Yes, thank you mayor and read that we should have stated, but read start stands for rental assistance demonstration program and 00:00:47

We as a city actually authorized housing to move forward with the RAD conversion back in 2019. And it may sound familiar because 00:00:58
periodically like every six months, we have been bringing back kind of the next item we need to complete to move forward in that 00:01:05
rental assistance demonstration project. 00:01:11
Including, I think it was about a little less than that maybe three or four months ago, that the city actually moved forward with 00:01:19
creating the the nonprofit that would. 00:01:24
Nonprofit board that would work on UM. 00:01:31
The RAD projects, and so it's come back before the council a few times. This is essentially the next step in the process and it's 00:01:36
a little bit of an unexpected step, but I think in maybe a good way we've been going through that application process. 00:01:45
And recently we received a notification back from HUD that they recommended basically splitting our project into two. We had 00:01:54
originally applied for both Willowbrook and Mar Vista combined as one project, but HUD came back and requested that we submit a 00:02:02
second project. 00:02:10
Which would split off the Willowbrook project. The original application for Marvista is still going to be in place in Processed, 00:02:19
but now a second application. 00:02:24
For Willowbrook would be. 00:02:29
Initiated and by separating the applications it puts us in a category for our projects of what's considered by HUD to be a very 00:02:33
small Housing Authority category. And then that essentially the intent with doing that is that it should set us up to. 00:02:42
Be able to do the RAD conversion a little bit easier, streamlined and and. 00:02:53
Hopefully easier and quicker usually means a little bit cheaper and everything too. So HUD has come back and they've told, they've 00:03:00
suggested we go that way. So we brought back the resolutions to authorize us to move forward in that way and essentially split 00:03:07
those two out as two separate projects as defined by HUD. And so we are recommending today that the Council adopt two resolutions 00:03:13
to do that. 00:03:20
Both projects will still be moving forward through RAD, they'll just be moving forward as two separate projects under Hud's. 00:03:27
Definitions and then just as a reminder, I know it's maybe a little bit more background than needed, but the rental assistance 00:03:35
demonstration projects in a nutshell, since we throw a lot of acronyms around, the point with that is and we've learned more about 00:03:42
it, we keep working with all the housing authorities and we're all talking about it. And really I think in a nutshell, it's the 00:03:49
future of public housing and what HUD is going to be looking. 00:03:56
To do with each city and with each agency. 00:04:04
Is creating these programs that give the cities a little bit more ability to. 00:04:07
Raise funding and put take that funding and put it into remodeling projects and things like that because Huds just not, they're 00:04:15
not going to be able to keep funding it forever. 00:04:21
When HUD started the RAD programs, they said that they estimated that there was a $115 billion worth of backlogged projects, that 00:04:29
they just don't have the funding. 00:04:34
For and don't anticipate having the funding for. So this is really like that new push to give cities more tools to be able to do 00:04:39
it themselves so that we're not all as dependent on HUD funding as we have been in the past. So, so this is just the next step in 00:04:47
that process. I will ask our housing and facilities director, Gabby Basua, if I just, if I missed anything. 00:04:55

Of course, I do have one question. So on pages 8:00 and 9:00, some financial information was provided. And as part of my reading, 00:05:50
I had no idea what this is trying to tell me. So can you help me understand what that's trying to tell us? Yes. So basically let 00:05:57

What we anticipate that we are going to be getting from coming going to this conversion and this again, even though it says Mar 00:06:16
Vista, you've got, you've got to recall that right now the way the portfolio is set up, it's one property. So in the eyes of HUD, 00:06:24
Mar Vista consists of the Marvista apartments and the Wanami Village official title, which we know as Willowbrook, so. 00:06:33
This though, this Performa though is only for Willowbrook. So this application is only for Willowbrook. So we're saying that we're 00:06:42
going to be generating $1.2 million a year. 00:06:48
In revenue. 00:06:55
Once we go through this new platform. 00:06:57
And then it goes on and you know, it tells us about our property tax, our real estate tax, our administrative fees, what they 00:07:04
anticipate our operating expenses altogether would be. 00:07:10
And the cash flow? 00:07:18

Right. So that is a very, very good question. So to answer your question is no, we've never had. 00:07:52
Revenue come in. So every year we report to HUD what our expenses are, including our utility expenses. We never have enough money 00:07:58
to operate. So what HUD does is they take our reports and they make us whole at the end of the year. 00:08:06
So we never have anything in reserves. So what they do do is they give us what they call the capital grant and that is in forms of 00:08:15
anywhere between 100,000 to 150,000 a year. And that is supposed to help us operate internally, but we're also supposed to put in 00:08:24
that money to repair both properties, which as you can imagine, it's not a lot of money. 00:08:32

Then there is a second project that will be coming at a future meeting, I imagine from our Vista. No so. So if you recall when we 00:08:48
first did this, we brought one application, one application, two projects. That one application is now just for Marvista. 00:08:56
So my Vista already already is there. It's just that the Willowbrook portion now is has to be separated. HUD asked us to separate 00:09:06
that. So that's why that's coming forward. And we completed all the Marvista project like the windows, the doors, we completed the 00:09:13
windows, the doors, the transaction has not closed. We are waiting for authorization from HUD hopefully within the next month to 00:09:19
enter into escrow in order to put these properties. 00:09:26
In a transaction where they will be handed over to the nonprofit organization. 00:09:33

And if I could just add that and the intent with the whole RAD project is that then with that $200,000 of income? 00:09:41
That money then goes right back into the. 00:09:52
Units or in services you provide to the residents. So it's really intended to make sure we're either able to continue offering the 00:09:56
housing and making sure that we're maintaining it and all of that or that we're providing services that benefit the residents. So 00:10:02
there's still no, there is no real at the end of the day, it's not just raising money for the city to spend on other things. It's 00:10:09
specifically for housing and serving housing, which. 00:10:15
Just to go back to his HUD, HUD isn't doesn't have that extra money to make us whole anymore. Are are there getting the days of 00:10:23
that happening or? 00:10:27
Coming to an end, I think yes. And the money that is going to be generated from this is going supposed to be going and back to the 00:10:31
community, back to the residents in order to support programs that enhance their lives. So we can be bringing in computer 00:10:37
training, different kinds of things with the money that we're going to be getting, it's going to enhance the lives of the 00:10:43
residents that live in these properties. 00:10:50
So to sum it up, this is a non profit for the sole purpose of providing housing for the people in our Housing Authority and 00:10:56
services necessary for them. And the money that's generated goes right back into the community and it's not-for-profit. There's 00:11:03
