I wanted to write a poem for my inspiration today. I think it's only the third one that I've done, but I just wanted to explain 00:01:01
that the summer is almost an end. The fall equinox is on is this Sunday, September 22nd, which marks the halfway point between 00:01:08
summer and and winter. And I just wanted to reflect through the poem that we've we had a really great summer. We had the the 00:01:16
Wyoming Beach Festival, We had a pickleball tournament. We had the kites. 00:01:23
At the beach. 00:01:31
The fun run, the movies at the park. There was a lot of stuff that that we did over the summer. And, and so now it's it's we're 00:01:34
turning a new page to fall. So it's called the summer's legacy. 00:01:39
As the sun dips low and the days grow mild, we bid farewell to summer Smile. Here, in this place where the breeze runs free, we've 00:01:46
crafted memories by the sea. 00:01:51
The beach fest bloomed, bright music played. Our hearts dance through each lively parade. 00:01:58
Kites filled the sky, laughter kissed the air, and joy was something we all could share. From the pickleball courts to the 00:02:05
festival lights, Winemis. Warmth ignited the Knights. With each step we've taken, each hand we've held, a story of unity was 00:02:11
quietly spelled. 00:02:17
Our sister city with a bond now strong, Puerto Vallarta, where we belong. Together we flourished hand in hand to cities united, 00:02:23
sharing the land. The winds of change now softly call as we move from summer into fall. Yet the spirit of Wanami won't fade away. 00:02:30
And every sunrise it's here to stay. 00:02:37
Through each fun run, each film in the park, our future shines even after dark. For though this summer comes to a close, the heart 00:02:45
of the city forever grows. So as seasons shift and times move on, know that Waimi will stay strong. A place where kindness will 00:02:52

When we ask for things as a community, I'll give you 1 instance of specifically. 00:04:19
We had a neighbor who said hey, can the trash guy that comes at 6:00 AM come at 7 and guess what? 00:04:27
They they said sure, and that's what's been happening. So my dogs don't bark at 6:00 AM, which is great and that makes me happy. 00:04:36
Then addition to that, we've had a. 00:04:42
The young people of our community and maybe not of our community that are doing Donuts out at Market and Surfside and now we've 00:04:50
got the little spacers, the little, what would you call them? 00:04:57
They're not really. 00:05:06
Bumps in the road, but their their their guidelines so that they can't do this, which is great. And it's because of this group 00:05:09
right here. So thank you. I'm here mainly and I've already used up more than half my time. I'm here mainly to talk about Seaview, 00:05:15

Office Depot got a lot of my money for this, but I gave you pictures of all the trash that ends up on Seaview. 00:05:34
It's our considered opinion in amongst our. 00:05:43
Our community that three to four people a night are sleeping in their cars on Seaview on the on the South side of the street. 00:05:48
And that's all fine. There's a lot of trash. The HOA pays to pick up that trash. OK, we we picked it up, but. 00:05:56
Then about a week ago or so, and this is where I'm going to. 00:06:06

A a tractor trailer rig big one at 2:37 in the morning on bolted straight. It's 30 feet from the back door bolted straight out of 00:06:14
my bed because of this tractor trailer rig parking in front of a fire hydrant. 00:06:22
I have a list from Sergeant Bates of all the violations that this person created. 00:06:31
It's not pretty and the ports not adhering to these particular problems with their truckers and I know there's a lot of. 00:06:36

Proclamation National Suicide Prevention Month. 00:08:02
WHEREAS, September is known as National Suicide Prevention Month and is intended to raise awareness on the stigmatized and often 00:08:05
taboo topic in addition to shifting public perception. And WHEREAS, suicidal thoughts, much like mental health conditions, can 00:08:14
affect anyone regardless of age, gender, race, orientation, income level, religion or background. 00:08:22
And whereas importance should be placed on ensuring that individuals. 00:08:32
Friends and families have access to the resources they need to discuss suicide prevention and to seek help. 00:08:36
And whereas we encourage people to bring their voices together to advocate for better mental health care and encourage. 00:08:44
Any person experiencing suicidal thoughts or behaviors to seek help? 00:08:52
And whereas the development of crisis response system is critical to those at risk to have a number to call. 00:08:57
A system to turn to that would connect them to the treatment and support they need. 00:09:06
And whereas while suicide prevention is important to address year round, Suicide Prevention Month provides a dedicated time to 00:09:12
come together with collective passion and strength around a difficult topic. And whereas suicide is the second leading cause of 00:09:19
death among people aged 10 through 34. 00:09:26
And the 10th leading cause of death overall in the United States. The overall suicide rate has increased by 35% since 1999. 00:09:33
And whereas 46% of people who die by suicide had a diagnosed. 00:09:44
Mental health condition and while nearly half of individuals who die by suicide have a diagnosed mental health condition, research 00:09:50
shows that 90% experience symptoms and whereas. We use this month to spread hope and vital information to people affected by 00:09:58
suicide and encourage others to research, educate and stand ready to recognize and assist those who need help. 00:10:07

OK. And we have a provider of the Ventura County Health Mental Services Act, a suicide prevention program in attendance today who 00:10:43
would like to briefly provide some community with information regarding the program. So that's Miss Maya Zumaya. 00:10:51
Good evening. Thank you Mayor Pro Tem, City Council members and staff for recognizing Suicide Prevention Month. I am is Amaya 00:11:03
representing the Ventura County Behavioral Health Suicide Prevention Program. Every year suicide claims the lives of 10s of 00:11:10
thousands of individuals across the United States, leaving behind a trail of heartbreak, grief and loss. 00:11:16
100 Ventura County residents died by suicide in 2023, down from 111 and 2022, but up from 97 and 2021. Firearms accounted for 00:11:25
nearly half of all suicides in 2023. Firearms have been the leading means to commit suicide for the past five years. Afixia and 00:11:34
drug deaths are second and third, respectively. Pain isn't always obvious. 00:11:43
Knowing the signs help suicide be preventable. 00:11:53
So part of the suicide prevention program, we are offering free one hour suicide prevention trainings. We would love to partner 00:11:56
with the city or even the Police Department to offer these trainings to any and all community community members. We would love as 00:12:04
many people to get educated and knowing the signs and how to help somebody in crisis. So if you are interested, you can go to 00:12:11

At the Port of Winey, Me on September 28th, 2024 and WHEREAS, the Banana Festival was created by Commissioner Jess Ramirez and CEO 00:13:09
and Port Director Kristen Decas to highlight the various contributions and positive impact the Port has made locally, regionally 00:13:15

And whereas the poor operations support the community by bringing 2.2 billion in economic activity and creating 20,032 trade 00:13:27

And whereas, trade through the Port of Wanami generates more than 173.2 million in direct and related state and local taxes, which 00:13:38
fund vital community services. And. Whereas the Port Authority began over 80 years ago with a mission to provide Californians 00:13:45
Central Coast agricultural community with an ocean link to the global market. And. Whereas the Banana Festival is a way to bring 00:13:53
people out in a fun way to see and appreciate the port and learn more about its operations and. 00:14:00
Vital economic role in Ventura County and whereas the City Council does desires to join the celebration and support of the Banana 00:14:08

House of the year and ensuring that everybody in our community has a place to have access to one of the few free festivals in our 00:14:51

So next we have a we'll call up Miss Suzy Lopez Garcia, Executive Director and Catalina Solis, Development Coordinator of the 00:15:20
Community Action of Ventura County for the next presentation. 00:15:26
Good evening, City Council members and city staff, and thank you for having us. We are Community Action of Ventura County. We are 00:15:36
a local nonprofit serving all of Ventura County. Many of you may be familiar with our Oxnard office. That is our main office here 00:15:43
close by. So we're here to tell you a little bit more about. 00:15:51
Community Action overall, but also highlighting the work we're doing with our programs. 00:15:58
And giving you some numbers relating to residents in the city of Port Hueneme. So numbers that you'll see are primarily around 00:16:03
Reddit residents. We've started here in the city. 00:16:08
Just to go over a mission. Our mission is helping our community establish pathways out of poverty through advocacy, partnerships 00:16:14
and services that promote dignity and self-sufficiency. 00:16:19
And what's unique about us, one of the main things I did want to highlight as well is our board structure. So our board is 00:16:27
comprised of elected officials, private sector representatives and also the low income community. So we want to make sure we have 00:16:34
representation across the board as we're making decisions, as we're looking at programs in the direction the organization is going 00:16:41
in. And by elected officials, I mean each board a supervisor. 00:16:49
Points an elected official for each district, so there's representation across the county as well. We definitely rely on volunteer 00:16:56
support and we also look at maximum feasible participation, meaning we have had clients, past clients come in for services and may 00:17:04
all now be employees and working with Community Action. 00:17:11
And just to give you, as I mentioned, our main office is in Oxnard at 621 Richmond Ave. But in the last two years we have expanded 00:17:21
our reach. We did open a satellite office within the free clinic of Simi Valley in 2022. And we also opened a satellite office in 00:17:28
Santa Paula at El Centro del Pueblo last year. And those two offices, they're not stand alone, they're satellites. So what that 00:17:36
means is within that space we're able to make referrals. So there's. 00:17:43
Community based organizations in the same space so it makes sense versus having people travel from one place to another. 00:17:51
And we also wanted to share some of our strategic goals. We're on Year 2. When we looked at all the data we might, we met with 00:17:57
stakeholders are 5 type. 00:18:02
Five goals or four goals for the next 5 years are improved equity and poverty reduction, strengthening our partnerships. So we 00:18:08
definitely depend on partnerships to do the work. We can't do anything by ourselves. So we also always look at who is doing what. 00:18:15
So we don't want to duplicate work either. So we want to make sure we're working together with others, improving our capacity to 00:18:22
serve, making ourselves known throughout Ventura County, which is one of the reasons we're here as well. 00:18:29
In our programs, the program you may be the most familiar with ended earlier this year was our water bill payment assistant called 00:18:38
the LIWAP contract. We also have a food hub, community market, community workshops, medical enrollment, navigator program, home 00:18:44
authorization, home energy assistance, which is the heat program which does gas or electric bills and services for unsheltered 00:18:51
individuals. 00:18:58
And so I live up funding is what help pay water bills. It did end in March of this year. 00:19:06
And that amount in numbers again are for Port Wingami household. So we did help over 500 households. 00:19:14
Here in Port Hueneme, if you look at the chart, Oxnard did have the most funding. It's the largest city in the county. But when 00:19:21
you look at the top 4, Port Hueneme was one of the top four that did receive. And I really want to give thanks to staff at the 00:19:27
City of Port Winnie for working with us. 00:19:34
Because that was a lot of coordination. When I've mentioned gastroelectricity, there's only two utility companies we work with 00:19:40
there with the water county wide. We had to work with each city, each municipality, make sure they're on board. We were 00:19:46
communicating and really helping those people that might be at the disconnection. It might be a Friday afternoon. Are we 00:19:53
communicating with staff? Yes, they've been approved, but the money's coming. 00:19:59
So I really want to thank the city for working with us because that made things move rather quickly, making those referrals, 00:20:06
people knowing we were there to help. 00:20:10
And oh, sorry. 00:20:17
See if I can go back. 00:20:19
Just to give you a sense of 123. 00:20:20
1000, the funding we received was just a little bit over $1,000,000 for the County of Inter. 00:20:24
And then utility payments. So this one continues. This is a program that didn't end the water did and it was more around Kovat 00:20:31
assistance. But this program we've had for many years, it is for gas, electricity or propane. It is income based. We do look at 00:20:39
income and we are prioritizing vulnerable household members. So what that means is during COVID we received CARES money, we 00:20:46
received ARPA money. There was a lot of people in need. The need is still there. We are still seeing the. 00:20:53
People needing help paying their utilities, but unfortunately that extra money went away. So we are having to prioritize. And 00:21:01
those are homes with seniors who are in a fixed income. Homes would be family members with disabilities, those that may have 00:21:07
children under 5. So we take that into account as we prioritize applications that come in. They're able to apply one time per 00:21:13
calendar year. 00:21:19
And in 2023, we assisted over 315 households, which total totaled over $94,000. 00:21:26
Home authorization, same thing as HEAP. So it is income based. It does come through the state. There is no cost for weatherizing 00:21:36
homes and it's available for renters or homeowners. What is weatherization mean? We go into the home, we do the intake, we have an 00:21:44
assessment of the home of what can be done in there and that can cover anything from appliances such as stoves, microwaves. 00:21:52
Blinking laundry like washers and dryers. 00:22:03
And we also look at smaller things, light bulbs, energy efficient light bulbs, shower heads, we will look at insulation. So really 00:22:08
these two programs go together because we can do that immediate emergency help of paying utilities. But overall, can we weatherize 00:22:16
your home and make it more energy efficient, make it safer because we do testing around any gas leakages, all those things. And so 00:22:23
that we're helping to lower those utility bills. So maybe in the future they don't need to come in for that help, but their home. 00:22:30
Safer because we run those tests in the home and again, we weatherize 11 homes in Portland EMI, but if you take the total amount 00:22:38
of money that went into the homes, it was over $43,000. So we can arrange this of how much we can do at the time of assessment. 00:22:44
Sometimes we do have to walk away from homes and that really depends on what's going on. If there is other safety concerns that 00:22:51
we're not able to fix, they do need to be taken care of. 00:22:57
Before we can weatherize at home and we did want to share a success story. So this is how we are able to layer funding and help 00:23:04
individuals. We do have a lot of seniors that come through this program because they are on a fixed income. 00:23:11
So we were able to layer, help replace a heater in this home that was over $7000. Then we were able to use and that was ARPA 00:23:18
money. We were you able to use our regular funding almost $4000 to weatherize the home as you can see the washer and dryer there. 00:23:25
And then we were also able to pay some of those bills. We were able to pay a gas bill, electric bill and a water bill. And so we 00:23:33
wanted to share that story. We really look to see everything that's going on in the home when we do the home visits that we can. 00:23:40
See Do you need help with food? Do you need referrals to other services? 00:23:48
We provide unsheltered services at our Oxnard location, so Mondays and Fridays, 8:00 to 12:00, we have showers, built in showers, 00:23:54
laundry, mail pickup, referrals to services available Tuesdays and Thursdays. It's more referral services and mail. We don't have 00:24:00
the showers and the laundry running, but people can come in if they need help with referrals, making a phone call, looking at 00:24:07
paperwork, we can help with that. 00:24:13
And our food program, this is the program has grown the most after COVID. We used to serve maybe 80 to 90 households before COVID. 00:24:22
At some point we hit over 400 households. And right now we're holding steady between 300 and 350 households a week. We used to 00:24:29
just do about two hours a day, one day a week. We are now having different partnerships. So we do have routes that we pick up 00:24:36
every Thursday at 8:30. 00:24:44
If you drive by 621 Richmond in the morning, there's a line of cars because we did switch to drive through. So we do have a line 00:24:51
of cars coming. That is when we serve the largest amounts. On Wednesday mornings. We partnered with 211 and now Amazon. It was 00:24:58
DoorDash and we're able to get boxes of food to about 75 households within the 10 mile radius. So those get delivered primarily 00:25:04
seniors or people with disabilities that can't come to us. 00:25:11
And then we also partner with Food Forward. 00:25:18
Every other Tuesday and so Food Forward delivers pallets of food. That's the bottom picture into our back parking lots. We have a 00:25:21
list of about 28 local food pantries in Ventura County that then come and pick up fresh produce for their pantries. So it's a lot 00:25:27
going on now every day around the food program. 00:25:34
And again this year those numbers are for this year we assisted 228 households here in Port Hueneme, which translates to over 700 00:25:40
individuals. 00:25:45
And our community workshops, we are partnering with Chase Bank and Ventura County Credit Union, Toes financial literacy workshops. 00:25:50
We also have mental Wellness workshops. And one you think we're focusing around is broadband digital literacy. So we'll share out 00:25:57
more as that comes along. But we were able to host a cohort of 15 seniors in Santa Paula who completed a digital literacy program 00:26:03
and received a Chromebook at the end. 00:26:10
And things that are coming up in partnership with Food Share, they are going to begin a diaper distribution. So we're going to 00:26:18
pilot that program probably within the next month to get that going. And we will also be just like food, we will be a diaper 00:26:24
pantry. And as we get more information that gets going, we can also share that out. 00:26:30
And our last program, we also have a contract with Gold Coast health plans. So we have medical enrollment navigators who are 00:26:38
helping people renew, not fall off their medical, connect the members to services and benefits and also guide any new first time 00:26:43
applicants. 00:26:48
And that's all the information. We do have an event coming up this Thursday, September 19th. Catalina's leading that event, so. 00:26:54
It's going to be from 3:00, right? 3:00 to 5:30. We're hoping at least. I don't know, 100 people show up, but we're doing it at 00:27:05
our headquarters. And one of our main things is nobody knows who we are. We've been around since 1965, and it's like Community 00:27:12
Action. Who? So we used to be commissioned on human concerns. So some of the seniors remember us, but the rest of everybody like, 00:27:19
yeah, I don't know who you are so since. 00:27:26
Couple of years now we've gotten my position development coordinator, so I'm out there trying to yell from the rooftops of who we 00:27:34
are and look at all this stuff we do. I mean act, did you know that? 00:27:40
So anyway, so come if you can RSVP to me, I have some Flyers that I don't know if I should if I'm supposed to hang and hand them 00:27:48
out or not, but anyway. 00:27:52

Water bills, there's a lot of good things that they're doing and I just kept saying, well, we got to help you get the word out and 00:28:31
we have to let our residents know because I know we get these questions a lot and we have somebody here that can help. So so we 00:28:37
appreciate the work you guys do and thank you for coming out. And then we'll help get the word out however we can. So definitely 00:28:44

assistance with the water bills. I know that there were some of our residents this year having problems paying their bills and I 00:29:12
said send them, make sure you send them the Community Action because I know that they can help them with their water bills. 00:29:20
To see that you've helped over 500 of our residents is just phenomenal, and I just want to thank you for that. 00:29:27
You know, they had nowhere else to go. Some of them were going to have their water turned off. And you were the first group, the 00:29:36
first organization I thought of because I remember you when I worked with the Sheriff's Office of Emergency Services, when you 00:29:42
were the Commission and human concerns. And, and it did threw me, throw me for a loop when you became Community Action. But you're 00:29:48
still doing great work. And thank you so much for being here tonight. 00:29:54

For emergency preparedness and I and 911 by our Councilmember Hernandez. Thank you Mayor Pro Tem and it's my honor to read this 00:30:37
proclamation for National Preparedness month. As I just mentioned, I used to work for the Office of Emergency services. 00:30:44
Under the direction of Ventura County Sheriff's Department, I have over 40 years in public safety. I'm a strong advocate of public 00:30:52
safety and have spent a long time working alongside police and fire. So you will always find me advocating for emergency 00:30:59
preparedness. I know it drives some people crazy, but we just had an earthquake. So it does come in handy for for you to pay 00:31:06
attention to the message and to do what you can to be prepared. So with that, I'll go ahead and. 00:31:14
Read the proclamation. Whereas September is National Preparedness Month and offers us the opportunity to reflect on significant 00:31:22
disasters we've encountered, including the September 11th attacks and most recent winter storms. And WHEREAS, this past week, our 00:31:29
community commemorated the anniversary of the September 11th attacks by honoring and remembering the lives lost in the brave 00:31:36
Americans who displayed extraordinary acts of courage, sacrifice, and I want to thank. 00:31:42

presentation for us. We're excited to bring this back. Everybody I think by now knows we're doing a major Bubbling Springs Park 00:37:02
renewal project and a few months back, well, maybe a little longer than a few months, almost a year back, we had split out the 00:37:09
playground portion of that project to to so that we can go through the bid process and take our time and make sure we get the. 00:37:17
Ground right without holding up the the rest of the park project and it's coming together well where we're going to be able to 00:37:24
we're bringing back the playground for approval to be able to move that part of the project forward and get it all back 00:37:31
synchronized. And so that we're all we're all ready to to open up the park with the playground complete. So so I will hand it over 00:37:38

recommended proposal for the Bubbling Springs Park playground equipment and design installation. 00:38:01
I'd like to provide a bit of background on this aspect of the Bubbling Springs Park renewal project. 00:38:10
The playground equipment and surfacing scope of work was removed from the Staples construction contract on December 5th, 2023 in 00:38:16
order to solicit a broader selection of products targeting more competitive pricing and higher quality products overall. The RFP 00:38:25
for design, furnishing and installation was distributed on July 9th of 2024 with the submission deadline of August 8th. 00:38:34
9 turnkey proposals received and review were reviewed by staff incoming group. 00:38:44
Representatives for design, cost breakdown and warranty coverage. 00:38:51
As a result of that review process, we come before you tonight to recommend the design provided by Great Western Recreation. 00:38:59
Great Western Recreation has been a prominent competitor in the playground industry for over 90 years. 00:39:08
Renowned for research driven design, they are the exclusive distributor for game time products, known for their inclusive 00:39:14
playgrounds and commitment to safety standards. 00:39:19
Great Westerns playground design is built with long term durability and future proofing materials. There is a lifetime warranty on 00:39:25
structural elements and a 20 year warranty on recycled plastic lumber. Maintenance costs should be minimized over the playground's 00:39:31
lifespan. 00:39:36
The playground is accessible and compliant with the ADA. Inclusive features consist of a four seat seesaw, a sensory wall. 00:39:44
Outdoor musical pieces, adaptive swings, and the rubberized surfing surfacing that's shown throughout. 00:39:54
So the picture that sorry if we can just return to the previous slide, the picture that's shown here is the overall project that 00:40:00

This request was made to ensure the continuity of like materials given the structures proximity to the playground equipment. 00:40:54
Great Westerns proposed costs came in lower than the original price provided by Staples Construction and therefore the city stands 00:41:01
to gain a net positive credit of just over $8000. 00:41:07
To my excuse me, tonight's recommendation is for the City Council to authorize the City Manager to execute an agreement with Great 00:41:16
Western Recreation for the design, furnishing and installation of playground equipment and surfacing for the Bubbling Springs Park 00:41:22

Overall, here you can see we've provided you with a rough bust budget estimate. The Bubbling Springs Park playground and surfacing 00:41:34
budget was approximately $550,000. 00:41:39
Great Western Recreations playground and servicing proposals coming in at approximately 539,000, which leaves us with a savings 00:41:45
that we're targeting of just over $10,000. 00:41:51
Great Western Recreations alternative shade structure proposal was approximately $34,000 and as I mentioned earlier, the Staples 00:41:57

I stopped by the park almost on a daily basis, get off my car, take a picture, take a recording, but there's nothing like getting 00:45:02

Really overwhelmed and humbled at the immensity of the project. You drive down Park Ave. and you see it and I get feedback almost 00:45:14
on a daily basis from not just our community and our players, but parents that have left the community to go somewhere better and 00:45:21
now they're coming back and now they're people are telling me you're going to get so many people. I have coaches already signing 00:45:28

with our insurance, California Joint Powers Insurance Authority. So he'll give a little bit of information. I'll note one thing on 00:50:24
the last item real, real quick and then one thing on this item. And the one on the last item is now that we've approved this 00:50:31
playground, we will make sure to start getting the images out there. There's some really good illustrations and if anybody. 00:50:38
In the packet this week, I think we had probably 1010 plus photos. So we'll make sure we start getting those out now that we can 00:50:46
tell people this is what's coming to the to the park on this next item. Just the brief introduction I want to give before handing 00:50:53
it off is that there is sort of a. 00:50:59
Commonality between this next item and the last item on the agenda, the the police radio item and that is that these are both 00:51:08
items that are. 00:51:12
Umm really recommended best practices that as a city we should, we have recommendations from either our insurance company or on 00:51:17
the police radio item from the grand jury saying that this, these are things that the city should be doing moving forward and not 00:51:24
just us, but really all cities are being recommended to do those those two things. 00:51:32
You probably noted in the fiscal impacts of each of those we talked about these being best practices and needs to help reduce 00:51:41
liability in the future. 00:51:45
To help reduce long term costs in the future, but there is an immediate cost that's not in the budget. And so we talked a little 00:51:50
bit in the reports about you know, we don't recommend funding things from our reserve very often, but when we do, it's because 00:51:58
it's something that is really a true must do, something that we need to do and something that pays off long term. It has long term 00:52:05
financial benefits, even though right now we're digging into our savings to pay to. 00:52:12
Recommending digging into our savings to pay for these things. The goal is that in the long term it'll save the city and the 00:52:20
taxpayers money. So I sort of want to get that elephant out of the room because it will probably end on that note on each of 00:52:26
these. But these are both things that are really best practices. And having said that, I'll hand it over to Charles to explain the 00:52:32
first one the. 00:52:37
88 Inspection in transition plan. 00:52:45
Thank you and good evening Mayor Pro Tem, council members, staff members, members of the public. As a city manager alluded to in 00:52:50
the introduction of this item, the request tonight is to get councils approval for the City Manager to execute memorandum of 00:52:56
understanding with the California Joint Powers Insurance Authority and to appropriate dollars to support a project that would 00:53:03
conduct an ADA self evaluation and development of a transition plan. 00:53:09
By way of background, Title 2 of the Americans with Disabilities Act mandates accessibility standards for public facilities and 00:53:18
obligates state and local governments to ensure programs, services and activities are accessible to the public. 00:53:25
In order to ensure compliance, it's prudent for local agencies to undertake an evaluation of city facilities, programs and 00:53:32
services and to create a transition plan for any non compliant items. 00:53:37
In the absence of such a plan, the city may be unaware of the barriers that exist for public access. 00:53:44
It may have increased exposure to claims against the city. 00:53:50
And it may jeopardize potential funding from other governmental agencies such as DOJ, Caltrans and HUD. 00:53:54
As a member of the California Joint Powers Insurance Authority. 00:54:03
The city has access to various tools and resources that help mitigate risk. 00:54:06
One of these resources is the authorities Ada Assistance Program. 00:54:12
Through this program, the Authority provides member agencies access to qualified ADA consultants. 00:54:17
Competitive pricing negotiated by the Authority. 00:54:23
And a financial subsidy for projects that evaluate programs, services, facilities. 00:54:26
And help develop ADA transition plans. 00:54:31
As noted, the recommendation is to authorize the City Manager to execute an MOU with the authority. 00:54:39
And appropriate dollars for the cost of the project. 00:54:44
As it pertains to the cost of the project, as noted, the CJ PIA will offer a $23,000 subsidy. 00:54:48
After which the city's net cost is a total of $71,700. 00:54:55
The breakdown for how those costs are proposed to be paid is shown on this screen with four separate funding sources. 00:55:01
I'll note as stated in the report that the $19,000 from the general Fund compliance fund. 00:55:08
Is from $4.00 per license business license fee charges. 00:55:15
That are collected pursuant to California Senate Bill 1198. 00:55:20
And that is specifically intended for increasing disability access, developing educational resources for businesses, and 00:55:26
facilitating compliance with federal and state disability laws. 00:55:31
So once again, the staff recommendation is for council to authorize the City Manager to execute an MO U with the CJPA. 00:55:38
To authorize work through the authorities ADA Assistance program, namely utilizing a consultant by the name of Disability Access 00:55:44
Consultants. To work with the city to conduct inspections. 00:55:49
And develop an ABA transition plan. 00:55:54

evaluation and transition plan is that it includes essentially an expert in the field will come to the city and do an assessment 00:56:26
of city buildings, parks, right of ways, including sidewalks, but also Even so like those physical structures, but they'll also 00:56:34
assess city policies and city programs as well. 00:56:41
And so they're going to come look at all of those things and essentially put a report together which. 00:56:48
Is typically a Excel file that is several pages of items that are recommendations to implement to be compliant with ADA 00:56:55
requirements. And then the last point I want to note is just that typically the list is pretty substantial, especially where 75 00:57:03
year old city, most of the city was built before. 00:57:11
A lot of the 88 requirements were in place. So it's going to require being updated. So it's usually a long list and it usually is 00:57:19
I would say not unusual. I've seen 10 year plans, I've seen 20 year plans to get into compliance. But it's important that we do it 00:57:26
and then we can start building that into our budget every year to say we're going to do you know, we, we know that there is let's 00:57:34
say $1,000,000 in, in 88 improvements that are needed. Well, we can build that in over 20 years and and do $50,000. 00:57:41
A year instead of, you know, trying to instead of thinking we're gonna do everything at once. So, so that's just in a nutshell, 00:57:49
it's what product we're expecting to get at the end of this is that initial review and plan that we then can build into our budget 00:57:56
to start making the improvements. So, so we're recommending starting that process. 00:58:04

So this, as City Manager Vega mentioned, is continuation of a discussion we've been having with regard to the proposed mural 01:03:50

I won't go into a lot of detail on our past meetings, but just to say that back on June 17th is when we had our first meeting with 01:04:01
regard to this, where we, the mural committee, presented the initial mural design shown here for the library. And at that meeting 01:04:10
the City Council provided input as to several changes that they recommend it be made to the this particular mural design. 01:04:18
So after reviewing the design. 01:04:28
City Council had asked for an additional plover to be put over on the left. 01:04:31
Far left side of the the picture there and asked that a flower other than the the limit of blossom along with the lemons be 01:04:37
provided. 01:04:42
That the port be shown a little bit more and more, I guess more visibly and that the Tomo or the the Chumash boat also be rendered 01:04:47
differently. So the artist. 01:04:54
Took that advice and made the changes that you see here. 01:05:02
And design #2 here. 01:05:07
Right would be cranes used to symbolize the port. California poppies were added to replace the lemons and the lemon blossoms. The 01:05:10
tomo was given a redesign and then as I mentioned, the plover over on the far left was added. 01:05:20
But also at that meeting of July 15th, the the Council has also directed the mural Committee to invite the mural subcommittee 01:05:33
members, which were initially vetted to look at the initial 38 designs that OPEC, who is our consultant heading this project 01:05:43
received and then provide those their favorite designs to the mural committee to move forward with. 01:05:52
However. 01:06:03
In order to provide the subcommittee members a chance to look at the mural designs that were selected, the Mural committee invited 01:06:04
them to invited the subcommittee members to a joint meeting on on August 8th. 01:06:12
That meeting was held here at the city and three of the five subcommittee members that were appointed by the City Council were in 01:06:21
attendance as well as the committee member that was appointed by the library. Those were Ricardo Holden, Rick Perez, Randall 01:06:28
Thomas as well as Beverly Kelly, the library appointee. A fourth City Council member fell I'll right before the meeting and so was 01:06:35
not able to attend but did provide. 01:06:42

And then the last or the 5th Subcommittee, subcommittee member appointed by the Council. I did not respond to the Mural 01:06:51
Committee's invitation or attend. 01:06:57
After reviewing the two designs that were not selected to move forward as well as the selected design, which was version #2 with 01:07:04
the poppies, the subcommittee members in attendance, as well as the as I mentioned, the one who fell, I'll submitted comments and 01:07:12
indicated the majority of them indicated that they were in support of the selected design with a couple of. 01:07:20
Revisions made. One would be to add a symbol to represent the Navy. 01:07:29
And the other would be to replace some of the poppies with either the city's official flower with just the hibiscus or flowers 01:07:34
that were native to the city. 01:07:39
The subcommittee members also supported the use of the QR code that was being. 01:07:44
Presented or recommended by the artist, or to use augmented reality or another form to help tell the mural story to its audience. 01:07:50
So based on the subcommittee's input, the artist provided the revised rendering you see here. 01:08:02
The the biggest changes were. 01:08:10

This area here thanks to Councilmember Martinez who did a little bit of research on the fly, found that a nautical compass was a 01:08:16

Item to represent the Navy with and so that was added or it replaced a sand dollar up there at the top, but also leaving the 01:08:30
integrity of the initial design. And then as you can see, some of the poppies, especially in the tomo were replaced with a a 01:08:38
native verbania plant or flower. So it also brings back some of the the purple tones that were initially. 01:08:46
In the first design with the lemon blossoms. 01:08:55
And so this just shows the progression of the three designs, initial on the top, the one in the middle with the councils initial. 01:09:01
Feedback and then the one on the bottom, which is where we are today with everybody's input, including the subcommittees. 01:09:09
So as far as the next steps, the project is still on schedule. The we are just about to enter into the agreement with the artist 01:09:19
depending on tonight's action. 01:09:24
The artists are working on hiring an intern to help with the Maryland installation, which should occur. 01:09:30
Soon if the design is approved here this evening. 01:09:36
And then the public unveiling will be either in late October or November. 01:09:39
Unfortunately, the library's reconstruction is taking a little bit longer than everybody anticipated, so it will not coincide with 01:09:44
the. 01:09:48
Reopening of the library, but we'll move forward or the committee will move forward with the unveiling either in October and 01:09:53
November, hopefully. 01:09:57
Now, one thing that City Manager Vega mentioned. 01:10:03
To you a few weeks ago, is that in addition to the fact that the project has been funded through the Community Benefit funds for 01:10:07
the installation? 01:10:12
The actual maintenance and upkeep, as well as re landscaping around the the mural on the library's property was not taken into 01:10:17
consideration. 01:10:21
As you all know, the mural installation itself is going to cost 35,000 of the 50,000 in CBF funds. 01:10:29
The remaining 15,000 was originally supposed to be used for two pop up murals, but it could also be used to pay for the 01:10:38
installation of the replacement landscaping and the irrigation, as well as some ongoing maintenance. 01:10:43
So the landscaping around the mural installation has been removed. It was removed 1 to accommodate the mural installation, but 01:10:51
also in part because of the libraries damage and reconstruction. 01:10:57
The city's contract architect, Brian Broderson, who is the designer for the Bubbling Springs Park landscaping next door. 01:11:05
UM has indicated that he could provide, or at least right now has provided a rough proposal, but indicated that he could put 01:11:14
together design along with the the landscaping itself and the irrigation. 01:11:20
So Brian and I walked the site last week and it was determined that, and I'll show you in a second here, a graphic. 01:11:28
That low growing, drought tolerant shrubs of the same plant palette being used next door in the park. 01:11:38
Could be used basically to help frame the mural. These would also be low maintenance and low water use. 01:11:45
The mounted turf area and possibly another turf area across the courtyard could be replaced with Corapia. And this is a land 01:11:53
basically a ground cover that we discussed during our landscape but design guidelines, which is. 01:11:59
Something that could also be used in the front lawn area here instead of turf. It's also a turf substitute. It can be mowed, it 01:12:06
can be trampled over, but it is drought tolerant and easy to maintain. Again, all it requires really is edging. 01:12:13
Um, and then because of this, the controllers that are existing there would need upgrading, but only the spray heads where the 01:12:21
shrubs would be located would need to be replaced. The the spray heads where the turf is located and where the crappie would be 01:12:26
planted could remain. 01:12:32
And so the estimated cost for all of this should be under $10,000, is what Mr. Broderson verified. 01:12:38
And so just showing you the the library there. So the areas again, I'll try to get this thing. 01:12:47

The the areas along the building there basically will be where the shrubs are located. The eucalyptus trees will remain. And then 01:12:58
in the foreground you see the two turf areas, one on the left and one on the right. That could especially the one on the left with 01:13:04
the mounding in front of the little wall there would be replaced with the corapia. And just for continuity sake, the portion of 01:13:10
the right could also be. 01:13:17
Replaced as well. 01:13:24
So with regard to ongoing maintenance, the city does already maintain the landscaping at the library, so that's not going to be an 01:13:28
additional cost. In fact, it could be a reduction in cost due to the fact that it requires less maintenance or would require less 01:13:33
maintenance as well as less water usage. 01:13:38
However, while the mural will be treated with anti graffiti coating at the time of installation and staff will be given specifics 01:13:44
for the paint colors, so minor touch up could occur if there is a graffiti vandalism. 01:13:52
If there is major maintenance required for some unforeseen reason, the artist are available to be called in, but their cost is 01:14:00
about $200 per hour and so that is where the remaining $5000 of the budget. 01:14:07
For the project could be set aside for such unforeseen maintenance. 01:14:15
And so staff's recommendation is that after the City Council, after considering the the additional revisions shown to you this 01:14:21
evening, Mr. suggested by the subcommittee members in conjunction with those already suggested by you all and the mural committee 01:14:26
approved the draft mural design and authorized the mural committee to move forward with coordinating the completion of the 01:14:31

contributions of not only the Navy, but our other neighbors know. And so I think that. 01:16:06

The many colors that we've this tapestry of community together than to do it through a mural. So I support this particular 01:16:20

the bespectacled, self deprecating and perpetually smiling rape Peter. Not only was he a regular visitor to his namesake library, 01:17:15
but he invariably expressed a special pride in the building's unique features. 01:17:22
He especially loved the sea colored Italian glass mosaics on the walkway entrance. 01:17:29
And the interior back wall Ray also admired the way the ocean, so cherished by our residents, was front and center in the wave 01:17:34

I believed he would have been as impressed by Renee Fox and David Russell's mural design as I was. What I found most striking was 01:17:43
the design not only incorporates, but also accentuates the water and waves already present in the building's architecture. Public 01:17:49
art is always a difficult endeavor because the artists can never please everybody. There's no accounting for taste, but I believe 01:17:55
these artists have created a mural that actually fits the building, incorporates our true mash roots, pays homage to the Navy and 01:18:01

We want to make sure it's done right. Obviously that's very important, but we know it needs to be done in a timely manner too. So 01:20:28

soft grand opening, and then we'll have a grand opening. Yeah. And I think when the library opens, I think we'll definitely 01:20:43

For the first time, you know, at the Community Center had been shut down and that's now open. We'll have the mural, we'll have the 01:20:58

We're going to move to agenda item number 13, Memorandum of Understanding with the County of Ventura for regional radio systems. 01:24:08
We're going to hear from Commander Albertson. 01:24:13
And I'll just note as Commander Albertsons coming up that you may recall, a few months ago, we did have a grand jury report that 01:24:20
went out to all cities in the county recommending essentially a countrywide regional. 01:24:27
Public safety radio system. And so this item is responding to and trying to move forward on that recommendation from the grand 01:24:36
jury that a lot of the agencies had been looking at and working on for a long time. 01:24:44
And it was just working out the details, but I think we have consensus from everybody. It's a good thing for the county. So with 01:24:52
that, I'll hand it over to Commander Albertson. 01:24:56

To authorize a Memorandum of Understanding between the City of Port Hueneme and the County of Ventura for subscription to the 01:25:11
County of Ventura Regional Radio System. 01:25:16
In 2015, the County Board of Supervisors approved a letter to the Federal Communications Commission expressing support for the 01:25:21
County of Ventura's plan to develop a county wide 700 megahertz regional radio network in the County of Ventura subsequently 01:25:28
secured 56 frequencies within the 700 megahertz spectrum. The network is specifically designed to provide a regionally integrated 01:25:36
communications platform to enhance multi agency interoperability. 01:25:43
For many years, the Portland Police Department has been challenged with an aging radio infrastructure and outdated portable and 01:25:51
mobile radios. 01:25:55
In addition to the aging infrastructure, the department upgraded the P25 digital back in 2013, while most of the other law 01:26:00
enforcement agencies in the county remained on analog systems. This impacted interoperability with other county agencies, the most 01:26:06
significant of which was the Oxnard Police Department and the Ventura County Sheriff's Office. 01:26:13
On July 16th of 2024, the City of Oxnard approved their MOU with the County of Ventura described to subscribe to the regional 01:26:20
radio system which will be P25 compliant. However, the Port Hueneme Police Department's current radio infrastructure, although P25 01:26:26
digital, is not capable of communicating on the 700 megahertz spectrum. And we need to be replaced, completely replaced from the 01:26:32
ground up. 01:26:38
As significant capital outlay and ongoing maintenance costs. 01:26:45
Alternatively, this and what you would allow the City of Port Hueneme to enter into an agreement with the County of Ventura to 01:26:48
provide radio services, maintenance of all county radio equipment and support services for the system. The contracts reoccurring 01:26:54
cost is subscriber based and depends on the number of radios connected to the system per month. Allowing the Port Hueneme Police 01:27:00
Department to achieve interoperability between public safety agencies in the County of Ventura without replacing and maintaining 01:27:05
our own radio infrastructure. 01:27:11
It's estimated that the Police Department would have 50 radios operating on the system. Operating costs associated with the radio 01:27:18
system, including infrastructure and support costs, will be shared proportionally by the participating agencies. 01:27:25
Subscriber rates will be based on the county's actual incurred expense increases and salaries and benefits, overhead services and 01:27:32
supplies. 01:27:36
Per unit subscriber rate will be developed by apportioning all costs, system hardware and support costs based on the total number 01:27:40
of mountaintop sites utilized by the participating agency. 01:27:45
Based on that method, the cost per radio connection per month is currently set at 1996. 01:27:51
$19.96 per month. 01:27:58
Port Hueneme will be listed as a regional access user, so we'll access 3 sites instead of the entire county. 01:28:01
In July of 2023, the Police Department spent a month filled testing several make 700 megahertz capable radios on the radio system. 01:28:09
Staff recommends subscribing to the regional radio system because it provides interoperability in the County of Ventura and it 01:28:19
provides superior cover just compared to the police department's current radio system. There was, I could say there was a marked 01:28:23
improvement in the month that we filled, tested the radios. We have a lot of dead spots in the city. We have a very difficult 01:28:28
time. 01:28:33
Getting out on the radio, inside of buildings, inside of homes, and that was completely resolved when we field tested the system. 01:28:39
There were no issues with it and everyone was in agreement. That was a much superior system. 01:28:45
In addition, on May 15th, 2024, the Ventura County Grand Jury issued a report on the Ventura County Regional Radio System and 01:28:53
issued the following findings and recommendations to the City of Port Hueneme. A Finding 05. Using the current system, first 01:28:59
responders in multiple locations may lose communication. A Recommendation 05. The Grand Jury recommends completing the VCRRSMOU 01:29:06
for consideration by the City Council. 01:29:12
By October of 2024. 01:29:20
As far as the fiscal impact, there is sufficient funding in the fiscal 2425 general fund to cover the first year subscription cost 01:29:24
of $11,976. 01:29:29
Funding for subsequent years will be incorporated into the annual budget process. 01:29:35
In the future, staff will need to replace the existing radio equipment to be compatible with the new system. 01:29:39
Staff estimates that the replacement of the existing radio equipment will cost approximately $200,000. 01:29:45
To start trying to mitigate the cost of replacing the radios is as we've hired our last several officers when we purchased their 01:30:21
radio, what we've done is we've purchased all band radios instead of single band radios which are capable of operating on the 700 01:30:27
megahertz system. So I would estimate and I'd have to sit down and really go over the numbers that we probably need to replace 01:30:33
about 45 radios at this point. 01:30:40

Will it be more difficult having more radios or, or is it going to be the same amount of radios but just replacing them? And 01:30:58
it'll, it'll be the same amount of radios, They will just need to be replaced. The we're currently operating on 150 megahertz 01:31:04
single band radios and those won't work on the new system. And so we will have to replace our current mobile radios and portable 01:31:09
radios. What we won't have to do is replace our infrastructure, which if we did that would probably run into the millions of 01:31:14
dollars. 01:31:20

If I can just note there, and I think Commander will confirm this, that this is the good news right now with this is this is an 01:31:28
idea that had been kicked around for a while. I know, I think. 01:31:33
I think I had talked to Sheriff Ayub about it five years ago. Yeah, yeah. So probably even longer. And at that point, the cost 01:31:39
that they expected was astronomical. And so we don't, I don't know all the details on how they kind of came up with the new cost. 01:31:47
But when the idea came back around and Commander Albertson brought this, the estimates back, it was almost like that's it. That's 01:31:54
all they're going to charge us. So really the the subscription is, is a really good price. It's just that initial purchase of. 01:32:02
And so we're going to come up with that, but but this has been something that I think everybody knew was a good thing for a long 01:32:09
time, but it was just not practical to do. And now we have an option before us that's practical. So we're recommending proceeding 01:32:15
with the MOU, with the Sheriff's Department or the the county to proceed. 01:32:20

to go back to 1970 when we had the Oakland Hills fire and out of that fire, there were a lot of changes made to to establishing 01:33:10
interoperable communications between. 01:33:18
Both fire and police agencies, and it was also the birth of the standard Emergency Management system, which called for better 01:33:25
coordination and communication among all agencies. 01:33:30
And everybody needed radios after that, everybody needed new radios. Then came, I'm sure there was there were more events after 01:33:36
that that called for improved interoperable communications. And we had 911. And that was another issue. And during 9/11 that 01:33:43
agencies were not able to communicate with each other. And when you have multiple agencies converging on an incident and they're 01:33:50
coming from different agencies. 01:33:57
Outside the area, communications is very difficult, so the ability. 01:34:05
To communicate among law enforcement agencies and fire agencies is so critical to public safety and critical to the safety of our 01:34:09
first responders. So I fully support this is so well needed. And thank you again for presenting this report to us today. 01:34:17

out where some of the revenue generated may need to go to. So at the end of the day with events like this, if you can break even, 01:36:53

And then next week, I think it's next week, September 26th, yeah, next Thursday, we wanted to announce a kind of a cool thing in 01:38:40
partnership with the Economic Development Collaborative of Ventura County. We reached out to them with our economic development 01:38:46
plan and started to talk about some some simple things we can do to start working on economic development. And EDCVC is going to 01:38:53

had a whale wash up on the beach. Unfortunately, it was dead. It looks like at this point the early feedback is it may have been 01:40:22

It washed up on Thursday and I want to give some credit to our public works team who jumped on it and got some experts in the 01:40:48
field out and it has already been removed from the beach. Interestingly enough, it gets towed out about 26 miles offshore and so 01:40:56
it was towed out yesterday, so. 01:41:03
It's been removed from the beach for anybody who is interested. We were going to do a post about it tomorrow now that it's gone. 01:41:10
But the newspaper beat us to it and they it was another VC star today, but they they hadn't noted that it had been removed yet. 01:41:18

Then looking forward to October 7th, our next council meeting. Right now these are the items we currently have scheduled. We have 01:41:31

And then the three business items we currently have scheduled are no, the no smoking ordinance information. 01:41:48

Report on what a no smoking ordinance would look like. There was some additional questions from council that we were asked to go 01:41:57

who had been speaking about that item. We'll let them know it's on the agenda. And then we're doing an we plan to do an update on 01:42:10
our traffic efforts, some of the things we we just installed some more. 01:42:17
Rapid flashing beacon pedestrian crossings and things like that. So we'll try to do an update just noting some of those efforts 01:42:25
that we put in place. And then a few months back the council had asked for some information about a pedestrian safety campaign. So 01:42:32
we're bringing that back as well. Metal pair up nicely with the traffic mitigation efforts is all that is connected all the 01:42:39

Whitney Beach cleanup is phenomenal. Been reflecting where we come from over the last years and preparing for a. 01:44:53
The California Coastal Cleanup, which I like to call three CU, this past Saturday we had like 120 people come from Amgen. And some 01:45:03
people might say, well, you're taking away all the trash. And I would say, well, that's the point. And we have a very clean beach. 01:45:10
Last week, City Manager Vega and I took our surfboards and we walked out to Ormond Beach to survey the trash and we were pretty 01:45:18
shocked as to how clean it is. 01:45:25
And I think it's a it's a testament to the people that come out every Saturday year after year. And we've really made progress. 01:45:33
And so we have a little bit of a problem for the California Coastal cleanup is that there's not a lot of big trash out there. But 01:45:39
we are going to be focusing on the micro plastics. And then when you start to focus on the little stuff, then you start to see it 01:45:44
little pieces of plastic and stuff in the. 01:45:50
We just had a wonderful time this past Saturday with Amgen and they come out about 3 * a year and they brought 120 people with 01:45:58
them and we, we just had a blast. So yeah, it's, it's, it's just great to see the progress that we have made. And we're going to 01:46:05

Where high schools will put together a team. 01:47:16
And they come and perform music and they present art and drama and maybe it could be the equivalent to what the STEM robotics 01:47:19
program has become. And so the reason why I bring it up is because I mean, if you I I missed Waimea and Channel Islands, but I and 01:47:27
I was really sad, sorry. But I did catch Oxnard and the enthusiasm the. 01:47:35
Showmanship, the movement of the instruments, the talking, the, I mean, it was just great, you know, And so maybe as a council we 01:47:44
could work in line after somebody out there that wants to run with this idea, run with the idea, we'll work with you. But I think 01:47:51
the more that we could do in music, art and drama is, is something to think about. And then I was super surprised because I was 01:47:59
really interested about this wrestling thing. Like, what is this all about? 01:48:06
The enthusiasm, the organization, the way they managed it, I mean, it was impressive. And there's little kids, middle kids and 01:48:14
high school kids and some adults. And it was a really well run, organized event, A lot of enthusiasm for it. And so I was quite 01:48:24
surprised with that. The other day we had our V Cog meeting at the Cal State University Channel Islands and. 01:48:33
For the first time, I was able to hear from Doctor Richard Yao Things, the president of Cal State University Channel Islands, and 01:48:44
I was just so impressed with this man. He. 01:48:50
Is really working inside of our community to attract and reach the kids that need to be. 01:48:56
Inspired to pursue education and I was really, really impressed that he's working closely with Doctor Thomas McCoy, Oxnard Union 01:49:07
High School District Superintendent. And some of the things that they're doing, they're, they're phenomenal. They, they started a 01:49:13
undergraduate research program, which is pretty phenomenal. Just thinking about it, like, wait a minute, undergraduate and 01:49:19
students now could participate in reject research projects. And so again, that's another innovative thing that's coming to our 01:49:25

Important for our community. And on Friday, I'm going to attend Beacon and Carpinteria with some great things going on there. And 01:49:37

You know, and, and it was quite dangerous back then because some of the objects that were being recovered from the beach were, you 01:50:47
know, TV screens and metal things and this and that. And so, so, yeah, we're going to have a, a controlled, a very organized, a 01:50:54
very, and I call it a celebration. And then we're going to be celebrating years of success for our coastal environment. And if you 01:51:02
look around our community, Ventura County, so many volunteer groups are kicking up and taking action. 01:51:09

The Southern California Government Advisory Committee meeting, that was on Zoom and we talked about what new products and services 01:53:50
Edison is doing. Of course, they are trying to cushion the discussion on increased rates that will be seen. And you know, it's 01:53:56
going to be up to us as elected officials to try to communicate why those rates are being increased and why their electrical bills 01:54:02

We, I also attend the Southern California Association of Governments Transportation Committee and the Southern California 01:54:16
Association of Governments Regional Policy Committee. They are now requiring that we, we attend the regional Policy Committee in 01:54:23
