So I'm here today. I, I wrote on the card, I said about thinking out-of-the-box because I did read in the minutes that you're 00:08:08
supposed to be looking out to approve later in the meeting about. 00:08:14
Vice Chair Jan Burke saying that suggestions from this Commission add to the staff's ability or maybe willingness also, to think 00:08:21
out-of-the-box. So here I am. I'm often a little bit out-of-the-box. 00:08:28
And 1st, as its disclaimer, I don't have any acquaintances or beneficiaries of from the city. Events that happen tend to happen at 00:08:35
the beach. 00:08:41
Don't know the vendors or anyone. 00:08:48
So that aside, I did notice in the report that was given that there was no mention that there's been any kind of noise concerns 00:08:50
raised about events, not just not just the beach festival that was reported on, but others. And then what was so that was that's 00:08:58
hidden from you that there's really another side to what you're what's being reported. This is stuff that's not reported and then. 00:09:06
I didn't see anything reported about any attempts to maybe monitor any of the noise levels, excessive noise that affect the 00:09:14
multifamily. 00:09:18
Households so nearby, so I'm going to get to that in a minute. But first, a little bit of fun stuff because I just stumbled across 00:09:22

the children I saw, but this girl seemed older than the others, maybe longer legs. She was the champion. She didn't fall off 00:10:12
during that allowed allotted time. And when she got off, I saw this transformation moment. 00:10:19
She was looking up at the sky, not going to her parents or anything. 00:10:28
And it was like this whole self esteem, like I did it. I can do it like. 00:10:32
Is magical and she thought we need more of that at the beach. So am I out of time? 00:10:38

Community Benefit Fund sponsored Run Fund or excuse me, run walk event. Will staff please present the report? 00:12:16

Good afternoon, Commissioners, members of the public, staff. 00:12:31
So, as the Commission may recall, one of the items under the purview of the Citizen Advisory Commission is to review city 00:12:35
sponsored large scale recreation events, as was the case last year. 00:12:41
This year's funding for the Community Benefit Fund includes an allocation. 00:12:48
For a running race event. 00:12:53
Special use permit for that event is scheduled to be presented to council. 00:12:57
Next week, at the Tuesday meeting next week, but we wanted to ensure that this Commission had the opportunity to review and 00:13:01
provide any comments about the event in advance of that. 00:13:07
Unfortunately, the December meeting where we sought to engage the Commission about that was was cancelled for lack of a quorum, 00:13:13
but we look forward to commissions input at this time. And with that brief overview, I'll turn it over to the Cities Recreation 00:13:20
and Community Services Manager, Anna Haley, who will walk us through the presentation about this event. 00:13:27
Good afternoon commissioners, members of the public and staff. As mentioned, agenda item 2 is the proposed Community Benefit Fund 00:13:35
sponsored Run Walk event tile titled, see Splash Color Dash 5K. 00:13:42
This is a city and Port of Waimea sponsored event. It is a road based public run walk featuring A5K race Kids 1K and Wellness 00:13:51
Fair. 00:13:56
The event is set to occur on Saturday, March 22nd, 2025 in the area will be impacted from 5:30 AM until 1:00 PM which includes 00:14:02
setup and breakdown. 00:14:08
The Wellness Fair will host health based providers sharing educational information. 00:14:15
Children's activity area, refreshment vendors and live entertainment by way of a DJ. 00:14:21
To give you an overview of the event's fiscal impact. 00:14:30
Beach parking revenues will not be collected for parking lots. 00:14:34
Abe or along the Surfside Drive or Ocean View Drive. The Community Benefit Fund contains a $10,000 allocation for this event. 00:14:40
The event expenses are also to be offset by the $20 registration fee for the 5K and $10 registration fee for the one, Excuse me, 00:14:51
the kids 1K. 00:14:56
Participants will be required to register in advance and they are to receive a race T-shirt and medal. 00:15:02
Before you is the proposed race route for the 5K. 00:15:13
This is the same route utilized for the Run for Your Heart 5K last February. We have a traffic plan in place in coordination with 00:15:17
our Police Department in a series of. 00:15:22
Excuse me? Hard Rd. closures will prohibit vehicular access to the area for the duration of the race. 00:15:28
Staff has also secured an encroachment permit with our Public Works Department and affected residents will be noticed well in 00:15:35
advance as we will be working with the HOA's for Surfside One and for Surfside 4. 00:15:42
A new offering this year is the Kids 1K, as well as the color run element for both races. By design, we're offering a path for 00:15:52
those participants that want to engage in the color powder tunnel, shown here with the yellow arrow. 00:15:59
The color tunnel will be constructed using tarps anchored to the palm trees on either side of the pedestrian walkway between 00:16:08
Parking Lot A and Parking Lot B. 00:16:12
This design will help contain the 100% natural cornstarch and naturally dyed powder, minimizing it from drifting into the 00:16:18
surrounding beach areas and reducing the risk of dust pollution in neighboring communities. 00:16:26
After the race concludes, the Public Works Department will promptly clean the pedestrian area and reopen it to the public. The opt 00:16:34
out path on the map is represented with the blue arrow and blue lines for the participants not interested in going through the 00:16:39
color station. 00:16:45
Here is a general overview of the Wellness Fair site plan. 00:16:56
This is the same footprint as last year's race event and I wanted to highlight the red perimeter, which designates the area that 00:17:00
will remain closed for pedestrian traffic only throughout the entirety of the event. 00:17:06
We will reopen Surfside Drive parking lots, A&B as soon as the race concludes. 00:17:12
But retain the area shown in red through 1:00 PM, the 1:00 PM time frame. 00:17:17
This year's event is also to include an additional opportunity for local health and Wellness based businesses to table at the 00:17:23
event, showcasing products and services in alignment with the event focus. 00:17:28
Today's recommendation is that the Citizen Advisory Commission review the Community Benefit Fund sponsored Run Walk event plan and 00:17:36
provide an approval recommendation to the City Council. 00:17:42

Well, I just want to thank the staff for this great report, another great event. I think it's going to have a good participation 00:19:46
level. It's one of those things each year it's going to get wider and wider outreach just by word of mouth right among among the 00:19:53
the running community, in the local community. I think the informational booths is going to be really valuable to bring in those 00:20:00
partnerships. I really appreciate the addition of the color run and the kids run. Those are really making it multiple. 00:20:07
Multi generational and inclusive and so. 00:20:15
I really appreciate that and appreciate the staff support. I know that it's. 00:20:18
Going to have a little bit of impact on that neighborhood for a couple of hours, but just a remarkable way of utilizing the beach 00:20:23
and and funding it using funds intended for that very purpose. So I just want to thank staff for that. 00:20:30

This is the review of the City's legislative platform. Will staff please present the report? 00:21:49
So item number three on the agenda pertains the legislative platform. Another item under the Commission's purview is the 00:21:59
opportunity to review and make advisory recommendations to the City Council with regard to the cities legislative platform. 00:22:06
As noted in the report, the document allows for a prompt response to proposed legislative changes and alleviates the need to go to 00:22:14
the City Council each and every time having a platform from which the base the cities position, whether it be the mayor, mayor Pro 00:22:20
Tem or the city manager providing a response. 00:22:25
During last year's review, the Commission made various recommendations that were presented to the City Council. They considered 00:22:31
those in addition to staff recommendations and other items that came up directly from council and adopted the legislative 00:22:39
platform. That item is attached and included in the report for your review and once again, this current version, it's an 00:22:46
opportunity for the Commission to consider any recommended changes that it wishes. I will Note 2 items that staff. 00:22:54
To present to the City Council pertain to. 00:23:02
Advocation for legislation that supports equitable, equitable distribution of sales tax revenue from online sales. As some of you 00:23:06
may know, in the recent past, we've had a distribution center open up in an adjacent city and that has significantly impacted the 00:23:14
amount of sales tax revenue from online sales that the city has received. And then the second item would be? 00:23:22
To advocate for legislation that allows FEMA to. 00:23:31
More effectively respond to localized disasters. As we will all remember, December of 2023, we had a very localized but very 00:23:36
significant local disaster here in Port Hueneme. And based on the overall magnitude, we were not eligible. We, the city, the 00:23:43
responders and the individuals that were impacted by the disaster were not eligible for FEMA assistance. And one of the proposed 00:23:50
changes is to advocate for legislation that would allow FEMA. 00:23:58
Be able to respond me a little bit more nimble and flexible in those types of localized situations that have significant impacts 00:24:05
on communities. So those are the two. 00:24:10
Topic areas that staff intends to make recommendation to City Council, but again, this is the opportunity for the Commission to 00:24:16
consider both of those items in any additional items the Commission may have for the council to consider. 00:24:23

Support legislation that aims to strengthen noise awareness in conjunction with the 30th International Noise Awareness Day and 00:25:09
where you at It is not my concern. I can see where it might fit here or there and but it's it's more about content and and what 00:25:15
drives. 00:25:21
This comment that I would hope that there would be more inner jurisdictional support going forward as we have some regional 00:25:28
issues, things like Sonic booms and. 00:25:34
Umm, so. 00:25:42
Various jurisdictions supporting one another in prevention of noise pollution and or. 00:25:44
Reduction of chronic or escalating excessive noise situations. 00:25:51
Thank you for considering this input. I know it's a very long list of legislative, but the more words that. 00:26:00
Other jurisdictions also can consider, I guess, the more vibrant, lively. 00:26:08
Discussion comes out of that with legislative action. 00:26:14

States Constitution and a few of these items in this list here. And I would just make a recommendation that those two entities 00:28:10

Just monitoring what's going on, the LA fires and the legislation that will be coming out of that. I know the governor, for 00:32:30
example, in order to help with recovery, is actually utilizing some of his powers to suspend Sequa and some of the rebuilding. So 00:32:36
I think just watching that space and being aware of how it would impact a place that's susceptible to flooding and erosion like 00:32:42

The only comment slash announcement I wanted to to make for the general public's knowledge and also just to remind commissioners 00:36:22

The Commission spent some time reviewing and providing recommendations with regard to the Community Benefit Fund process and as 00:36:31
part of the action that Council took in adopting a new process beginning February, the beginning of February, Monday, February 3rd 00:36:39
is the first working day in February will be opening up the applications and inviting people to apply for Community Benefit Fund. 00:36:47
Dollars according to the the new established process. So I wanted to let the Commission know about that and also for anyone 00:36:57
listening to make sure that they they keep their eyes open. We'll have it available on our website. We'll promote it through 00:37:01
social media. 00:37:05
We'll probably also have some hard copies of the application available at public counters so people can start thinking about and 00:37:10
preparing for requests for Community Benefit Fund dollars in the very near future. 00:37:17

I do, I want to, I just want to thank all the staff when I came to the council meeting in December when we did the state of the 00:37:42

It was remarkable, the work that has been done in this past year by our city. It was I was very impressed with all the work that 00:37:56
you all have done. 00:38:00
Umm, I think that's the most accomplishments I've seen in a long time. You guys have been busy and I want to thank you all for a 00:38:05
great job and it's. 00:38:09
Very much appreciated by all of the citizens of the city, so thank you. 00:38:15

I hope everybody had a restful holiday season. I hope, you know, between Christmas and, and Hanukkah, and I mean, those overlapped 00:38:25
a lot this year. So and then New Year's finally, I, I of course, need to acknowledge the Los Angeles fires that are happening. I 00:38:31
know some and in our community are definitely impacted, if not volunteering down there, I know even some city and municipal staff 00:38:38
elsewhere in the county that are down there. 00:38:45
Assisting. 00:38:53
And so, you know, continuing to watch that space, you know, those are our neighbors to the South. And, you know, many lives were 00:38:54
lost and that in that fire. And I know they're continuing on that search too. And so, of course, as I always say, may their 00:39:00
memories be a blessing. And I hope that I. 00:39:06
We're there to help help them recover and also welcome them when many of them will need to relocate, possibly to Ventura County 00:39:14
temporarily. So in places like Port Hueneme and Oxnard, Ventura, Macy, individuals, especially from the Palisades that need need 00:39:20
to find homes. So be on the lookout for that. 00:39:27
And also additionally, there's going to be some additional measures around. 00:39:36
Price gouging that might be taking place in Ventura County as a result of the emergency in Los Angeles County. So please be on the 00:39:41
lookout for that information coming out, including rent, rent and another price gouging because of the influx from the Palisades 00:39:48
especially. So be on the lookout for that. There's the public safety shut off that are happening. I know we're aware of, but I 00:39:55
know I have friends in the Thousand Oaks region that been without power for four days. 00:40:01
So it's a good reminder to look at. 00:40:09
What we can do to be prepared as individuals and what the city can do. 00:40:12

Recent beach festival. 00:08:04
So I'm here today. I, I wrote on the card, I said about thinking out-of-the-box because I did read in the minutes that you're 00:08:08
supposed to be looking out to approve later in the meeting about. 00:08:14
Vice Chair Jan Burke saying that suggestions from this Commission add to the staff's ability or maybe willingness also, to think 00:08:21
out-of-the-box. So here I am. I'm often a little bit out-of-the-box. 00:08:28
And 1st, as its disclaimer, I don't have any acquaintances or beneficiaries of from the city. Events that happen tend to happen at 00:08:35
the beach. 00:08:41
Don't know the vendors or anyone. 00:08:48
So that aside, I did notice in the report that was given that there was no mention that there's been any kind of noise concerns 00:08:50
raised about events, not just not just the beach festival that was reported on, but others. And then what was so that was that's 00:08:58
hidden from you that there's really another side to what you're what's being reported. This is stuff that's not reported and then. 00:09:06
I didn't see anything reported about any attempts to maybe monitor any of the noise levels, excessive noise that affect the 00:09:14
multifamily. 00:09:18
Households so nearby, so I'm going to get to that in a minute. But first, a little bit of fun stuff because I just stumbled across 00:09:22

the children I saw, but this girl seemed older than the others, maybe longer legs. She was the champion. She didn't fall off 00:10:12
during that allowed allotted time. And when she got off, I saw this transformation moment. 00:10:19
She was looking up at the sky, not going to her parents or anything. 00:10:28
And it was like this whole self esteem, like I did it. I can do it like. 00:10:32
Is magical and she thought we need more of that at the beach. So am I out of time? 00:10:38

The pilot noise study was delivered to the City Council, verbally introduced it to them in December. I didn't want you to be out 00:10:55

Community Benefit Fund sponsored Run Fund or excuse me, run walk event. Will staff please present the report? 00:12:16

Good afternoon, Commissioners, members of the public, staff. 00:12:31
So, as the Commission may recall, one of the items under the purview of the Citizen Advisory Commission is to review city 00:12:35
sponsored large scale recreation events, as was the case last year. 00:12:41
This year's funding for the Community Benefit Fund includes an allocation. 00:12:48
For a running race event. 00:12:53
Special use permit for that event is scheduled to be presented to council. 00:12:57
Next week, at the Tuesday meeting next week, but we wanted to ensure that this Commission had the opportunity to review and 00:13:01
provide any comments about the event in advance of that. 00:13:07
Unfortunately, the December meeting where we sought to engage the Commission about that was was cancelled for lack of a quorum, 00:13:13
but we look forward to commissions input at this time. And with that brief overview, I'll turn it over to the Cities Recreation 00:13:20
and Community Services Manager, Anna Haley, who will walk us through the presentation about this event. 00:13:27
Good afternoon commissioners, members of the public and staff. As mentioned, agenda item 2 is the proposed Community Benefit Fund 00:13:35
sponsored Run Walk event tile titled, see Splash Color Dash 5K. 00:13:42
This is a city and Port of Waimea sponsored event. It is a road based public run walk featuring A5K race Kids 1K and Wellness 00:13:51
Fair. 00:13:56
The event is set to occur on Saturday, March 22nd, 2025 in the area will be impacted from 5:30 AM until 1:00 PM which includes 00:14:02
setup and breakdown. 00:14:08
The Wellness Fair will host health based providers sharing educational information. 00:14:15
Children's activity area, refreshment vendors and live entertainment by way of a DJ. 00:14:21
To give you an overview of the event's fiscal impact. 00:14:30
Beach parking revenues will not be collected for parking lots. 00:14:34
Abe or along the Surfside Drive or Ocean View Drive. The Community Benefit Fund contains a $10,000 allocation for this event. 00:14:40
The event expenses are also to be offset by the $20 registration fee for the 5K and $10 registration fee for the one, Excuse me, 00:14:51
the kids 1K. 00:14:56
Participants will be required to register in advance and they are to receive a race T-shirt and medal. 00:15:02
Before you is the proposed race route for the 5K. 00:15:13
This is the same route utilized for the Run for Your Heart 5K last February. We have a traffic plan in place in coordination with 00:15:17
our Police Department in a series of. 00:15:22
Excuse me? Hard Rd. closures will prohibit vehicular access to the area for the duration of the race. 00:15:28
Staff has also secured an encroachment permit with our Public Works Department and affected residents will be noticed well in 00:15:35
advance as we will be working with the HOA's for Surfside One and for Surfside 4. 00:15:42
A new offering this year is the Kids 1K, as well as the color run element for both races. By design, we're offering a path for 00:15:52
those participants that want to engage in the color powder tunnel, shown here with the yellow arrow. 00:15:59
The color tunnel will be constructed using tarps anchored to the palm trees on either side of the pedestrian walkway between 00:16:08
Parking Lot A and Parking Lot B. 00:16:12
This design will help contain the 100% natural cornstarch and naturally dyed powder, minimizing it from drifting into the 00:16:18
surrounding beach areas and reducing the risk of dust pollution in neighboring communities. 00:16:26
After the race concludes, the Public Works Department will promptly clean the pedestrian area and reopen it to the public. The opt 00:16:34
out path on the map is represented with the blue arrow and blue lines for the participants not interested in going through the 00:16:39
color station. 00:16:45
Here is a general overview of the Wellness Fair site plan. 00:16:56
This is the same footprint as last year's race event and I wanted to highlight the red perimeter, which designates the area that 00:17:00
will remain closed for pedestrian traffic only throughout the entirety of the event. 00:17:06
We will reopen Surfside Drive parking lots, A&B as soon as the race concludes. 00:17:12
But retain the area shown in red through 1:00 PM, the 1:00 PM time frame. 00:17:17
This year's event is also to include an additional opportunity for local health and Wellness based businesses to table at the 00:17:23
event, showcasing products and services in alignment with the event focus. 00:17:28
Today's recommendation is that the Citizen Advisory Commission review the Community Benefit Fund sponsored Run Walk event plan and 00:17:36
provide an approval recommendation to the City Council. 00:17:42

Well, I just want to thank the staff for this great report, another great event. I think it's going to have a good participation 00:19:46
level. It's one of those things each year it's going to get wider and wider outreach just by word of mouth right among among the 00:19:53
the running community, in the local community. I think the informational booths is going to be really valuable to bring in those 00:20:00
partnerships. I really appreciate the addition of the color run and the kids run. Those are really making it multiple. 00:20:07
Multi generational and inclusive and so. 00:20:15
I really appreciate that and appreciate the staff support. I know that it's. 00:20:18
Going to have a little bit of impact on that neighborhood for a couple of hours, but just a remarkable way of utilizing the beach 00:20:23
and and funding it using funds intended for that very purpose. So I just want to thank staff for that. 00:20:30

This is the review of the City's legislative platform. Will staff please present the report? 00:21:49
So item number three on the agenda pertains the legislative platform. Another item under the Commission's purview is the 00:21:59
opportunity to review and make advisory recommendations to the City Council with regard to the cities legislative platform. 00:22:06
As noted in the report, the document allows for a prompt response to proposed legislative changes and alleviates the need to go to 00:22:14
the City Council each and every time having a platform from which the base the cities position, whether it be the mayor, mayor Pro 00:22:20
Tem or the city manager providing a response. 00:22:25
During last year's review, the Commission made various recommendations that were presented to the City Council. They considered 00:22:31
those in addition to staff recommendations and other items that came up directly from council and adopted the legislative 00:22:39
platform. That item is attached and included in the report for your review and once again, this current version, it's an 00:22:46
opportunity for the Commission to consider any recommended changes that it wishes. I will Note 2 items that staff. 00:22:54
To present to the City Council pertain to. 00:23:02
Advocation for legislation that supports equitable, equitable distribution of sales tax revenue from online sales. As some of you 00:23:06
may know, in the recent past, we've had a distribution center open up in an adjacent city and that has significantly impacted the 00:23:14
amount of sales tax revenue from online sales that the city has received. And then the second item would be? 00:23:22
To advocate for legislation that allows FEMA to. 00:23:31
More effectively respond to localized disasters. As we will all remember, December of 2023, we had a very localized but very 00:23:36
significant local disaster here in Port Hueneme. And based on the overall magnitude, we were not eligible. We, the city, the 00:23:43
responders and the individuals that were impacted by the disaster were not eligible for FEMA assistance. And one of the proposed 00:23:50
changes is to advocate for legislation that would allow FEMA. 00:23:58
Be able to respond me a little bit more nimble and flexible in those types of localized situations that have significant impacts 00:24:05
on communities. So those are the two. 00:24:10
Topic areas that staff intends to make recommendation to City Council, but again, this is the opportunity for the Commission to 00:24:16
consider both of those items in any additional items the Commission may have for the council to consider. 00:24:23

Support legislation that aims to strengthen noise awareness in conjunction with the 30th International Noise Awareness Day and 00:25:09
where you at It is not my concern. I can see where it might fit here or there and but it's it's more about content and and what 00:25:15
drives. 00:25:21
This comment that I would hope that there would be more inner jurisdictional support going forward as we have some regional 00:25:28
issues, things like Sonic booms and. 00:25:34
Umm, so. 00:25:42
Various jurisdictions supporting one another in prevention of noise pollution and or. 00:25:44
Reduction of chronic or escalating excessive noise situations. 00:25:51
Thank you for considering this input. I know it's a very long list of legislative, but the more words that. 00:26:00
Other jurisdictions also can consider, I guess, the more vibrant, lively. 00:26:08

Just monitoring what's going on, the LA fires and the legislation that will be coming out of that. I know the governor, for 00:32:30
example, in order to help with recovery, is actually utilizing some of his powers to suspend Sequa and some of the rebuilding. So 00:32:36
I think just watching that space and being aware of how it would impact a place that's susceptible to flooding and erosion like 00:32:42

The only comment slash announcement I wanted to to make for the general public's knowledge and also just to remind commissioners 00:36:22

The Commission spent some time reviewing and providing recommendations with regard to the Community Benefit Fund process and as 00:36:31
part of the action that Council took in adopting a new process beginning February, the beginning of February, Monday, February 3rd 00:36:39
is the first working day in February will be opening up the applications and inviting people to apply for Community Benefit Fund. 00:36:47
Dollars according to the the new established process. So I wanted to let the Commission know about that and also for anyone 00:36:57
listening to make sure that they they keep their eyes open. We'll have it available on our website. We'll promote it through 00:37:01
social media. 00:37:05
We'll probably also have some hard copies of the application available at public counters so people can start thinking about and 00:37:10
preparing for requests for Community Benefit Fund dollars in the very near future. 00:37:17

I do, I want to, I just want to thank all the staff when I came to the council meeting in December when we did the state of the 00:37:42

It was remarkable, the work that has been done in this past year by our city. It was I was very impressed with all the work that 00:37:56

Umm, I think that's the most accomplishments I've seen in a long time. You guys have been busy and I want to thank you all for a 00:38:05
great job and it's. 00:38:09
Very much appreciated by all of the citizens of the city, so thank you. 00:38:15

I hope everybody had a restful holiday season. I hope, you know, between Christmas and, and Hanukkah, and I mean, those overlapped 00:38:25
a lot this year. So and then New Year's finally, I, I of course, need to acknowledge the Los Angeles fires that are happening. I 00:38:31
know some and in our community are definitely impacted, if not volunteering down there, I know even some city and municipal staff 00:38:38
elsewhere in the county that are down there. 00:38:45
Assisting. 00:38:53
And so, you know, continuing to watch that space, you know, those are our neighbors to the South. And, you know, many lives were 00:38:54
lost and that in that fire. And I know they're continuing on that search too. And so, of course, as I always say, may their 00:39:00
memories be a blessing. And I hope that I. 00:39:06
We're there to help help them recover and also welcome them when many of them will need to relocate, possibly to Ventura County 00:39:14
temporarily. So in places like Port Hueneme and Oxnard, Ventura, Macy, individuals, especially from the Palisades that need need 00:39:20
to find homes. So be on the lookout for that. 00:39:27
And also additionally, there's going to be some additional measures around. 00:39:36
Price gouging that might be taking place in Ventura County as a result of the emergency in Los Angeles County. So please be on the 00:39:41
lookout for that information coming out, including rent, rent and another price gouging because of the influx from the Palisades 00:39:48
especially. So be on the lookout for that. There's the public safety shut off that are happening. I know we're aware of, but I 00:39:55
know I have friends in the Thousand Oaks region that been without power for four days. 00:40:01
So it's a good reminder to look at. 00:40:09
What we can do to be prepared as individuals and what the city can do. 00:40:12
