Hi, how are you? 00:00:03
Good afternoon everyone. Thank you so much. 00:04:43
I mean an attending the City Court meeting and I'd like to call this meeting to order call, please. 00:04:45
Sorry guys, new as is. 00:05:02
So Mayor Perez here. 00:05:11
Mayor Pro Tem McQueen. 00:05:15
And the city manager. 00:05:23
And President Zacchaeus here Jess Ramirez. 00:05:28
And Kristen Stacy. 00:05:38
Thank you. Thank you so much. 00:05:43
Public locations and. 00:05:46
I mean. 00:05:48
Thank you so much. 00:05:50
And moving on to item D, we might break another record. 00:05:52
Of the minutes. 00:05:56
From September 25th. 00:05:58
Move to approve second. 00:06:00
Great motion. 00:06:02
Misty for the motion and Commissioner Ramirez a second. All in favor, aye. 00:06:05
Thank you. 00:06:11
Item 2. Project update. 00:06:13
So I'll keep it off just because we're on this side. James can take over, but we have, you know, a wonderful partnership here. And 00:06:17
I think it's just been a great deliverable coming out of this committee that we came to. 00:06:22
Consensus around this list of projects. 00:06:30
So we have a unanimous vote. I understand that you did as well. So that's super exciting. So we can really kind of roll up our 00:06:32
sleeves and get to work. Some of these are easier than others. 00:06:38
I imagine it will be Charles on your side and Adam on our side as our designee and they'll work to put together for some of these. 00:06:44
Organizational ones, the program, the calendar and we usually do the check signing events for those, right. So we'll kind of map 00:06:52
out throughout the calendar year when we'll have those events and do the check signing and do our joint press releases and all 00:06:57
that and. 00:07:02
And also the run. 00:07:08
So kind of we've been through one of those. So we'll, we'll work on that and James and I are gonna bring our teams together and 00:07:10
have. 00:07:13
Some fun training around writing press releases in our lives to just get everybody in the room together and get to know each 00:07:17
other, work together and. 00:07:21
Both port staff and the and the recreation department teams that are going to be working on the project. So, so cool. So we'll be 00:07:27
doing that and then, you know, we'll work on the on the calendar and the other ones. 00:07:32
The DC trip probably will have to kind of start talking about that at the turn of the year, but. 00:07:38
It's actually as we all know a pretty timely given what happened with the dredging and some of the challenges there in terms of. 00:07:45
Communications inside the US Army Corps. 00:07:54
Was really where things got hung up, not so much politics of LA water boards and state water boards they were willing to play. So 00:07:57
it's just some lawyers that, you know, got messed up, some red tape here. So we're gonna wanna ask a lot of questions about that, 00:08:02
I think, when we're in Washington. 00:08:07
And understand how we make sure it doesn't happen again in the future. So I think that will be a big piece of our advocacy. And I 00:08:12
know too, what we'll do in advance of that trip is we have notes from our consultants from the last trip that Commissioner and 00:08:19
Council Member Misty Perez participated in. So we'll kind of do some due diligence there, see if there's any follow up. 00:08:27
And who we want to meet with. 00:08:36
I want to have that give extra copies if you want. 00:08:41
You have this. 00:08:46
This is bigger font. 00:08:48
It's pretty. 00:08:55
Good SO. 00:09:07
But that that would be fun to organize, I think. I think we have a lot of mutual goals. 00:09:12
You know, hit hard in Washington. Yeah, I think you hit because. 00:09:19
My fear, it's just. 00:09:24
With the dredging and. 00:09:26
It's sort of the situation where it got held up due to permitting requirements where the state and the feds aren't talking really. 00:09:27
And I think it is more heavy on the feds, but. 00:09:32
I think the fear I have is that. 00:09:37
Every year, the state. 00:09:39
You know, we have more and more environmental regulations restrictions, so I can see every year having the new recall that causes 00:09:40
like a similar issue. 00:09:44
So I think I agree and I recommend it to the council. Just when we're talking about, I gave a brief dredge update on Monday and 00:09:48
and we talked about this needs to be a priority topic for the city and the advocacy too. And it's just so many parties involved 00:09:54
and so much communication and so many places where it's just one thing can go wrong and hold the whole project up. So I think just 00:10:00
kind of. 00:10:06
Getting everybody on the same page and. 00:10:12
Working through that would be a key thing. So it's very similar to our public springs, the cleanup there, why it took so long to 00:10:14
start that cleanup because all the agencies involved and all that still ridiculous issues. 00:10:21
Yeah, yeah. So there's a lot of red tape in Washington. 00:10:28
No question about it so. 00:10:32
But that's that, that will be something, you know, we'll get together with our teams, we'll map out so we'll have calendars and 00:10:36
start kind of ginning up. 00:10:39
DC trip and of course you meet regularly monthly. 00:10:42
I mean, that's typical, but still, you know, still accomplish our goal ultimately just to get. 00:10:48
What was particularly disappointing about this one, Commissioner, as I understand it, was that there was some under EPA rules, 00:10:54
there was a loosening of certain criteria that. 00:10:59
Created a window for the state water boards and the local LA water board to create requirements on the project. And then the US 00:11:05
Army Corps lawyers didn't like them and so there was imputing between lawyers. 00:11:10
That had no sense of urgency to our projects or a project that normally would start. 00:11:16
You know, late October is now going to start in December and so potentially with less sand and it's definitely less sand, it's 00:11:21
about 1,000,000 cubic yards less. And so one bright spot, if you can call it that is that we are dredging through our PFIB grant. 00:11:29
Nor terminal. So we'll be mobilized and if it's a contractor, there may be some alignment there. I'm going to talk closely with 00:11:37
Colonel Baker that if we're in the water, because that's one of the most expensive things about dredging, is setting up the 00:11:42
mobilization. So maybe they could dredge off cycle and when they're done doing us, which is a pretty small project, they could go 00:11:48
out and finish some work in the harbor. So he was very open to that. 00:11:53
You know when I had my last conversation with him. 00:11:59
Maybe that's that's a way if you go to off cycle dredging, you're going to spend a lot of money mobilizing and not moving sand, 00:12:01
but you can carry the funding over because it's approved to future work plans. So maybe in the future if they get it together, 00:12:07
they can start earlier and then do more than two and a half. 00:12:12
1,000,000 cubic yards or something. So that those are the types of things that I don't want to talk about in Washington, but 00:12:19
there's other good stuff too. Going to meeting with the EPA again, some of those DoD departments working, you know, we'll follow 00:12:25
up and really get down where there are grant opportunities to which kind of leads into the other one which is. 00:12:31
You know, kind of us getting together and we'll bring it back here, but like, how do we do that? What does that look like? You 00:12:37
know, how do we? 00:12:39
Do we RP it? You know we don't have to. I don't know your processes, but. 00:12:43
You obviously want everybody like our consultant that we hire to do the grant writing. We want to make sure we're applying for 00:12:48
grants that everybody embraces. 00:12:51
I think normally we have to. We normally have to. There's a sole source exception, so. 00:12:55
Maybe because we're doing it in partnership and. 00:13:01
You know that we would want both agencies to be comfortable with it and not be able to, to use that sole source exception. So 00:13:03
we're able to, yeah, we're able to do for professional services. 00:13:09
Through a Harbor NAV code, we don't have to go out to bid for those for public works projects we do yeah. So I that's something 00:13:15
that. 00:13:20
Yeah, yeah. So there's one we love or we might wanna RP it, find out what's out there and who's gonna be, you know, it's we may 00:13:25
wanna just do that too. So we'll we'll get back together on that. Yeah. 00:13:30
And then go ahead and have a comment on on the list. So I, I, I personally find the DC trip very valuable. Mm-hmm. But I wanna 00:13:36
make sure 'cause this team here are particular group of six has worked really hard this year to get us to where we're at right 00:13:42
now. And I wanna make sure that we continue that momentum. And the reason I bring this up is because at one of the City Council 00:13:47
attended. 00:13:53
Councilmember Gama made a comment about I don't know why you guys spend so much. I know that easy trip, it's only benefits support 00:13:59
and no one made a comment. 00:14:03
And I thought, OK, if if the city does not find this trip valuable, then maybe we don't do it as part of this. 00:14:08
So I just want to make sure if we find it valuable, which I think it is going to be valuable, then we need to make sure that all 00:14:15
the work that we've done this last year that we support the effort. 00:14:20
But no one made a comment so I thought. 00:14:26
OK, wait, maybe. 00:14:28
We're not seeing what they see. No, I think we have made comments how beneficial it was. We just don't always engage in his 00:14:30
offshoot. We ignore some of them. It's what it is because thank you very much. 00:14:38
If we did, we. 00:14:47
Be doing it all the time and which is not, it's not something that we want to engage in every opportunity, but we have spoken 00:14:49
publicly about how positive it is. Yeah, I haven't had an opportunity to go with the port, but I've been with another committee 00:14:54
and we know that's very important. 00:15:00
I think last year though, we talked a little bit about this year or this next time. I think last year was kind of OK, we're going 00:15:06
with the port. We don't really know what we're learning experience, but this time. 00:15:11
We have, we have already been talking about the things that we think are valuable. Yeah, we'll put to what we did last time too, 00:15:16
where we come up with a whole itinerary and then we'll have the talking point for each party and kind of, you know, and we 00:15:20
definitely want it to even though. 00:15:24
It will not be on that next one. 00:15:28
Most likely Martha will be, but I don't know who the other one will be. 00:15:31
But definitely a game plan of knowing what we want to tackle because that's the only thing that would be that would be different 00:15:35
this time around because we didn't necessarily have a game plan. Exactly. So this time around, yeah, I guess the other thing. 00:15:43
I think we would want at least some guidance on as well is because this would be our first time going. We we, we have a diverse 00:15:50
council as you all know and everything that you know is brought up to be spoken, you know, in DC is not what should be spoken AC. 00:15:57
So we just got to make sure that we're doing it. We'll, we'll do that. 00:16:04
I don't really understand that because if Misty has been part of this process up to this point. 00:16:11
And this trip was supposed to take take place this year. Then the same people that are sitting here in this room should be the 00:16:16
ones who go to Washington next year. 00:16:20
Except that our the way our. 00:16:24
I mean, is it a written procedure policy? Yeah. The mayor and the mayor Pro Tem, I don't know. 00:16:26
They need something we talk about as a council and you guys talk about a report. But yeah, technically the committee is the mayor 00:16:36
and the mayor Pro Tem. Yes. There is no rule that the people who go on a trip have to be the committee. It just matters if there's 00:16:42
money to pay for it. It's the only extra thing. Well, no, I'm saying. 00:16:48
You can pick two. It doesn't have to be the committee. 00:16:54
But I really doubt that the person who's going to be on the committee. 00:16:58
Say no to the DC term. So I think we'll have. 00:17:01
We'll have more than two people interested in going so, so we'll have to figure that out on her. 00:17:04
And we can do the same, Commissioner. Yeah, I mean, as long as my good thing is that we. 00:17:09
He has a committee, yes. 00:17:14
So far this year we've really have done a lot. 00:17:17
In pushing this committee forward and trying to decipher the team benefits fund, it's meeting and. 00:17:20
You know where we want to focus on and I just want to make sure because because Mr. Paul made that comment comment in a public 00:17:26
session and and no one said anything. 00:17:30
The community heard and so I thought, OK. 00:17:36
Community folks are going to say. 00:17:38
This is something why? Why are we spending this money? 00:17:40
Its own identity. 00:17:43
And I find it very mutually beneficial to both sides and I think that right now needs to upload and want to start exploring. Hey 00:17:44
who would I want? 00:17:49
Who do we want to talk to what? What's important to us that we can bring to the table to have on that list up together with me? 00:17:55
Yeah, I agree with you, Commissioner. I think what we found too, which was a take away for me because most of our advocacy has 00:18:01
been. 00:18:04
Siloed when we go there, often after APA meetings and bringing the city with us. Really. 00:18:07
Elevated the project. So I think that we both gain by going in as a team. 00:18:14
No, I definitely, I definitely think yeah. And I, and it was kind of disconcerting or not a little disappointing that I wouldn't 00:18:18
be able to go this year 'cause I, we had already talked about plan, game plan. 00:18:24
Elections, it's just one of those. That's what really happened, like. 00:18:32
That was so crazy in DC right now. No, it would just be crazy there. You don't even know who's gonna be in the House and the 00:18:36
Senate, right? I mean, I think our people will be safe, but you know, there's gonna be a lot of change. Or not, I don't know. 00:18:42
You know, I don't know. 00:18:49
But it's a moment selected. 00:18:50
I'm going to Costa Rica. 00:18:54
OK. OK. So that's that. And then the other one that I think is just a lot of this is on James and I and Bill and our teams. 00:19:04
To come up with strategy, particularly on, you know, we'll dig into, we're going to adopt our strategic plan. 00:19:13
At the next November meeting, and we actually had it just for your Oedipus, we had a read through and we really listened to a lot 00:19:20
of the comments that came in from the community and we made some adjustments and inserted city much more visibly. 00:19:26
Into the plan. So it hopefully kind of marries you with some of the economic development strategy and your plan. 00:19:31
And so we can get together. I know you had some ideas on the cup. 00:19:38
Main finding signs and things like that. So we'll talk about that, bring it back here as the first step of implementing some of 00:19:41
that economic development funding. But I think both of our commissions were pretty excited about that. So we just don't, we have 00:19:47
some due diligence to do here now that everything's been vetted and voted. So the work starts, the work starts. 00:19:54
Is I don't know why we didn't think that before, but support holds the World Trade Center investigation and we're going to a 00:20:01
conference. But think about that with the scheme of your economic development plan. Can they pull the information on our website? 00:20:07
Yeah. And I think that's an art factored into our world development plan. At one point there was even conversation, believe it or 00:20:14
not, this has been a long time conversation, I think many, many years ago. 00:20:20
Or your early days on the board of having a World Trade Center in Portland, right, And maybe even doing that on Market Street. So 00:20:26
that might be something to explore in terms of mutual economic development projects. I don't understand. 00:20:33
We need to have further communication, discussions about that because we. 00:20:43
It was lacking to last and so we just need to. 00:20:49
Get in with our city small piece of history there for you, which is kind of just to just back laying out and I'm not you know 00:20:52
we're a new fresh minds and and come up together with economic development, whether it's mixed-use detail, we can help you, you 00:20:58
know build that to what is going to be a successful project. But there was an active contract with brick and I for a sale of that 00:21:04
property to the port that actually council member Gama signed. He was with the signatory on it along with our with our board 00:21:10
members. So there was an. 00:21:15
Negotiation in play? 00:21:21
And it just kind of it kind of. 00:21:24
Peeled off when? When. 00:21:26
So I'm just letting you go there that that was out there. So that's just history I was on. 00:21:30
That Council. The issue was, was not a lot of information was given to Council during those discussions. 00:21:35
So we went into that. 00:21:42
Without the full scope. 00:21:44
About that property, the issue with the property or not? 00:21:46
And I feel that. 00:21:49
We need to have that discussion because we have a different city attorney, so we need to have a good discussion to find out 00:21:50
exactly what it is. 00:21:54
And different council members. 00:21:58
We go back to the drawing board, or we could use that as a starting point too. So, you know, I'd like to have all the information 00:22:03
when I make a decision on something. 00:22:08
I need tabs all the information. 00:22:13
And I don't believe that. 00:22:14
Did so apparently it's important. Yeah. No, no, no. 00:22:15
100% behind you guys. Yeah, we can repay. 00:22:20
Canvas or we could kind of look at that document and see if it makes any sense. But yeah, we'll get together and talk economic 00:22:22
development. I can. 00:22:25
Maybe understand kind of. 00:22:29
From the port's perspective, exactly where that was left 'cause I even I even have like conflicting documents of like. 00:22:31
Where was it left? And our city attorney's left in that period and everything else. So yeah, there was there was just that working 00:22:37
document, but. 00:22:41
They have helped. 00:23:14
Library of Liberty University Brian Tucker is on that group. 00:23:15
And he partnered with us and he's got us on website. So I'm wondering. 00:23:21
You might want to reach out as a city to to provide and to that particular group to say, hey, can we share our economic 00:23:25
development plan with you and how can you help us? 00:23:30
Because we're talking about different questions for the university, for the voting center, and I think that that would really 00:23:34
help. 00:23:37
Get additional support for whatever departures you're looking at. 00:23:41
Tackle on your economic development. 00:23:45
But you know, I think the work. 00:23:49
People we have. 00:23:51
Helping us out. 00:23:52
Umm, and and this endeavor, I think the most important one. 00:23:54
Avenues we might be. 00:23:59
Fantastic for myself, I know I'm at. 00:24:01
Point now where I need to take a deep breath out. 00:24:03
And. 00:24:11
No, no, just. 00:24:15
OK. Is there any other? 00:24:20
You got the question, Sir. So the grant writer, we we've got that person. 00:24:21
We don't. I think we need to chat how to figure out if we want to put. 00:24:26
Down the street or you know. 00:24:29
There's someone we are aware of in that space. I mean we have the money in the restricted account here, so we know someone we 00:24:31
like. We could run it that way or if we want to do a bid. 00:24:36
You know, try to kind of get a feel for consultants instead of. 00:24:41
Might be a good fit. 00:24:45
Grant money and then we also want to figure out. 00:24:47
So and then other technical question is when do we start discussing? 00:24:51
The new round of months. 00:24:56
So we did well in this round. So I congratulations to us. You know, we got this done because. 00:24:58
But we had till December, end of December to, to get this line up of projects. And So what happens is then we'll have a six month 00:25:09
window to implement and there's no timeline on implementation of these by the way. So we, we do have flexibility and agility there 00:25:15
and then come July 1st. 00:25:20
We start discussing and it's based off simply, but it's based on on forecasted revenues and then they become real once we get our 00:25:27
auditor. But we will have a pretty good sense by July 1st where we're going to leave it. 00:25:33
How much money is going to be on the table? So it's going to be 100,000 plus CPI. 00:25:39
And I know there's been a lot of. 00:25:55
Interest on. 00:25:58
Are born to really love the gap. 00:26:00
Using a great portion of these funds for. 00:26:04
Economically. 00:26:07
Welcome. That's why that. 00:26:20
OK, super. 00:26:23
I think the last meeting was 11 minutes, yeah. 00:26:38
Next week, look at all these things in the program. 00:26:45
Just because we have to. 00:26:52
That we have to have a further discussion. 00:26:54
Yeah, yeah, we'll have another meeting. 00:26:56
Yeah, we'll come back. 00:27:00
Yes, we should. 00:27:03
Yeah. I mean, I like the way. No, I think that I think the meeting is secure. 00:27:04
Because we've had a monthly invariable. 00:27:11
Focusing on what you've done, clarifying. 00:27:14
At least it's uncomfortable with me, I know that. 00:27:18
You know, yeah. 00:27:20
OK, great. Thank you. Thank you. 00:27:23
Yes. 00:27:28

OK, great. Thank you. Thank you. 00:27:23
Yes. 00:27:28
