:02:50 | |
| Thank you. | 01:02:51 | |
| Where your services? Police officers? | 01:02:52 | |
| For the amount of 38,000. | 01:02:54 | |
| Is there any additional cost? Is this supposed to fund just a small portion? | 01:02:56 | |
| Has the City Council approved these expenses outside of this grant? | 01:03:00 | |
| I'll leave that to Frankie, the financial portion of that. | 01:03:04 | |
| Yeah, yes, please. Thank you. | 01:03:08 | |
| So the DFR program is actually with the partner with Axon, Axon. | 01:03:12 | |
| Through Axon, which we have our Tasers and our body worn cameras, we're seeking funding or a portion of the funding through the | 01:03:18 | |
| community benefit plan. If awarded, we want to offer it's a five year contract. We want to be able to. | 01:03:23 | |
| Secure funding for the program to minimize the cost to the city and if that were to be approved, we would then then still need to | 01:03:30 | |
| go back to council to get the overall program approved. | 01:03:35 | |
| For it now if we didn't do a DFR. Another option is there are additional drones that could be purchased outside of like a five | 01:03:40 | |
| year contract. | 01:03:43 | |
| Where we could use for building searches or smaller drones that could be purchased where let's say we had a call where shots were | 01:03:48 | |
| fired in the residence, respond to the scene prior to us going into that residence. We actually drones made for law enforcement | 01:03:54 | |
| where we could deploy them from outside of the residence, clear tactfully the the room and get a vantage point to make sure | 01:03:59 | |
| there's no other threats for our officers before we go into the residence. So after we're trying to see, we're trying to get | 01:04:05 | |
| funding for either either type of program. | 01:04:11 | |
| And we still need to come back for council as well. | 01:04:17 | |
| For additional approvals. | 01:04:19 | |
| Thank you. | 01:04:21 | |
| Commissioners. | 01:04:23 | |
| So when I saw this, I think it's an interesting advancement for our Police Department. I know the city of port of, excuse me, the | 01:04:26 | |
| city of Oxnard. | 01:04:31 | |
| This also considered this in December their price tag was several $100,000 I think like $800,000 for the program. | 01:04:36 | |
| Maybe a little bit different drone type because it's having to run miles and miles, right? | 01:04:43 | |
| Fly rather. | 01:04:48 | |
| I'm hesitant O. | 01:04:51 | |
| This amount specifically because it. | 01:04:54 | |
| If we really only have, let's say $80,000 to work with. | 01:04:56 | |
| This is contributing almost. | 01:05:00 | |
| Half of it to something that really should live in our traditional budgeting process. | 01:05:02 | |
| Those are some of the thoughts I had. I'm not. | 01:05:09 | |
| Opposed to which category it goes into, but those were the some of that first thoughts that came to mind. | 01:05:11 | |
| I think it's an exciting way to keep the officers safe. Or can I'm giving giving the Police Department situational awareness? | 01:05:17 | |
| I know there's also lots of privacy concerns and other things that the. | 01:05:25 | |
| That the. | 01:05:28 | |
| City Council will need to address and partnership with the Police Department on that, but. | 01:05:30 | |
| What thoughts did we have on this? | 01:05:35 | |
| I'm very supportive of this. I think you know we've. | 01:05:37 | |
| It is a really. | 01:05:41 | |
| Good tool. | 01:05:43 | |
| And if you use white right? | 01:05:44 | |
| Wisely and right and. | 01:05:46 | |
| Benefit to the port can also be very beneficial for. | 01:05:49 | |
| Activity out there. | 01:05:53 | |
| And I think that. | 01:05:55 | |
| I think this. | 01:05:57 | |
| I would be supportive of this of. | 01:05:58 | |
| Of going into a one category. | 01:06:00 | |
| If it's not the full amount at least. | 01:06:02 | |
| A good majority of it. | 01:06:05 | |
| Thank you for that and I would love to see reports back as to how, how you're using it with, you know, from time to time at some | 01:06:07 | |
| of the council meetings. | 01:06:11 | |
| If you can come up to the mic you can help out. Thank you, but. | 01:06:16 | |
| And here's some additional comments. | 01:06:20 | |
| Thank you. Just so the folks at home can hear no. So to add to that, there are there is the actual policy in place already with | 01:06:22 | |
| the Police Department for our drone burn that we have right now, which is the one drone that we have and. | 01:06:28 | |
| If we are able to get the join as a first responder up and running, we would actually be able to. | 01:06:34 | |
| Immediately post every flight that we do mission on their website. We would be able to give tangible statistics back to council. | 01:06:41 | |
| And to. | 01:06:48 | |
| The community Advisory Board as well. | 01:06:49 | |
| How many missions we've accomplished? How many? | 01:06:51 | |
| Arrest came out of it. How many? | 01:06:55 | |
| Man hours we were able to save based off the investment of that as well. | 01:06:57 | |
| Has it been determined like where it would launch from? | 01:07:03 | |
| That so process, I was just familiar from the other hearings. Yeah. So Axon would come out and determine they would essentially do | 01:07:06 | |
| a survey of the city. | 01:07:10 | |
| And figure out what's the correct pathway for us to go through and. | 01:07:14 | |
| One thing that's very unique about going with them? | 01:07:18 | |
| Is that the? | 01:07:21 | |
| Base being so close with us, we would have to use an NDA compliant drone. | 01:07:23 | |
| Which is a drone that's made here in the United States. | 01:07:29 | |
| A lot of the drones, a lot of the companies that are using right now, they're using Chinese made drones. | 01:07:32 | |
| Which is a big no no for the. | 01:07:39 | |
| Now in the base and also the port for obvious reasons so. | 01:07:41 | |
| With Axon, they're 100% NDA compliant. | 01:07:44 | |
| The they meet all those requirements for being US made drones. | 01:07:47 | |
| And we would actually be able to go into. | 01:07:52 | |
| An MO U with the actual naval base that would allow us to fly closer if not over the base to get to. | 01:07:54 | |
| Areas within the city at a faster rate. | 01:08:01 | |
| Compared to. | 01:08:04 | |
| Using other drones we would have to literally. | 01:08:05 | |
| Go up Interro Rd. then through Channel Islands just to try to get to the area. Where would you go to? | 01:08:07 | |
| Give a streamline straight to the calls. | 01:08:12 | |
| Yeah. Thank you for that. I was wondering if somebody who lives on the China Island side, sometimes we're like, you know, that's | 01:08:15 | |
| still Port Wayne, me over there. So yeah, that's helpful and that's the reason why we chose to. | 01:08:20 | |
| Kind of get the quote and. | 01:08:25 | |
| Figure out what the infrastructure would look like. | 01:08:27 | |
| With Axon is because they offered that. | 01:08:29 | |
| Drone that that compliant within the NDA. | 01:08:33 | |
| We currently have a relationship with them without body cams and our users, right? Yeah, yeah. | 01:08:35 | |
| Commissioner. Thank you, Commissioner. | 01:08:39 | |
| I'm not, no questions. | 01:08:41 | |
| I'm actually OK with. | 01:08:43 | |
| You guys want category one? | 01:08:46 | |
| OK. And then, Commissioner, you said category one. | 01:08:47 | |
| Thank you. | 01:08:50 | |
| So we'll go ahead and place them there. That is project so project 10. | 01:08:51 | |
| The drone program. | 01:08:57 | |
| In the first category. | 01:09:00 | |
| OK, we're now going to move to the 11th applicant, which is also reach. | 01:09:02 | |
| This is the development of a Walk of Freedom program, The street light pole banners for veterans that were Port Wine ME residents. | 01:09:06 | |
| This is what we heard a little bit about earlier if you want to make any additional. | 01:09:15 | |
| Comments or remind us on what we're working on here and then we'll get cooking on the commissioner side. So the first one was just | 01:09:19 | |
| me and that had it just to do with the electrical boxes. This one was Rich Rollins and he's doing the sister city thing today so. | 01:09:25 | |
| That's why I'm here for it. | 01:09:32 | |
| So in addition to the electrical boxes, they want to do what's called. | 01:09:34 | |
| I didn't hear whatever he called it in his thing. I didn't. I've never heard that. It's the banner program. | 01:09:39 | |
| And this is the idea of along the light poles doing a banner. | 01:09:45 | |
| For local resident, local veterans. | 01:09:50 | |
| Does that mean that they were born here? | 01:09:53 | |
| Did they live here for a certain amount of time that those parameters have not been determined yet? But. | 01:09:55 | |
| Like I had said before. | 01:10:01 | |
| From what I can tell it's about 3:00 to three 350. | 01:10:03 | |
| Per banner. | 01:10:07 | |
| And again, we'll just do a few of them, see how people like it, and then move on from there. | 01:10:09 | |
| I also believe he has in in that 10,000. | 01:10:14 | |
| Is the senior luncheon. | 01:10:18 | |
| This is only 5000. | 01:10:22 | |
| Oh, he's only asking for 5000. Yeah, so we have application 11 and 12/11 is 5000 for the. | 01:10:24 | |
| Walk of Freedom program, that's the street banner of banners. OK, So he did split them up into different, different items, OK. | 01:10:31 | |
| That's what that is. It's just the banner program. | 01:10:38 | |
| Thank you for that. I'll be back up in a minute. | 01:10:42 | |
| Thank you. | 01:10:45 | |
| Commissioners. | 01:10:46 | |
| Go ahead. | 01:10:49 | |
| Go ahead. Well, so Rich, I like what they do, but I see three different applications for them and they're for three different | 01:10:51 | |
| projects. So it's almost, I almost want to ask them what whether top one or two be. | 01:10:56 | |
| Because we funded some of their stuff in the past, but. | 01:11:01 | |
| You know they're going with the. | 01:11:04 | |
| Senior holiday donation. | 01:11:06 | |
| The Walk for freedom. | 01:11:09 | |
| And then the. | 01:11:11 | |
| There's the other on the previous page, the utility bar, yeah. | 01:11:12 | |
| So that's kind of a. | 01:11:15 | |
| A lot of different asks. | 01:11:17 | |
| And to me, I'd like to prioritize. | 01:11:19 | |
| Looks like the most important. | 01:11:21 | |
| Serve them the best, I think. | 01:11:23 | |
| Which one do you think? I guess? | 01:11:26 | |
| Me personally would think the electrical box is the most important but. | 01:11:29 | |
| I guarantee you Bobby and Rich will say the Senator Senator luncheon thing is the more important of the of the three. | 01:11:33 | |
| Rich Rich doesn't stop talking about that senior luncheon thing, so I'm just going to assume that's what he was going to say. The | 01:11:40 | |
| important, the more important thing is. | 01:11:44 | |
| So I would think of the three I can tell you this. | 01:11:48 | |
| The banners would probably be third. | 01:11:52 | |
| The third most important. The other two would probably be the more important. | 01:11:54 | |
| Thank you for that. | 01:11:58 | |
| Yeah, I'm inclined to place it at least in the second category, not the first. | 01:11:59 | |
| Um, you know the amount of things I heard in for example the. | 01:12:05 | |
| City of Oxnard recently did it in downtown where they had the banners for recent Oxnard College graduates. | 01:12:08 | |
| From the region and lots of positive feedback. So I think similarly being able to spotlight our veterans is a good way and who | 01:12:15 | |
| knows, maybe we partner with the. | 01:12:19 | |
| Oxnard College or some other entity to do something similar to like Oxnard's doing. | 01:12:23 | |
| If we end up finding successful for you, find out our light poles are. | 01:12:28 | |
| Able to do that even right, like do we have the right light poles for them so. | 01:12:33 | |
| Are we comfortable placing this in the second category? | 01:12:38 | |
| Or would you like to see it higher? | 01:12:41 | |
| I'm familiar with other programs like this as well. Up in Salinas they have what they call the Hometown Heroes. | 01:12:43 | |
| And they they lined the whole street with. | 01:12:51 | |
| With veterans, and they have. | 01:12:54 | |
| And I just printed out a picture. | 01:12:56 | |
| From 1:00. | 01:12:58 | |
| They're lovely and it's and it's in honor of the residents that have. | 01:13:00 | |
| Served. | 01:13:05 | |
| But it's it's. | 01:13:06 | |
| Donated by the community. | 01:13:08 | |
| The community. | 01:13:10 | |
| Have they have an organization and I would encourage. | 01:13:12 | |
| Maybe even the VFW to be involved in something like this, because I think it's. | 01:13:15 | |
| I mean, we are a very, very robust city with a lot of veterans, right Because of the. | 01:13:19 | |
| Because of our Navy base here and I think that. | 01:13:24 | |
| Something like this could be very stunning, especially for Memorial Day and for in Salinas. They put them up for May through July. | 01:13:27 | |
| And you can sponsor a veteran and. | 01:13:35 | |
| And they go up once once a year for a period of time. And I think that. | 01:13:39 | |
| If we could get the think, the community could come around this and be involved in it. | 01:13:43 | |
| Without having and maybe the Citizen CBF could be involved with it down the road. | 01:13:48 | |
| To help, but I think I'd love to see it happen, but I think it's. | 01:13:54 | |
| Well, and I agree with you, I think some of the I think the families. | 01:13:58 | |
| Would actually, you know, fork it over. | 01:14:02 | |
| Something like the VFW could do Lieutenant wanting would. I mean that's what our pose, our post is named after him and he was the. | 01:14:04 | |
| The first Ventura County resident killed in World War Two, he was shot down in Italy. | 01:14:10 | |
| So. | 01:14:16 | |
| He was in the Army Air, not the Air Force, actually the Air the. | 01:14:18 | |
| The via our VFW is actually older than the Air Force is. Actually, our VFW is actually older than the city is. | 01:14:22 | |
| But this is named after him and. | 01:14:29 | |
| I don't I don't believe he has any family, but we could fund that ourselves. | 01:14:32 | |
| But I agree with you, I think. | 01:14:37 | |
| Again, it's a small, it's a small amount of money and it's just like the electrical thing. | 01:14:39 | |
| The electrical boxes as it moves forward maybe? | 01:14:45 | |
| Other organizations will chime in and and want to or other families will chime in and want to fund that. | 01:14:48 | |
| Thank you for that. Yeah. And you know who else has a similar project as Randall? | 01:14:55 | |
| Right. Yeah, We'll get to that in just a moment. | 01:15:00 | |
| Connecting the dots. | 01:15:03 | |
| Because she has a similar kind of. | 01:15:04 | |
| Veterans efforts, so maybe. | 01:15:06 | |
| Can talk. | 01:15:08 | |
| Yeah. So we'll get to that in a minute. | 01:15:09 | |
| This project. | 01:15:12 | |
| Which we'll go ahead and place in the second category. I just want to note one of the things. | 01:15:15 | |
| I thought of when I thought of this application and the previous application having to do the utility boxes is the city I grew up | 01:15:20 | |
| in in the city of Lompoc. | 01:15:24 | |
| They do mural in a day, right? They pick, they pick a wall in the alleyway downtown and they paint it. | 01:15:28 | |
| In a weekend, it's not a day. | 01:15:34 | |
| But it started one time right through a city art grant, and now it's been running for 35 years. We have 35 murals in that city. | 01:15:37 | |
| It's now the city of arts, flowers and wine. | 01:15:42 | |
| And it started with. | 01:15:47 | |
| A little bit of seed money from the city and it's gone on. So thank you for that. We'll go ahead and place Project 11. | 01:15:48 | |
| This reach application. This is the walk of. | 01:15:54 | |
| Freedom Program. | 01:15:58 | |
| Is that that program thing needs city approval? | 01:16:00 | |
| Is that or have they already approved that? | 01:16:03 | |
| Yeah. | 01:16:05 | |
| They would need to still go through the permitting process with the city separately. | 01:16:07 | |
| My understanding is. | 01:16:12 | |
| Yeah. I don't know if your mic was on, but I think the question just so that everybody heard it was. | 01:16:14 | |
| Has the project itself been approved? Has it gone through the channels? And I just wanted to take this opportunity to clarify. | 01:16:20 | |
| None of the projects that we're hearing about tonight. | 01:16:26 | |
| Have necessarily received well. I shouldn't say none of. There are a number of projects that would would be dictated by a separate | 01:16:30 | |
| design and review process. | 01:16:35 | |
| Tonight we're just talking about funding requests for those projects, so anything that would require a special. | 01:16:40 | |
| Review. | 01:16:46 | |
| For instance, our heroes, heritage and history policy requires that certain things go through memorials and such. | 01:16:47 | |
| I'll go through the design process that has not been completed at this time, OK? | 01:16:52 | |
| Thank you. | 01:16:57 | |
| OK, we have. Commissioners are now going to advance to applicant 12 which is the. | 01:16:59 | |
| Senior holiday luncheon. I would like to have this placed in the first category. | 01:17:05 | |
| Do you have anything you'd like to add on? I should just get a chair and just sit here. | 01:17:10 | |
| No, it's just that, you know, every year they do the senior luncheon over the Community Center and and rich through that in there. | 01:17:14 | |
| To fund that. | 01:17:21 | |
| That's all it was. | 01:17:23 | |
| Yeah, and and to. | 01:17:25 | |
| Sorry, to answer your question, we haven't approached the city about the banner. We have approached the city about the electrical. | 01:17:27 | |
| Boxes. I saw that, yes. So, Commissioner, you wanted to add something. Well, no, just for this one itself. Why? | 01:17:35 | |
| So why, if it's a community benefit fund, why do we? | 01:17:43 | |
| Will we go through reach to donate to the senior? Why wouldn't the city just do it itself? | 01:17:45 | |
| So just a point of clarification, that is a city event. | 01:17:50 | |
| The city does have other costs a budget for the event. | 01:17:54 | |
| Historically, Reached has subsidized those costs with approximately $2000 contribution. So the request here from Reach. | 01:17:58 | |
| Is to support their subsidy to the city. This is not for the entirety of the event. | 01:18:04 | |
| Wait, let's pause there for a second. Hold on. | 01:18:14 | |
| So in practice, reach would be mentioned as like a sponsor. | 01:18:28 | |
| But yet we're sponsoring them, sponsoring us. | 01:18:34 | |
| That's my point. | 01:18:37 | |
| Just to clarify, OK, that was kind of my. | 01:18:38 | |
| My question. | 01:18:43 | |
| Hey, you know that that happens, right? You move columns from money from column to column. | 01:18:47 | |
| Commissioners, I'm willing to hear you out if you have anything you want to add on this. | 01:18:58 | |
| I would say put that in three because I think. | 01:19:03 | |
| The Council can just give that. | 01:19:05 | |
| From the Community Benefit Fund. | 01:19:07 | |
| To the program, right? | 01:19:09 | |
| Is that allowed rather than because reach already has three other? | 01:19:10 | |
| Different asks. | 01:19:13 | |
| I just, you know, to give them four different ones. | 01:19:14 | |
| And then one that we could just give to the cities directly or to that. | 01:19:17 | |
| I would I I would put hold on. | 01:19:21 | |
| I mean, I think it's nice. It's only $2000, but I mean. | 01:19:23 | |
| Can can some community members just donate the $2000? | 01:19:26 | |
| Some some more wealthy seniors, perhaps. | 01:19:31 | |
| You know, you know, I mean, I'm fine funding it and it can come out of the community benefit. | 01:19:34 | |
| Yeah, it doesn't make sense. | 01:19:40 | |
| Yeah, I mean, I'm I. | 01:19:42 | |
| Again, with REACH, the other bigger projects the supportive of funding it commissioners, I think it's just a matter of. | 01:19:45 | |
| Are we just funding ourselves? Exactly. | 01:19:51 | |
| That's that's the odd awkward part of it. | 01:19:55 | |
| And it's a second What's our thoughts on putting it on? | 01:20:01 | |
| Group 3 which is adding the note. | 01:20:06 | |
| That, umm. | 01:20:09 | |
| That we had questions about. | 01:20:11 | |
| How the process would be? It's not necessarily reflective of the event, it's a reflective of. | 01:20:13 | |
| Right. Are we funding ourselves? | 01:20:17 | |
| Sounds. Yeah. I'm talking about cutting red tape. I don't know. Yeah. | 01:20:20 | |
| OK, so let's do project. | 01:20:23 | |
| 12. | 01:20:27 | |
| The Reach project. | 01:20:31 | |
| The reach request rather. | 01:20:34 | |
| For senior holiday. | 01:20:36 | |
| And justice that we're that's reflective of our. | 01:20:41 | |
| We have hesitation around funding ourselves this in this manner, but not funding that event, the event we were supportive of. So | 01:20:45 | |
| you have it under Category 3, right? Yes. | 01:20:50 | |
| OK, we're now going to advance to the next project. This is project 13. | 01:20:55 | |
| This is an application from Randall Thomas. | 01:20:59 | |
| I know that applicants not in the room. | 01:21:04 | |
| Commissioners the title of this project. The proposal is to develop veterans of Port Hueneme Heroes Walkway. | 01:21:07 | |
| And use the funds for materials printing, 3D modeling and presentation materials. | 01:21:14 | |
| The requested amount is 15. | 01:21:20 | |
| $1000 What are our thoughts, Commissioners? | 01:21:22 | |
| I think this goes back I love. | 01:21:29 | |
| I like the idea. I think it goes back to that whole, whether it's banners or walkways or veterans recognition. | 01:21:31 | |
| And, and maybe our community can. | 01:21:37 | |
| Collaborate a little bit more and. | 01:21:40 | |
| Whether it's the VFW or the Navy or. | 01:21:42 | |
| Whomever. What other organizations? | 01:21:44 | |
| Or reach even coming together to create. | 01:21:47 | |
| Some type of a program. | 01:21:50 | |
| Does some sort of. | 01:21:52 | |
| Recognition for our veterans here in our city. | 01:21:54 | |
| I would put it on hold until we figure out how that all. | 01:21:57 | |
| Comes together because I think. | 01:22:00 | |
| Together they're stronger and kind of probably come up with a much more dynamic plan. | 01:22:01 | |
| Commissioner, my thoughts. I appreciate the veterans in our city. | 01:22:06 | |
| And everywhere actually, but it's kind of vague, so I don't know what this thing is. So maybe we can. | 01:22:10 | |
| Put it like you had two, maybe 3 until we got more information. | 01:22:17 | |
| Because I don't know what it is. | 01:22:20 | |
| Thank you, Commissioner. I would propose put in in three. | 01:22:22 | |
| Because I think it needs. | 01:22:25 | |
| I would like to see collaboration. One of the things I'd mentioned it several years ago was. | 01:22:27 | |
| And perhaps this is something for us to consider in the future of these items is if it's individual applicant that they should be | 01:22:32 | |
| coming in with a community org. | 01:22:36 | |
| Umm, so if this was coming in with the VFW for example with reach? | 01:22:41 | |
| I'm just hesitant to fund an individual. | 01:22:46 | |
| Understood to do to do a project. | 01:22:49 | |
| I think it's just stronger impact if we have an organization. So with those, I'm happy to put it in Group three if everybody else | 01:22:51 | |
| is comfortable. Yeah, agree. Thank you, Commissioners. So Project 13. | 01:22:57 | |
| Is being placed in Group 3. | 01:23:04 | |
| And I will go over these groups once we reach. | 01:23:08 | |
| Where we're going here? Y'all OK? | 01:23:12 | |
| So now on. | 01:23:15 | |
| Request applicant #14 This is why Nimi sister cities. | 01:23:17 | |
| This is a request for $4000 for music and literature events at Winnie Me Beach and the applicant is Bobby Martinez. | 01:23:23 | |
| I'm sorry. He submitted the application on behalf of Winami Sister Cities. | 01:23:34 | |
| The applicant is not here. | 01:23:39 | |
| Commissioners, any thoughts on this item? | 01:23:41 | |
| This application I should say. | 01:23:45 | |
| Umm. | 01:23:49 | |
| So Community Benefit Fund has spent $13,000 on six Sisters City programs. | 01:23:54 | |
| Over the last. | 01:24:01 | |
| Well, I guess it started in 2015 or 16. | 01:24:06 | |
| And I believe the city helped set up. | 01:24:13 | |
| The nonprofit status, too. | 01:24:15 | |
| And I and I, I like the idea of the sister city. I just wonder this again, it's one of those we've done this project, we've been | 01:24:19 | |
| funding. | 01:24:23 | |
| The Sister city program. | 01:24:27 | |
| So that they can. | 01:24:29 | |
| Get out and stand on their own. | 01:24:30 | |
| Curious as to where that stands right now. | 01:24:33 | |
| How much are they asking for? | 01:24:41 | |
| 4000. | 01:24:42 | |
| Yes, worth that. | 01:24:44 | |
| This is the amount of the request. | 01:24:46 | |
| But this is an event on April 2025. | 01:24:50 | |
| OK. | 01:24:56 | |
| Del Nino. | 01:24:57 | |
| We're in April. | 01:25:00 | |
| 2025 right now. | 01:25:01 | |
| How's that possible? | 01:25:03 | |
| And the day of the child. | 01:25:06 | |
| May I go ahead and say something? Just my opinion. | 01:25:09 | |
| Go ahead, Commissioner, OK. | 01:25:12 | |
| Given the history of the sister city that I know in the community, there's been a lot of. | 01:25:14 | |
| Flack or pushback or just the optics of how it looked and the money that was being spent. | 01:25:18 | |
| When it was City Council going to the. | 01:25:24 | |
| You know, to visit them and then come here. It seemed like it only benefited. | 01:25:27 | |
| The council members that went to it, I think that's a lot of the opinion that I got out in the public. | 01:25:31 | |
| And for this event is. | 01:25:35 | |
| Outside of the visiting people, who does it benefit in the city? | 01:25:38 | |
| You know, the counterparts that are coming from the other city. | 01:25:42 | |
| So to me I think that belongs in a category 3 because. | 01:25:45 | |
| I don't see the big impact on a lot more people than just the ones that are involved in it. | 01:25:49 | |
| I put it in the three also. | 01:25:56 | |
| Especially if it's an event that's supposed to take place in April, it's a little late. | 01:26:04 | |
| OK. Thank you, Commissioners. We'll go ahead and place. | 01:26:11 | |
| Project. | 01:26:14 | |
| I'm sorry, let me just double check my records here for a second. | 01:26:19 | |
| See, we did have a lot of applications, yeah. | 01:26:25 | |
| Lot more than we thought. | 01:26:28 | |
| Which is good. | 01:26:30 | |
| OK, so the outcome of Project 14, the excuse me, the applicant 14. | 01:26:33 | |
| The Winnie Sister Cities is to place it in the third category. | 01:26:40 | |
| So that's project 14. | 01:26:44 | |
| Sister City. | 01:26:47 | |
| And it's in Group 3. | 01:26:50 | |
| OK, we're now going to advance to applicant. | 01:26:53 | |
| 15 which is the Port Hueneme Police Explorers. | 01:26:56 | |
| And we have one of the applicants here. You can come on up and. | 01:26:59 | |
| Give some remarks. Thank you for your time. | 01:27:02 | |
| Good evening, Anthony Martinez. I'm your traffic motor officer and Explorer Advisor. | 01:27:06 | |
| As you know, our Explorer program has been very successful. | 01:27:12 | |
| And giving back to our community and shaping our youth and leadership skills. | 01:27:16 | |
| They're there for the 5K runs along with port events, the banana festival. | 01:27:20 | |
| With these fundings, we provide them opportunity to give back to our department. | 01:27:26 | |
| And like I said, stay involved with the community. | 01:27:31 | |
| Currently we have 13 dedicated youth in our program we're looking to send forward to our. | 01:27:34 | |
| Academy this year. | 01:27:40 | |
| And add on to that. | 01:27:41 | |
| We the success of our Explorer program, we've given 3 the opportunity to go to the police Academy. | 01:27:43 | |
| To become reserve officers, we have one that is currently hired with us. | 01:27:50 | |
| And an additional I was hired as a full time civilian staff here. | 01:27:54 | |
| With the funding, it relieves that burden to the family members so they. | 01:27:57 | |
| Don't have to worry about any fees. | 01:28:02 | |
| We provide their equipment, their registration fees for our competitions and that way they can enjoy the full experience in. | 01:28:03 | |
| Be able to focus on evolving themselves. | 01:28:11 | |
| Thank you very much. Thank you, Commissioners, we have any questions. | 01:28:16 | |
| Thank you so much and thank you for your time in this meeting and in general on this topic. Thank you. Yeah, thank you for. | 01:28:20 | |
| This program, it's a, it's a, it's a great program. Thank you very much. | 01:28:26 | |
| Yeah, I can really be. | 01:28:31 | |
| Make a big difference. | 01:28:32 | |
| I was just talking to somebody the other day. I am a volunteer teacher at the. | 01:28:35 | |
| Some of the police Academy adjacent programming and. | 01:28:39 | |
| They often talk about how they get started in these type of programs. So let's go ahead and comfortable policing Project 14 in the | 01:28:42 | |
| first category is that. | 01:28:46 | |
| 100%. | 01:28:50 | |
| So project 14. | 01:28:53 | |
| Excuse me, Applicant 14 is going to be placed in category one. | 01:28:55 | |
| Sorry, applicant 1515. Thank you everyone. | 01:28:58 | |
| Applicant 15. | 01:29:01 | |
| Replaced in category one. | 01:29:03 | |
| We're now going to move to applicant 16. | 01:29:10 | |
| This is Pacifica High School. | 01:29:14 | |
| The recycling club, is there anyone? | 01:29:16 | |
| Associated with that applicant here. | 01:29:19 | |
| See them. Commissioners, What are our thoughts about this application? | 01:29:21 | |
| Three. I was going to say 3 as well. I'm kind of biased to Winnemi High School. | 01:29:25 | |
| Because it serves our part of town, mostly so. | 01:29:31 | |
| I don't know, I just think that. | 01:29:34 | |
| Farther away for Oxford. | 01:29:35 | |
| OK, I'm comfortable placing applicant 15. Excuse me, applicant 1616. | 01:29:38 | |
| And category 3. | 01:29:44 | |
| OK, we're now going to. | 01:29:55 | |
| Go to the additional. | 01:29:58 | |
| Applicants. | 01:30:00 | |
| For the sake of our conversation, I'm going to call these applicants 17 and 18. Is that OK with everybody OK? | 01:30:01 | |
| Does that mean we're going to accept them even though they're late? | 01:30:09 | |
| What we're going to discuss them, but we're going to call them applicants 17 and 18. | 01:30:12 | |
| OK, Applicant 17 Nate's place. | 01:30:16 | |
| And he come on up. | 01:30:20 | |
| Hello. | 01:30:27 | |
| Thank you for having me. | 01:30:28 | |
| Do you want to say anything before I? | 01:30:31 | |
| No, you're welcome to make remarks. | 01:30:34 | |
| OK. | 01:30:36 | |
| So first of all, my name is Ron Carew. I am a board member. | 01:30:37 | |
| Of Nate's place. | 01:30:43 | |
| Of anybody familiar with. | 01:30:44 | |
| We I'll just to brief everybody a teeny bit, OK? | 01:30:50 | |
| I was going to just. | 01:30:55 | |
| I'm sorry, one moment I was just going to get OK. So our mission at. | 01:31:01 | |
| Nate's place is where Wellness and recovery center. | 01:31:06 | |
| We deliver targeted programs, healthy replacement activities. | 01:31:10 | |
| And peer support recovery coaching. | 01:31:15 | |
| To teens and young adults ages 13 to 25. | 01:31:17 | |
| Who are at risk? | 01:31:21 | |
| Of substance abuse and or mental health. | 01:31:23 | |
| Disorders or striving to attain and maintain sobriety and mental health in a safe, healthy manner. | 01:31:26 | |
| That is what we do. | 01:31:32 | |
| One of our coaches is. | 01:31:35 | |
| Right over there. So we provide. | 01:31:36 | |
| We've been around for two years. We just had our two second year anniversary. | 01:31:41 | |
| I don't know if anybody attended that but. | 01:31:45 | |
| We had our second year anniversary. | 01:31:47 | |
| Wonderful. We had over 200 people there. It was. It was great. | 01:31:49 | |
| We are located. | 01:31:53 | |
| Right off of Victoria and Channel Islands, so we are right here. | 01:31:55 | |
| We serve. | 01:32:00 | |
| Over 60% of the participants, as we call them, the participants in the program. | 01:32:01 | |
| Come from Port Hueneme and Oxnard. | 01:32:07 | |
| We have currently over 60. | 01:32:10 | |
| Actually 60 participants. | 01:32:13 | |
| Participants usually stay for six months, a few months, a year, depending on what's going on. This is not an overnight thing, this | 01:32:15 | |
| is a daytime, afternoon activity we have, we provide with. | 01:32:22 | |
| A bunch of activities. | 01:32:28 | |
| Pure coaching and so forth. It's it's a, it's a structural environment. | 01:32:30 | |
| A structured environment. | 01:32:35 | |
| So we also go out to schools. We we go out and do our thing at schools, including Winnie Me High. | 01:32:37 | |
| So we've been providing that. | 01:32:46 | |
| Pretty much from the start. | 01:32:48 | |
| And we continue to do that. | 01:32:50 | |
| All participants are basically low income. | 01:32:53 | |
| And thus everything is free to the participant. All the participation is free to this participant. | 01:32:57 | |
| And uh. | 01:33:03 | |
| The rides we provide transportation to and from. | 01:33:04 | |
| He's also a driver. | 01:33:09 | |
| We provide transportation to and from. | 01:33:11 | |
| For for all of them. | 01:33:13 | |
| So we currently have three vans at this point, like 3 minivans that we don't have enough money for the big vans, but we drive | 01:33:15 | |
| people around back and forth all the time. | 01:33:20 | |
| What we are. | 01:33:27 | |
| You can continue. | 01:33:28 | |
| Sorry, you can continue. Thank you. | 01:33:29 | |
| What we are doing, the current projects that we're looking at right now and if you have any other questions about Nate's place, | 01:33:33 | |
| please do. I just don't want to take up too much time. | 01:33:36 | |
| Is we have we're running out of room. | 01:33:41 | |
| Our space over there, which is going to be taken over by whoever's building the Strawberry Festival, the Strawberry Park or | 01:33:43 | |
| whatever that is. | 01:33:48 | |
| We are running out of space. We have a loft area that we have now renewing, trying to renew. So there's cost in doing that and | 01:33:53 | |
| providing additional space. | 01:33:58 | |
| And we want to renew our gym. We have a bunch of activities that we do. One of them is is a space for a gym. | 01:34:04 | |
| And we want to renew that. | 01:34:11 | |
| Those are the projects that we're looking at right now. | 01:34:13 | |
| Which estimated cost about 10 to 15,000. | 01:34:16 | |
| To do those we, we. | 01:34:19 | |
| Are in a very tight budget. | 01:34:22 | |
| Since we just started. | 01:34:25 | |
| Basically, And so for gym equipment, for example, it's not like, you know, we go and we get used stuff, whatever we can get. | 01:34:26 | |
| So we're very. So that's what we're asking for. | 01:34:34 | |
| And. | 01:34:38 | |
| We thank you for your. | 01:34:39 | |
| For looking at this and your consideration. | 01:34:42 | |
| Thank you so much. Any questions from the commissioners for the applicant? | 01:34:45 | |
| OK. Thank you so much. | 01:34:49 | |
| Go ahead, Commissioner. | 01:34:51 | |
| You've two years. You've been working with a number of people. You say you have 60. | 01:34:54 | |
| Call on participants now. | 01:34:59 | |
| You call them participants. Participants, correct? | 01:35:01 | |
| So over the last couple of years. | 01:35:03 | |
| What has been your success that has come from this? Can you point to any specifics about? | 01:35:06 | |
| Number of people that you've. | 01:35:13 | |
| Actually improved and helped to overcome. | 01:35:14 | |
| Whether it's be addiction or. | 01:35:18 | |
| Sobriety or. | 01:35:20 | |
| Health or mental health issues? | 01:35:22 | |
| Mental health is certainly a big topic right now this month, so I just curious as to what it is a combination of mental health and | 01:35:25 | |
| substance abuse. | 01:35:29 | |
| Of participants that come to us as far as that yes, we we also have. | 01:35:34 | |
| A very good reporting that we do online. I didn't bring any materials for you. It wasn't sure if that was appropriate, but to show | 01:35:40 | |
| exactly what's going on. So we have very good reporting. | 01:35:45 | |
| I can tell you that. | 01:35:51 | |
| Let me see. | 01:35:55 | |
| Well. | 01:35:59 | |
| We have feedback here. So for example. | 01:36:01 | |
| Quote Wanted to share with you that the help this participant is receiving this is from a mother. A mother. | 01:36:03 | |
| Has been nothing short of amazing. We are so grateful is really just Nate continuing. | 01:36:11 | |
| To help people in need. His story still touches me. | 01:36:16 | |
| And all that you and your husband, this is the the founders. | 01:36:20 | |
| Are doing is incredibly profound. | 01:36:24 | |
| We wanted to thank you so much, etc. We're getting a lot of these feedbacks. | 01:36:26 | |
| We are currently over 80% of participants report positive. | 01:36:31 | |
| Impact and people are going back into the community. We have participants that are becoming. | 01:36:37 | |
| That are becoming peer coaches. | 01:36:44 | |
| That are getting into it. It's it's, it's taking on sort of a life of its own. | 01:36:47 | |
| And it's really miraculous. I invite you to come in and check it out. This is for a recipe of Nate. Nate was actually the son of. | 01:36:51 | |
| Heidi and Larry. | 01:37:00 | |
| He had substance abuse challenges as a teen. | 01:37:02 | |
| He worked through them though. | 01:37:06 | |
| He worked through them and this is his recipe of what got him through it. | 01:37:08 | |
| And what got him through it was peer coaching, hanging out basically with peers. | 01:37:12 | |
| All these activities, getting his mind off of what's going on and that is what's working. | 01:37:17 | |
| And so that's. | 01:37:24 | |
| That's what we do to answer hopefully to answer a little bit of your question there. Sure. Thank you. Thank you so much. And. | 01:37:25 | |
| Commissioners. | 01:37:31 | |
| I'm inclined to place in the first category, and here's why. | 01:37:34 | |
| This program has, since its founding, shown to be expanding its impact year after year. I was at many of the hearings when they're | 01:37:37 | |
| first trying to get the space and trying to get the resources to set it up and. | 01:37:43 | |
| The parents having a vision of how to continue the memory of their son. | 01:37:49 | |
| Nate, you know, may his memory be a blessing. He's. | 01:37:54 | |
| Had a great impact in the community when he was alive and since his departure. | 01:37:58 | |
| The parents really have used this to. | 01:38:03 | |
| Create this nonprofit that's had extraordinary impact and. | 01:38:06 | |
| Whether it was the county, the cities, anybody else who individuals who've invested into that nonprofit. | 01:38:09 | |
| As far as I know, they're all satisfied the progress they're making and I think with this. | 01:38:17 | |
| Investment in this space, it's a little investment, but it's going to continue to help. | 01:38:21 | |
| Port Wayne, Port Hueneme residents. | 01:38:26 | |
| Especially with that being literally within walking distance of Port Hueneme. So. | 01:38:28 | |
| Thank you to you, and thank you to your founders. | 01:38:34 | |
| And to take something that was. | 01:38:38 | |
| Horrible, the loss of their child and turning into something that's impacted so many. | 01:38:40 | |
| Thank you. They've done an amazing job. They really have. | 01:38:45 | |
| Beyond words. So with that, Commissioners, what are our thoughts about categories and rankings? | 01:38:49 | |
| So we're going to recommend they be considered first, right, Because I was reading before that these were late in our | 01:38:55 | |
| recommendation. | 01:38:58 | |
| Yes, One position I wanted to just clarify, I heard you talking about the different needs that the program has. Yes, I heard a | 01:39:02 | |
| cost estimate about 10 to $15,000. | 01:39:07 | |
| The information that was presented was. | 01:39:12 | |
| Right. Sorry, I should have started with that. I'm sorry. So. | 01:39:15 | |
| This is things that are happening. | 01:39:19 | |
| We did have. | 01:39:22 | |
| We have different things going on. | 01:39:24 | |
| These these different things going on. | 01:39:26 | |
| So from a cubicle, from those cubicles we have. | 01:39:27 | |
| We have looked at that. We we brought it out and it turned out to be more expensive. | 01:39:33 | |
| Than than we thought. | 01:39:39 | |
| By the time, I don't know, but yeah, it's this really. | 01:39:43 | |
| Cool. I mean, they're really cool cubicles. They're soundproof, and so far, it's not like little cubicles in offices. | 01:39:46 | |
| It's like A room. | 01:39:52 | |
| And it would have been very cool, but they got. | 01:39:53 | |
| It just got way too expensive. | 01:39:56 | |
| So apologies for for sort of. | 01:39:58 | |
| Maybe changing the the project? | 01:40:02 | |
| Per se, but. | 01:40:05 | |
| Well, we so right now we have to put it on the back burner because we just don't have. | 01:40:07 | |
| Enough funds to go that route and we went for the attic. So now. | 01:40:15 | |
| We are expanding that space. That's why we're spending that space and redoing. | 01:40:19 | |
| In other loft area instead of getting. | 01:40:25 | |
| Those. Does that make sense? | 01:40:28 | |
| It's room. We need more space. We need more room to have. | 01:40:31 | |
| What do you what are you asking for financially? | 01:40:34 | |
| So it's going to cost about 10 to 15,000. | 01:40:37 | |
| That is the that is the request. | 01:40:40 | |
| In that, it's what it was for. | 01:40:43 | |
| OK. Got it. Thank you. | 01:40:45 | |
| Sure. Thank you. Sorry for the confusion there. | 01:40:47 | |
| I do have one question. Sure I can. | 01:40:50 | |
| I know where you guys are located, right? Next, That's Spudnets, right? | 01:40:52 | |
| Yes. | 01:40:54 | |
| Too close to this. | 01:40:55 | |
| Is that part of that building gonna be like demolished with the city of Oxnard to remodel of the harbor? | 01:40:58 | |
| So the money you're asking for, you'll be able to take the equipment with you if you guys have to relocate. Absolutely OK. | 01:41:04 | |
| Yes, yes, absolutely. | 01:41:11 | |
| OK. Thank you. | 01:41:14 | |
| Thank you, Commissioners, where would we like to place this? | 01:41:15 | |
| Go with the one. I'll go with the one. | 01:41:18 | |
| OK. Thank you very much. | 01:41:20 | |
| Thank you SO for project 17. | 01:41:22 | |
| Nates Place. | 01:41:27 | |
| Would be a one. | 01:41:28 | |
| OK, now to Project 18. This is the United Water Conservation District application. | 01:41:30 | |
| Commissioners, what are our thoughts on this application? | 01:41:38 | |
| 3. | 01:41:41 | |
| Yeah, three. Yeah, I would agree. | 01:41:43 | |
| And here's here's. | 01:41:47 | |
| One thought I had is. | 01:41:49 | |
| Grant making is great and I know that the port. | 01:41:52 | |
| At the previous meetings have talked about expanding. | 01:41:55 | |
| The shared port. | 01:41:58 | |
| Of Winimi and the city grant making capacity and I wouldn't I would want them to prioritize that over. | 01:42:00 | |
| External agencies so I agree with policing project or excuse me, applicant 18. | 01:42:06 | |
| Into the third category. | 01:42:11 | |
| So any question? | 01:42:22 | |
| The staff go ahead. Yeah, No, go ahead. | 01:42:24 | |
| The other. | 01:42:27 | |
| City the Banana Festival, the. | 01:42:31 | |
| Beach Festival and those funds so it's. | 01:42:33 | |
| Community Benefit Fund will continue to sponsor. | 01:42:36 | |
| And support those. | 01:42:39 | |
| Is that correct? | 01:42:41 | |
| It will be Staffs recommendation. | 01:42:43 | |
| That allocations be made for those I don't want to. | 01:42:45 | |
| Speak to the decisions that we made, but yes, it'll be recommended that both those. | 01:42:49 | |
| The both festival events and the. | 01:42:53 | |
| Race Wellness event be funded through the Community Benefit Fund. | 01:42:55 | |
| Yeah. Thank you for that. | 01:42:59 | |
| OK, Commissioners. And with that. | 01:43:01 | |
| Just to review where we are. | 01:43:06 | |
| If you want to look at our long list of applications, I will review. | 01:43:08 | |
| Where we landed with them. | 01:43:13 | |
| Make sure I have all. | 01:43:18 | |
| Pages. | 01:43:20 | |
| I promise I have all the pages. | 01:43:28 | |
| So we're just going to summarize what's in what category, correct? Yeah, Thank you. | 01:43:30 | |
| So. | 01:43:34 | |
| OK, so in the first category we have project 1. | 01:43:40 | |
| Project so I can say the name if you want the equine. | 01:43:46 | |
| Is project 1. | 01:43:50 | |
| Project 4 which is reach. | 01:43:52 | |
| The Utility Boxes, Project 5 Boys and Girls Club. | 01:43:54 | |
| Project 8. Winnemi Robotics. | 01:43:58 | |
| Project 10 The drone program. | 01:44:01 | |
| Project 15. | 01:44:03 | |
| The police explorers and I should be saying applicant but sorry about that. Applicant 17 is in Group 1. | 01:44:06 | |
| Group 2 is applicant #2, which is the theater project. | 01:44:14 | |
| Applicant 11 the. | 01:44:20 | |
| Light pole program is in category 2. | 01:44:22 | |
| Category 3. Excuse me in addition. | 01:44:25 | |
| Applicant 3. The VFW is in the second group. | 01:44:29 | |
| And the third group. | 01:44:33 | |
| Is the. | 01:44:34 | |
| OPEC proposal for the Carpenter mural. | 01:44:36 | |
| In that same group is the OPEC proposal for pop up. | 01:44:39 | |
| Additionally, their reach senior holiday request. | 01:44:44 | |
| Randall Thomas's request. | 01:44:47 | |
| The sister city request. | 01:44:49 | |
| The Recycle Club request in the United Water request. | 01:44:51 | |
| I will provide that list to staff. I think you missed number 9. I had that under. | 01:44:55 | |
| Thank you The first category. | 01:45:00 | |
| OK, which is the real guppy? | 01:45:02 | |
| Yes, thank you. | 01:45:05 | |
| Project 9. | 01:45:07 | |
| Applicant 9. | 01:45:10 | |
| We want to see it real guppies. | 01:45:11 | |
| Yes. | 01:45:13 | |
| Also. | 01:45:16 | |
| In Group 1. | 01:45:18 | |
| Should we invite the other committee? | 01:45:19 | |
| Once we've completed the. | 01:45:21 | |
| Application The agenda item. | 01:45:23 | |
| OK. Is there any other direction to staff that's helpful? | 01:45:25 | |
| So thank you. | 01:45:30 | |
| First of all, for the thorough process, very thorough time that you took to go through those, I think it'll be very helpful. | 01:45:32 | |
| For the Council to know the diligence that you exhibited in going through those. | 01:45:38 | |
| We can leave it at that. I will say just doing some rough math. | 01:45:42 | |
| Taking all the items from. | 01:45:47 | |
| That's what I was trying to do, yeah. With the, with the last one, with the 10 to 15 range. What I come up with is. | 01:45:49 | |
| Approximately 84 to 89 of project number ones. | 01:45:55 | |
| And even with the. | 01:45:59 | |
| Potential proposed funding for the projects that Vice Chair Burke just asked about. | 01:46:01 | |
| There may be some additional funds and as Commissioner Mended Mendez indicated before, it is not a requirement that all the funds | 01:46:06 | |
| be allocated, so we could simply stop there. | 01:46:11 | |
| But it may be beneficial if we wanted to get a little bit more granular with the Category 2. | 01:46:16 | |
| If there was a priority within those, if the Council wished to assign additional allocations, it may be helpful. | 01:46:21 | |
| If you wanted to. | 01:46:27 | |
| Provide some guidance within the number 2 project. | 01:46:28 | |
| Level 2 categories. | 01:46:31 | |
| Thank you. | 01:46:33 | |
| So in Project 2, we have the Amino Theater project, we have the. | 01:46:33 | |
| Freedom light pole project in the VFW roof project. | 01:46:39 | |
| Is there an order that the? | 01:46:43 | |
| Members prefer of those. | 01:46:46 | |
| See roject 2. | 01:46:51 | |
| So that's project 2 or applicant 211 and 3. | 01:46:54 | |
| Honestly, I think that I would put #3 ahead of #2. | 01:46:58 | |
| Just because it's there's more whining people. | 01:47:02 | |
| Is that what you're asking? | 01:47:04 | |
| Where the amino theater program. | 01:47:05 | |
| Would be by NIMI people and it would be held in me. The organization just happens to be based in Oxnard. | 01:47:08 | |
| Let's see, where's the number? Give me one second. | 01:47:14 | |
| I would do 3, then two and then 11. | 01:47:20 | |
| Be my recommendation. | 01:47:22 | |
| I agree with you and. | 01:47:24 | |
| That's the VFW roof. | 01:47:26 | |
| And then #2, then #2, and then #11. | 01:47:29 | |
| Actually sorry, I agree with you on the amino thing. I'll put 2-3 and then 11 is the order I have. | 01:47:33 | |
| OK. | 01:47:38 | |
| So move the roof ahead of the banner project. | 01:47:40 | |
| Are you grateful to that? | 01:47:44 | |
| Do you think it's split in hairs? | 01:47:49 | |
| Yes, kind of is. | 01:47:50 | |
| So definitely amino at. | 01:47:55 | |
| The higher of the two of the three, I should say. | 01:47:57 | |
| OK. | 01:48:03 | |
| So. | 01:48:06 | |
| Nemo $5000 request. | 01:48:10 | |
| Roof repairs at the VFW $10,000 request it that they moved it to 6. | 01:48:13 | |
| Sorry, didn't they change that to six or is that the, you know the 6000 was their reach request for the utility box medication | 01:48:17 | |
| project? | 01:48:21 | |
| And then the last item, applicate application number eleven, $5000. | 01:48:24 | |
| Yeah, OK. | 01:48:34 | |
| That's fine. That's just how we show up in the room. | 01:48:36 | |
| OK, and then the Council can set a. | 01:48:42 | |
| Have the funds for it so. | 01:48:45 | |
| OK. | 01:48:49 | |
| Anything else that would be helpful. You still need some. | 01:48:51 | |
| OK, motion to approve. OK, a motion. Let me find my script. See what's going on here. | 01:48:55 | |
| Where we started about six hours ago, No. | 01:49:02 | |
| Hey, I was at a council meeting the other night that went till 4:00 AM. It was legendary. | 01:49:05 | |
| Sounds like Congress. | 01:49:13 | |
| OK. Does a Commissioner have a recommendation to be made at this time? | 01:49:19 | |
| Motion, I would like to and I will provide these lovely notes. | 01:49:25 | |
| A motion to accept. | 01:49:31 | |
| Our groupings of these projects as recommendations. | 01:49:34 | |
| To the City Council. | 01:49:39 | |
| For prioritization of the applicants so moved. | 01:49:41 | |
| All those in favor. | 01:49:46 | |
| Aye, all opposed. | 01:49:48 | |
| Hearing none, motion passes unanimously. | 01:49:50 | |
| I am in favor. OK, we can invite now. Since this item has concluded, let's go ahead and take about a minute rest here. | 01:49:52 | |
| And we can invite and the other commissioners. Thank you everyone. | 01:50:00 | |
| Thank you. | 01:50:14 | |
| OK, Commissioners, welcome back. We're going to come back to order here. | 01:50:58 | |
| We have concluded that agenda item, so we're now going to move to staff comments staff. | 01:51:03 | |
| The only thing I'll share? | 01:51:12 | |
| The Commission may recall at one of the last meetings. | 01:51:14 | |
| It reviewed in. | 01:51:18 | |
| Expressed support for the city's. | 01:51:20 | |
| 5K/1 KC splash. | 01:51:23 | |
| C Splash, run Dash. | 01:51:29 | |
| Event that we had. | 01:51:31 | |
| Last month. | 01:51:34 | |
| And. | 01:51:34 | |
| For those that were able to attend, hopefully you'll agree it was another successful event. | 01:51:36 | |
| So we appreciate your review, your support for it. | 01:51:42 | |
| We talked a little bit about it in the last item from the funding aspect, but. | 01:51:45 | |
| It really is something that we just started just a couple years ago here and. | 01:51:49 | |
| This year we were able to expand it. We had the 5K in the past, we had the 1K this year in addition to the 5K. | 01:51:54 | |
| We ended up serving over. | 01:52:00 | |
| 700 participants. | 01:52:01 | |
| In addition to the people that came to spectate and the people that came to participate in the health and Wellness fair. So. | 01:52:04 | |
| Really is. | 01:52:10 | |
| Just a wonderful event that I think the community can be proud of. | 01:52:11 | |
| And I just wanted to share that because it did come across. | 01:52:16 | |
| For your review as a Commission. | 01:52:21 | |
| So your support further helped us get that project done. | 01:52:23 | |
| And again, if you haven't had the opportunity, hopefully next year. | 01:52:27 | |
| You'll have the opportunity to visit. It really is wonderful to see both the kids. | 01:52:31 | |
| Middle. | 01:52:35 | |
| Seniors, people from all different ages in the community. | 01:52:36 | |
| Participate. So it was a really, really fun event to be part of. | 01:52:40 | |
| Thank you. | 01:52:44 | |
| Well, I did not attend way way down at the main event area. I was down at the other end by the flagpoles and. | 01:52:47 | |
| It was great to see all the runners and all the participants and someone costumes and. | 01:52:53 | |
| It was quite a crowd. It was really terrific. It was great to see it. | 01:52:59 | |
| Thank you again for. | 01:53:02 | |
| On a great event. | 01:53:04 | |
| Terrific. Thank you. | 01:53:05 | |
| Any Commissioner comments? | 01:53:07 | |
| Yeah, I just wanted to say this was fun. | 01:53:11 | |
| Good first experience. So if you're saying the rest of the meetings be shorter. | 01:53:13 | |
| Great. We did the roughest thing first. That's good. But thank you guys. This is a nice little experience. | 01:53:17 | |
| Thank you, Commissioner Mendez, Commissioner Bruni. | 01:53:23 | |
| Commissioner. | 01:53:27 | |
| I just want to thank staff again for. | 01:53:29 | |
| A terrific grand opening for Bubbling Springs Park. | 01:53:32 | |
| It's it's, it's an, it's an amazing. | 01:53:35 | |
| Addition, renovation to our community. It's something to be very proud of. | 01:53:39 | |
| It was all the kids. | 01:53:45 | |
| It was wonderful to see all the children with the. | 01:53:47 | |
| Little League and what have you and. | 01:53:49 | |
| The excitement. | 01:53:52 | |
| It's stunning, It's really is. It's really a. | 01:53:53 | |
| The best park in Ventura County, I think, and. | 01:53:56 | |
| I think that. | 01:53:59 | |
| Our community is going to really enjoy using it and. | 01:54:01 | |
| You guys did a wonderful job. | 01:54:04 | |
| Making it. | 01:54:06 | |
| Very special for our city. Thank you. | 01:54:07 | |
| Thank you for acknowledging that. I'll just add for your edification any members of the public that may be watching so that the | 01:54:11 | |
| park is open. There are a couple of final touches that we're we're finishing the the playground. | 01:54:17 | |
| And the multipurpose field, which we anticipate will be primarily used for soccer. | 01:54:23 | |
| Is being finalized, so those features are not yet open, but the park, the walkways, the the dog park. | 01:54:27 | |
| The ball fields. | 01:54:33 | |
| Picnic areas, exercise stations around the park. | 01:54:35 | |
| Are all open we're pretty proud of. | 01:54:38 | |
| The project that it is. | 01:54:41 | |
| And yes, the Little League had an opening ceremony just this past weekend. | 01:54:43 | |
| And everyone should keep their eyes peeled. We'll be putting out more information, press releases, social media. | 01:54:46 | |
| We're gonna have an additional. | 01:54:51 | |
| Event in the future to kind of commemorate the opening of. | 01:54:54 | |
| All features when it's 1000% open. But yes it is open and people can use the park now. | 01:54:57 | |
| For my comments, I too want to thank the staff. | 01:55:04 | |
| A lot. | 01:55:07 | |
| Experiencing some very interesting times for staff. | 01:55:09 | |
| In the history of the city, with these so many projects happening, looking at. | 01:55:13 | |
| You know, rolling out of COVID and kind of what are we doing now? What other sources of funding can we rely on? It's just really. | 01:55:17 | |
| Quite the time for to be a staff member and a city government and so we appreciate you and. | 01:55:27 | |
| Also for your help with this, the earlier project item. | 01:55:33 | |
| It's a new process in some ways more work. | 01:55:37 | |
| Unstaffed and it wasn't done in before that. | 01:55:41 | |
| Has more work than it was before in some ways. | 01:55:44 | |
| But that's sometimes transparency is work, right? So. | 01:55:48 | |
| I also want to thank you all for your help with this. | 01:55:53 | |
| Scholarship program I know is underway. | 01:55:55 | |
| And partnership with the port as well. So that's fantastic. | 01:55:58 | |
| Finally, I just want to wish everybody. | 01:56:03 | |
| Wonderful holidays between now and our next meeting. We don't meet again until July. | 01:56:06 | |
| So enjoy June, it's Pride month, it's Juneteenth, there's other things happening once we. | 01:56:10 | |
| Once we reach that date and between now and then, enjoy the additional holidays where we can. | 01:56:16 | |
| Post them online what the city is doing. It's great work. So with that. | 01:56:21 | |
| The next. | 01:56:25 | |
| Citizen Advisory Commission regular quarterly meeting. | 01:56:26 | |
| Is scheduled for Monday, July 14th. | 01:56:29 | |
| 2025 at 4:00 PM. | 01:56:32 | |
| The meeting is now adjourned at 6:00. | 01:56:35 | |
| Thank you everyone. | 01:56:38 |
