Item A on our agenda is the OSIS office for 2025 PHW A board appointments. 00:01:08
Believe we all have a copy of those in front of us? Yes, and I'm gonna go down to the podium to read them to you. You can just 00:01:17
repeat back after me. 00:01:21
Thank you. 00:01:26
So I state your name. 00:01:33
Aye. 00:01:35
That I will support. 00:01:39
The Constitution of the United States, The Constitution of the United States, and the Constitution of the State of California and 00:01:42
the Constitution of the State of California Against All enemies. Against all enemies. 00:01:48
In domestic, foreign and domestic. 00:01:53
That I will bear true faith and allegiance. 00:01:56
To the Constitution of the United States, to the Constitution of the United States, and to the Constitution of the state of 00:02:00
California and the Constitution of the state of California, that I take this obligation freely, and I take this obligation. 00:02:06
Freely, without any mental reservation, without any mental reservation or purpose of evasion or purpose of evasion. And I will 00:02:12

which I'm about to enter. Congratulations. And you can go ahead and sign the paper in front of you and I'll pick it up at the end. 00:02:26
Thank you. 00:02:33
OK, Item B on our agenda is the election of Port Hueneme Water Agency Chair. 00:02:51
Madam Clerk, can you please conduct the nominations for Chair? 00:02:57
OK, the clerk, I mean the floor is now open for nominations. Does anyone have a nomination for chair? 00:03:00
Well, whose turn is it? 00:03:11
I've had my turn. 00:03:15
So right now it would be a city representative. 00:03:17
So if there's a city of representative that anyone would like to nominate for a chair? 00:03:22
And so our practice has been and it's always up to the board whether to to follow and continue the practice, but the practice has 00:03:26
been to rotate. 00:03:30
City and our. 00:03:34
District District. 00:03:38
Representation is the chair and so. 00:03:40
If we followed that rotation, it would be a city representative this time around. 00:03:43
Is that the desire of the? 00:03:47
I think so. 00:03:50
I nominate Laura Hernandez. 00:03:53
2nd. 00:03:56
OK. 00:04:00
All in favor. 00:04:03
Aye, all opposed. 00:04:04
Harry Nut, any discussion? 00:04:07
Wait a minute. That's not fair. 00:04:10
Did you want discussion? 00:04:15
Well, I was just going to say thank you for bestowing confidence in my. 00:04:16
Maybe in chair I was going to nominate Jess because it's a good. 00:04:21
Training ground for being. 00:04:25
Mayor. 00:04:28
But nonetheless, I'm sure you'll have other opportunities. 00:04:29
Congrats to Chair Hernandez. 00:04:34
You may now conduct the remainder of the meeting. 00:04:37
I will change seats. 00:04:39
We'll wait and then. 00:04:44
Got it. 00:04:48
All right. We'll now proceed with the election of Port Hueneme Water Agency Vice Chair. 00:04:53
Do you want to conduct these or do you want me to do that? OK, so I will now open the floor for nominations for Vice Chair. Do I 00:04:59
have a? 00:05:02
Any nominations? 00:05:07
I'll nominate member Thomas. 00:05:08
2nd. 00:05:11
OK. Any comments? 00:05:14
Yes, just one. 00:05:18
Welcome. 00:05:19
Thank you. Thank you. 00:05:21
Maybe do the roll call please? 00:05:24
All in favor. 00:05:26
Aye, all opposed. 00:05:27
Harry, Ned. Motion passes unanimously. 00:05:30
And congratulations, Vice Chair. 00:05:32
Would you like to say a few words? 00:05:36
No, it's not at this time. 00:05:38
All right, we're going to change sheets. 00:05:41
Seats now. 00:05:44
Thank you. 00:05:48
Which one do you want to use? Do you want to use it? 00:06:23
OK, everybody comfy. Cozy. 00:06:36
All right, let's move on. 00:06:38
We are now at the Consent Calendar and will consider items on the Consent Calendar which will be enacted in one motion unless an 00:06:40
agency member has a request to remove an item for discussion. 00:06:45
May I have a motion and a second to approve our consent calendar? Move to approve. 00:06:52
2nd. 00:07:00
So we have. 00:07:03
Director McQueen Legend, who made the motion in a second from. 00:07:04
Michael. 00:07:10
Michael, I forgot your last name. 00:07:12
Lobo. 00:07:14
OK, OK. 00:07:17
1st I forget seeing you out in public and. 00:07:18
All in favor. 00:07:22
Aye, all opposed. 00:07:23
Hearing none, motion passes unanimously. 00:07:25
Thank you. 00:07:28
This brings us to our business items. 00:07:30
Item number 5 is the water tank dive inspection report. 00:07:32
Will staff please present the report? 00:07:36
Thank you, Chair Hernandez. Good afternoon, PHWA Board. 00:07:44
So the item before you is a water tank inspection report. 00:07:48
This is just a receive and file report. 00:07:51
But I just wanted to come up and give a quick update. 00:07:54
And kind of summarize the report. It's kind of lengthy. 00:07:57
And then I'll talk about next steps and how we're going to get this project completed. 00:08:01
So the report came back definitely better than what we're expecting. I know we talked about this project a few meetings back. 00:08:05
In the report, it's pretty basic, they're just recommending doing. 00:08:14
Relighting of the interior and exterior of the tank. 00:08:18
And then also adding an interior ladder to the tank. 00:08:21
So pretty straightforward. 00:08:25
No major repairs, which we're kind of expecting. 00:08:27
So that's going to definitely keep the cost down on the tank rehab project. 00:08:30
So what they'll do, they'll come in, they'll sandblast the interior, exterior, the tank. 00:08:36
Install the ladder and then come back and. 00:08:41
Ensue and realign the interior and exterior the tank. 00:08:44
This project. 00:08:47
A tank this size will probably take about 3 months. 00:08:49
So the tank will be down for about a three month period. 00:08:52
And the reason is it's a very detailed, there's a lot of prep work and a lot of cleanup. 00:08:57
That goes with the tank tank rehab being that it's a drinking water tank. 00:09:02
Everything has to be done in a certain fashion and it's got to be done. 00:09:06
According to AWA standards. 00:09:10
So. 00:09:13
Kind of next steps. 00:09:15
The first step was this inspection report. 00:09:17
Next will be design. So I have a design meeting this Thursday with our consultant. 00:09:20
The design should be pretty quick, hopefully 66 to 8 weeks. 00:09:26
Once design is complete. 00:09:30
We'll get ready to go out to bid. 00:09:33
And then construction will follow that, but that won't be until. 00:09:35
Next fiscal year. 00:09:39
So in our current budget, we did budget for design for this fiscal year, which we will. 00:09:41
Complete. 00:09:45
And like I said, next fiscal year. 00:09:47
We'll go into construction. 00:09:49
And typically a tank this size, they're saying the cost will probably be between 200 and 300,000. 00:09:51
To rehab this tank. 00:09:57
So with that. 00:10:01
I know a few meetings back Director Hernandez or Chair Hernandez had asked if we could share. 00:10:02
The video we do have that today, it's about a 5 minute video. 00:10:07
So we'll go ahead and play that and then I'll take any questions after that. 00:10:11
Umm. 00:10:22
This tank is a candidate to be relined. The shell and floor are heavily plastered. 00:10:27
But please see the report for further details and recommendations. 00:10:32
I guess while we're going through this. 00:11:23
Do you want to take questions? Questions. Any agency members have questions for staff? 00:11:25
We'll just take questions at this time. 00:11:31
Dennis, I was asking. 00:11:34
So there's been. So the plant went online in 1998. 00:11:38
There's been one tank rehab. That was in 2013. 00:11:42
So this will be the second rehab. 00:11:46
Anyone else have questions? 00:11:52
What's the lifespan of the tank? 00:11:54
They recommend rehabbing it every 10 years. 00:11:58
That's kind of kind of normal. 00:12:01
So, umm. 00:12:03
It's definitely due. 00:12:04
So it's been again, the last rehab was done in 2013, so. 00:12:08
Is the coating also applied to the top of the tank? 00:12:13
It is OK. 00:12:17
Yeah, it looks like. 00:12:18
And inside and out. 00:12:23
Director lebow did you have a question. 00:12:27
I know we were kind of. 00:12:29
Saw this coming when we had our prior meetings about this and. 00:12:31
You had indicated this is kind of. 00:12:34
Not as problematic as we were maybe concerned that it could be the case. 00:12:38
When you say that. 00:12:42
Rehabbing it's every 10 years. I mean, is there a concern that? 00:12:44
10-15 years. What's the real like life expectancy for this tank? 00:12:47
In general, like is there going to be much more substantial work in the future, do you think or? 00:12:51
No, if we tackle it and we get ahead of it before there's any major. 00:12:56
Construction needed. 00:13:00
We can stay on top. 00:13:02
I think the issue is a rafter tails if you don't if you don't rehab it in time. 00:13:03
You're going to have to rehab, kind of reconstruct the whole roof of the tank. 00:13:08
So being that we're, we're kind of getting on it a little earlier before there's any major issues. 00:13:12
The lifespan is. It's hard to say, but. 00:13:18
I really don't have a year but. 00:13:24
But uh. 00:13:25
I think. 00:13:27
Just rehabbing the timing that we're doing it, it's, I mean. 00:13:28
I don't know if it could last forever, but I would say at least. 00:13:32
At least another 30 years we could get out of it. 00:13:35
Thank you. 00:13:38
Yeah, So what we're watching right now is the diver. 00:13:39
In going through with the camera. 00:13:42
Correct. Umm. 00:13:45
How long did the inspection take? 00:13:51
It took about two hours. 00:13:53
So during the three month period when the tanks inoperable and they're doing all the work. 00:13:57
We're going to be able to provide. 00:14:03
Just straight pump pressure. 00:14:05
Yeah. So the staff recommendation at that time and I'll come back before we. 00:14:07
Go out to bid, but. 00:14:12
The recommendation will be will be to go on United Water Direct. 00:14:14
So the TDs is slightly higher. It's a harder water, but it's potable. 00:14:19
It's good water. It's the water that fed the city for years. 00:14:24
Before the plant went online. 00:14:27
We have another option of going on Cayegas for three months. 00:14:30
I wouldn't recommend that that would be. 00:14:33
I mean the water purchase for PHA would be close to $2.5 million just for that three month period. 00:14:36
So Staffs recommendation will be to go on United Direct. 00:14:44
And that will be there's capacity there. 00:14:47
There won't be any supply issues with that. 00:14:50
So that will be our recommendation. 00:14:54
Any more questions or comments? 00:14:58
So nothing else was compromised. 00:15:01
Besides. 00:15:03
The steel like the the the coatings. 00:15:05
Correct, correct. 00:15:08
Yep, I don't have any other. 00:15:09
Dennis, as this work is being done, is there the potential of additional? 00:15:14
Work that might be uncovered that could be needed. 00:15:20
Possibly, possibly there could be some minor. 00:15:22
Yeah, rafter tell work, but if it is, it'll be minor. 00:15:26
But there could be some more. 00:15:30
Repairs once they start sandblasting and really getting into it. 00:15:32
But these guys are pretty good. They they do this. 00:15:35
Daily basis and. 00:15:39
They really know what they're looking at, so if there is anything it'll be minor. 00:15:40
OK, Yeah. 00:15:45
Interesting. Anybody else? 00:15:48
If I can just oh, and I was going to stall for a time, but I was just going to say I think the. 00:15:50
The. 00:15:55
The good news is I think the inspection came back. 00:15:57
Better than we had feared and that we don't see anything major. So I think I just wanted to highlight that that. 00:16:00
You know, it's not very often with public projects anymore that you actually get good news that it might be less than you feared, 00:16:07
but this was one of those cases. 00:16:11
So, and then I think just they're doing the regular maintenance and not waiting until we had problems. I think was was a was a key 00:16:15
to that as well. So. 00:16:20
So thank you, Dennis. 00:16:24
Thank you, Dennis. 00:16:29
We have a recommendation. This is a receive and file. 00:16:32
I'll entertain a recommendation. A. 00:16:36
The motion in a second. 00:16:38
Move to receive. 00:16:42
2nd. 00:16:43
Madam Clerk, take the vote. 00:16:48
All in favor. 00:16:49
Aye. 00:16:50
All opposed. 00:16:51
Hearing none, motion passes unanimously. Thanks again to you and your staff and thank you for bringing the video. It's just. 00:16:53
Really nice to see. 00:16:58
You know visually what? 00:17:00
What we're dealing with. 00:17:02
Appreciate it very much. 00:17:03
OK. Is this next item yours as well? OK, this is the appointment to the Association of Water Agencies of Ventura County Board of 00:17:06
Directors. 00:17:10
You want to, Mr. Martinez, you want to go ahead and present the report? Sure. 00:17:16
So AWA was formed in 1976. It's basically a form that was. 00:17:20
Put together to. 00:17:25
To bring together council members, water agency members, policymakers. 00:17:26
Kind of just keep them up to date on water issues. 00:17:31
But specifically in Ventura County. 00:17:35
So they go over issues, they talk about drought, water conservation. 00:17:37
Emergency response. 00:17:43
Kind of coordination stuff. 00:17:45
So they meet. They meet every other month. The first meeting was in January. The next next meeting will be in March. 00:17:49
Going back to last year. 00:17:55
Director Bobby Martinez was appointed a member at large with him not running for re election. 00:17:58
I believe director or chair Hernandez. 00:18:04
Was umm. 00:18:07
Put into the member at large position. 00:18:08
So today we're looking to fill the. 00:18:11
Alternate role. 00:18:14
For. 00:18:15
So with that, I'll go and turn it over to Chair Hernandez. OK. 00:18:17
What time do these are these meetings held I I get? 00:18:24
Various requests, Invitations to AWA meetings. 00:18:27
So these are held at 3:00 PM. 00:18:31
OK, that's right. 00:18:33
So are there any nominations for alternate? 00:18:36
To attend these are Thursdays, right? Correct PM. 00:18:40
Was it the second? 00:18:43
Thursday 1st Thursday. 00:18:44
1st Thursday of. 00:18:48
Every other month. 00:18:50
Any nominations? 00:18:57
And these are held where? What location? United United Water on Lombard, Lombard St. in Oxnard. And are they available on Zoom? 00:18:59
They are. 00:19:03
Anybody interested in serving as alternate? 00:19:13
I was just going to say I believe I'm the AWA representative for the district. 00:19:17
So I don't know if the if I can. 00:19:21
Kind of overlap or if it needs to be a separate. 00:19:23
Separate person. He wear 2 hats no. 00:19:25
So I'm out. 00:19:28
Sean, are you interested? 00:19:30
Yeah, I was gonna actually, I was gonna offer one of the benefits I have is. 00:19:32
Every else situation but I'm retired. 00:19:36
So Thursday afternoon at 3:00 is easy. 00:19:38
OK, someone happy? 00:19:40
Is it OK that both of us are from the district? 00:19:42
Yes, which now who are you representing? 00:19:45
The District. 00:19:49
I think that's fine because you'll be representing. 00:19:50
This agency, this board. 00:19:52
OK, wonderful, Nominate member Thomas. 00:19:54
2nd. 00:19:57
We have a motion and a second. 00:19:59
OK, all in favor. 00:20:02
Aye, all opposed. 00:20:03
Hearing none, motion passes unanimously. 00:20:06
Thank you. 00:20:08
Thank you, Mr. Thomas. Appreciate it. 00:20:09
All right, we're now at agency Member reports, comments and requests for future agenda items. 00:20:14
I'd like to remind agency members that all requested items will require a motion. 00:20:20
A second and a majority vote to be placed on the. 00:20:24
Future agenda. 00:20:27
Does anybody have any reports, comments or requests? 00:20:28
For future agenda items. 00:20:32
Hearing none, we'll go ahead and. 00:20:36
Adjourn the meeting. 00:20:38
It is now. 00:20:41
4/19. 00:20:42
Meeting is adjourned. 00:20:44
Thank you. 00:20:46

Thank you. 00:20:46
