And the information comes from the insurance industry. 00:02:01

Short term rentals there doesn't seem to be an impact yet. 00:02:11
But in general, and this is general information, it was posted this winter, late February I think. 00:02:14
Like 10% or more if you have like an HOA and 10% or more. 00:02:20
But by that threshold. 00:02:25
There's there's insurance. 00:02:26
Pricing impacts. We're already having pricing impacts. You probably know it in your own life, maybe with your car, your home. 00:02:28
But in the in the world of Hoas. 00:02:35

It wasn't like a single digit or double digit. 00:02:39

Our price didn't go up, you know, 1020%, it's virtually 100% increase. 00:02:45
Last fall and we put out to 9 bidders. 00:02:51
And only got one response. So if there's another risk factor being added if short term rentals are being. 00:02:55
Increased that that could hurt a lot of people and and. 00:03:03
We don't know yet if. 00:03:07
That threshold, that's very general right now, but it's not necessarily 10% fixed in stone. It could be. 00:03:09
And it's going to depend on the region of the country or even very specific coastal areas. 00:03:15
So it could be a difference of 5% or. 00:03:20

Umm, it's, it's, that's up to the insurance industry, but it's, it's because of things like an increased. 00:03:25
Wear and tear on common areas. 00:03:32

The business item on this afternoon's agenda pertains to the city's process to review. 00:11:22
Requested allocations from the Community Benefit Fund. 00:11:28
A little bit of background, the Community Benefit Fund was created as part of a 2015 settlement agreement between the city and the 00:11:35
port. 00:11:38
The agreement specifies that in each year that the port's gross revenues exceed $13 million. 00:11:42
$100,000 will be contributed to a special fund that is to be spent on projects that benefit the city and the port. 00:11:48
And the communities that they serve. 00:11:55
Those amounts are subject to increase by the Consumer Price Index as calculated every May. 00:11:58
The agreement outlines 4 specific categories of public benefit, which include shoreline protection, community development. 00:12:04
Opportunistic endeavors. 00:12:11
And other projects that are agreed upon by both parties. 00:12:13
The agreement also establishes a committee. 00:12:17
3 representatives from each agency. 00:12:19
To review project ideas for potential funding. 00:12:22
And suggestions from that committee are subject then to approval by both the City Council and the Board of Harbor Commissioners. 00:12:25
Historically, allocations have been made. 00:12:32
For the city. 00:12:35
Has been made for city and port initiated projects. 00:12:36
As well as projects or services provided by third parties. 00:12:39
Last year during its review of the CBF. 00:12:44
CAC recommended changing the process by which the city makes suggested allocations from the Community Benefit Fund. 00:12:47
The recommendation which sought to develop a grant like process. 00:12:55
Whereby a designated body would review applications for funding. 00:12:58
That would then be forwarded to City Council for consideration. 00:13:02
Was subsequently approved by the City Council. 00:13:05
That process begins with a call for projects. 00:13:09
In February. 00:13:12
And is followed by reviews by the Citizen Advisory Commission and the City Council. 00:13:13
Which is then used to inform and advise members of that joint committee. 00:13:18
I should reiterate that the process pertains only to the city's review. 00:13:23
And ultimately separate approvals. 00:13:28
Are considered by both the City Council and the Board of Harbor Commissioners. 00:13:30
So the process as just described, which is approved last year, was put into effect for the first time this year. 00:13:38
Applications opened on January 30th and we received 16 applications by the March 15th deadline. 00:13:45
As noted in the report, there were two additional applications that were received shortly after the deadline. 00:13:52
And I want to be clear. 00:13:58
The CAC has discretion as to whether or not it wishes to consider the applications that were delayed. They aren't necessarily 00:14:00
dismissed just because they missed the deadline. 00:14:04
The CAC may consider the timeliness and decide whether or not they should be included. 00:14:08
While all alications and supplemental materials, where appropriate, are attached to the report. 00:14:14
The report, as you'll note, provides A brief summary of each application received. 00:14:19
In addition to the submitted application, it's important to note that the city and the port have also made decisions historically 00:14:24
to fund items. 00:14:27
Such as the joint advocacy trip to DC. 00:14:31
The banana and wine beach festivals. 00:14:34
And community health Wellness. 00:14:37
And race events. 00:14:39
While funding for the advocacy trip is not anticipated to impact this year's Community Benefit fund because last year's was 00:14:42
postponed. 00:14:46
Staff does anticipate recommending support for both festivals. 00:14:50
And for the next year's? 00:14:54
Health and Wellness and race event. 00:14:56
Actual amounts of funding will be known after the May Consumer Price Index numbers are published. 00:15:00
But at this time, it's anticipated that the amount of funding will be approximately $135,000. 00:15:05
So the recommendation is for the Commission to consider the applications and the City port initiated funding needs. 00:15:15
And create a prioritized list of potential allocations for the City Council's consideration. 00:15:22
The item is scheduled to be heard by the City Council next Monday at their meeting. 00:15:29
And any recommendations taken by the CAC? 00:15:33
Will be included in the information that's presented to council. 00:15:36
All applicants were notified of this meeting and the tentatively scheduled Council meeting next week, and I see that we have some 00:15:41
of the applicants here today. 00:15:45

As referenced before, the the process is really one that was recommended by the CAC, approved by Council. 00:16:55
So if as part of the recommendation, CAC collectively wished to suggest an amendment to the time frame. 00:17:02
That would be certainly appropriate and within its right. 00:17:09
The number of applications that I witnessed in the first year appears to me to be. 00:17:12
Quite substantial. 00:17:17

18 applications did not strike me as an indicator that the time period was insufficient. 00:17:20
But again, if the Commission felt as though more time was needed and and that would be a more fair, open, transparent process. 00:17:27

But there is interest in other activities, especially that museum They do, they do a lot that ties in with. 00:19:43

On the deadline flexibility, if you've noted a couple parties were late. 00:19:57
I now in my career, I at one point was in on the party that was. 00:20:03

Umm, that there's reasons for deadlines and yet I can see a case for flexibility. 00:20:13
And all I would ask or recommend is. 00:20:18
Don't give the impression that you're locking in. 00:20:23
Like if you're really flexible this year. 00:20:26
Don't let that perception that it's always going to be that way or it's based on some criteria or favoritism. 00:20:28
Maybe there's a reason to firm it up in a future year, even if you are flexible this year. 00:20:35

One idea I had and I would love for us to discuss just because of the sheer amount of applicants. 00:21:32

One of the things I thought about and how I ranked mine was like in buckets. 00:21:39
So it was like top priority, you know? 00:21:43
Second priority. Third priority. 00:21:46
Because I think all the programs are good, the third might just be. 00:21:48
It's great, but maybe there's other funding available for that or maybe for a future year. 00:21:51
So that's one way I was kind of thinking about it, other than just ranking everything like one through 18. 00:21:57
Because I think some of these projects we might say, like, who's to say a mural? 00:22:03
Of this and that aren't the same like ranking right? 00:22:07
So that's one process, but I'm open to hear how you all would like to to move forward. 00:22:11
And then and then kind of what I'm imagining is we can go down the list. 00:22:16
Of items and then we can just decide what bucket we kind of want to put it in. 00:22:20
So yeah, that's fine. I I think one of the criteria is that's. 00:22:24

The things that came up during our. 00:22:32

Projects that have been outside the city limits, the. 00:22:52
Don't benefit the citizens of Waeneme necessarily. 00:22:55

Given this is our first year, I think it would be really. 00:23:00
Mindful of us to be thoughtful about making sure that we really take a high priority for any project that is. 00:23:05
Being being undertaking for the city of within the city of Port Hueneme instead of. 00:23:12
Our external sister cities. 00:23:18
Around us. 00:23:20
So that's one criteria I think that. 00:23:21
I would strongly recommend. 00:23:24

And then I think taking into consideration sort of the history, there's a number of projects that are on here also that. 00:23:29
Have been repeatedly funded for year after year after year after year, probably for. 00:23:36
Well, since the inception of. 00:23:41

Community Benefit fund. 00:23:46
And umm, maybe, maybe they. 00:23:48
Get a pause this year. 00:23:51

I don't know, and especially if there's. 00:23:53
Budget constraints. 00:23:57
If we have 100. 00:23:58
$30,000 worth of. 00:23:59
Give or take. 00:24:01
If it gets to the point where we say, well, maybe this project should. 00:24:05
Put on hold for one year and they can come back next year and something along those lines, but prioritizing new. 00:24:09
Innovative projects that we haven't funded and also. 00:24:15
Strongly recommend and. 00:24:19
And of course that they benefit our city. So those two. 00:24:22

And it also has to be a mutual benefit because I know we're just recommending to the City Council, we think. 00:24:52

The people on the port don't like it, don't see a mutual benefit. 00:24:59
We're wasting our time, so we got to have that in consideration, so we're not. 00:25:02

To look at it from their lens. 00:25:13
How does this benefit them? 00:25:14
How does it benefit the city? So that way you can get approved. 00:25:15

I'll start with the disclaimer. It's not specific to the agenda item before us, but I'll just very briefly say while I don't have 00:25:54
all of the details there, there has been collective agreement that it will not be located. 00:25:59
On city property. On public property. 00:26:05
It is been decided that will be located. 00:26:07
On port property. 00:26:10
So it has not been placed yet. 00:26:13
To my knowledge it has not been placed, and it's possible that the final location has not even been decided, but the idea of it 00:26:15
being placed on public property is no longer part of the discussion. 00:26:20
So how does that benefit our city? 00:26:29
Is the funding side of it is a concern to me because we spent a lot of money that was. 00:26:32

A center that serves 6 to 12 year olds, as well as a teen center that serves 13 to 18. 00:49:13

And we do everything from tutoring to sailing to steam projects to. 00:49:23
You know, tomorrow they're going to USC on a field trip. 00:49:29
So we have quite a wide variety of programs for our members and we charge families $20 a year. 00:49:33

Report Running Me Club has been the only stable place for her kids over the past year as her family has been dealing with some. 00:50:08
