As we gather today for our City Council meeting, we are reminded of a legacy of a. 00:02:36
Of a man who dedicated his life to fight for justice and the right for workers. 00:02:42
Cesar Chavez his unwavering commitment to dignity, respect and equality for all people. 00:02:47
Especially farm workers stands as a beacon of hope. 00:02:52
For those who struggle for fairness in our society. 00:02:55
Cephalon Chavez once said the fight is never about grapes or lettuce. It's always about our people. 00:02:58
It is a powerful reminder that the the battles we fight. 00:03:04
Are not just issues or policies. 00:03:07
That that are about the people, people who are hard, who love their families, who seek the same opportunities. 00:03:10
And the justice we all deserve. 00:03:16
His courage and organizing. His persistence in the face of adversity. 00:03:18
And his belief in nonviolent actions changed the course of history. 00:03:22
But the fight for equality justice is ongoing. 00:03:27
And this is up to us to continue the work that Cesar Chavez started. 00:03:30
Just as he taught us. 00:03:35
We stand together, united as a community. 00:03:38
We have the power to create lasting change. 00:03:40
Today, let us renew our commitment to work together for a better future. 00:03:45

And I want to address a serious safety issue. 00:05:28
That is occurring on the pier. 00:05:31
I almost got bowled over twice by these big motor electric bikes. 00:05:34
That speed down the pier. 00:05:40
The pier is a lovely place to walk. I've lived here for the past two years. I really enjoy it you have. 00:05:43
Children, carriages, fishermen, everyone is having a good time, but this is a serious safety issue. For two years now I have been 00:05:49
sending emails to the city addressing this issue. 00:05:55

To Shirley Jackson, Fred Camarillo. 00:06:04
Michael Federico. And I've had no response, and that's why I'm here today. 00:06:07
To have these bikes on the pier, in my opinion, is in violation of your ordinance. 00:06:13

Saying that wheeled vehicles are prohibited. 00:06:20
However, there is no signage, so we're going to have adequate enforcement. 00:06:24
By the chief of police, you need clear signage. Just like there's no dogs on the beach, there should be no bicycles on the pier 00:06:28

And this really is a very dangerous. 00:06:38
Unsafe condition. 00:06:40

And incidentally, I do have some material for you. I've taken pictures of these big bikes. They look like motorcycles. 00:06:44
And are surrounded by children and women you know trying to walk the pier. 00:06:51

Motorized vehicles are a challenge in every community right now. Anybody who's on next door, Facebook or any of those places can 00:07:11

That's a common complaint and so. 00:07:18
A lot of cities are struggling because. 00:07:20
The you know. 00:07:23
Tension between. 00:07:25
Encouraging people to go out and exercise versus. 00:07:26
You know, potentially writing tickets for. 00:07:29
Using certain types of equipment to do that. 00:07:32
So that could always be a future conversation. It may actually be something that we want to. 00:07:34
That the Council could ask the Citizen Advisory Commission maybe to look into and make some recommendations. 00:07:38
I just wanted to note in response to the specific comment that. 00:07:43
I know our team did update the signage at the beach to highlight we have several rules at the beach there's about. 00:07:47
Probably a couple dozen. So we updated signage to try to highlight all of those things. 00:07:54
In one friendly positive sign and so. 00:07:58
The signage during that period that was referred to over the last year. 00:08:02
The signage was updated in an attempt to try to. 00:08:05
To get some of that information out, but the motorized vehicle? 00:08:08
Conversation is a challenge that's happening across cities. 00:08:12

OK, my name is Dave Murphy. I've been a resident here in Port Hueneme for 25 years. 00:08:19
I love our little town. 00:08:26
But this is Victims of Crime Week nationally, April 6th through the 12th. 00:08:28
And I'm a victim of a violent crime. 00:08:34
That happened here on January 7th of 2021. 00:08:36
The deranged guy in my neighborhood. 00:08:40
Hit me over the head with a hatchet. 00:08:42
Leaving me paralyzed on my right side for quite a while. And now I. 00:08:45
You know, it's ruined my life. 00:08:50
So I took a lot of time to write this big speech. 00:08:52
And I realized I'm not going to be able to get through it. 00:08:56
So I just want to share with you. 00:08:58
City Council members, Mayor. 00:09:00
City Manager. 00:09:03
That we need to do a better job. 00:09:04
Of protecting our citizens, innocent people. 00:09:07
From crazy people. 00:09:10
That are dangerous. 00:09:12
And there's a lot of them out there. 00:09:13
I went to the police so many times. 00:09:15
In from 2017 to 2020. 00:09:18
Before I got attacked. 00:09:23
And it didn't do me any good. 00:09:25
I went to the DA's office just five weeks before they kicked it back to the Police Department. 00:09:27
I could go on and on with all. 00:09:32
The facts. Steve heard me. 00:09:33
At the sentencing. 00:09:36
For the guy that attacked me. 00:09:38
And so all I want to say is. 00:09:41
We can do better. 00:09:44
And it was so disappointing. 00:09:45

You can look at Long Beach, San Pedro, Oakland, Portland, Seattle. 00:11:10

And we got all these fumes. 00:12:28
This is what we get when we live near the port High Disney Residential. We get this. 00:12:32
And it's just. 00:12:38
The port doesn't care. 00:12:40
When I sent an e-mail. 00:12:42
To all of you. 00:12:44
I hear back from Steve Gama, from Laura Hernandez. 00:12:46
From James Vega, I hear back. 00:12:48

To the port. 00:12:52
I get crickets. 00:12:54
They're not responsible. They're not responsive. 00:12:57

Debate here regarding the previous gentleman's. 00:14:37
Comments about the. 00:14:41
Air quality in the area. 00:14:43
We have found the port to be a very good neighbor. 00:14:46
And a good partner. 00:14:51
In economic development and clean energy initiatives, we know they have their. 00:14:52
0 emissions initiative. 00:14:59

Let's talk about these topics and how we can benefit. 00:15:04
The community of Port Walnut. 00:15:08
Broader Ventura County area. 00:15:11
Let's talk about the California Jobs First initiative. 00:15:16
And how we can bring some resources into our area. 00:15:21

My name is Rafael Flores, long term resident here. 00:16:21
Over 33 years. 00:16:26
Parents or farm workers here in support of the port. 00:16:28
And how it's benefited me and what I've seen them done to the community here in Port Walnut. 00:16:31
I myself have been able and thankful enough to be able to participate with them and giving back to the community, whether it's. 00:16:37
The farm working community students. 00:16:43
Educational programs I. 00:16:45
Giving back during Thanksgiving, Christmas. 00:16:49
And allowing even my daughter to participate in all those events and my son. 00:16:52
And, you know, part of say, that they've also grew up here in Wanimi. She's going to graduate in May in Cal Lutheran with 00:16:56
business. My sons in the military. 00:17:00
Did five years as a marine and as currently as a reserve for this. 00:17:04
Navy and. 00:17:09
I love when I've loved growing up here and I enjoy the community we have here. 00:17:11
And I've really enjoyed how much the port has given back to the community. That's been something that. 00:17:16
I appreciate it a lot because I feel being that we. 00:17:23
Are in South Oxnard and South end of. 00:17:26
Ventura County, we were forgotten, I feel at times, you know. 00:17:29
And I think that. 00:17:33
The community here really has accepted and enjoyed what the port has done for them. 00:17:35
And just wanted to share how much it's meant to me and just seeing other students. 00:17:40
And volunteers also benefit from what they're doing. It's a contagious. 00:17:44
You know, it's, it's amazing to see just yesterday. 00:17:49
They supported also the Cesar Chavez March. Over 1000 people were there. 00:17:52
They gave out food they were supporting and it's just amazing to see that. 00:17:57
Unity that they bring and that positive energy that's contagious. So I just want to say that they've done a great job and I hope 00:18:01
they continue to do that. 00:18:05
Because I think it's a great benefit for this community in this city. 00:18:08

I just wanted to note up front that we don't have any pending business really related to the port. I think the only item we've had 00:18:38
recently about the port was scheduling a joint. 00:18:43
Meeting with the port of the electeds to work together. 00:18:47

Let the public know that, because I'm not sure if there was an expectation that there was. 00:18:53
You know some pending action. 00:18:58
Because. Because there isn't at this time. 00:19:00
Obviously everybody's able to still make public comment, there just won't be any response from the from the city at this time. 00:19:02

Good evening. My name is Sal Medina. I'm with S Oxnard resident. 00:19:26
But I'm also a former planning commissioner for the city of Oxnard for eight years. 00:19:30
Participated in their 2020 plan and their 20-30 plan. 00:19:35
One of the things that I remember is the port. 00:19:40
Not being as active with the South Oxnard or with poor Wanimi. 00:19:43
Recently they have participated. 00:19:49
In being more of a good neighbor. 00:19:51
I was very impressed. 00:19:53
That they are willing to go green. 00:19:55
Not in 2050. 00:19:57
But in 20-30. 00:19:59
And they're being very ambitious and. 00:20:01
Working with Green. 00:20:04
Electronic vehicles that they have been able to purchase and other. 00:20:07
Products that they're willing to bring in to make sure that they reduce. 00:20:13
The pollution. 00:20:18
One of the things that I've been participating in is with the port. 00:20:19
And the sea frog, which is an environmentalist. 00:20:22
Organizations with the air pollution. 00:20:25
And I've been very. 00:20:28
Enriched and participating in that program with other community members. 00:20:30
That complain about the. 00:20:34
Not only the noise. 00:20:38
Such as one of the gentlemen the pollution diesel fuel. 00:20:40
And being able to resolve it. 00:20:44
And one of the ways that the ports participating in that is also with air quality. 00:20:46
Monitors that are willing to put on from their own. 00:20:52
So that's a commitment that they've been able to do. 00:20:55
And I'm participating not just myself, but other community members. 00:20:58
With different points of view? With similar points of view. 00:21:02
And inability to grow. 00:21:05
So that's what I wanted to say and I thank you for your time. 00:21:06

I'm an active member of this community. I've been educator at Bard Elementary. 00:21:37
I've been a director of Countrywide LULAC. 00:21:43
And I'm currently the president of Forza Latina Health. 00:21:47
I'm here because I've seen the poor create opportunities in this community. 00:21:53
During good times and during bad times. 00:21:59
During COVID, the port stood up like no other business in our county. 00:22:02
And provided food to thousands of people weekly. 00:22:07
Bi Weekly. 00:22:11
They've helped through jobs. 00:22:14
They've helped support our police explorers and I'm very proud of. 00:22:17
Institutions like this. 00:22:23
Being in our community. 00:22:25
They put up an air monitor. That's the best air monitor in our county, right on top of Hickox Elementary, the school. 00:22:28
That I went to. 00:22:37
From kindergarten to 3rd grade. 00:22:38
And they've continued to support our diverse communities. We're not just the beach community. 00:22:41
We have neighborhoods that are working class. We have neighborhoods that are very low income. 00:22:49
And of course, we have neighborhoods where there's professionals. 00:22:56
So this diverse community has been supported by the port. 00:22:59
And more than anything, the port has supported the people that can make cargo move. 00:23:06
They keep our supply chain moving. 00:23:13
And as we know, since COVID. 00:23:16
It's probably one of the most important things that is happening in our economy. 00:23:19
I do want to say I understand that beach homeowners have issues with the port. 00:23:28
And its operations. 00:23:34
And I've found that when we've had an issue, when we have had questions, for example, about clean air. 00:23:36
The port has been a good business partner with the community and taking action. 00:23:44
So I hope the gentleman that will that spoke earlier will not. 00:23:49
Stop trying to dialogue and make this community better. 00:23:55
Because I know the port will. 00:24:00
And it always has. 00:24:02
It's impacted my family for generations now. 00:24:03
And I want to make sure. 00:24:07

We keep that in mind when we talk about the port. 00:24:11
There are people in this community who will support the port. 00:24:15

I heard a gentleman speak, you know, about the noise pollution and on and so forth. 00:29:56

Before when my parents came from Mexico and my grandparents. 00:30:02
There was a little airport in Oxnard. 00:30:06
They started developing around it. We had the Oxnard Air Force Base in Camarillo. 00:30:09
They start building around it. 00:30:14
Magoo is already here, the CB base was here. 00:30:16
So I always tell people. 00:30:19
You knew what we have here. 00:30:21

I am a Marine Corps veteran. 00:30:48
My brother here is a Marine Corps veteran. 00:30:51

And he's an Iraqi Afghanistan veteran. 00:30:55

And this port here has always been here to support our veterans. 00:31:08
Before I joined the Marine Corps at 15 1/2, they used to give work permits. 00:31:13

Here at the port of anemia at 15 1/2 years old. 00:31:19
At 8:00, at 17, I dropped out of Oxford High School and joined the Marine Corps because I didn't know, I didn't have any money. 00:31:23
And so the port of Winami has always stood by us. 00:31:29
And for the community? 00:31:34
And the businesses that we have here. 00:31:36
They all before. 00:31:38
We had. 00:31:40
This building here. 00:31:41

The port of anime plays an important role in the region. Its environmental and community impact is multi factored. 00:35:59
As a major cargo handling facility, the port supports local organizations. 00:36:06
And businesses create. 00:36:12
Jobs and stimulates stimulates economic growth in Oxnard and surrounding areas. 00:36:14
From an environmental perspective, the board has made great efforts to reduce ecological footprint. Some initiatives include 00:36:20
implementing sustainable operations such as using short side power for dock vessels. 00:36:27
Investing in green infrastructure and promoting environmentally friendly cargo handling approaches. 00:36:34
The poor also contributes to the community through various programs and partnerships. 00:36:40
In fact, almost all organizations that have been part of the throughout high school have been sponsored by the poor, supporting 00:36:45
local educational initiatives. 00:36:49
As someone who has had the opportunity to intern at the port, it has seen first hand how important community work is for them. 00:36:54

I am the co-founder and program director of Nates Place. 00:37:20
A Wellness and recovery center which is right on the border of Port Hueneme and Oxnard. 00:37:24
And my husband and I started the center. We opened our doors. 00:37:29
Two years and two months ago in honor of our son Nate Rhodes. 00:37:33
Who had navigated substance use as a young teen and had been successful in his recovery. 00:37:37
Was studying at Oxnard College. 00:37:43
When he was 21 and he was killed in a car accident. 00:37:45
Nate's Place is the recovery recipe that helped our son through his teenage years. 00:37:48
And we have great partnerships with Ventura County Behavioral Health, but also with the Port of Wineemi who Co hosted our 2nd 00:37:53
anniversary and sponsored another event that we have. 00:38:00
We're one of the only. Well, we're actually the only center. 00:38:06
In the community that provides one-on-one peer support recovery coaching. 00:38:10
For teens and young adults who struggle with substance use and mental health issues and trauma. 00:38:14
And we have served over 300. 00:38:20
Young people both at our center and in schools since we started. 00:38:24
We also have 20 plus recreational activities. We have a whole gym. 00:38:28
We do boxing classes, guitar lessons, art classes, we take the kids kayaking every week, etc. 00:38:33
And then we have 13 groups. I'm a licensed therapist of 25 years. We have. 00:38:40
13 evidence based groups such as. 00:38:46
CBT groups coping skills and our whole goal is to get the kids and the young people in the center. 00:38:49
Give them all these fun activities to do and then near the end of the day we have groups and teach them coping skills. 00:38:55
So I'm coming here. 00:39:00
One of the things we do not charge a cent for our services and we have three transportation vans. 00:39:03
That pick youth up at their schools and at their homes and take them home every night. 00:39:09
And I wanted to just. 00:39:14

And we've had great success, 95% of them report. 00:39:36
That their mental health has improved and 96% their substance use. 00:39:40

OK, good evening, Mayor, Mayor Pro Tem and honorable members of City Council and City Manager. It's a privilege to be here this 01:01:31
evening in front of all you to deliver our annual State of the Port. 01:01:37
And I thought it'd be nice to. 01:01:42
Start out with offering that we celebrate today. 01:01:45
Over 87 years of history and this parade here is actually. 01:01:49
A groundbreaking parade from 1939 when we. 01:01:54
Built the port of. 01:01:58
And I think it says something to all the collaboration about our city family, our port family and the folks that joined us today 01:02:00
are really part of our joint city port community. And again, I just like to recognize some of the people that came out that we 01:02:06
work with and we partner with from the business community, nonprofits, educators. 01:02:12
Including in Lacasse, Channel Islands, Navy League, Real Guppy, Merido Foundations, Nate's Place, our wonderful workforce and 01:02:20
Iowa. 01:02:24
Louisiana excuse me Luana 585 and our trades are Disabled American Veterans, LULAC community representatives that have been here 01:02:30
Latino Health Association aim. 01:02:36
AIM Academy and Samara to name a few. But this is really our family, our partners, and that's what makes us strong. It's really a 01:02:42
fabric of who we are and our DNA. 01:02:46
So after that video, I know James, city manager and in the team when we went to DC, this was our mantra. You can't have Kermis 01:02:54
without commerce, without community. You can't have community with commerce. And I really believe that's true. And I think that's 01:03:00
why we work so well as a city and community and port to collaborate. 01:03:05
So I'd like to introduce my harbor commissioners that are here with me this evening. We have the President of our board, 01:03:11
Commissioner Jess Ramirez. 01:03:15
And also our longest standing commissioner, Commissioner Jess Herrera. 01:03:18

So just a quick reminder in how the Port of Winnemi works, we're a little different than the other ports of California were 01:03:27
governed by a body of five elected harbor commissioners. The other ports in California are actually owned by the state and then 01:03:31
they're entrusted the communities and then the mayors appoint harbor commissioner. So we're really our own autonomous local 01:03:36
government, government governance. 01:03:41
And as that. 01:03:46
We do not collect any money from the taxpayers, so our goal is really being voted by the community, is to serve the constituents 01:03:48
that live here, to create economic and social good by having access to the global stage for trade. 01:03:55
So we don't want to become a rich port. Our goal and our DNA and our mission is to enrich our community. 01:04:03

So here we are. Let's deliver the state of the port. 01:04:15
Some things and facts people might not know when you're in the backyard of the San Pedro, big ports, LA and Long Beach. People 01:04:18
might not realize our total footprint in the global trade, but we are actually ranked in the nation's top 10% of all the nations 01:04:24
ports. We move about 18 billion on an annual basis. 01:04:30
We are the number one West Coast banana port and we are also the number one West Coast blueberry port, so growing some new cargoes 01:04:35
there. We're the 4th largest container port in California, 6 on the West Coast, 5th largest auto port in the nation, and 24th 01:04:41
largest container port in the country. 01:04:47
And these guys, the longshore here, they move all that cargo. Thank you. 01:04:55

We have grown about 80% over the last decade and our growth turns into prosperity for our community. 01:05:02
We have also, with that growth, retired our debt. I think it's fair to say I haven't checked the stats, but I'm pretty sure we're 01:05:10
the only port in the country with no debt. 01:05:14
And hats off to our CFO here, Austin Young are put together wonderful Appers every year, but we have gotten 14 awards in a row for 01:05:19
our accounting practices. So congratulations Austin. 01:05:25
Revenue sharing, just to touch on this quickly, as you know, we have several contracts in play right now with the 1983 agreement, 01:05:37
8795 and then the settlement agreement from 2015. 01:05:43
And city attorney, I know we owed you those questions and we did get them to you today. So you'll get it will give you a minute to 01:05:49
look at them. 01:05:52
But if there are follow up questions we did based on the last meeting where you're discussing those, we got those back to you. So 01:05:55

But in in the big picture here, let's look what these revenue sharing accounts have turned into over the years. Starting in 1983 01:06:09
with the first agreement, there was a $24,000 allocation to the City of Port Winnie. 01:06:14
For the business at the port today, that number is actually risen all the way up to 3 million. 01:06:20
And those funds actually are 11% of our budget and the second largest part of your city budget, so certainly critical to both. 01:06:26
The port in the city to see these contributions to support. 01:06:37
This year your Police Department at 1.6 million in Rd. repairs at 800,000 and we understand and appreciate that those services are 01:06:40
incredibly important to us as well and the success of the port to have strong policing. So thank you for that and I'm and and. 01:06:48
Again, this is all from the ports revenues that help provide these vital community services. 01:06:55
All right. To touch quickly on the 2015 settlement agreement in the Community Benefit Fund, if the port makes more than $13 01:07:03
million a year, $100,000 goes into an account and we use that funding to go and support. 01:07:11
What we call community benefit fund programs and today we've averaged we've invested about $1.13 million. 01:07:18
And of most recent project was the 5K race and health fair. And I think it was a wonderful event both for our community or city 01:07:26
and our port. And I think those are the kinds of great things that we can do together and that really was the spirit. 01:07:32
Of the community benefit fund was to have the port in the city to come together to do good for the community so. 01:07:39
Again, the very successful program there as we continue to pursue that. 01:07:46
Overall, the health of the port is very important to the economic backbone of our bent Torah County GDP. We are the highest 01:07:51
performing segment of GDP. 01:07:55
And that's important to us as a county and to a district into a city for several reasons. 1 When it comes down to the economic 01:08:00
output that the port generates, we've grown in that decade from 800 million economic engine to a 2.8 billion economic engine. 01:08:09
In terms of tax revenues that go into the communities from the various activities of the port, they've grown 224% in the last 01:08:18
decade from 53.4 million to 236,000,000. 01:08:24
And jobs have grown up and explosive 144% from 10,000 jobs to 24,000 jobs. 01:08:30
And when you look at that from a direct jobs where the. 01:08:37
About four 3400 direct jobs, but this happens to be one of my one of my favorite slides because if you look at the people. 01:08:41
That work at the port, they live in your city, they live in the Oxnard district so. 01:08:48
11% of the people that work the port live in the city, 63% live in the Oxnard Harbor District, and 95% of the people live in the 01:08:54
county. And these are good, high paying, quality jobs that sustain families. 01:09:00
So it very important work and we're proud to be a community employer. 01:09:06
I think one other thing I'd like to touch on quickly before I jump into the strategic plan is that we do also share our harbor 01:09:16
with Navy based Ventura County. 01:09:20
And we have a great joint use agreement that was actually developed on the watch of our 2 harbor commissioners sitting here. But 01:09:25
what we do is when we use Navy infrastructure to support commercial operations, we don't pay the Navy rent. We pay them in 01:09:31
infrastructure. And we build and support our local military, which is another very important function of our commercial seaport. 01:09:38
And we also have a customer on base. 01:09:45
Who does the same thing? They lease 8. They lease 90 acres real estate on the Navy side. 01:09:48
And they also don't pay rent, they pay an infrastructure improvement. So over the last 10 years between the port and the Navy, 01:09:54
about $90,000,000 has gone into our local military. 01:09:59
We just in January adopted our strategic plan. It is posted online on our website. It was a four year open, transparent process. 01:10:09
We had six workshops, over 500 surveys, 50 interviews. 01:10:15
And I do want to point out that we really did try to listen to the comments from the community. So if you go into the community 01:10:22
section. 01:10:26
We can show you the comments we received and how we really tried to integrate those comments into the strategic plan. We're happy 01:10:30
to sit down with you and go over those, but it was important to us to take the community feedback and integrate it into our 01:10:35
strategic plan. 01:10:40
As part of that development of the plan, we also did due diligence and we did surveys through a program called Alpha View. 01:10:45
Which actually really looks at the demographics of a community when it does its polling and it will stop taking votes or surveys. 01:10:52
From certain segments of the community once they realize the general percentage of that cohort, so. 01:11:00
Me, 56 year old white woman, once they had enough of us, they're going to stop taking surveys from from that demographic. And So 01:11:06
what we learned in these communities where we did this polling for the Oxford Harbor district. 01:11:12

The Community does support the port and economic expansion and prosperity, and particularly so when we do it with a nod to the 01:11:19
environment. 01:11:23
We're also working hard to modernize our operations. We've gone from what's called break cargo into containers. This is different 01:11:33
way to move cargo and we really need to modernize our docks. And we're proud to say we were the recipient of an $80 million grant 01:11:38
from our governor. 01:11:43
Plus local transportation boards like the Ventura. 01:11:48
Ventura County Transportation Commission has brought significant funding into the port to help us build up our infrastructure. So 01:11:52
today from those particular grants, we have about $160 million in capital work. And when you add in our environmental grants, that 01:11:57
number actually goes up significantly further. 01:12:03
And who gets all of the work that comes in through the ports are wonderful. Iowa. Hey, guys, take a bow. Chapter 46. Thank you. 01:12:09
These guys work during Covic, they put themselves on the front end of the supply chain and they do it day in, day out. I'd say the 01:12:19
best workforce in in the West Coast for Iowa. We enjoyed that partnership. 01:12:25
And then we also have a project labor agreement with our trades group. So when we build those hundreds of $1,000,000 worth of 01:12:31
projects, they're going to our local trades because it's important we give and build the opportunity for our local trades to get 01:12:37
this work. We recognize this. They have that programs, apprentice programs. 01:12:42
And what's been really cool to watch is to build up a workforce and maritime construction that didn't exist here before. So again, 01:12:48
thanks to the leadership of our Board of Harbor Commissioners for having the wisdom to do this. PLA. 01:12:53
And thank you to our trades for building great projects on time and on budget. 01:12:59
So as I deliver the state of the port, I'm pleased to report that we are continuing to be very committed to our environment. We 01:13:07
have an environmental program, we are what's called Green Marine Certified. We're the first port in California to do this, which 01:13:13
means a third party auditor comes in and to get improved report card year over year. 01:13:20
You have to demonstrate success and advancement in progress, so you have to keep moving forward in the environmental work. And 01:13:26
these sections of our environmental framework are where we invest our dollars in environmental. 01:13:32
Stewardship, including soil and sediments, marine resources, water quality, energy, climate and air quality, and we have about 01:13:39
$100 million worth of environmental projects in play. 01:13:44
Right now. 01:13:49
We are also committed to being, we think we can do it be the the nation's first zero emission port. 01:13:51
We received a $43 million grant from the EPA that's going to transform 95% of our handling equipment to battery electric with 01:13:58
grants that I mentioned from the state and from the VCTC. We're electrifying our port, so you'll be able to plug in ships 01:14:04
everywhere at every birth. We have hybrid plug-in cranes. We're getting electric sweeper to protect our groundwater. We all saw 01:14:11
what happened during that big storm. So that's exciting equipment coming. And then we also have a big solar project in play. 01:14:18
But we commit and we're going to set the goal to be 0 emission by 20-30 for those. 01:14:24
Handling equipments and things that we can control. 01:14:30
We recently and Friday, I'm excited to report we got another $4 million from the VCTC to help build the shoreside power on North 01:14:33
Terminal. 01:14:38
That said, I think we all remember this day, December 21st, 2023 when the water came down like an atmospheric river and that it 01:14:44
was indeed and it took out our substation for shoreside power. So we are pleased to report today that we are getting $40 million 01:14:52
from the Cal OES to rebuild this system. We have done all of the permitting and it sits in. 01:15:00
Mr. Vegas Desk now he's only had it a week, so we'll give him a second to review and get the permits back to us. But once those 01:15:08
come back out, we'll be going out to bid and get the system back online. And then in the interim, we are using the emission 01:15:14
control system, bar systems to collect emissions from the stack of the vessels with a, I guess the contraption that you see here 01:15:20
that we call stacks. 01:15:25
So the emissions are sucked out of the stack, they go on to that barge and then they're treated and they are released as an 01:15:31
innocuous gas. We only have one of these online right now because we also have to use them to support our auto cargo because they 01:15:37
are actually being regulated right now as January 1st, 2025. They have to be 0 emission at birth. But we are receiving another 01:15:42
barge within the next month. So we'll have all systems going here and do our best to keep these vessels 0 emission when they're at 01:15:48
birth. 01:15:54
We also, I think some of the comments came out today, but we continue to collect data on our air with the EPA reference grade 01:16:01
monitors. We collect data on the air quality every second, every day and we post this data and we try and boil it down into 01:16:06
something the community can understand. We're happy to work with everybody to tweak that, but we do care about our air and we do 01:16:11
measure it. 01:16:16
On the community front, we do hear you. We know that trucker safety is a big priority for this city. We have put out a Flyers and 01:16:25
posters, will continue to signage, continue to work with the Chief on ways to best control and mitigate any truck traffic. 01:16:33
Concerns, especially with speeding and those sorts of things, we encourage our drivers to slow down. 01:16:41
And be responsible storage to the community as they move through into our city streets. 01:16:46
We also have done noise studies. 01:16:52
We spent $3000 on these studies and what they told us is that. 01:16:55
They do not violate city ordinances and much of the local neighborhood news noise is more of an issue. 01:17:01
Than what is happening at the port. And so we did hear you, we did do these studies and we believe that if we did them again 01:17:08
today, this was done in 2021, we'd have the same findings because the operations of the port are literally the same. 01:17:15
In terms of some of the other community partnerships, I think you heard from a lot of folks to the Today, but. 01:17:25
We really want to. 01:17:31
Bring back to the community what we can when we have high performing operations and revenues. 01:17:33
And so we have done distributions at Booker Park, we have supported the Beach Festival, winning ME Explorers car show, 01:17:39
Thanksgiving meal distributions. 01:17:44
We can apply together for FEMA grants and we brought 1.5 million to the Police Department through the federal grants. 01:17:49
We have our Banana Fest, the jobs of the residents that actually comes out to a big number there that you all see $25 million in 01:17:56
payroll a year. And then we have our trade and logistics class and our community tours that we do for the for the students here. 01:18:04
In terms of port, when you need businesses, it's really a goal of ours. 01:18:14
To support the businesses in your in your city. And so we actually at Christmastime we get vouchers for all the longshoremen as a 01:18:17
celebration of their year success. And we give these vouchers to them to go spend money in local restaurants. We always try to use 01:18:24
local restaurants for catering events and these are some of the folks that we've worked with, but it's important for us to. 01:18:30
Support the people that are doing business in Port of Winnie me. 01:18:37
Likewise with the nonprofits, the Boots on the Ground groups here that change lives. We want to see them do that. We want to 01:18:43
sponsor and support those organizations that are so. 01:18:48
Invaluable to all different groups in our community, from the vets to the students to education, you name it, we want to be there 01:18:53
to help autism, as you heard earlier tonight. 01:18:58
And then pleased to report about 60 students have gone through our global trade and logistics class at the port. For those of that 01:19:07
familiar with that we have. 01:19:11
Two cohorts of high school students that come out. 01:19:16
And do a customer a semester programs with us. They run about 11:00 or so weeks. 01:19:19
They come after school once a week, they get trained by a maritime expert and coached in how to seek opportunities in maritime 01:19:24
careers. And then the excelling students get paid internships with us and we've had many participants from Winning Me High School. 01:19:31
And then we have over 1000 students come to the port for port tours and we'll pay for busing. 01:19:37
They have a gem in their backyard and we want to make sure students have access and learn about this at a very young age. 01:19:43
So that's been a wonderful program that we've been working with the local educators. 01:19:49
And then finally this section. Here I call. What's up doc? A few quick highlights. 01:19:54
I was in Washington, DC for the American Association of Port Authorities conference and took the opportunity when being there with 01:19:59
my commissioner, Commissioner Hodge. 01:20:03
And we met with the US Army Corps. 01:20:08
Engineers Headquarters District. 01:20:10
And then follow up to that, I also had a meeting with the local sector here in LA. 01:20:13
Because we have our own donor equity project as you can see here, 2.2 million that we're trying to get in the work plan. And so we 01:20:19
had a very constructive meetings in both places. 01:20:23
And as we understand it, $8 million is going into the work plan for the mid year dredge. 01:20:27
So that was the news that was come from those sessions that came back to me. So that's good momentum there. 01:20:34
Tariffs. I'll just. 01:20:40
I wanted to bring this up because I actually think today is a day that. 01:20:43
We all want to stand strong together and I ask you to support your port clearly. 01:20:48
This is somewhat of a stressful time for our industry. A 25% tariff on automobiles is a very big tariff. 01:20:52
When we talk to our customers. 01:21:00
We feel that they think this is a. 01:21:03
Approached by our president to negotiate and get people to the table. So we're hoping they don't stick and they're not making any 01:21:06
knee jerk reactions. So we expect volumes to remain the same for the short term. 01:21:13
But as things evolve and things become more permanent, it's really hard to say what's going to happen. And so we ask today if you 01:21:20
look at these other tariffs and all the countries that we do business with. 01:21:26
South Korea 25%, Germany 20%, United Kingdom 10%, Japan 24%. 01:21:32
Sweden 10%. Guatemala 10%. Costa Rica 10%, Ecuador 10%. 01:21:39
So these are items that we're paying very close attention to. We're working very closely with our customers. 01:21:45
To see what it means for their business. There's something else in play. I don't know if you've heard of it, but it's called a, 01:21:52
it's under the US Trade Representative office, and it's a fleet rule that's coming out. 01:21:58
Where if fleets have vessels built in China they could charge up to a 3 1/2. 01:22:04
Fee per vessel per port call in the United States. 01:22:10
So clearly that would have extremely profound impacts on how cargo moves and the supply chain. 01:22:15
So I guess tonight I leave you with a call to action is to support your report. Help us navigate through these times. We'll keep 01:22:21
your well informed. Clearly we would rely on one another. 01:22:26
And this is a time for unity and, and to work together to navigate the interesting moment in in trade policy that's happening in 01:22:31

Bad news. It means something major change that was unexpected that we are now having to adjust to so. 01:42:47

And so Ashley and I are here to answer any questions that arise, but I don't. 01:42:59
Expect much because there there wasn't much change with this year. We'll walk through a couple of the changes that we did see. 01:43:04
I think the biggest thing is we came back to the council about 18 months ago on the two year budget and we talked about trying to 01:43:14
budget more realistically trying to budget. 01:43:20
For projects up front so that we make sure we have the resources to complete projects and not run out of. 01:43:27

In the middle of projects. 01:43:36
And so we did that at that time and that's reflected on this chart with the revised budget column where we. 01:43:37
Included the that $7,000,000 CIP, which was essentially. 01:43:43
The the deficit for the fiscal year is. 01:43:48
Almost entirely the Bubbling Springs Renewal project. 01:43:51
And so we essentially came to council, we budgeted very tightly on all of our operating expenses to make sure that we. 01:43:55
Could afford to complete the Bubbling Springs project in the timelines required to get the project done and. 01:44:02
Keep the grants that we had that the city would have been. 01:44:09
At jeopardy of losing if we hadn't been able to get the project done. 01:44:12
So now moving forward, now we're essentially a week out from our grand reopening of, of starting. 01:44:15
Open up the Bubbling Springs park and so. 01:44:24
It's a. 01:44:28
Good news and an accomplishment that we were able to. 01:44:30

Do what we said and keep our budget very tight. 01:44:35

There are some challenges ahead and we'll get to some, but we had talked at that time about 18 months ago. 01:44:49
About being also more realistic about. 01:44:56
The expected decrease to cannabis revenues and sales tax revenues. 01:44:58
What we've seen actually is cannabis has decreased even. 01:45:04
I think at that time. 01:45:07
The reaction was. 01:45:08
Maybe that we were being too pessimistic with that, with what we came back and revised. 01:45:11
It's actually decreased more than what we had had expected. 01:45:16
And and even with that revised decrease. 01:45:20
At its height, cannabis revenue generated about $3,000,000. 01:45:24
I think at that time. 01:45:28
Think the budget has proposed had something like $2.2 million and we had downgraded it to about 1.5 million. 01:45:30
As we sit here today, it's dropped to about $1,000,000 a year, so a $2,000,000 drop, 66% drop. 01:45:37
Or so of our cannabis revenues from. 01:45:44
What was expected two years ago from where we are today? 01:45:47
So that's going to explain a lot of the pressure that we've had on our budget. 01:45:51
And uh. 01:45:54
And having to adjust to that new reality that the cannabis revenue is not going to continue to be at that $3,000,000 range. So. 01:45:55

We've managed to keep that balanced, even though a lot of organizations right now are having. 01:47:37

But we've been able to pull it off of keeping our operating budgets balanced. 01:47:47
So but the challenge for us is the city never created. 01:47:51
Prior to a year ago when we created it, we had never created a CIP reserve. 01:47:55
And built up a reserve fund that could be used to fund the CIP projects. So. 01:48:00
Is we're balanced on everything else, we still have to find money to do projects somewhere, which is why we brought 3 or 4 grants 01:48:05

But not enough to fund everything that was on, you know, the wish list. 01:50:30
And so we're just gonna have to be very. 01:50:36
Everything is going to have to really go back to being priority based and we're going to have to say these are the three or four 01:50:39
things we're going to do this year. 01:50:42
But it's, you know, we can't do everything on the list. 01:50:46
All at one time, or within the next five years, Even so. 01:50:49

Essentially, there's three items. The cannabis revenue we mentioned and that that change just reflects that it has decreased more 01:51:33
than we had thought it would. It's decreased about another. 01:51:38

The Thayer Lane property abatement is we were actually dealing with a nuisance property and the city had to sort of pay costs up 01:51:48
front to get. 01:51:52

The nuisance abated. 01:51:57
But we actually with a credit to our city attorneys office, our community development team. 01:51:59
Public Works PD is really a citywide effort. 01:52:06
We went through the nuisance abatement process and then we also. 01:52:09
We're able to get reimbursement. 01:52:14
From uh. 01:52:16
From the property owner for not not taking care of the property. 01:52:17
Was that the full amount? 01:52:21
And so that was the full amount. So we got all costs back. So that shows up now as a revenue, but it's really just it was the 01:52:23
reimbursement for all the work we put Mr. City Manager was that was a forced sale. 01:52:28

Maybe not technically. We abated the nuisance and then they immediately sold the property. We didn't. 01:52:35
Technically forced them to sell the problem. 01:52:42
But the way it works for us is we put a lien on the property so that when they sell it, we get the. 01:52:44

So it worked out where they were motivated to describe abatement. Was it leveled or was it just abated? It was the city leveled 01:52:51
the property because it was in that level of disrepair. 01:52:56
Yeah, we had to. 01:53:03
Completely demolished the structures. There were two structures on the property. 01:53:05
Remove all that debris. 01:53:09
And then fence the property up so that it couldn't be accessed. 01:53:11
And also to continue. 01:53:15
To do weed abatement. 01:53:18
So that's not just. 01:53:19
A lot with overgrown weeds. 01:53:22
Then the property owner. 01:53:24
Decided to sell the property and because of the liens that we had placed. 01:53:26
We were paid directly out of escrow. 01:53:31
For the full amount. 01:53:33
And before we get too excited about that new money coming in. 01:53:35
You can see on the chart right under that we essentially took that money once we got it back and we said now we're going to put 01:53:40
this these resources into Surfside Motel. 01:53:45
And with the idea of just kind of continuing to abate. 01:53:49
Nuisance issues and then when we get. 01:53:52
If and when we get the reimbursement for it, we can put that into fixing the next property and the next property, so. 01:53:55
So that that's reflected there. The only other item shown both on the revenue and expense side was? 01:54:00

Done the registration fees for the 5K event this year and so that shows up as both. 01:54:08
The cost of the 5K but also the registration fee revenue so that that shows up but it's you can see it's 2002 thousand out 01:54:14

So really the biggest change was the cannabis revenue. 01:54:23
Dropping and other than that if it wasn't for that. 01:54:26

We included the CIP, updated a list of projects, but I wanted to highlight that. 01:54:46

Offset of that, that reduced revenue is that. 01:54:53
We are doing the design work for the Winimi Rd. reconstruction project. 01:54:58
We had originally planned to both do design and construction of that this year. 01:55:02
The way it's working out is we won't get to construction this year. 01:55:07
And so that is going to essentially be. 01:55:10
By like postponing that, it offsets that reduction in revenue. 01:55:13
But it still leaves a challenge at the end of the day, which is we'll need to. 01:55:18
Identify funding for that project because as we already talked about, with our budget essentially being balanced, we aren't, we 01:55:22
aren't generating extra revenue to pay for those. 01:55:27
Projects right now. 01:55:32
And so I have talked with. 01:55:33
Miss Dicus, who spoke with a, you know, for the state of the port today and we talked about. 01:55:36
That grant writing. 01:55:42
Project that the city and the port talked about partnering on as part of the Community Benefit Fund. 01:55:43
And figuring out if we could tie in some Rd. reconstruction projects into a grant. 01:55:49
Writing opportunity with the idea that it supports both. 01:55:56
The port and the city, because we all need the roads to be. 01:55:58
Taken care of SO. 01:56:04
So that's a conversation for a later day in the community Benefit Fund projects will come to council separately, but. 01:56:06

Is with the cannabis fee revenues being reduced significantly, it means essentially, you know, we're gonna have to start looking 01:56:15

Portion of employees. And so if we have, for example, an employee who works in the water district, they're probably not allocated 01:58:50

So we that was probably the toughest challenge for us trying to come up with that criteria. 02:22:48
