OK, Thank you. The next item is the Community Benefit Fund discussion and recommendation. So I'll turn this over to James for 00:04:36

Yes, thank you. And I think we'll Kristen and I probably both have comments on this, but we spoke about the community benefit fund 00:04:44
at the last meeting about this year's list of projects and in on your seat there is a memo which. 00:04:53
Put into writing the. 00:05:03
Breakdown as Kristen and I have proposed. 00:05:07
We had the council, the council and the board had given direction to on which projects to include and then some general direction 00:05:12
about approximate dollar amounts. So we went in and filled in some specificity to those. And so currently the list of projects for 00:05:21
this year's CBF total proposed $110,000 in projects with we estimate about $150,000 of funding being available. 00:05:30
The projects are listed. They include grant writing for mutually beneficial projects. That's the biggest change from the prior 00:05:40
meeting because we've talked about it and we've looked at our realistic costs for grant projects and we realize that the $25,000 00:05:46
we talked about previously just realistically isn't what grant writing costs nowadays for major projects. So we've proposed 00:05:52
increasing that to $50,000. The other costs I think are in line with what we talked about at the meeting, the DC joint advocacy 00:05:58
trip. 00:06:05
$20,000 The Performing Arts Program uniforms for Winami School District $5000 Lego FIRST Robotics Competitions $5000 Annual Health 00:06:11
and Wellness and Run for Your Heart $10,000 Police Explorers $5000 Real Guppies $5000 in Lakesh $5000 and Little League $5000 00:06:19
again totaling $110,000, which leaves approximately $40,000 for the The board and the are the joint committee to to provide 00:06:26
recommendation regarding. 00:06:34
And then just lastly, before handing it over, so this is this year's list of projects. I also just want to kind of circle back 00:06:43
because I think we've heard a lot of discussion about from the council, from the board and from the public about. 00:06:49
The ongoing process and how we can do those better, you know, all of us, and how we can have maybe a more defined process moving 00:06:58
forward. And so from the City side of that, we are going to plan to, at our next citizen Advisory Commission meeting, which is a 00:07:06
public meeting on July 8th, we're going to have the committee start the process of making some recommendations of what they want 00:07:13
to see in the process regarding, you know, potentially like an application process or something like that. 00:07:21
So. So the item is intended to allow us to finalize discussion of these projects for this year. 00:07:29

Leadership here on the committee between the city and the port, but we could discuss adding additional funds to what's on this 00:08:21

We have not done that in public meetings. So these have all gone through our our Commission and have been vetted, but we have not 00:08:47

OK. Does any of the port commissioners have anything to add? I do have a question on the annual health and Wellness heart rate. Is 00:08:57
that 10,000 for one run or 10,000 for two runs one? 00:09:02
It's it's for one moving forward and the the reason is that this year we expected 200 people. We ended up closing it at 600 people 00:09:08
and we think that it can be even bigger than that. So it would be 11 big event. I just want to make sure that you weren't left 00:09:14

Perez, I know that mental health is extremely important to you. Is there any mental health? 00:09:30

So I think the challenge is, I think what I expect the challenge to be is that these were the we took, we each took the projects 00:10:20
that our full boards agreed to and whittled the list down. And so now we have a gap, but we haven't had a chance to go back to our 00:10:27
full boards. So it's going to be a challenge. And I guess this conversation, we could start with the caveat that whatever we come 00:10:34
up with is going to have to go back to those full boards, but for the purpose of conversation. 00:10:40
And just in case we had looked back at that original contract that the port had provided previously and the intent of the CBF, the 00:10:48
community benefit fund and what what was included in there and there was a category that was economic and community development 00:10:54
that was identified. 00:10:59
We talked about it internally and we are finishing our economic development plan for the city. It's going to be presented to the 00:11:06
council in the next couple of meetings. So potentially some implementation funding to implement the projects from the economic 00:11:11
development plan could. 00:11:16
Would seem to be on target. And so right now since we're finalizing the plan, we don't have those specifics yet, but I think maybe 00:11:21
a category for implementation of economic development plan that would be something that maybe we could get the feedback of the 00:11:28
committee from. And then the other topic that we when we were kicking around ideas, we the council did approve last week that the 00:11:36
Police Department can re implement the canine program. 00:11:43
And so that is another potential project that the committee could discuss. 00:11:51

I do have a couple of projects from the economic development plan, if anybody wanted any specificity. A lot of that tends to do 00:12:01
with like sort of the the branding of the city. And by that I mean the signage and the wayfinding signs and those types of things 00:12:08
and kind of modernizing that and increasing the aesthetic of the city and hopefully bringing more. 00:12:15
You know, businesses and things like that in or even doing things like some of those marquee signs at the beach and things like 00:12:22
that, that would help with branding. So, so those are two categories that internally we talked about as as staff and then, but 00:12:28
it's it's up to the the committee. But again, I think with the caveat that we all know we have to go back to the full board and 00:12:34
the full council. So yes, I was going to aside from the mental health, public safety, it's also important and I know that our 00:12:40
chief wants to get a. 00:12:47
Bomb sniffing and gun detection dog that he wants to utilize at the port and the Navy for, you know, detection. And I didn't know 00:12:53
if that was something that had been discussed at your board or not for approval. 00:13:01
It has not gone to our board, which we certainly have a window to do that. So we could bring it to the full board if it's 00:13:10
something the committee wants to proceed with. We could both do such a thing. We could bring back a mental health and and public 00:13:16
safety item. The only one comment I have, James, on your economic development plan is that just to remind everyone it's about 00:13:22
mutual benefits. So maybe the science isn't the perfect fit, but maybe there's some economic development opportunity that would be 00:13:28
more port city. Yeah. 00:13:34
And there is a project that I think is going to be mutually beneficial to the city on the port. It's just without the plan being 00:13:40
finalized. I don't want to say it yet, but so between now and the next steps in this process, we can we can iron that out and have 00:13:47
some specificity. So in the meantime, we'll go back to our board and talk about mental health and public safety and you'll do the 00:13:53
same. And then we'll reconvene on those two items. 00:13:59

May I ask a question for just for clarification purposes? So based off what you said, Mr. City Manager is the City of Port Hueneme 00:14:15
will funnel their suggestions through the community Advisory committee. So what we're going to try to do, and I was actually just 00:14:22
going to circle back to that, is we had talked, I think it was right before the storm and I think the storm sent everything else 00:14:29
off track. But I think we met in like November and we all, I think mutually everybody in the room said. 00:14:37
We want to look at the process of how we're going to do this. And so we have our citizen advisory committee and they've said the 00:14:44
same thing, that they kind of want to understand the process and want to know the process. And they're supposed to be on the city 00:14:50
and kind of the first round of review before the council gets involved. But they haven't really had that opportunity in the past. 00:14:57
So, so we wanted to start kind of the conversation with them and start by saying like what, what do you see and what do you see 00:15:03
the process being? 00:15:09
You know, What kind of improvements do you recommend? 00:15:16
And so we have our citizen advisory committee meeting on July 8th and we want to start the conversation there. Obviously for on 00:15:20
our end, it's an extra step for us. So it's we'd have that meeting and then we go to the council and then the council would agree 00:15:26
or disagree and then, you know, then it potentially could come back to the committee and see, you know, do we all agree on it? But 00:15:32
I do anticipate that would be mutual. 00:15:39
Conversation, you know, it's like, and I think like I said. 00:15:45
Well, it's an interesting question. I think I've actually asked that question. Let me let me say it that way because we've had 00:16:20
comments coming to us and you know, and a lot of confusion, right, of like, I think the city should do this. I think the port 00:16:26
should do this. Well, you should talk to the city about the city stuff and the port about the port stuff. So the CBF, we have our 00:16:32
process and we've heard the feedback that I don't think anybody's thrilled with our process, including the council, the public 00:16:38
and, you know, staff. 00:16:44
So we want to look at that. And so we will, when we get those kinds of requests, we'll let people know like, hey, this is our 00:16:50
process, this is what we're doing, this is what we're going to change. And then we can't really control the if then they say what 00:16:56
we want to ask the port with their process is, you know, they're more than welcome to ask. But I think that all of them should be 00:17:02
funneled through your process, correct? I think that that'll help. 00:17:08
Also to add to the dog thing, I know that. 00:17:17
They were wanting to the first dog they're wanting to get is a ammunition or gun and bomb, but there's also a future for drugs as 00:17:21
well. I don't know if that is an issue for the port as well. So it's another to add actually in the past is through FEMA grants 00:17:26
secured a canine program for the city. I'm not. I think the dogs just may have retired out. I'm not really sure. And then the 00:17:32

Level of leadership opted not to have a canine program, but I don't, I mean the Port can discuss it, but we're all for public 00:17:43
safety. And that is correct. And I know that question was asked of what happened to the dogs we had and they have retired out and 00:17:49
timed out. I think the most recent one we had was 10 years ago and he has since passed unfortunately. 00:17:56

I almost feel that there's still a little missing, right. So we're talking about process, the cities process. Are we talking about 00:18:19
the process to get input from the community? And then the council will still vet the list and. 00:18:30

However, the process is. 00:18:48
Piece of that is. 00:18:51
Then what becomes the process to kind of get everything together and moving in a way that through the entire process. 00:18:53
There's efficiency. Do you know what I mean exactly? It's more than just getting to the list, but it's your list. 00:19:03
Together and then how we then. 00:19:09
Perform the approved list. 00:19:14
Implement it reimbursement process. 00:19:16
And I think the monthly meetings will help with that because before we didn't have a regular meeting schedule and we needed that 00:19:26
really. If I could also make a long suggestion along those lines because I think these monthly maintenance, like I said, are 00:19:32
getting our background course. But I'd like to see both the port and the City Council put this as a city port agenda item on your 00:19:38
meetings. Even if you have nothing to report, then you have nothing report. But I think it's important because my understanding 00:19:44
from the past. 00:19:49
Councils members I've talked to is that the two council members that were on the committee knew about these items, but the other 00:19:56
ones are not Privy to it. So I think if for example, on your next meeting, this should be an agenda item and you report back on 00:20:02
what we discussed, it is it is something we do. We have council comments and reports at the end and we do report out on our 00:20:08
meetings because we're we're planning on putting it on on ours just to make sure that we do the standing committee. But I think we 00:20:14
can actually put it as an agenda item. 00:20:21
Then that way it's not forgotten because you know, you're sitting up here, you're going through what we've done and all, and it's 00:20:28
overlooked. I think that just to make sure that once again is this part of the process of getting the process in place. 00:20:33

I'm not sure how to address you. So committee, start with that. Thank you. I'd like to start off and thank the port people for 00:20:56
listening to us about the statue. It's really important that that could have turned into a big problem and we've dodged it. And I, 00:21:02
I appreciate you listening to feedback and responding to it. Thank you. OK, there's three things that I would like to consider for 00:21:08
the community Benefit fund. First was real simple. 00:21:15
The lighthouse needs to be refurbished. It's probably the most iconic building in Waimea with your art deco. 00:21:22
Stuff. Years ago they cleaned up the windows, painted it, and we're giving tours of it, which is really pretty cool. 00:21:29
You know, I walked down there every day. It's it's resting and it's in disrepair. I don't think that's a probably not a huge cost 00:21:38
to fix it, but I'd like to ask you about that. 00:21:44
The second one's a bit more complicated. The junior lifeguard program. I was in a junior lifeguard program in Hermosa Beach when I 00:21:50
was a kid and it changed my life. Literally. I mean, I did two summaries there and it was, you know, like like all summer long 00:21:56
and, and had a huge impact. I. 00:22:01
When kids are exposed to the ocean and learn about riptides and how to deal with currents. 00:22:08
They're either gonna be safe for life and the people they talk to are gonna be safe. 00:22:14
I was reading in the paper the other day about six people in Florida drowned because somebody got stuck in a riptide and four 00:22:20
people went out to save them and they didn't understand what a riptide was and they all drowned. All they had to do is to swim 00:22:26
sideways. So the problem with Wanami and the junior lifeguard programs is the water is freezing. 00:22:32
OK, and and is somewhat costly, so I'd like to consider doing some scholarships for low income kids who otherwise don't get the 00:22:39
chance to participate. 00:22:44
And do some sort of something where you can come up with wet suits for the kids that can be owned by the. 00:22:50
The city loaned to them for the summer, literally in June that waters and about 60°, it's foggy, those kids are freezing and it's 00:22:58
it keeps a lot of kids out of the water. So maybe something we kind of lease it for the for the summer or something like that and 00:23:04
reuse it the next year. 00:23:11
The last one real quick. 00:23:17
Santa Monica Pier has this really cool banner when you come up to it, it marks it and it's, you know, it's kind of an iconic 00:23:20
place. Would like you to think about putting some money into giving us a really nice overhead sign, something like that and and 00:23:27
waiting up here to make it stand out and gather positive attention so. 00:23:34

neighborhoods kids have. But we're we're high ink and we can afford to pay for it. There's lots of kids who can't do that and. 00:24:14
That's what I was going to just clarify. It's the the program exists. It's that you're advocating for scholarships for people that 00:24:22
can't afford it. Yes. Yeah. So that would be poor kids shouldn't drowned, you know? 00:24:27
Thank you. Then just to clarify me, so there is an existing program in one e-mail already that yes there's ongoing program that's 00:24:34
been here for years. So we need more money to put in there and make. 00:24:40
When I grew up, everybody learned how to swim. You went to the big public pools. Everybody swam. Some small percentage of kids, 00:24:48
it's like 3540% can swim now. This is like, I find that horrifying. Much less, you know, somebody gets in a riptide. 00:24:56
And get sucked out and and Wanami beach. 00:25:05
When the South swells hit that place, those riptides go out past the pier. It's, it's, it's not a joke. I mean, it's, you almost 00:25:09
need a boat out there to collect the people. They get sucked out and, and again, they don't understand. All you have to do is swim 00:25:14
sideways and and you'll come in. 00:25:20
Do you? How many lifeguards are in speech? This used to be called Venice Beach in the old days. How many lifeguards actually 00:25:29
working work here at this beach? We've got a lot. We just posted a picture on Facebook. 00:25:36
Where we have probably 30 of them lined up in front of the lifeguard tower. But we've got a lot. But most of them are part time, 00:25:44
so it's kind of hard to give the equivalent. But 30 to 40, you know, we have a junior lifeguard program every year that invites 00:25:49
kids from the community to learn how to be. So we have a robust program. Yeah. And it's successful. We used to do scholarships at 00:25:53
one time, but. 00:25:58
Yeah, it's a successful program and we actually had dozens of people participate. But I think the point was, you know, we don't 00:26:03
know who isn't participating because they can't afford to participate so. 00:26:08

Part of what we meant when we were saying wayfinding signage or other signage. So that that's actually something potentially that 00:26:23

And they were like no month. And the rationale being you have an election and there's a lot of question marks as to the priorities 00:28:10
of the administration depending on who wins, what are you going to campaign for? And didn't think it was strategic timing 00:28:15
necessarily even November. 00:28:21

That creates some question marks for the committee here. In terms of the DC trip, I mean, we can always postpone it and go and you 00:28:28
know, January, February, but the question would be we'll have new members on the committee. So in in our case, it would be our, 00:28:34

Our president of the board and then our vice president of the board and I'm sure you would transition. So Mayor Pro Tem, I assume 00:28:46
you'd be Mayor Misty and Selena would fall off this committee, so. 00:28:51

It's an interesting perspective. You know, the staff won't know what their agendas are even at the agency level. If you have, you 00:29:02
know, certain administrators, you know different priorities of different administrations. So it's just something we wanted to 00:29:08
bring to your attention. If we were to go. I, I think James and I were looking at a kind of early November window might be, would 00:29:14

I think we've ruled out September, did we not? Because of all the festivals and everything. And then October for us is just crazy. 00:29:27

They've been working really hard together to come up with a strategy moving forward and thought it would be a good idea to proceed 00:31:30
and honor those three and award the salaries, have a kind of a celebration with those families and then carry the funding over to 00:31:38
next year for and reopen the scholarship program. And they would work on some process ideas to. 00:31:46
Kind of get more participation in that sort of thing. 00:31:55
OK. Yeah, I think we discussed that briefly as well at our meeting and thought that was a good idea. 00:31:58

Ceremony to honor those that were awarding them to. So we're currently all working together on developing that, so there should be 00:32:25
more information coming on that soon too. How many scholarships are we talking about? It's 3 scholarships, $1000 each. Is that the 00:32:33
total amount that we're supposed to give? We had $8000 allocated, so so get an 8 winners. The plan was to have 8-8 people win 00:32:41
1000, but we didn't get enough Apple. We'll go back out and get more. 00:32:48
Both. Both, yeah. And it, well, to be exact, I don't know, there was counselors, but we sent it to administration at the high 00:33:29
school who who then said that they sent it out to the students. 00:33:34

We, we requested scholarships all over the Oxnard High School District and we didn't get any at all. And we contacted the schools 00:33:49

Yes, thank you. And I think we'll Kristen and I probably both have comments on this, but we spoke about the community benefit fund 00:04:44
at the last meeting about this year's list of projects and in on your seat there is a memo which. 00:04:53

Breakdown as Kristen and I have proposed. 00:05:07
We had the council, the council and the board had given direction to on which projects to include and then some general direction 00:05:12
about approximate dollar amounts. So we went in and filled in some specificity to those. And so currently the list of projects for 00:05:21
this year's CBF total proposed $110,000 in projects with we estimate about $150,000 of funding being available. 00:05:30
The projects are listed. They include grant writing for mutually beneficial projects. That's the biggest change from the prior 00:05:40
meeting because we've talked about it and we've looked at our realistic costs for grant projects and we realize that the $25,000 00:05:46
we talked about previously just realistically isn't what grant writing costs nowadays for major projects. So we've proposed 00:05:52
increasing that to $50,000. The other costs I think are in line with what we talked about at the meeting, the DC joint advocacy 00:05:58
trip. 00:06:05
$20,000 The Performing Arts Program uniforms for Winami School District $5000 Lego FIRST Robotics Competitions $5000 Annual Health 00:06:11
and Wellness and Run for Your Heart $10,000 Police Explorers $5000 Real Guppies $5000 in Lakesh $5000 and Little League $5000 00:06:19
again totaling $110,000, which leaves approximately $40,000 for the The board and the are the joint committee to to provide 00:06:26
recommendation regarding. 00:06:34
And then just lastly, before handing it over, so this is this year's list of projects. I also just want to kind of circle back 00:06:43
because I think we've heard a lot of discussion about from the council, from the board and from the public about. 00:06:49
The ongoing process and how we can do those better, you know, all of us, and how we can have maybe a more defined process moving 00:06:58
forward. And so from the City side of that, we are going to plan to, at our next citizen Advisory Commission meeting, which is a 00:07:06
public meeting on July 8th, we're going to have the committee start the process of making some recommendations of what they want 00:07:13
to see in the process regarding, you know, potentially like an application process or something like that. 00:07:21
So. So the item is intended to allow us to finalize discussion of these projects for this year. 00:07:29

It's it's for one moving forward and the the reason is that this year we expected 200 people. We ended up closing it at 600 people 00:09:08
and we think that it can be even bigger than that. So it would be 11 big event. I just want to make sure that you weren't left 00:09:14

So I think the challenge is, I think what I expect the challenge to be is that these were the we took, we each took the projects 00:10:20
that our full boards agreed to and whittled the list down. And so now we have a gap, but we haven't had a chance to go back to our 00:10:27
full boards. So it's going to be a challenge. And I guess this conversation, we could start with the caveat that whatever we come 00:10:34
up with is going to have to go back to those full boards, but for the purpose of conversation. 00:10:40
And just in case we had looked back at that original contract that the port had provided previously and the intent of the CBF, the 00:10:48
community benefit fund and what what was included in there and there was a category that was economic and community development 00:10:54
that was identified. 00:10:59
We talked about it internally and we are finishing our economic development plan for the city. It's going to be presented to the 00:11:06
council in the next couple of meetings. So potentially some implementation funding to implement the projects from the economic 00:11:11
development plan could. 00:11:16
Would seem to be on target. And so right now since we're finalizing the plan, we don't have those specifics yet, but I think maybe 00:11:21
a category for implementation of economic development plan that would be something that maybe we could get the feedback of the 00:11:28
committee from. And then the other topic that we when we were kicking around ideas, we the council did approve last week that the 00:11:36
Police Department can re implement the canine program. 00:11:43
And so that is another potential project that the committee could discuss. 00:11:51

I do have a couple of projects from the economic development plan, if anybody wanted any specificity. A lot of that tends to do 00:12:01
with like sort of the the branding of the city. And by that I mean the signage and the wayfinding signs and those types of things 00:12:08
and kind of modernizing that and increasing the aesthetic of the city and hopefully bringing more. 00:12:15
You know, businesses and things like that in or even doing things like some of those marquee signs at the beach and things like 00:12:22
that, that would help with branding. So, so those are two categories that internally we talked about as as staff and then, but 00:12:28
it's it's up to the the committee. But again, I think with the caveat that we all know we have to go back to the full board and 00:12:34
the full council. So yes, I was going to aside from the mental health, public safety, it's also important and I know that our 00:12:40
chief wants to get a. 00:12:47
Bomb sniffing and gun detection dog that he wants to utilize at the port and the Navy for, you know, detection. And I didn't know 00:12:53
if that was something that had been discussed at your board or not for approval. 00:13:01
It has not gone to our board, which we certainly have a window to do that. So we could bring it to the full board if it's 00:13:10
something the committee wants to proceed with. We could both do such a thing. We could bring back a mental health and and public 00:13:16
safety item. The only one comment I have, James, on your economic development plan is that just to remind everyone it's about 00:13:22
mutual benefits. So maybe the science isn't the perfect fit, but maybe there's some economic development opportunity that would be 00:13:28
more port city. Yeah. 00:13:34
And there is a project that I think is going to be mutually beneficial to the city on the port. It's just without the plan being 00:13:40
finalized. I don't want to say it yet, but so between now and the next steps in this process, we can we can iron that out and have 00:13:47
some specificity. So in the meantime, we'll go back to our board and talk about mental health and public safety and you'll do the 00:13:53
same. And then we'll reconvene on those two items. 00:13:59

May I ask a question for just for clarification purposes? So based off what you said, Mr. City Manager is the City of Port Hueneme 00:14:15
will funnel their suggestions through the community Advisory committee. So what we're going to try to do, and I was actually just 00:14:22
going to circle back to that, is we had talked, I think it was right before the storm and I think the storm sent everything else 00:14:29
off track. But I think we met in like November and we all, I think mutually everybody in the room said. 00:14:37
We want to look at the process of how we're going to do this. And so we have our citizen advisory committee and they've said the 00:14:44
same thing, that they kind of want to understand the process and want to know the process. And they're supposed to be on the city 00:14:50
and kind of the first round of review before the council gets involved. But they haven't really had that opportunity in the past. 00:14:57
So, so we wanted to start kind of the conversation with them and start by saying like what, what do you see and what do you see 00:15:03
the process being? 00:15:09
You know, What kind of improvements do you recommend? 00:15:16
And so we have our citizen advisory committee meeting on July 8th and we want to start the conversation there. Obviously for on 00:15:20
our end, it's an extra step for us. So it's we'd have that meeting and then we go to the council and then the council would agree 00:15:26
or disagree and then, you know, then it potentially could come back to the committee and see, you know, do we all agree on it? But 00:15:32
I do anticipate that would be mutual. 00:15:39
Conversation, you know, it's like, and I think like I said. 00:15:45
Well, it's an interesting question. I think I've actually asked that question. Let me let me say it that way because we've had 00:16:20
comments coming to us and you know, and a lot of confusion, right, of like, I think the city should do this. I think the port 00:16:26
should do this. Well, you should talk to the city about the city stuff and the port about the port stuff. So the CBF, we have our 00:16:32
process and we've heard the feedback that I don't think anybody's thrilled with our process, including the council, the public 00:16:38
and, you know, staff. 00:16:44
So we want to look at that. And so we will, when we get those kinds of requests, we'll let people know like, hey, this is our 00:16:50
process, this is what we're doing, this is what we're going to change. And then we can't really control the if then they say what 00:16:56
we want to ask the port with their process is, you know, they're more than welcome to ask. But I think that all of them should be 00:17:02
funneled through your process, correct? I think that that'll help. 00:17:08
Also to add to the dog thing, I know that. 00:17:17
They were wanting to the first dog they're wanting to get is a ammunition or gun and bomb, but there's also a future for drugs as 00:17:21
well. I don't know if that is an issue for the port as well. So it's another to add actually in the past is through FEMA grants 00:17:26
secured a canine program for the city. I'm not. I think the dogs just may have retired out. I'm not really sure. And then the 00:17:32

Level of leadership opted not to have a canine program, but I don't, I mean the Port can discuss it, but we're all for public 00:17:43
safety. And that is correct. And I know that question was asked of what happened to the dogs we had and they have retired out and 00:17:49
timed out. I think the most recent one we had was 10 years ago and he has since passed unfortunately. 00:17:56

And I think the monthly meetings will help with that because before we didn't have a regular meeting schedule and we needed that 00:19:26
really. If I could also make a long suggestion along those lines because I think these monthly maintenance, like I said, are 00:19:32
getting our background course. But I'd like to see both the port and the City Council put this as a city port agenda item on your 00:19:38
meetings. Even if you have nothing to report, then you have nothing report. But I think it's important because my understanding 00:19:44
from the past. 00:19:49
Councils members I've talked to is that the two council members that were on the committee knew about these items, but the other 00:19:56
ones are not Privy to it. So I think if for example, on your next meeting, this should be an agenda item and you report back on 00:20:02
what we discussed, it is it is something we do. We have council comments and reports at the end and we do report out on our 00:20:08
meetings because we're we're planning on putting it on on ours just to make sure that we do the standing committee. But I think we 00:20:14
can actually put it as an agenda item. 00:20:21
Then that way it's not forgotten because you know, you're sitting up here, you're going through what we've done and all, and it's 00:20:28
overlooked. I think that just to make sure that once again is this part of the process of getting the process in place. 00:20:33

I'm not sure how to address you. So committee, start with that. Thank you. I'd like to start off and thank the port people for 00:20:56
listening to us about the statue. It's really important that that could have turned into a big problem and we've dodged it. And I, 00:21:02
I appreciate you listening to feedback and responding to it. Thank you. OK, there's three things that I would like to consider for 00:21:08
the community Benefit fund. First was real simple. 00:21:15
The lighthouse needs to be refurbished. It's probably the most iconic building in Waimea with your art deco. 00:21:22
Stuff. Years ago they cleaned up the windows, painted it, and we're giving tours of it, which is really pretty cool. 00:21:29
You know, I walked down there every day. It's it's resting and it's in disrepair. I don't think that's a probably not a huge cost 00:21:38
to fix it, but I'd like to ask you about that. 00:21:44
The second one's a bit more complicated. The junior lifeguard program. I was in a junior lifeguard program in Hermosa Beach when I 00:21:50
was a kid and it changed my life. Literally. I mean, I did two summaries there and it was, you know, like like all summer long 00:21:56
and, and had a huge impact. I. 00:22:01
When kids are exposed to the ocean and learn about riptides and how to deal with currents. 00:22:08
They're either gonna be safe for life and the people they talk to are gonna be safe. 00:22:14
I was reading in the paper the other day about six people in Florida drowned because somebody got stuck in a riptide and four 00:22:20
people went out to save them and they didn't understand what a riptide was and they all drowned. All they had to do is to swim 00:22:26
sideways. So the problem with Wanami and the junior lifeguard programs is the water is freezing. 00:22:32
OK, and and is somewhat costly, so I'd like to consider doing some scholarships for low income kids who otherwise don't get the 00:22:39
chance to participate. 00:22:44
And do some sort of something where you can come up with wet suits for the kids that can be owned by the. 00:22:50
The city loaned to them for the summer, literally in June that waters and about 60°, it's foggy, those kids are freezing and it's 00:22:58
it keeps a lot of kids out of the water. So maybe something we kind of lease it for the for the summer or something like that and 00:23:04
reuse it the next year. 00:23:11

Santa Monica Pier has this really cool banner when you come up to it, it marks it and it's, you know, it's kind of an iconic 00:23:20
place. Would like you to think about putting some money into giving us a really nice overhead sign, something like that and and 00:23:27
waiting up here to make it stand out and gather positive attention so. 00:23:34

When I grew up, everybody learned how to swim. You went to the big public pools. Everybody swam. Some small percentage of kids, 00:24:48
it's like 3540% can swim now. This is like, I find that horrifying. Much less, you know, somebody gets in a riptide. 00:24:56
And get sucked out and and Wanami beach. 00:25:05
When the South swells hit that place, those riptides go out past the pier. It's, it's, it's not a joke. I mean, it's, you almost 00:25:09
need a boat out there to collect the people. They get sucked out and, and again, they don't understand. All you have to do is swim 00:25:14
sideways and and you'll come in. 00:25:20
Do you? How many lifeguards are in speech? This used to be called Venice Beach in the old days. How many lifeguards actually 00:25:29
working work here at this beach? We've got a lot. We just posted a picture on Facebook. 00:25:36
Where we have probably 30 of them lined up in front of the lifeguard tower. But we've got a lot. But most of them are part time, 00:25:44
so it's kind of hard to give the equivalent. But 30 to 40, you know, we have a junior lifeguard program every year that invites 00:25:49
kids from the community to learn how to be. So we have a robust program. Yeah. And it's successful. We used to do scholarships at 00:25:53
one time, but. 00:25:58
Yeah, it's a successful program and we actually had dozens of people participate. But I think the point was, you know, we don't 00:26:03
know who isn't participating because they can't afford to participate so. 00:26:08
