| Good afternoon. Welcome to the City Port Joint Committee meeting. I'm calling this meeting to order. The time is now 3:30 PM. | 00:00:02 | |
| Madam Clerk will please take roll call. | 00:00:09 | |
| OK, CEO and Port Director Kristen Decis. | 00:00:11 | |
| City Manager James Vega. | 00:00:14 | |
| Here, Mayor Pro Tem McQueen. La Shawn here. President Zacharias here, Mayor Perez here. And let the record reflect that Vice | 00:00:16 | |
| President Ramirez is absent. Thank you. We'll now move on to public comments. Public comments are limited to three minutes. Madam | 00:00:23 | |
| Clerk, do we have any public comments for tonight? No public comments. Thank you. | 00:00:30 | |
| We might now move on to discussion minutes for approval. May I have a motion and a second to approve the July 24th, 2024 minutes? | 00:00:38 | |
| 2nd Thank you, Madam Clerk. | 00:00:49 | |
| All in favor, aye. All opposed. | 00:00:52 | |
| Motion passes with President Ramirez absent. | 00:00:55 | |
| Thank you. The item on the agenda tonight is the Community Benefit Fund projects. The recommendation is to discuss and provide | 00:00:58 | |
| recommendations if desired. | 00:01:02 | |
| I will start with Mr. City Manager. | 00:01:09 | |
| Yeah. And only I'm only going to pull up the slide that shows the projects that we had previously discussed and since this meeting | 00:01:12 | |
| is going very quickly. | 00:01:17 | |
| We'll be done in 5 minutes. But you may recall that we met at our last meeting. We kind of finalized this list, which totals | 00:01:24 | |
| $113,000. We estimated that we have $143,000 in this year's fund. And so we. | 00:01:33 | |
| Each went back to our respective boards to get feedback on what the remaining $30,000 could be used for. I know the city went back | 00:01:42 | |
| to the City Council and focused on the mental health and public safety categories. And then my understanding, and I'll turn it | 00:01:50 | |
| over to Kristen, is the port also went back and they focused on some categories. So maybe we start there and, and go from there. | 00:01:57 | |
| Sure, I'll kick it off and then I'll I'll kick it over to the president of our board. But we had a discussion of using. | 00:02:05 | |
| Funds to 1 and I think it came up in this body to look at how we could support the economic development plan the city rolled out | 00:02:12 | |
| as partners in in economic development. That might be a nice way to put some seed money towards getting your economic development | 00:02:18 | |
| strategy off the ground. And then the other that came back through our five members was looking at maybe either that or augmenting | 00:02:25 | |
| the grant writing. | 00:02:31 | |
| So those were the two that came back. I don't know if you want to elaborate, Commissioner. Yes, those were the two that came back | 00:02:38 | |
| was the economic development plan and, and I know I did attend. | 00:02:44 | |
| What they believe is your City Council meeting where you talked about that and I realized that it's not, it's only 36,000 or 30 | 00:02:51 | |
| three $33,000, but maybe chipping away at a certain part of the economic development plan. And the other one was the economic | 00:02:59 | |
| development and the grant or taking that additional money, the 33,000 and adding it to the grant writing. | 00:03:07 | |
| So we, as you know, we had a brief discussion about it. We didn't know about the other options. So the only thing we really | 00:03:17 | |
| touched on was the economic development part of that. | 00:03:21 | |
| I think we would obviously have to take the grant writing back to our board for approval on that since they didn't hear that | 00:03:26 | |
| portion of it. | 00:03:29 | |
| Yeah. And I think I would suggest at this point I think the two boards kind of that one of those ideas and and then we can take | 00:03:35 | |
| that each back to our full boards for for consideration again. But I think we've had a few categories talked about. So I think we | 00:03:42 | |
| can use this meeting to maybe narrow in on, on what category we're looking at so. | 00:03:49 | |
| Member Tim, do you have any comments on it? | 00:03:57 | |
| So I know. | 00:04:02 | |
| You mentioned Public Safety City Manager specifically we were talking about AK 9 and so that had come up before in this forum. So | 00:04:04 | |
| I guess my question now is. | 00:04:10 | |
| It seemed like I guess maybe two or three meetings ago that we talked about that as a group. Are we not there anymore? | 00:04:17 | |
| I know we just, we did discuss it and we went back to the port and the port, the commissioners, the last our last board meeting we | 00:04:24 | |
| had was OK, if we don't do the economic development plan portion of it, then why don't we roll the 33,000 into next year? And then | 00:04:30 | |
| perhaps if the 33,000 and you didn't feel was enough to make an impact on the economic development plan is useful, $133,000 | 00:04:37 | |
| towards the economic development plan. | 00:04:43 | |
| What we want to see is a bigger impact on helping the city move forward on what you all. | 00:04:51 | |
| I looked at on your economic development plan so that that's where we came back at our last board meeting. | 00:04:58 | |
| So your board's proposal is? | 00:05:06 | |
| To put the. | 00:05:10 | |
| Full of next year's into helping our economic development plan is what you would like to see out of that. That's to to reiterate | 00:05:13 | |
| with the commissioner saying we could either seat it this year with a 33 and get things going or maybe we look at getting some | 00:05:18 | |
| proposals from some consultant that could look at how we were rolling out our strategic plan as well. And so how we work together | 00:05:24 | |
| on economic development and bring some leadership in to help guide us through that process in support of your economic development | 00:05:29 | |
| strategy and our strategic plan. | 00:05:35 | |
| I do have a follow up question for City manager SO. | 00:05:41 | |
| So we've received. | 00:05:46 | |
| The information on the. | 00:05:50 | |
| And develop economic develop. | 00:05:52 | |
| But there has been no conversation. I don't remember, I can't remember there being any conversation with the council as to whether | 00:05:54 | |
| we're ready to pull the trigger on the economic development plan. And so for me it seems a little premature because we haven't | 00:06:01 | |
| even had a discussion yet about it to try to move to that. So I think the current status of the economic development plan was we | 00:06:09 | |
| brought it to council and the council adopted the. | 00:06:16 | |
| Plan, but the next step was going to be bringing back an implementation plan or or and I only say or because our budget is very | 00:06:23 | |
| tight this year and so it might be sort of in phases. So or you know a plan of what are the first things we can implement with | 00:06:31 | |
| available funding. And so that's sort of where we're at now I think. | 00:06:38 | |
| And I talked to Kristen a little bit about this in the in the recently and. | 00:06:47 | |
| I think that the idea of some seed funding to implement the economic development plan could be beneficial 'cause we that's, that's | 00:06:53 | |
| really the first big obstacle we're going to have is figuring out how to fund some of the things we want to do. I think for me, my | 00:06:59 | |
| big thing with my biggest recommendation now would be if we're going to do that, keep it pretty general, you know, funding for the | 00:07:05 | |
| economic development plan, which we can then, you know, come back and have a plan for. I wouldn't put it towards a specific | 00:07:11 | |
| project because we don't know. | 00:07:17 | |
| Project is priority one yet so so it's it's something potentially useful. | 00:07:23 | |
| In that we we need to start implementing that plan. I think I've been pretty. | 00:07:31 | |
| Vocal about I see, I see concerns with our cannabis market and I think we're going to see those start picking up in the next few | 00:07:39 | |
| months. And so we're really trying to get in in front of that, although we're already working from behind to try to get some | 00:07:44 | |
| economic development to start, you know, be ready when that starts kind of falling off. | 00:07:49 | |
| So. | 00:07:55 | |
| There's several projects in that plan that we could look at and come back and recommend. | 00:07:57 | |
| Implementing with $30,000, potentially paying for some of the things like appraisals of properties and things like that. Yeah, I | 00:08:03 | |
| think one of the things James and I talked about is getting some consensus here today around using the funding for the economic | 00:08:08 | |
| development plan. And then James and I could do a deeper dive and look at some of those seed projects and then bring them back to | 00:08:13 | |
| this body and make sure you're comfortable with that. We're meeting once a month and then we could go back to our mutual boards | 00:08:18 | |
| and. | 00:08:23 | |
| And get full consensus. So that would be our recommendation. But of course it's it's the will of the board here. | 00:08:29 | |
| So that I'm clear, just we're only talking about. | 00:08:36 | |
| Balance of the third. | 00:08:39 | |
| 30,000 for now and we're looking at on our side, the council side, what we've approved, we're waiting to see. | 00:08:40 | |
| What you all plan to do with this list? | 00:08:47 | |
| So our board has approved this list. So we have full consensus I think on both of our boards for the 113. So it's this 33 today | 00:08:52 | |
| where suggest we went back to our board. | 00:08:58 | |
| Thought economic development, heard it from genes in this forum. So maybe that's a good next step. We'll define it better for you | 00:09:04 | |
| at a future meeting. But perhaps for the vote, the official vote, we could get consensus around using it for economic development. | 00:09:11 | |
| And what that could look like is essentially having the council. | 00:09:18 | |
| Since the ports already approved this list, we can have the council approved this list formally and then identify. | 00:09:23 | |
| Using the remaining 30,000 for economic development or whatever category the board and the council agree to. So I like the idea of | 00:09:29 | |
| that because I know like Mayor Pro Tem said, we haven't even had a chance to look at what that means yet. And but I knew there was | 00:09:36 | |
| going to be some issues of actually implementing some of those things so. | 00:09:42 | |
| I mean, I, I think that's a good idea, actually. I think that's a smart way of using this. Yeah, yeah. | 00:09:50 | |
| So we did it. Do we need a motion? Yeah, I was going to say let's keep the quick, quick meeting going. Can I have a motion to | 00:10:00 | |
| approve the use of the 33,000? | 00:10:04 | |
| Is that the 33,000? It's 30, there's 143 total. OK, so the well actually there, there may be one, but there may be one thing we | 00:10:09 | |
| need to clarify. I think that. | 00:10:15 | |
| That recreation program scholarship, I think we had talked about that at one point, but I'm not sure that that was on the ports | 00:10:21 | |
| final list, that $3000. | 00:10:25 | |
| Because if that's not on the list, then it would be 30. We're OK with that. | 00:10:30 | |
| I believe it was, it was the port that was the recommendation. Yeah, I think it was the 3000 and then there. So it's 30. I want to | 00:10:35 | |
| say it's 30. Yeah. OK. Then can I have a motion to approve the. | 00:10:40 | |
| Remainder of the Community fund to go towards. | 00:10:46 | |
| Mutually agreed upon economic development. Economic development projects. There we go. | 00:10:51 | |
| Motion to approve. | 00:10:55 | |
| Do I have a second? | 00:10:57 | |
| I don't know that I can't do emotion. | 00:11:04 | |
| Well, I'm so used to not doing it at council meetings. | 00:11:11 | |
| OK, all in favor. Yes, aye. All opposed. Hearing none. Motion passes with Vice President Ramirez absent. | 00:11:15 | |
| Thank you. OK. So if we have nothing further from this board? | 00:11:22 | |
| Nothing further. OK. | 00:11:29 | |
| That I'm going to adjourn this meeting, the time being 341. | 00:11:30 | |
| I think that's a good idea. It's women. I know this. | 00:11:36 | |
| Just. | 00:11:40 |
