Sure, sure. So good afternoon, PHWA Board and Director Hernandez, to your question. So the SNP, so when we run water through our 00:05:51
filters, our membranes, 20% of that water goes to our SNP tank, which is located at the facility in the corner of the property. 00:05:59
It's about 20 feet deep. We have a series of three pumps there. 00:06:07
And what this Once that tank fills up, we pump that water out, it goes to Winding Me Road, and that's when it gets introduced into 00:06:16
the S&P line, which Kayakus owns. 00:06:20
But this pump is owned and maintained by PHWA, OK. 00:06:25
So is that a tank or is it actually yes? You said it was 20 feet underground under. It's an underground saying yes, it's an 00:06:29
underground tank, yeah. 00:06:32

And this is done on a regular basis or how often those those pumps have to be rebuilt about every three years. So you will see it 00:06:37

So I just want to give a quick update to the board. There's been a lot going on the last few months. 00:07:27
With the water year ending September 30th, I wanted to give an update on allocation, how much we purchased compared to what our 00:07:33
allocation is. 00:07:37
So just want to give you guys an update and then I'll talk about some CIP projects that have been happening over the last few 00:07:41
months. 00:07:44
So this first slide you can see we purchased 3295 acre feet which was about 89% of our supply that we purchased and then the other 00:07:48
11% being Cayegas I. 00:07:54
This last water year we purchased 300 acre feet more than we did the previous year, which is a good thing. We're trying to 00:08:01
maximize our groundwater and minimize our state water based on costs and that kind of leads us into. 00:08:07
Well, here's a two year consumption. So you can see every month we we purchased more groundwater over the last two years, so. 00:08:14
Pretty evident there. And again, that's our goal. 00:08:23
And then here's our state water. So you can see here this is a 10 year snapshot. So you can see in the past we purchased a lot of 00:08:26
state water which is very costly for PHWA. In the last two years we've made some adjustments and you can see it's come way down I. 00:08:34
And that's just just making the operators have been doing a great job making adjustments, changing things, tank levels. 00:08:45
Timings of when pumps kick on and off and they've really done a great job and and you can see it there I. 00:08:52
We also have some projects that were put in the budget in June that will make this number go even lower, which we're excited about 00:08:58
and I'll kind of talk about that as well. 00:09:03
So here's a timeline. 00:09:10
Most of the board members were here, some of them, but I just wanted to show kind of where we started and where we're at now. So 00:09:12
in 2019, staff and the board, we did a water master plan I. 00:09:18
In 2019, from 2019 to 2023, there wasn't a whole lot of movement for whatever reason. And then 20/20/23 we regathered staff and 00:09:26
the board. We did a strategic planning workshop. 00:09:32
And in that the Board kind of gave staff direction is as to if we want to go through a CIP projects kind of justice laid out a 00:09:40
plan. So that happened in 2023 and then the operational audit we did this year, we went back in, looked at the water master plan, 00:09:48
updated it, added a few few projects and then in June when we passed the budget. 00:09:57
We included these projects in the budget, which typically doesn't happen. 00:10:06
So that happened in June. The blue dials you see there, these are all projects that are either complete or or are in progress 00:10:12
right now. The low, low flow pump project, I know you've heard about this. This project is 100% complete. We've been testing it. 00:10:19
We've been running it every day. This is going to be a cost savings APHW for sure. So instead of purchasing higher state water 00:10:26
during low flow situations, which is during the winter. 00:10:33
From 1:00 AM to 6:00 AM, we're typically 100% on state water at that time. 00:10:41
And usually it's for about four to five months out of the year. So it equivalates to about 60 to 80 acre feet a year of 00:10:47
unnecessary state water purchase. So we're excited once we get the low flow, once we get that scenario in the winter I. 00:10:56
We'll put that pump to use and there will be a huge cost savings for PHWA. 00:11:06
The next project there the waste discharge manhole. This is a pretty simple project, but something that needed to be rehabbed. 00:11:12
Umm, this is where our discharge goes. Umm, simple project took about 3 days. Umm, and that's 100% complete. 00:11:19
The hydraulic analysis, so this is a precursor to the United Direct Connection project. So this is pretty much done. I haven't 00:11:29
received the final report yet, but it does look like we are going to move forward with the United Direct Connection project. We 00:11:36
just need to meet with the Navy and and the member agencies because we're going to be lowering the discharge pressure slightly. So 00:11:42
we just want to get in OK from them. And then. 00:11:49
We'll submit that report to the board. 00:11:57
The tank dive inspection, we did this a few weeks back. We sent a diver in the tank, took video pictures and we're waiting to get 00:12:00
that report back. We should get it within the next two weeks and that's going to tell us, you know, how much our tank rehab is 00:12:07
going to cost us. So in the CIP schedule that was supposed to be and I believe calendar or fiscal year 2627, but we may need to 00:12:14
move that up a little bit based on what the report says. 00:12:21
So I'll report back next time we meet on that. 00:12:29
And then the back filter replacement, this is currently in design, it's almost complete and we look to go to go out to bid within 00:12:33
the next three or four months on the back filter replacement. 00:12:40
So I just want to show the board kind of where we started, where we're at and there's been a lot going on since June since we put 00:12:47
those projects in the budget. 00:12:51
And here's just a few. 00:12:56
So this is a low, low flow pump project. We're looking to save $60,000 annually on state water and this is pretty, pretty 00:12:58
conservative. And then on taker pay penalty 23,000 and then the project total cost was about 58,000. So it's going to pay for 00:13:05
itself in the first year, which is which is definitely a good thing. 00:13:11
Discharge, manhole rehab, again, this is pretty simple project, but it was on the list so we knocked it out and it's it's it's 00:13:21
100% it's complete and total cost was around around 1010K. 00:13:27
So here's the bag filter back filter. It's tired, it's got a lot of moving parts. We're having trouble getting replacement parts. 00:13:36
It's still running OK now, but this is going to be a complete replacement or remove and replace project. So this isn't, again, 00:13:42
this isn't design and we should go out to bid in the next few months on this. And this should only take about a week to complete 00:13:48
once construction start. 00:13:54
And this is the first source of filtration at the plant. So we kind of say this kind of captures a bottle caps and pebbles and 00:14:01
stuff. But so this is this is crucial we get this complete before we get new membranes. We want to make sure this is done to 00:14:07
protect our new membranes I. 00:14:12
In the future so. 00:14:18
That's all I have. I just wanted to give the board an update, let you guys know. I appreciate, you know, putting we got to put 00:14:21
these projects in the budget with an operational background, you know, we're all excited to to knock these projects out. 00:14:27
And just want to let you know that things are moving and happening at the facility. 00:14:35
So, and if I could just note too, I just want to give credit to Dennis and his team, he showed that chart that shows the amount of 00:14:40
state water we're purchasing and we're at record lows for us as a city in recent years. And these projects are planned to actually 00:14:48
keep us at that level or maybe even improve from there. So you know, we're already at like a record. 00:14:56
Almost efficiency and and Dennis and his team just keep working on projects to to keep working towards that. 00:15:04
And if state water levels are low for us, then that keeps our costs low. So that's really the key thing. So I just want to give 00:15:12
credit to Dennis and his team who've been working on these projects aggressively so. 00:15:18

No, I did talk to the company that came and did the dive inspection and kind of. 00:15:51
They're saying that if we wait longer, this project could cost a lot more. So so so once I get the report, we can kind of make a 00:15:58
decision. The board can can give us direction I. 00:16:03
And he's saying if we wait even a year longer, it's going to cost us a lot more. I don't have a number yet, but it might be better 00:16:09
to knock it out as soon as we can. And funding is not an issue to do that. 00:16:14

And to add to that the United Direct Connection project, it's crucial we get that done before we do the tank. 00:16:22
Because if we don't, we're going to be on state water for three months possibly and that would so. 00:16:31
It all the projects kind of tie together and we're trying to do them in a certain order, so. 00:16:37
But again, I'll bring that back once you get the final report on the tank dive inspection and then board can give us direction at 00:16:43

be great. And then the bag filtration system and when you said everything needs to be replaced, I saw the tubing the. 00:17:38
Vertical tubing and then the the large pipe that leads to it. Are you seeing all of that needs to be replaced? Yeah. Not the large 00:17:45
piping feeding into it, just the the vertical filters itself. Yeah. And why is it called the bagging filter? Are there actual 00:17:53
bags? There is there's bags in yeah. And so the new style we're going to get, it's called a cartridge filter I. 00:18:00
It's a little bit it does the same thing, but there's less moving parts. It doesn't do AI don't want to get too technical, but it 00:18:09
doesn't do a backwash. So every week this thing backwash, isn't it wastewater? I mean with the cartridge filter, it doesn't have a 00:18:16
backwash, so we'll save save water costs there as well. And does it receive more wear and tear because of the the debris that that 00:18:22
it processes the bottle caps and the pebbles is? 00:18:29
Is that just is that hard on the system which requires it to be replaced On occasion it is, but this is original, This is from 00:18:37
909798. So it's held up well. I mean the water we received from United, it's pretty, it's potable. So it's not. 00:18:44
Umm, they're not getting hit very hard, honestly, but it's, it's original equipment and, and it's just time to time to be 00:18:53
replaced. Yeah, and a lot of new facilities, they're going to cartridge filters, which is what what we want to put in. It's kind 00:18:59
of a new technology and it's a smaller footprint as well. 00:19:04

We're in like year two of our transition into our Tyler financial system and it's essentially changing the way we do everything. 00:21:52
And one of those things is how we've been doing utility billing and how. 00:21:57
How we accept payments. And so right now I think about maybe the last three or four weeks we've been converting over to this. 00:22:04
Billing system and so people who had auto pay, for example, have to re sign up and go through the process with this new Tyler 00:22:13
system and sign up and we can do a more thorough report if if desired. But I think the short version is whenever there's change, 00:22:20
you know it's it's going to cause some frustration especially I mean I always talk to when we talk about it as our staff, I say 00:22:28
I'm I'm the perfect test subject that I said all my bills on autopay and if I have to redo it. 00:22:35
Get frustrated because I don't want to think about it for years and years. And so we've heard some of that. And then we did have 00:22:43
one round of when we first implemented it, I think the first round of payments when it was supposed to take the payments 00:22:49
automatically, they didn't take them on the day that everybody's used to it being taken on. So we've been having to communicate to 00:22:55
people about kind of that change. 00:23:01
So we're in the midst of it. I would say at this point it's it's kind of just. 00:23:08
And we're working with people as far as any like late payments due to this transition, we're planning to be as flexible as we can 00:23:44
