| You're good at reminding. | 00:00:35 | |
| Yes, he is. | 00:00:37 | |
| Good evening. | 00:01:02 | |
| And welcome to the City Council regular meeting. I'm calling this meeting to order. The time is now 630. | 00:01:03 | |
| Please stand for the flag salute and if our mayor Pro Tem can lead us. | 00:01:12 | |
| Ready. Begin. | 00:01:18 | |
| I pledge allegiance to the flag. | 00:01:20 | |
| Of the United States of America. | 00:01:22 | |
| And to the Republic for which it stands. | 00:01:24 | |
| One nation under God. | 00:01:27 | |
| Indivisible. | 00:01:30 | |
| Yeah. | 00:01:32 | |
| Madam Clerk, please take role. | 00:01:37 | |
| Council member Gama. | 00:01:40 | |
| Councilmember Hernandez. | 00:01:42 | |
| Here, Councilmember Perez. Here Mayor Pro Tem Lopez present and Mayor McQueen Lejean. | 00:01:45 | |
| Here we are going to move to our inspiration that's going to be given by our Councilmember Gama this evening. | 00:01:50 | |
| Have a little PowerPoint. | 00:02:05 | |
| Let me see if. | 00:02:08 | |
| Gaelic Ben Athena Fela. | 00:02:09 | |
| Padre Courts. | 00:02:12 | |
| That means Happy Saints Patties Day, or Saint Patrick's Day, I should say. | 00:02:13 | |
| So who is Saint Patrick? | 00:02:19 | |
| He was a guy. | 00:02:21 | |
| Actually, a Bishop that. | 00:02:22 | |
| Brought Christianity to Ireland. | 00:02:24 | |
| And how did he do that? | 00:02:26 | |
| He did it with a Shamrock. | 00:02:28 | |
| Why the Shamrock? Well, it had three leaves. | 00:02:30 | |
| And it was very simple. | 00:02:32 | |
| Yet effective way. | 00:02:34 | |
| To express the Holy Trinity. | 00:02:36 | |
| The Father, the Son and the Holy Spirit. | 00:02:38 | |
| And he turned a nation. | 00:02:41 | |
| Ireland, which was a Pagan nation into. | 00:02:43 | |
| Highly religious Christian. | 00:02:46 | |
| Country. | 00:02:48 | |
| And everybody goes green. | 00:02:50 | |
| I got this ridiculous green jacket on which? | 00:02:52 | |
| Is suitable for today, but maybe not any other day but. | 00:02:55 | |
| Rivers turn green. | 00:02:59 | |
| Buildings turn green. Ventura had a parade this weekend. Everybody's Irish for the day, and guess what I had for lunch today? | 00:03:00 | |
| But many of you did as well. | 00:03:09 | |
| Even Moscow gets into it. Nowadays, Moscow hosts a. | 00:03:13 | |
| Parade. Saint Patrick's Parade. | 00:03:17 | |
| The first parade was in 1992 and. | 00:03:18 | |
| Ever since 1999 there's been a yearly Saint Patrick's Day festival in Moscow, which is interesting. | 00:03:22 | |
| Couple great Irish leaders of our time, John F Kennedy, Ronald Reagan, Orveen Carpenter. He was mainly Scottish. He had a little | 00:03:29 | |
| bit of Irish, but at his funeral the other day his great great nephew who was pictured here, Nicholas. | 00:03:36 | |
| Had a Shamrock tie on I thought oh how appropriate so. | 00:03:43 | |
| He joins us today in our inspiration. | 00:03:47 | |
| So a friend of mine, Irish immigrant Mikey de la Hunte. | 00:03:51 | |
| He immigrated from Ireland to the United States. He came to Boston. | 00:03:55 | |
| And then he. | 00:04:00 | |
| Eventually settled here in Port Hueneme. | 00:04:02 | |
| And he? | 00:04:05 | |
| He worked at the. | 00:04:06 | |
| The top deck. This is not the top deck. | 00:04:09 | |
| He worked at the top deck for a very long time, saving all his tips, and eventually he opened a bar. | 00:04:11 | |
| And it's kind of interesting for Irish immigrant to open a bar called The Local. And so you open the bar in Camarillo. | 00:04:17 | |
| This is a little video he put together. I asked him, hey, could you come to our council meeting and be a part of this information? | 00:04:27 | |
| He says. | 00:04:31 | |
| No, because I'm very busy on Saint Patrick's Day in an Irish pub. | 00:04:35 | |
| That makes sense, but we did cut this video and I want to share it with you right now. | 00:04:40 | |
| Do we have a? | 00:04:48 | |
| Volume. | 00:04:49 | |
| Can we start over? | 00:04:59 | |
| There we go. | 00:05:09 | |
| Yeah. | 00:05:10 | |
| I see Curtis coming in. I think he'll see if he can get the volume. | 00:05:25 | |
| It's really a nice little video. | 00:05:34 | |
| Hope we get to see. | 00:05:36 | |
| Or hear it. | 00:05:38 | |
| You know, if you'd wear this jacket more to karaoke, you'd sound better. | 00:05:42 | |
| This is this Jackets only for tonight. | 00:05:46 | |
| Oh boy. | 00:06:03 | |
| So the locals in Camarillo? | 00:06:21 | |
| And he also owns the Beachcomber. | 00:06:24 | |
| His goal of having a pub is for everyone to come and be treated as friends and family. | 00:06:34 | |
| He's been in business for seven years out in Camarillo. | 00:06:40 | |
| Has a large collection of whiskey. | 00:06:43 | |
| Some of which go for 90 plus dollars a shot if you could believe that. | 00:06:46 | |
| He's has really good staff and they've been able to. | 00:06:53 | |
| Carve out a little niche market. | 00:06:57 | |
| And recently he. | 00:07:00 | |
| Bought the Beachcomber. | 00:07:04 | |
| OK. | 00:07:26 | |
| We'll just let it play through and I'll kind of. | 00:07:28 | |
| Read the subtitle here in Camarillo Springs. | 00:07:31 | |
| Been there seven years. | 00:07:34 | |
| First opened it. It was just beer and wine. | 00:07:36 | |
| After. | 00:07:39 | |
| Couple years, year and a half. | 00:07:40 | |
| He was successful getting a liquor license. | 00:07:43 | |
| He's a whiskey lover, he's Irish, so as soon as he got the license he started building a selection of whiskeys. | 00:07:45 | |
| It's got whiskies from all over the world. | 00:07:51 | |
| Including Kentucky. | 00:07:53 | |
| Ireland. Japan, Taiwan. | 00:07:55 | |
| We have a strong focus on handmade craft cocktails as well. | 00:07:58 | |
| Very extensive menu during classic cocktails. | 00:08:02 | |
| House creations, Everybody that comes here hopefully feels like they're wanted and needed, and they become a part of our family | 00:08:06 | |
| too. And if you're around, pop on by. | 00:08:10 | |
| How are the celebrations at Saint Patrick's Day in America versus Ireland? | 00:08:15 | |
| A little different here in America compared to Ireland. Don't get me wrong, we party just like the Americans do. | 00:08:19 | |
| But we also focus on the importance of Saint Patrick himself as a person. | 00:08:24 | |
| As a St. and what he did for Ireland. | 00:08:27 | |
| What he did for Christianity. | 00:08:29 | |
| The Ireland at the time was this Pagan nation. He used the Shamrock to spread Christianity. | 00:08:31 | |
| Using the Father, Son and Holy Ghost. | 00:08:38 | |
| And from obviously there. | 00:08:40 | |
| Irish immigrants, we spread all over the world and we brought Christianity with us. | 00:08:42 | |
| What do you credit your success in America? Irish immigrant? I think being an Irish immigrant helped me. | 00:08:46 | |
| In the sense that I brought part of my Irish culture to Camarillo Springs. | 00:08:51 | |
| Sharing culture and creating a place like family. | 00:08:57 | |
| Would you own a business in the city of Port Hueneme? | 00:09:00 | |
| Port 1 Amy for sure. When I first got to America, I landed in Boston. | 00:09:02 | |
| After a few years, I left Boston and came to Port Hueneme. | 00:09:07 | |
| Where I worked. | 00:09:11 | |
| Where I met my wife and a lot of my best friends are from port winding me. I have a very strong connection to port winding I think | 00:09:13 | |
| if the opportunity ever arose. | 00:09:17 | |
| To build an authentic little Irish pub? Yeah, definitely, I'd be up for it. | 00:09:22 | |
| I believe Port Hueneme has a strong community as it is. | 00:09:25 | |
| And it would make sense to open a small, authentic little Irish pub. | 00:09:28 | |
| To give back to the community that made me feel so at home. Happy Saint Patrick's Day to all you the local sometimes lunch a. | 00:09:32 | |
| Thank you. | 00:09:40 | |
| Thank you. Thank you. | 00:09:44 | |
| Will now move to public comments that are not on the agenda. Comments are limited to three minutes on the process. Will be the | 00:09:46 | |
| same when we hear the comments pertaining to the agenda. Madam Clerk. | 00:09:51 | |
| Do we have any public comments tonight? | 00:09:57 | |
| Yes. | 00:10:00 | |
| We'll first start with Becky Burning and then followed by Mark Martin Erickson. | 00:10:01 | |
| Good evening, Mayor, Mayor Pro Tem, council staff. | 00:10:12 | |
| An audience I'm here representing Rocapie Outdoors. | 00:10:16 | |
| This Sunday is our fish day out at the end of Winning Me Pier from 8:00 to 11:00. | 00:10:20 | |
| So bring your kids out and learn how to fish. | 00:10:26 | |
| I'm going to switch. | 00:10:30 | |
| And I'm representing the wine Amy sister cities. | 00:10:33 | |
| We're having our first fundraiser dinner. | 00:10:36 | |
| On Tuesday the 25th act or being Carpenter Community Center. | 00:10:39 | |
| Tickets are $25 each and you can get those online. | 00:10:44 | |
| At our website. Thank you. | 00:10:48 | |
| Martin Erickson. | 00:10:53 | |
| Hold on just one second. You have a question. | 00:10:54 | |
| Becky, real question. | 00:10:58 | |
| What are the proceeds from the fundraiser go to? | 00:11:01 | |
| Oh, awesome. OK. Thank you. Thank you. Just for the record, that was to go to one of the local students. | 00:11:07 | |
| Thank you. | 00:11:13 | |
| Good evening. | 00:11:18 | |
| Mayor McQueen Lejeune, Mayor Pro Tem Lopez, members of the City Council. | 00:11:19 | |
| My name is Martin Erickson and I'm the Executive Director of the Ventura County Transportation Commission. | 00:11:24 | |
| VCTC umm. | 00:11:30 | |
| Happy Saint Patrick's Day again. | 00:11:31 | |
| To all of you. | 00:11:33 | |
| Especially those resplendent in in green. | 00:11:35 | |
| I it isn't. | 00:11:39 | |
| Honor to be back at the. | 00:11:40 | |
| City of Port Hueneme. | 00:11:42 | |
| The Transportation Commission. | 00:11:44 | |
| Is a. | 00:11:46 | |
| Special district created by the state. | 00:11:48 | |
| That basically serves as the funding conduit for nearly all of the state and federal transportation and transit funding that comes | 00:11:50 | |
| into Ventura County. | 00:11:55 | |
| And I serve A-17 member board, which includes the five county supervisors. | 00:12:00 | |
| And a mayor or council member from each of the 10 cities in Ventura County. | 00:12:06 | |
| And the city of Port Hueneme is very ably represented by your mayor. | 00:12:11 | |
| Mayor McQueen le Jean. | 00:12:16 | |
| Who is also serving as our vice chair this year for VCTC. So I'm very. | 00:12:18 | |
| Grateful to her for. | 00:12:23 | |
| The time she spends. | 00:12:25 | |
| With her fellow commissioners. | 00:12:27 | |
| Sometimes grappling over the. | 00:12:29 | |
| What can be difficult decisions and how to allocate? | 00:12:32 | |
| The money that flows through our agency. | 00:12:34 | |
| But I'm proud to be here tonight to share with you our. | 00:12:37 | |
| Annual community impact report. | 00:12:40 | |
| Which I just shared with my Commission our last meeting. I've left copies with the clerk for all of you. Also some. | 00:12:43 | |
| Copies in the front for the public. | 00:12:51 | |
| But basically this is a. | 00:12:53 | |
| Kind of a snapshot of the many things VCTC does. | 00:12:55 | |
| Beyond just the Big Blue buses that provide regional service, the Metrolink system, the Amtrak train, we also provide the freeway | 00:12:59 | |
| service patrol. | 00:13:03 | |
| Hopefully you. | 00:13:08 | |
| You haven't had to experience that service, but that is a free. | 00:13:09 | |
| Service of roving tow trucks. | 00:13:12 | |
| On the 101 and the 118. And they will. | 00:13:14 | |
| For free, fix a flat tire. If you have a flat, they will tow you to a safe location if you have a breakdown. They'll even provide | 00:13:18 | |
| you with a free gallon of gas if you run out of gas. | 00:13:23 | |
| So that has been one of our. | 00:13:28 | |
| Our most recent and most successful programs. | 00:13:30 | |
| Another program that we are extremely proud of is our Access for All. | 00:13:34 | |
| That is a countrywide wheelchair accessible service. | 00:13:38 | |
| For any member of the county that we. | 00:13:43 | |
| Put together with the state grant we received just a few years ago, that's also been very well received and. | 00:13:45 | |
| Filling some of the gaps in our transit system especially. | 00:13:50 | |
| For those folks who have paratransit needs. | 00:13:55 | |
| And and and need wheelchair service. | 00:13:57 | |
| But it's obviously been a tricky year with funding. | 00:14:00 | |
| I'm happy to report our finances are in very strong shape going forward and I hope they continue that way. | 00:14:04 | |
| But again, I just wanted to share this report with you. | 00:14:10 | |
| And again, thank the mayor for serving. | 00:14:12 | |
| The city on our Commission. | 00:14:15 | |
| Thank you very much. | 00:14:17 | |
| Thank you. | 00:14:21 | |
| Apologies if I mispronounced this, but Dawood Mustafa. | 00:14:22 | |
| Dawood, Mustafa Ali. | 00:14:26 | |
| I hope that was right. Hopefully we do mispronounce it. | 00:14:29 | |
| Good evening, Madam Mayor. Madam Mayor Pro Temp. | 00:14:34 | |
| And the rest of the city can also. | 00:14:37 | |
| Into the audience. | 00:14:39 | |
| I would like to commend. | 00:14:41 | |
| Madam Mayor and your council members for the swift action. | 00:14:43 | |
| That. | 00:14:49 | |
| Came about. | 00:14:50 | |
| When I shared my concern about parking, some of the people who parked their cars on the corners so that when you are approaching | 00:14:51 | |
| the corner to make a turn, a right turn specifically. | 00:14:57 | |
| You can't see pedestrians approaching the crosswalk. | 00:15:03 | |
| And after I shared that concern with you. | 00:15:07 | |
| I saw. | 00:15:11 | |
| Citations being issued. | 00:15:12 | |
| The car, most of them are jeeps and and trucks that are very high. | 00:15:14 | |
| And so when you approach the corner, you cannot see. | 00:15:19 | |
| Of pedestrians coming. | 00:15:23 | |
| Across across the street and you can hardly see cars that are. | 00:15:25 | |
| Coming eastbound, coming from the West, going eastbound Pleasant Valley, I'm talking about that specifically. And so you know I, I | 00:15:30 | |
| was so. | 00:15:34 | |
| Odd when I saw. | 00:15:39 | |
| The citation on a specific vehicle. That was all. | 00:15:41 | |
| Always in a way. | 00:15:45 | |
| So I commend you all for their swift action. | 00:15:46 | |
| And The funny thing? | 00:15:49 | |
| Two Sundays ago when I was going home. | 00:15:51 | |
| I live on C St. and I was turning the corner and I saw parking enforcement right there on a Sunday. | 00:15:54 | |
| Issuing citations and I rolled my window down and I said good. And she gave me the thumbs up. So I commend you all for the swift | 00:16:01 | |
| action that you've taken and I appreciate it. You probably saved somebody's life. | 00:16:07 | |
| Are some some tragic incidents from happening with pedestrian? So I commend you for the swift action. | 00:16:14 | |
| I will stay for the meeting rest of the meeting but I have a. | 00:16:21 | |
| Meeting attend to myself. | 00:16:24 | |
| So thank you very much. | 00:16:25 | |
| Thank you. Thank you. And while we're thanking people, I just want to thank the staff as well and the Police Department and all | 00:16:27 | |
| those who participated in helping us do that swiftly. So thank you so much. | 00:16:32 | |
| Greg Ross. | 00:16:39 | |
| Good evening, Mayor, Mayor Pro Tem, City Council. | 00:16:50 | |
| Rocking the green, I love it. | 00:16:55 | |
| I'm Scott, I'm Scottish, but it's OK, My wife is Irish. | 00:16:58 | |
| I'm going to start with this. | 00:17:02 | |
| Hopefully. | 00:17:04 | |
| I can find it on my phone. | 00:17:05 | |
| It's an audio recording. | 00:17:07 | |
| Of the port at 11:55. | 00:17:10 | |
| PM and it was March the 6th. | 00:17:14 | |
| 11:55. | 00:17:24 | |
| That's what we hear. | 00:17:26 | |
| In our neighborhood. | 00:17:27 | |
| And I've got others, but that's that's one just as an example. | 00:17:28 | |
| So you all have. | 00:17:33 | |
| I hope a copy of this. | 00:17:34 | |
| It's an article. I did not search this. | 00:17:37 | |
| On a Google search or anything? | 00:17:40 | |
| It came to me. | 00:17:43 | |
| BBC is saying. | 00:17:45 | |
| That. | 00:17:47 | |
| Noise pollution. | 00:17:49 | |
| Causes heart attacks. | 00:17:51 | |
| Type 2 diabetes. | 00:17:52 | |
| And has links to dementia. | 00:17:54 | |
| And that's what we get when we live in a high density. | 00:17:57 | |
| Right next to the port. | 00:18:01 | |
| It's not right. | 00:18:02 | |
| And the port is just not. | 00:18:04 | |
| A good neighbor. | 00:18:07 | |
| I've been to their Harbor District Commission. | 00:18:08 | |
| Meetings and asked and. | 00:18:13 | |
| And Commissioner Rooney wrote it down. | 00:18:16 | |
| But nothing's happened. That was two months ago. | 00:18:19 | |
| Here's what I'm asking for. | 00:18:22 | |
| A sign put out front for the truckers. | 00:18:26 | |
| The truckers are not our friend either. They're they're. | 00:18:29 | |
| They're not, they don't belong to the port, but they're they're hired by the port. | 00:18:32 | |
| OK so I'm just asking for something like this and. | 00:18:37 | |
| So far, the Harbor District Commission. | 00:18:40 | |
| Are being very. | 00:18:43 | |
| They're they're, they're standing in the way of being a good neighbor. | 00:18:45 | |
| So here's where. Here's where it's really. | 00:18:49 | |
| Gets to me a lot. | 00:18:53 | |
| Every single member. | 00:18:55 | |
| On that. | 00:18:57 | |
| Harbor District commissioners are all in Oxnard. | 00:18:58 | |
| None are in Porto, Winnemi. | 00:19:01 | |
| That's not democracy. | 00:19:04 | |
| We should have at least based on. | 00:19:07 | |
| On. | 00:19:09 | |
| The population of Oxnard versus Port Hueneme, we should have at least one member on that Commission and we don't. | 00:19:12 | |
| It's not right. It's not democratic. | 00:19:20 | |
| And. | 00:19:22 | |
| They don't listen when I talk to you all. I love it because you look at me. | 00:19:24 | |
| When I talk to them, they're looking at their phone, they're looking down. | 00:19:29 | |
| It's not right, and then they want to argue. | 00:19:32 | |
| Whether they live in Oxnard or they live in Silverstrand. | 00:19:34 | |
| OK, well. | 00:19:38 | |
| I said my piece, thanks for listening. | 00:19:39 | |
| Thank you, Cesar Estrada. | 00:19:42 | |
| Hello. Good evening everyone. | 00:19:56 | |
| Especially the OR. | 00:20:00 | |
| To the mirror protect. | 00:20:03 | |
| And to the city manager and to the. | 00:20:06 | |
| Mr. Estrada, can you pull the microphone closer to you? | 00:20:08 | |
| Yeah, my topic. | 00:20:16 | |
| Or agenda for tonight is very short. | 00:20:19 | |
| It's about. | 00:20:21 | |
| Project of our old timer. | 00:20:23 | |
| Of something like. | 00:20:26 | |
| Employment Generation. | 00:20:29 | |
| This start problem. | 00:20:31 | |
| A little gardening. | 00:20:33 | |
| Like from our houses. | 00:20:35 | |
| Is being sponsored by UC ANR. | 00:20:39 | |

| But beyond that? | 00:20:51 | |
| If we succeed on this grant that we're. | 00:20:52 | |
| Proposing for. | 00:20:55 | |
| UCA and R. | 00:20:57 | |
| They have the very small grants. | 00:20:58 | |

| Wrong. Thank you so much. | 00:23:01 | |
| Thank you. | 00:23:04 | |
| Dulce Satterfield. | 00:23:06 | |
| Good evening, council members. | 00:23:24 | |
| I'm going to start with the conclusion I decided. | 00:23:26 | |
| Council members the 50th anniversary of Surfside 3 Owners Association is looming. | 00:23:29 | |
| It's just less than eight months away. | 00:23:34 | |
| We won't aim for speech making or photo OPS, but one or more of you. | 00:23:37 | |
| May be invited to a modest shindig. | 00:23:41 | |
| OK, so 50 years, that's a lot, but looking back just November. | 00:23:44 | |
| I aired 5 questions. | 00:23:50 | |
| And none of them were answered. | 00:23:52 | |
| They were numbered one through 5. And then the broader questions also unanswered, but two of those questions I'm probing now, so. | 00:23:55 | |
| If I come up with facts, I will share them with you with. | 00:24:01 | |
| Whatever I find if you're interested. | 00:24:04 | |
| Anyway, none of the questions I asked. | 00:24:08 | |
| In November, we're about sandbags. But. | 00:24:10 | |
| This winter there was quite a spiel in this room about the readiness. | 00:24:12 | |
| Promoting sandbags, sandbags, sandbags. | 00:24:16 | |
| And The thing is. | 00:24:19 | |
| I earnestly explored in 2024 about hands on sandbag use in a shared carport. | 00:24:20 | |
| And then the board of the Owners Association opposed sandbags concern is the shifting of risk towards other folks in proximity. | 00:24:28 | |
| That's the rationale. | 00:24:32 | |
| So what's next? | 00:24:37 | |
| I found no written info on the city's website about any proactive infrastructure. | 00:24:41 | |
| Next steps. | 00:24:45 | |
| A public works list of three goals is posted, but those goals span just a few years. | 00:24:47 | |
| A few years out of a 10 year visioning plan. | 00:24:52 | |
| How about a new goal? | 00:24:57 | |
| To enhance infrastructure. | 00:24:58 | |
| It's time we think beyond sandbags. | 00:25:00 | |
| And stop pretending one thing fits all concerned. | 00:25:03 | |
| Condo homeowners are not second class constituents the last time I checked. | 00:25:07 | |
| Looking forward, it may take political will. | 00:25:11 | |
| To explore adding a catchment basin. | 00:25:14 | |
| Along Surfside Drive is a strategic enhancement. | 00:25:17 | |
| This idea was described 12 months ago. | 00:25:19 | |
| By someone technically respected and I was only CC D. | 00:25:22 | |
| So I know we have a broader spectrum of distinct areas in Port Hueneme. | 00:25:26 | |
| But if you assume the word sandbag appeases folks in high density zones, think again. | 00:25:30 | |
| Put yourself in the wet shoes of someone young or old rushing outside past midnight as recently as last week. | 00:25:35 | |
| With atmospheric waves of rain, yeah, we moved our cars. | 00:25:42 | |
| From the carport to slightly higher ground. Again a desperate and sleep depriving coping mechanism. | 00:25:45 | |
| So sandbags are not a silver bullet to rely on. We at Surfside Three are constituents. We So don't bury intelligent your | 00:25:50 | |
| intelligent heads in sand. | 00:25:55 | |
| And pretend that it's. | 00:25:59 | |
| Sandbag is a go to. | 00:26:01 | |
| Solution for all. | 00:26:03 | |
| I've supported candidates forays at Surfside 3 to Canvas in years past. | 00:26:05 | |
| So come and get to know our terrain and our stark exposure to backups of runoff from Surfside Dr. triggering sudden and | 00:26:09 | |
| destructive ponding. | 00:26:13 | |
| OK, I made it. | 00:26:18 | |
| Less than 3 minutes. | 00:26:20 | |
| So 50th anniversary in February 20252026. | 00:26:22 | |
| And then we just have one last public comment written. | 00:26:28 | |
| I'll read that to you now. It's from Jessica Camarillo. | 00:26:32 | |
| Dear Members of the City of Port Hueneme's Council, My name is Jessica Camarillo and I am a junior at Oxnard High School. | 00:26:36 | |
| I am honored to serve on this year's planning committee for the Arthritis Foundation's Walk to Cure Arthritis. | 00:26:42 | |
| Which will take place on May 31st at the collection. | 00:26:48 | |
| I'm writing to request your support and approving a proclamation to recognize me as Arthritis Awareness Month in the City of Port | 00:26:51 | |
| Hueneme. | 00:26:55 | |
| Arthritis effects millions of people, including children like myself. | 00:26:59 | |
| I was diagnosed with juvenile arthritis when I was just four years old and still receive infusions every four weeks. | 00:27:03 | |
| Despite these challenges, I have remained dedicated to my academics. | 00:27:10 | |
| Maintaining and above 4.0 GPA and proudly playing on the Oxnard High School girls varsity volleyball team. | 00:27:14 | |
| I rarely share my condition with my peers because I don't want special treatment. | 00:27:21 | |
| I simply want to be seen for who I am. | 00:27:25 | |
| However, raising awareness is incredibly important to me, and I believe this proclamation would help shed light on the reality of | 00:27:27 | |
| arthritis and the need for continued research and support. | 00:27:32 | |
| I would also like to request if you would play the attached 2 minute video Faces of arthritis during the council meeting. | 00:27:38 | |
| It is a powerful video that highlights the impact of arthritis for all ages. | 00:27:44 | |
| If this is possible, please let me know what steps I should take to make this happen. | 00:27:48 | |
| I also want to personally invite each of you to join us at the Walk to Cure Arthritis May 31st, 2025. | 00:27:52 | |
| Your support would mean so much to our community working toward a cure. | 00:27:59 | |
| Thank you for your consideration. I look forward to your response and hope to see you in May. | 00:28:03 | |
| Sincerely, Jessica. | 00:28:07 | |
| Mayor and council. | 00:28:11 | |
| So we did adopt A schedule of presentation items for this year at the meeting in May, there is room for one more item, so. | 00:28:13 | |
| Although we can't do it now as part of public comment. | 00:28:21 | |
| If there's an interest in from the council and adding that item, it can be added under future agenda items. | 00:28:24 | |
| And that concludes public comment. | 00:28:33 | |
| Thank you. | 00:28:35 | |
| And thanks to everyone who provided public comments tonight. | 00:28:36 | |
| We'll move to our agenda approval. | 00:28:40 | |
| May I have a motion and a second to approve the agenda? | 00:28:43 | |
| Move to approve. | 00:28:48 | |
| OK. | 00:28:54 | |
| Yeah. | 00:28:57 | |
| No, this is. | 00:29:00 | |
| This is the. | 00:29:02 | |
| To approve the agenda. | 00:29:03 | |
| And then we're going to go back. | 00:29:05 | |
| And talk about the consent. Do you have a change on the consent? Well, I wanted to ask if we could move one of the items up. | 00:29:07 | |
| OK. Yeah, I was hoping that we could move. | 00:29:13 | |
| We have the dredging project update. | 00:29:18 | |
| At the very end. | 00:29:21 | |
| And I believe there was going to be staff here. | 00:29:22 | |
| From the county I don't see them though. | 00:29:25 | |
| Who are going to speak on that item? And I just didn't want to hold them up. | 00:29:29 | |
| Because there's a lot on the agenda. Well, they're not here and so. | 00:29:33 | |
| We don't know if they're going to be here in time for us to get there. So we'll go ahead and move it with the approval and OK. OK, | 00:29:37 | |
| thank you. Can I get a, I think I got a motion, Councilmember Perez there a second. | 00:29:42 | |
| Second, great. Thank you, Madam Clerk and get a roll call. All in favor. Aye, aye. All opposed. | 00:29:47 | |
| Hearing none, motion passes unanimously. | 00:29:53 | |
| Thank you. We'll move to conflict of interests. So does any member of the Council have any conflict of interest to disclose | 00:29:55 | |
| regarding any of the agenda items? | 00:30:00 | |
| Nope. Thank you. | 00:30:05 | |
| And we'll move on to our presentations. We're going to have Chief. | 00:30:07 | |
| Frederico, come up. | 00:30:12 | |
| Good evening everyone. Before I start, Giorgio did stop by tonight to say hi before I give the presentation. | 00:30:27 | |
| Where's the squirrel? | 00:30:35 | |
| Hey, Giorgio. | 00:30:37 | |
| Hi, buddy. He loves that. He's a squirrel catch, you know he loves. | 00:30:39 | |
| Always great to see him. I know buddy. | 00:30:44 | |
| You know the unique thing about having the non apprehend? | 00:30:50 | |
| Dogs is everything they. | 00:30:52 | |
| This guy has turned into a. | 00:30:54 | |
| Truly a therapy dog in the station, in the community. He wants to play and if you get him on the carpet, he just wants his belly. | 00:30:57 | |
| But he's super sweet. | 00:31:03 | |
| Thanks buddy. | 00:31:05 | |
| He's on everything, but not like he was the first time. Yes, and recently the officers were on a call with a military vet that was | 00:31:12 | |
| going through a mental health crisis. | 00:31:18 | |
| And you know, all our officers are CIT trained and they were doing a really good job with communication, but there was still a | 00:31:23 | |
| hard breakthrough. | 00:31:26 | |
| Officer Magana Joel there got Giorgio out of the car. | 00:31:30 | |
| Instant a guy hugged him and just got into conversations that I reminded him of his dog and. | 00:31:34 | |
| The cooperativeness. | 00:31:41 | |
| Came full force, so we're now going to look at the potential of. | 00:31:42 | |
| Putting him through some therapy dog training since he's a non apprehension dog. | 00:31:46 | |
| OK, lot of information to go over so I'm going to get this going. | 00:31:51 | |
| Towards the end we get to the homeless section, I'm going to have officers act from come up. | 00:31:56 | |
| And discuss the homeless part. | 00:32:00 | |
| If it works, maybe hold the questions at the end and I will try to get through this. | 00:32:02 | |
| As fast as I can. Where's my clicker? | 00:32:07 | |
| I'm always honored to present to you the. | 00:32:23 | |
| The hard work of your staff. | 00:32:26 | |
| The PD. | 00:32:28 | |
| All this is done an accomplishment with all the teamwork we do with the city Staffs. | 00:32:30 | |
| Everything that you support us for in the Council. | 00:32:35 | |
| And that the city manager does out of his office. | 00:32:37 | |
| OK. Reminder on our mission, vision and values, which we presented last year, leading our community's efforts and safety, | 00:32:42 | |
| enrichment and engagement. | 00:32:45 | |
| Serving our community with respect, compassion and courage and our values Respect, integrity, compassion. | 00:32:49 | |
| Courage and the uniqueness for us here in Winnemi is employee enrichment and Wellness. | 00:32:55 | |
| Our staffing levels. | 00:33:03 | |
| If you recall, last year you got bragging rights as a city. | 00:33:04 | |
| Have the first agency in the county that was fully staffed with. | 00:33:09 | |
| Sworn officers. | 00:33:13 | |
| It's very unique. | 00:33:15 | |
| Not only across the country, but very much so in Southern California. Everybody's. | 00:33:16 | |
| Trying their best to recruit the best and brightest into their organization. | 00:33:20 | |
| We did get up to 24. | 00:33:24 | |
| Sworn staff, which included the myself, the chief of the commander. | 00:33:28 | |
| Admin Sergeant. | 00:33:32 | |
| 3 sergeants. We were able to take one of the operation sergeants, make them a traffic Sergeant. | 00:33:33 | |
| 2 senior officers. The 12 police officers making up. | 00:33:38 | |
| One community resource officer. The motor officer. | 00:33:42 | |
| In the canine and one was a trainee. | 00:33:45 | |
| Understand this when we came to you for support last year or for. | 00:33:48 | |
| Tools and resources such as. | 00:33:52 | |
| You know, motorcycle and canine. | 00:33:54 | |
| We weren't adding full time employees. We were. | 00:33:55 | |
| Adding tools and resources. | 00:33:58 | |
| For the motivated team that's already in place. | 00:34:00 | |
| To take those and use them. | 00:34:03 | |
| In patrol. | 00:34:05 | |
| We have. | 00:34:09 | |
| For reserve officers. | 00:34:11 | |
| We were up to two community serve officers and then we brought parking enforcement. | 00:34:12 | |
| Back over to the Police Department, which was here. | 00:34:16 | |
| Another PD. | 00:34:19 | |
| Well over 20 years ago. | 00:34:21 | |
| Investigations Division. There's one Sergeant here running the shop. | 00:34:24 | |
| There's a senior detective and then a police officer detective. | 00:34:27 | |
| And we have one Sergeant on the Organized Retail Theft Task force leading a team. | 00:34:30 | |
| With of deputies and police officers. | 00:34:36 | |
| Our staffing levels with the administration. | 00:34:40 | |
| Our support services, we have our one manager. | 00:34:46 | |
| One dispatch supervisor and five dispatchers. | 00:34:49 | |
| We had a transition last year in dispensers, you recall. | 00:34:53 | |
| We lost dispatcher Ivan Vasquez at a very young age to cancer. | 00:34:56 | |
| And then we brought a board, Nikki. | 00:35:00 | |
| We've it's still. | 00:35:05 | |
| Losing Ivan at such a young age and last year in May. | 00:35:09 | |
| Was. | 00:35:17 | |
| Rough for the department, but the good thing was we had brought peer support. | 00:35:18 | |
| And some other things into the department. | 00:35:23 | |
| In time to help address that. | 00:35:25 | |
| Property and Evidence. One supervisor in the support services part Technician part time back there in property and evidence. | 00:35:29 | |
| And then in records. | 00:35:36 | |
| There are uh. | 00:35:37 | |
| To senior records technicians and we've held a spot in their vacant during all of last year. | 00:35:38 | |
| We have 11 explorers and growing. We just recruited some more. | 00:35:47 | |
| And three police chaplains. | 00:35:50 | |
| Call summary so 911 calls. | 00:35:59 | |
| We're at 7082. It's actually down from last year our administrative calls. | 00:36:03 | |
| Or 24 thousand 057, but that's also down. | 00:36:09 | |
| In the for the total calls. | 00:36:13 | |
| They're down from about. | 00:36:16 | |
| Altogether from last year about 33,400 to 31. | 00:36:18 | |
| 1000. | 00:36:22 | |
| Our incident totals. | 00:36:25 | |
| For the department. | 00:36:28 | |
| Is 18,890. Incident totals from last year was about 16,700, so we are up that. | 00:36:30 | |
| Is also because of activity of your personnel. | 00:36:37 | |
| Doing more work in the field so that brings your total number of incidents up. | 00:36:40 | |
| Police reports are up this year by about 200. More at. | 00:36:45 | |
| 1531. | 00:36:49 | |
| And the most common incidents are subject disturbing calls. | 00:36:51 | |
| And our. | 00:36:55 | |
| Traffic stops, disabled vehicles, those. | 00:36:57 | |
| Self initiated activities by your. | 00:37:00 | |
| Field personnel. | 00:37:02 | |
| Our homeless related calls last year were at about 10%. They're down a little bit. | 00:37:05 | |
| Between the five and 10% mark of our calls the problem with an exact number on homeless calls sometimes those subject disturbing | 00:37:10 | |
| calls are actually homeless related, but they. | 00:37:14 | |
| Did not get queued as. | 00:37:18 | |
| Homeless related calls. | 00:37:21 | |
| Quality of life incidents. | 00:37:24 | |
| Everything has gone up. | 00:37:28 | |
| With the exception of. | 00:37:31 | |
| A few less loud music party calls. | 00:37:33 | |
| And suspicious vehicle calls. | 00:37:36 | |
| Maybe, uh. | 00:37:38 | |
| The suspicious vehicle calls are down drastically in half, probably because. | 00:37:40 | |
| Word got out that we have flock cameras in the city. | 00:37:45 | |
| We have good response times and maybe people are prowling and doing less. | 00:37:48 | |
| Arrests. | 00:37:56 | |
| Are down slightly to 637. They're about 685 last year. | 00:37:57 | |
| Among those. | 00:38:02 | |
| Adult 595 and the 36 juvenile. | 00:38:05 | |
| Something that. | 00:38:08 | |
| Wanted to bring here was juvenile diversion which we got up successfully running. | 00:38:10 | |
| Last year working with our partners and county with probation. | 00:38:14 | |
| With the Sheriff's Department. | 00:38:18 | |
| And City Impact and the City Impact team has incredible resources that we can bring a juvenile who. | 00:38:20 | |
| Is subject to arrest but chooses to take a path. | 00:38:26 | |
| To juvenile diversion. | 00:38:29 | |
| To avoid the system. | 00:38:30 | |
| And if they agreed to that and the family agrees, we had four in this case. | 00:38:32 | |
| They all went through successfully. | 00:38:37 | |
| One of those juveniles even called back. | 00:38:40 | |
| To talk to. | 00:38:43 | |
| The detaining officer officer from. | 00:38:45 | |
| To thank him for giving him the opportunity for juvenile diversion and changing his life. | 00:38:47 | |
| These these four stayed on or three of the four stayed on with the program to do more stuff that they're doing at City Impact. | 00:38:54 | |
| And one of them apparently is even trying to. | 00:39:01 | |
| Be a mentor to other kids. So this is. | 00:39:04 | |
| This is good news and I hope to see those numbers grow. | 00:39:07 | |
| Your traffic citations. | 00:39:10 | |
| Are up. | 00:39:12 | |
| I had to note from 20/23, it was 784 to 1306. That's what happens folks when you put motorcycle officers out there. | 00:39:13 | |
| To slow speeding and other hazardous driving. | 00:39:21 | |
| Very proud of our. | 00:39:27 | |
| Average response times in this city? I've always bragged about it. Even when I worked in another city, I talked about how great | 00:39:29 | |
| the response times were in Fort Wayne, ME. | 00:39:32 | |
| And having an average of 2.3 minutes in today's world. | 00:39:36 | |
| For an average call is. | 00:39:39 | |
| It's great, we get 2 calls fast and sometimes the initial call are still on giving details to the to the. | 00:39:42 | |
| To the dispatcher while we're pulling up on scene. | 00:39:48 | |
| OK. As I mentioned, parking enforcement came over to the PD mid year. | 00:39:55 | |
| Right at July 1st we moved him over. | 00:39:59 | |
| And I was very happy to hear somebody come in. | 00:40:02 | |
| And praise the. | 00:40:05 | |
| Of your. | 00:40:07 | |
| Hard working parking enforcement officers. | 00:40:08 | |
| Sometimes. | 00:40:11 | |
| You just hear the negative and you don't hear the praise. The work they do is difficult. | 00:40:12 | |
| It's hard. | 00:40:17 | |
| But there's a reason for traffic flow and parking safety and things like that, so. | 00:40:18 | |
| If you see the. | 00:40:23 | |
| Top 2 lines are the six months prior to coming over. | 00:40:26 | |
| And then the bottom 2 are the six months. | 00:40:30 | |
| Here at the PD. | 00:40:33 | |
| The drastic difference is that green line. The green line is. | 00:40:34 | |
| They're following our respectful, compassionate approach and spirit of the law and how we. | 00:40:38 | |
| Handle enforcement in the city. | 00:40:43 | |
| And that is? | 00:40:46 | |
| Warning citations in green. | 00:40:48 | |
| And it's allowing people to change their parking behaviors. | 00:40:51 | |
| Before they have to cite them. | 00:40:54 | |
| The majority the reason why you might have seen a little bit of decline in the top bar. | 00:40:56 | |
| The first six months of the year. | 00:41:00 | |
| Was we suspended some parking enforcement? | 00:41:02 | |
| As a city after the storm. | 00:41:05 | |
| If you recall. | 00:41:06 | |
| The good news is, in these past six months, the majority of the red citations. | 00:41:09 | |
| Have been down at beach parking. | 00:41:14 | |
| I don't understand why people would still come to our beautiful beach. | 00:41:16 | |
| And not pay the lowest beach parking ticket prices I've ever seen. | 00:41:20 | |
| It's like $8 for the whole day like. | 00:41:25 | |
| So, but they're still out there and so. | 00:41:27 | |
| Parking does focus on that. | 00:41:30 | |
| Can I just say something? Thank you so much for explaining this line. I think if. | 00:41:33 | |
| If someone would review this report. | 00:41:37 | |
| Outside of hearing you say and I recall when. | 00:41:41 | |
| After the storm, there weren't. | 00:41:45 | |
| The tickets weren't being giving out, given out. | 00:41:47 | |
| So if you didn't have that information, you just look at this and say, wow, they're giving more tickets. | 00:41:49 | |
| But they're. | 00:41:55 | |
| They're given warnings as well. | 00:41:57 | |
| And so. | 00:41:58 | |
| That, uh. | 00:42:00 | |
| Top line I imagine if. | 00:42:00 | |
| We didn't halt. | 00:42:03 | |
| The tickets. | 00:42:05 | |
| Being given that, that line would be probably. | 00:42:06 | |
| The 449 and the 12:52. | 00:42:09 | |
| The warning? I even went on right along with both our park enforcement officers when they came over. | 00:42:12 | |
| And we talked about. | 00:42:18 | |
| My philosophy, the community's philosophy and how we want to approach these. | 00:42:20 | |
| And. | 00:42:24 | |
| Like I said. | 00:42:25 | |
| They either one of them will tell you right away what's the highest number tickets or what's the highest category tickets. It's | 00:42:26 | |
| now beach parking that's the focus. | 00:42:30 | |
| In a small community like ours. | 00:42:35 | |
| If somebody's blocking somebody's driveway or there is a there is a need or somebody has explained they called to complain about. | 00:42:37 | |
| Certain parking violations, they'll let us know. | 00:42:43 | |
| You know, they'll let us know we are doing proactive patrols in the neighborhood. | 00:42:45 | |
| But I think a community that's able to call in when. | 00:42:49 | |
| When it's a nuisance. | 00:42:52 | |
| Is a happier community. | 00:42:55 | |
| And then when parking enforcement is down, focused on the beach where people should be paying, it's clearly marked. | 00:42:57 | |
| Then that also makes for a happier community. And just one more question, if I may. | 00:43:02 | |
| So when you give tickets. | 00:43:07 | |
| Do you see where the car is registered at? | 00:43:10 | |
| And I get the reason I ask that. Are the tickets coming from people who don't live in Port Hueneme? | 00:43:13 | |
| Now, some of them are residents. If some of them are out and they're not running the plates, they're just issuing the ticket | 00:43:18 | |
| pretty quickly on an electronic device and then leaving it. | 00:43:24 | |
| Thank you. | 00:43:29 | |
| OK, I'm gonna. | 00:43:32 | |
| I'm going to bring you to the chart while I read these next two instead of having you on the paragraphs. | 00:43:34 | |
| So. | 00:43:39 | |
| Fort Worth Police Department. | 00:43:40 | |
| Previously utilized the Uniform Crime Reporting System, which has been the data collection method for law enforcement agencies | 00:43:41 | |
| across the country for many decades. | 00:43:45 | |
| This year, law enforcement agencies have now transitioned. | 00:43:50 | |
| To the National incident based reporting system. | 00:43:53 | |
| The change the neighbors from the former UCR system. | 00:43:55 | |
| Can make crime statistics appear higher in the first year of transition. | 00:43:59 | |
| This is primarily because Neighbors captures a much more detailed picture of crime. | 00:44:03 | |
| By reporting every offense within an incident. | 00:44:07 | |
| Versus reporting only the most serious crime in a single incident in the past. | 00:44:10 | |
| There are now multiple reported crimes for some incidents. | 00:44:15 | |
| That may have only had one crime reported per incident in the past. | 00:44:18 | |
| There are two categories. | 00:44:24 | |
| Shown here the property crime and the violent crime. | 00:44:26 | |
| Again, this is going off of what we could compare to last year's with the new numbers that they keep with the new system. So we | 00:44:30 | |
| did our best to. | 00:44:33 | |
| Try to match him. | 00:44:37 | |
| A significant increase in burglaries. | 00:44:39 | |
| Has nothing to do with the systems. That has everything to do with. | 00:44:42 | |
| The flooding we had. | 00:44:45 | |
| After the storm. | 00:44:48 | |
| That the community suffered. | 00:44:50 | |
| In late December 2023, over the next few weeks, we had several burglaries reported in the area. | 00:44:52 | |
| Where homes were left vulnerable after the flooding. | 00:44:57 | |
| Laughter. | 00:45:00 | |
| Properties were left vacant. | 00:45:02 | |
| And a lot of times we had to double check with folks and just make sure it wasn't something that was cleaned up in the removal of | 00:45:04 | |
| debris and property. | 00:45:07 | |
| If you recall, how much? | 00:45:11 | |
| Assertiveness. We did. | 00:45:13 | |
| As a Police Department in our vulnerable neighborhoods that were. | 00:45:15 | |
| Were vacant, we were making an arrest or we make an arrest. | 00:45:19 | |
| We were doing surveillance on some people that we weren't sure if they were there to help. | 00:45:22 | |
| Or hinder. | 00:45:26 | |
| We had a couple of foot chases. I was involved in one myself. | 00:45:29 | |
| And we got people in custody who were up to no good. | 00:45:32 | |
| Among that 24 hours a day. | 00:45:35 | |
| It's hard to be in there. | 00:45:38 | |
| And there was a few. | 00:45:39 | |
| Some incidents that would have been previously categorized under simple assault. | 00:45:43 | |
| Are now moved up to aggravated assault, so it looks like our aggravated assault numbers are. | 00:45:48 | |
| Or higher. This created a significant increase. | 00:45:53 | |
| That is due to the change in the system. So next year when I'm able to present. | 00:45:56 | |
| To similar systems under an Ibar under neighbors. | 00:46:01 | |
| It'll look. | 00:46:05 | |
| It'll be easier to compare. | 00:46:06 | |
| The other. | 00:46:09 | |
| Significant increase. | 00:46:11 | |
| In violent crimes category. | 00:46:13 | |
| Is that the from the homicide incident in 2023? | 00:46:15 | |
| To the two separate homicide incidents involved. | 00:46:19 | |
| With three reportable homicides in 2024. | 00:46:22 | |
| What you will see next year. | 00:46:30 | |
| Is a comparison between. | 00:46:33 | |
| The new neighbors chart. | 00:46:35 | |
| With. | 00:46:37 | |
| 2024 and 2025. | 00:46:38 | |
| And as you can see, it's breaking categories down. | 00:46:42 | |
| To be more specific to understanding. | 00:46:46 | |
| What's going on in each crime trend and what's affiliated to a crime where they weren't tracking specifically the weapon or if | 00:46:49 | |
| drug use or mental health was involved, That is something now that we're going to track nationally. | 00:46:54 | |
| OK, every Police Department in California has DOJ reporting. | 00:47:05 | |
| Amongst. | 00:47:14 | |
| What you're going to see is I'm going to explain them and then on the next page you're going to see the outcome of our reporting. | 00:47:16 | |
| SB54 All individuals transferred from our custody to immigration authorities. | 00:47:21 | |
| Per the government code. | 00:47:26 | |
| You will also see death in custody and arrest related. | 00:47:27 | |
| Arrest related deaths. | 00:47:31 | |
| Law enforcement personnel say survey of the number of personnel. | 00:47:33 | |
| AB 953 The civilian complaints against police officers, the number of criminal and non criminal complaints and dispositions. | 00:47:40 | |
| AB71, The use of force reporting. | 00:47:47 | |
| Must be reporting use of force incidents that result in serious. | 00:47:51 | |
| Bodily injury or death? | 00:47:55 | |
| To a civilian and or a police officer. | 00:47:57 | |
| And then our repo reporting. | 00:47:59 | |
| Our Racial Identification and Profiling Act numbers. | 00:48:02 | |
| After each stop, an officer must complete. | 00:48:06 | |
| And we fill those out after. | 00:48:09 | |
| At the end of the day. | 00:48:11 | |
| So when I go to the chart, I'm always happy to report this. First of all, all your reports are available on Open Justice. | 00:48:14 | |
| DOJ. | 00:48:21 | |
| Gov. | 00:48:22 | |
| As far as? | 00:48:24 | |
| Transfers to immigrations. | 00:48:25 | |
| For the city? For what? You mean it's 0? | 00:48:27 | |
| Death in custody and arrest related deaths. | 00:48:31 | |
| Our law enforcement personnel survey 22 male, two female. | 00:48:35 | |
| Non sworn 3 mil and nine female. It doesn't count certain positions in the department of non sworn, IE the part time. | 00:48:39 | |
| So that's why I put the 12 next to it. That would be our full contingent. | 00:48:46 | |
| Civilian complaints against peace officers. | 00:48:50 | |
| Even Commander Albertson told me he doesn't remember the. | 00:48:53 | |
| Last time we had just seen one. | 00:48:56 | |
| One your folks. | 00:48:58 | |
| Your team is out there. | 00:49:01 | |
| Being assertive on the streets, they're making contacts, they're making arrests. | 00:49:02 | |
| You saw the numbers before you. | 00:49:07 | |
| In almost every organization that has assertive police officers out there. | 00:49:08 | |
| You will see a number of complaints. There are some people who will will complain. | 00:49:12 | |
| Just because. | 00:49:17 | |
| They got caught or. | 00:49:18 | |
| They disagree. | 00:49:19 | |
| We had one. | 00:49:21 | |
| One folks. | 00:49:23 | |
| Very proud of this team and their professionalism and their. | 00:49:24 | |
| Acts as respectful, compassionate guardians. | 00:49:28 | |
| Use of force reporting. | 00:49:32 | |
| A zero that met the criteria. | 00:49:34 | |
| Our RIPA stops there were 962 that were submitted by the deadline of the October count. | 00:49:37 | |
| With umm. | 00:49:43 | |
| Amongst those stops, there was 1047 individuals encountered. | 00:49:44 | |
| OK, accomplishments for 2024? | 00:49:53 | |
| We promoted one new support services manager at the end of the year. | 00:49:55 | |
| We've hired. | 00:50:00 | |
| We hired 2 police officers. | 00:50:01 | |
| And we welcome parking back, I mentioned that. | 00:50:04 | |
| We created the community resources officer position, so we took the cannabis HLO position and we've put. | 00:50:07 | |
| Schools and the other need for this trend in graffiti right now. I wanted to go back to a system where we were doing more | 00:50:12 | |
| tracking. | 00:50:15 | |
| So your community resources officer Zach from so he's built out. | 00:50:18 | |
| Some program for tracking graffiti. | 00:50:22 | |
| He handles some new programs we've started in the schools. | 00:50:25 | |
| As well as. | 00:50:30 | |
| Maintaining and monitoring the enforcement side of cannabis. | 00:50:31 | |
| And our homeless liaison efforts. | 00:50:34 | |
| We brought back a regular beach patrol. You might have seen the Polaris. They've even been out there myself. | 00:50:37 | |
| We brought back a regular. | 00:50:43 | |
| Scheduled beach patrol, especially on holiday weekends. | 00:50:45 | |
| I've seen many of you out there myself. When? | 00:50:49 | |
| Usually you're barbecuing or you're just hanging out the beach. | 00:50:52 | |
| And for the first time in the department's history, we added a second motorcycle officer. | 00:50:56 | |
| Not only increase in traffic enforcement, but folks. | 00:51:03 | |
| I know when the report was given. | 00:51:06 | |
| By Commander Albertson on the history of the motor program here. | 00:51:09 | |
| Where we brought the motor and it reduced fatal crashes. | 00:51:12 | |
| We took the motor away years later and we went years with an increase in fatal. | 00:51:16 | |
| Crashes. | 00:51:21 | |
| And uh. | 00:51:22 | |
| Since the motors been back. | 00:51:23 | |
| 2022. | 00:51:25 | |
| There was two fatals. We brought the motor in 2023. There was one fatal crash. | 00:51:27 | |
| And last year there was 0. | 00:51:31 | |
| Now, you might have heard of two crashes involving deaths. | 00:51:33 | |
| There was one in front of Grocery Outlet. | 00:51:36 | |
| That was a medical emergency. That was not a fatal crash. That's that's unavoidable, very sad and tragic. | 00:51:39 | |
| Incident. | 00:51:45 | |
| There was one on hemlock with a young man. | 00:51:46 | |
| After the, our traffic team took that investigation. | 00:51:48 | |
| All causes of the crash, the speed. | 00:51:53 | |
| All attributing factors happened in the city of Oxnard. | 00:51:55 | |
| The vehicles. | 00:51:58 | |
| Original point of impact was in the city of Oxnard. The sad thing is the vehicle went airborne and landed. | 00:51:59 | |
| Across the street in the city of port waiting me. So if you understand jurisdictional, this was not our crash. | 00:52:04 | |
| That is a. | 00:52:11 | |
| City of Oxnard crash. | 00:52:12 | |
| So all the. | 00:52:13 | |
| Contributing factors are not in the city of Fort. What do you mean? | 00:52:15 | |
| We created a full time Traffic Unit. There used to be a motor or traffic officer in the history of the department. | 00:52:21 | |
| Collaterally a. | 00:52:28 | |
| A Sergeant overseeing it, usually a day watch Sergeant. | 00:52:30 | |
| We changed the game here. | 00:52:34 | |
| To take the. | 00:52:36 | |
| Communities concerns for traffic. Seriously. And you have first time you have a full time Traffic Unit. | 00:52:38 | |
| Which also allowed us to bring parking over and put them in the Traffic Unit. Which reassigned the CSO's to the Traffic Unit. | 00:52:43 | |
| And you have a full Traffic Unit. | 00:52:49 | |
| Again, other than bringing parking over, we did this without adding. | 00:52:52 | |
| Ftes we? | 00:52:56 | |
| We moved personnel around. | 00:52:57 | |
| Empowered them and gave them the equipment and the. | 00:53:01 | |
| The opportunity to handle the Traffic Unit. | 00:53:03 | |
| With that, another first for the department. | 00:53:07 | |
| Is the traffic the commercial enforcement equipment? | 00:53:10 | |
| Which I was thinking. | 00:53:14 | |
| BCTC friends as they really because that VCTC grant is what brought you. | 00:53:15 | |
| Your commercial enforcement. | 00:53:20 | |
| It was. All the commercial enforcement equipment was fully funded. | 00:53:22 | |
| By a $31,000 grant from BCTC. | 00:53:25 | |
| That is there to. | 00:53:28 | |
| Bring some safety and some security measures of our traffic flow, not just on the boulevards, but that which is coming from our | 00:53:32 | |
| port so. | 00:53:36 | |
| There's a, there's a, there's a lot of pluses to have a commercial enforcement. | 00:53:42 | |
| Team Umm. | 00:53:46 | |
| It also brought us our first drone. If you recall, part of that package was a drone. | 00:53:48 | |
| We've had success with using the drone outside of the traffic investigation field that it was originally brought for. | 00:53:53 | |
| We had some spacious subjects on the roof of a shopping center. In the old days, we'd get the fire department out there, our | 00:53:59 | |
| friends in the fire department. | 00:54:03 | |
| I love them because they have ladders. | 00:54:06 | |
| Beck and call and we would put two ladders up and have to do a tactical climb. | 00:54:08 | |
| On two sides of the building, Well, we have drones now. We don't have to do that. We brought the drone, we used it. | 00:54:13 | |
| I think Sergeant Bates used his dad voice. | 00:54:21 | |
| And gave commands to the suspects from the drone and ordered them off the roof so. | 00:54:23 | |
| It's it's got some successful use. We would love to expand the. | 00:54:28 | |
| Drone program, we'll talk more about that later because we are very close to. | 00:54:33 | |
| The ability to have a. | 00:54:39 | |
| Potential of a drone. | 00:54:41 | |
| First responder program, but we'll present that later. | 00:54:42 | |
| We got a Bosch crash data recorder in a new Lidar systems. | 00:54:45 | |
| Laser. | 00:54:51 | |
| The old radar. | 00:54:54 | |
| Speed gun. It's now Lidars. | 00:54:55 | |
| Which is a more accurate? | 00:54:57 | |
| Speed detector. | 00:55:00 | |
| And the Bosch crash data. | 00:55:01 | |
| Does everybody have one of those? | 00:55:04 | |
| Yeah, they're very unique, but it's the best. | 00:55:06 | |
| Vehicle reader for. | 00:55:09 | |
| Reading the computer in a car for crash data. | 00:55:11 | |
| And we have one of the unique ones that can read multiple cars. | 00:55:14 | |
| Very accurate and honestly on a risk management side for the city. | 00:55:19 | |
| It's outstanding to have that. | 00:55:23 | |
| Because in a lot of fatal crashes, there's a lot of. | 00:55:25 | |
| Engineering questions and stuff about the city, but when we have all the facts that we can gain for ourselves. | 00:55:28 | |
| It's a benefit to the city. | 00:55:32 | |
| We upgraded virtual retraining, virtual reality training for our officers. | 00:55:36 | |
| We upgraded. | 00:55:41 | |
| To a higher quality Taser 10, which is another useful. | 00:55:42 | |
| Tool to reduce injuries to both us and arrestees. | 00:55:47 | |
| And we upgraded our body worn camera system. | 00:55:53 | |
| We've had improvements within the station remodel after the flooding of 2023. | 00:55:56 | |
| It's we've. | 00:56:02 | |
| Worked within budget with that to get everything up and running. I told you I was even able to squeeze in I think when I talked | 00:56:05 | |
| about the Wellness presentation. | 00:56:08 | |
| Squeeze in a small gym at the back of the station. | 00:56:12 | |
| So. | 00:56:15 | |
| And we bought some equipment with that. | 00:56:16 | |
| With with grant money from the state. | 00:56:18 | |
| And you saw Giorgio as our newest K9 officer in five years. | 00:56:22 | |
| And there's a lot of community support for a second K9. | 00:56:26 | |
| Giorgio focuses on explosives and. | 00:56:32 | |
| And, umm. | 00:56:34 | |
| Firearms. | 00:56:36 | |
| The next one would focus on narcotics. You can't cross train them in that. | 00:56:38 | |
| But in both cases. | 00:56:42 | |
| They're able to. | 00:56:43 | |
| Sniff out people so not just for suspects but one with a lost child disappears or. | 00:56:45 | |
| Or one of our residents, our young residents with autism. | 00:56:50 | |
| Goes lost from the home at night. We can bring a canine out there and have them sniff the bedding and start looking right away. | 00:56:53 | |
| And find a lot faster than we can with flashlights. | 00:56:58 | |
| We've. | 00:57:04 | |
| Let's see hired 3 new Police Explorers. We hosted a regional Police Explorer Academy. We hosted Police Explorer holiday toy | 00:57:06 | |
| giveaway. Thanksgiving Turkey giveaway. | 00:57:11 | |
| Police explore car show Havana Knights fundraiser. | 00:57:17 | |
| The Explorers competed in two state and one national competition. | 00:57:20 | |
| The Sunny Horses for Kids folks came out and we did an event with them with our officers at the Boys and Girls Club. | 00:57:25 | |
| Wyoming Beat. We participated in Wyoming Beach Festival fun run events. | 00:57:31 | |
| Part of Wine Me Beach Festival. | 00:57:35 | |
| There's been a lot of backpack medicine events. I can let Zach talk about them when he gets to homeless. | 00:57:38 | |
| We did a really cool thing this year. We did the Autism Society of Ventura Counties ought to run. | 00:57:42 | |
| But we did it as a City team. | 00:57:47 | |
| We had. | 00:57:52 | |
| Other members of the department. Members of council. | 00:57:53 | |
| I wanted to walk. | 00:57:56 | |
| Council member Perez was like, no, you will keep running. If I'm running, you're running. I wanted to just walk the second-half of | 00:57:59 | |
| that thing. | 00:58:02 | |
| And it was good, but we had. | 00:58:06 | |
| Different members from different. | 00:58:09 | |
| Departments in the city plus members of our community. | 00:58:12 | |
| All running in camera rail for that. So that was that was a good day and we're gonna do it again this year. | 00:58:15 | |
| Special Olympics torch run participation, which again had members of the City Council, a lot of people involved in that. | 00:58:21 | |
| We hosted another National Night Out event. | 00:58:27 | |
| And our social media continues each year to increase over 10%. | 00:58:30 | |
| Talked about juvenile diversion. Justice Assistant Grant. | 00:58:39 | |
| With our county partners and city impact team. | 00:58:42 | |
| I won't get into that again as I already explained. | 00:58:46 | |
| 4 juveniles, three of them stayed beyond their requirement. | 00:58:48 | |
| The grants spending on grants so. | 00:58:51 | |
| Juvenile or the justice assistance grant. | 00:58:55 | |
| We've used. | 00:58:57 | |
| $9140.00 of that in this year's budget. | 00:58:59 | |
| The Organized Retail Theft grant brought us $254,000. | 00:59:04 | |
| Officer Wellness and Mental Health grant, we spent all 20,000 of that. | 00:59:11 | |
| This year and the Prop 64. | 00:59:15 | |
| Cohort 2 and Cohort 3 grants although. | 00:59:19 | |
| There's hundreds of thousands going to the Boys and Girls Club. | 00:59:22 | |
| Through the the City Grant 64,000 came back to our budget to fund a position. | 00:59:25 | |
| Again, I mentioned VCTC 31,000. | 00:59:33 | |
| And our total grants that we attained this year. | 00:59:36 | |
| That we allocated this year was 379,000. | 00:59:39 | |
| 151. | 00:59:43 | |
| Lots of community engagement and then it brings us to. | 00:59:47 | |
| Homeless with your community resources officer? | 00:59:52 | |
| Zach from. | 00:59:55 | |
| Some good numbers to report. | 00:59:59 | |
| Good evening, SO. | 01:00:04 | |
| Homelessness. I'd like to start with the graph on the right. | 01:00:06 | |
| It is just a heat map if you will, just the hotspots for calls for service. So if you see on the North End. | 01:00:09 | |
| Where the red is, it's generally around the mainly village marketplace as well as Olvera. | 01:00:16 | |
| The beach has gone down. We'll go over that in a second. So the point in time count in 2024 was 44. | 01:00:22 | |
| Individuals that were. | 01:00:29 | |
| Experiencing homelessness, so a point in time count for 20/25 was 21, so we decreased that significantly. | 01:00:31 | |
| With not only myself but our entire department just working with anyone that they can to at least direct them to me or I can | 01:00:38 | |
| direct them to the proper resources. | 01:00:43 | |
| Individuals House. | 01:00:48 | |
| In 2024 was one and the OS stands for out of state one individual who. | 01:00:50 | |
| Was primarily around the peer area. Some of you may have seen him with his girlfriend under the pier in the little. | 01:00:56 | |
| Table area and stuff like that. He's from Georgia. | 01:01:03 | |
| Experiencing homelessness. | 01:01:06 | |
| We've had countless calls for service on them and just. | 01:01:08 | |
| Initially was service resistant, which is. | 01:01:12 | |
| A difficult thing to just breakthrough to people that understand that there are resources for them. | 01:01:15 | |
| But eventually we got to him and he was just tired of living, you know, under the pier and tired of us coming out there talking to | 01:01:20 | |
| him and just wanted his life back so. | 01:01:25 | |
| He's from Georgia. | 01:01:30 | |
| He had family there that was one to take him in and we were shot to our county, county resources. | 01:01:31 | |
| And got him back to Georgia on a Greyhound bus. So it was a nice little success story. | 01:01:36 | |
| Him and his girlfriend. | 01:01:42 | |
| You actually send one of our officers, Officer, can you know a selfie? | 01:01:43 | |
| Of him and his his girlfriend on the bus going back. So it was a little heartwarming to see, You know, you always hear you send | 01:01:47 | |
| people off and you hope that they make it. And it was encouraging. | 01:01:51 | |
| We received that simple picture. | 01:01:57 | |
| So since the. | 01:01:59 | |
| CRO position. | 01:02:02 | |
| Previously was the HLO the homeless liaison officer. | 01:02:03 | |
| That was created in 2021. | 01:02:06 | |
| We have housed 5 people so it's a. | 01:02:10 | |
| Awesome. Umm. | 01:02:13 | |
| But the biggest difficulty, again I'll reiterate, is just people being service resistant. | 01:02:14 | |
| We contact individuals every single day, we offer resources and it's just whether they're willing to receive. | 01:02:19 | |
| The help and so. | 01:02:27 | |
| Speaking on backpack medicine as well. | 01:02:28 | |
| We met with them today, did a whole. | 01:02:31 | |
| Roundabout in the city, just trying to contact anyone that we can. | 01:02:33 | |
| And James Boyd, the director of all that, he's an awesome man and he's. | 01:02:38 | |
| Got his work cut out for him, but he spends time with our city which is awesome and he cares and he's always available no matter | 01:02:42 | |
| if he's in our city. | 01:02:46 | |
| Were in another city doing a cleanup or doing whatever he's doing elsewhere in the county. | 01:02:49 | |
| Yeah, frequency is increasing, so that's encouraging. | 01:02:55 | |
| Just because we're trying to breakthrough the service resistant people, letting them know that we don't. | 01:02:59 | |
| At the end of the day, we don't have to take him to, you know, county jail or there's there's actual legitimate help. There's | 01:03:04 | |
| shelters, there's there's these things for you, especially for veteran too as well. There's all these resources. | 01:03:09 | |
| So we're increasing the frequency of backpack medicine, so. | 01:03:14 | |
| We're going to be changing the date hopefully of the week just because of certain days off and things like that, but it's | 01:03:18 | |
| increasing, which is extremely encouraging, so. | 01:03:22 | |
| Yes, that's a good transition. So I've been working extremely closely with the Ventura County District Attorneys office and | 01:03:31 | |
| because of. | 01:03:35 | |
| The Grants Pass Supreme Court decision it now has allowed us. | 01:03:39 | |
| A little more enforcement options and so some of the previous laws that we were not allowed to enforce at all. | 01:03:44 | |
| Just kind of went to the wayside we're now. | 01:03:51 | |
| Allowed to enforce those laws, and mainly that has to do with private property versus public property. | 01:03:53 | |
| And so a lot of our. | 01:03:58 | |
| Issues, if you will, would. | 01:04:00 | |
| Generally tend to be on private property. The things you see at Mandalay Village, the things you see at Olvera. | 01:04:02 | |
| In various other places they now allow a certain. | 01:04:07 | |
| Codes that were allowed to use to may affect an arrest. | 01:04:10 | |
| If that's the last resort, of course. | 01:04:13 | |
| So encouraging things coming. | 01:04:16 | |
| Had a really good conversation, followed up one of my cases at the end of last week and they're actually filing the charges that | 01:04:18 | |
| we were previously not allowed to based off the Grants Pass decision. So. | 01:04:23 | |
| And Prop 36, thank you for everyone. | 01:04:29 | |
| Yes. | 01:04:32 | |
| Yep, cool. | 01:04:34 | |
| Any questions at all questions while I'm here, I do have one specific question for you officer, from how much of your time do you | 01:04:36 | |
| spend? | 01:04:41 | |
| With the homeless, is it your whole? | 01:04:47 | |
| Everything. I mean, you're. | 01:04:51 | |
| All day your job is to just. | 01:04:53 | |
| Be the liaison. | 01:04:56 | |
| If I'm at work and if I. | 01:04:58 | |
| I'm not going to the homeless related call and another officer is they will direct it to me. Call me out there. | 01:05:00 | |
| Generally. | 01:05:06 | |
| The guy to go to for homeless if I am there so I will get dispatched to all those calls. It may feel like it's all I do sometimes, | 01:05:08 | |
| but I have a lot of other responsibilities like Chief went over with. | 01:05:13 | |
| Schools and youth outreach and all that stuff. | 01:05:19 | |
| But I do spend a significant amount of time. | 01:05:23 | |
| Of everyday handling homeless related issues. | 01:05:26 | |
| Thank you. And I just want to thank you for that. | 01:05:30 | |
| We we see it from afar. | 01:05:33 | |
| And so just it. | 01:05:36 | |
| You know to have to. | 01:05:38 | |
| Come in contact with and and just. | 01:05:40 | |
| Umm, continually, you know, and not giving up. | 01:05:44 | |
| Yeah, is very, very important and. | 01:05:47 | |
| I'd say it's God's work. So I appreciate it. Thank you. Thank you, Councilmember. Thank you. | 01:05:51 | |
| The other day officer from I saw a U-Haul truck. | 01:05:58 | |
| And they were collecting. | 01:06:01 | |
| Beds and. | 01:06:04 | |
| Wedding and homeless stuff that was hidden where these spots were. Could you tell us a little bit about what that was? | 01:06:05 | |
| Yes, so we. | 01:06:12 | |
| Chief and I and a couple other other members of the department had a really good meeting with the property manager of Mandalay | 01:06:14 | |
| Village Shopping Center. I'm assuming that's maybe where he saw it. OK. | 01:06:19 | |
| And we had a really good walk through with them, did a really just deep dive on the entire property, the CEO that handles the | 01:06:25 | |
| entire. | 01:06:29 | |
| From Seattle all the way down to San Diego, came out and did a walkthrough with us. | 01:06:33 | |
| And we spent a significant amount of time there and. | 01:06:37 | |
| They're completely invested in that property, they love the property and they love that we're willing to work with them with | 01:06:40 | |
| whatever they need. | 01:06:43 | |
| And they're also willing to do whatever they can. And so that day. | 01:06:47 | |
| They just had a. | 01:06:51 | |
| I guess a clean up crew come out that handled over oversized. | 01:06:55 | |
| And soiled. | 01:06:59 | |
| Bedding and bulk items. Sorry that's what I was looking for. | 01:07:03 | |
| Bulk items. And so they're really doing a deep dive and I know that they were pressure washing, power washing the side of the | 01:07:07 | |
| house, the old House of gains right there and they're really. | 01:07:11 | |
| Invested in that property. When I saw the truck it was nearly full. | 01:07:16 | |
| Yeah, and. | 01:07:20 | |
| I thought that was a great example of communication with our community stakeholders working together and all that. So that was | 01:07:21 | |
| really nice to see. | 01:07:25 | |
| Thank you. | 01:07:29 | |
| Any other questions? | 01:07:30 | |
| So recently there was a. | 01:07:34 | |
| Treehouse. | 01:07:36 | |
| By KFC someone was there for looks like a little while. | 01:07:38 | |
| What was? | 01:07:42 | |
| What was the end result? | 01:07:44 | |
| Did he mental health drugs? | 01:07:46 | |
| Mainly mental health. | 01:07:49 | |
| So that trios was discovered, I'm sure many people have saw it on social media. It kind of made its headlines around. | 01:07:51 | |
| A lot of my friends that work at the LA County Sheriff's Department even sent it to myself and they're like, what's going on here? | 01:07:59 | |
| I'm like, all right. | 01:08:02 | |
| We're figuring it out. | 01:08:05 | |
| But uh. | 01:08:07 | |
| The property manager, what they were doing some tree trimming, they exposed this tree house. We would have never have saw it if. | 01:08:08 | |
| They didn't do any of the. | 01:08:14 | |
| The abatement with the branches. | 01:08:16 | |
| And so it was initially. | 01:08:18 | |
| Someone that was very service resistant resistant. | 01:08:22 | |
| And I believe he still is service resistant. He still frequents that area in the Wine Amy Bay Shopping Center. | 01:08:24 | |
| But yes, we have offered him. | 01:08:31 | |
| Help and we. | 01:08:32 | |
| Eventually, obviously, took down. | 01:08:33 | |
| The. | 01:08:35 | |
| So last question. | 01:08:37 | |
| How you know the? | 01:08:39 | |
| The waterways that are under there are. | 01:08:43 | |
| Do we frequently go through through there? | 01:08:45 | |
| Yeah, myself and Sergeant Perez over there, we love to get down and dirty. We'll go down. We have a key for the county entrance | 01:08:48 | |
| along. | 01:08:51 | |
| Just north of KFC, there's a little. | 01:08:56 | |
| Gate access down there we have our own little Batman style rope and we'll repel down into the canals and we walk through. | 01:08:59 | |
| All the way under the intersection, there's a giant L that you just can't see. It just goes down, connects to Channel Islands, and | 01:09:06 | |
| we'll walk it ourselves. And we walk it before every major storm. Every. | 01:09:10 | |
| Just to see if anyone's down there. We've had tents and we've encountered several people, dogs. It's. | 01:09:15 | |
| It's pretty wild sometimes. | 01:09:22 | |
| Thank you, of course. | 01:09:24 | |
| Yeah, Councilmember. | 01:09:26 | |
| Officer from Thank you for your work with our homeless situation in Port Wine, Amy. | 01:09:28 | |
| Umm, I remember hearing. I'm not sure if it was at a port meeting or this meeting. | 01:09:34 | |
| Residents from Harbor Lights complaining about. | 01:09:39 | |
| People screaming and yelling they have but. | 01:09:42 | |
| Right against Mandalay. | 01:09:45 | |
| Village Shopping Center. | 01:09:46 | |
| Have you had any discussions with the HOA there about the walkthrough you did and the cleanup efforts that the. | 01:09:48 | |
| The shopping center took on. I think they'd really like to know. | 01:09:56 | |
| That you've made some progress there. | 01:09:59 | |
| Yes, we do meet with their HOA's especially, mainly our beat coordinator for that area as well. | 01:10:01 | |
| And so I have experienced that as well, even just driving through, even hearing that. | 01:10:08 | |
| It's kind of hard to sometimes know where it's coming from because things echo off certain structures. | 01:10:12 | |
| But umm. | 01:10:17 | |
| I will follow up with our B coordinator to make sure that's addressed. | 01:10:19 | |
| Thank you. | 01:10:22 | |
| All right, of course. | 01:10:28 | |
| When they signed up to be peace officers, they didn't know they'd be repelling into canals, did you? | 01:10:29 | |
| But they go above and beyond. That's the services you get here from this Police Department. | 01:10:37 | |
| And again, when we deal with the canals too, we have to do it in conjunction with communicating with Oxnard if they're going to do | 01:10:41 | |
| some type of activity or clean up in the city of Oxnard. | 01:10:45 | |
| We need to be ready because the next place. | 01:10:49 | |
| Individuals may want to go is there so. | 01:10:52 | |
| We do cleanups in those canals compassionately before the storms, plus we check for debris and communicate with our county | 01:10:54 | |
| partners and public works. | 01:10:58 | |
| If we go down there and find debris that needs to get moved out before storm. | 01:11:01 | |
| And. | 01:11:06 | |
| We regularly go down there just to look for people. | 01:11:07 | |
| All right. | 01:11:11 | |
| With that, questions on. | 01:11:14 | |
| I have one question. | 01:11:17 | |
| In the slide that had the chart and you, there seemed to be a. | 01:11:20 | |
| A large jump from last year's 2023's report of assaults. | 01:11:27 | |
| To aggravated assaults was like 83 or 88. | 01:11:32 | |
| I know that you all are reporting. | 01:11:38 | |
| Based on. | 01:11:40 | |
| Possibly different definitions, yes. And you just so so we used to not we used to have to have things in conjunction with the | 01:11:42 | |
| reporting. So if it was it appeared to be a serious charge. | 01:11:48 | |
| But it was. | 01:11:55 | |
| There weren't significant injuries. | 01:11:57 | |
| Those didn't get counted. Now the injuries are out of play, which might have been a simple. | 01:11:59 | |
| Assault before. | 01:12:03 | |
| The injuries doesn't matter, the action does. | 01:12:05 | |
| Weapon does. | 01:12:07 | |
| Even though the person didn't get injured, so that got. | 01:12:08 | |
| Put into. | 01:12:11 | |
| The higher number. | 01:12:12 | |
| So next year's we'll look. | 01:12:14 | |
| Hopefully where. | 01:12:16 | |
| There will be a more defined number similar to that, either up or down. | 01:12:18 | |
| Yes, Mayor Pro Tem. | 01:12:22 | |
| So. | 01:12:24 | |
| There was a heat map of. | 01:12:26 | |
| Don House, do we have a heat map of like? | 01:12:29 | |
| Of this chart. | 01:12:34 | |
| We do. We have. | 01:12:37 | |
| Our Socrata based on our website that you can go to. | 01:12:40 | |
| And. | 01:12:44 | |
| We Where's Frank? | 01:12:45 | |
| Can we do? | 01:12:48 | |
| Sorry. | 01:12:52 | |
| The calls for service versus the Dyspo. | 01:12:55 | |
| And that's where that's where our technology gets. | 01:12:58 | |
| So with Socrata is based off of the heat map, it's based off our calls for service derived from our dispatch center. So there's | 01:13:01 | |
| functions where you could. | 01:13:05 | |
| You guys to go find a while what you're looking specifically it could be whether it's like a fight call, a transient disturbing a | 01:13:09 | |
| subject disturbing call. It will show you. And then you could do a comparison from like the year prior, year of or like a three | 01:13:14 | |
| month look. But it's divided off of our calls for service, not necessarily our status reported from our reports. | 01:13:20 | |
| I would just curious because you know if we have. | 01:13:26 | |
| Aggravated assault. | 01:13:29 | |
| Robbery. Uh. | 01:13:31 | |
| You know, things that are actual were actual. | 01:13:32 | |
| Events. | 01:13:34 | |
| And you can actually see the heat map of those. | 01:13:36 | |
| That would. | 01:13:39 | |
| You could actually see where all the. | 01:13:41 | |
| The issues are in a quick. | 01:13:43 | |
| Correct. And the visual we do have some calls for servers that will show like an assault or like a. | 01:13:46 | |
| Certain criteria that we have and if you go on the on the. | 01:13:52 | |
| The link with the Crata will show you and you can select them and it will show you those specific types of calls. So it doesn't | 01:13:55 | |
| capture all of our calls, but there are certain preset calls that we have in our dispatch center. | 01:13:59 | |
| That will umm, uh. | 01:14:04 | |
| Like a. | 01:14:05 | |
| A shots, fire call, vehicle theft, we have a subject disturbing call on there and you can sort it from that from there. | 01:14:06 | |
| And if any of you guys have any question, I'll be more than welcome to show you guys how to navigate the program so you guys could | 01:14:14 | |
| run your own heat maps because it's all open to the public. | 01:14:17 | |
| Thank you. | 01:14:21 | |
| And as we build out our technology there, especially now. | 01:14:22 | |
| We're gonna build out. | 01:14:27 | |
| The technology around the new Neighbors campaign versus the UCR. So when we build that the technology out with our city's got. | 01:14:28 | |
| Is built up some technology over the years, but technology takes time. | 01:14:35 | |
| Maybe we can hone it in specific to the next standard of reporting. | 01:14:39 | |
| Great. Any other questions, Councilmember Hernandez, Chief, thank you for your report. I wanted to know you mentioned something | 01:14:44 | |
| about. | 01:14:47 | |
| Building improvements, I wanted to know the status on dispatch. | 01:14:51 | |
| How's that just coming along? So we are waiting on some really good technology for them. We're funded for this in the budget. | 01:14:55 | |
| So we've done the physical build out, they have these. | 01:15:02 | |
| These great ergonomic consoles, the spaces there. | 01:15:05 | |
| But the technology build out we did, we are still standing by for some of the technology. | 01:15:10 | |
| It's going to be. | 01:15:15 | |
| A good technology with some advancements to help on our dispatching of calls in 911. | 01:15:16 | |
| It's on its way. | 01:15:21 | |
| Thank you. | 01:15:22 | |
| Great. | 01:15:26 | |
| Questions. Thank you. | 01:15:27 | |
| Thank you all. | 01:15:28 | |
| OK. | 01:15:33 | |
| Will now consider items on the consent caller, which will be enacted in one motion unless a council member has a request to | 01:15:35 | |
| remove. | 01:15:39 | |
| An item for discussion. | 01:15:43 | |
| Any items pulled? | 01:15:45 | |
| If not, may I get a motion and a second? | 01:15:47 | |
| Move to approve. | 01:15:50 | |
| Thank you, Madam Clerk, please we have any discussion. | 01:15:53 | |
| Oh, sorry. | 01:15:55 | |
| Umm, you're taking discussion on consent? | 01:15:58 | |
| Do we need to? I just wanted to say I just wanted to. | 01:16:02 | |
| Thank you. | 01:16:06 | |
| All in favor. | 01:16:11 | |
| Aye, all opposed. | 01:16:12 | |
| Hearing none, motion passes unanimously. | 01:16:14 | |
| Thank you. | 01:16:17 | |
| We're going to now move into the public hearings. | 01:16:27 | |
| Madam Clerk, do you have proof of publication as required by law and a complete file of reports and exhibits for the Adopt A | 01:16:32 | |
| resolution granting special use permit #1? | 01:16:37 | |
| Through 25. | 01:16:42 | |
| 5 For the City of Port Hueneme 2025 Movie in the Park. | 01:16:44 | |
| Yes, Madam Mayor. | 01:16:48 | |
| Thank you. | 01:16:50 | |
| Will staff present the report? | 01:16:51 | |
| Hi, good evening. | 01:16:57 | |
| Thank you, Mayor, Mayor Pro Tem, City Council, members of the community joining us tonight. So this will be a joint presentation. | 01:16:59 | |
| I'm Jose Coyote, the associate planner here and. | 01:17:07 | |
| Taylor Penny is joining us recreation coordinator with the Port Wayne Amy Recreation and Community Services division. | 01:17:11 | |
| Before you tonight is going to be special use permit 125 named. | 01:17:19 | |
| 2025 Movies in the Park. | 01:17:24 | |
| The applicants request is to hold a public hearing, known as the 2025 Movies in the Park, featuring a city sponsored Movies in the | 01:17:29 | |
| Park screening series. | 01:17:33 | |
| With approximately 500 to 1200 participants at Wyoming Beach Park. | 01:17:37 | |
| The movie series event is to occur on June 13th, July 5th, and August 22nd, 2025 from roughly around 8:15 to 10:00 PM. | 01:17:43 | |
| The event will include portable screens. | 01:17:53 | |
| A well one portable screen, a speaker system and ADA accessible mat, and a refreshment station offering popcorn and soft drinks. | 01:17:56 | |
| Oh, and so the general information here is this item came to City Council because an Sup at Wyoming Beach Park requires council | 01:18:06 | |
| approval. | 01:18:11 | |
| This event is considered to be exempt under Sequa sections 1530115304, E 15308. | 01:18:17 | |
| And 15 Three to Three has the project uses existing facilities and will be a minor and temporary use of the land and will be | 01:18:24 | |
| restored. | 01:18:28 | |
| Once the event is over, appropriate conditions of approval will ensure that the protection of the environment is kept. | 01:18:32 | |
| I'll now turn it over to Taylor to go over the event details. | 01:18:40 | |
| Good evening everyone. | 01:18:48 | |
| So as you can see this proposed site map, this will be our. | 01:18:50 | |
| Our 4th summer doing these movies at the beach. It's very highly anticipated and enjoyed by people from not just our county but | 01:18:54 | |
| other counties that come and watch a movie under the stars at the beach. | 01:19:00 | |
| So. | 01:19:06 | |
| This map is not to scale obviously, but we have the movie screen. | 01:19:08 | |
| That is just to the right of the pier with viewers facing. | 01:19:12 | |
| Towards the ocean, the first landing with the. | 01:19:16 | |
| Concrete tables is where we have the popcorn station at. | 01:19:20 | |
| And. | 01:19:23 | |
| We offer free parking throughout the beach We have. | 01:19:25 | |
| Depending on the weather and the movie, we've had from 500 to 1200 viewers come to the movie, so it's definitely. | 01:19:28 | |
| A summer activity that people look forward to hearing. | 01:19:37 | |
| And the next slide is just some photos to kind of. | 01:19:43 | |
| Grass. There are rec attendants serving some popcorn. The line goes pretty far out, but. | 01:19:46 | |
| Everyone gets a couple bags of popcorn. | 01:19:52 | |
| And then the other images are just some. | 01:19:55 | |
| To capture the audience and size of. | 01:19:58 | |
| How many people typically come to these events at the beach? Whether it was a foggy, kind of misty day, there was still probably | 01:20:01 | |
| like 5 to 700 people at that one or a clear. | 01:20:06 | |
| Evening that. | 01:20:11 | |
| The bottom picture was. | 01:20:12 | |
| When we showed Moana and it was about 1200 people there, no parking was nearby. It was a packed house. | 01:20:15 | |
| Moving over to the fiscal impact, once again, this is a city sponsored event. | 01:20:25 | |
| And beach parking is being requested to be waived, so revenues. | 01:20:30 | |
| Usually collected for beach parking lots ABC and along Ocean View Dr. will not occur. | 01:20:34 | |
| Strategic plan consistency. This is on two optimal levels of service for residents and businesses to support and establish | 01:20:42 | |
| programs and events that create a strong sense of community, pride and connection to our history and our heritage. | 01:20:48 | |
| And also safe and secure. | 01:20:54 | |
| Beautiful Community Upgrade our beaches, parks, city owned facilities and structures to provide a better experience for our | 01:20:56 | |
| residents, employees, community commuters and. | 01:21:01 | |
| Visitors. | 01:21:06 | |
| The recommendation before you is to adopt A resolution that conditionally approves special use permit #1-25 and find the project | 01:21:08 | |
| to be characterically exempt from Sequel. | 01:21:13 | |
| This concludes this presentation. | 01:21:20 | |
| This Council have any questions or take comments later? | 01:21:22 | |
| Question. Question. | 01:21:25 | |
| So I've been to two of these and they're. | 01:21:28 | |
| Awesome, hands down. | 01:21:31 | |
| Just out of curiosity. | 01:21:34 | |
| Did we get any complaints? | 01:21:36 | |
| Not that I'm aware of, none that came specifically to me. Maybe the line for the popcorn was too long when we. | 01:21:40 | |
| Mitigated that by bringing in more popcorn machines and so. | 01:21:48 | |
| Everyone typically gets 2 to 3 packs of popcorn. We are able to bring out the temporary accessible mat that allows. | 01:21:52 | |
| People in. | 01:22:01 | |
| Maybe wheelchairs, strollers, wagons where they're pulling out their dinners and and blankets and stuff out farther into the sand | 01:22:03 | |
| without. | 01:22:06 | |
| Chugging through the sand so that that Matt does offer more accessibility and convenience for people to get out closer. | 01:22:10 | |
| So we've. | 01:22:16 | |
| Over the few years I've been here leading this event. | 01:22:17 | |
| Heard and made some accommodations to make it a better experience. So like no noise complaints at all? | 01:22:21 | |
| No, not in regards to this event. | 01:22:29 | |
| And then it's farther out. | 01:22:32 | |
| Yeah. Are the speakers like pointing away from like Surfside or, you know, towards? | 01:22:34 | |
| It doesn't show. | 01:22:40 | |
| How the? | 01:22:41 | |
| The. | 01:22:43 | |
| So if you go to the next slide with the pictures and you see. | 01:22:44 | |
| So. | 01:22:49 | |
| You see the screen and if you can see kind of the. | 01:22:50 | |
| 2 black dots on this left and right side of the screen. That's the speakers and they're just like normal like DJ side speakers | 01:22:53 | |
| and. | 01:22:57 | |
| IT projects enough to where you can hear it. | 01:23:01 | |
| Back by where the popcorn stand is. But if you're in the parking lot, you can't really hear You can. | 01:23:04 | |
| Tell something's going on down there, but you the sound doesn't like travel that far so. | 01:23:10 | |
| It's far enough into the sand. | 01:23:14 | |
| I don't believe the housing community is affected. We that I'm aware of haven't had any complaints in the four years we've been | 01:23:17 | |
| having it out there from them on this so. | 01:23:21 | |
| I guess the answer is no, no noise complaints on this event. | 01:23:28 | |
| And if I may, Mayor Pro Tem Lopez. | 01:23:32 | |
| We have the community development department and Code compliance. We haven't received anything for this specific events type. | 01:23:35 | |
| Thank you. | 01:23:42 | |
| I have a question, Mayor. | 01:23:43 | |
| Did you mention what movies? | 01:23:44 | |
| We're going to be playing. | 01:23:46 | |
| I have those lists pending which first trying to get approved and then I will the recreation team will announce the the. | 01:23:48 | |
| The whole series because there's more nights beyond this just at the other parks that don't require the SCP so. | 01:23:55 | |
| The full list will be shared probably in April, May time. | 01:24:01 | |
| Any other questions? | 01:24:05 | |
| No, OK. | 01:24:07 | |
| So we'll now open the public hearing. The public hearing is now open for public input. | 01:24:09 | |
| And the time is 7:53. | 01:24:14 | |
| Are there any public comments regarding this item? No public comments. Thank you. We'll close the public hearing. | 01:24:18 | |
| Public input has concluded. I will now close the hearing. It is now. | 01:24:24 | |
| 753 So we have before us a recommendation to adopt the resolution continuum. | 01:24:29 | |
| Conditionally approving a Special Use permit #1-25 for the 2025 movie in the park and find the project Special Use Permit 1.2 Dash | 01:24:35 | |
| 25 to be categorically exempt from sequa and take such additional related action that may be desirable. | 01:24:44 | |
| May I get a motion and a second? | 01:24:53 | |
| So moved. | 01:24:56 | |
| 2nd. | 01:24:57 | |
| Is there any discussion? | 01:24:59 | |
| Council member Mike this doesn't include Miranda Park. | 01:25:02 | |
| Or does it? | 01:25:06 | |
| No, these three nights are specifically at the beach. There will be a showing at Miranda Park and. | 01:25:08 | |
| Potentially, uh. | 01:25:14 | |
| The newly bubbling Springs park. | 01:25:15 | |
| Nice. Yeah, because I just wanted to make the comment that when you did it at Miranda Park. | 01:25:17 | |
| It's the noise. There really isn't any noise. You actually my house is very close. | 01:25:23 | |
| I can see the screen. | 01:25:29 | |
| In order to hear. | 01:25:30 | |
| You have to walk in close, closer and closer you get you can hear it better so. | 01:25:32 | |
| The noise is. | 01:25:37 | |
| Is is not an issue so I just wanted to make that comment and I really enjoyed having it in Miranda Park. | 01:25:39 | |
| Brightens up the neighborhood, so thank you. | 01:25:45 | |
| Great. Any other discussion? | 01:25:48 | |
| If not, Madam Clerk, can we take a vote, please? | 01:25:50 | |
| Councilmember Gama. | 01:25:53 | |
| Yes, Councilmember Hernandez. | 01:25:55 | |
| Aye, Councilmember Perez. Yes. Your Pro Tem Lopez. Yes. Mayor McQueen Lejeune. | 01:25:57 | |
| Yes, motion passes unanimously. | 01:26:02 | |
| Thank you. | 01:26:04 | |
| We'll move to item number 12. | 01:26:05 | |
| Adopt A resolution granting Special Use permit #225 to allow the City of Port Hueneme to host. | 01:26:08 | |
| The Wine Amy Beach Festival with ancillary live entertainment stages. | 01:26:14 | |
| A youth youth wrestling tournament, soccer event, food and vendor booth, and art and crafts area carnival. | 01:26:18 | |
| A carnival. | 01:26:26 | |
| Alcohol boost and find the event exempt from Sequa. | 01:26:27 | |
| Madam Clerk, do we have a proof of publication as required by law? | 01:26:31 | |
| And a complete file, a report of. | 01:26:35 | |
| Reporting exhibits. | 01:26:37 | |
| Yes, Madam Mayor. | 01:26:38 | |
| Thank you. Will staff please present the report. | 01:26:39 | |
| Yes. Moving on to the next item, this will once again be jointly presented with myself, Jose Coiled, Associate Planner with and | 01:26:43 | |
| Frank Montelongo. | 01:26:48 | |
| Who is part of the Police Department but also coordinates with the Wayne Amy Police Explorers? | 01:26:54 | |
| And he is active, as I am on the committee for this Wyoming Beach Festival. | 01:26:59 | |
| So once again the item is winning me Beach Festival Special Use permit 2-25. | 01:27:05 | |
| The request is to, by the direction of the City Council, to continue to host a public event known as the Wayne Beach Festival. | 01:27:11 | |
| This event will once again feature live entertainment, a youth wrestling tournament, food and vendor booths, and art and crafts | 01:27:16 | |
| area. | 01:27:21 | |
| Carnival and alcohol booths. | 01:27:27 | |
| The festival is to take place on Saturday, July 12th and Sunday, July 13th from 11:00 AM to 8:00 PM. | 01:27:29 | |
| With approximately 15,000 patrons per day. | 01:27:36 | |
| General Information Once again this is brought to the council because of special use permit on being hosted at Wyoming Beach Park | 01:27:40 | |
| requires council approval along with the closure of Ocean View Drive. | 01:27:47 | |
| Once again, this is consistent. This is considered to be examined under sequa based on the fact that this is a temporary minor use | 01:27:54 | |
| of the land. | 01:27:58 | |
| And there's conditions of approval that will ensure the protection of the surrounding environment. | 01:28:03 | |
| I'll turn it over to Frank now. | 01:28:09 | |
| Good evening. | 01:28:14 | |
| So the festival layout, once again, we'll be using Ocean View Drive that will be the main entryway to the festival walkway. | 01:28:14 | |
| With our first a tent, information booth, our food and general retail stalls. | 01:28:20 | |
| Parking lot B will be used as our. | 01:28:25 | |
| Host live stage area as in years past with our mainstage. | 01:28:27 | |
| We'll have all the. | 01:28:31 | |
| Outside perimeter of a lot B with our food. | 01:28:33 | |
| Of food services with the tables in the middle and our beer booth. | 01:28:36 | |
| Ocean E Ocean View Drive in the parking Lot C will feature our Carnival area. | 01:28:39 | |
| With additional food vendors down in that area with the beer booth and our arts and crafts along the aisle of Ocean View Drive. | 01:28:44 | |
| For Winnie Me Beach will once again be hosting our youth wrestling tournament. | 01:28:51 | |
| And. | 01:28:55 | |
| Jose will touch on this later Copacabana soccer tournament as well during the festival. | 01:28:56 | |
| And then on Surfside Drive, it will be, it's gonna remain unchanged. We're gonna have the right of way of traffic. So First drive | 01:29:01 | |
| drive will not be impacted with the road closures. | 01:29:05 | |
| Frank, if I could just note there and actually it works well for this slide too. | 01:29:10 | |
| Just to reiterate that this is the new. | 01:29:15 | |
| Layout that we did for the first time last year with the goal of reducing the impact on. | 01:29:18 | |
| Neighborhood, the neighborhood and the residents nearby and reducing the amount of St. closures and all of those things. | 01:29:23 | |
| And just, I know we'll get into more detail, but. | 01:29:30 | |
| In light of the questions on the last item about complaints, I just want to highlight that with this new. | 01:29:35 | |
| Footprint last year. | 01:29:41 | |
| It was the first time that the Beach Fest received 0 complaints as well with this this. | 01:29:42 | |
| With this proposed site plan so. | 01:29:48 | |
| We are proposing. | 01:29:51 | |
| Operating it with that same. | 01:29:53 | |
| Site footprint to. | 01:29:56 | |
| Really make sure that it ties in with the residents in the neighborhoods and the in the community. | 01:29:59 | |
| I'll hand it back to Frank. | 01:30:04 | |
| Yeah, so like James mentioned, this is the layout you'll see down at the bottom of the beach is where we plan on hosting the | 01:30:06 | |
| wrestling tournament once again as last year. | 01:30:09 | |
| We're anticipating having a higher turn out this year, last year when we did it. | 01:30:12 | |
| It was at the beginning of the school year, September, so a lot of the wrestlers are either playing their. | 01:30:16 | |
| There are fall sports, football. | 01:30:21 | |
| And other sports, so they weren't able to participate. So being in the summers during the end of their freestyle wrestling season, | 01:30:24 | |
| so they'll be more availability for more wrestlers. | 01:30:27 | |
| The Copacabana will be on the opposite side of the pier. | 01:30:31 | |
| For their tournament on Saturday will be the head they'll be having their. | 01:30:34 | |
| Their event and then there'll be an additional slide with their layout. | 01:30:39 | |
| You'll see in the green the back lot see again is where our carnival area will be at and extends out to the. | 01:30:41 | |
| The roadway into Ocean View Dr. aligned with all of our informational booths, our arts and crafts and the purple tans are usually | 01:30:47 | |
| a reserved for our sponsors. All of our sponsors for the festival is where they have their booths and then the blue on top. | 01:30:53 | |
| Last year we had our head security with Viper security, we had the real guppies and then it was like our command post for our | 01:30:59 | |
| explorers with all the T-shirt sales and information for the. | 01:31:04 | |
| The goers and then you'll see the mainstage or the tables and then the outline with the tables and the food vendors. | 01:31:08 | |
| So for entertainment currently, right now we're working on. | 01:31:16 | |
| I'm finalizing our lineup for the event. We're waiting on availability. We're checking with all the different types of musicians | 01:31:20 | |
| and the boards discussing on who we're going to be going with this year. Once we have that available, be updated and posted on the | 01:31:24 | |
| Winning Beach Festival website. | 01:31:28 | |
| For live music will again be provided on the mainstage. We won't be having a stage in the back this year. We're going to utilize | 01:31:33 | |
| the space again for more. | 01:31:36 | |
| We're going to put seating tables back there for parents or for. | 01:31:41 | |
| Festival goers, we would sit down in the back because that's one thing we realized we didn't have last year. And we're going to | 01:31:44 | |
| leave space from to add additional rides in the back instead of the secondary stage, so all the music will be in Lot B. | 01:31:50 | |
| And then we're exploring the ideas again of once again having a Banda, classical rock, pop, R&B and Spanish rock. So you have a | 01:31:55 | |
| variety on both days for the community. | 01:32:00 | |
| And then we're waiting on confirmation. But again, once again, we want to include the high school marching bands for the Saturday | 01:32:05 | |
| of the opening of the Beach Festival. We last year we had Wynnie High School. | 01:32:09 | |
| Channel Islands and Oxford High, they did their all bands perform and they kind of had like a drum off. | 01:32:14 | |
| A little performance they did at the end, so. | 01:32:18 | |
| We're hoping to get all them to come back. We're just verifying since it is in the summer. We just got to make sure the students | 01:32:20 | |
| are available. | 01:32:23 | |
| And then this is the information for the wrestling tournament. | 01:32:28 | |
| So again, it'll be on July 12. | 01:32:31 | |
| Will be hosted by Beats the Street LA, the Oxnard chapter. They are a nonprofit organization that offers free wrestling for the | 01:32:33 | |
| youth in the area of Ventura County, so they charge no fee for their training, so they use it as a fundraiser here. | 01:32:40 | |
| At the beach, though, the $3 per athlete, which is a typical price for a wrestling tournament. | 01:32:47 | |
| Whether it's here in our county or up North and South. | 01:32:52 | |
| We're anticipating 80 to 100 athletes ages as small as five years to high school or adults could participate. | 01:32:56 | |
| All athletes must possess a active USA wrestling card in order to be able to compete because it includes their insurance. | 01:33:02 | |
| And if they don't have one, they'll be able to purchase a $10 one day memberships without where they're covered for the event. | 01:33:08 | |
| And again, this is just the way the outline of the ring is not your traditional wrestling match, just a pool noodle ring mat and | 01:33:17 | |
| they're not allowed to wrestle on the ground is really more of a. | 01:33:21 | |
| Of a. | 01:33:25 | |
| A takedown, they gotta they gotta take him down from a standing position and when they get him down, 3 takedowns is essentially a | 01:33:27 | |
| win for the it's accelerated for the event. | 01:33:30 | |
| All right, and as mentioned by Frank earlier, there will be another event at the beach at the same time. This will be the Beach | 01:33:38 | |
| Soccer Tournament on Saturday, July 12th, organized by Beach Soccer Promotions, LLC with free admission. | 01:33:45 | |
| So event guests can actually travel on outward. I'll have the site plan available in the next slide to show how the close | 01:33:52 | |
| proximity it is to the Wyoming Beach Festival. | 01:33:57 | |
| This type of beach soccer tournament was actually previously approved by City Council back in 2023 under Special Use Permit 2-23. | 01:34:02 | |
| And it was for a five year summer soccer series at Wanami Beach Park. | 01:34:12 | |
| To basically summarize what was approved, it is a. | 01:34:16 | |
| Tournament hosting 10 temporary soccer fields on the Beachy sand. | 01:34:21 | |
| Southwest of the pier with about 150 youth players. Total expected capacity between spectator staff and vendors is about 400 | 01:34:25 | |
| persons at this event. | 01:34:31 | |
| And then the audience staff level is approximately 150 to 200 for spectator. | 01:34:37 | |
| And then ten adults for the hospitality and security aspect of running the administrative program along with referees, first aid | 01:34:44 | |
| personnel and whatnot on the field. But it is anticipated with a maximum of 400 persons depending on how many. | 01:34:51 | |
| Players sign up. | 01:35:00 | |
| Here, once again, it'll be on the northwest side of the pier, so it'll be completely on the other side, closer to Ventura Road and | 01:35:03 | |
| Surfside Drive. | 01:35:08 | |
| As you can see, there are the 10 fields that are replaced out there, and there is a small on the red there you'll see it's a small | 01:35:13 | |
| administrative trailer that pulls up and that basically helps them organize the event, set up the cones and whatnot. | 01:35:20 | |
| There's the Copacabana branding that the company uses to go ahead and advertise for this event. | 01:35:27 | |
| And once again, this was previously approved. | 01:35:34 | |
| And this was the day that they chose to go ahead and host this. We anticipate that the parking demand available both on Surfside | 01:35:36 | |
| Drive and Ventura Rd. along with all the open lots will be sufficient for both events happening at the same time. | 01:35:42 | |
| We'll turn it back over to Frank on to go over the security and parking plan. | 01:35:50 | |
| And just to touch really quick on Copacabana, I have been in contact with the coordinator. So they're on board having their event | 01:35:54 | |
| in conjunction with ours because they're able to offer additional activities for the parents as they're waiting for in between | 01:35:58 | |
| their games. So they kind of the festival. | 01:36:02 | |
| And they're going to be advertising our beach festival for us as well to all of their all their participants to know that it's a | 01:36:07 | |
| free event for the community and they go there. | 01:36:10 | |
| With their families after or in between games during the festival. | 01:36:14 | |
| So with security, the the festival is completely fenced off. We'll have our main entrance way. We have an emergency exit near the. | 01:36:17 | |
| The Alaska Memorial and then we have a 2 secondary emergency exits down in Lot C. | 01:36:26 | |
| That are marked and posted manned by our security company. | 01:36:30 | |
| All guests will be screened. | 01:36:34 | |
| By security before entering the festival, the Police Department will have staff to monitor the gate and screening areas as needed. | 01:36:36 | |
| Parking will be general parking for all event guests free of charge for the entire public. | 01:36:42 | |
| We're going to be using a lot a along Surfside Drive and Truro Rd. Market Street. | 01:36:47 | |
| And then last year we did have the port lot. They had allocated parking fronts as well and we included transportation from that | 01:36:52 | |
| lot to and from the main entrance of the festival. | 01:36:56 | |
| And then we'll have accessible parking in Lot A for a handicap and Surfside Drive once again will remain open for all circulation | 01:37:01 | |
| and for buses. | 01:37:05 | |
| As well. | 01:37:08 | |
| Once again this year, we're going to be having our. | 01:37:11 | |
| Youth Poster Contest. We're hoping to have a bigger turn out and participation this year. As you can see, these are all the | 01:37:14 | |
| posters that were submitted last year. The theme this year is Hello Summer. | 01:37:19 | |
| Prizes again is being sponsored by Lujan. Transportation will be $350.00 for each winner, which will come back to a council | 01:37:24 | |
| meeting at a later date to present the winners like last year. | 01:37:28 | |
| Will have two elementary for an upper or lower grade when junior high 1 high school winner this year for the pollster contest. | 01:37:33 | |
| So fiscal impact? | 01:37:41 | |
| Festival costs last year for the city was $35,000 and sending. | 01:37:43 | |
| In seed funding for the event, plus an additional $25,000 donation to the Please Explorers. | 01:37:48 | |
| For the event related services and the coordination for the event. | 01:37:53 | |
| The proposed changes for this year's festival and retroactively for 2024. | 01:37:57 | |
| Is to have the police explorers coordinate and manage the alcohol sales with the volunteers over 21 years of age. | 01:38:02 | |
| The police explorers to collect revenue from alcohol sales instead of receiving. | 01:38:07 | |
| The $25,000 from the city and the reason for the change? | 01:38:12 | |
| We determined that the city should not be involved in alcohol sales. | 01:38:15 | |
| And receiving the revenues from alcohol sales, so allowing the police exports to manage the alcohol selling. Their proper | 01:38:19 | |
| coordination help sets house offset the city's previous expenditure. | 01:38:23 | |
| When we pull the permit for the alcohol sales, it's under the Explorers nonprofit, so our alcohol safe handling certification, the | 01:38:28 | |
| insurance. | 01:38:32 | |
| And. | 01:38:36 | |
| Purchasing of the alcohol from the vendor, it has to be done under under a nonprofit. So like last year was done under all the | 01:38:37 | |
| under the police explorers. | 01:38:41 | |
| So that's the reason why for the change for this year. | 01:38:46 | |
| And then fiscal impact continued. City sponsored event, the parking revenue typically generated from the beach parking tournament. | 01:38:51 | |
| In general, visiting parking for all the lots will not be collected. That's one change from the soccer tournament from from. | 01:38:57 | |
| Typically when the Copacabana has it is since it is in conjunction with the beach festival. There won't be any revenues from the | 01:39:04 | |
| soccer tournament because it's free parking the that weekend for the entire room. | 01:39:08 | |
| Public The police maintenance and other service costs will be covered by the pre budgeted staff time but no additional expenses. | 01:39:13 | |
| The city. | 01:39:16 | |
| The we're hopeful that the festival is expected to achieve a similar financial results as last year, with the cost offsetting the | 01:39:19 | |
| business sponsorships, donations, vendor fees and beverage sales. | 01:39:24 | |
| The structure will mirror what we did last year. | 01:39:30 | |
| And hosting all the costs covered by the festival generator revenues. | 01:39:32 | |
| Moving on, strategic plan consistency, such as on three major pillars, optimum levels of service for residents and businesses. | 01:39:39 | |
| To support and establish programs and events that create a strong sense of community, pride and connection to our history and our | 01:39:46 | |
| heritage. | 01:39:49 | |
| Innovation and opportunity retain and maximize opportunities for local businesses as the backbone of our community. | 01:39:53 | |
| And finally, safe and secure and beautiful community. Upgrade our beaches, parks, city owned facilities and structures to provide | 01:39:59 | |
| a better experience for our residents employed. | 01:40:03 | |
| Employees, commuters and visitors. | 01:40:07 | |
| The recommendation before City Council now is to adopt resolution conditionally approving Special Use Permit 2-25 and to find the | 01:40:12 | |
| project to be categorically exempt from Sequel. | 01:40:16 | |
| That concludes this presentation. We're available for further questions. | 01:40:21 | |
| Have any questions, Council? | 01:40:25 | |
| Yes, with regards to the. | 01:40:29 | |
| Bands, entertainment, stage and all that. | 01:40:32 | |
| Is umm. | 01:40:34 | |
| Is there a headliner for each day or? | 01:40:36 | |
| Or would the headliner be in the middle of the day? Or is it programmed to be at the end of the day? Or have you even thought of | 01:40:39 | |
| it? We're working on it. Typically we have the headliner at the end of the day for both closing days. But I think we'll last year, | 01:40:45 | |
| I think the music we should ask for, any one of the bands could have been a headliner to close the event. | 01:40:51 | |
| Obviously everything's depending on our budget restraints on the type of. | 01:40:57 | |
| Of the bands that we could bring into the festival. So that's something that the committee is looking at to. | 01:41:01 | |
| To adjust and see how we're going to align the musicians through it throughout the day. | 01:41:07 | |
| So is. | 01:41:10 | |
| Midday. | 01:41:11 | |
| What's the most the best time slot for a band? | 01:41:13 | |
| Like a mainstream band that everyone likes. If I was a reference from last year, it kind of honestly depended on The Who was | 01:41:18 | |
| playing. Because what we noticed last year, for example, on Sunday we had a crowd in the morning for Santana and then we saw a | 01:41:23 | |
| crowd show us specifically for Twisted Gypsies. | 01:41:27 | |
| And then we saw a different crowd showing up once they knew the Banda was going to come on and like we saw the crowd that was | 01:41:32 | |
| there for Twisted just kind of went on. And then we saw a different crowd coming in for the. | 01:41:37 | |
| For the Banda, So I think it just depends on who's playing to try to see who's gonna be coming at what times. | 01:41:43 | |
| If I could just add there, because Frank and I talked about this and one of the things we're trying to do is. | 01:41:49 | |
| Have something for everyone, which is a challenge. Easier said than done. | 01:41:54 | |
| But we're looking this year to try to have a mix. | 01:41:59 | |
| Different types of music and also to kind of mix up the order where it's a little different from last year's order. It's not going | 01:42:02 | |
| to be the exact same order. | 01:42:06 | |
| So we're looking at. | 01:42:11 | |
| Sort of trying to make sure there's something for everyone and maybe the style of music that headlines one event might not | 01:42:13 | |
| headline the next event as an example, so. | 01:42:17 | |
| So we're working on that. | 01:42:22 | |
| Thank you, Mayor. | 01:42:25 | |
| And thank you, Mr. Montelongo and Mr. Coyote for your presentation. I have a few questions if the first one has to do with. | 01:42:26 | |
| The policy on service dogs I noticed last year. | 01:42:34 | |
| There are a lot of dogs. | 01:42:38 | |
| At the festival on both days. | 01:42:40 | |
| And they didn't all seem like service dogs. I was wondering what the. | 01:42:42 | |
| Screening processes, because it says that we have a screening process and no pets allowed. So I was just curious. So with the | 01:42:46 | |
| service dogs of an individual says it's a service dog, we don't have a way of editing whether it truly is or not. So we have to | 01:42:52 | |
| take it for word of mouth. So that's why. So if someone comes in with a small Chihuahua or Pitbull says my service dog. | 01:42:58 | |
| We have to take their word for it so. | 01:43:05 | |
| Luckily we had no incidences last year with the event, but as well something in the security was monitoring. | 01:43:07 | |
| And just actively knowing that we had we had dogs in the area. | 01:43:12 | |
| I think I saw somebody with three dogs, three large corrects there. | 01:43:15 | |
| All service dogs. | 01:43:20 | |
| I know we're adopting the special use permit, This is why we're here tonight, but I wondered if we're. | 01:43:23 | |
| Staff will be coming back with a budget. | 01:43:31 | |
| No. So we will be approving because we have $35,000 that the city is going to be. | 01:43:34 | |
| Providing a seed money, are we approving that? So the Council has already approved that when we. | 01:43:39 | |
| Council direction to move forward and so. | 01:43:44 | |
| Budget has been approved. The permit is being approved tonight and there's no. | 01:43:47 | |
| Planned future item. | 01:43:51 | |
| There's not another item returning to council. I don't recall seeing a budget. | 01:43:53 | |
| Do we not get to see the budget? | 01:43:58 | |
| We can send it to you, but I wouldn't recommend. | 01:44:00 | |
| Holding up the Beach Fest and scheduling another item to review it. | 01:44:04 | |
| Well, I would like the opportunity to discuss. | 01:44:08 | |
| Budget because I'm concerned. | 01:44:11 | |
| About the. | 01:44:13 | |
| City costs that we're not covering our city costs. | 01:44:14 | |
| And I'd like to know how we're. | 01:44:18 | |
| How we're monitoring them. | 01:44:19 | |
| And how we are. | 01:44:22 | |
| Covering. | 01:44:24 | |
| For them, because it does, the report does say. | 01:44:25 | |
| That. | 01:44:27 | |
| That the city does budget. | 01:44:30 | |
| For them, but I don't. | 01:44:32 | |
| Know how maybe we can talk about it on our one-on-one? Sure, yeah. | 01:44:33 | |
| Mayor Progen. | 01:44:37 | |
| Thank you for your presentation. | 01:44:39 | |
| I see that there's no soccer fees for the Copacabana. | 01:44:41 | |
| So how? How is that working? How are clubs invited? | 01:44:48 | |
| To this event. | 01:44:52 | |
| Yes, Mayor Pro Tem. | 01:44:53 | |
| So the other one functions as a for profit, if you will type. | 01:44:55 | |
| Facility. So they come in here asking for permission to use the beach and in an agreement they have to pay for the beach lots that | 01:45:00 | |
| they use. And then that's basically how that works out for us. | 01:45:05 | |
| It's a benefit for the city because they provide basic tourism and and that sort of thing. | 01:45:11 | |
| And another thing, they will charge an individual price, while they don't charge an admission price to spectate and be a viewer, | 01:45:18 | |
| they do charge for the children being a part of the tournament and that is basically market rate based on Copacabana. | 01:45:25 | |
| So we don't know what clubs are invited to this event. | 01:45:33 | |
| So typically the Copacabana is open. So if you go to Cal S soccer because it's a Cal style sanctioned. | 01:45:37 | |
| Soccer tournament though they're listed on the website so. | 01:45:44 | |
| They give discounts to teams that need to split up into multiple teams. They lower the cost for them because they know they got to | 01:46:17 | |
| split up their teams from their normal size. | 01:46:21 | |
| So and it's advertised for it like on our when we go out advertising the festival will also be advertising the Copacabana as well. | 01:46:24 | |
| And people within the soccer community know that these tournaments are out. So it just depends on what the each individual team | 01:46:30 | |
| for a club is registering for their tournament schedule for the summer. | 01:46:36 | |
| OK, so. | 01:46:42 | |
| The LCS. | 01:46:43 | |
| Promoting this specifically within their. | 01:46:45 | |
| Like they're collecting all the revenue from the beach festival completely. They have their own website. You go to Copacabana | 01:46:48 | |
| Beach Soccer and their websites there. I think they have three scheduled tournaments here in Winnemi or two. Are those ones coming | 01:46:54 | |
| up really soon? Then they have their mid-july 1 as well and the last one for the summer for for. | 01:47:00 | |
| Boys and girls yes. As boys and girls typically it's not Co Ed unless you're well Co Ed would be if you have a female player on a | 01:47:07 | |
| boys team but you'll have your female division than your male divisions will be your your teams for the event. | 01:47:13 | |
| All right. Next question. | 01:47:19 | |
| What I I went because I did go to the Beach Fest last year and I some of the. | 01:47:22 | |
| Some of the bands that were playing in stone, like they bring a crowd, correct? | 01:47:28 | |
| That Bruno Mars cover band was a hit. | 01:47:32 | |
| DJ Depeche Mode was good. | 01:47:37 | |
| So. | 01:47:40 | |
| My my plug is that was some good entertainment. | 01:47:41 | |
| That's all I have. | 01:47:48 | |
| Thank you. I had one more question. | 01:47:49 | |
| Yeah, so. | 01:47:57 | |
| Mr. City Manager, basically we're going to follow the model that we followed last year, correct? | 01:47:59 | |
| Yes. And I think last year for the first time in the. | 01:48:04 | |
| Beach Festival since I've been on City Council. | 01:48:08 | |
| Turn a profit. | 01:48:11 | |
| It broke even. | 01:48:12 | |
| It includes it didn't include city costs. | 01:48:14 | |
| I think it did. | 01:48:18 | |
| And we explained it last year. It's the $35,000 contribution in staff time for a committee. So that's the budget, right? | 01:48:23 | |
| OK, I. | 01:48:29 | |
| And. | 01:48:31 | |
| My next question. | 01:48:33 | |
| Is oh. | 01:48:36 | |
| So, umm. | 01:48:37 | |
| Will Copa. | 01:48:39 | |
| Cabana. | 01:48:41 | |
| Beach soccer. | 01:48:42 | |
| Because when they come for their. | 01:48:45 | |
| Three events in the summertime. | 01:48:47 | |
| They bring a lot of people. | 01:48:49 | |
| So is their footprint gonna be the same? | 01:48:51 | |
| As, say, last summer. | 01:48:55 | |
| Because they take up. | 01:49:00 | |
| All of BA. | 01:49:02 | |
| Surfside Drive, I mean, they bring a lot. | 01:49:04 | |
| A lot of people with them. | 01:49:06 | |
| Correct. So we anticipate having that overfill parking in the Surfside to Market Street area and the port. | 01:49:08 | |
| Lot as well as having the parking available there for their goers because they'll be closer to their event on the beach side. | 01:49:14 | |
| Right. And I imagine we strongly encourage them to go. | 01:49:20 | |
| Purchase her food in the beach festival because I know a lot of them. | 01:49:23 | |
| Go out and about to bring food back for their players and stuff like that correct and Copacabana and talking to them I'm working | 01:49:26 | |
| on a flyer So what they're going to do on their registration or e-mail blast is they're going to actually be disseminating our | 01:49:32 | |
| festival poster to them to all the registered participants and their acts again to put our information on their website as well | 01:49:37 | |
| that their their event for this fest this tournament is in conjunction with our free event to the beach so are they like super | 01:49:42 | |
| excited because. | 01:49:47 | |
| Well, let me ask you this way. | 01:49:53 | |
| Are they? | 01:49:55 | |
| Experiencing cost savings because of this. | 01:49:56 | |
| Joint effort. | 01:50:00 | |
| I think the only difference that with the event is the parking. | 01:50:02 | |
| Because though the the whole beach park area is free parking because of the beach festival. | 01:50:05 | |
| So all the soccer players will get so the families of the teams coming to participate in the soccer tournament instead of having | 01:50:11 | |
| to pay their $8. | 01:50:15 | |
| All day parking paths of the family to come wash their children, play soccer, they now get to come enjoy for free because parking | 01:50:19 | |
| is free that weekend, right? So it's the cost of the family. They don't have to. | 01:50:23 | |
| In court to come to do they pay other fees to be on Winning Me Beach? | 01:50:28 | |
| Though any other fee they pay is a registration for the tournament, so it'd be the parking fee and then the. | 01:50:32 | |
| Your the beach parking fee to park and then their entry to the tournament. Are we gonna adjust their registration fees since | 01:50:36 | |
| they're getting free parking? Are we gonna kind of kind of make it up in another way or they don't pay the city any other fees | 01:50:41 | |
| other than parking other than other than they paid for their permit initially? | 01:50:46 | |
| And which is already paid for so, so we won't have any. | 01:50:51 | |
| We don't have a way to increase any fees for them to offset. | 01:50:55 | |
| I think 1 positive though is that the. | 01:50:59 | |
| The port. | 01:51:02 | |
| Last year graciously provided parking. | 01:51:03 | |
| And we didn't really have enough people to use it. | 01:51:07 | |
| And so we talked with the port about the advantage of this year. | 01:51:10 | |
| If if they provide that parking that it'll actually be widely used and it'll they'll be able to. | 01:51:14 | |
| Were really advertised the appreciation to the port. | 01:51:20 | |
| So the soccer tournament. | 01:51:23 | |
| Although we lose the. | 01:51:26 | |
| The parking revenue from their regular event. | 01:51:28 | |
| It actually will allow us to better use our resources for the Beach Fest event. | 01:51:31 | |
| And then yes, the hope is that. | 01:51:36 | |
| We're offsetting that cost by having all of those families join the beach fest and shop and eat and support the beach vest. | 01:51:38 | |
| Yeah, we've always, I've always interacted with Copa. | 01:51:46 | |
| A lot and during beach cleanup and stuff, and they do a magnificent job of cleaning up after themselves. | 01:51:50 | |
| However, the trash cans are usually overflowing, and it does. | 01:51:57 | |
| Necessitate. | 01:52:01 | |
| Staff time on the beach to remove all the trash. | 01:52:02 | |
| So we can work on allocating additional trash hands in that area then if that's a. | 01:52:05 | |
| The area of that, they need more trash cans for that area. | 01:52:09 | |
| That since we will have city staff there. | 01:52:12 | |
| Managing all the trash for the festival as well. | 01:52:14 | |
| Yeah. So that does that's a really good trade off because they're gonna. | 01:52:17 | |
| You're going to be out there anyways. | 01:52:21 | |
| OK, great, Councilmember. | 01:52:22 | |
| Hernandez, I'm going to pass on my question. We've spent enough time on this item. OK, Councilmember Perez? | 01:52:25 | |
| You said there's gonna be about 15,000 people. Are you actually counting? I know in years past they approximated how many people | 01:52:31 | |
| come in, but they weren't really. | 01:52:34 | |
| Keeping a tally? Are you actually counting your plan? We plan on getting an actual count this year so we have true numbers. | 01:52:38 | |
| Thank you. Great. Any other questions? | 01:52:45 | |
| If not. | 01:52:47 | |
| Do we have any public comments? Oh, let me. | 01:52:49 | |
| Sorry, umm. | 01:52:51 | |
| I'm now going to open the public hearing. The public hearing is now open the public input at. | 01:52:52 | |
| 8/22. | 01:52:58 | |
| Are there any public comments regarding this item? | 01:53:00 | |
| Yes, we have one public comment from Dulce Satterfield. | 01:53:02 | |
| Good evening again and. | 01:53:18 | |
| Let's remember following public. | 01:53:19 | |
| Hearing there's consider the evidence is one of the follow up steps. | 01:53:23 | |
| So this is a hearing with a city run event. After a years long pause, the events grown louder and more ambitious. | 01:53:28 | |
| It seems that those doing the planning and. | 01:53:35 | |
| Analysis and here to. | 01:53:38 | |
| Make motions and vote. | 01:53:40 | |
| Can't be trusted to recognize. | 01:53:42 | |
| The proximity of hundreds of multifamily households. | 01:53:45 | |
| The go to stance seems to be to deem these. | 01:53:49 | |
| Condo homes as a noise pollution dumping ground. | 01:53:51 | |
| Tonight I heard about peace officers with respectful, compassionate approach. | 01:53:55 | |
| Why not some respectful, compassionate? | 01:54:01 | |
| Approach with the high density zone. | 01:54:04 | |
| Didn't hear mention of that. | 01:54:07 | |
| In the presentation. | 01:54:09 | |
| A mass murderer. | 01:54:11 | |
| Said that he. | 01:54:13 | |
| Wouldn't see people in the periphery of his. | 01:54:15 | |
| Target area. | 01:54:19 | |
| And likewise all of you when you're looking at these site maps, you see vague shapes. | 01:54:20 | |
| Around your footprint of an event and not thinking about. | 01:54:26 | |
| People living and breathing there, real people. | 01:54:31 | |
| Households. | 01:54:35 | |
| So we surf ciders. | 01:54:36 | |
| I could hide my ears, but we're not aliens. We can't transform them. | 01:54:39 | |
| And. | 01:54:44 | |
| We deserve the same safeguarding that the medically vetted standards in Government code have. | 01:54:45 | |
| For sound levels. | 01:54:51 | |
| Those standards. | 01:54:53 | |
| Inform our general plan and our municipal standards. Standards exist for a reason. | 01:54:55 | |
| Not umm. | 01:55:00 | |
| To be used only with favored populations. | 01:55:01 | |
| Now. | 01:55:05 | |
| Umm, last year. | 01:55:06 | |
| Van Clausen Associates revealed the city exceeds the well known standards. | 01:55:10 | |
| But the city cowers. | 01:55:14 | |
| Behind an exemption blurb in the Munich Code. | 01:55:16 | |
| And the Inception is not an end of story. | 01:55:19 | |
| I'm not here for legal lingo wordsmithing. | 01:55:24 | |
| But in the Munich code. But remember, respectful and compassionate. You seem to want that in other parts of your affairs. | 01:55:28 | |
| Do the homeless deserve that approach more than the multifamily households? | 01:55:35 | |
| At the periphery of your event. | 01:55:40 | |
| I asked leadership here and now. Consider the inhumanity. | 01:55:43 | |
| To the folks in the high density zone. | 01:55:47 | |
| And if. | 01:55:50 | |
| If our lives and health don't matter, that seems sad and ridiculous. I'm running short on time and I'm not going to do the deets | 01:55:53 | |
| about the. | 01:55:57 | |
| Sad and ridiculous, but. | 01:56:00 | |
| But I do want you to know the noise study is ongoing. | 01:56:02 | |
| And last year's study was a preliminary. | 01:56:05 | |
| If I can just respond. | 01:56:15 | |
| A bit miss settle field. | 01:56:18 | |
| You know that I've replied to you about the noise ordinance comments, and I've also been in communication with you about the. | 01:56:20 | |
| Beach festival event. | 01:56:27 | |
| We noted to start the presentation that the. | 01:56:30 | |
| Beach Festival is the. | 01:56:33 | |
| New lower impact. | 01:56:36 | |
| Footprint that we implemented last year, that we continue to implement. So I just want to note that I have replied to you. | 01:56:38 | |
| With information about. | 01:56:45 | |
| The noise ordinance and how permits. | 01:56:46 | |
| Work within those noise ordinances. | 01:56:49 | |
| And also that we have communicated about. | 01:56:51 | |
| Your concerns with prior beach vests and my understanding. | 01:56:54 | |
| Was that you had commented that last year's Beach Fest was much improved so. | 01:56:58 | |
| If that's not your opinion at this point then you and I can follow up but. | 01:57:02 | |
| I'm our staff is taking. | 01:57:07 | |
| All of these issues, seriously, we've put. | 01:57:11 | |
| Real effort into improving the situation. | 01:57:14 | |
| If the request is just to not hold the beach vest, I don't think that's fair to the community, but that's. | 01:57:17 | |
| That may be the request of one person, but I would recommend approving the beach vest permit at this time. | 01:57:23 | |
| Thank you. | 01:57:30 | |
| And there are no more comments. | 01:57:31 | |
| Great. Thank you. So the public input has concluded. I will now close the public hearing, the time being 8/26. | 01:57:34 | |
| And we'll have. | 01:57:41 | |
| We have before us the recommendation to adopt the resolution conditionally approving the. | 01:57:44 | |
| Special Use permit to find the project to be categorically exempt from SEQUA and take such additional related action that may be | 01:57:49 | |
| desired. Is there a first? | 01:57:53 | |
| A motion and a second. | 01:57:58 | |
| Move to approve. | 01:58:00 | |
| 2nd. | 01:58:02 | |
| Great. Any discussion? | 01:58:03 | |
| If there are no discussion. | 01:58:07 | |
| Clerk, can you take a vote? | 01:58:10 | |
| Councilmember Gama. | 01:58:11 | |
| Yes. | 01:58:13 | |
| Councilmember Hernandez, Yes. | 01:58:14 | |
| Councilmember Perez Yes, Mayor Pro Tem Lopez. | 01:58:16 | |
| Yes, and Mayor McQueen Leon. | 01:58:21 | |
| Yes, motion passes unanimously. | 01:58:23 | |
| Thank you. | 01:58:26 | |
| We'll now move to the business items. | 01:58:27 | |
| Item number 13. | 01:58:37 | |
| The 2024 annual general plan and housing progress report. | 01:58:39 | |
| Will staff please present the report? | 01:58:45 | |
| Good evening, Mayor, Mayor Pro Tem, members of the council, staff and audience, Tony Stewart, Community and Economic Development | 01:58:50 | |
| Director. | 01:58:54 | |
| This is a short presentation. It's one that we're required to. | 01:58:58 | |
| Give to the City Council every year. | 01:59:02 | |
| And it's a report on the progress made towards meeting our general plan goals, particularly with regard to the housing element. | 01:59:05 | |
| And it also provides an annual report on the housing successor agency. | 01:59:13 | |
| And then? | 01:59:18 | |
| By April 1st of each year, we have to report. | 01:59:20 | |
| The bindings. | 01:59:24 | |
| To the States Department of Housing and Community Development or HDD. | 01:59:26 | |
| And the Governor's Office of Land Use and Climate Innovation used to be known as OPR, but now it's not that much longer. Name to | 01:59:31 | |
| it. | 01:59:34 | |
| And this by the way, will be the last of the reports under this five year reporting period. And next year will be possibly an | 01:59:39 | |
| entirely new type of report, but this one's pretty much the one that you hear. | 01:59:45 | |
| Every year. | 01:59:51 | |
| And as a reminder, we primarily are reporting on the housing element here, which was officially certified by HCD back in October | 01:59:53 | |
| of 2022. | 01:59:58 | |
| And a refresher for everyone is that the state, through the housing element process, mandates what they call the regional housing | 02:00:03 | |
| needs. | 02:00:08 | |
| Allocation and for the city of Port Hueneme, it's 125 new units that would need to be built. | 02:00:12 | |
| By well planned for by 2029, they don't actually have to be built. | 02:00:18 | |
| At least not with this cycle. But HCD keeps making things tougher, so we'll see what happens with the next cycle. | 02:00:24 | |
| But for this one at least. | 02:00:30 | |
| We are required to plan for 21 extremely or very low income units, 16 low income. | 02:00:32 | |
| 18 moderate income and 65 above moderate income which would be like market rate. | 02:00:38 | |
| And the income levels are described by the federal. | 02:00:44 | |
| Housing and Urban Development Department, or HUD. | 02:00:49 | |
| And then they are broken down by state and by county. So we of course would reply with or are required to meet Ventura counties | 02:00:52 | |
| requirements. | 02:00:57 | |
| And we are actually well underway to meet our arena in a couple of the categories. We have 16 Adus which do count towards those | 02:01:02 | |
| numbers. | 02:01:08 | |
| That were permitted last year and seven additional were completed. | 02:01:14 | |
| We do actually have 13 more in plan check right now. | 02:01:18 | |
| And so during the current cycle, which we started reporting on back in 21. | 02:01:22 | |
| Through today we have a 19 low income units, a total of the 16 that were required. So it means we're actually 3 above. | 02:01:27 | |
| Three over, so we don't actually need to. | 02:01:35 | |
| Plan for anymore, but it's a good idea that we do just given the market. | 02:01:37 | |
| And then we have 20 above moderate income units. Now we do still need to meet our extremely low, very low income requirements as | 02:01:41 | |
| well as some of the above moderate and moderate income requirements. | 02:01:47 | |
| So our housing element that was approved by HGD has 21 programs within it. | 02:01:54 | |
| And I'm happy to report that with all of the rezoning work that we all did a couple months back. | 02:02:00 | |
| We have now met all of our programs. They're all either in progress or they've been completed. | 02:02:06 | |
| Point SO. | 02:02:13 | |
| That's great news for us and it's good to report back to HD that we are not in out of compliance with our housing element at this | 02:02:14 | |
| point, which is always something that they are looking at. | 02:02:19 | |
| So with regard to the report itself, I'm not going to go into a whole lot of details. As you know in your packet there, there, | 02:02:26 | |
| there is quite a bit of it. | 02:02:29 | |
| Appendix. They describes our compliance with the various housing successor agency expenditures and production requirements. | 02:02:33 | |
| And because we've dissolved the successor agency back in May 17th of 2023. | 02:02:42 | |
| Most of those numbers are just. | 02:02:49 | |
| They'll continue to wind down basically with the activities, but the numbers themselves don't differ a year over year very much | 02:02:53 | |
| anymore. | 02:02:56 | |
| And so similar to last year 127,000. | 02:03:02 | |
| $488 in the asset fund was spent on administrative costs, which is actually under the amount that we're allowed to spend. | 02:03:08 | |
| The balance is a little over 5.2 million, of which 4.55 million is cash, which is equity and assets, including the properties that | 02:03:16 | |
| the city owns. | 02:03:22 | |
| And the fund may not accumulate excess surplus and the report, the numbers that were in the report and audited shows that it has | 02:03:28 | |
| not exceeded that. So we're in good standing there. | 02:03:35 | |
| And so that basically is my presentation. The big difference between last year and this year really is the report on the fact that | 02:03:43 | |
| all 21 of those programs have now been complied with. | 02:03:49 | |
| Thank you. | 02:03:55 | |
| Thank you. | 02:03:56 | |
| Start with Mayor Pro Tem. | 02:03:56 | |
| So my understanding is. | 02:03:59 | |
| The housing requirements from California are RHNA. | 02:04:03 | |
| I think that's the acronym. | 02:04:08 | |
| If we, you know, if we can't get builders to build. | 02:04:11 | |
| Did nothing. Nothing happens, right? | 02:04:17 | |
| Correct. So as I mentioned, we have to plan for them which we've done with all with the general plan itself, the housing element | 02:04:19 | |
| that was approved and then all of the rezoning that we just did. So we are in good standing with planning for them. | 02:04:25 | |
| So we set up the groundwork. But you are correct, we can't force a developer to come in and build something. | 02:04:31 | |
| That said though, with the new tools that we put into place, so to speak. | 02:04:37 | |
| We've made ourselves more marketable to potential developers. No Has anyone? | 02:04:42 | |
| Contacted. | 02:04:48 | |
| The city just. | 02:04:49 | |
| To maybe you don't talk about. | 02:04:51 | |
| Possible developments and what website? | 02:04:53 | |
| We've got some. We've got a couple folks that are interested in several of our sites. A Habitat for Humanity in particular is | 02:04:56 | |
| interested in our Pleasant Valley sites, which is what we were hoping that they would be. | 02:05:01 | |
| We just actually got the appraisal back, so I'll be meeting with the city manager about that within the next couple of days. | 02:05:08 | |
| And then presenting that to Habitat and hopefully moving forward with that. And so that should get us some additional good numbers | 02:05:14 | |
| and good development of those city owned sites there along Pleasant Valley. | 02:05:20 | |
| So last question. | 02:05:26 | |
| Since we've met the low income requirements for A to use. | 02:05:28 | |
| We're not rejecting. | 02:05:33 | |
| Any ad use anymore, correct? I mean, we're not allowed to reject 80, correct? Just want to make sure that yes, no one's coming in | 02:05:35 | |
| and we're just. | 02:05:39 | |
| Say no. | 02:05:43 | |
| If they come in and that they meet the the building code requirements, they're processed. | 02:05:45 | |
| Thank you. | 02:05:49 | |
| When it comes to Habitat for Humanity. | 02:05:55 | |
| I wish I could ask a question when you're going through your. | 02:05:58 | |
| PowerPoint, but you had a slide. | 02:06:02 | |
| Says extremely low, moderate. | 02:06:04 | |
| Listen to that wind. | 02:06:10 | |
| There we go. So where does does a habitat fall into moderate income? | 02:06:12 | |
| No, they're actually generally low income. | 02:06:17 | |
| So, but they can also fall into the extremely or very low, but they generally try to be within the low income. | 02:06:21 | |
| And so if we were successful in. | 02:06:28 | |
| Work with Darcy Taylor and Habitat. | 02:06:31 | |
| How many units would we be able to? | 02:06:34 | |
| Satisfy umm. | 02:06:37 | |
| In that Pleasant Valley, San Pedro area. | 02:06:39 | |
| Well, that's, that's a good question. We're thinking at least based on the appraisal somewhere between 15 to 19, but it really | 02:06:43 | |
| depends upon. | 02:06:47 | |
| How habitat will layout the? Would we approach habitat like going with the same? | 02:06:52 | |
| Genre because it's would we go with the same design? | 02:06:58 | |
| Because that would relieve. | 02:07:02 | |
| Architectural costs and stuff like that. Or would it just be? | 02:07:05 | |
| A whole new project. | 02:07:09 | |
| They've come to us with a few different proposals, but we're looking at something similar to what was produced over off of. | 02:07:12 | |
| San Pedro, which is the town home. | 02:07:21 | |
| Concept. Yeah, I would. | 02:07:23 | |
| I just think they're those are. | 02:07:25 | |
| Probably one of the best habitat. | 02:07:28 | |
| Developments I've seen. | 02:07:30 | |
| And those really look good. Those will come back to council we're working on. It would bring them back. | 02:07:32 | |
| My recommendation would be not to go too far into that topic on this item because it's not agenda as does that project, but. | 02:07:37 | |
| But when we bring it back to the council, we'll have an opportunity to go through all of those, all of those. | 02:07:45 | |
| Options. | 02:07:52 | |
| So when we look at the numbers though. | 02:07:53 | |
| Do we start checking off boxes like OK? | 02:07:56 | |
| X company. X development. | 02:08:01 | |
| I mean, do how do we how do we approach the? | 02:08:03 | |
| Satisfying these 4 categories, yeah, we track all of the numbers and we have to provide the annual report. So we track those and | 02:08:07 | |
| we provide an annual report to the state each year. | 02:08:12 | |
| So that's part of what we're doing tonight with this. | 02:08:18 | |
| Last question, have we got any above moderate income developments yet? | 02:08:21 | |
| Those would be basically the market rate. And so because we are no longer allowed by this state for instance, to consider our Adus | 02:08:27 | |
| going forward as low income. | 02:08:33 | |
| We considered them all to be above moderate, for instance. | 02:08:38 | |
| Great. Thank you. Any other questions? | 02:08:44 | |
| Do we have any public comments? | 02:08:47 | |
| No public comments. Great. Thank you. | 02:08:49 | |
| So we have before us a recommendation to receive the information and direct staff to submit an annual report to the California | 02:08:51 | |
| Department of Housing and Community Development and the Governor's Office of Land Use and Climate Innovation. | 02:08:57 | |
| May I have a motion and a second? | 02:09:03 | |
| Move to approve. | 02:09:06 | |
| Second, great. Is there any discussion? | 02:09:08 | |
| Madam Clerk, can we have? | 02:09:13 | |
| All in favor. | 02:09:15 | |
| Aye, all opposed. | 02:09:16 | |
| Hearing none, motion passes unanimously. | 02:09:18 | |
| Great. Thank you, Mr. Stewart. | 02:09:21 | |
| We're going to move to #14 item number 14 Utility Box Beautification Project details. | 02:09:23 | |
| Will staff please? | 02:09:30 | |
| Present the report once you get up to the table. | 02:09:31 | |
| Good evening, Mayor, Mayor Pro Tem, City Council members, members of the public. | 02:09:44 | |
| So. | 02:09:48 | |
| Item 14. | 02:09:50 | |
| Is a follow up to discussion. | 02:09:53 | |
| And an item that was. | 02:09:55 | |
| Discussed at the February 18th, 2025 meeting. | 02:09:57 | |
| At that time, Council considered. | 02:10:01 | |
| Reaches requests to approve a utility box beautification project. | 02:10:03 | |
| Council approved the request, which included the use of up to 25 hours of staff time and the waiver of any fees associated with | 02:10:07 | |
| city permits. | 02:10:11 | |
| But requested that a map of the proposed locations. | 02:10:15 | |
| And additional information about artistic themes. | 02:10:19 | |
| Return to Council for their consideration. | 02:10:21 | |
| Subsequent to that meeting, staff communicated with REACH representatives. | 02:10:25 | |
| To obtain that information. | 02:10:28 | |
| That information is included in the staff report and summarized here in this presentation. | 02:10:31 | |
| The project proposes excuse me, to beautify. | 02:10:36 | |
| A total of 8 utility boxes in the city. | 02:10:39 | |
| And Reached Reach has identified 4 themes Military Chumash. | 02:10:42 | |
| Port and nature. | 02:10:47 | |
| And is proposing that each theme would be applied to two of the. | 02:10:48 | |
| Utility boxes. | 02:10:53 | |
| The project map illustrates the proposed location for the boxes. | 02:10:56 | |
| And Reach has indicated that the location of each box is connected to the theme proposed for that location. | 02:11:01 | |
| For example, the box that will highlight the Bard family. | 02:11:07 | |
| And its role in founding the port is located. | 02:11:10 | |
| Along Bard Rd. | 02:11:13 | |
| And the box highlighting the importance of the CBS. | 02:11:15 | |
| Is located adjacent to the CB Museum. | 02:11:18 | |
| So once again this is provided in response to councils request for a project map and additional information about the artistic | 02:11:25 | |
| themes associated with the project. | 02:11:30 | |
| It's recommended that the Council receive this information. Consider it. | 02:11:35 | |
| And provide whatever direction it deems appropriate. | 02:11:39 | |
| To reach. | 02:11:42 | |
| If I can add just one comment, if you could go back one slide. | 02:11:44 | |
| So we want to thank both REACH and the Council for bearing with us, because this is a new. | 02:11:49 | |
| Type of project I think first of its kind for here in port 1 E me and so we're still trying to figure it out and. | 02:11:56 | |
| When we had come to the Council. | 02:12:02 | |
| Previously. | 02:12:05 | |
| Sort of talked about, you know? | 02:12:06 | |
| Is there any further review of this? | 02:12:08 | |
| And I think Reach talked about. | 02:12:11 | |
| The one concern they have is really not getting into a situation. | 02:12:13 | |
| Because they're going to have a limited budget where the city is asking for revisions or refinement to the art and and. | 02:12:16 | |
| That having a cost to it. | 02:12:23 | |
| And so we had proposed the idea of. | 02:12:25 | |
| Providing a map with the locations in the theme which which we received and we appreciate that from Reach. | 02:12:28 | |
| I think looking. | 02:12:36 | |
| At this and really thinking through next steps. | 02:12:38 | |
| I do recommend that the Council. | 02:12:42 | |
| Consider tonight giving the approval or any modifications to this site map. | 02:12:46 | |
| And, umm. | 02:12:51 | |
| And moving forward with that. | 02:12:52 | |
| But with one. | 02:12:54 | |
| Requirement. Umm. | 02:12:56 | |
| Which is. | 02:12:57 | |
| I do think. | 02:12:58 | |
| Looking at this, one of our roles sometimes is to look for things that could be potentially. | 02:13:00 | |
| Controversial, or that, you know, that the City Council should get eyes on before moving forward. | 02:13:05 | |
| And so we do recommend or I'll say I recommend that. | 02:13:11 | |
| The council asked for one. | 02:13:15 | |
| Final round of approval. | 02:13:18 | |
| That the. | 02:13:21 | |
| Reach as they develop each. | 02:13:23 | |
| You know, they're eight pieces that they bring a. | 02:13:25 | |
| Rendering of those eight to the Council. | 02:13:30 | |
| And I think the the compromise we're asking for and that we're recommending is. | 02:13:33 | |
| Knowing our recommendations that the Council know that it's essentially a thumbs up or a thumbs down at that point for each of | 02:13:38 | |
| those. | 02:13:41 | |
| But knowing that reach does not have the resources to keep. | 02:13:44 | |
| Making revisions. | 02:13:48 | |
| So we think that would be sort of a reasonable approach. | 02:13:49 | |
| Everybody. | 02:13:53 | |
| You know compromise is often when both parties are not. | 02:13:55 | |
| Exactly happy with it, but in this case I think. | 02:14:00 | |
| The city's giving some leeway to get this project going, but then Reach also gives the city one more chance just to say yes or no. | 02:14:03 | |
| So we do recommend. | 02:14:11 | |
| That, umm. | 02:14:14 | |
| Like I said, we we apologize for. | 02:14:15 | |
| Sort of the process because being a new process. | 02:14:18 | |
| Sort of figuring it out and trying to. | 02:14:22 | |
| Find a way to make it work for everybody, but we do recommend that final approval. | 02:14:24 | |
| Yeah. Just quick question. So is it the intent to? | 02:14:28 | |
| That reach will submit all 8. | 02:14:33 | |
| At the same time. | 02:14:35 | |
| Or will we be looking at them one at a time as their? | 02:14:37 | |
| Complete. My recommendation would be that they come back one time with all 8. | 02:14:40 | |
| That it's better for agenda management, also easier for them. They don't have to come sit through eight more meetings. | 02:14:44 | |
| So that would be our recommendation obviously if. | 02:14:50 | |
| If something happens where they got 4 done and they you know, was going to be a pause before the next 4 or something, we could | 02:14:53 | |
| talk to them about that, but we'd recommend just having one item where they ate. | 02:14:57 | |
| Renderings come back knowing that. | 02:15:03 | |
| What we're approving tonight is the location and the theme for each of these. | 02:15:05 | |
| Yes, let's go with Council Member Perez and then we'll go to. | 02:15:08 | |
| Yes, I would also encourage and recommend that when they're making their. | 02:15:14 | |
| The artwork for this that they're talking to the appropriate parties. | 02:15:20 | |
| Or experts, for instance Chumash. | 02:15:24 | |
| Talk to the appropriate Chumash tribal people in the area. | 02:15:26 | |
| And get their. | 02:15:30 | |
| Buy in on whatever art is. | 02:15:32 | |
| Yeah. And that's sort of why we had as we took a look at it, we were thinking we really need like that one more approval is. | 02:15:35 | |
| We know. | 02:15:42 | |
| That themes with some of these groups there might be. | 02:15:43 | |
| Other people who want to weigh in or the public or other stakeholders, so we can encourage them as part of that to talk to, for | 02:15:49 | |
| example, the military, you know, the base about potentially the military. | 02:15:54 | |
| Themed one or the VFW or? | 02:16:00 | |
| That you mash about the Chumash theme. | 02:16:03 | |
| So yes, Councilmember, that's exactly where I was going, and I would even take it one step further. | 02:16:04 | |
| I would suggest. | 02:16:12 | |
| That we. | 02:16:13 | |
| Contact the tribal leaders and say. | 02:16:15 | |
| What would you like to see expressed? | 02:16:18 | |
| On our boxes, give them. | 02:16:20 | |
| Give them the. | 02:16:23 | |
| And same thing with the Seabees, the Bard family. | 02:16:24 | |
| Education. I imagine we could go to the Ventura County Office of Education and ask them. | 02:16:27 | |
| What would you like to see on there and that and that way? | 02:16:32 | |
| You know, at least we give them the control because obviously if we. | 02:16:37 | |
| Through certain protocols I know that the Chumash have. | 02:16:42 | |
| In artwork depicting their culture. | 02:16:46 | |
| And they should be the ones dictating. | 02:16:49 | |
| What artwork is going to go? | 02:16:51 | |
| And then like. | 02:16:56 | |
| For Creek and nature and I just feel like maybe we could get a little surf. | 02:16:57 | |
| Commun. | 02:17:02 | |
| Surf surfer somewhere. | 02:17:04 | |
| But I see the beaches doesn't have any. | 02:17:07 | |
| Boxes, but she's right there. | 02:17:10 | |
| #7 #7 OK. | 02:17:12 | |
| That's way away from the beach, but. | 02:17:15 | |
| Anyway, so I think. | 02:17:17 | |
| I think we should encourage REACH to reach out to representatives of these. | 02:17:20 | |
| The most knowledgeable representative. | 02:17:26 | |
| Representatives of each of these themes and ask them. | 02:17:29 | |
| What they would like to see? | 02:17:32 | |
| Any other? | 02:17:38 | |
| Question Councilmember Hernandez. | 02:17:38 | |
| Is this comment or question this questions? | 02:17:41 | |
| So, Mr. City Manager, did you have this discussion already with reach about? | 02:17:43 | |
| Making this recommendation no. | 02:17:49 | |
| Because I. | 02:17:52 | |
| Do we know if they're going to be using? | 02:17:53 | |
| Different artists on different boxes. Are they just using one artist because. | 02:17:56 | |
| Coming up with eight renderings all at once, or even 4 all at once, might not. | 02:18:00 | |
| Accommodate their. | 02:18:06 | |
| Approach. | 02:18:08 | |
| If they're going to be, especially if they're using different artists. | 02:18:09 | |
| So I think we do have some breach representatives today, so. | 02:18:13 | |
| Come on up to the mic. | 02:18:20 | |
| Yeah. | 02:18:22 | |
| Hello. | 02:18:34 | |
| So I can give you a couple of answers. First of all, we are going to go to Aldi's. | 02:18:36 | |
| Different organizations. | 02:18:41 | |
| We're not going to do what the artist is going to go to it. | 02:18:43 | |
| Whoever we choose to do the arting they're going to have, they're going to have the conversation and come back to us. | 02:18:45 | |
| So that was our always. | 02:18:51 | |
| In the plans. | 02:18:54 | |
| What was the question again? What was the original question? 01 Artist? | 02:18:56 | |
| We don't know. | 02:19:01 | |
| That's a good question. | 02:19:02 | |
| We don't know that. I know we have a couple that we're looking at. | 02:19:03 | |
| A part of the problem is their availability. | 02:19:07 | |
| We don't want to do it like tomorrow, we don't want to do when it's raining. We want to do it in the summer where we know the | 02:19:10 | |
| stuff is going to dry properly. | 02:19:13 | |
| So that. | 02:19:17 | |
| Been decided yet? OK. | 02:19:19 | |
| My question was. | 02:19:21 | |
| Is this recommendation in alignment with your plans? | 02:19:23 | |
| For painting all 8. | 02:19:27 | |
| Electrical boxes because you might have Will you have more than one artist? Do you plan on doing all? | 02:19:31 | |
| Eight at once. Well, even 4 at once. | 02:19:37 | |
| 8 is pretty ambitious. | 02:19:40 | |
| Renderings for our approval seems I don't know. | 02:19:43 | |
| That it's realistic yeah 8 seems to be a little bit ambitious rich you gotta. | 02:19:46 | |
| Oh, here comes now. You're in trouble. Rich is coming. | 02:19:52 | |
| Yeah. Kind of like our overall approach is that we're going to be. | 02:19:56 | |
| Umm going out and marketing to get various different. | 02:20:00 | |
| Proposals from various different artists. We want to kind of review the artists. | 02:20:08 | |
| To make sure that you know they're. | 02:20:12 | |
| They're skilled that they're skilled not only in art, artistry, but also working with the community because each one of these is | 02:20:14 | |
| going to be tied in. | 02:20:18 | |
| Say with the Chumash community or the the military community. So we want that. We want a good buy in on both parts. | 02:20:22 | |
| I don't. | 02:20:30 | |
| They, I don't look that we're going to be doing all 8 at once. So like on the month of May, you're going to see. | 02:20:32 | |
| Eight of them out there, I think it's. | 02:20:38 | |
| It would be ideal. | 02:20:41 | |
| But I think the approach of perhaps maybe taking four at a time. | 02:20:42 | |
| Getting that. | 02:20:47 | |
| Solidly down as far as like the artwork, working with the community, we're looking trying to also we're looking to, you know, get, | 02:20:48 | |
| you know, the, the youth involved in and stuff. So like when we're looking out to picking those artists. | 02:20:54 | |
| It may be. | 02:21:00 | |
| A local junior college or college artists that we work with because they're really trying to make this a very organic community | 02:21:02 | |
| thing we're not trying to do. | 02:21:06 | |
| While we wanted to be professional looking and stuff like that, we really want to involve the community so that everybody can feel | 02:21:11 | |
| proud and happy about it. | 02:21:15 | |
| Very non controversial. | 02:21:19 | |
| That type of a thing. | 02:21:21 | |
| And I think one of the points that you know. | 02:21:23 | |
| That you know I. | 02:21:26 | |
| Want to make special note of is the controversial? | 02:21:28 | |
| Theme. We want there's something. | 02:21:32 | |
| Again, that everybody can kind of buy into that. It doesn't make it. | 02:21:35 | |
| There's not negative reactions and stuff like that. So I mean, that's kind of our goal right now. | 02:21:40 | |
| So I guess my question is, are you going to be able to come back to City Council has the city manager as? | 02:21:46 | |
| And show us rendering so we give you the thumbs up and thumbs down on what goes on. | 02:21:53 | |
| The utility boxes, I think we'll be able to come back and give you renderings. I don't think we're going to be able to give you 8 | 02:21:58 | |
| at one shot. | 02:22:02 | |
| OK. | 02:22:06 | |
| About about not doing 8 at one shot or what? | 02:22:09 | |
| Oh, oh, sure, Because, you know, the council is also the community and I want everybody to buy in and I'm looking at you're gonna | 02:22:15 | |
| be looking at your. | 02:22:19 | |
| Talking to your constituents to get, you know some kind of information and, and we. | 02:22:24 | |
| We welcome your input. Frankly, as far as getting to this process, this is not something that's pre designed or pre. | 02:22:29 | |
| Ordained that we're going to be doing this. In this we have some basic themes. | 02:22:36 | |
| You know, we may find as we go into the community that may some particular group has. | 02:22:42 | |
| A whole new. | 02:22:48 | |
| Theme that we hadn't really thought of. | 02:22:50 | |
| And absolutely we want to bring it back to the console because you want this to be a win, win process. | 02:22:52 | |
| Thank you. | 02:22:58 | |
| Are you going to? | 02:23:01 | |
| Are you going to? | 02:23:03 | |
| Contact the high school art departments and work. Yes, we're going to be a high school, the college, junior colleges. Yeah. | 02:23:05 | |
| Because, you know. | 02:23:09 | |
| I think there may be some very aspiring artists in there that. | 02:23:13 | |
| You know this may be. | 02:23:18 | |
| Their first step and their careers at the museum over there at Channel Islands every year I think the port sponsors it the art | 02:23:21 | |
| contest and there's phenomenal work there so I think there's great talent at the high school when we look at you know this City | 02:23:28 | |
| Council, there's some phenomenal artists younger kids that you know probably and as you know we we. | 02:23:35 | |
| Again, we look to see to get all of these people involved. | 02:23:42 | |
| And we and we're looking for your. | 02:23:46 | |
| Your recommendations too, like if you if you know of an artist that you think would this would be. | 02:23:50 | |
| A good. | 02:23:56 | |
| Fit for them. | 02:23:57 | |
| Pass them over to us. | 02:23:59 | |
| I know, like I know like when I've been involved in doing these things in other communities, there's like a lot of different | 02:24:02 | |
| factors. | 02:24:05 | |
| And creating the artists, obviously they have the skills. | 02:24:08 | |
| Also their ability to like work with the. | 02:24:11 | |
| You know, in a successful manner. So there's a lot of different. | 02:24:14 | |
| Aspects to it. | 02:24:18 | |
| To make it a good fit. | 02:24:19 | |
| Great. Thank you. | 02:24:22 | |
| Any other questions? | 02:24:23 | |
| Madam Clerk, do we have any public comments? | 02:24:25 | |
| No public comments. | 02:24:29 | |
| Great. Thank you. So we, we have before us the recommendation, umm. | 02:24:30 | |
| And I think what we're doing tonight is we're approving this map. | 02:24:35 | |
| And then? | 02:24:40 | |
| Along with the added recommendation. | 02:24:41 | |
| That, umm. | 02:24:44 | |
| Reach brings back the renderings and maybe sets A4. | 02:24:45 | |
| For us to review with just a thumbs up. A thumbs down, not a. | 02:24:51 | |
| Make changes. | 02:24:55 | |
| OK. So that is the motion is there, I mean that is the recommendation, is there a motion and 2nd so moved. | 02:24:56 | |
| Second, great. Thank you. Any discussion? | 02:25:03 | |
| Think we've had it already? | 02:25:06 | |
| All right, great. Madam Clerk, please take a vote. | 02:25:08 | |
| All in favor, aye? | 02:25:10 | |
| All. | 02:25:12 | |
| Hearing none, motion passes unanimously. | 02:25:13 | |
| Great. Thank you. We're going to move to our final agenda item, Channel Islands Harbor dredging project update. | 02:25:15 | |
| Will staff please? | 02:25:22 | |
| Present the report. | 02:25:24 | |
| Yes. And we have, it's a very simple report. I know we've talked about it a lot in bits and pieces, but we're trying to. | 02:25:25 | |
| Kind of. | 02:25:32 | |
| Just give a simple overview of the. | 02:25:34 | |
| Dredging project and where we currently stand and and what the next steps are. | 02:25:38 | |
| And so just as some background reminder, because we use the word dredge all the time and we know it, but I know sometimes when | 02:25:42 | |
| we're talking to. | 02:25:47 | |
| People. Umm. | 02:25:51 | |
| Who aren't familiar? | 02:25:53 | |
| Not as clear what it is so. | 02:25:55 | |
| The By the dredge project we are referring to the For us, the critical portion is the replenishment of sand at Winami Beach. | 02:25:58 | |
| It's a crucial project for Wyoming Beach Nourishment, Channel Islands Harbor operations for the Port of Winemes operations and the | 02:26:07 | |
| Naval Base Ventura Counties operations. | 02:26:12 | |
| And so. | 02:26:17 | |
| Critical for for all. | 02:26:18 | |
| All of the. | 02:26:20 | |
| Those agencies within our. | 02:26:22 | |
| Community. | 02:26:25 | |
| So people may know and may have noticed that the dredge was ongoing through about February 28th. | 02:26:27 | |
| And the promenade was closed at Waeneme Beach. | 02:26:35 | |
| Through March 7th and reopened on March 7th. | 02:26:39 | |
| And so we were successful in getting the dredge here and making sure that the dredge took place this year. | 02:26:43 | |
| The challenge we did have is that the volume dredged was lower than expected, lower than. | 02:26:51 | |
| Hoped for, we obtained approximately 900,000 to 1,000,000 cubic yards of sand. | 02:26:58 | |
| Which was short of the 2.4 million cubic yard goal. | 02:27:03 | |
| And on the next slide, I'll come back to this one. | 02:27:07 | |
| We have a picture from pre dredge. | 02:27:10 | |
| On the left, October 4th and you can see where it's just a very narrow strip of sand. | 02:27:13 | |
| And then on March 4th, which was essentially as soon as the dredge was complete. | 02:27:18 | |
| We were able to get pictures and. | 02:27:24 | |
| It's a noticeable improvement, but it's still not the level that we were hoping for and expecting. | 02:27:26 | |
| And. | 02:27:34 | |
| I know. | 02:27:36 | |
| In the past, the issue has been budget challenges and I know a lot of people, we got a lot of comments this year about, you know, | 02:27:36 | |
| what are we doing to get in front of the budget challenges related to the dredge. | 02:27:41 | |
| And, umm. | 02:27:46 | |
| Both fortunately and unfortunately, and maybe frustratingly so, the issues this year were not the budget, the. | 02:27:47 | |
| There was a. | 02:27:54 | |
| Short period of time where there was some. | 02:27:57 | |
| Budget related issues, but we jumped on those in partnership with the Challenge Harbor and the Port. | 02:27:59 | |
| And with Congresswoman Brownlee's office to get those resolved quickly. | 02:28:05 | |
| And so that wasn't what caused any. | 02:28:09 | |
| Delays this year What actually caused the delay were permitting, permitting challenges. | 02:28:12 | |
| Essentially caused by the differences between state standards and federal standards in a disagreement. | 02:28:17 | |
| Between the state and the federal agencies of. | 02:28:23 | |
| Whether or not. | 02:28:26 | |
| Each agency could apply their rules. | 02:28:26 | |
| And so it's a pretty major challenge. | 02:28:30 | |
| When you talk about the state of California and the federal government arguing about something like that. | 02:28:34 | |
| But. | 02:28:41 | |
| In partnership with the port the the harbor. | 02:28:43 | |
| The city and others. | 02:28:46 | |
| We were able to get movement on that challenge. Our understanding was that challenge was actually causing issue and. | 02:28:48 | |
| Across several projects, but we were able to sort of escalate it and get it resolved. | 02:28:54 | |
| Where the state and federal. | 02:28:59 | |
| Groups came together and agreed that the project could proceed. | 02:29:01 | |
| But the. | 02:29:06 | |
| Shortage was caused because that delay, well, that was occurring. | 02:29:08 | |
| Impacted. | 02:29:13 | |
| Our time frame. | 02:29:14 | |
| And obviously the question. | 02:29:15 | |
| Most people would have as well. Couldn't they have just stayed longer? But we are. | 02:29:19 | |
| Constrained by. | 02:29:23 | |
| The environmental regulations due to the nesting season here at Waeneme Beach. | 02:29:25 | |
| So if they start late. | 02:29:30 | |
| They just have to. They still have to leave on the same day. | 02:29:32 | |
| So that's essentially what happened this year. | 02:29:36 | |
| In the meantime, since the project completion, we have continued to advocate. | 02:29:41 | |
| We've had conversations with. | 02:29:47 | |
| The challenge harbor the Port of Wine. | 02:29:49 | |
| Army Corps of Engineers. | 02:29:52 | |
| And and others. | 02:29:55 | |
| To try to make sure we're continuing to advocate for the. | 02:29:56 | |
| For them to essentially return. | 02:30:01 | |
| Normally they come back every two years, but the idea this year would be for them to come back. | 02:30:04 | |
| Towards the end of 2025, in October or so. | 02:30:10 | |
| Our conversations with the Army Corps of Engineering was that that is looking. | 02:30:15 | |
| Positive and that they are starting to prepare to with the expectation that they would do that. | 02:30:19 | |
| But. | 02:30:26 | |
| I think the Corps of Engineers and really most federal agencies right now, will they, they can't guarantee anything. | 02:30:27 | |
| I think we got some some of that feedback from them that they. | 02:30:35 | |
| They are. | 02:30:39 | |
| Planning on it but. | 02:30:41 | |
| They can't guarantee it at this point depending on what other things happen with. | 02:30:43 | |
| At the federal level. | 02:30:48 | |
| And then I know I shared this. | 02:30:50 | |
| With this e-mail with the council. | 02:30:53 | |
| But uh. | 02:30:56 | |
| We had had that conversation with the Army Corps team that we were in communication with. | 02:30:58 | |
| And then? | 02:31:03 | |
| Friday we were notified that China Islands Harbor and and Mr. Michael Tripp from the harbor also had that conversation with his. | 02:31:05 | |
| Connections at the Army Corps of Engineer and was essentially told the same thing that they're all. | 02:31:12 | |
| Starting to prepare with the expectation that they come back in October. | 02:31:17 | |
| They just can't. | 02:31:21 | |
| Say that they guarantee it at this point so. | 02:31:22 | |
| So we're all going to keep advocating, we're going to try to keep it on the. | 02:31:25 | |
| Radar and make sure that if there's. | 02:31:30 | |
| Any chance of it happening that we are trying to make it happen? | 02:31:33 | |
| But it's I think it's one of those things that we won't get. | 02:31:37 | |
| Guarantee until the week they show up. | 02:31:40 | |
| Really, I think that's that's sort of our read of the situation right now. | 02:31:43 | |
| So. | 02:31:47 | |
| So the. | 02:31:48 | |
| Item was intended to provide an update. | 02:31:50 | |
| Really the direction that we were recommending was just to continue to. | 02:31:53 | |
| Allow staff to advocate in partnership with the other agencies involved. | 02:32:01 | |
| I think we all are advocating and want to continue to advocate. | 02:32:06 | |
| And we'll all try to make do what we can to make sure that they are able to come back. | 02:32:10 | |
| Later this year. | 02:32:15 | |
| So. So that is the dredge update. | 02:32:16 | |
| Great. Thank you. Any questions? | 02:32:19 | |
| Let's go with the Councilmember Hernandez and then we'll go to Councilmember Gama. | 02:32:24 | |
| So I sent some questions I think earlier or maybe I just sent one question, but I have some additional questions. | 02:32:30 | |
| Did the numbers that are included in this report from past years? | 02:32:36 | |
| On the number of cubic 1,000,000 cubic yards that we received, does that include? | 02:32:41 | |
| This the additional sand that comes from the port? Or is it just the harbor numbers because those are two separate projects. | 02:32:46 | |
| So my understanding is that's the total cubic yards that were provided to our beach. So it's not it didn't we don't have | 02:32:54 | |
| statistics on. | 02:32:58 | |
| The source? Which ones came from which of the projects? That was the total sand each of those years. | 02:33:03 | |
| OK, can we get that information? | 02:33:09 | |
| So we know what is coming actually from. | 02:33:11 | |
| The dredging of the harbor versus the dredging from the port. | 02:33:14 | |
| Yeah, we could reach out to those. I sometimes increase the amount of sand that we're. | 02:33:18 | |
| When we include the port numbers. | 02:33:24 | |
| Yeah. Thank you. | 02:33:31 | |
| So if they can't come back. | 02:33:35 | |
| October 20. | 02:33:37 | |
| 5. | 02:33:39 | |
| Then they would be back. | 02:33:41 | |
| 27. | 02:33:44 | |
| So my question is if they can't come back? | 02:33:46 | |
| Then we're just going to go back to two year cycle. | 02:33:48 | |
| The IT is on a 2 year cycle. The idea is that they would come back at the mid. | 02:33:53 | |
| Point this time only. | 02:33:59 | |
| Right. So and then would they then come back? | 02:34:01 | |
| On the regular two year cycle. | 02:34:06 | |
| I think the county was working on a plan. | 02:34:08 | |
| I'm sorry. | 02:34:11 | |
| Yeah, on the regular cycle. | 02:34:12 | |
| I don't remember now if that's 26 or 27, but it would be on the regular cycle. | 02:34:14 | |
| So the idea wasn't to replace it. | 02:34:18 | |
| It was just to supplement with the additional dredge in October. | 02:34:21 | |
| And so if they don't come back in October 25. | 02:34:25 | |
| Then our next window would be. | 02:34:30 | |
| October 26. | 02:34:33 | |
| Or 27. | 02:34:36 | |
| I believe it's October 26, but it's the. | 02:34:38 | |
| The it's the what I intend to say is it's the two year cycle that we are on. | 02:34:40 | |
| So I believe that would be October 2026. | 02:34:44 | |
| But now the the. | 02:34:47 | |
| Yeah, because it started October 2024. | 02:34:51 | |
| Yeah, OK. | 02:34:54 | |
| Any other question? | 02:34:56 | |
| Madam Clerk, do we have any public comments? Yes. | 02:34:58 | |
| 1st is Stacy Link. | 02:35:01 | |
| Sorry I'm a little short here. | 02:35:12 | |
| Good evening, Mayor. Mayor Pro Tem. | 02:35:14 | |
| City Council members, city and City Manager Vega, thank you very much for your time. I'm Stacy Lang, chief commercial public | 02:35:17 | |
| affairs officer at the port. | 02:35:21 | |
| First of all, thank you for the detailed summary, I just wanted to share that. | 02:35:26 | |
| Currently this week, the executives from our government team in the port are in DC for a unrelated meeting, but they actually have | 02:35:30 | |
| scheduled. | 02:35:36 | |
| A meeting with the Army Corps of Engineers specifically in order to help really fully support this. So just wanted to share with | 02:35:41 | |
| you that that is going on behind the scenes. We've got a meeting on Thursday scheduled. It's got Kristen Dicus, our port CEO, | 02:35:47 | |
| Jason Hodge, one of our harbor Commissioners and the government affairs team that are all really working. And as as you mentioned, | 02:35:53 | |
| we've really been in lockstep with you when we found this issue with the language that that set it back. We really want to | 02:35:59 | |
| continue to work with you. | 02:36:05 | |
| And make sure that we are doing what we can to push this forward. | 02:36:11 | |
| Thank you. Thank you. | 02:36:16 | |
| Vienna Lopez. | 02:36:19 | |
| Good evening Mayor, Mayor, Pro Tem, council and staff. Just wanted to echo the comments from Stacy on behalf of the the board and | 02:36:28 | |
| as the county supervisor representing this area. | 02:36:33 | |
| I want to appreciate the. | 02:36:39 | |
| Are you bringing this up, bringing for public discussion and and just affirming the importance of of what dredging means? | 02:36:42 | |
| For our community here in Port Wayne, me and the harbor, the naval base, the Channel Islands harbor, and I just want to extend | 02:36:48 | |
| that support that we're all working together. | 02:36:55 | |
| And ensuring that we have that funding provided to to the county. | 02:37:02 | |
| The dredging item has a specific budget line item request on our legislative platform, which was approved in January at our board | 02:37:08 | |
| meeting and it is on our the request. Our budget request is on a 2 year cycle. | 02:37:15 | |
| The legislative platform, but it is something that we will continue to advocate for and working in partnership with the city. | 02:37:23 | |
| Through our government affairs team as well and our lobbyists in DC who came out here in December. And so I this is definitely one | 02:37:29 | |
| of the key issues that that I've raised. | 02:37:35 | |
| To ensure that it continues to receive the attention necessary to support the community here, so just want to reiterate that | 02:37:40 | |
| support. | 02:37:44 | |
| Look forward to working together in partnership with all the stakeholders to ensure that we get that mid cycle dredging project | 02:37:48 | |
| completed as well. So thank you. | 02:37:53 | |
| Great. Thank you. | 02:37:58 | |
| That concludes public comment. | 02:38:01 | |
| Great. Thank you. So we have before us. | 02:38:03 | |
| It's the recommendation to receive an update on the Channel Islands Harbor dredging project and provide. | 02:38:07 | |
| Direction. | 02:38:14 | |
| And so I think the direction is we're going to keep moving and keep communicating and collaborating. | 02:38:15 | |
| Correct. May I have a motion and a second to receive? | 02:38:20 | |
| So moved. | 02:38:24 | |
| 2nd. | 02:38:26 | |
| Is there any discussion? | 02:38:27 | |
| I just want to make a comment that I hope that. | 02:38:29 | |
| Mr. City Manager that you don't have to spend 80 hours doing advocacy, that you can work close closely through the county and use | 02:38:33 | |
| their lobbyists so. | 02:38:37 | |
| So you didn't? | 02:38:42 | |
| You know, umm. | 02:38:44 | |
| Don't over overextend yourself. | 02:38:45 | |
| So thank you. | 02:38:47 | |
| Great. Any other comments? | 02:38:49 | |
| I have a comment. | 02:38:52 | |
| So the port thank you for the advocacy at DC right now. That's that is awesome. And. | 02:38:53 | |
| Being a thank you from the county, appreciate that. | 02:39:00 | |
| I'll just echo that. | 02:39:04 | |
| Thank you for your help in this. | 02:39:05 | |
| All right, if there's nothing else, Madam Clerk, can we please take a vote? | 02:39:09 | |
| All in favor, aye. All opposed. | 02:39:13 | |
| Hearing none, motion passes unanimously. | 02:39:16 | |
| Great. Thank you. | 02:39:19 | |
| And so we're going to move on to City manager comments and reports. | 02:39:21 | |
| Thank you. | 02:39:25 | |
| Couple of. | 02:39:27 | |
| Items. Quick items. | 02:39:29 | |
| So the big one is this weekend is the community benefit fund partnership with city and the port. | 02:39:33 | |
| See Splash Color Dash 5K. I'm still having a hard time. | 02:39:41 | |
| Saying that, but. | 02:39:46 | |
| It's the 5K starts at 9:00 AM this Saturday. The 1K for Kids starts at 10:30 AM and the Health and Wellness Fair will go | 02:39:48 | |
| throughout the event from 9:30 to 12:30. | 02:39:53 | |
| We know we have about 743 people registered. | 02:40:01 | |
| So, umm. | 02:40:04 | |
| So hopefully everybody comes out to run. If you didn't register, you could still come out and check out the Health and Wellness | 02:40:05 | |
| Fair. | 02:40:08 | |
| And we hope to see everybody there. | 02:40:11 | |
| This Saturday. I know the turn out was great last year and it sounds like it's actually going to be even. | 02:40:14 | |
| Better this year, so. | 02:40:18 | |
| We hope to see everybody there. | 02:40:19 | |
| Mr. City Manager, regarding that, if we registered to run, is it transferable? | 02:40:21 | |
| No, have a good reason. I'm also working a booth and giving out berries to the runners. | 02:40:26 | |
| I think we can. I don't know the answer off the top of my head, but I'll find out and we'll try to make it happen since it's for a | 02:40:31 | |
| good reason. | 02:40:34 | |
| We wanted to give an update on Surfside Motel. I think people probably may have seen the newspaper article. | 02:40:41 | |
| On this this week so we just wanted to give. | 02:40:49 | |
| Our community a little bit of an update. | 02:40:51 | |
| Our City team went out on site and. | 02:40:56 | |
| Well, in short, we performed an inspection back in January. We saw potential health and safety issues that required us to sort of | 02:40:59 | |
| escalate and bring in our full team. | 02:41:04 | |
| So we went back out on March 4th and inspected with our full team and we found. | 02:41:09 | |
| Pretty severe violations including lack of water, heat and unsafe living conditions. | 02:41:14 | |
| So, umm. | 02:41:19 | |
| People may have noticed are a large City team was out there on March 4th. | 02:41:20 | |
| We essentially immediately went to work, red tagging and yellow tagging the property. | 02:41:26 | |
| As a result of the inspection. | 02:41:31 | |
| And we are currently working with the property owner to try to get the tenants who were there. | 02:41:34 | |
| Relocated and to make sure that they're getting the relocation benefits that they should get. | 02:41:40 | |
| And so that's something our team is currently working on right now and trying to make sure everybody gets out of there and into | 02:41:45 | |
| safer conditions. | 02:41:49 | |
| And. | 02:41:54 | |
| That's really to address the serious violations that we saw. | 02:41:55 | |
| That day, it's also to make sure that people aren't living in those conditions, but. | 02:41:59 | |
| We know the next question people may have is. | 02:42:06 | |
| Well, what's next on this property? You know, how can the city move this forward? And we have. | 02:42:09 | |
| Our team working aggressively every day. We're going back and forth to try to move this project forward. | 02:42:15 | |
| And make sure that it doesn't continue to just stall out and be. | 02:42:22 | |
| A nuisance really, for lack of a better word, so. | 02:42:28 | |
| We will be working with the property owner aggressively to try to make sure that the project moves forward. | 02:42:31 | |
| In the appropriate way. | 02:42:37 | |
| So. | 02:42:39 | |
| What we have said to people is if people do see any code compliance issues or any criminal activity. | 02:42:41 | |
| I think one thing that's happened is people got so used to seeing some of the issues that they stopped. | 02:42:47 | |
| Calling the city about them. | 02:42:53 | |
| And we will be out there ourselves and proactively. But if any members of the public, do you see issues? | 02:42:54 | |
| We're encouraging everybody to let us know because we will continue to work to address those issues and to make sure to document | 02:43:00 | |
| and. | 02:43:04 | |
| And, umm. | 02:43:08 | |
| Respond to those issues as soon as possible. | 02:43:09 | |
| So we just want to let people know we know that's been a hot topic for a long time. | 02:43:12 | |
| And these were some of the photos from our inspection. You can see some of the conditions that really just people should not be | 02:43:16 | |
| living in so. | 02:43:20 | |
| We're going to continue to try to. | 02:43:23 | |
| To address those. | 02:43:26 | |
| On a more positive note, with the Beach Fest permit being approved today. | 02:43:29 | |
| We have also gotten our vendor applications. | 02:43:34 | |
| Information up and so vendors can apply for. | 02:43:38 | |
| Beach Fest now. | 02:43:42 | |
| The application deadline is March 27th, which is coming up quicker than people may realize, so we're asking people to. | 02:43:43 | |
| We're trying to get the word out so people can apply for vendor applications. | 02:43:50 | |
| And then at the same time, we've also just launched the community poster contest is. | 02:43:55 | |
| Mr. Montalongo mentioned. | 02:44:00 | |
| With the deadline for that of April 24th. So there's still about a little more than a month on that. | 02:44:02 | |
| So we want to get the word out to all of our local students at we have prizes for high school, junior high and elementary level. | 02:44:07 | |
| So any local student should be able to participate in that poster event. | 02:44:15 | |
| And then a couple more. | 02:44:21 | |
| Quick Items. | 02:44:24 | |
| One is the. | 02:44:25 | |
| I think it might be the second time. I don't think it's the first, but we're having. | 02:44:28 | |
| A rock painting event. Sunday the 23rd at noon. | 02:44:33 | |
| The museum. | 02:44:39 | |
| And so I think it's the second time they've done it and. | 02:44:40 | |
| The registration fee is $5. It's at 220 Market St. and again Sunday the 23rd at noon we'll be having the. | 02:44:44 | |
| Rock painting event. | 02:44:52 | |
| And then we also just wanted to let the public know we had heard at one point that there was a line for the fire pits and some | 02:44:53 | |
| people were having trouble accessing them. | 02:44:58 | |
| We were able to. We had gotten a pretty good deal on the fire pits, less than we had expected. So we had remaining budget. | 02:45:04 | |
| For the fire pits, so we're able to get the two additional fire pits. | 02:45:11 | |
| For the the approved budget and so those two additional fire pits were placed at Winami Beach last week. | 02:45:15 | |
| We didn't do a big announcement because we we seem to have this. | 02:45:22 | |
| Bad luck where we always put the fire pits out on the day it's rainy so. | 02:45:25 | |
| That happened again. | 02:45:31 | |
| So. | 02:45:33 | |
| We didn't announce it publicly yet, but we probably will announce it this week, so anybody who's watching and hasn't been able to. | 02:45:34 | |
| To use the fire pits, get out there in the next couple days before we announce them. They're they're out there now and ready to | 02:45:40 | |
| use. | 02:45:44 | |
| And then for April 7th, our. | 02:45:49 | |
| Here's what our agenda is looking like at this point. We do have 3 presentations scheduled. | 02:45:53 | |
| Fair Housing Month proclamation. | 02:45:57 | |
| The Autism Awareness Month proclamation and the State of the Port presentation by Port CEO Kristen Dicus. | 02:45:59 | |
| And then? | 02:46:07 | |
| There's a few notable consent calendar items, some projects pub. | 02:46:08 | |
| Public Works project. | 02:46:13 | |
| The interesting one is the turf turnkey grant for City Hall and Miranda Park. | 02:46:15 | |
| We'll go. | 02:46:21 | |
| Get more into it at the next council meeting, but. | 02:46:23 | |
| It's a opportunity that came in handy. Where? | 02:46:25 | |
| The city last year adopted new landscaping standards for the city and it's an attempt to have more water conservation focused | 02:46:29 | |
| landscaping. | 02:46:33 | |
| And it just so happened when we adopted those that there was a grant opportunity from. | 02:46:38 | |
| I think it was Callegus Water District, but we'll give more information. | 02:46:45 | |
| To actually fund. | 02:46:49 | |
| Some cities. | 02:46:51 | |
| Trying to do some demonstration projects to show the communities what? | 02:46:53 | |
| Like water conservation projects could look like. | 02:46:56 | |
| So we have a good opportunity for one of those and we'll bring that forward at the next council meeting. | 02:46:59 | |
| And then for business items, we're bringing our mid year budget review. | 02:47:05 | |
| At that meeting. | 02:47:11 | |
| We also had talked about scheduling an annual review of the Council policy and procedures manual, so that will be. | 02:47:12 | |
| The second annual review will will be scheduled that meeting. | 02:47:19 | |
| And then we're bringing the Veterans Advisory Commission options. | 02:47:23 | |
| And the send. | 02:47:27 | |
| Centenarian Which? | 02:47:29 | |
| I is a fancy word I had to learn for 100th birthday proclamation policy. | 02:47:31 | |
| And so we'll bring those items back to council. | 02:47:38 | |
| On April 7th. | 02:47:41 | |
| And that's all I have. | 02:47:43 | |
| I will move on to council member reports. We'll start with. | 02:47:49 | |
| Councilmember Perez, thank you. The one committee I was able to attend, which is the Federal Outreach Advisory Council. | 02:47:54 | |
| Was literally a 20 minute discussion on the update on the Houses debate over the continuing resolution and its implications. | 02:48:01 | |
| For defense funding and operations and it lasted 20 minutes and then it was over. | 02:48:08 | |
| Hopefully more to discuss the next time round. | 02:48:14 | |
| Great. Thank you, Councilmember. | 02:48:18 | |
| I think last meeting I reported that our Beacon meeting, then we're having another Beacon meeting this Friday, right VNA? | 02:48:20 | |
| I think we fell behind. | 02:48:27 | |
| But there's nothing new report there. | 02:48:30 | |
| Excuse me, do you have fee increase coming up on your next agenda? | 02:48:33 | |
| Yes. | 02:48:38 | |
| But but it's. | 02:48:41 | |
| It's not going to be. | 02:48:43 | |
| It's going to be minimal. | 02:48:46 | |
| There was a plan to move. | 02:48:48 | |
| Forward a little more aggressively, but. | 02:48:51 | |
| That plan has been abandoned. The the unique thing about Beacon is is. | 02:48:53 | |
| You can't have a fee increase unless you have unanimous consent among all the members. | 02:48:57 | |
| So. | 02:49:04 | |
| I think the message was received loud and clear that. | 02:49:05 | |
| Budgets are kind of. | 02:49:09 | |
| A little tricky right now and so. | 02:49:11 | |
| There's I think it's just going to be a cola increase if. | 02:49:15 | |
| If I'm correct right? | 02:49:19 | |
| Yes. | 02:49:20 | |
| And we're going to be discussing the Sand Summit. | 02:49:23 | |
| Trying to determine that. | 02:49:26 | |
| Which is great. So we're talking about dredging sand Summit and all the funiculars that are involved in. | 02:49:27 | |
| I really appreciate. | 02:49:34 | |
| The effort that everybody's putting in on the stretch situation. | 02:49:37 | |
| A couple of meetings ago. | 02:49:42 | |
| We reviewed our port agreements, Mr. City Manager and A. | 02:49:44 | |
| I think we had a few questions that we couldn't answer ourselves and we sent them over to our friends at the port of Winning Me. | 02:49:49 | |
| Have have we gotten a response on those yet? | 02:49:53 | |
| I haven't yet we. | 02:49:58 | |
| We had talked about it a couple days after so I'll send a reminder. | 02:50:01 | |
| OK. I'll just following up on that. I was checking my notes. | 02:50:04 | |
| And. | 02:50:08 | |
| Good things are happening at. | 02:50:11 | |
| Ventura County Animal Services. | 02:50:14 | |
| Our new director is he's an amazing guy. | 02:50:16 | |
| He came up with this idea to help move. | 02:50:21 | |
| Are overcrowded animals out of state to areas where they're in need of animals? | 02:50:25 | |
| And then I noticed that. | 02:50:30 | |
| Other. | 02:50:32 | |
| Jurisdictions are doing it now. | 02:50:33 | |
| And so. | 02:50:35 | |
| It's great. | 02:50:38 | |
| Went over to. | 02:50:40 | |
| Just take a walk. | 02:50:41 | |
| Check out all the dogs over there and. | 02:50:42 | |
| The place is beautiful, We have a great. | 02:50:44 | |
| Expansion plan coming together. | 02:50:48 | |
| Originally, everybody included myself, we need to have a Taj Mahal of an Animal Services and let's put it near the freeway. So | 02:50:51 | |
| everyone. | 02:50:55 | |
| After a lot of long thoughts like you know what, we have enough room here at the airport and let's just. | 02:51:00 | |
| Make our existing area better, bigger. | 02:51:05 | |
| More modern SO. | 02:51:09 | |
| That's all beginning to happen. | 02:51:11 | |
| And. | 02:51:13 | |
| That's it. | 02:51:16 | |
| OK. Thank you, Mayor. | 02:51:18 | |
| Over the last two weeks, I attended 2 legislative discussions, 1 through the. | 02:51:21 | |
| Local. | 02:51:28 | |
| Local communications membership committee. | 02:51:29 | |
| Through SCAG and then today I attended one through Cal Cities and I also attended the Cal Cities. | 02:51:32 | |
| Get together of channel counties on Friday. | 02:51:40 | |
| Friday night up in Goleta and heard from. | 02:51:43 | |
| Assemblyman. | 02:51:47 | |
| Greg Hart and. | 02:51:48 | |
| And also heard from. | 02:51:50 | |
| Senator Congressman Salud Carbajal. | 02:51:52 | |
| And there's a lot going on in the area of legislation and legislative bills that are. | 02:51:56 | |
| Being are going through the House right now, the House and the Senate. | 02:52:02 | |
| I just wanted to call out a few just so staff can. | 02:52:06 | |
| Be alerted that these are bills to watch for and I will have the handout which I'll pass on to the city manager for specific | 02:52:10 | |
| numbers. So there's one piece of legislation that's going to address parking requirements for Adus. | 02:52:17 | |
| To make sure that there's plenty of parking when we approve ad use for. | 02:52:24 | |
| For the residents of those Adus. | 02:52:30 | |
| City attorney billing transparency and city attorney billing is also, there's some legislation coming down the Pike on that. | 02:52:32 | |
| K9 unit compliance. | 02:52:39 | |
| New compliance requirements under POST. | 02:52:41 | |
| Major changes with the Brown Act are being proposed. | 02:52:44 | |
| We have new administrative policies regarding the homelessness programs. I think they're switching. | 02:52:49 | |
| Offices. | 02:52:54 | |
| And then of course, water is always an issue. | 02:52:55 | |
| I also attended the VCOG meeting and we talked about broadband planning and the last mile connection. | 02:52:59 | |
| Thank you for the information for from Aaron. Please extend my thanks, it was quite useful. | 02:53:05 | |
| There is a grant that's available through broadband that they cannot, that they won't be applying for us. | 02:53:12 | |
| Of the applicant us this as the city would have to apply for it. | 02:53:18 | |
| So I'll send you that information. | 02:53:22 | |
| As well. | 02:53:24 | |
| And then VCOG is assessing their assessment fee. | 02:53:26 | |
| It's going to be. | 02:53:30 | |
| Approximately by $550. Not not a whole lot. | 02:53:31 | |
| So that's good. | 02:53:36 | |
| I'm also working with REACH on a grant and. | 02:53:38 | |
| Enough for another mural. | 02:53:42 | |
| And we're hoping that we can get off the ground a mural that honors the life of Orving Carpenter. | 02:53:44 | |
| So you'll hear more about that. It's in the very, very early stages. | 02:53:51 | |
| And then I wanted to bring to the Council's attention that in June. | 02:53:55 | |
| The Army Corps of Engineers are going to be celebrating their 250th. | 02:54:01 | |
| Anniversary. | 02:54:06 | |
| So we might want to consider a proclamation for them in June. | 02:54:08 | |
| And that's all I have. | 02:54:13 | |
| I didn't attend any committee meetings, but I did. | 02:54:17 | |
| I did go to coffee with Steve Bennett here in Winnie Me. | 02:54:20 | |
| Locally. | 02:54:24 | |
| We had a small turn out. | 02:54:25 | |
| But a lot of good information was passed. | 02:54:27 | |
| And my hope is that as these. | 02:54:30 | |
| You know our assemblyman, Come, come and visit. | 02:54:34 | |
| You know, we're a little more active. | 02:54:37 | |
| I did meet with former Mayor Bobby Martinez, Councilman. | 02:54:39 | |
| With Sister City he had a his. | 02:54:43 | |
| Entourage from Puerto Vallarta. | 02:54:47 | |
| And we got to tour the robotics. | 02:54:51 | |
| First the first robotics that the the port. That was awesome. | 02:54:55 | |
| At that event, for people who don't know, we actually have a Winnie Me team. | 02:55:00 | |
| At the Winimi High School. | 02:55:05 | |
| Thunder Bikes. | 02:55:07 | |
| And they're poorly funded. | 02:55:10 | |
| So we're going to have to work on that. | 02:55:12 | |
| I've been talking with Jonathan Soto and. | 02:55:15 | |
| He's he's a school teacher. He's one of the members there and. | 02:55:20 | |
| Going to work on some grants for him. | 02:55:24 | |
| And. | 02:55:29 | |
| That was it. | 02:55:33 | |
| Thank you. | 02:55:36 | |
| A couple of things. So I am back to. | 02:55:37 | |
| All my meetings here. | 02:55:41 | |
| All my meetings. | 02:55:44 | |
| I am uh. | 02:55:46 | |
| I attended the the 83rd CB ball which was wonderful, had a great time. | 02:55:48 | |
| I participated this week. | 02:55:54 | |
| With the Navy League luncheon, they had a luncheon in celebration also of the 83rd CB birthday. | 02:55:57 | |
| I am. | 02:56:04 | |
| I completed I think. | 02:56:06 | |
| My FPPC 700 forms with the extended version, so that was kind of tricky, so I think I'm done with that. | 02:56:08 | |
| I'll be attending one of two budget meetings with VCTC. | 02:56:16 | |
| On Monday. | 02:56:22 | |
| I'll be literally leaving that office headed to the airport for the trip to DC with RDP. | 02:56:24 | |
| And I'll be returning on the 27th. | 02:56:31 | |
| I am unable to attend this weekend's event. | 02:56:34 | |
| And so just want to let you all know that. | 02:56:39 | |
| And. | 02:56:41 | |
| I think that that is, that is it. | 02:56:44 | |
| All right. So anyone else, did you have anything? Yes, tomorrow morning. | 02:56:47 | |
| I'm up at 5:00 to head to the airport to go to Sacramento for two days with the League of California Cities. No, I'm going with | 02:56:53 | |
| Skag. | 02:56:56 | |
| Confused. I'm going with Skag. | 02:57:00 | |
| And I'll be there through late Wednesday. | 02:57:02 | |
| Doing some lobbying. | 02:57:05 | |
| With the group. | 02:57:06 | |
| One more thing I forgot as well. I just want to thank the city of Oxnard Surf Rider. | 02:57:08 | |
| Merido Foundation coastal keepers. | 02:57:13 | |
| They're really putting in a lot of effort in at Perkins Rd. | 02:57:16 | |
| When any beach cleanup is out there every Saturday and so we're now shouting to each other across the lagoon and. | 02:57:20 | |
| It's a it's been. | 02:57:27 | |
| It is one of the cleanest winter. | 02:57:29 | |
| Beach trash situations that we had in a long time in a. | 02:57:32 | |
| Everybody's like. | 02:57:36 | |
| Kicking in the high gear and really appreciate all that volunteerism that's. | 02:57:37 | |
| Prevalent in our community. | 02:57:41 | |
| Thank you. | 02:57:45 | |
| Let's move on to requests for future agenda items. Councilmember Perez. | 02:57:47 | |
| And do we want to approve a proclamation for? | 02:57:53 | |
| Arthritis Awareness. | 02:57:56 | |
| For me. | 02:57:58 | |
| Yeah. | 02:57:59 | |
| Is there a motion OK? | 02:58:02 | |
| All right, can we get a vote? | 02:58:05 | |
| All in. | 02:58:07 | |
| Aye, all opposed. | 02:58:08 | |
| Hearing none, motion passes unanimously. | 02:58:10 | |
| Councilmember Comma. | 02:58:14 | |
