| Gives you an opportunity to come here and just kind of decompress for a moment. Little social experiment. | 00:02:34 | |

| I'm going to talk just a little bit about music and how important it is for us as a society and and for myself personally. | 00:02:42 | |
| Music is a magical language that everyone can understand, no matter where they come from or what time they live. | 00:02:51 | |
| What time they leave? | 00:02:58 | |
| Or they live. It's been part of our lives for a long time and it's super important to us. | 00:02:59 | |
| It makes us feel all sorts of emotion, helps us remember where we come from, and brings us close to each other, whether it's a | 00:03:06 | |
| song that makes us feel happy. | 00:03:10 | |
| Or a tune that helps us relax. | 00:03:15 | |
| Music is like a special friend that always is there for us, making life brighter and more fun. | 00:03:17 | |
| It's like emotional language. It helps us express how we're feeling inside. It has this amazing power to affect our mood. | 00:03:24 | |
| Not only this, but music has a special way of triggering memories. When we hear a song from the past, it's like we're transported | 00:03:31 | |
| back in time. | 00:03:35 | |
| Music isn't just for fun either. It can also help us feel better when we're not doing so great. | 00:03:41 | |
| I've had to use music a lot this year. | 00:03:46 | |
| We can use music as a healing potion for our souls. | 00:03:49 | |
| Whether we're feeling sad or stressed out, music has this magical ability to soothe us and make us feel understood. | 00:03:53 | |
| It can even help us relax and sleep better at night, so next time you're feeling down. | 00:04:00 | |
| Just turn on some tunes and let the music work work its magic. | 00:04:05 | |
| Music Culture. | 00:04:12 | |
| Is super important because it shows who we are and where we come from. Every culture has its special music. | 00:04:13 | |
| That's been around for a long time, whether it's the lively beats. | 00:04:19 | |
| Of drums in Africa, the peaceful sounds of. | 00:04:23 | |
| Flutes from Native American tribes or the beautiful tunes of classical music in India. Each type of music tells a story about the | 00:04:26 | |
| people who make it. | 00:04:30 | |
| I wanted to umm. My selection of music tonight was in honor of Black Heritage Month. | 00:04:37 | |
| I but I really just thought I wanted to do something tonight that was going to. | 00:04:44 | |
| Take us a little way away from politics and. | 00:04:49 | |
| The chaos on the outside world, something that would bring us together. And I thought, music. | 00:04:53 | |
| Is something that we can all relate to. | 00:04:58 | |
| I think I've shared musical experiences with each one of the council members here we've. | 00:05:02 | |
| Danced we've I've listened to. | 00:05:07 | |
| Our mayor sing and acquire. I think all of us have a deep appreciation for music. It's something we all share. | 00:05:10 | |
| Together. | 00:05:17 | |
| So during these moments of enjoying music, we can forget about our differences. Enjoy. | 00:05:20 | |
| Music has as friends. | 00:05:24 | |
| And comrades. | 00:05:28 | |
| And music is where for me, we can find. | 00:05:30 | |
| Commonality and community. | 00:05:33 | |
| So that is my inspiration tonight. I don't know if I'll set a precedent here where we have music before the City Council meetings | 00:05:35 | |

| Spiritual and political development while working tirelessly to promote their culture and history. | 00:09:39 | |
| And whereas as a result of their determination, hard work and perseverance. | 00:09:45 | |
| African Americans have made valuable and lasting contributions to our community. | 00:09:50 | |

| Achieving exceptional success in All Access. | 00:09:57 | |
| Aspects of society, including business. | 00:10:00 | |

| The Alpha Kappa Alpha sorority. | 00:12:47 | |
| Presents it in the last Saturday of Black History Month. | 00:12:50 | |
| And we have the speech exposition and the winner of that each year. | 00:12:55 | |
| Becomes the speaker for the MLK day following year. | 00:13:01 | |

| The elementary schools in the Oxnard district. | 00:13:14 | |

| It is conveyed through spoken, written and visual means, reflecting the cultural richness and diversity of the human experience. | 00:15:55 | |

| By country, region and culture. | 00:16:06 | |
| And one's native language, often referred to as a mother language or mother tongue, is the foundation of cultural identity and | 00:16:08 | |

| And whereas certain languages and dialects. | 00:16:16 | |
| Are fading or disappearing. | 00:16:20 | |
| Resulting in the loss of unique customs, shared memories and cultural knowledge. | 00:16:21 | |

| With roughly one language vanishing every two weeks. | 00:16:31 | |

| The 25th anniversary of this observance marks 1/4 century of dedicated efforts to safeguard linguistic heritage. | 00:16:47 | |
| Emphasizing the critical role of language in protecting culture identity, advancing education, and cultivating more peaceful | 00:16:54 | |

| Nikki Scottie. | 00:20:19 | |

| So Nikki was born and raised in San Pedro, CA. | 00:20:26 | |
| And as the youngest of six children. | 00:20:29 | |
| She became a mother to her two sons, Christian, Andrew, very young. | 00:20:31 | |
| In her life. | 00:20:35 | |
| But she always knew they were the biggest blessings she would ever receive. | 00:20:36 | |
| She still calls them her son and Moon. | 00:20:40 | |
| As they are essential to her world. | 00:20:43 | |
| That you began a career in hospitality management as soon as she realized how much she loved customer service. | 00:20:46 | |
| In fact, creating extraordinary experiences and helping others see just like that just turn to say bless you because that she does | 00:20:52 | |
| creates extraordinary experience. It's all about. | 00:20:57 | |
| Customer service, in fact, creating extraordinary experiences and helping others and is a passion of hers. | 00:21:02 | |
| When COVID struck, she redirected her focus. Focus. She decided she wanted to focus her efforts on helping people in a different | 00:21:08 | |
| way. | 00:21:12 | |
| And wanted to work in public safety. | 00:21:16 | |
| It's a calling for many. | 00:21:19 | |
| Got that Calling. | 00:21:21 | |
| She moved to Rio Rancho, NM with her family and it was there where she applied to be an emergency dispatcher. | 00:21:23 | |
| She completed her Academy, receiving her Public Safety 901 dispatcher certification as well as Emergency Medical Dispatcher | 00:21:33 | |
| certification. | 00:21:36 | |
| And began dispatching for the city of Rio Rancho and Sandoval counties. | 00:21:41 | |
| Police, fire and EMS. | 00:21:46 | |
| Her heart for helping those around her was not going unnoticed, as she soon was assigned as the very first mentor to the new | 00:21:48 | |
| mentorship program. | 00:21:53 | |
| At that agency. | 00:21:57 | |
| With this role, she was now assisting and supporting new recruits as well as completing training. | 00:22:00 | |
| And serving as an active member of that agency's peer support team. | 00:22:06 | |
| With her boys now grown, Nikki returned to school to complete something she started so long ago. She attended college around her | 00:22:12 | |
| work hours and obtained her associate's degree in criminology. | 00:22:17 | |
| As well as an Associates of applied science. | 00:22:23 | |
| And integrated studies. | 00:22:25 | |
| A sociology degree and a general studies certification. | 00:22:27 | |
| Nikki told me. | 00:22:32 | |
| When she moved back to California in September of 2024. | 00:22:34 | |
| She knew she wanted to continue dispatching. | 00:22:37 | |
| What was determined to find an agency that. | 00:22:40 | |
| Would be a perfect fit for her. | 00:22:44 | |
| She was absolutely thrilled when the Portland Police Department extended a job offer to her. | 00:22:47 | |
| She was confident. | 00:22:51 | |
| This is where she wanted to stay. | 00:22:53 | |
| Nikki feels honored to work alongside such amazing, skilled and passionate professionals. | 00:22:56 | |
| Who share the same vision for their community that she does. | 00:23:01 | |
| She's excited to be a part of a team. | 00:23:04 | |
| And where's the name? City of Port Oneimi proudly. | 00:23:06 | |
| I have to tell you, just like police officers. | 00:23:09 | |
| Agencies are in demand for. | 00:23:12 | |
| For dispatchers and police officers, so. | 00:23:14 | |
| When people choose to come here and they get their choice of cities to work for. | 00:23:19 | |

| Out right out by Surfside One. | 00:29:30 | |
| And further down, over by the curve on Surfside, down by surfside, three there. | 00:29:33 | |

| On Surfside Drive and we. | 00:30:28 | |
| Have seen less and less complaints as time has gone by so. | 00:30:31 | |
| Umm, we're thinking that that's something that is. | 00:30:36 | |
| Being well received. | 00:30:39 | |
| Here is the Panoma street signs and May of last year the council approved an 18 month pilot program. | 00:30:44 | |
| We had some complaints, several complaints on Panoma where? | 00:30:52 | |
| Speed was an issue. | 00:30:57 | |
| That area also had a couple of different items. Parking was. | 00:31:00 | |
| An issue as well. | 00:31:04 | |
| Some of that also is with because we had red curb in some locations. | 00:31:06 | |
| Umm, so there was. | 00:31:12 | |
| Speed. Line of sight issues. | 00:31:15 | |
| So council authorized for us to go ahead and put stop signs there on the locations listed. | 00:31:18 | |
| That also has been working out very well. | 00:31:25 | |
| We haven't received any complaints out of the area with the stop signs Which? | 00:31:28 | |
| Now stops traffic. | 00:31:33 | |
| But uh. | 00:31:35 | |
| We also haven't. | 00:31:36 | |
| Had any accidents? | 00:31:37 | |
| Out there. | 00:31:39 | |
| It's something that hasn't caused confusion. | 00:31:41 | |
| For our residents by putting those in place. | 00:31:44 | |
| And then this project will go ahead and. | 00:31:49 | |
| Be done well, the pilot portion of it will be done in November of this year. | 00:31:52 | |
| And at that time, that's something that we can evaluate between now and then. | 00:31:56 | |
| To see if there's anything that does come up that. | 00:32:01 | |
| Would warrant that maybe we look at something different or? | 00:32:04 | |
| We go ahead and council can determine that they'd like to leave those in place permanently. | 00:32:09 | |
| The speed cushion program. | 00:32:18 | |
| We've had that policy. | 00:32:20 | |
| Had adopted by the Council in 2023. | 00:32:23 | |
| We have the policy. | 00:32:27 | |
| And the requirements for it listed on the city web page and our public works page. | 00:32:29 | |
| Since this was adopted, we've had eight requests. | 00:32:35 | |
| You can see down below there that there's six locations that. | 00:32:39 | |
| Have received them so far. | 00:32:44 | |
| Some of those come with. | 00:32:47 | |
| Other things that need to be done on the left hand side. There you'll see. | 00:32:51 | |
| That's data that our Police Department, they have. | 00:32:54 | |
| Access to they put out. | 00:32:57 | |
| A speed survey which counts and monitors traffic and the speed. | 00:32:59 | |
| Which they're traveling in certain locations. | 00:33:03 | |
| That one happened to be for. | 00:33:06 | |
| Someone that had requested out in the Pacific Cove. | 00:33:08 | |
| Area and. | 00:33:12 | |
| You'll see on there how many vehicles passed by in that seven day total, what the average speed was what? | 00:33:14 | |
| The highest speed was. | 00:33:21 | |
| And what? | 00:33:23 | |
| Citation levels would have been. | 00:33:24 | |
| And I believe it was. | 00:33:27 | |
| Want less than one? | 00:33:28 | |
| .04% of all. | 00:33:31 | |
| Trips that went across that. | 00:33:34 | |

| And fit that against the requirements for the policy and if it's warranted and. | 00:33:53 | |

| As you'll recall, in October of 23 we went through. | 00:34:24 | |
| A whole you authorize a study. We looked at all of that. | 00:34:28 | |
| Our traffic engineer. | 00:34:32 | |
| Made recommendations for speed limit changes. | 00:34:34 | |
| There were 12. | 00:34:37 | |
| That were. | 00:34:39 | |
| Listed that were recommended to be changed, all lowering speed limits for. | 00:34:40 | |
| Pedestrian safety. | 00:34:45 | |
| And you see them listed there on the left hand side with some of the bigger ones, the bigger streets, Patterson, Victoria and | 00:34:47 | |
| Channel Islands there on the right. | 00:34:51 | |
| That Channel Islands westbound. | 00:34:55 | |
| Typo. It should be reversed. We didn't raise any speed limits when we did any of this, so. | 00:34:57 | |
| And since then, since we've done all this, we did give a three month. | 00:35:04 | |
| Grace period. | 00:35:08 | |
| We put out. | 00:35:10 | |
| Messages. | 00:35:12 | |
| Saying the message boards on our city websites. | 00:35:13 | |
| Letting everybody know there's new speed limits in these areas. Be aware. | 00:35:17 | |
| We're giving you time to adjust, but know that. | 00:35:21 | |
| After the state, you will be cited if you're. | 00:35:24 | |
| You're caught speeding so. | 00:35:28 | |
| It seems to be doing well. We have again we were receiving. | 00:35:30 | |
| Quite a few complaints about. | 00:35:35 | |
| High speed. | 00:35:37 | |
| Across the city and since. | 00:35:38 | |
| We've done. | 00:35:41 | |
| Things like all the others and this. | 00:35:42 | |
| It seems to have drastically reduced the. | 00:35:45 | |
| Complaints that we we. | 00:35:48 | |
| We are receiving. | 00:35:49 | |
| Surfside Drive, The rubberized median down there. Umm. | 00:35:53 | |
| We again. | 00:35:58 | |
| This was a pilot program that was approved in July of 24. | 00:36:00 | |
| We've got them installed in August. | 00:36:04 | |
| The complaint there, as you can see in that top photo, was. | 00:36:07 | |
| Cars going around and doing their Donuts. | 00:36:11 | |
| In that intersection. | 00:36:15 | |
| Creating a lot of havoc. | 00:36:17 | |
| So we got those placed down. They seem to have worked very well, the complaints in that. | 00:36:19 | |
| Particular area. | 00:36:25 | |
| Which extends about. | 00:36:26 | |
| 300 feet to. | 00:36:29 | |
| The East. | 00:36:30 | |
| South, if you want to say that. | 00:36:32 | |
| Has stopped. | 00:36:36 | |
| That problem in that area, but we have noticed that. | 00:36:39 | |
| Where that ends? | 00:36:42 | |
| We've noticed some other areas that have. | 00:36:45 | |
| Have picked up where people are deciding to try and perform those things, even including our beach parking lot so. | 00:36:47 | |
| Again, this is a pilot project. It's something that we're looking at it obviously. | 00:36:54 | |
| Worked here because of the number of complaints and even though we've noticed at other places we haven't received the same. | 00:36:58 | |
| Amount of complaints that we were receiving down there. | 00:37:04 | |
| And our city manager actually was interviewed by, I think it was ABC, right? | 00:37:07 | |
| After that interview. | 00:37:15 | |
| We got. | 00:37:17 | |
| Several requests through the city manager's office from other agencies wanting to know what we use, where did we get it, how much | 00:37:18 | |
| does it cost. | 00:37:22 | |
| And. | 00:37:26 | |
| We believe several of the other agencies that contacted us have ended up trying something like this as well, so. | 00:37:27 | |
| It's worked out well. | 00:37:34 | |
| Designated truck routes enforcement. | 00:37:38 | |
| We were working with PD. | 00:37:41 | |
| On that, they're they're trying to make sure that we didn't have trucks going off. | 00:37:44 | |
| Truck designated truck routes, which are the red lines in that map. | 00:37:49 | |
| One of the things that was causing a complication was the city of Oxnard's truck route. | 00:37:54 | |
| Map showed that. | 00:38:00 | |
| Pleasant Valley from J Street through Ventura Rd. was a designated truck route, so it made it. | 00:38:01 | |
| Difficult. | 00:38:08 | |
| It's not impossible for our PD to cite. | 00:38:09 | |
| On that section of Pleasant Valley Rd. Because if. | 00:38:12 | |
| Do that then. | 00:38:15 | |
| They could be challenged so. | 00:38:16 | |
| We've reached out to the city of Oxnard and they went through their process and cooperated with us and. | 00:38:18 | |
| Updated their maps. | 00:38:25 | |
| Which? | 00:38:27 | |
| Allowed it RPD to now go ahead and enforce in that section of the road. | 00:38:29 | |
| Very, very important in this area because. | 00:38:37 | |
| On Pleasant Valley there we have Bart Elementary School, so you have large trucks going over there by the elementary school. | 00:38:41 | |
| And not being a designated truck route, the road isn't designed to handle that kind of traffic load. So where's the roads down? | 00:38:47 | |
| Sooner than they should be so. | 00:38:55 | |
| That seems to be working out very well too. I know I spoke to Sergeant Bates about it. He was all excited once this map got | 00:38:58 | |
| updated because. | 00:39:03 | |
| That gave him the ability to start. | 00:39:07 | |
| Doing what he. | 00:39:10 | |
| He and his group. | 00:39:12 | |
| We're seeing happening over there insight on that section. | 00:39:13 | |
| San Pedro, as you all know, we had problems with. | 00:39:18 | |
| Again, line of sight, speed and lack of parking. | 00:39:24 | |
| A lot of this stuff also came about even more. | 00:39:30 | |
| Beginning from January of. | 00:39:34 | |
| Last year, when the daylighting law became. | 00:39:36 | |
| A law that was meant to be for this first year, the first year of 2024, is more of a. | 00:39:39 | |
| Public education. | 00:39:47 | |
| Rather than enforcement, which enforcement was. | 00:39:49 | |
| Starting in January 1st of this year. | 00:39:52 | |
| But we. | 00:39:55 | |
| Worked with the Navy base. | 00:39:56 | |
| And. | 00:39:59 | |
| Got their buy in. Council approved removing the parking restriction on that on that side there of San Pedro that that borders the | 00:40:00 | |
| Navy fence line. | 00:40:05 | |
| We also. | 00:40:12 | |
| One of the requests from the Navy was that we. | 00:40:13 | |
| Pass an ordinance that. | 00:40:18 | |
| Limited oversized vehicles so they would not park there. | 00:40:20 | |
| So it would be less of a security risk. | 00:40:24 | |
| And we did that. Well, you did that. | 00:40:26 | |
| And we've. | 00:40:30 | |
| Received. | 00:40:32 | |
| Very few complaints about anything, everybody. | 00:40:33 | |
| Seems to be liking the ability to park. | 00:40:36 | |
| Over there creates a lot more. | 00:40:39 | |
| Space for them. | 00:40:42 | |
| So that seems to be going really well. | 00:40:44 | |
| One of the things that did. | 00:40:47 | |
| Happen with that though, as we allowed parking there, people were saying that people were kind of. | 00:40:49 | |
| Using that as a dumping spot for litter. | 00:40:54 | |
| So we did. | 00:40:57 | |
| End up putting some no littering signs over there. | 00:40:58 | |
| And monitoring that. | 00:41:00 | |
| It seems to be. | 00:41:03 | |
| Not as big of an issue. | 00:41:05 | |
| The dedicated left turn signal on westbound Winnemi at Ventura. | 00:41:10 | |
| That had come up a few years ago. | 00:41:16 | |
| And at that time it was looked at. | 00:41:19 | |
| And it was determined. | 00:41:22 | |
| And that analysis that a dedicated left turn signal? | 00:41:24 | |
| Was not warranted at that time, but there were some other. | 00:41:29 | |
| Things that were mentioned as follow-ups that could be done. | 00:41:33 | |
| If budget permitted it and we. | 00:41:37 | |
| We went ahead and followed up with that which was a. | 00:41:41 | |
| Traffic count essentially turning movement analysis. | 00:41:45 | |
| The engineer conduct our traffic engineer conducted that study. | 00:41:49 | |
| And it. | 00:41:54 | |
| Indicated that. | 00:41:56 | |
| Based on the information that it wasn't recommended. | 00:41:58 | |
| Or required based on. | 00:42:02 | |
| The traffic counts at that. | 00:42:04 | |
| Point. | 00:42:06 | |
| However, I mean it's also something that can be looked at. | 00:42:08 | |
| We asked him for a very preliminary number of if we wanted to do that. | 00:42:13 | |
| What would that take? | 00:42:18 | |
| And he gave us an estimate of changing because it's not as simple as just adding an end piece. | 00:42:19 | |
| The pole, it's a replacement of an entire pole and sequencing things and doing all that so. | 00:42:25 | |
| He gave us an estimated cost of about $300,000 to. | 00:42:32 | |
| Change that. | 00:42:36 | |
| We as a staff. | 00:42:40 | |
| At this point wouldn't recommend it because it's not warranted under two different things, but of course. | 00:42:42 | |

| And it's something that we can certainly take a look at. | 00:47:33 | |

| All the effort that has been taken to try to. | 00:47:38 | |
| Communicate to pedestrians and the pedestrians are listening out there. | 00:47:42 | |

| So we'll be able to work in conjunction with the city of Oxnard, who wrote us a support letter, as well as the Oxnard School | 00:48:23 | |

| So that's what we are talking about when we talk about a short term rental. | 01:12:43 | |
| A lot of cities around us are starting to regulate short term rentals. | 01:12:47 | |
| The City of Port Hueneme currently does not have any regulations restricting short term rentals. | 01:12:52 | |
| Which essentially means that. | 01:12:57 | |
| People can legally. | 01:12:59 | |
| Rent out their properties for less than 30 days. | 01:13:01 | |
| Under our current. | 01:13:04 | |
| Code and rules. | 01:13:06 | |

| We are aware of 14 that actually. | 01:13:08 | |
| Have registered with the city and pay transient occupancy tax. | 01:13:13 | |
| Those 14 total about 24 to $29,000 in taxes paid each year. So 14 total not. | 01:13:18 | |
| It's not. | 01:13:27 | |
| That amount for each one, it's 14 short term rentals. | 01:13:28 | |
| Totaling 24 to $29,000. | 01:13:32 | |
| But when we just were doing research for this, we looked and found that. | 01:13:36 | |

| One interesting thing for us in Port Hueneme is that. | 01:14:48 | |
| Almost all of the listings are within the coastal zone. | 01:14:51 | |
| And so makes sense, you know, people are listing them with the idea that somebody wants to come to I need me and stay for a week | 01:14:55 | |
| and go to the beach, so. | 01:14:59 | |
| We're almost all of ours on the map show within the coastal zone. | 01:15:04 | |
| So. | 01:15:11 | |
| We'll talk a little bit about why that's important because of the California Coastal Commission. | 01:15:13 | |
| Makes it a little bit more complicated. | 01:15:19 | |
| But at a high level. | 01:15:23 | |
| We looked at neighboring cities, neighboring agencies. | 01:15:25 | |
| There's really these five key areas that. | 01:15:28 | |
| Most regulations. | 01:15:32 | |
| Even though the specific standard might be a little different, there's five key areas that they address and it's. | 01:15:34 | |
| Requiring permitting and licensing. | 01:15:41 | |
| Requiring the payment of transient occupancy tax. | 01:15:43 | |
| Identifying operational standards. | 01:15:47 | |
| Setting health and safety requirements and then. | 01:15:50 | |
| Identifying enforcement and penalties for. | 01:15:53 | |
| For umm. | 01:15:56 | |
| People that violate rules. | 01:15:57 | |
| So within those. | 01:15:59 | |
| Permitting and licensing obviously requiring a. | 01:16:01 | |
| Short term rental permit, a business license, those types of things. Usually the ordinances will. | 01:16:04 | |

| Setting things like maximum numbers of units that can be rented, maximum numbers of nights that a unit can be rented. | 01:16:46 | |
| Parking requirements. Noise requirements, Trash protocols. | 01:16:53 | |
| And. | 01:16:58 | |
| The signage, identifying rules and contact information if somebody's breaking the rules. | 01:16:59 | |
| And then? | 01:17:06 | |
| Health requirements or things like fire safety standards and compliance with building codes. | 01:17:07 | |
| And then as I said earlier, the usually the ordinance will establish fines. | 01:17:13 | |
| And penalties for violation of any of those rules. | 01:17:18 | |
| Those are those are the key areas that short term rental regulations focus on. | 01:17:22 | |
| We will show our foremost neighboring agencies who have adopted regulations will show. | 01:17:28 | |
| A couple slides that show what they have set for each of those and you'll see that. | 01:17:35 | |
| They vary depending on. | 01:17:38 | |
| What the concern was. | 01:17:41 | |
| So we mentioned that almost all of the units are within the coastal zone. | 01:17:43 | |

| And most of the short term rental issues and units that we see are within that zone. | 01:18:00 | |

| That's important because the Coastal Commission. | 01:18:08 | |
| Has a mandate to protect and enhance public access to the coast. | 01:18:11 | |
| So they actually. | 01:18:15 | |
| Generally have said that they do not support an outright ban on short term rentals. | 01:18:17 | |
| They the Coastal Commission views short term rentals is another tool to help people. | 01:18:22 | |
| Get to the beach. | 01:18:28 | |
| It's you know, if you as a. | 01:18:29 | |
| Renter of these units. | 01:18:32 | |
| If this is the way that you can spend your vacation at the beach, then the Coastal Commission supports that is providing equal | 01:18:34 | |
| access to the beach. | 01:18:38 | |
| But so they don't allow an outright ban, but they do allow. | 01:18:44 | |
| Reasonable regulation. | 01:18:48 | |
| They say that the regulations must. | 01:18:51 | |
| Preserve visitor access and address community concerns. | 01:18:53 | |
| And they typically require a local Coastal Program amendment to be approved by the Commission. | 01:18:57 | |
| And some of the cities around us are actually working through that process now. So we'll be able to see pretty soon if. | 01:19:03 | |
| For example Ventur. | 01:19:10 | |
| Ordinances go under review by the Commission. | 01:19:11 | |
| And we'll be able to see. | 01:19:14 | |
| If it gets approved by the Commission or if they have concerns with some of the rules that Ventura is implementing. | 01:19:15 | |
| And so. | 01:19:24 | |
| Some of the one of the attachments was a chart showing. | 01:19:25 | |
| All the different short term rental. | 01:19:29 | |
| Regulations adopted. | 01:19:31 | |
| By cities within California Coastal Commission. | 01:19:33 | |
| So looking at those. | 01:19:36 | |
| We saw some of the measures that Coastal Commission typically allows and supports. | 01:19:38 | |
| And those are things like limiting the total amount of rentals by a neighborhood, so. | 01:19:43 | |
| For example saying. | 01:19:49 | |
| 10% of the. | 01:19:50 | |
| Only 10% of the units within the coastal zone can be rented as short term rentals or only. | 01:19:52 | |
| You know, either by kind of a ratio or even like a number like 50. | 01:19:58 | |
| 50 units within the. | 01:20:03 | |
| Coastal zone, something like that. | 01:20:06 | |
| They the Coastal Commission also. | 01:20:09 | |
| Allowed for rules for cities to adopt rules saying that 80 use or affordable. | 01:20:12 | |
| Housing could not be used as short term rentals. | 01:20:19 | |
| We haven't heard this so much in our complaints, but it is a. | 01:20:24 | |
| Common concern. | 01:20:27 | |
| When short term rentals are discussed is that there is an argument that they increase the price of housing because it's. | 01:20:30 | |
| Essentially another path for people to turn a housing unit into an investment and. | 01:20:36 | |
| Purchase a property with the intent of renting it out, whereas previously that would have been a unit that somebody could have | 01:20:41 | |
| actually purchased and lived in. | 01:20:45 | |
| So there is. | 01:20:49 | |
| Concerns related to them impacting housing stock available and affordable housing in particular. | 01:20:50 | |
| So the Coastal Commission has allowed some restrictions. | 01:20:57 | |
| Where Adu's or affordable units can't be used as short term rentals. | 01:21:01 | |
| If cities say that the intent of those is to allow for affordable housing. | 01:21:06 | |
| Mr. City Manager can interrupt you. I'm sorry. So I just want to get this correct. So. | 01:21:12 | |
| If somebody came to the city and said I'm gonna build a Adu. | 01:21:17 | |
| And we approve it. | 01:21:20 | |
| And then they realized there's more money to be had in a short term rental situation. | 01:21:22 | |

| We would be able to. | 01:21:30 | |
| Shut it down or would they be able to reapply and say well no I wouldn't be a short term rental so as of now? | 01:21:33 | |
| The Coastal Commission has said that it would allow cities to say that's not allowed. | 01:21:41 | |
| So we don't have an ordinance drafted yet, but the council could direct staff. | 01:21:47 | |
| If we were going to move forward to draft an ordinance. | 01:21:54 | |
| Saying we don't want short term rentals to be. | 01:21:57 | |
| Allowed in. | 01:22:03 | |
| Accessory dwelling units or affordable housing units. | 01:22:04 | |

| I think the intent of what we're saying is the inverse of that though is that the Coastal Commission has said we can protect 80 | 01:23:01 | |

| We have the ability to. | 01:23:13 | |

| To keep those from becoming short term rentals if the council chose to do that. | 01:23:17 | |

| The the council and the city have more authority over. | 01:23:39 | |

| Areas that are not within the coastal zone. | 01:23:47 | |
| So the reason we're talking about the coastal zone is because. | 01:23:50 | |
| Pretty much the City Council has the ability to regulate short term rentals. | 01:23:54 | |
| In the city. | 01:23:58 | |
| The only asterisks is in the coastal zone. The Coastal Commission has to approve what we do. | 01:23:59 | |
| So we started with knowing that most of our units are in the coastal zone. We're starting by saying here's what the Coastal | 01:24:04 | |
| Commission has allowed cities to do and. | 01:24:08 | |
| In the coastal. | 01:24:12 | |
| But typically we could be more strict. | 01:24:14 | |
| Outside. Outside of the coastal zone. | 01:24:16 | |
| It just doesn't really make sense for us as a city because we don't really. From what we found, there aren't really many outside | 01:24:18 | |
| of the coastal zone. | 01:24:21 | |
| But. | 01:24:26 | |
| But even that goes back to why we started seeing. | 01:24:27 | |
| Probably the next step is some community conversations because. | 01:24:30 | |
| I think some of the things we've heard from people are a concern that. | 01:24:33 | |
| These are going to start. | 01:24:37 | |
| Becoming more. | 01:24:39 | |
| Widespread and that more people are going to start doing this. So some people have said we need to do something about these. | 01:24:41 | |

| That's yet to be seen, you know. | 01:24:53 | |
| I think what we've seen. | 01:24:56 | |
| Everywhere around us, I think would would say is. | 01:24:58 | |
| Airbnb. | 01:25:03 | |
| Has. | 01:25:04 | |
| And it seems like right now we're in sort of. | 01:25:05 | |
| Downtrend. | 01:25:08 | |
| I think Airbnb and VRBO as as their. | 01:25:09 | |
| Their own like. | 01:25:14 | |
| Business reports show that. | 01:25:16 | |
| They hit a peak a couple years ago and. | 01:25:18 | |
| And the number of units being rented or dropping so. | 01:25:20 | |
| So I think the conversation about them getting more widespread. | 01:25:23 | |
| Is something. | 01:25:28 | |
| That we can talk about. | 01:25:30 | |
| But it's it's not clear at this point if that's actually happening. | 01:25:33 | |
| So it appears then that. | 01:25:40 | |
| Our issues with the coastal zone is HOA. | 01:25:44 | |
| The HOA's are going to be. | 01:25:48 | |
| The second layer of the rule makers. | 01:25:51 | |
| And. | 01:25:54 | |
| Do we? | 01:25:57 | |
| Supplement their rules? Or do we we we lay the framework and then? | 01:25:58 | |
| Because I like Surfside 3. | 01:26:03 | |
| Like a couple 100 units over there. | 01:26:05 | |
| Yeah. And this is where it gets particularly complicated and it's on this slide. | 01:26:07 | |
| So I'll, I'll go back transition back to the slide, but. | 01:26:13 | |
| Essentially. | 01:26:18 | |
| It gets more complicated with homeowners associations in the coastal zone because homeowners associations. | 01:26:19 | |
| Had short term rental rules in place prior to 1977. | 01:26:26 | |
| Then they're allowed to enforce those. | 01:26:31 | |
| But if they. | 01:26:34 | |
| Have tried to make any rules after 1977. Those actually require a. | 01:26:35 | |
| Coastal development permit. | 01:26:41 | |
| And, umm. | 01:26:43 | |
| They, I think one of the things we've heard and seen is that. | 01:26:47 | |
| Homeowners associations are actually sort of struggling to get. | 01:26:52 | |
| Regulations approved by the coastal zone. | 01:26:56 | |
| So whereas. | 01:26:58 | |
| The HOA's. | 01:27:05 | |
| Have. | 01:27:07 | |
| Not been able to get the approval from the coastal zones or have been told that they're unlikely to get approval for the coastal | 01:27:07 | |
| zone, so that's why they've come to the city asking for the city to adopt something. | 01:27:13 | |
| That would be considered by the Coastal Commission. | 01:27:18 | |

| Run into roadblocks and they've said can we do something about it? Are we going to have any authority to be able to do so? And the | 01:27:54 | |
| answer is we still have to go through the Coastal Commission. | 01:27:59 | |
| And they will. | 01:28:04 | |

| Taking some things out of our hands, like we can't just ban them in the coastal zone for example, we can't say no short term | 01:28:07 | |
| rentals allowed. | 01:28:10 | |
| But what our research did find is that. | 01:28:14 | |
| Usually if we have reasonable measures then. | 01:28:17 | |
| They've supported those reasonable measures. | 01:28:20 | |
| So, so, and part of what you've given us is what the Coastal Commission is doing. Yeah. So then we have information or some a lot. | 01:28:23 | |

| Yeah. So the list that we have right then beneath that regulatory measures supported by the Coastal Commission are generally the | 01:28:35 | |

| There's a short term rental and they had a bachelor party this weekend. It was crazy. 30 people showed up. | 01:28:52 | |

| Other than you're violating the noise ordinance, it would have to be something in our existing code, like a noise ordinance issue. | 01:29:03 | |

| There's still the HOA who has their rules. | 01:30:21 | |

| Things like that. So yes, OK. And it's just that the HOA is if they didn't have a rule. | 01:30:26 | |

| I said a moment ago, Cities noted. They don't. | 01:35:12 | |
| Have most cities don't have code enforcement staff working? | 01:35:15 | |
| 24/7 you usually identify key. | 01:35:19 | |
| Times of the day. | 01:35:24 | |
| That you would have them work. | 01:35:26 | |
| And so if they aren't working 24/7, if they aren't working evening or weekends. | 01:35:28 | |
| Then there isn't somebody to respond to those issues right away. | 01:35:33 | |
| As we talked about before and it'll be on another slide. | 01:35:38 | |
| One way to solve that would be having the property owner responsible for. | 01:35:41 | |
| For being the point of contact to address issues. | 01:35:46 | |
| So we'll talk about that. | 01:35:50 | |
| Also, just with limited staff and then budget limitations. | 01:35:52 | |
| Typically even just things like monitoring for short term rentals cities now are contracting with. | 01:35:58 | |
| Service provider who actually monitors and searches out the short term rentals. So those are things that require some resources. | 01:36:04 | |
| And then? | 01:36:15 | |
| Permitting system. | 01:36:17 | |
| Business licensing, all of those things. | 01:36:19 | |
| Require staff time to process. | 01:36:22 | |
| Those require resources as well. | 01:36:25 | |
| We mentioned identification issues, that's. | 01:36:30 | |
| Probably the biggest challenge is once you start enforcing. | 01:36:33 | |
| Regulations. Well. | 01:36:37 | |
| People get very crafty and. | 01:36:39 | |
| I've gone through this where. | 01:36:42 | |
| What we started to see after we started enforcing was. | 01:36:44 | |
| People would literally take one picture inside their house with all their windows closed just to show the inside of the room. | 01:36:49 | |
| And then? | 01:36:55 | |
| Essentially do that so that. | 01:36:57 | |
| We, as the staff cannot figure out where the unit is. | 01:36:59 | |
| Because if they're only advertising on Airbnb with one picture inside the house, you don't have any way to identify the unit. | 01:37:03 | |
| So online listings can be very difficult to actually. | 01:37:10 | |
| Find the exact unit. | 01:37:15 | |
| There are a couple of tricks to it and a couple of contractors. | 01:37:18 | |
| Who are able to get like identifying information from? | 01:37:23 | |
| Even things like IP addresses and stuff like that. So. So there are some ways to work with that, but that goes back to resources. | 01:37:28 | |
| So and so and then. | 01:37:34 | |
| What my experience was even. | 01:37:39 | |
| Dropping the number of units that were advertised online. | 01:37:41 | |
| From hundreds down to just a couple. | 01:37:45 | |
| There was still a concern from. | 01:37:48 | |
| A prior community that. | 01:37:51 | |
| That there was still word of mouth rentals going on. There were still just people who had friends who every year would come rent | 01:37:54 | |
| their. | 01:37:57 | |
| Condo and have a party or whatever it was. | 01:38:01 | |
| And so obviously those are even harder to catch because you just. | 01:38:04 | |
| You you usually only hear about those. | 01:38:09 | |
| When the, you know, you get the call at 2:00 AM because they're having the party and they want somebody to enforce, but there was | 01:38:12 | |
| no other way to. | 01:38:15 | |
| To identify it ahead of time. | 01:38:18 | |
| So. So those are some of the issues. | 01:38:22 | |
| We talked about the effective enforcement tactics like requiring the 24/7. | 01:38:26 | |
| Property owner Property manager Contact information. | 01:38:31 | |
| Having a complete hotline for neighbors and residents online. Moderate monitoring tools to track rentals. | 01:38:34 | |
| And progressive penalty structures up to the revocation of the permit, those are typically the things that most of the regulations | 01:38:40 | |
| have that actually work. | 01:38:44 | |
| And so I won't go into these in detail, but. | 01:38:50 | |
| Those earlier slides where we said. | 01:38:52 | |
| Each of the cities around us. | 01:38:55 | |
| Kind of have these key. | 01:38:57 | |
| Areas. | 01:38:58 | |
| These are the detail of those and there there's slight differences, for example Oxnard. | 01:39:00 | |
| You'll note has a. | 01:39:06 | |
| A permit that costs several $1000. | 01:39:08 | |
| And by comparison, Carpinteria has a permit that costs about $400. | 01:39:13 | |

| Because I was just thinking Silver Strand Beach is. | 01:39:23 | |

| I won't go through everything but another example is Oxnard has a 10%. | 01:39:34 | |
| Hotel tax Carpentry has a 12% hotel hotel tax, so. | 01:39:38 | |
| There's they all have the same areas, it's just that the specifics of the rules might be a little bit different. | 01:39:42 | |
| And then you can see some examples there like with Oxnard, it's 10% of the beach zone is. | 01:39:49 | |
| Is eligible for short term rentals so they have a cap on it. | 01:39:55 | |
| They have a minimum three night stay. | 01:39:58 | |
| And a maximum of 100 nights per year at each of the houses. | 01:40:01 | |
| Again. | 01:40:06 | |
| Sounds great and I think that. | 01:40:08 | |
| Probably addresses some of the concerns, but it's also very difficult to actually enforce. | 01:40:10 | |
| Like who's actually going to track whether somebody's at 99 nights or. | 01:40:15 | |
| 001. | 01:40:19 | |
| So some of these rules are more difficult than others to enforce. | 01:40:20 | |
| And then things like good neighbor rules, quiet hours. | 01:40:25 | |
| Parking requirements that they that people leave a certain amount of spaces available. | 01:40:32 | |
| In their garage or driveway, things like that. | 01:40:38 | |
| So, so those are typical. | 01:40:41 | |
| Regulations. That's Oxnard. | 01:40:43 | |
| We also looked at Carpinteria. Similar, just. | 01:40:46 | |
| They'd be a lot of the a lot of similar requirements, but with slight differences. | 01:40:49 | |
| And then? | 01:40:54 | |
| We mentioned city of Ventura and then county of Ventura and you could see again similarly that. | 01:40:55 | |
| City of Ventura has a very low fee and then County of Ventura has a higher fee that compares to Oxnard. | 01:41:01 | |
| Probably for that very reason mentioned is that. | 01:41:07 | |
| Oxnard and then Silver Strand. | 01:41:11 | |
| A lot of people don't really know the difference and so. | 01:41:14 | |
| If one is vastly different than the other, it's it would probably cause a problem, so. | 01:41:17 | |
| They have more similarities. | 01:41:23 | |
| And I think for that. | 01:41:26 | |
| Reason we'd look. | 01:41:27 | |
| Similarly for Port Hueneme, with us being sort of the next beach after that. | 01:41:28 | |
| And so. | 01:41:34 | |
| It's something to keep in mind the. | 01:41:36 | |
| One of the challenges is going to be with if we only have, let's say 30 or 40. | 01:41:39 | |
| Short term rentals. | 01:41:43 | |
| Is. | 01:41:45 | |
| If we have to, for example. | 01:41:46 | |
| Add, you know, a half a person or a full. | 01:41:48 | |
| Person worth of staff time. | 01:41:52 | |
| The. | 01:41:54 | |
| Are the costs of that person should be borne by the people that are? | 01:41:57 | |
| Renting their units. It shouldn't be borne by all. | 01:42:02 | |
| Taxpayers, it should be the people that are. | 01:42:05 | |
| Receiving that benefit of being able to have a short term rental. | 01:42:07 | |
| So the costs would not be insignificant. I'd imagine that it would be a couple $1000 per. | 01:42:11 | |
| Person per permit. | 01:42:17 | |
| And then tot collected as well to try to cover those costs. | 01:42:19 | |

| Deal with different problems. You know if you're one city and your problem is. | 01:43:44 | |
| Too many in the beach zone, then you're going to make one set of rules if you're another city and. | 01:43:48 | |
| Your problem is you don't have that many, but it's just, you know, some party houses or something like that, Then you're gonna | 01:43:52 | |
| draft another set of rules. Yeah. So I think that's what we need to understand is what? | 01:43:58 | |
| People what concerns people want us to address? | 01:44:03 | |
| So does this Do we even? I know this is just the conversation, but are we gonna discuss like? | 01:44:07 | |
| You know, shared walls. | 01:44:15 | |

| Which could be a noise issue. | 01:44:19 | |
| My suggestion for tonight is I think we're still high level. | 01:44:22 | |

| There's sort of four options and I think we select an option and then give staff direction to go. | 01:44:37 | |

| And so it segues nicely because I think there's really four options right now and one would be. | 01:44:47 | |

| That one would just be, you know, if it's not a problem and we're not hearing it's a concern is just no, no action and people who | 01:44:59 | |

| Any change from what's happening today? | 01:45:11 | |
| And then? | 01:45:14 | |
| Second option is. | 01:45:16 | |
| What we're calling moderate regulation. | 01:45:17 | |
| Introducing good neighbor requirements. | 01:45:20 | |
| And what exactly those are to be determined, but you know that would be what we'd be looking to do is introduce good neighbor | 01:45:23 | |
| requirements. | 01:45:26 | |
| Have a formal permit and license system. | 01:45:30 | |
| And. | 01:45:34 | |
| The city would provide oversight. | 01:45:37 | |
| But probably go into that direction of. | 01:45:40 | |
| Requiring the. | 01:45:42 | |
| Property owner who's renting the units to really manage. | 01:45:44 | |
| Manage it and respond to concerns. | 01:45:47 | |
| With the city overseeing that. | 01:45:49 | |
| Partially that's because we can do that with. | 01:45:52 | |
| Less resources. If we have to actually be the enforcement arm, that's going to require additional resources. | 01:45:55 | |
| And then the third option would be the comprehensive regulation, which can be, as you know, things like. | 01:46:01 | |
| Putting the caps on how many and what neighborhoods, having a zoning overlay or a district limitation really getting into like. | 01:46:06 | |
| Pinpointing where we want short term rentals and where we don't want short term rentals. | 01:46:14 | |
| With stronger requirements, stronger enforcement penalties. | 01:46:19 | |
| And things like that. | 01:46:23 | |
| So those are really the three options, but. | 01:46:25 | |
| I said before there was 4 because we recommend the fourth. | 01:46:28 | |
| Sort of, regardless which is. | 01:46:32 | |
| Regardless of those other options, I think having more. | 01:46:34 | |
| Community engagement workshop and a survey, for example. | 01:46:38 | |
| To get feedback on. | 01:46:42 | |
| What the main priorities are to focus on? | 01:46:44 | |
| If we draft an ordinance. | 01:46:48 | |
| And the ordinance is aimed at. | 01:46:50 | |
| You know, not having short term rentals in this neighborhood, but that's not the concern. The concern is is. | 01:46:51 | |
| You know this other neighborhood, then it doesn't really accomplish anything so. | 01:46:57 | |
| I think to the point. | 01:47:01 | |

| We haven't heard really a consensus of like what? | 01:47:04 | |

| Part of why we're talking about having that community engagement first is as of now, we haven't heard from really anybody that | 01:49:25 | |

| Manage the enforcement because we. | 01:52:11 | |
| It's our property values, it's our, it's our quality of life within those communities that we. | 01:52:15 | |
| Value and I think that that's where. | 01:52:20 | |
| This is sort of kind of. | 01:52:22 | |
| Natural evolution, if you will. | 01:52:24 | |
| For our community. | 01:52:27 | |
| And we appreciate. | 01:52:30 | |

| A policy and a guidelines that we can get, we can live with together that will be mutually beneficial. We don't want it to be an | 01:52:38 | |

| We don't have any at this point. I think that housing prices are high enough to where I think you'd have a hard time. | 01:53:30 | |

| What we would like is for you to. | 01:53:47 | |

| One of the things you may not be aware of is as a homeowners association when somebody has a violation. | 01:53:54 | |

| Go through this process really slowly, keep escalating things and eventually find them. | 01:54:01 | |
| And it's actually impossible to collect those fines. | 01:54:05 | |
| So until somebody sells their house or whatever. | 01:54:09 | |
| You can't, you can't collect on any of them. So there's not a lot of teeth in our ability to control somebody who has a big party | 01:54:12 | |
| house every once a month, so. | 01:54:17 | |
| What we would like is for you to go ahead and. | 01:54:22 | |
| Address this, there's there's other models out here. I personally thought the Ventura model was one I liked the best, but. | 01:54:25 | |
| The devil's in the details, you can figure that out, but. | 01:54:31 | |
| I think this would give an opportunity to collect some money. The city can use some money. | 01:54:34 | |
| I've spent. | 01:54:39 | |
| Many nights in short term vacation rentals. | 01:54:41 | |
| They're great. | 01:54:44 | |
| Intend to continue to do this. | 01:54:46 | |
| The problem is that, as in most in life, 2% of the population create 90% of the problems. | 01:54:48 | |
| And so when you get a bad owner or. | 01:54:54 | |
| They happen to. | 01:54:58 | |
| Think they're renting to grandma and grandpa and actually it's the whole graduating class at Cal Lutheran or something then. | 01:55:00 | |
| You know, we have some issues, so it really encourage it to. | 01:55:06 | |
| Useful common sense. | 01:55:11 | |
| Give us some money for the city. | 01:55:14 | |
| The last issue I think is that at least homeowners can put in the associations you can put some pressure on. | 01:55:15 | |
| On people, but if you are outside the coastal zone. | 01:55:22 | |
| And. | 01:55:26 | |
| Basically, they're living next door to a place that's doing this all the time. | 01:55:27 | |
| Right now, you're out of luck. | 01:55:30 | |
| You know, the police are not going to keep showing up and. | 01:55:32 | |
| So if you can. | 01:55:35 | |
| Established murals with some teeth that basically say. | 01:55:37 | |
| If you're a bad actor, you'll lose your. | 01:55:40 | |
| Ability to do this. | 01:55:42 | |
| I think that'd be a great idea, so. | 01:55:44 | |

| The city is in a much better position to hold owners accountable for the behavior of renters. | 01:56:06 | |
| HOA's are required by the Davis Sterling Act to warn owners and allow time to remedy. | 01:56:11 | |
| Even then, if the HOA finds an owner, they have a right to appeal in the time and paperwork is a burden to the HOA. | 01:56:17 | |
| And a little deterrent to careless owner. | 01:56:24 | |
| Owners who do short term rentals have monetized our community. | 01:56:26 | |
| The extract high nightly rents. | 01:56:30 | |
| And their guests can extract a huge toll on our communities. | 01:56:33 | |
| There is an Airbnb below me, 80% of the time there is no problem, but without a city ordinance we have no recourse when there is a | 01:56:37 | |
| problem. | 01:56:41 | |
| One time 8 college students rented A2 bedroom unit below me. They took turns locking each other out with resulted which resulted | 01:56:46 | |
| in a lot of yelling and banging on doors. | 01:56:50 | |
| Then at 2:00 in the morning when the bars closed, more yelling and banging. | 01:56:55 | |
| Another time, someone rented a unit and then invited 30 people to party at our clubhouse. | 01:56:59 | |
| Children with huge squirt guns were left unattended in the pool and drenched our pool table. | 01:57:05 | |
