Couple great Irish leaders of our time, John F Kennedy, Ronald Reagan, Orveen Carpenter. He was mainly Scottish. He had a little 00:03:29
bit of Irish, but at his funeral the other day his great great nephew who was pictured here, Nicholas. 00:03:36

So a friend of mine, Irish immigrant Mikey de la Hunte. 00:03:51
He immigrated from Ireland to the United States. He came to Boston. 00:03:55

He worked at the top deck for a very long time, saving all his tips, and eventually he opened a bar. 00:04:11
And it's kind of interesting for Irish immigrant to open a bar called The Local. And so you open the bar in Camarillo. 00:04:17

How are the celebrations at Saint Patrick's Day in America versus Ireland? 00:08:15
A little different here in America compared to Ireland. Don't get me wrong, we party just like the Americans do. 00:08:19
But we also focus on the importance of Saint Patrick himself as a person. 00:08:24
As a St. and what he did for Ireland. 00:08:27
What he did for Christianity. 00:08:29
The Ireland at the time was this Pagan nation. He used the Shamrock to spread Christianity. 00:08:31

Irish immigrants, we spread all over the world and we brought Christianity with us. 00:08:42
What do you credit your success in America? Irish immigrant? I think being an Irish immigrant helped me. 00:08:46
In the sense that I brought part of my Irish culture to Camarillo Springs. 00:08:51
Sharing culture and creating a place like family. 00:08:57

The Transportation Commission. 00:11:44
Is a. 00:11:46
Special district created by the state. 00:11:48
That basically serves as the funding conduit for nearly all of the state and federal transportation and transit funding that comes 00:11:50
into Ventura County. 00:11:55
And I serve A-17 member board, which includes the five county supervisors. 00:12:00
And a mayor or council member from each of the 10 cities in Ventura County. 00:12:06
And the city of Port Hueneme is very ably represented by your mayor. 00:12:11

Who is also serving as our vice chair this year for VCTC. So I'm very. 00:12:18

Kind of a snapshot of the many things VCTC does. 00:12:55
Beyond just the Big Blue buses that provide regional service, the Metrolink system, the Amtrak train, we also provide the freeway 00:12:59
service patrol. 00:13:03
Hopefully you. 00:13:08
You haven't had to experience that service, but that is a free. 00:13:09
Service of roving tow trucks. 00:13:12
On the 101 and the 118. And they will. 00:13:14
For free, fix a flat tire. If you have a flat, they will tow you to a safe location if you have a breakdown. They'll even provide 00:13:18
you with a free gallon of gas if you run out of gas. 00:13:23
So that has been one of our. 00:13:28
Our most recent and most successful programs. 00:13:30
Another program that we are extremely proud of is our Access for All. 00:13:34
That is a countrywide wheelchair accessible service. 00:13:38
For any member of the county that we. 00:13:43
Put together with the state grant we received just a few years ago, that's also been very well received and. 00:13:45
Filling some of the gaps in our transit system especially. 00:13:50
For those folks who have paratransit needs. 00:13:55
And and and need wheelchair service. 00:13:57
But it's obviously been a tricky year with funding. 00:14:00
I'm happy to report our finances are in very strong shape going forward and I hope they continue that way. 00:14:04

Coming eastbound, coming from the West, going eastbound Pleasant Valley, I'm talking about that specifically. And so you know I, I 00:15:30

OK, so 50 years, that's a lot, but looking back just November. 00:23:44
I aired 5 questions. 00:23:50

They were numbered one through 5. And then the broader questions also unanswered, but two of those questions I'm probing now, so. 00:23:55

Dear Members of the City of Port Hueneme's Council, My name is Jessica Camarillo and I am a junior at Oxnard High School. 00:26:36
I am honored to serve on this year's planning committee for the Arthritis Foundation's Walk to Cure Arthritis. 00:26:42
Which will take place on May 31st at the collection. 00:26:48
I'm writing to request your support and approving a proclamation to recognize me as Arthritis Awareness Month in the City of Port 00:26:51
Hueneme. 00:26:55
Arthritis effects millions of people, including children like myself. 00:26:59
I was diagnosed with juvenile arthritis when I was just four years old and still receive infusions every four weeks. 00:27:03
Despite these challenges, I have remained dedicated to my academics. 00:27:10
Maintaining and above 4.0 GPA and proudly playing on the Oxnard High School girls varsity volleyball team. 00:27:14
I rarely share my condition with my peers because I don't want special treatment. 00:27:21
I simply want to be seen for who I am. 00:27:25
However, raising awareness is incredibly important to me, and I believe this proclamation would help shed light on the reality of 00:27:27
arthritis and the need for continued research and support. 00:27:32
I would also like to request if you would play the attached 2 minute video Faces of arthritis during the council meeting. 00:27:38
It is a powerful video that highlights the impact of arthritis for all ages. 00:27:44
If this is possible, please let me know what steps I should take to make this happen. 00:27:48

Experiencing homelessness, so a point in time count for 20/25 was 21, so we decreased that significantly. 01:00:31
With not only myself but our entire department just working with anyone that they can to at least direct them to me or I can 01:00:38

In 2024 was one and the OS stands for out of state one individual who. 01:00:50

We've had countless calls for service on them and just. 01:01:08
Initially was service resistant, which is. 01:01:12
A difficult thing to just breakthrough to people that understand that there are resources for them. 01:01:15
But eventually we got to him and he was just tired of living, you know, under the pier and tired of us coming out there talking to 01:01:20
him and just wanted his life back so. 01:01:25
He's from Georgia. 01:01:30
He had family there that was one to take him in and we were shot to our county, county resources. 01:01:31
And got him back to Georgia on a Greyhound bus. So it was a nice little success story. 01:01:36

Of him and his his girlfriend on the bus going back. So it was a little heartwarming to see, You know, you always hear you send 01:01:47
people off and you hope that they make it. And it was encouraging. 01:01:51

We contact individuals every single day, we offer resources and it's just whether they're willing to receive. 01:02:19

Roundabout in the city, just trying to contact anyone that we can. 01:02:33
And James Boyd, the director of all that, he's an awesome man and he's. 01:02:38
Got his work cut out for him, but he spends time with our city which is awesome and he cares and he's always available no matter 01:02:42
if he's in our city. 01:02:46
Were in another city doing a cleanup or doing whatever he's doing elsewhere in the county. 01:02:49

Just because we're trying to breakthrough the service resistant people, letting them know that we don't. 01:02:59
At the end of the day, we don't have to take him to, you know, county jail or there's there's actual legitimate help. There's 01:03:04
shelters, there's there's these things for you, especially for veteran too as well. There's all these resources. 01:03:09
So we're increasing the frequency of backpack medicine, so. 01:03:14
We're going to be changing the date hopefully of the week just because of certain days off and things like that, but it's 01:03:18
increasing, which is extremely encouraging, so. 01:03:22
Yes, that's a good transition. So I've been working extremely closely with the Ventura County District Attorneys office and 01:03:31

The Grants Pass Supreme Court decision it now has allowed us. 01:03:39
A little more enforcement options and so some of the previous laws that we were not allowed to enforce at all. 01:03:44
Just kind of went to the wayside we're now. 01:03:51
Allowed to enforce those laws, and mainly that has to do with private property versus public property. 01:03:53

And we had a really good walk through with them, did a really just deep dive on the entire property, the CEO that handles the 01:06:25

From Seattle all the way down to San Diego, came out and did a walkthrough with us. 01:06:33

They're completely invested in that property, they love the property and they love that we're willing to work with them with 01:06:40

And then we're exploring the ideas again of once again having a Banda, classical rock, pop, R&B and Spanish rock. So you have a 01:31:55

And then we're waiting on confirmation. But again, once again, we want to include the high school marching bands for the Saturday 01:32:05
of the opening of the Beach Festival. We last year we had Wynnie High School. 01:32:09
Channel Islands and Oxford High, they did their all bands perform and they kind of had like a drum off. 01:32:14
A little performance they did at the end, so. 01:32:18
We're hoping to get all them to come back. We're just verifying since it is in the summer. We just got to make sure the students 01:32:20

Will be hosted by Beats the Street LA, the Oxnard chapter. They are a nonprofit organization that offers free wrestling for the 01:32:33
youth in the area of Ventura County, so they charge no fee for their training, so they use it as a fundraiser here. 01:32:40
At the beach, though, the $3 per athlete, which is a typical price for a wrestling tournament. 01:32:47
Whether it's here in our county or up North and South. 01:32:52
We're anticipating 80 to 100 athletes ages as small as five years to high school or adults could participate. 01:32:56
All athletes must possess a active USA wrestling card in order to be able to compete because it includes their insurance. 01:33:02
And if they don't have one, they'll be able to purchase a $10 one day memberships without where they're covered for the event. 01:33:08
And again, this is just the way the outline of the ring is not your traditional wrestling match, just a pool noodle ring mat and 01:33:17
they're not allowed to wrestle on the ground is really more of a. 01:33:21

A takedown, they gotta they gotta take him down from a standing position and when they get him down, 3 takedowns is essentially a 01:33:27

Soccer Tournament on Saturday, July 12th, organized by Beach Soccer Promotions, LLC with free admission. 01:33:45
So event guests can actually travel on outward. I'll have the site plan available in the next slide to show how the close 01:33:52
proximity it is to the Wyoming Beach Festival. 01:33:57
This type of beach soccer tournament was actually previously approved by City Council back in 2023 under Special Use Permit 2-23. 01:34:02
And it was for a five year summer soccer series at Wanami Beach Park. 01:34:12
To basically summarize what was approved, it is a. 01:34:16
Tournament hosting 10 temporary soccer fields on the Beachy sand. 01:34:21
Southwest of the pier with about 150 youth players. Total expected capacity between spectator staff and vendors is about 400 01:34:25
persons at this event. 01:34:31
And then the audience staff level is approximately 150 to 200 for spectator. 01:34:37
And then ten adults for the hospitality and security aspect of running the administrative program along with referees, first aid 01:34:44
personnel and whatnot on the field. But it is anticipated with a maximum of 400 persons depending on how many. 01:34:51

Here, once again, it'll be on the northwest side of the pier, so it'll be completely on the other side, closer to Ventura Road and 01:35:03

As you can see, there are the 10 fields that are replaced out there, and there is a small on the red there you'll see it's a small 01:35:13
administrative trailer that pulls up and that basically helps them organize the event, set up the cones and whatnot. 01:35:20
There's the Copacabana branding that the company uses to go ahead and advertise for this event. 01:35:27
And once again, this was previously approved. 01:35:34
And this was the day that they chose to go ahead and host this. We anticipate that the parking demand available both on Surfside 01:35:36
Drive and Ventura Rd. along with all the open lots will be sufficient for both events happening at the same time. 01:35:42
We'll turn it back over to Frank on to go over the security and parking plan. 01:35:50
And just to touch really quick on Copacabana, I have been in contact with the coordinator. So they're on board having their event 01:35:54
in conjunction with ours because they're able to offer additional activities for the parents as they're waiting for in between 01:35:58
their games. So they kind of the festival. 01:36:02
And they're going to be advertising our beach festival for us as well to all of their all their participants to know that it's a 01:36:07
free event for the community and they go there. 01:36:10
With their families after or in between games during the festival. 01:36:14
So with security, the the festival is completely fenced off. We'll have our main entrance way. We have an emergency exit near the. 01:36:17
The Alaska Memorial and then we have a 2 secondary emergency exits down in Lot C. 01:36:26
That are marked and posted manned by our security company. 01:36:30
All guests will be screened. 01:36:34
By security before entering the festival, the Police Department will have staff to monitor the gate and screening areas as needed. 01:36:36
Parking will be general parking for all event guests free of charge for the entire public. 01:36:42
We're going to be using a lot a along Surfside Drive and Truro Rd. Market Street. 01:36:47
And then last year we did have the port lot. They had allocated parking fronts as well and we included transportation from that 01:36:52
lot to and from the main entrance of the festival. 01:36:56
And then we'll have accessible parking in Lot A for a handicap and Surfside Drive once again will remain open for all circulation 01:37:01

Is to have the police explorers coordinate and manage the alcohol sales with the volunteers over 21 years of age. 01:38:02
The police explorers to collect revenue from alcohol sales instead of receiving. 01:38:07
The $25,000 from the city and the reason for the change? 01:38:12
We determined that the city should not be involved in alcohol sales. 01:38:15
And receiving the revenues from alcohol sales, so allowing the police exports to manage the alcohol selling. Their proper 01:38:19
coordination help sets house offset the city's previous expenditure. 01:38:23
When we pull the permit for the alcohol sales, it's under the Explorers nonprofit, so our alcohol safe handling certification, the 01:38:28
insurance. 01:38:32

Purchasing of the alcohol from the vendor, it has to be done under under a nonprofit. So like last year was done under all the 01:38:37
under the police explorers. 01:38:41
So that's the reason why for the change for this year. 01:38:46
And then fiscal impact continued. City sponsored event, the parking revenue typically generated from the beach parking tournament. 01:38:51
In general, visiting parking for all the lots will not be collected. That's one change from the soccer tournament from from. 01:38:57
Typically when the Copacabana has it is since it is in conjunction with the beach festival. There won't be any revenues from the 01:39:04
soccer tournament because it's free parking the that weekend for the entire room. 01:39:08
Public The police maintenance and other service costs will be covered by the pre budgeted staff time but no additional expenses. 01:39:13

The we're hopeful that the festival is expected to achieve a similar financial results as last year, with the cost offsetting the 01:39:19

crowd show us specifically for Twisted Gypsies. 01:41:27
And then we saw a different crowd showing up once they knew the Banda was going to come on and like we saw the crowd that was 01:41:32
there for Twisted just kind of went on. And then we saw a different crowd coming in for the. 01:41:37
For the Banda, So I think it just depends on who's playing to try to see who's gonna be coming at what times. 01:41:43

This is a short presentation. It's one that we're required to. 01:58:58

And it's a report on the progress made towards meeting our general plan goals, particularly with regard to the housing element. 01:59:05
And it also provides an annual report on the housing successor agency. 01:59:13

By April 1st of each year, we have to report. 01:59:20

To the States Department of Housing and Community Development or HDD. 01:59:26
And the Governor's Office of Land Use and Climate Innovation used to be known as OPR, but now it's not that much longer. Name to 01:59:31

And this by the way, will be the last of the reports under this five year reporting period. And next year will be possibly an 01:59:39
entirely new type of report, but this one's pretty much the one that you hear. 01:59:45

We are required to plan for 21 extremely or very low income units, 16 low income. 02:00:32
18 moderate income and 65 above moderate income which would be like market rate. 02:00:38
And the income levels are described by the federal. 02:00:44

And then they are broken down by state and by county. So we of course would reply with or are required to meet Ventura counties 02:00:52

And we are actually well underway to meet our arena in a couple of the categories. We have 16 Adus which do count towards those 02:01:02

That were permitted last year and seven additional were completed. 02:01:14
We do actually have 13 more in plan check right now. 02:01:18
And so during the current cycle, which we started reporting on back in 21. 02:01:22
Through today we have a 19 low income units, a total of the 16 that were required. So it means we're actually 3 above. 02:01:27

Plan for anymore, but it's a good idea that we do just given the market. 02:01:37
And then we have 20 above moderate income units. Now we do still need to meet our extremely low, very low income requirements as 02:01:41
well as some of the above moderate and moderate income requirements. 02:01:47
So our housing element that was approved by HGD has 21 programs within it. 02:01:54
And I'm happy to report that with all of the rezoning work that we all did a couple months back. 02:02:00
We have now met all of our programs. They're all either in progress or they've been completed. 02:02:06

But requested that a map of the proposed locations. 02:10:15
And additional information about artistic themes. 02:10:19
Return to Council for their consideration. 02:10:21
Subsequent to that meeting, staff communicated with REACH representatives. 02:10:25
To obtain that information. 02:10:28
That information is included in the staff report and summarized here in this presentation. 02:10:31
The project proposes excuse me, to beautify. 02:10:36
A total of 8 utility boxes in the city. 02:10:39
And Reached Reach has identified 4 themes Military Chumash. 02:10:42

And is proposing that each theme would be applied to two of the. 02:10:48
Utility boxes. 02:10:53
The project map illustrates the proposed location for the boxes. 02:10:56
And Reach has indicated that the location of each box is connected to the theme proposed for that location. 02:11:01
For example, the box that will highlight the Bard family. 02:11:07
And its role in founding the port is located. 02:11:10

And the box highlighting the importance of the CBS. 02:11:15
Is located adjacent to the CB Museum. 02:11:18
So once again this is provided in response to councils request for a project map and additional information about the artistic 02:11:25

And so just as some background reminder, because we use the word dredge all the time and we know it, but I know sometimes when 02:25:42

Not as clear what it is so. 02:25:55
The By the dredge project we are referring to the For us, the critical portion is the replenishment of sand at Winami Beach. 02:25:58
It's a crucial project for Wyoming Beach Nourishment, Channel Islands Harbor operations for the Port of Winemes operations and the 02:26:07
Naval Base Ventura Counties operations. 02:26:12
And so. 02:26:17
Critical for for all. 02:26:18
All of the. 02:26:20
Those agencies within our. 02:26:22
Community. 02:26:25
So people may know and may have noticed that the dredge was ongoing through about February 28th. 02:26:27
And the promenade was closed at Waeneme Beach. 02:26:35
Through March 7th and reopened on March 7th. 02:26:39
And so we were successful in getting the dredge here and making sure that the dredge took place this year. 02:26:43
The challenge we did have is that the volume dredged was lower than expected, lower than. 02:26:51
Hoped for, we obtained approximately 900,000 to 1,000,000 cubic yards of sand. 02:26:58
Which was short of the 2.4 million cubic yard goal. 02:27:03
And on the next slide, I'll come back to this one. 02:27:07
We have a picture from pre dredge. 02:27:10
On the left, October 4th and you can see where it's just a very narrow strip of sand. 02:27:13
And then on March 4th, which was essentially as soon as the dredge was complete. 02:27:18
We were able to get pictures and. 02:27:24
It's a noticeable improvement, but it's still not the level that we were hoping for and expecting. 02:27:26

In the past, the issue has been budget challenges and I know a lot of people, we got a lot of comments this year about, you know, 02:27:36
what are we doing to get in front of the budget challenges related to the dredge. 02:27:41

Both fortunately and unfortunately, and maybe frustratingly so, the issues this year were not the budget, the. 02:27:47
There was a. 02:27:54
Short period of time where there was some. 02:27:57
Budget related issues, but we jumped on those in partnership with the Challenge Harbor and the Port. 02:27:59
And with Congresswoman Brownlee's office to get those resolved quickly. 02:28:05
And so that wasn't what caused any. 02:28:09
Delays this year What actually caused the delay were permitting, permitting challenges. 02:28:12
Essentially caused by the differences between state standards and federal standards in a disagreement. 02:28:17
Between the state and the federal agencies of. 02:28:23
Whether or not. 02:28:26
Each agency could apply their rules. 02:28:26
And so it's a pretty major challenge. 02:28:30
When you talk about the state of California and the federal government arguing about something like that. 02:28:34

In partnership with the port the the harbor. 02:28:43
The city and others. 02:28:46
We were able to get movement on that challenge. Our understanding was that challenge was actually causing issue and. 02:28:48
Across several projects, but we were able to sort of escalate it and get it resolved. 02:28:54
Where the state and federal. 02:28:59
Groups came together and agreed that the project could proceed. 02:29:01
But the. 02:29:06
Shortage was caused because that delay, well, that was occurring. 02:29:08

Most people would have as well. Couldn't they have just stayed longer? But we are. 02:29:19

The environmental regulations due to the nesting season here at Waeneme Beach. 02:29:25

In the meantime, since the project completion, we have continued to advocate. 02:29:41
We've had conversations with. 02:29:47

Army Corps of Engineers. 02:29:52

To try to make sure we're continuing to advocate for the. 02:29:56
For them to essentially return. 02:30:01
Normally they come back every two years, but the idea this year would be for them to come back. 02:30:04
Towards the end of 2025, in October or so. 02:30:10
Our conversations with the Army Corps of Engineering was that that is looking. 02:30:15
Positive and that they are starting to prepare to with the expectation that they would do that. 02:30:19

I think the Corps of Engineers and really most federal agencies right now, will they, they can't guarantee anything. 02:30:27
I think we got some some of that feedback from them that they. 02:30:35

So we're all going to keep advocating, we're going to try to keep it on the. 02:31:25
Radar and make sure that if there's. 02:31:30

we've really been in lockstep with you when we found this issue with the language that that set it back. We really want to 02:35:59

The dredging item has a specific budget line item request on our legislative platform, which was approved in January at our board 02:37:08

Through our government affairs team as well and our lobbyists in DC who came out here in December. And so I this is definitely one 02:37:29

Well, in short, we performed an inspection back in January. We saw potential health and safety issues that required us to sort of 02:40:59

So we went back out on March 4th and inspected with our full team and we found. 02:41:09
Pretty severe violations including lack of water, heat and unsafe living conditions. 02:41:14

People may have noticed are a large City team was out there on March 4th. 02:41:20
We essentially immediately went to work, red tagging and yellow tagging the property. 02:41:26
As a result of the inspection. 02:41:31
And we are currently working with the property owner to try to get the tenants who were there. 02:41:34
Relocated and to make sure that they're getting the relocation benefits that they should get. 02:41:40
And so that's something our team is currently working on right now and trying to make sure everybody gets out of there and into 02:41:45

That's really to address the serious violations that we saw. 02:41:55
That day, it's also to make sure that people aren't living in those conditions, but. 02:41:59
