| Started so welcome to the City Council meeting. | 00:01:16 | |
| Tonight, umm. | 00:01:20 | |
| It is April the 7th. We are now going to call this meeting to order. | 00:01:21 | |
| At 6:30. | 00:01:25 | |
| Madam Clerk can get a roll call, please. | 00:01:30 | |
| Councilmember Gama. | 00:01:32 | |
| Here, Councilmember Hernandez. | 00:01:34 | |
| Here, Councilmember Perez. | 00:01:38 | |
| Here, Mayor Pro Tem Lopez here and Mayor and Queen Lejeune here. | 00:01:40 | |
| We're going to now move to the inspiration by our mayor Pro Tem. | 00:01:45 | |
| Lopez, thank you. | 00:01:48 | |
| Welcome everybody. | 00:01:50 | |
| Oh, no, no. | 00:01:53 | |
| OK, sorry about that. I guess if it's not on the paper, I'm not going to say it. No, no. | 00:01:56 | |
| Tonight. | 00:02:02 | |
| Ready. Begin. | 00:02:11 | |
| I pledge allegiance to the flag. | 00:02:13 | |
| One nation visible. | 00:02:20 | |
| Great. Now we're going to move to the inspiration. | 00:02:28 | |
| OK. | 00:02:32 | |
| Welcome everybody. | 00:02:33 | |
| As we gather today for our City Council meeting, we are reminded of a legacy of a. | 00:02:36 | |
| Of a man who dedicated his life to fight for justice and the right for workers. | 00:02:42 | |
| Cesar Chavez his unwavering commitment to dignity, respect and equality for all people. | 00:02:47 | |
| Especially farm workers stands as a beacon of hope. | 00:02:52 | |
| For those who struggle for fairness in our society. | 00:02:55 | |
| Cephalon Chavez once said the fight is never about grapes or lettuce. It's always about our people. | 00:02:58 | |
| It is a powerful reminder that the the battles we fight. | 00:03:04 | |
| Are not just issues or policies. | 00:03:07 | |
| That that are about the people, people who are hard, who love their families, who seek the same opportunities. | 00:03:10 | |
| And the justice we all deserve. | 00:03:16 | |
| His courage and organizing. His persistence in the face of adversity. | 00:03:18 | |
| And his belief in nonviolent actions changed the course of history. | 00:03:22 | |
| But the fight for equality justice is ongoing. | 00:03:27 | |
| And this is up to us to continue the work that Cesar Chavez started. | 00:03:30 | |
| Just as he taught us. | 00:03:35 | |
| We stand together, united as a community. | 00:03:38 | |
| We have the power to create lasting change. | 00:03:40 | |
| Today, let us renew our commitment to work together for a better future. | 00:03:45 | |
| Let us listen. | 00:03:50 | |
| Advocate for an act for those who voices who are often unheard. | 00:03:52 | |
| As we may remember that this is through service to one another that. | 00:03:57 | |
| We truly honor the spirit of Cesar Chavez. | 00:04:01 | |
| And I want to thank everybody for coming today. | 00:04:04 | |
| We see. | 00:04:09 | |
| We see attack on liberties. | 00:04:10 | |
| We see uh, uh. | 00:04:13 | |
| We're seeing OSHA being taken down. | 00:04:15 | |
| On a federal level. | 00:04:18 | |
| And so this Cesar Chavez reading it stands true today. | 00:04:19 | |
| So I want to thank everybody for being here today. | 00:04:25 | |
| Thank you. Great. Thank you. Thank you, Mayor Pro Tem. | 00:04:28 | |
| Thank you Mayor Pro Tem, and before I move any further, I am going to apologize to our Madam Clerk. I see flag salute clearly now. | 00:04:34 | |
| So thank you so much. Next, we're going to move on to our public comments. | 00:04:42 | |
| And so we're going to hear all comments. | 00:04:47 | |
| Not related to our agenda items. You may see an item on our agenda under presentations, which is from the port. And so just know | 00:04:50 | |
| that we generally don't take public comments for presentations. So we're going to hear all public comments. | 00:04:58 | |
| Now, before we get started with the rest of our agenda. | 00:05:06 | |
| So over to you, Madam. | 00:05:09 | |
| The first comment is from Josie Gonzalez. | 00:05:12 | |
| And David Murphy, you'll be after her. | 00:05:15 | |
| Great. And all public comments are three minutes. | 00:05:18 | |
| Thank you. | 00:05:21 | |
| Thank you very much. I'm Josie Gonzalez and I live Surfside Four across from the pier. | 00:05:22 | |
| And I want to address a serious safety issue. | 00:05:28 | |
| That is occurring on the pier. | 00:05:31 | |
| I almost got bowled over twice by these big motor electric bikes. | 00:05:34 | |
| That speed down the pier. | 00:05:40 | |
| The pier is a lovely place to walk. I've lived here for the past two years. I really enjoy it you have. | 00:05:43 | |
| Children, carriages, fishermen, everyone is having a good time, but this is a serious safety issue. For two years now I have been | 00:05:49 | |
| sending emails to the city addressing this issue. | 00:05:55 | |
| To. | 00:06:02 | |
| To Shirley Jackson, Fred Camarillo. | 00:06:04 | |
| Michael Federico. And I've had no response, and that's why I'm here today. | 00:06:07 | |
| To have these bikes on the pier, in my opinion, is in violation of your ordinance. | 00:06:13 | |
| 4212. | 00:06:19 | |
| Saying that wheeled vehicles are prohibited. | 00:06:20 | |
| However, there is no signage, so we're going to have adequate enforcement. | 00:06:24 | |
| By the chief of police, you need clear signage. Just like there's no dogs on the beach, there should be no bicycles on the pier | 00:06:28 | |
| and. | 00:06:33 | |
| And this really is a very dangerous. | 00:06:38 | |
| Unsafe condition. | 00:06:40 | |
| Thank you. | 00:06:42 | |
| And incidentally, I do have some material for you. I've taken pictures of these big bikes. They look like motorcycles. | 00:06:44 | |
| And are surrounded by children and women you know trying to walk the pier. | 00:06:51 | |
| So I you can go ahead and hand them over to our. | 00:06:57 | |
| Madam Clerk here. Yeah. Thank you very much. No problem. Thank you. | 00:07:01 | |
| Mayor, if I could. | 00:07:05 | |
| Just briefly. | 00:07:08 | |
| Note. | 00:07:09 | |
| Motorized vehicles are a challenge in every community right now. Anybody who's on next door, Facebook or any of those places can | 00:07:11 | |
| see that. | 00:07:14 | |
| That's a common complaint and so. | 00:07:18 | |
| A lot of cities are struggling because. | 00:07:20 | |
| The you know. | 00:07:23 | |
| Tension between. | 00:07:25 | |
| Encouraging people to go out and exercise versus. | 00:07:26 | |
| You know, potentially writing tickets for. | 00:07:29 | |
| Using certain types of equipment to do that. | 00:07:32 | |
| So that could always be a future conversation. It may actually be something that we want to. | 00:07:34 | |
| That the Council could ask the Citizen Advisory Commission maybe to look into and make some recommendations. | 00:07:38 | |
| I just wanted to note in response to the specific comment that. | 00:07:43 | |
| I know our team did update the signage at the beach to highlight we have several rules at the beach there's about. | 00:07:47 | |
| Probably a couple dozen. So we updated signage to try to highlight all of those things. | 00:07:54 | |
| In one friendly positive sign and so. | 00:07:58 | |
| The signage during that period that was referred to over the last year. | 00:08:02 | |
| The signage was updated in an attempt to try to. | 00:08:05 | |
| To get some of that information out, but the motorized vehicle? | 00:08:08 | |
| Conversation is a challenge that's happening across cities. | 00:08:12 | |
| At this time. So thank you. | 00:08:16 | |
| OK, my name is Dave Murphy. I've been a resident here in Port Hueneme for 25 years. | 00:08:19 | |
| I love our little town. | 00:08:26 | |
| But this is Victims of Crime Week nationally, April 6th through the 12th. | 00:08:28 | |
| And I'm a victim of a violent crime. | 00:08:34 | |
| That happened here on January 7th of 2021. | 00:08:36 | |
| The deranged guy in my neighborhood. | 00:08:40 | |
| Hit me over the head with a hatchet. | 00:08:42 | |
| Leaving me paralyzed on my right side for quite a while. And now I. | 00:08:45 | |
| You know, it's ruined my life. | 00:08:50 | |
| So I took a lot of time to write this big speech. | 00:08:52 | |
| And I realized I'm not going to be able to get through it. | 00:08:56 | |
| So I just want to share with you. | 00:08:58 | |
| City Council members, Mayor. | 00:09:00 | |
| City Manager. | 00:09:03 | |
| That we need to do a better job. | 00:09:04 | |
| Of protecting our citizens, innocent people. | 00:09:07 | |
| From crazy people. | 00:09:10 | |
| That are dangerous. | 00:09:12 | |
| And there's a lot of them out there. | 00:09:13 | |
| I went to the police so many times. | 00:09:15 | |
| In from 2017 to 2020. | 00:09:18 | |
| Before I got attacked. | 00:09:23 | |
| And it didn't do me any good. | 00:09:25 | |
| I went to the DA's office just five weeks before they kicked it back to the Police Department. | 00:09:27 | |
| I could go on and on with all. | 00:09:32 | |
| The facts. Steve heard me. | 00:09:33 | |
| At the sentencing. | 00:09:36 | |
| For the guy that attacked me. | 00:09:38 | |
| And so all I want to say is. | 00:09:41 | |
| We can do better. | 00:09:44 | |
| And it was so disappointing. | 00:09:45 | |
| Chief Federico, I'm sorry. | 00:09:49 | |
| I didn't want to. | 00:09:51 | |
| I apologize to him in advance because he wasn't the chief at the time. | 00:09:52 | |
| I think if he would have been, this probably wouldn't have happened. | 00:09:56 | |
| So that's all I have to say. | 00:09:59 | |
| Thank you. | 00:10:01 | |
| Sir, hold on just one second. Sir, you said that you had a letter. If you want to turn that letter in, if you want us to read | 00:10:07 | |
| that, you can actually have that, Give that to thee. | 00:10:11 | |
| Thank you so much. | 00:10:19 | |
| So we have Greg Ross making his way to the podium and then. | 00:10:26 | |
| Ward will be after. | 00:10:30 | |
| Good evening, Mayor. Mayor, Mayor Pro Tem. | 00:10:34 | |
| Council members. | 00:10:37 | |
| You've heard me before. | 00:10:39 | |
| 55 years I've lived in. | 00:10:41 | |
| Ventura County. | 00:10:44 | |
| Last 20 years in South Ventura County and Port Wayne, ME. | 00:10:45 | |
| I'm going to start with this. | 00:10:51 | |
| You've seen this before, but I'm going to say it again. | 00:10:53 | |
| Deserves being said. | 00:10:55 | |
| All the major commercial ports on the West Coast. | 00:10:58 | |
| This port. | 00:11:02 | |
| Is only. | 00:11:03 | |
| Less than 1/10 of a mile away. | 00:11:05 | |
| From high density residential. | 00:11:07 | |
| You can look at Long Beach, San Pedro, Oakland, Portland, Seattle. | 00:11:10 | |
| Not even close. | 00:11:14 | |
| OK. So based on that. | 00:11:16 | |
| I want to play you a little. | 00:11:19 | |
| Audio. | 00:11:21 | |
| If I may. | 00:11:22 | |
| All right, that's enough. | 00:11:34 | |
| That was at 2:37 AM. | 00:11:37 | |
| A little before March 27th. | 00:11:39 | |
| And I think. | 00:11:42 | |
| I think you all have this in front of you. I hope you do. | 00:11:44 | |
| This is this is only the start of what I'm going to do. I'm a morning person. | 00:11:46 | |
| So I get up. | 00:11:51 | |
| I opened my window. | 00:11:52 | |
| And I listen. | 00:11:54 | |
| To what's going on at the port. | 00:11:55 | |
| And this is all of the stuff that I hear. | 00:11:57 | |
| By time and by date. | 00:12:01 | |
| So you can see. | 00:12:03 | |
| What we're up against, it's noise pollution. | 00:12:05 | |
| And it's very detrimental to everyone's health. | 00:12:08 | |
| So. | 00:12:12 | |
| April 4th. | 00:12:17 | |
| Just this past weekend. | 00:12:18 | |
| There was noxious fumes in our neighborhood. | 00:12:20 | |
| Floated over, there was a wind. | 00:12:23 | |
| From Carpinteria. | 00:12:25 | |
| To Malibu. | 00:12:27 | |
| And we got all these fumes. | 00:12:28 | |
| This is what we get when we live near the port High Disney Residential. We get this. | 00:12:32 | |
| And it's just. | 00:12:38 | |
| The port doesn't care. | 00:12:40 | |
| When I sent an e-mail. | 00:12:42 | |
| To all of you. | 00:12:44 | |
| I hear back from Steve Gama, from Laura Hernandez. | 00:12:46 | |
| From James Vega, I hear back. | 00:12:48 | |
| When I send an e-mail. | 00:12:51 | |
| To the port. | 00:12:52 | |
| I get crickets. | 00:12:54 | |
| They're not responsible. They're not responsive. | 00:12:57 | |
| And. | 00:13:00 | |
| They don't really. They're not a good neighbor. | 00:13:01 | |
| I've said what I want to say. | 00:13:04 | |
| The the noise pollution is bad. | 00:13:06 | |
| The air pollution is bad. | 00:13:08 | |
| They're not our friends at the port. | 00:13:11 | |
| And maybe some of you think they are. | 00:13:14 | |
| I don't think they are. | 00:13:16 | |
| Thank you. | 00:13:18 | |
| Thank you. | 00:13:19 | |
| Byron Ward. | 00:13:26 | |
| And rather, Flores will be after. | 00:13:30 | |
| Good evening everyone, my name is Byron K Ward and I own 2 businesses here in. | 00:13:34 | |
| Port 1 Amy. I reside in Marina, Vic. | 00:13:40 | |
| And. | 00:13:45 | |
| I'm here this evening on behalf of my nonprofit. | 00:13:47 | |
| It's called Central Coast Minority Enterprise Resource Affiliates. | 00:13:52 | |
| And I'm here on the topics of. | 00:13:57 | |
| Clean Green. | 00:14:01 | |
| Technologies and energy. | 00:14:02 | |
| And wanted to. I had a brief conversation. | 00:14:06 | |
| With Mayor La Shawn. | 00:14:11 | |
| McQueen Lawn. | 00:14:14 | |
| And she is referring me to the city manager. | 00:14:16 | |
| And I just wanted to put these topics of economic development. | 00:14:20 | |
| And clean energy. | 00:14:27 | |
| Green technologies on the table. | 00:14:30 | |
| Looks like an opportunity for some. | 00:14:33 | |
| Debate here regarding the previous gentleman's. | 00:14:37 | |
| Comments about the. | 00:14:41 | |
| Air quality in the area. | 00:14:43 | |
| We have found the port to be a very good neighbor. | 00:14:46 | |
| And a good partner. | 00:14:51 | |
| In economic development and clean energy initiatives, we know they have their. | 00:14:52 | |
| 0 emissions initiative. | 00:14:59 | |
| So. | 00:15:03 | |
| Let's talk about these topics and how we can benefit. | 00:15:04 | |
| The community of Port Walnut. | 00:15:08 | |
| Broader Ventura County area. | 00:15:11 | |
| Let's talk about the California Jobs First initiative. | 00:15:16 | |
| And how we can bring some resources into our area. | 00:15:21 | |
| So putting these issues. | 00:15:26 | |
| In the public domain. | 00:15:29 | |
| And I welcome anyone that's interested. | 00:15:31 | |
| And working with our organization. | 00:15:35 | |
| For economic development initiatives. | 00:15:38 | |
| Clean energy. | 00:15:44 | |
| And green technologies. Thank you. | 00:15:46 | |
| Sir, Sir, hold on. Just one second. | 00:15:49 | |
| Can you come back and just give the name of your organization? | 00:15:56 | |
| At Central Coast Minority Enterprise Resource affiliates. | 00:16:01 | |
| We call ourselves Samara for short. | 00:16:06 | |
| Thank you. And if you left your contact information with the clerk on your form, we'll have some our economic development team get | 00:16:09 | |
| back to you. | 00:16:13 | |
| Good evening, council members. | 00:16:20 | |
| My name is Rafael Flores, long term resident here. | 00:16:21 | |
| Over 33 years. | 00:16:26 | |
| Parents or farm workers here in support of the port. | 00:16:28 | |
| And how it's benefited me and what I've seen them done to the community here in Port Walnut. | 00:16:31 | |
| I myself have been able and thankful enough to be able to participate with them and giving back to the community, whether it's. | 00:16:37 | |
| The farm working community students. | 00:16:43 | |
| Educational programs I. | 00:16:45 | |
| Giving back during Thanksgiving, Christmas. | 00:16:49 | |
| And allowing even my daughter to participate in all those events and my son. | 00:16:52 | |
| And, you know, part of say, that they've also grew up here in Wanimi. She's going to graduate in May in Cal Lutheran with | 00:16:56 | |
| business. My sons in the military. | 00:17:00 | |
| Did five years as a marine and as currently as a reserve for this. | 00:17:04 | |
| Navy and. | 00:17:09 | |
| I love when I've loved growing up here and I enjoy the community we have here. | 00:17:11 | |
| And I've really enjoyed how much the port has given back to the community. That's been something that. | 00:17:16 | |
| I appreciate it a lot because I feel being that we. | 00:17:23 | |
| Are in South Oxnard and South end of. | 00:17:26 | |
| Ventura County, we were forgotten, I feel at times, you know. | 00:17:29 | |
| And I think that. | 00:17:33 | |
| The community here really has accepted and enjoyed what the port has done for them. | 00:17:35 | |
| And just wanted to share how much it's meant to me and just seeing other students. | 00:17:40 | |
| And volunteers also benefit from what they're doing. It's a contagious. | 00:17:44 | |
| You know, it's, it's amazing to see just yesterday. | 00:17:49 | |
| They supported also the Cesar Chavez March. Over 1000 people were there. | 00:17:52 | |
| They gave out food they were supporting and it's just amazing to see that. | 00:17:57 | |
| Unity that they bring and that positive energy that's contagious. So I just want to say that they've done a great job and I hope | 00:18:01 | |
| they continue to do that. | 00:18:05 | |
| Because I think it's a great benefit for this community in this city. | 00:18:08 | |
| Thank you. | 00:18:12 | |
| Thank you. | 00:18:13 | |
| Go ahead, city Manager. | 00:18:19 | |
| Thank you. | 00:18:21 | |
| I just wanted to note the. | 00:18:21 | |
| So we have a state of the port presentation on the agenda as a presentation item, but we don't have any. | 00:18:24 | |
| Business items on the agenda. So for the public, the council can't really discuss a topic unless it's a business item on the | 00:18:29 | |
| agenda. | 00:18:32 | |
| So, umm. | 00:18:37 | |
| I just wanted to note up front that we don't have any pending business really related to the port. I think the only item we've had | 00:18:38 | |
| recently about the port was scheduling a joint. | 00:18:43 | |
| Meeting with the port of the electeds to work together. | 00:18:47 | |
| So just to kind of. | 00:18:51 | |
| Let the public know that, because I'm not sure if there was an expectation that there was. | 00:18:53 | |
| You know some pending action. | 00:18:58 | |
| Because. Because there isn't at this time. | 00:19:00 | |
| Obviously everybody's able to still make public comment, there just won't be any response from the from the city at this time. | 00:19:02 | |
| We have Saul Medina and then Rick Castanedo. | 00:19:10 | |
| Good evening. My name is Sal Medina. I'm with S Oxnard resident. | 00:19:26 | |
| But I'm also a former planning commissioner for the city of Oxnard for eight years. | 00:19:30 | |
| Participated in their 2020 plan and their 20-30 plan. | 00:19:35 | |
| One of the things that I remember is the port. | 00:19:40 | |
| Not being as active with the South Oxnard or with poor Wanimi. | 00:19:43 | |
| Recently they have participated. | 00:19:49 | |
| In being more of a good neighbor. | 00:19:51 | |
| I was very impressed. | 00:19:53 | |
| That they are willing to go green. | 00:19:55 | |
| Not in 2050. | 00:19:57 | |
| But in 20-30. | 00:19:59 | |
| And they're being very ambitious and. | 00:20:01 | |
| Working with Green. | 00:20:04 | |
| Electronic vehicles that they have been able to purchase and other. | 00:20:07 | |
| Products that they're willing to bring in to make sure that they reduce. | 00:20:13 | |
| The pollution. | 00:20:18 | |
| One of the things that I've been participating in is with the port. | 00:20:19 | |
| And the sea frog, which is an environmentalist. | 00:20:22 | |
| Organizations with the air pollution. | 00:20:25 | |
| And I've been very. | 00:20:28 | |
| Enriched and participating in that program with other community members. | 00:20:30 | |
| That complain about the. | 00:20:34 | |
| Not only the noise. | 00:20:38 | |
| Such as one of the gentlemen the pollution diesel fuel. | 00:20:40 | |
| And being able to resolve it. | 00:20:44 | |
| And one of the ways that the ports participating in that is also with air quality. | 00:20:46 | |
| Monitors that are willing to put on from their own. | 00:20:52 | |
| So that's a commitment that they've been able to do. | 00:20:55 | |
| And I'm participating not just myself, but other community members. | 00:20:58 | |
| With different points of view? With similar points of view. | 00:21:02 | |
| And inability to grow. | 00:21:05 | |
| So that's what I wanted to say and I thank you for your time. | 00:21:06 | |
| Thank you. | 00:21:10 | |
| Hello, my name is Rick Castanedo and I thank you for this opportunity, Mayor and board members. | 00:21:26 | |
| Council members. | 00:21:35 | |
| I'm an active member of this community. I've been educator at Bard Elementary. | 00:21:37 | |
| I've been a director of Countrywide LULAC. | 00:21:43 | |
| And I'm currently the president of Forza Latina Health. | 00:21:47 | |
| I'm here because I've seen the poor create opportunities in this community. | 00:21:53 | |
| During good times and during bad times. | 00:21:59 | |
| During COVID, the port stood up like no other business in our county. | 00:22:02 | |
| And provided food to thousands of people weekly. | 00:22:07 | |
| Bi Weekly. | 00:22:11 | |
| They've helped through jobs. | 00:22:14 | |
| They've helped support our police explorers and I'm very proud of. | 00:22:17 | |
| Institutions like this. | 00:22:23 | |
| Being in our community. | 00:22:25 | |
| They put up an air monitor. That's the best air monitor in our county, right on top of Hickox Elementary, the school. | 00:22:28 | |
| That I went to. | 00:22:37 | |
| From kindergarten to 3rd grade. | 00:22:38 | |
| And they've continued to support our diverse communities. We're not just the beach community. | 00:22:41 | |
| We have neighborhoods that are working class. We have neighborhoods that are very low income. | 00:22:49 | |
| And of course, we have neighborhoods where there's professionals. | 00:22:56 | |
| So this diverse community has been supported by the port. | 00:22:59 | |
| And more than anything, the port has supported the people that can make cargo move. | 00:23:06 | |
| They keep our supply chain moving. | 00:23:13 | |
| And as we know, since COVID. | 00:23:16 | |
| It's probably one of the most important things that is happening in our economy. | 00:23:19 | |
| I do want to say I understand that beach homeowners have issues with the port. | 00:23:28 | |
| And its operations. | 00:23:34 | |
| And I've found that when we've had an issue, when we have had questions, for example, about clean air. | 00:23:36 | |
| The port has been a good business partner with the community and taking action. | 00:23:44 | |
| So I hope the gentleman that will that spoke earlier will not. | 00:23:49 | |
| Stop trying to dialogue and make this community better. | 00:23:55 | |
| Because I know the port will. | 00:24:00 | |
| And it always has. | 00:24:02 | |
| It's impacted my family for generations now. | 00:24:03 | |
| And I want to make sure. | 00:24:07 | |
| That, uh. | 00:24:10 | |
| We keep that in mind when we talk about the port. | 00:24:11 | |
| There are people in this community who will support the port. | 00:24:15 | |
| No matter what, because the port has impacted us in so many ways. | 00:24:20 | |
| Jobs. | 00:24:25 | |
| Needs. | 00:24:27 | |
| They've always been here for our community. Thank you. | 00:24:28 | |
| Jayden. | 00:24:40 | |
| And then it's Ayana Hernandez. | 00:24:41 | |
| And Becky, you'll be after. | 00:24:44 | |
| Hello my name is. | 00:25:08 | |
| With the Jaden. | 00:25:10 | |
| I am. | 00:25:12 | |
| Part of. | 00:25:18 | |
| The luggage. | 00:25:21 | |
| Cultural Arts Center. | 00:25:24 | |
| The Port of Miami. | 00:25:26 | |
| Is very. | 00:25:29 | |
| Important. | 00:25:31 | |
| To us. | 00:25:32 | |
| Have been in. | 00:25:36 | |
| The. | 00:25:39 | |
| Take your time. | 00:25:52 | |
| I have been in the. | 00:26:10 | |
| 4-6 years. | 00:26:13 | |
| And the poor. | 00:26:17 | |
| Helps us stay open. | 00:26:21 | |
| The poor has also. | 00:26:27 | |
| Add food distributions. | 00:26:32 | |
| That helped many families. | 00:26:36 | |
| And my family. | 00:26:39 | |
| Thank you. | 00:26:41 | |
| Thank you. | 00:26:42 | |
| Good job. | 00:26:53 | |
| Good job. | 00:26:54 | |
| Good afternoon to Ariel. My name is Izayana Andes. I am 11 years old. I am a student at the Ina Cage Cultural Center. Today I want | 00:27:06 | |
| to thank the part of anime for being a huge support to our center. | 00:27:12 | |
| Where many children and I have benefit. | 00:27:18 | |
| There we learn different instruments and dance. Without the help of the poor, this would not be possible. | 00:27:21 | |
| Since our center is kept open for by donations. | 00:27:28 | |
| Wherever the port is at. | 00:27:32 | |
| There is free food, food or banana distributions. | 00:27:34 | |
| For the community. | 00:27:39 | |
| Thank you for. | 00:27:41 | |
| Thank you Support of Anime for speaking. | 00:27:43 | |
| For your great work. | 00:27:46 | |
| Thank you. | 00:27:50 | |
| As Becky Burning makes her way up, Victor Gallardo and Anthony Gonzalez will be after. | 00:27:57 | |
| Good evening, Mayor. Mayor Pro. | 00:28:12 | |
| Council staff and audience. | 00:28:14 | |
| My name is Becky Bernin and I'm here representing Rocape Outdoors. | 00:28:17 | |
| 1st, we would like to thank the port for their longtime. | 00:28:22 | |
| Partnership with us and for the paid interns that we get. | 00:28:26 | |
| Normally Kevin would be doing this, but he had a previous engagement. | 00:28:32 | |
| But he wanted me to tell you. | 00:28:37 | |
| How much he appreciates all your help. | 00:28:40 | |
| Before you, you have. | 00:28:44 | |
| Flyers for our fundraiser dinner coming up June 1st. | 00:28:46 | |
| If anyone in the audience is interested, I do have other Flyers with me. | 00:28:51 | |
| And that concludes it. | 00:28:57 | |
| You said Anthony, right? | 00:29:10 | |
| Victor Gallardo and then Anthony. | 00:29:12 | |
| But you can if you're here. | 00:29:14 | |
| Or oh. | 00:29:16 | |
| Yeah, you, you can speak first, that's fine. | 00:29:18 | |
| I had a little speech here, but. | 00:29:26 | |
| Let's see if I can get it right. | 00:29:28 | |
| Good evening, council members. | 00:29:30 | |
| I know most of you have a couple of you up there anyway. | 00:29:32 | |
| My comments going to be for the Port of Wayne Amy. | 00:29:36 | |
| I'll have to read it because I don't have my iPhone that I can follow it. | 00:29:42 | |
| Anyway, my name is Manuel Gonzalez. | 00:29:46 | |
| I have lived here in. | 00:29:49 | |
| Port Hueneme and the city of Oxnard for 84 years. | 00:29:51 | |
| And I've seen a lot of development. | 00:29:54 | |
| I heard a gentleman speak, you know, about the noise pollution and on and so forth. | 00:29:56 | |
| Well. | 00:30:01 | |
| Before when my parents came from Mexico and my grandparents. | 00:30:02 | |
| There was a little airport in Oxnard. | 00:30:06 | |
| They started developing around it. We had the Oxnard Air Force Base in Camarillo. | 00:30:09 | |
| They start building around it. | 00:30:14 | |
| Magoo is already here, the CB base was here. | 00:30:16 | |
| So I always tell people. | 00:30:19 | |
| You knew what we have here. | 00:30:21 | |
| Enjoy it. | 00:30:23 | |
| It's a beautiful city in Portoeneme. | 00:30:25 | |
| Anyway, so to get to it. | 00:30:28 | |
| My question to you before you is how vital is a port of wine, Amy? | 00:30:31 | |
| The city of Port Hueneme get funded any money from the port. | 00:30:36 | |
| By the ear. | 00:30:40 | |
| And people were talking about. | 00:30:42 | |
| Feeding during the pandemic. We belong to the Disabled American Veterans. | 00:30:44 | |
| I am a Marine Corps veteran. | 00:30:48 | |
| My brother here is a Marine Corps veteran. | 00:30:51 | |
| I am a Vietnam veteran. | 00:30:53 | |
| And he's an Iraqi Afghanistan veteran. | 00:30:55 | |
| We. | 00:30:58 | |
| Joined the. | 00:30:59 | |
| Portaway, Nimi. | 00:31:00 | |
| Clinicas El Camino real. | 00:31:02 | |
| And donated money. | 00:31:04 | |
| To feed the field workers. | 00:31:06 | |
| And this port here has always been here to support our veterans. | 00:31:08 | |
| Before I joined the Marine Corps at 15 1/2, they used to give work permits. | 00:31:13 | |
| I was an R number. | 00:31:17 | |
| Here at the port of anemia at 15 1/2 years old. | 00:31:19 | |
| At 8:00, at 17, I dropped out of Oxford High School and joined the Marine Corps because I didn't know, I didn't have any money. | 00:31:23 | |
| And so the port of Winami has always stood by us. | 00:31:29 | |
| And for the community? | 00:31:34 | |
| And the businesses that we have here. | 00:31:36 | |
| They all before. | 00:31:38 | |
| We had. | 00:31:40 | |
| This building here. | 00:31:41 | |
| The businesses right downtown here in Port Wayne may benefit from the port. | 00:31:43 | |
| They used to go to the pharmacies, the restaurant, the bank. | 00:31:48 | |
| Well, and the. | 00:31:52 | |
| For some of you that were here. | 00:31:54 | |
| But anyway. | 00:31:57 | |
| So let me get to it real quick. Food Dr. donated to Wine Amy, community job opportunities, suppliers, union construction workers, | 00:31:59 | |
| not to mention impact on veterans and Naval Base Ventura County. | 00:32:05 | |
| Since World War 2, Korea and Vietnam War, the port of wine EMI was vital in moving. | 00:32:11 | |
| Supplies for the military troops in need in defending our country. | 00:32:17 | |
| The United States of America, I encourage the city to continue to support and be good neighbors with a port of wine. Amy and I | 00:32:22 | |
| thank you so much. Thank you. | 00:32:27 | |
| Thank you for your service, both of you. | 00:32:39 | |
| Thank you. | 00:32:42 | |
| I'm Victor Gallardo. Good evening, Mayor and. | 00:32:43 | |
| Fellow ladies and gentlemen on the City Council. | 00:32:47 | |
| I'm glad I followed this young man. | 00:32:51 | |
| I too. | 00:32:54 | |
| Believe that Porto anemia is very instrumental in in World Trade. | 00:32:55 | |
| Not only for our government for, but for the military. | 00:33:00 | |
| I have personal personally. | 00:33:03 | |
| Experience how important Port Hueneme is. | 00:33:06 | |
| I have two daughters that went to West Point. | 00:33:11 | |
| One of them is a Blackhawk pilot. | 00:33:13 | |
| Who was involved during the Iraq War? | 00:33:15 | |
| The other one. | 00:33:18 | |
| Was a logistical officer who received a lot of cargo that went from. | 00:33:19 | |
| Port Hueneme to the Far East to the Middle East. | 00:33:23 | |
| The environment here. | 00:33:26 | |
| Does. | 00:33:28 | |
| Create a problem. | 00:33:30 | |
| But I do believe that the current. | 00:33:31 | |
| Port manager. | 00:33:34 | |
| Has worked diligently. | 00:33:36 | |
| And has made a lot of progress since she's been here. | 00:33:38 | |
| There is issues, but you're always going to have those. | 00:33:41 | |
| When people came to port wine me. | 00:33:44 | |
| They knew there was a beach. | 00:33:47 | |
| They knew there was a pier down the street, but they also knew that there was a. | 00:33:49 | |
| Working. | 00:33:53 | |
| Next to the port or next to the beach? | 00:33:55 | |
| And let me move one step. | 00:33:59 | |
| Back here. | 00:34:01 | |
| To Senor Lopez. | 00:34:03 | |
| The founder to the ILW union was a good friend of Cesar Chavez. | 00:34:05 | |
| So thank you very much for bringing him up tonight. | 00:34:10 | |
| So. | 00:34:14 | |
| Thank you. | 00:34:16 | |
| This port not only creates jobs for longshoremen, but it creates jobs for plumbers, carpenters and laborers. | 00:34:17 | |
| And this port of Winnie be the county of. | 00:34:23 | |
| Of Ventura. | 00:34:27 | |
| Is a middle class. | 00:34:29 | |
| Community. | 00:34:31 | |
| Starting at at Magic Mountain and coming all the way to the waterline over here. | 00:34:33 | |
| Yes, we have a few places that are filthy rich, but we came here to make money. | 00:34:37 | |
| And we came here to work. | 00:34:42 | |
| So, umm. | 00:34:44 | |
| I have one minute left. | 00:34:45 | |
| I have very sloppy notes. | 00:34:47 | |
| But maybe the port should meet with the environmental. | 00:34:49 | |
| Environmental groups that we have in Ventura County. | 00:34:52 | |
| I believe one of them is called the E frog. | 00:34:55 | |
| I'm not familiar with them, but I think so. | 00:34:58 | |
| And um. | 00:35:01 | |
| The the things that go on at the port, they can't be helped. It's just part of. | 00:35:03 | |
| Moving big cargo. | 00:35:10 | |
| Making money. And that's why we're here, that's why we have a City Council, because we have to govern this. | 00:35:12 | |
| This little tiny community, it's not a big community, it's a small one. | 00:35:17 | |
| So thank you very much for your time. | 00:35:20 | |
| And, umm. | 00:35:23 | |
| Thank you again. | 00:35:25 | |
| Thank you. | 00:35:26 | |
| Not sunny. | 00:35:35 | |
| Hernandez. | 00:35:37 | |
| And then Heidi Ellison. | 00:35:38 | |
| Hello, good evening. | 00:35:50 | |
| My name is Nitin Hernandez, I'm a current high school senior, and I am speaking in support of the Port of Anemi. | 00:35:52 | |
| The port of anime plays an important role in the region. Its environmental and community impact is multi factored. | 00:35:59 | |
| As a major cargo handling facility, the port supports local organizations. | 00:36:06 | |
| And businesses create. | 00:36:12 | |
| Jobs and stimulates stimulates economic growth in Oxnard and surrounding areas. | 00:36:14 | |
| From an environmental perspective, the board has made great efforts to reduce ecological footprint. Some initiatives include | 00:36:20 | |
| implementing sustainable operations such as using short side power for dock vessels. | 00:36:27 | |
| Investing in green infrastructure and promoting environmentally friendly cargo handling approaches. | 00:36:34 | |
| The poor also contributes to the community through various programs and partnerships. | 00:36:40 | |
| In fact, almost all organizations that have been part of the throughout high school have been sponsored by the poor, supporting | 00:36:45 | |
| local educational initiatives. | 00:36:49 | |
| As someone who has had the opportunity to intern at the port, it has seen first hand how important community work is for them. | 00:36:54 | |
| And I can say that the port of anemia is committed to their community. | 00:37:01 | |
| Thank you. | 00:37:05 | |
| Thank you. | 00:37:06 | |
| Hello, my name is Heidi Allison. I want to thank the mayor and the City Council members for this opportunity. | 00:37:12 | |
| I am the co-founder and program director of Nates Place. | 00:37:20 | |
| A Wellness and recovery center which is right on the border of Port Hueneme and Oxnard. | 00:37:24 | |
| And my husband and I started the center. We opened our doors. | 00:37:29 | |
| Two years and two months ago in honor of our son Nate Rhodes. | 00:37:33 | |
| Who had navigated substance use as a young teen and had been successful in his recovery. | 00:37:37 | |
| Was studying at Oxnard College. | 00:37:43 | |
| When he was 21 and he was killed in a car accident. | 00:37:45 | |
| Nate's Place is the recovery recipe that helped our son through his teenage years. | 00:37:48 | |
| And we have great partnerships with Ventura County Behavioral Health, but also with the Port of Wineemi who Co hosted our 2nd | 00:37:53 | |
| anniversary and sponsored another event that we have. | 00:38:00 | |
| We're one of the only. Well, we're actually the only center. | 00:38:06 | |
| In the community that provides one-on-one peer support recovery coaching. | 00:38:10 | |
| For teens and young adults who struggle with substance use and mental health issues and trauma. | 00:38:14 | |
| And we have served over 300. | 00:38:20 | |
| Young people both at our center and in schools since we started. | 00:38:24 | |
| We also have 20 plus recreational activities. We have a whole gym. | 00:38:28 | |
| We do boxing classes, guitar lessons, art classes, we take the kids kayaking every week, etc. | 00:38:33 | |
| And then we have 13 groups. I'm a licensed therapist of 25 years. We have. | 00:38:40 | |
| 13 evidence based groups such as. | 00:38:46 | |
| CBT groups coping skills and our whole goal is to get the kids and the young people in the center. | 00:38:49 | |
| Give them all these fun activities to do and then near the end of the day we have groups and teach them coping skills. | 00:38:55 | |
| So I'm coming here. | 00:39:00 | |
| One of the things we do not charge a cent for our services and we have three transportation vans. | 00:39:03 | |
| That pick youth up at their schools and at their homes and take them home every night. | 00:39:09 | |
| And I wanted to just. | 00:39:14 | |
| Thank you all for the support of the port and also we're looking for a building because we're at Fisherman's Wharf and in a year | 00:39:17 | |
| we will no longer Carl's the Adventure Park. | 00:39:22 | |
| Will be taking over the park so we're really open if you. | 00:39:28 | |
| Primary people we serve our Oxnard and Port Wayne EMI youth. | 00:39:32 | |
| And we've had great success, 95% of them report. | 00:39:36 | |
| That their mental health has improved and 96% their substance use. | 00:39:40 | |
| Has reduced since coming to Nate's place. | 00:39:45 | |
| So. | 00:39:47 | |
| That's it. Thank you for your time. Thank you. | 00:39:49 | |
| Mayor, that concludes in person public comment, but I have two written comments. | 00:40:00 | |
| The first one is from Jeffrey Scarberry. | 00:40:05 | |
| Near the end of the last council meeting, there was an announcement made regarding a council member working with the Reach | 00:40:08 | |
| nonprofit organization. | 00:40:11 | |
| On a new city mural. | 00:40:15 | |
| Although few details were mentioned, it sounded like something related to the City Heroes history. | 00:40:17 | |
| And heritage policy section regarding public art. | 00:40:22 | |
| Whatever the appropriate process may be moving forward. | 00:40:25 | |
| Please operate in full transparency with the entire City Council. | 00:40:28 | |
| The Citizens Advisory Commission and the general public. | 00:40:32 | |
| Thank you. | 00:40:35 | |
| Just because it's relevant to those last two speakers, the Citizens Advisory Commission was mentioned, which, yes. | 00:40:40 | |
| That process goes through the Citizens Advisory Commission. | 00:40:46 | |
| But also. | 00:40:49 | |
| I think. | 00:40:51 | |
| Perhaps the speaker about Nate's place, maybe you were attending because I think a week or two from now we're having our. | 00:40:52 | |
| Community Benefit Fund Application workshop. | 00:40:59 | |
| And I didn't put two and two together, but so that is going to happen. | 00:41:02 | |
| City Clerk, Do you remember the date for that? April 14th? | 00:41:07 | |
| April 14th. | 00:41:10 | |
| So just so you're aware, and I think we've invited everybody to attend that, including your representatives. | 00:41:11 | |
| The next one is from Sochi, Gomez. | 00:41:18 | |
| Greetings Mayor McQueen, Legend Mayor Pro Tem Lopez, and council members Gama, Hernandez and Perez. | 00:41:21 | |
| I write this letter in support of the Port of Winimi and their community engagement. | 00:41:27 | |
| The port is truly committed to the community, specifically here in Port Hueneme and including S Oxnard. | 00:41:31 | |
| I am a counselor at Winami High School and appreciate the ports willingness. | 00:41:37 | |
| To collaborate with local schools and nonprofit entities. | 00:41:41 | |
| I have witnessed many of our students enjoying learning about the port through port tours, participation in the Global Trade and | 00:41:44 | |
| Logistics class. | 00:41:48 | |
| The FIRST Robotics Competition and the famous Banana festival. | 00:41:52 | |
| Many of our Winimi High School students have participated in volunteer opportunities with the port. | 00:41:56 | |
| Including the past 5K run, Santa to the Sea and the Banana Festival. | 00:42:01 | |
| When I contacted the port last year for a food donation for a graduating senior class of 2024, we were gracious to receive | 00:42:05 | |
| bananas, bottled water and lip balm to give our students as they participated. | 00:42:11 | |
| In 2 days of senior activities and graduation practice. | 00:42:16 | |
| The Community engagement team and the poor as a whole is truly committed to collaboration and building and strengthening our | 00:42:20 | |
| community. | 00:42:23 | |
| I look forward to continued success from the port of Winami. | 00:42:27 | |
| Sincerely, Sochi. | 00:42:30 | |
| And that concludes public comment. | 00:42:32 | |
| Great. Thank you. | 00:42:34 | |
| And thank you to all who have provided public comments on this evening. | 00:42:40 | |
| Will now move to the approval of the agenda. | 00:42:44 | |
| Are there any corrections to the agenda? | 00:42:48 | |
| If not, can I get a motion in a second? | 00:42:51 | |
| Move to approve second. | 00:42:53 | |
| Great, Madam Clerk. | 00:42:55 | |
| All in favor, aye. All opposed. | 00:42:57 | |
| Hearing none, motion passes unanimously. | 00:43:00 | |
| Great. Do we have any members of the Council who have a conflict of interest for any of the agenda items? | 00:43:03 | |
| OK, well now recess the City Council meeting and call to order the Housing Authority regular meeting. | 00:43:12 | |
| The time is now 712. | 00:43:18 | |
| Madam Clerk can get a roll call. | 00:43:24 | |
| Member Brown. | 00:43:26 | |
| Here Member Blackwell. | 00:43:27 | |
| Here, remember Gama. | 00:43:29 | |
| Here. Amber Hernandez here. Member Perez here. | 00:43:30 | |
| Vice Chair Lopez. | 00:43:34 | |
| Here and chair Mayor. | 00:43:35 | |
| Here. | 00:43:38 | |
| OK, we will now hear public comments related to the housing. | 00:43:40 | |
| No public comments for Housing Authority. Great, thank you. | 00:43:45 | |
| OK, go right ahead. | 00:43:50 | |
| If I can just note I know it's not on the agenda, but I have a feeling I just want to. | 00:43:55 | |
| Note for everybody in the audience, I have a feeling most people are still here for the port presentation. | 00:43:59 | |
| So I just wanted to note because we. | 00:44:04 | |
| Have to. | 00:44:06 | |
| Recess into the Housing Authority meeting to approve the Housing Authority item and then the next three items after that will be | 00:44:07 | |
| the presentations. | 00:44:11 | |
| The third presentation is the port presentation. | 00:44:14 | |
| Just in case anybody's wondering what's happening right now. | 00:44:17 | |
| So we'll, we'll work through this part. We expect it to be fairly quick. Yes, great. Thank you. | 00:44:20 | |
| And we'll move now to consider the Housing Authority consent calendar, which will be enacted in one motion. | 00:44:26 | |
| Unless an authority member. | 00:44:33 | |
| Asked to pull. | 00:44:36 | |
| Any items full? | 00:44:38 | |
| If not, can I get a motion and a second? | 00:44:40 | |
| Move to approve. | 00:44:42 | |
| 2nd. | 00:44:44 | |
| Madam Clerk, all in favor. | 00:44:45 | |
| Aye, all opposed. | 00:44:47 | |
| Hearing none, motion passes unanimously. | 00:44:49 | |
| Thank you. | 00:44:54 | |
| All right. | 00:44:59 | |
| Let's see #3 Housing Authority business items. | 00:45:01 | |
| Request for out of state travel. | 00:45:06 | |
| Yes. And I'll keep it very brief because I know we're. | 00:45:08 | |
| I think trying to get to the presentations. | 00:45:12 | |
| We had said. | 00:45:15 | |
| Earlier this year that with our. | 00:45:17 | |
| Travel budgets and conference related training. | 00:45:20 | |
| Conference and training related budgets getting very tight. | 00:45:23 | |
| Due to our budget constrictions. | 00:45:27 | |
| That whenever we have somebody do out of state travel, we would come forward and explain briefly why. | 00:45:31 | |
| We're doing that and why it's important. | 00:45:39 | |
| And so this item is an out of state travel for our housing specialist to attend the Housing Opportunity through Modernization Act. | 00:45:41 | |
| Summit in Las Vegas, NV from May 6th through May 8th. | 00:45:50 | |
| We noted at that time that especially if we're sending our somebody to Vegas, we'd explain why we're doing that and and that it's | 00:45:55 | |
| a. | 00:45:58 | |
| For a good reason and so. | 00:46:03 | |
| I just wanted to reiterate to everybody this. | 00:46:04 | |
| Conference is actually a once a year conference that is intended to get everybody up to speed on all housing related rules. | 00:46:07 | |
| And housing is an area where we want to be up to date because of potential liability and concerns. | 00:46:13 | |
| That could arise. | 00:46:20 | |
| So this is the once a year training. They're holding it. They are holding it in Vegas. They aren't holding it anywhere closer to | 00:46:21 | |
| us. But the good news is Vegas is actually relatively cheap travel. | 00:46:26 | |
| For for us as well, so. | 00:46:32 | |
| So we are recommending sending our housing specialists to that training to get trained on all of these issues. | 00:46:34 | |
| And then we're only sending one person with the idea that they'll come back and help educate everybody with what they've learned. | 00:46:40 | |
| So. | 00:46:43 | |
| We recommend that the council are. I'm sorry that the Housing Authority approve that out-of-state travel. | 00:46:47 | |
| For that conference. | 00:46:52 | |
| Great. Are there any questions? | 00:46:54 | |
| Any public comments? | 00:46:57 | |
| No public comments. Great. Thank you. We've heard the recommendation. Is there a motion and a second? | 00:46:59 | |
| No, we don't have any questions. | 00:47:08 | |
| City manager gave the entire report. | 00:47:10 | |
| Housing specialist is going to be attending. | 00:47:14 | |
| Yeah. | 00:47:18 | |
| Did you have anything? | 00:47:19 | |
| Yeah, OK, great. | 00:47:21 | |
| There are. If there aren't any questions, let's go ahead and take a motion in a second. I'll make the motion to approve. | 00:47:22 | |
| 2nd. | 00:47:28 | |
| All in favor, aye. All opposed. | 00:47:31 | |
| Hearing none, motion passes unanimously. | 00:47:34 | |
| Great. Thank you. | 00:47:37 | |
| Are there any authority member reports? Does anyone have anything to report? | 00:47:39 | |
| No, no. | 00:47:44 | |
| If there are no nothing to report, we're going to adjourn. | 00:47:47 | |
| From the Port Hueneme Housing Authority regular meeting and reconvene to the City Council. | 00:47:52 | |
| Meeting. | 00:47:58 | |
| OK. | 00:48:05 | |
| We're going to move to presentations we have. | 00:48:06 | |
| Two proclamations we'll be reading this evening. The 1st is the autism. | 00:48:10 | |
| Acceptance Month Proclamation. | 00:48:17 | |
| Thank you. | 00:48:20 | |
| You OK, Johnny? | 00:48:21 | |
| Yeah. | 00:48:24 | |
| OK. | 00:48:27 | |
| All right. | 00:48:35 | |
| OK, sorry, I should have added. So I like to call up Ashley Pope on behalf of the Autism Society Ventura County. | 00:48:42 | |
| And then we're going to have Councilmember Gama read the proclamation. | 00:48:50 | |
| No, you could. We're going to present you with the proclamation after I read it, but if you could introduce. | 00:49:01 | |
| What you do and how you do? | 00:49:07 | |
| I did come with something prepared for you guys today. Good evening, Port Wayne Amy City Council. | 00:49:10 | |
| Thank you for the opportunity to speak with you in recognition of Autism Acceptance Month this April. | 00:49:16 | |
| My name is Ashley Pope, and I'm here tonight as the proud president of Autism Society Ventura County. | 00:49:21 | |
| And of course, we're proud to accept the proclamation. | 00:49:26 | |
| On behalf of the organization, as well as on behalf of the many autistic residents who contribute to the wonderful city of Port | 00:49:30 | |
| Hueneme. | 00:49:33 | |
| And the families like mine, families who love someone with autism. | 00:49:37 | |
| This April, more communities across the. | 00:49:41 | |
| The country are shifting from awareness to acceptance. | 00:49:43 | |
| Awareness asks us to notice that autism exists, which was important about 20 years ago. | 00:49:47 | |
| At this point, most people are aware of autism. To move to acceptance invites us to build a world where autistic people are truly | 00:49:53 | |
| valued. | 00:49:57 | |
| Included, supported and feel a true sense of belonging. | 00:50:01 | |
| Autism Society, Ventura County We celebrate autism as a natural variation of the human experience. | 00:50:04 | |
| Autism effects how people communicate, process information, and interact with the world. | 00:50:09 | |
| One in 36 children born today will be diagnosed with autism. | 00:50:14 | |
| And countless adults, many undiagnosed, navigate life on this spectrum without the critical support that they need. | 00:50:19 | |
| Here in Port Hueneme, autistic individuals are our neighbors, students, Co workers, friends and family members. They are the | 00:50:25 | |
| artists, the problem solvers, entrepreneurs and the advocates. | 00:50:30 | |
| They bring insight, innovation, and unique perspectives that enrich our entire community. | 00:50:36 | |
| Acceptance isn't just a warm feeling, it's a commitment to action. It's ensuring inclusive education. | 00:50:41 | |
| It's designing public spaces that accommodate sensory needs. | 00:50:47 | |
| It's training first responders to understand neurodivergence and its hiring practices that recognize the value of neurodiverse | 00:50:50 | |
| neurodiversity in the workspace. | 00:50:54 | |
| We would actually like to recognize you all today. | 00:50:59 | |
| Council members and the city of Fort Wayne Amy staff because although Porto Anemia is one of the smallest cities in Ventura | 00:51:03 | |
| County. | 00:51:06 | |
| Your initiative and drive for inclusivity are some of the most progressive and among the very most impactful. | 00:51:09 | |
| The City of Port Enemy was among the first to add inclusive community into your council goals. | 00:51:16 | |
| You've also invested in inclusive events and infrastructure, including the recent inclusive swing sets on your beautiful beach. | 00:51:21 | |
| And when it comes to your Police Department, you could not have a greater champion for disability awareness and inclusion. | 00:51:29 | |
| And Police Chief Michael Federico. | 00:51:34 | |
| Who was actually named our Awesome in Autism First Responder of the Year in 2024? | 00:51:36 | |
| We thank you for leading the way. | 00:51:42 | |
| This Autism Acceptance Month, Autism Society Ventura County affirms our commitment to more. | 00:51:44 | |
| Just an inclusive future through our extensive community, education and advocacy initiatives. | 00:51:49 | |
| Our largest event each year is ought to run and this year will be our 13th annual out at CSU CI on April 27th. | 00:51:55 | |
| We invite you to all join us. | 00:52:03 | |
| As well as everyone here tonight and you guessed it, Port Wineemi is a sponsor so just thought I would throw that in there for | 00:52:05 | |
| tonight. | 00:52:08 | |
| We hope to see you all out there. | 00:52:12 | |
| On behalf of Autism Society Ventura County, we thank you this. | 00:52:14 | |
| City of Port Hueneme for your leadership and inclusive services. | 00:52:18 | |

| Together, we can continue to build a community where everyone belongs. So thank you. | 00:52:25 | |
| Thank you. | 00:52:30 | |
| Thank you, Ashley. The first time I met you was a couple years ago at the mall. And how big was the puzzle that we worked on? Oh | 00:52:34 | |

| 60,000 pieces, so 61,000 piece puzzles. Thank you for coming out. We did. | 00:52:46 | |
| Puzzling with a politician puzzles in politics. That was fun. It was fun. I brought my family and. | 00:52:52 | |
| You didn't lose a piece. | 00:52:58 | |
| And I thought, there's no way you're gonna finish it. And they finished it, and it was amazing, right. OK, that was a lot of fun. | 00:53:00 | |
| That was fun. That was a lot of effort. OK, here we go. I'm gonna read this proclamation. | 00:53:06 | |

| Very good. Thank you. | 01:00:42 | |
| All right, 1/2. | 01:01:05 | |
| All right. We're going to move on to item number six, the state of the port. | 01:01:17 | |
| We'd like to welcome Kristen Dicus, the CEO and Port Director and Oxnard Harbor District to present the state of report. Thank | 01:01:22 | |
| you. | 01:01:27 | |
| OK, good evening, Mayor, Mayor Pro Tem and honorable members of City Council and City Manager. It's a privilege to be here this | 01:01:31 | |
| evening in front of all you to deliver our annual State of the Port. | 01:01:37 | |
| And I thought it'd be nice to. | 01:01:42 | |
| Start out with offering that we celebrate today. | 01:01:45 | |
| Over 87 years of history and this parade here is actually. | 01:01:49 | |
| A groundbreaking parade from 1939 when we. | 01:01:54 | |
| Built the port of. | 01:01:58 | |
| And I think it says something to all the collaboration about our city family, our port family and the folks that joined us today | 01:02:00 | |
| are really part of our joint city port community. And again, I just like to recognize some of the people that came out that we | 01:02:06 | |
| work with and we partner with from the business community, nonprofits, educators. | 01:02:12 | |
| Including in Lacasse, Channel Islands, Navy League, Real Guppy, Merido Foundations, Nate's Place, our wonderful workforce and | 01:02:20 | |
| Iowa. | 01:02:24 | |
| Louisiana excuse me Luana 585 and our trades are Disabled American Veterans, LULAC community representatives that have been here | 01:02:30 | |
| Latino Health Association aim. | 01:02:36 | |
| AIM Academy and Samara to name a few. But this is really our family, our partners, and that's what makes us strong. It's really a | 01:02:42 | |
| fabric of who we are and our DNA. | 01:02:46 | |
| So after that video, I know James, city manager and in the team when we went to DC, this was our mantra. You can't have Kermis | 01:02:54 | |
| without commerce, without community. You can't have community with commerce. And I really believe that's true. And I think that's | 01:03:00 | |
| why we work so well as a city and community and port to collaborate. | 01:03:05 | |
| So I'd like to introduce my harbor commissioners that are here with me this evening. We have the President of our board, | 01:03:11 | |
| Commissioner Jess Ramirez. | 01:03:15 | |
| And also our longest standing commissioner, Commissioner Jess Herrera. | 01:03:18 | |
| For this this evening. | 01:03:22 | |
| So just a quick reminder in how the Port of Winnemi works, we're a little different than the other ports of California were | 01:03:27 | |
| governed by a body of five elected harbor commissioners. The other ports in California are actually owned by the state and then | 01:03:31 | |
| they're entrusted the communities and then the mayors appoint harbor commissioner. So we're really our own autonomous local | 01:03:36 | |
| government, government governance. | 01:03:41 | |
| And as that. | 01:03:46 | |
| We do not collect any money from the taxpayers, so our goal is really being voted by the community, is to serve the constituents | 01:03:48 | |
| that live here, to create economic and social good by having access to the global stage for trade. | 01:03:55 | |
| So we don't want to become a rich port. Our goal and our DNA and our mission is to enrich our community. | 01:04:03 | |
| It's true. | 01:04:11 | |
| So here we are. Let's deliver the state of the port. | 01:04:15 | |
| Some things and facts people might not know when you're in the backyard of the San Pedro, big ports, LA and Long Beach. People | 01:04:18 | |
| might not realize our total footprint in the global trade, but we are actually ranked in the nation's top 10% of all the nations | 01:04:24 | |
| ports. We move about 18 billion on an annual basis. | 01:04:30 | |
| We are the number one West Coast banana port and we are also the number one West Coast blueberry port, so growing some new cargoes | 01:04:35 | |
| there. We're the 4th largest container port in California, 6 on the West Coast, 5th largest auto port in the nation, and 24th | 01:04:41 | |
| largest container port in the country. | 01:04:47 | |
| And these guys, the longshore here, they move all that cargo. Thank you. | 01:04:55 | |
| Thank you. | 01:05:00 | |
| We have grown about 80% over the last decade and our growth turns into prosperity for our community. | 01:05:02 | |
| We have also, with that growth, retired our debt. I think it's fair to say I haven't checked the stats, but I'm pretty sure we're | 01:05:10 | |
| the only port in the country with no debt. | 01:05:14 | |
| And hats off to our CFO here, Austin Young are put together wonderful Appers every year, but we have gotten 14 awards in a row for | 01:05:19 | |
| our accounting practices. So congratulations Austin. | 01:05:25 | |
| Revenue sharing, just to touch on this quickly, as you know, we have several contracts in play right now with the 1983 agreement, | 01:05:37 | |
| 8795 and then the settlement agreement from 2015. | 01:05:43 | |
| And city attorney, I know we owed you those questions and we did get them to you today. So you'll get it will give you a minute to | 01:05:49 | |
| look at them. | 01:05:52 | |
| But if there are follow up questions we did based on the last meeting where you're discussing those, we got those back to you. So | 01:05:55 | |
| thank you. I did receive those questions this afternoon. I have a couple comments that I'll respond to Mr. Duran on. OK, thank | 01:05:59 | |
| you. OK. | 01:06:04 | |
| But in in the big picture here, let's look what these revenue sharing accounts have turned into over the years. Starting in 1983 | 01:06:09 | |
| with the first agreement, there was a $24,000 allocation to the City of Port Winnie. | 01:06:14 | |
| For the business at the port today, that number is actually risen all the way up to 3 million. | 01:06:20 | |
| And those funds actually are 11% of our budget and the second largest part of your city budget, so certainly critical to both. | 01:06:26 | |
| The port in the city to see these contributions to support. | 01:06:37 | |
| This year your Police Department at 1.6 million in Rd. repairs at 800,000 and we understand and appreciate that those services are | 01:06:40 | |
| incredibly important to us as well and the success of the port to have strong policing. So thank you for that and I'm and and. | 01:06:48 | |
| Again, this is all from the ports revenues that help provide these vital community services. | 01:06:55 | |
| All right. To touch quickly on the 2015 settlement agreement in the Community Benefit Fund, if the port makes more than $13 | 01:07:03 | |
| million a year, $100,000 goes into an account and we use that funding to go and support. | 01:07:11 | |
| What we call community benefit fund programs and today we've averaged we've invested about $1.13 million. | 01:07:18 | |
| And of most recent project was the 5K race and health fair. And I think it was a wonderful event both for our community or city | 01:07:26 | |
| and our port. And I think those are the kinds of great things that we can do together and that really was the spirit. | 01:07:32 | |
| Of the community benefit fund was to have the port in the city to come together to do good for the community so. | 01:07:39 | |
| Again, the very successful program there as we continue to pursue that. | 01:07:46 | |
| Overall, the health of the port is very important to the economic backbone of our bent Torah County GDP. We are the highest | 01:07:51 | |
| performing segment of GDP. | 01:07:55 | |
| And that's important to us as a county and to a district into a city for several reasons. 1 When it comes down to the economic | 01:08:00 | |
| output that the port generates, we've grown in that decade from 800 million economic engine to a 2.8 billion economic engine. | 01:08:09 | |
| In terms of tax revenues that go into the communities from the various activities of the port, they've grown 224% in the last | 01:08:18 | |
| decade from 53.4 million to 236,000,000. | 01:08:24 | |
| And jobs have grown up and explosive 144% from 10,000 jobs to 24,000 jobs. | 01:08:30 | |
| And when you look at that from a direct jobs where the. | 01:08:37 | |
| About four 3400 direct jobs, but this happens to be one of my one of my favorite slides because if you look at the people. | 01:08:41 | |
| That work at the port, they live in your city, they live in the Oxnard district so. | 01:08:48 | |
| 11% of the people that work the port live in the city, 63% live in the Oxnard Harbor District, and 95% of the people live in the | 01:08:54 | |
| county. And these are good, high paying, quality jobs that sustain families. | 01:09:00 | |
| So it very important work and we're proud to be a community employer. | 01:09:06 | |
| I think one other thing I'd like to touch on quickly before I jump into the strategic plan is that we do also share our harbor | 01:09:16 | |
| with Navy based Ventura County. | 01:09:20 | |
| And we have a great joint use agreement that was actually developed on the watch of our 2 harbor commissioners sitting here. But | 01:09:25 | |
| what we do is when we use Navy infrastructure to support commercial operations, we don't pay the Navy rent. We pay them in | 01:09:31 | |
| infrastructure. And we build and support our local military, which is another very important function of our commercial seaport. | 01:09:38 | |
| And we also have a customer on base. | 01:09:45 | |
| Who does the same thing? They lease 8. They lease 90 acres real estate on the Navy side. | 01:09:48 | |
| And they also don't pay rent, they pay an infrastructure improvement. So over the last 10 years between the port and the Navy, | 01:09:54 | |
| about $90,000,000 has gone into our local military. | 01:09:59 | |
| We just in January adopted our strategic plan. It is posted online on our website. It was a four year open, transparent process. | 01:10:09 | |
| We had six workshops, over 500 surveys, 50 interviews. | 01:10:15 | |
| And I do want to point out that we really did try to listen to the comments from the community. So if you go into the community | 01:10:22 | |
| section. | 01:10:26 | |
| We can show you the comments we received and how we really tried to integrate those comments into the strategic plan. We're happy | 01:10:30 | |
| to sit down with you and go over those, but it was important to us to take the community feedback and integrate it into our | 01:10:35 | |
| strategic plan. | 01:10:40 | |
| As part of that development of the plan, we also did due diligence and we did surveys through a program called Alpha View. | 01:10:45 | |
| Which actually really looks at the demographics of a community when it does its polling and it will stop taking votes or surveys. | 01:10:52 | |
| From certain segments of the community once they realize the general percentage of that cohort, so. | 01:11:00 | |
| Me, 56 year old white woman, once they had enough of us, they're going to stop taking surveys from from that demographic. And So | 01:11:06 | |
| what we learned in these communities where we did this polling for the Oxford Harbor district. | 01:11:12 | |
| Is that? | 01:11:18 | |
| The Community does support the port and economic expansion and prosperity, and particularly so when we do it with a nod to the | 01:11:19 | |
| environment. | 01:11:23 | |
| We're also working hard to modernize our operations. We've gone from what's called break cargo into containers. This is different | 01:11:33 | |
| way to move cargo and we really need to modernize our docks. And we're proud to say we were the recipient of an $80 million grant | 01:11:38 | |
| from our governor. | 01:11:43 | |
| Plus local transportation boards like the Ventura. | 01:11:48 | |
| Ventura County Transportation Commission has brought significant funding into the port to help us build up our infrastructure. So | 01:11:52 | |
| today from those particular grants, we have about $160 million in capital work. And when you add in our environmental grants, that | 01:11:57 | |
| number actually goes up significantly further. | 01:12:03 | |
| And who gets all of the work that comes in through the ports are wonderful. Iowa. Hey, guys, take a bow. Chapter 46. Thank you. | 01:12:09 | |
| These guys work during Covic, they put themselves on the front end of the supply chain and they do it day in, day out. I'd say the | 01:12:19 | |
| best workforce in in the West Coast for Iowa. We enjoyed that partnership. | 01:12:25 | |
| And then we also have a project labor agreement with our trades group. So when we build those hundreds of $1,000,000 worth of | 01:12:31 | |
| projects, they're going to our local trades because it's important we give and build the opportunity for our local trades to get | 01:12:37 | |
| this work. We recognize this. They have that programs, apprentice programs. | 01:12:42 | |
| And what's been really cool to watch is to build up a workforce and maritime construction that didn't exist here before. So again, | 01:12:48 | |
| thanks to the leadership of our Board of Harbor Commissioners for having the wisdom to do this. PLA. | 01:12:53 | |
| And thank you to our trades for building great projects on time and on budget. | 01:12:59 | |
| So as I deliver the state of the port, I'm pleased to report that we are continuing to be very committed to our environment. We | 01:13:07 | |
| have an environmental program, we are what's called Green Marine Certified. We're the first port in California to do this, which | 01:13:13 | |
| means a third party auditor comes in and to get improved report card year over year. | 01:13:20 | |
| You have to demonstrate success and advancement in progress, so you have to keep moving forward in the environmental work. And | 01:13:26 | |
| these sections of our environmental framework are where we invest our dollars in environmental. | 01:13:32 | |
| Stewardship, including soil and sediments, marine resources, water quality, energy, climate and air quality, and we have about | 01:13:39 | |
| $100 million worth of environmental projects in play. | 01:13:44 | |
| Right now. | 01:13:49 | |
| We are also committed to being, we think we can do it be the the nation's first zero emission port. | 01:13:51 | |
| We received a $43 million grant from the EPA that's going to transform 95% of our handling equipment to battery electric with | 01:13:58 | |
| grants that I mentioned from the state and from the VCTC. We're electrifying our port, so you'll be able to plug in ships | 01:14:04 | |
| everywhere at every birth. We have hybrid plug-in cranes. We're getting electric sweeper to protect our groundwater. We all saw | 01:14:11 | |
| what happened during that big storm. So that's exciting equipment coming. And then we also have a big solar project in play. | 01:14:18 | |
| But we commit and we're going to set the goal to be 0 emission by 20-30 for those. | 01:14:24 | |
| Handling equipments and things that we can control. | 01:14:30 | |
| We recently and Friday, I'm excited to report we got another $4 million from the VCTC to help build the shoreside power on North | 01:14:33 | |
| Terminal. | 01:14:38 | |
| That said, I think we all remember this day, December 21st, 2023 when the water came down like an atmospheric river and that it | 01:14:44 | |
| was indeed and it took out our substation for shoreside power. So we are pleased to report today that we are getting $40 million | 01:14:52 | |
| from the Cal OES to rebuild this system. We have done all of the permitting and it sits in. | 01:15:00 | |
| Mr. Vegas Desk now he's only had it a week, so we'll give him a second to review and get the permits back to us. But once those | 01:15:08 | |
| come back out, we'll be going out to bid and get the system back online. And then in the interim, we are using the emission | 01:15:14 | |
| control system, bar systems to collect emissions from the stack of the vessels with a, I guess the contraption that you see here | 01:15:20 | |
| that we call stacks. | 01:15:25 | |
| So the emissions are sucked out of the stack, they go on to that barge and then they're treated and they are released as an | 01:15:31 | |
| innocuous gas. We only have one of these online right now because we also have to use them to support our auto cargo because they | 01:15:37 | |
| are actually being regulated right now as January 1st, 2025. They have to be 0 emission at birth. But we are receiving another | 01:15:42 | |
| barge within the next month. So we'll have all systems going here and do our best to keep these vessels 0 emission when they're at | 01:15:48 | |
| birth. | 01:15:54 | |
| We also, I think some of the comments came out today, but we continue to collect data on our air with the EPA reference grade | 01:16:01 | |
| monitors. We collect data on the air quality every second, every day and we post this data and we try and boil it down into | 01:16:06 | |
| something the community can understand. We're happy to work with everybody to tweak that, but we do care about our air and we do | 01:16:11 | |
| measure it. | 01:16:16 | |
| On the community front, we do hear you. We know that trucker safety is a big priority for this city. We have put out a Flyers and | 01:16:25 | |
| posters, will continue to signage, continue to work with the Chief on ways to best control and mitigate any truck traffic. | 01:16:33 | |
| Concerns, especially with speeding and those sorts of things, we encourage our drivers to slow down. | 01:16:41 | |
| And be responsible storage to the community as they move through into our city streets. | 01:16:46 | |
| We also have done noise studies. | 01:16:52 | |
| We spent $3000 on these studies and what they told us is that. | 01:16:55 | |
| They do not violate city ordinances and much of the local neighborhood news noise is more of an issue. | 01:17:01 | |
| Than what is happening at the port. And so we did hear you, we did do these studies and we believe that if we did them again | 01:17:08 | |
| today, this was done in 2021, we'd have the same findings because the operations of the port are literally the same. | 01:17:15 | |
| In terms of some of the other community partnerships, I think you heard from a lot of folks to the Today, but. | 01:17:25 | |
| We really want to. | 01:17:31 | |
| Bring back to the community what we can when we have high performing operations and revenues. | 01:17:33 | |
| And so we have done distributions at Booker Park, we have supported the Beach Festival, winning ME Explorers car show, | 01:17:39 | |
| Thanksgiving meal distributions. | 01:17:44 | |
| We can apply together for FEMA grants and we brought 1.5 million to the Police Department through the federal grants. | 01:17:49 | |
| We have our Banana Fest, the jobs of the residents that actually comes out to a big number there that you all see $25 million in | 01:17:56 | |
| payroll a year. And then we have our trade and logistics class and our community tours that we do for the for the students here. | 01:18:04 | |
| In terms of port, when you need businesses, it's really a goal of ours. | 01:18:14 | |
| To support the businesses in your in your city. And so we actually at Christmastime we get vouchers for all the longshoremen as a | 01:18:17 | |
| celebration of their year success. And we give these vouchers to them to go spend money in local restaurants. We always try to use | 01:18:24 | |
| local restaurants for catering events and these are some of the folks that we've worked with, but it's important for us to. | 01:18:30 | |
| Support the people that are doing business in Port of Winnie me. | 01:18:37 | |
| Likewise with the nonprofits, the Boots on the Ground groups here that change lives. We want to see them do that. We want to | 01:18:43 | |
| sponsor and support those organizations that are so. | 01:18:48 | |
| Invaluable to all different groups in our community, from the vets to the students to education, you name it, we want to be there | 01:18:53 | |
| to help autism, as you heard earlier tonight. | 01:18:58 | |
| And then pleased to report about 60 students have gone through our global trade and logistics class at the port. For those of that | 01:19:07 | |
| familiar with that we have. | 01:19:11 | |
| Two cohorts of high school students that come out. | 01:19:16 | |
| And do a customer a semester programs with us. They run about 11:00 or so weeks. | 01:19:19 | |
| They come after school once a week, they get trained by a maritime expert and coached in how to seek opportunities in maritime | 01:19:24 | |
| careers. And then the excelling students get paid internships with us and we've had many participants from Winning Me High School. | 01:19:31 | |
| And then we have over 1000 students come to the port for port tours and we'll pay for busing. | 01:19:37 | |
| They have a gem in their backyard and we want to make sure students have access and learn about this at a very young age. | 01:19:43 | |
| So that's been a wonderful program that we've been working with the local educators. | 01:19:49 | |
| And then finally this section. Here I call. What's up doc? A few quick highlights. | 01:19:54 | |
| I was in Washington, DC for the American Association of Port Authorities conference and took the opportunity when being there with | 01:19:59 | |
| my commissioner, Commissioner Hodge. | 01:20:03 | |
| And we met with the US Army Corps. | 01:20:08 | |
| Engineers Headquarters District. | 01:20:10 | |
| And then follow up to that, I also had a meeting with the local sector here in LA. | 01:20:13 | |
| Because we have our own donor equity project as you can see here, 2.2 million that we're trying to get in the work plan. And so we | 01:20:19 | |
| had a very constructive meetings in both places. | 01:20:23 | |
| And as we understand it, $8 million is going into the work plan for the mid year dredge. | 01:20:27 | |
| So that was the news that was come from those sessions that came back to me. So that's good momentum there. | 01:20:34 | |
| Tariffs. I'll just. | 01:20:40 | |
| I wanted to bring this up because I actually think today is a day that. | 01:20:43 | |
| We all want to stand strong together and I ask you to support your port clearly. | 01:20:48 | |
| This is somewhat of a stressful time for our industry. A 25% tariff on automobiles is a very big tariff. | 01:20:52 | |
| When we talk to our customers. | 01:21:00 | |
| We feel that they think this is a. | 01:21:03 | |
| Approached by our president to negotiate and get people to the table. So we're hoping they don't stick and they're not making any | 01:21:06 | |
| knee jerk reactions. So we expect volumes to remain the same for the short term. | 01:21:13 | |
| But as things evolve and things become more permanent, it's really hard to say what's going to happen. And so we ask today if you | 01:21:20 | |
| look at these other tariffs and all the countries that we do business with. | 01:21:26 | |
| South Korea 25%, Germany 20%, United Kingdom 10%, Japan 24%. | 01:21:32 | |
| Sweden 10%. Guatemala 10%. Costa Rica 10%, Ecuador 10%. | 01:21:39 | |
| So these are items that we're paying very close attention to. We're working very closely with our customers. | 01:21:45 | |
| To see what it means for their business. There's something else in play. I don't know if you've heard of it, but it's called a, | 01:21:52 | |
| it's under the US Trade Representative office, and it's a fleet rule that's coming out. | 01:21:58 | |
| Where if fleets have vessels built in China they could charge up to a 3 1/2. | 01:22:04 | |
| Fee per vessel per port call in the United States. | 01:22:10 | |
| So clearly that would have extremely profound impacts on how cargo moves and the supply chain. | 01:22:15 | |
| So I guess tonight I leave you with a call to action is to support your report. Help us navigate through these times. We'll keep | 01:22:21 | |
| your well informed. Clearly we would rely on one another. | 01:22:26 | |
| And this is a time for unity and, and to work together to navigate the interesting moment in in trade policy that's happening in | 01:22:31 | |
| Washington. | 01:22:35 | |
| And in closing, this is my last slide. I do put these up here. We have launched an Everbridge system for the community. If you | 01:22:41 | |
| text port info 888777, we will use that to send out alerts and notifications to the community partners so that they can get | 01:22:48 | |
| information when things might be a little different going on the port. We'll make sure people are informed. And then our Harbor | 01:22:55 | |
| Master office is open 24/7, 805-488-4615. | 01:23:02 | |
| For folks to come and if there's an immediate concern, that's the number to call, so. | 01:23:10 | |
| Please keep us informed. We want to hear you. We want to take. | 01:23:15 | |
| Your comments very seriously and we want to work with you to make port when Amy and the port of winning me a better place. So | 01:23:18 | |
| thank you for your time this evening. | 01:23:23 | |
| I appreciate it. | 01:23:27 | |
| Thank you. | 01:23:29 | |
| So thank you. | 01:23:35 | |
| Just at this time I will take I will allow clarifying questions. If you have any clarifying questions to what was presented, this | 01:23:36 | |
| is your time. Anyone have questions? | 01:23:41 | |
| No questions. | 01:23:48 | |
| Councilmember Gama. | 01:23:50 | |
| Can you explain the? | 01:23:51 | |
| Tech support info. | 01:23:53 | |
| How that works and does it push information out? Because I'm thinking about this event on Friday with the admission and the. | 01:23:56 | |
| Wins working against us. | 01:24:03 | |
| Is there a way to notify? | 01:24:06 | |
| Not necessarily the. | 01:24:09 | |
| Residents of the city of Port Hueneme, but the residents who live in very close proximity to the port of Winami, because I think | 01:24:12 | |
| sometimes you know. | 01:24:16 | |
| That's the community that. | 01:24:20 | |
| Faces the biggest impacts and we did have that situation on Friday. Yes, fair question. So if you text 888. | 01:24:22 | |
| 777 and put import if you that signs you up for the Everbridge system and then we will put push out those notifications. That's | 01:24:29 | |
| the goal to keep you informed. If there's something unusual happening that doesn't and you might smell something, see something | 01:24:35 | |
| there might be an exercise any of that, it will get the local community informed. Yes, that's the goal. | 01:24:41 | |
| Great Councilman. | 01:24:49 | |
| Hernandez, thank you Aztecas for your presentation. I have a one question regarding your presentation. Can we get a copy of that? | 01:24:51 | |
| Of course you may. Yes, I don't think. And thank you for everything you do for our community, our workforce, our labor unions. And | 01:24:56 | |
| I want to also thank you for the. | 01:25:01 | |
| The work he did during Women's History Month and all the leadership that you build among our women and the women at the port, | 01:25:08 | |
| thank you for that. Thank you. | 01:25:12 | |
| All right. Thank you so much for your presentation. No more questions. | 01:25:24 | |
| OK, back to business. We'll move to consent calendar. | 01:25:34 | |
| We will now consider the Consent calendar. All items will be. | 01:25:40 | |
| Will be enacted in one motion unless there is. | 01:25:46 | |
| Someone would like to pull an item. Any items need to be pulled. | 01:25:50 | |
| I like to pull item 11. | 01:25:53 | |
| Item 11. | 01:25:55 | |
| I'd like to look at #9 and maybe we 2 minute break might be in order. | 01:25:56 | |
| What did you say 9 and 9/11/11? | 01:26:02 | |
| So, umm. | 01:26:04 | |
| Move to approve items. | 01:26:05 | |
| Except 9:00 and 11:00. | 01:26:09 | |
| One through 12. | 01:26:11 | |
| Leaving out items 9:00 and 11:00, You mean 7 through 12, right? 7/7, 8:10 and 12:00? | 01:26:14 | |
| Always defer to the Yeah, I didn't hear yes. So item 7 and 8. | 01:26:21 | |
| 10:00 and 12:00, right, OK. | 01:26:25 | |
| OK. | 01:26:28 | |
| So we pull those items. I'll second that. | 01:26:29 | |
| OK, So who moved? Who motioned? You did OK. I didn't hear that. Thank you, Madam Clerk. OK, All in favor, Aye. | 01:26:31 | |
| All opposed. | 01:26:39 | |
| Hearing none, motion passes unanimously. Sorry, it's a bit loud. OK, so let's take. | 01:26:41 | |
| Let's take item number 9, Resolution Accepting sustainable Communities program. | 01:26:46 | |
| Was that you? | 01:26:51 | |
| Can we take two minutes? | 01:26:59 | |
| Can we take a 2 minute break? Let's take two minutes. | 01:27:00 | |
| Yeah, the. | 01:27:11 | |
| All right. We're going to return to business. | 01:31:19 | |
| And we are looking at item consent calendar item number 9, over to you. | 01:31:22 | |
| Councilmember. | 01:31:30 | |
| Thank you, I was just looking for a little explanation on it. | 01:31:32 | |
| It's a program for safety grant for City of Port 1 Amy rectangular rapid flashing beacon. | 01:31:36 | |
| What is that and how? | 01:31:43 | |
| How vast will it be? How many will be installed and what's the purpose of them? Yeah, so our RFP's, the rectangular rapid flashing | 01:31:46 | |
| beacon, which is always a mouthful. Those are the. | 01:31:51 | |
| Flashing square lights that are built into some of our crosswalks already. | 01:31:56 | |
| So it's just a long name firm but. | 01:32:01 | |
| You you drive through them all the time. They. | 01:32:05 | |
| Probably don't. | 01:32:09 | |
| Without realizing it, you don't realize they're rectangular, but they are, and so it's just the flashing crosswalks. | 01:32:10 | |
| And so we had identified as a city a list of locations where if we. | 01:32:15 | |
| Could obtain funding or a grant or something along those lines we'd. | 01:32:21 | |
| Prioritize these areas for future crosswalk improvements. | 01:32:24 | |
| And so. | 01:32:28 | |
| The one of the. | 01:32:30 | |
| Key crosswalks we were looking at was along Hemlock St. due to its. | 01:32:32 | |
| High volume of. | 01:32:37 | |
| Pedestrians, plus the proximity to local schools. | 01:32:38 | |
| And we actually got Oxnard, City of Oxnard and Oxnard Public Works support on letters of support for the grant opportunity. | 01:32:41 | |
| So this gag grant comes up every periodically, every couple of years and we. | 01:32:49 | |
| Are trying to put a focus on having some projects ready to apply for those. | 01:32:55 | |
| For some projects that we otherwise are struggling to find funding for, so. | 01:32:59 | |
| We were able to obtain the funding this year and we recommend accepting the Council adopt the resolution accepting the the. | 01:33:03 | |
| The grant funding. | 01:33:10 | |
| For those. | 01:33:12 | |
| Rectangular rapid flashing beacons. | 01:33:14 | |
| Thank you. That's a very. | 01:33:20 | |
| Exhaustive explanation. I guess I could have said they were the flashing lights. Yeah, the flashing lights. But in regards to the | 01:33:22 | |
| flashing lights, I do notice the one out in front of City Hall sometimes. We'll go and go and go and go and. | 01:33:29 | |
| And it's. | 01:33:37 | |
| I don't know. Is there a problem or does it just do that every now and then the one in front of City Hall has. | 01:33:38 | |
| There's been a few 10s it's broken recently where there's a period where we're fixing them. So that's that's. | 01:33:44 | |
| They're flashing lights and so there is periodic maintenance and repairs to them. | 01:33:50 | |
| Because it's always a little bit. | 01:33:55 | |
| Unsettling when they're flashing, they're flashing and you stop and then you're like, where is this invisible person? And then, | 01:33:57 | |
| you know, I just hope that. | 01:34:00 | |
| It doesn't happen so much that the city residents become complacent. And yeah, that's always a risk. Thank you. | 01:34:04 | |
| Do we want to do a motion to approve item number 9? I'd like to make a motion to approve item number 9. | 01:34:10 | |
| OK. I'll second. | 01:34:17 | |
| OK, Madam Clerk, all in favor. All right, all opposed. | 01:34:20 | |
| Hearing none, motion passes unanimously. | 01:34:24 | |
| Great. Thank you. And now we're going to take. | 01:34:27 | |
| Item number 11, which is our mayor Pro Tem. | 01:34:29 | |
| Yes. So the contract award for the oil water separator maintenance, I was going through the contract. | 01:34:32 | |
| And I just had a couple questions. | 01:34:37 | |
| It it lists the epoxy, that's the man. | 01:34:41 | |
| I guess the manhole. | 01:34:45 | |
| That this. | 01:34:46 | |
| Water oil separators in. | 01:34:48 | |
| But it doesn't list. | 01:34:50 | |
| The actual separator. | 01:34:51 | |
| Is this separator still good? | 01:34:54 | |
| Because it's not covered under the contract. | 01:34:56 | |
| And I'm going to ask our Public Works Director, Fred Camarillo, to give some more information on this project. | 01:35:00 | |
| Good evening, Mayor. Mayor, Pretend council. | 01:35:11 | |
| Public. | 01:35:14 | |
| It's listed that way because it's through the. | 01:35:15 | |
| Listed pricing through this cooperative purchasing agreement, so they don't have. | 01:35:19 | |
| That particular item listed as something by itself, so it's. | 01:35:23 | |
| Falls under the same pricing as that. | 01:35:27 | |
| So they list it as such. Is it gonna get replaced? | 01:35:31 | |
| It's going to be rehabilitated. | 01:35:35 | |
| So we were at one point looking at removing the entire thing. | 01:35:37 | |
| And. | 01:35:41 | |
| Putting a new one in. | 01:35:43 | |
| But after? | 01:35:44 | |
| Doing some research, we found that we could get someone to come in. | 01:35:47 | |
| And rehabilitate it to make it function as new again without having to go through the process and the expense of. | 01:35:50 | |
| Taking the old one entirely out and putting a brand new one in. | 01:35:57 | |
| So basically that. | 01:36:01 | |
| That area. | 01:36:03 | |
| Are you guys going to reinforce new concrete? New epoxy coating? | 01:36:05 | |
| And a new pump. | 01:36:09 | |
| There's there is no pump, it's a gravity separation device, so. | 01:36:11 | |
| The oil separates. | 01:36:15 | |
| And the interior piping configuration separates out the oil which is floats to the top. | 01:36:17 | |
| And then the water gets through 3 chambers and then eventually is clean by the time everything's separated out. Well, 4 chambers | 01:36:23 | |
| actually on ours. | 01:36:27 | |
| And then the water. | 01:36:32 | |
| Discharges. | 01:36:33 | |
| After that. | 01:36:34 | |
| So the last question is what? Why was there such a huge discount? | 01:36:36 | |
| On the line item C. | 01:36:40 | |
| Because part of the. | 01:36:43 | |
| The Cooperative purchasing agreement accounts for having someone having to travel. | 01:36:45 | |
| A long distance, but there is a contractor that is local down in Huntington Beach that is part of this cooperative agreement so | 01:36:51 | |
| they don't have to have the long. | 01:36:55 | |
| Travel distance. | 01:36:59 | |
| So. | 01:37:01 | |
| They discounted that part of it off. | 01:37:03 | |
| OK. And. | 01:37:06 | |
| If this gets. If this gets approved, what's? | 01:37:08 | |
| You know what we? | 01:37:12 | |
| Would like downtime. What are we looking at? | 01:37:13 | |
| Oh, probably. | 01:37:16 | |
| Two days, OK, so it's quick. So that's why we're also waiting for the rain to try and get out of the way because we will plug | 01:37:17 | |
| everything off so we have no drainage going through it while the works being done so. | 01:37:22 | |
| OK. Thank you. | 01:37:28 | |
| I didn't have any questions, but now that he's asked a couple I think. | 01:37:31 | |
| Well, we had gotten some budget pricing and we were looking probably somewhere around 1/4 of $1,000,000. | 01:37:38 | |
| OK. And how long? | 01:37:44 | |
| Will this fix? | 01:37:47 | |
| Push out the need to get a new unit, the materials that they're using we've it's the same type of material we've used in the past | 01:37:48 | |
| on manhole rehabilitation and. | 01:37:54 | |
| We have some that have been in service with the same type of material for over 20 years. | 01:38:00 | |
| Thank you. | 01:38:06 | |
| There's a song that comes to mind. You got to keep them separated. | 01:38:08 | |
| So when? | 01:38:12 | |
| I do some consulting work for and I know that we go out and we empty out these. | 01:38:14 | |
| Clarifying tanks and. | 01:38:20 | |
| And so as. | 01:38:22 | |
| When there is. | 01:38:23 | |
| Separation occurring and there's oil. | 01:38:25 | |
| Every periodic? Do you have a periodic company that come out and suck out the stuff then? | 01:38:28 | |
| Tag it and move it on for proper disposal. | 01:38:34 | |
| Yeah, we we collect it and then our. | 01:38:37 | |
| A contractor that comes and takes like our used oils and all right, they haul it away. | 01:38:41 | |
| And then? | 01:38:46 | |
| I would imagine that this is for the the wash area for the trash trucks and all that and and and all that water collects and it | 01:38:48 | |
| goes through a process and the oil gets separated and eventually the water. | 01:38:54 | |
| Goes out clean. | 01:38:59 | |
| Correct. And then what we're going to also do with when we do this, we have. | 01:39:00 | |
| Umm, some like. | 01:39:05 | |
| Five drain inlets that are placed around our yard. | 01:39:08 | |
| That collect the runoff. | 01:39:11 | |
| And so inside of those we have the ability to retrofit those and put in. | 01:39:13 | |
| Filters that will. | 01:39:18 | |
| Absorb all that stuff even prior to it getting. | 01:39:20 | |
| To the main. | 01:39:23 | |
| Container that we're talking about here. So OK, my final question is with the big flood last year, did it overwhelm the system and | 01:39:25 | |
| then do we lose the oil to? | 01:39:30 | |
| Because we're trying to prevent the oil from getting into the. | 01:39:35 | |
| Storm drain. So with that amount of rain, did it overflow the system or does it? | 01:39:39 | |
| The sewer system, so it doesn't drain to the storm drain or to the Creek or anything else that goes to the sewer system. | 01:39:44 | |
| When it does rain. | 01:39:52 | |
| Heavily. | 01:39:54 | |
| Can because the. | 01:39:56 | |
| Way this particular item works as detention time. | 01:39:58 | |
| The water. | 01:40:01 | |
| Falls into the container and then it. | 01:40:04 | |
| Filters its way through slowly. | 01:40:06 | |
| With the intention of giving it time to. | 01:40:09 | |
| Separate based on the design of the interior piping So. | 01:40:11 | |
| Heavy rain events affect it. | 01:40:15 | |
| More, but it still removes and separates. | 01:40:17 | |
| Any other questions? | 01:40:23 | |
| Go ahead. So can you cover it during during? | 01:40:25 | |
| Cover the separator separate. No, because it's it's. It's already covered so the chambers each have a lid on them so they can be | 01:40:29 | |
| serviced. | 01:40:33 | |
| But the drains? | 01:40:38 | |
| In the yard. | 01:40:40 | |
| Are what collect that water and then it takes it to. | 01:40:41 | |
| The oil water separator. | 01:40:45 | |
| OK. Thank you. | 01:40:46 | |
| I mean generating dry periods we could. | 01:40:48 | |
| Put things, but that's again, we're looking at getting the filters to install into the drain inlets that will. | 01:40:50 | |
| Take even more of that stuff out before it ever reaches. | 01:40:56 | |
| This the Chamber. | 01:40:59 | |
| OK, great. We'll take one more question. | 01:41:01 | |
| So does our storm water discharge plan cover? | 01:41:04 | |
| How this operates? | 01:41:08 | |
| Well, this doesn't. | 01:41:11 | |
| Drained of the storm drain. | 01:41:12 | |
| The drains come in but this is eventually it's tied into close sewer system so. | 01:41:14 | |
| It's separated from where the. | 01:41:21 | |
| Catch basins that drain the streets go. | 01:41:25 | |
| OK. Thank you. | 01:41:29 | |
| Great. Thank you. | 01:41:30 | |
| Can I get a motion in a second to approve move to approve item 11 second? | 01:41:32 | |
| Great. All in favor. | 01:41:37 | |
| Aye, all opposed. | 01:41:39 | |
| Hearing none, motion passes unanimously. | 01:41:41 | |
| Great. Thank you, Mr. Camarillo. We'll move to item number 13. | 01:41:44 | |
| The physical year 20. | 01:41:48 | |
| 202425 Mid Year Budget Update Staff, please present your report. | 01:41:50 | |
| Thank you. | 01:41:55 | |
| We have a few slides I wanted to. | 01:41:57 | |
| Start with actually. | 01:41:59 | |
| Highlighting and introducing and thanking our interim Finance Director, Ashley Chaparro, who's in the audience. | 01:42:03 | |
| And hiding back there. | 01:42:11 | |
| But I want to thank Ashley for stepping in into the budget process. As everybody knows, our Finance Director recently accepted a | 01:42:14 | |
| position at VCTC. | 01:42:19 | |
| And so. | 01:42:26 | |
| Without any complaints, has jumped into the budget process this year and has really. | 01:42:27 | |
| Kept it running very smoothly so. | 01:42:32 | |
| I want to thank her for that and. | 01:42:35 | |
| This item. | 01:42:38 | |
| Is uh. | 01:42:39 | |
| Not very exciting, which is a good thing. | 01:42:40 | |
| If a mid year budget update is exciting, usually that's. | 01:42:44 | |
| Bad news. It means something major change that was unexpected that we are now having to adjust to so. | 01:42:47 | |
| This one isn't very exciting and that's sort of the goal. | 01:42:54 | |
| And so Ashley and I are here to answer any questions that arise, but I don't. | 01:42:59 | |
| Expect much because there there wasn't much change with this year. We'll walk through a couple of the changes that we did see. | 01:43:04 | |
| I think the biggest thing is we came back to the council about 18 months ago on the two year budget and we talked about trying to | 01:43:14 | |
| budget more realistically trying to budget. | 01:43:20 | |
| For projects up front so that we make sure we have the resources to complete projects and not run out of. | 01:43:27 | |
| Resources. | 01:43:34 | |
| In the middle of projects. | 01:43:36 | |
| And so we did that at that time and that's reflected on this chart with the revised budget column where we. | 01:43:37 | |
| Included the that $7,000,000 CIP, which was essentially. | 01:43:43 | |
| The the deficit for the fiscal year is. | 01:43:48 | |
| Almost entirely the Bubbling Springs Renewal project. | 01:43:51 | |
| And so we essentially came to council, we budgeted very tightly on all of our operating expenses to make sure that we. | 01:43:55 | |
| Could afford to complete the Bubbling Springs project in the timelines required to get the project done and. | 01:44:02 | |
| Keep the grants that we had that the city would have been. | 01:44:09 | |
| At jeopardy of losing if we hadn't been able to get the project done. | 01:44:12 | |
| So now moving forward, now we're essentially a week out from our grand reopening of, of starting. | 01:44:15 | |
| Open up the Bubbling Springs park and so. | 01:44:24 | |
| It's a. | 01:44:28 | |
| Good news and an accomplishment that we were able to. | 01:44:30 | |
| Really. | 01:44:34 | |
| Do what we said and keep our budget very tight. | 01:44:35 | |
| And, umm. | 01:44:39 | |
| And not. | 01:44:40 | |
| Have to come back and make more adjustments related to either the operating budget or or those projects. | 01:44:41 | |
| There are some challenges ahead and we'll get to some, but we had talked at that time about 18 months ago. | 01:44:49 | |
| About being also more realistic about. | 01:44:56 | |
| The expected decrease to cannabis revenues and sales tax revenues. | 01:44:58 | |
| What we've seen actually is cannabis has decreased even. | 01:45:04 | |
| I think at that time. | 01:45:07 | |
| The reaction was. | 01:45:08 | |
| Maybe that we were being too pessimistic with that, with what we came back and revised. | 01:45:11 | |
| It's actually decreased more than what we had had expected. | 01:45:16 | |
| And and even with that revised decrease. | 01:45:20 | |
| At its height, cannabis revenue generated about $3,000,000. | 01:45:24 | |
| I think at that time. | 01:45:28 | |
| Think the budget has proposed had something like $2.2 million and we had downgraded it to about 1.5 million. | 01:45:30 | |
| As we sit here today, it's dropped to about $1,000,000 a year, so a $2,000,000 drop, 66% drop. | 01:45:37 | |
| Or so of our cannabis revenues from. | 01:45:44 | |
| What was expected two years ago from where we are today? | 01:45:47 | |
| So that's going to explain a lot of the pressure that we've had on our budget. | 01:45:51 | |
| And uh. | 01:45:54 | |
| And having to adjust to that new reality that the cannabis revenue is not going to continue to be at that $3,000,000 range. So. | 01:45:55 | |
| May I ask a question? | 01:46:04 | |
| Sure. | 01:46:05 | |
| I know this isn't too exciting so. | 01:46:08 | |
| Bear with me, but can you just explain? | 01:46:11 | |
| The 7,000,000 versus the six 1,000,000. | 01:46:15 | |
| The proposed mid year budget, so. | 01:46:21 | |
| You've taken it down a bit. | 01:46:24 | |
| And so essentially very simple explanation it's it's going to be on one of the next couple slides is that. | 01:46:27 | |
| Other CIP projects we're recommending. | 01:46:33 | |
| Postponing. | 01:46:36 | |
| So it's and so we'll get to those, but there's. | 01:46:37 | |
| There's other projects that well. | 01:46:42 | |
| Let me sit this way. There's also. | 01:46:45 | |
| Maybe more than postponing it, it's a timing issue. There's other projects that are not going to be completed this year. | 01:46:47 | |
| So then that funding now is? | 01:46:53 | |
| Is instead of. | 01:46:57 | |
| If we're not doing a $900,000 project, then the CIP budget drops by $900,000. | 01:46:59 | |
| I got it OK and then. | 01:47:04 | |
| Why is the word surplus there? | 01:47:07 | |
| Its operating surplus or deficit, It's just accounting. If it's no parentheses, it's a surplus. If there's parentheses, it's a | 01:47:09 | |
| deficit. This is a deficit. Yeah, because we're pulling it out of the CIP budget. Well, because the CIP budget is pulling from our | 01:47:15 | |
| general fund reserve. Oh, correct. OK, thank you. So. | 01:47:21 | |
| And so you could see, let me go back to that real quick, so. | 01:47:29 | |
| If we weren't doing CIP. | 01:47:33 | |
| Operating budget. | 01:47:35 | |
| We've managed to keep that balanced, even though a lot of organizations right now are having. | 01:47:37 | |
| Hard time, and honestly, we'll have a hard time too as costs continue to increase. | 01:47:42 | |
| It's going to be a continuing battle. | 01:47:45 | |
| But we've been able to pull it off of keeping our operating budgets balanced. | 01:47:47 | |
| So but the challenge for us is the city never created. | 01:47:51 | |
| Prior to a year ago when we created it, we had never created a CIP reserve. | 01:47:55 | |
| And built up a reserve fund that could be used to fund the CIP projects. So. | 01:48:00 | |
| Is we're balanced on everything else, we still have to find money to do projects somewhere, which is why we brought 3 or 4 grants | 01:48:05 | |
| forward this this week so. | 01:48:09 | |
| Yeah, I have a question. | 01:48:17 | |
| So prior to cannabis? | 01:48:19 | |
| And we? | 01:48:21 | |
| Our operating costs seem to double. | 01:48:24 | |
| Now that we are post. | 01:48:27 | |
| Were in cannabis now. | 01:48:29 | |
| Between say. | 01:48:31 | |
| 2018-2019 Budget. | 01:48:33 | |
| Where are all the costs going? | 01:48:36 | |
| Yeah, there's. | 01:48:40 | |
| A lot to that. And one thing I'll say up front is. | 01:48:41 | |
| This item is just the mid year budget update, but the next. | 01:48:46 | |
| 3 or 4 meetings we're going to have. | 01:48:50 | |
| More thorough. | 01:48:52 | |
| Budget. | 01:48:53 | |
| Budget adoption conversation. So I think we'll really get into. | 01:48:55 | |
| The nitty gritty in those items. | 01:48:59 | |
| This item will had only highlighted what had changed in this year. | 01:49:03 | |
| But I think that that's. | 01:49:06 | |
| That's going to be something we all have to look at because. | 01:49:08 | |
| Obviously there are cost increases right now, but I think when you look back at the last five or six years, ours increased more | 01:49:12 | |
| than just. | 01:49:16 | |
| Inflation. Umm. | 01:49:20 | |
| And, and I think it's just. | 01:49:21 | |
| It's reasonable to assume that when revenue increased, the city started to do some things that it hadn't done before. | 01:49:24 | |
| And now as the you know when cannabis picked up. | 01:49:30 | |
| We had money to do new things, but now that cannabis is decreasing, we are going to have to reevaluate those things. So I think | 01:49:33 | |
| that. | 01:49:37 | |
| That's really going to be the budget conversation. | 01:49:40 | |
| As a whole, it's what things are priorities to keep doing and what things. | 01:49:42 | |
| Are the things that, you know, we didn't do this six years ago. It was nice to do it. Well, we had the funding, but now we have to | 01:49:47 | |
| reevaluate. | 01:49:50 | |
| You know so. | 01:49:54 | |
| So we'll be. | 01:49:55 | |
| Getting into those. | 01:49:56 | |
| We expect to have multiple budget workshops and a budget conversations this year from now to. | 01:49:59 | |
| The first meeting in June, so. | 01:50:05 | |
| So. | 01:50:07 | |
| Pretty much going to be off the table for. | 01:50:09 | |
| There's a, there's a few things we tried to do and 1 is like I said, we the the council actually adopted ACIP reserve. | 01:50:13 | |
| We're able to get two years of cannabis revenue to fund a little bit of a CIP reserve. | 01:50:20 | |
| So we have a little bit of a CIP. | 01:50:26 | |
| Fund now. | 01:50:29 | |
| But not enough to fund everything that was on, you know, the wish list. | 01:50:30 | |
| And so we're just gonna have to be very. | 01:50:36 | |
| Everything is going to have to really go back to being priority based and we're going to have to say these are the three or four | 01:50:39 | |
| things we're going to do this year. | 01:50:42 | |
| But it's, you know, we can't do everything on the list. | 01:50:46 | |
| All at one time, or within the next five years, Even so. | 01:50:49 | |
| OK. | 01:50:54 | |
| And I think these are actually like great conversations that we need to have and that we are looking forward to having over the | 01:50:56 | |
| next couple months. | 01:51:00 | |
| Today's item was intended to be a little bit. | 01:51:05 | |
| Briefer just because. | 01:51:09 | |
| It only looked at what changed from when we adopted the budget or actually revised the budget about a year ago to today. | 01:51:12 | |
| And there really wasn't much that changed. | 01:51:19 | |
| This is this chart shows. | 01:51:21 | |
| The appropriations that we that were changed are, I'm sorry, the revenues that were changed and the expenses that were changed. | 01:51:24 | |
| On revenues? | 01:51:31 | |
| Essentially, there's three items. The cannabis revenue we mentioned and that that change just reflects that it has decreased more | 01:51:33 | |
| than we had thought it would. It's decreased about another. | 01:51:38 | |
| 800,000 Dollars $874,000. | 01:51:44 | |
| The Thayer Lane property abatement is we were actually dealing with a nuisance property and the city had to sort of pay costs up | 01:51:48 | |
| front to get. | 01:51:52 | |
| The property. | 01:51:56 | |
| The nuisance abated. | 01:51:57 | |
| But we actually with a credit to our city attorneys office, our community development team. | 01:51:59 | |
| Public Works PD is really a citywide effort. | 01:52:06 | |
| We went through the nuisance abatement process and then we also. | 01:52:09 | |
| We're able to get reimbursement. | 01:52:14 | |
| From uh. | 01:52:16 | |
| From the property owner for not not taking care of the property. | 01:52:17 | |
| Was that the full amount? | 01:52:21 | |
| And so that was the full amount. So we got all costs back. So that shows up now as a revenue, but it's really just it was the | 01:52:23 | |
| reimbursement for all the work we put Mr. City Manager was that was a forced sale. | 01:52:28 | |
| Yes, well. | 01:52:33 | |
| Maybe not technically. We abated the nuisance and then they immediately sold the property. We didn't. | 01:52:35 | |
| Technically forced them to sell the problem. | 01:52:42 | |
| But the way it works for us is we put a lien on the property so that when they sell it, we get the. | 01:52:44 | |
| The costs. | 01:52:49 | |
| So it worked out where they were motivated to describe abatement. Was it leveled or was it just abated? It was the city leveled | 01:52:51 | |
| the property because it was in that level of disrepair. | 01:52:56 | |
| Yeah, we had to. | 01:53:03 | |
| Completely demolished the structures. There were two structures on the property. | 01:53:05 | |
| Remove all that debris. | 01:53:09 | |
| And then fence the property up so that it couldn't be accessed. | 01:53:11 | |
| And also to continue. | 01:53:15 | |
| To do weed abatement. | 01:53:18 | |
| So that's not just. | 01:53:19 | |
| A lot with overgrown weeds. | 01:53:22 | |
| Then the property owner. | 01:53:24 | |
| Decided to sell the property and because of the liens that we had placed. | 01:53:26 | |
| We were paid directly out of escrow. | 01:53:31 | |
| For the full amount. | 01:53:33 | |
| And before we get too excited about that new money coming in. | 01:53:35 | |
| You can see on the chart right under that we essentially took that money once we got it back and we said now we're going to put | 01:53:40 | |
| this these resources into Surfside Motel. | 01:53:45 | |
| And with the idea of just kind of continuing to abate. | 01:53:49 | |
| Nuisance issues and then when we get. | 01:53:52 | |
| If and when we get the reimbursement for it, we can put that into fixing the next property and the next property, so. | 01:53:55 | |
| So that that's reflected there. The only other item shown both on the revenue and expense side was? | 01:54:00 | |
| We had. | 01:54:06 | |
| Done the registration fees for the 5K event this year and so that shows up as both. | 01:54:08 | |
| The cost of the 5K but also the registration fee revenue so that that shows up but it's you can see it's 2002 thousand out | 01:54:14 | |
| essentially so. | 01:54:18 | |
| So really the biggest change was the cannabis revenue. | 01:54:23 | |
| Dropping and other than that if it wasn't for that. | 01:54:26 | |
| It really would have been an uneventful. | 01:54:30 | |
| Mid year budget adjustment. | 01:54:33 | |
| But umm. | 01:54:35 | |
| As I mentioned before, we wanted to highlight it here. I meant to highlight it in the report and it wasn't as. | 01:54:37 | |
| Highlighted, as I intended, the. | 01:54:43 | |
| We included the CIP, updated a list of projects, but I wanted to highlight that. | 01:54:46 | |
| The biggest? | 01:54:52 | |
| Offset of that, that reduced revenue is that. | 01:54:53 | |
| We are doing the design work for the Winimi Rd. reconstruction project. | 01:54:58 | |
| We had originally planned to both do design and construction of that this year. | 01:55:02 | |
| The way it's working out is we won't get to construction this year. | 01:55:07 | |
| And so that is going to essentially be. | 01:55:10 | |
| By like postponing that, it offsets that reduction in revenue. | 01:55:13 | |
| But it still leaves a challenge at the end of the day, which is we'll need to. | 01:55:18 | |
| Identify funding for that project because as we already talked about, with our budget essentially being balanced, we aren't, we | 01:55:22 | |
| aren't generating extra revenue to pay for those. | 01:55:27 | |
| Projects right now. | 01:55:32 | |
| And so I have talked with. | 01:55:33 | |
| Miss Dicus, who spoke with a, you know, for the state of the port today and we talked about. | 01:55:36 | |
| That grant writing. | 01:55:42 | |
| Project that the city and the port talked about partnering on as part of the Community Benefit Fund. | 01:55:43 | |
| And figuring out if we could tie in some Rd. reconstruction projects into a grant. | 01:55:49 | |
| Writing opportunity with the idea that it supports both. | 01:55:56 | |
| The port and the city, because we all need the roads to be. | 01:55:58 | |
| Taken care of SO. | 01:56:04 | |
| So that's a conversation for a later day in the community Benefit Fund projects will come to council separately, but. | 01:56:06 | |
| That is an impact. | 01:56:13 | |
| Is with the cannabis fee revenues being reduced significantly, it means essentially, you know, we're gonna have to start looking | 01:56:15 | |
| at projects and which ones we push? | 01:56:19 | |
| Pushback or postpone? | 01:56:24 | |
| So. | 01:56:26 | |
| We'll have the opportunity to go through those, yeah. | 01:56:28 | |
| Thank you, Mayor. I had a couple of quick questions on this current slide, Mr. City Manager the the. | 01:56:32 | |
| When you talk about the changes, the changes that you're referring to. | 01:56:39 | |
| Are since the July 3rd revisions. | 01:56:43 | |
| We approved. | 01:56:46 | |
| Back in June, I'm sorry, June 3rd, 2024 revisions. Yeah. And I don't know if you saw my question regarding the. | 01:56:48 | |
| The tables. | 01:56:56 | |
| In order to get the big picture, it would be nice to be able to see. | 01:56:57 | |
| What was the adopted budget? | 01:57:01 | |
| What was the percentage and dollar change from the adopted to the revised budget? | 01:57:03 | |
| And then the same for the to the proposed budget. So we could really clearly see what the. | 01:57:08 | |
| What the ups and downs are and the percentages change. So I don't know if that's possible that it would be. | 01:57:14 | |
| An easy way. | 01:57:19 | |
| At least for me to understand the bigger picture. | 01:57:21 | |
| And then can you explain what the? | 01:57:24 | |
| What the personnel benefit budget increase? Yes, I'm glad you asked that because I had meant to explain that and it shows up on | 01:57:28 | |
| this slide and the next slide as well. So just. | 01:57:32 | |
| Do I always like to explain these because obviously the first reaction from somebody might be. So we're giving people, you know, | 01:57:37 | |
| more benefits at the taxpayer expense. | 01:57:42 | |
| And that's not what's happening with these what what these are our adjustments to reflect. | 01:57:48 | |
| The increased costs. | 01:57:53 | |
| That to just ensure that the budget is accurately reflecting those costs. | 01:57:56 | |
| So in other words. | 01:58:02 | |
| If the city. | 01:58:03 | |
| If the city pays, you know, X percent of my health costs. | 01:58:07 | |
| And that and in the budget, it's not showing that entire cost. We're trying to make sure that the budget shows the entire cost | 01:58:11 | |
| because. | 01:58:15 | |
| Even though it may seem minor, looking at like one person at a time or a couple staff people. | 01:58:19 | |
| As you can see here. | 01:58:25 | |
| You know the adjustment. | 01:58:26 | |
| To reflect that. | 01:58:28 | |
| Was $92,000 in this case. So those numbers do add up. And so this isn't changing anybody's benefits. It's trying to accurately | 01:58:29 | |
| reflect the benefit cost and that's across the board for all departments. This one I know, I don't think it's all departments. | 01:58:38 | |
| It's the general fund. | 01:58:48 | |
| Portion of employees. And so if we have, for example, an employee who works in the water district, they're probably not allocated | 01:58:50 | |
| to the general fund. | 01:58:54 | |
| Right. So thank you. | 01:58:59 | |
| And it does show up on the next slide as well. So we'll have that chance. So you can see here this is an example where. | 01:59:02 | |
| We have a fund, the Neighborhood Preservation Fund, Program fund. | 01:59:07 | |
| And so we have one employee assigned to that fund and so. | 01:59:13 | |
| They're trying to. | 01:59:17 | |
| Be accurate with their costs. It shows that that increase. | 01:59:19 | |
| Was $8500. | 01:59:24 | |
| Compared to. | 01:59:26 | |
| It wasn't. It doesn't mean that there is an increase in cost, it just means that the budget wasn't accurately showing it before. | 01:59:30 | |
| So, umm. | 01:59:37 | |
| So that's an example though where that's like that's. | 01:59:39 | |
| Probably about the cost, it's like 1 employee versus. | 01:59:42 | |
| That $92,000 was employees across the general fund. | 01:59:46 | |
| So. | 01:59:51 | |
| I think this might be the last letter. There might be one more but. | 01:59:54 | |
| So that prior slide was showing general fund adjustments, but we also had a few non general fund adjustments. | 01:59:57 | |
| I think the one. | 02:00:05 | |
| Most of them are fairly minor and are those types of items like trying to adjust the budget to to? | 02:00:06 | |
| To be more realistic, but the big one we wanted to highlight is. | 02:00:13 | |
| The $722,000 dumping fee increase. | 02:00:16 | |
| And I think this is just a really good example of. | 02:00:20 | |
| Where we're starting to see that pressure just like. | 02:00:23 | |
| Just like residents see it, we see it and in fact some of those same costs. | 02:00:27 | |
| Get passed on to us. | 02:00:32 | |
| And a lot of times the numbers for the city are a lot bigger because we're paying that cost for everybody, you know, for across | 02:00:34 | |
| the board. | 02:00:39 | |
| So I think everybody heard that last year Oxnard increased their dumping fees for their residents. | 02:00:44 | |
| But we as a city also dump. | 02:00:50 | |
| Through Oxnard, through their station. | 02:00:53 | |
| Essentially. | 02:00:58 | |
| By passing through that increase, they've increased our rate as well and and. | 02:01:00 | |
| And then, yeah, and for cities, it adds up where over a year it can be $722,000 as it's reflected here. | 02:01:06 | |
| We mentioned in this that we are still working on that. We wanted to highlight it as an example. We wanted to make sure the budget | 02:01:14 | |
| reflects it. | 02:01:17 | |
| But we are working on that because we actually do have a contract with Oxnard that we're trying to revisit with them where? | 02:01:20 | |
| We think that. | 02:01:27 | |
| That number? | 02:01:30 | |
| May that that number might supposed to be lower than than what is showing up and so we're working on that with them, right. | 02:01:32 | |
| Can I comment on that? | 02:01:39 | |
| Or did you want a question? Yeah. And so the number is showing up at 722,000 because that's what they build us this year. | 02:01:41 | |
| This year so. | 02:01:49 | |
| What was the number before this? Or is this always been 720, this is just the increase? | 02:01:50 | |
| This is just the increase, So what is the amount? I don't have that. | 02:01:56 | |
| Handy, we can. | 02:02:01 | |
| We can send that. | 02:02:03 | |
| I don't think we have that off. We'll follow up with that, OK. But this is just the increase this year. So like let's say the | 02:02:06 | |
| fund. | 02:02:09 | |
| And I was gonna throw a number out, but it would be a complete guess so. But if the fund is X many dollars, now it's X + 722,000 | 02:02:13 | |
| dollars because that's the increase. So this is just the adjustment for the increase. | 02:02:19 | |
| So if I may. OK, so that again points to the. | 02:02:26 | |
| The budget box or the table showing when the previous amount was and the change whether it's up or down? Yeah, and the percentage, | 02:02:31 | |
| we would be able to see that. | 02:02:36 | |
| For this particular dumping fee increase, now I've been. | 02:02:40 | |
| Over the years. | 02:02:43 | |
| Watching this number. | 02:02:45 | |
| And I've been very concerned about it increasing because at one point. | 02:02:46 | |
| Oxnard decided to change. | 02:02:51 | |
| Providers. | 02:02:54 | |
| The hollers and they went from vRS Steve into a regional sanitation district. | 02:02:56 | |
| To. | 02:03:04 | |
| What's the? | 02:03:05 | |
| Dumping at. | 02:03:08 | |
| The Todd wrote, not Todd wrote. | 02:03:09 | |
| Toland Rd. | 02:03:12 | |
| To Simi Valley. | 02:03:14 | |
| We would see our dumping fees go down. | 02:03:19 | |
| And now we're seeing them go up. | 02:03:23 | |
| So there you might want to consider. | 02:03:25 | |
| The contract in it whole going back to. | 02:03:27 | |
| To where we were with the RSD. | 02:03:31 | |
| Yeah. | 02:03:34 | |
| Yeah. And we're reviewing the contract now because we think there's actually a few issues, but. | 02:03:34 | |
| This is uh. | 02:03:39 | |
| Being reflected now because this is what they've billed us at this point and so we're hoping maybe expecting. | 02:03:40 | |
| That number to decrease, but it's something we would, it's something we're gonna have follow-up conversation with them. OK, great. | 02:03:48 | |
| Thank you. Just a final question, So this, this, this. | 02:03:52 | |
| 722 K This is going back to the beginning of the fiscal year. | 02:03:58 | |
| Yes. | 02:04:03 | |
| So. | 02:04:07 | |
| Councilmember Hernandez made a really good point. | 02:04:09 | |
| And. | 02:04:12 | |
| Logic tells me. | 02:04:14 | |
| If you're gonna now. | 02:04:16 | |
| Call it to Simi Valley. | 02:04:18 | |
| Versus Tollum Rd. | 02:04:20 | |
| Costs are going to increase. | 02:04:21 | |
| Right. And I know that we've had these discussions before about. | 02:04:23 | |
| How? | 02:04:26 | |
| The city of Port Hueneme. | 02:04:27 | |
| Hasn't raised our rates in over 10 years. | 02:04:30 | |
| And. | 02:04:34 | |
| We, you know, we should, we should do a cola, we should do something so that we could prepare for events like this. So is that | 02:04:37 | |
| kind of like. | 02:04:41 | |
| The city of Oxnard just kind of like dropping a big one on us. Like, oh wow, we're gonna. | 02:04:45 | |
| Up you $722,000. | 02:04:49 | |
| When they. | 02:04:52 | |
| How long had it been since they they raised their their dumping fees? | 02:04:53 | |
| They've so. | 02:04:57 | |
| This increase wasn't specifically to us. It was across the board, right? But this is our yeah, this is our portion. But I just | 02:04:59 | |
| want to make clear it wasn't. | 02:05:03 | |
| We weren't targeted, you know, so to speak, but. | 02:05:07 | |
| But it was across the board. But. | 02:05:10 | |
| I know. I mean they. | 02:05:12 | |
| It's sort of common knowledge that they're having their issues and they've had their rates challenged a few times, so I know | 02:05:13 | |
| they've tried to increase it a few times. I don't remember now if any of those stuck or not. | 02:05:19 | |
| But so this increase was a large one, I think because the last couple they had tried to do to do didn't. | 02:05:24 | |
| Didn't stick really. | 02:05:31 | |
| And so moving forward with just focusing on solid waste, for example. | 02:05:32 | |
| It's an enterprise fund here with the city. | 02:05:38 | |
| If we didn't budget for this increase, then you got to pull it from the general fund. | 02:05:41 | |
| Potentially, potentially, and that's where we have to. | 02:05:46 | |
| Maybe this answers your last question and and this one is. | 02:05:50 | |
| As a best practice, cities should really be on the five year cycle of. | 02:05:54 | |
| Doing a five year rate study an increase and on the fourth year already start planning for the next year. | 02:06:01 | |
| Oxnard. | 02:06:07 | |
| Tried to do that and I actually was. | 02:06:08 | |
| In Oxnard, when we tried to do that 10 years ago, I don't know. I don't know how it worked out for them after that. | 02:06:10 | |
| But. | 02:06:17 | |
| They tried to do that and they tried to be on that cycle. They've had their own legal challenges and things like that. | 02:06:17 | |
| But we haven't been on that cycle and that's one of the things we brought forward the. | 02:06:22 | |
| The item to get the approval to start working on a utility rate increase because. | 02:06:28 | |
| We were behind the curve on that. We need to start kind of falling into that best practice of looking at it every five years and. | 02:06:32 | |
| I think this. | 02:06:39 | |
| The reason this item is a good one to highlight is because. | 02:06:40 | |
| It's easy like for people to just say like, hey, every agency is trying to squeeze us for more money right now, but this is an | 02:06:43 | |
| example where it's not really our choice, we're being told. | 02:06:48 | |
| By and this is just an example, but there's also the water district costs. | 02:06:53 | |
| And everything else where they're saying we are increasing our rates. | 02:06:58 | |
| And now we now have to pass that on and and not through any. | 02:07:01 | |
| It wasn't a proactive choice by the city to pass those rates on, but it's. | 02:07:06 | |
| In order to keep continuing. | 02:07:11 | |
| Generating the cost of doing business basically, right, so. | 02:07:14 | |
| So anyway, so we have this. | 02:07:18 | |
| It didn't require an adjustment because we had already planned for it. But this year we also had, I think it was Callegus I think | 02:07:20 | |
| that had the the other. | 02:07:24 | |
| Where they had adopted five years of pretty significant increases as well. | 02:07:28 | |
| And then it's just something we're hearing about it across the board. | 02:07:32 | |
| Literally this weekend I got an e-mail from our insurance provider that. | 02:07:35 | |
| They're increasing the rates 10%. | 02:07:40 | |
| You know we were talking. | 02:07:44 | |
| That we had. | 02:07:45 | |
| We started a couple months ago trying to work on having a balanced budget with a certain goal and then you get more bills going up | 02:07:47 | |
| and that goal keeps getting. | 02:07:52 | |
| Bigger, you know, so. | 02:07:56 | |
| So it's just going to be an ongoing battle. | 02:07:58 | |
| But we're trying to do the things. | 02:07:59 | |
| Moving forward. | 02:08:03 | |
| That will put us in a good position on these. | 02:08:04 | |
| By going through the rate study process, having those. | 02:08:07 | |
| The that five year cycle. | 02:08:11 | |
| And then starting to build up some reserves for some of these funds. | 02:08:14 | |
| We're trying to. | 02:08:18 | |
| We're going to be doing those things. | 02:08:19 | |
| There these are the pressures we're filling in the meantime while we get those going. | 02:08:22 | |
| So can you tell us what what? | 02:08:30 | |
| What are your next steps as far as it relates to having the conversation about the? | 02:08:32 | |
| We're actively working with them to try to schedule some follow up meetings. So I think Mr. Camarillo and I are probably going to | 02:08:37 | |
| have some conversations and like in the next couple weeks, so. | 02:08:44 | |
| OK. So right. Thank you. Yeah, I just want to commend the city manager. | 02:08:51 | |
| And Ashley? | 02:08:56 | |
| For working on. | 02:08:57 | |
| This budget update right now and I really feel comfortable. | 02:09:00 | |
| I looking forward to our our next fiscal year budget because I know in the years past we've had a couple of issues delivering a | 02:09:05 | |
| budget on time and so. | 02:09:09 | |
| I really appreciate all this detail, but I'm also. | 02:09:14 | |
| Kind of feeling the big picture and I feel. | 02:09:17 | |
| Good about it. | 02:09:20 | |
| Councilmember Perez, I just want to thank all the city staff, all the directors, all the departments for participating in this. We | 02:09:21 | |
| know this is difficult. | 02:09:25 | |
| And we had a lot of surprises that we were not anticipating, unfortunately. | 02:09:29 | |
| But I would just want to thank everyone for. | 02:09:33 | |
| For doing their best to try to get this under control. | 02:09:37 | |
| So we appreciate you. | 02:09:40 | |
| Back over. | 02:09:43 | |
| Yes, I had a point of clarification I wanted to make. | 02:09:44 | |
| Following Councilman Gamma's comments regarding the. | 02:09:49 | |
| Transport of our waste from Tolland Road to see me. | 02:09:53 | |
| I didn't intend to. | 02:09:57 | |
| Imply that that was the reason. | 02:09:59 | |
| That our costs went up, in fact. | 02:10:01 | |
| When we were looking at changing contracts and I was primary. | 02:10:03 | |
| On the Ventura Regional Sanitation District. | 02:10:08 | |
| It was. | 02:10:11 | |
| I asked that very question and the numbers showed that there would be no increase due to the distance they actually had. | 02:10:13 | |
| A chart that they showed us saying that there was. | 02:10:21 | |
| There would be a savings and the distance. | 02:10:24 | |
| Between Simi and. | 02:10:26 | |
| The hauler was. | 02:10:30 | |
| Was. | 02:10:32 | |
| Was negligible, so I don't know why these costs are going up, just probably because everything else is going up. | 02:10:34 | |
| But I would be interested to see why that increases is so. | 02:10:41 | |
| I think we're at the point where it's almost more a question of why something isn't going up than why it is, unfortunately so. | 02:10:46 | |
| But we'll have those conversations and. | 02:10:56 | |
| And the information is helpful because. | 02:10:58 | |
| We were reviewing the contract. | 02:11:01 | |
| Additional. | 02:11:03 | |
| You know background information is is helpful. | 02:11:05 | |
| So, but I think that's OK. We had one more slide. I think this was really. | 02:11:08 | |
| Maybe getting to some of the questions that were asked because, you know, this item itself wasn't very exciting. | 02:11:14 | |
| Like we said, that's that's the goal. | 02:11:20 | |
| But uh. | 02:11:23 | |
| We wanted to take the opportunity, and I probably have already done it throughout this conversation, but to highlight, you know, | 02:11:25 | |
| some of the things that this signals for us in our upcoming budget conversation. | 02:11:31 | |
| We don't want to. | 02:11:41 | |
| Bury the lead that. | 02:11:43 | |
| You know, I think it's a accomplishment for the city. Even though it shows up as a as a deficit, it was really an accomplishment | 02:11:45 | |
| to get the. | 02:11:49 | |
| Bubbling Springs Park project complete within the grant timelines and. | 02:11:54 | |
| And. | 02:12:00 | |
| All of those things. | 02:12:02 | |
| Umm, it shows up as a deficit in this year, but it was one of those things that the city had been planning to do for years and | 02:12:05 | |
| this was just the year that it hits the budget, basically. | 02:12:09 | |
| And. | 02:12:14 | |
| We umm. | 02:12:15 | |
| I think one of the goals we had when we. | 02:12:17 | |
| Tried to. | 02:12:19 | |
| Sort of plan for that was we talked at that time we made some difficult decisions to postpone some other projects. | 02:12:20 | |
| And we did that because we said. | 02:12:27 | |
| If if sort of the worst case scenario happens, there won't be extra money to do other projects and so when you look back. | 02:12:29 | |
| That was a tough decision and it wasn't a fun one, but it looks like it was. | 02:12:36 | |
| The Council made the right decision and that the tough choices were made and it allowed us to complete that project. | 02:12:42 | |
| Without. | 02:12:49 | |
| Fully depleting our general fund reserve, which is which is good and now we have that reserve available for future. | 02:12:50 | |
| Years. | 02:12:56 | |
| And and it also helped us to kind of get started on. | 02:12:59 | |
| Kind of that path to. | 02:13:03 | |
| Maintain a sustainable, balanced budget, which is really the goal now moving forward. | 02:13:05 | |
| We list here though some of the challenges that we expect to have that we're sort of highlighted in this conversation. We | 02:13:10 | |
| mentioned the cannabis revenues decreasing faster. | 02:13:14 | |
| And farther than. | 02:13:18 | |
| Even that revised realistic. | 02:13:20 | |
| Forecast expected. | 02:13:22 | |
| We also. | 02:13:25 | |
| Mentioned the cost increases that continue across the board. | 02:13:27 | |
| We even have just seen in the last couple weeks. | 02:13:31 | |
| Maybe it's an excuse. | 02:13:33 | |
| Some agencies already increasing prices, you know, essentially saying, well, the, you know, these are the new costs with the | 02:13:36 | |
| tariffs, so. | 02:13:39 | |
| Just even the cost of materials. | 02:13:43 | |
| Right now we're seeing increases. | 02:13:45 | |
| And it's not like those weren't increasing already. So it's just, you know, increase on top of increase. | 02:13:48 | |
| I mentioned earlier that we're hearing from agencies. | 02:13:53 | |
| Our own insurance, but even other agencies that were members. | 02:13:57 | |
| For example, if everybody's just looking to increase their costs this year and it's. | 02:14:00 | |
| And those are all just. | 02:14:05 | |
| They they add up. | 02:14:07 | |
| We talked about those pass through costs from other agencies like water districts or the city of Oxnard for the dumping fees. | 02:14:09 | |
| And then? | 02:14:16 | |
| We talked about the CIP funding that you know having. | 02:14:17 | |
| We started with that reserve policy and we created a couple years of some CIP funding, but we still need. | 02:14:21 | |
| Like the goal with that was to try to do that while we could, but then. | 02:14:28 | |
| Also allow that to buy some time where we can really create. | 02:14:31 | |
| You know, kind of figure out how to. | 02:14:35 | |
| Fund our CIP projects into the future. | 02:14:36 | |
| So it was really good that we did that and I think it's going to be very helpful for the next couple years. | 02:14:39 | |
| But we still have to sort of figure out where like where the next step is to really make our budget. | 02:14:45 | |
| Sustainable into the future? | 02:14:52 | |
| So those are the challenges. | 02:14:54 | |
| That sort of. | 02:14:57 | |
| Popped up through this mid year update that. | 02:14:59 | |
| We're going to. | 02:15:01 | |
| Really work through as part of the budget process coming up. | 02:15:03 | |
| At the next couple meetings so. | 02:15:07 | |
| Great. We're going to take clarifying questions. Do you have any questions? Yes, yes. | 02:15:09 | |
| So. | 02:15:14 | |
| Are we? | 02:15:17 | |
| Like prioritizing. | 02:15:18 | |
| Projects that. | 02:15:21 | |
| Have to be done. | 02:15:23 | |
| I know we're scaling back, but when do we get to see this list? | 02:15:25 | |
| So the CIP review will be at. | 02:15:29 | |
| Within the next. | 02:15:33 | |
| Four to six weeks that'll be coming to council. | 02:15:35 | |
| And that is going to be the question. | 02:15:38 | |
| You know, for councils we'll take a stab at. | 02:15:41 | |
| Prioritizing uh. | 02:15:44 | |
| Based on the prior council, like prior council direction that we've had. | 02:15:46 | |
| But that's going to be the conversation for council is, you know, is there anything that needs to be adjusted? It was there | 02:15:50 | |
| anything that we put in the wrong? | 02:15:53 | |
| Priority order. | 02:15:56 | |
| And I think the. | 02:15:59 | |
| It's going to be a tough conversation this year because there's going to be more projects than there is. | 02:16:01 | |
| Funding so you know it's easy when it's the other way around, but. | 02:16:05 | |
| So, but so that'll be. | 02:16:09 | |
| As part of the budget workshops, one of the. | 02:16:11 | |
| Budget. | 02:16:14 | |
| Presentations will give will be the capital improvement project list. Thank you, Mayor. Any other questions? | 02:16:15 | |
| Yeah. Can we get from each department? | 02:16:21 | |
| What they believe is their absolute necessity of priority list so that we can see. | 02:16:25 | |
| So we can actually take a look at and see what it is that we really need to focus on versus. | 02:16:31 | |
| All the CIP projects that we need to do. | 02:16:36 | |
| I would act because I'm, I'm not an expert on construction stuff, you know, water stuff. So I would like to see each department | 02:16:39 | |
| telling me this is really something we need to take care of first as a priority. | 02:16:43 | |
| That way I know what direct which decision I need to make. Yeah, we can. | 02:16:48 | |
| We can figure out a way to present that. I think we're working with all the departments right now on, you know, kind of a standard | 02:16:53 | |
| exercise when you expect budget challenges as they call it, the 5% exercise. | 02:17:00 | |
| Where you ask each department you know with look at your operating budget this year and tell me what if you had to reduce 5%? What | 02:17:06 | |
| are the non critical items? | 02:17:11 | |
| So I think what we can do is we can bring forward those items that we identify and then we'll we'll show the inverse of what that | 02:17:15 | |
| means we are. | 02:17:20 | |
| On funding, but I think I said this at a recent meeting, I think our personnel costs or something like 70% of the budget. | 02:17:24 | |
| So it's like once you. | 02:17:30 | |
| Pay for the people. There's not a whole lot of other. | 02:17:32 | |
| Like other items you know. | 02:17:35 | |
| But umm. | 02:17:38 | |
| There's always things like training, you know, training budgets. | 02:17:39 | |
| Conferences. | 02:17:44 | |
| You know those types of things. And So what I expect the 5% proposals to be, oh, contractor services, those types of things. | 02:17:47 | |
| Is probably going to be those types of items, but we'll bring that forward when we bring the council. | 02:17:55 | |
| Or bring the item to council. | 02:18:00 | |
| And I think that is 1. I want to give the. | 02:18:02 | |
| The department's credit for, because we've been having those meetings last couple weeks and they're not fun meetings, but | 02:18:05 | |
| everybody understands the situation and everybody is pitching in to try to find that across each department. So, Madam Mayor, to | 02:18:10 | |
| follow up that comment. | 02:18:15 | |
| When you talk about. | 02:18:21 | |
| Previous councils CIP list. | 02:18:22 | |
| Have been. | 02:18:25 | |
| Been on that council, it wasn't a. | 02:18:26 | |
| What we need to do first, it was a wish list for Council. | 02:18:30 | |
| That we wanted to see first. It wasn't necessarily something that was an absolute priority. | 02:18:33 | |
| So I would really like to see it from the experts. Yeah, we'll bring that. Yeah. And then if I may. Thank you. I'm sorry. And that | 02:18:38 | |
| list was very exhaustive. I mean, it was a destination playground, skate park. | 02:18:44 | |
| It was very long and expensive list so. | 02:18:50 | |
| I think. | 02:18:56 | |
| Well, I was joking, joking around with Austin a little bit like, hey, Mr. Grant writer, you guys are experts and I think the port | 02:18:57 | |
| is really good. | 02:19:01 | |
| In their grant seeking. | 02:19:05 | |
| Powers or abilities because they, I mean, you heard. | 02:19:07 | |
| And so maybe as a priority. | 02:19:11 | |
| We could. | 02:19:14 | |
| Really. | 02:19:15 | |
| Get get together elected elected and let's hey let's partnership on grant writing because. | 02:19:17 | |
| The road. | 02:19:22 | |
| To Port of Winemi runs through the city of Port Hueneme and gets. | 02:19:24 | |
| Traveled heavily. | 02:19:30 | |
| And maybe you know there maybe there is some opportunity for some partnership and grants and that that would be a really. | 02:19:31 | |
| Really great. | 02:19:37 | |
| Pursuit. | 02:19:41 | |
| When it comes to roads and stuff. | 02:19:44 | |
| That is all. I think the last thing I'll say is. | 02:19:49 | |
| So we recommended that the Council. | 02:19:52 | |
| Make those adjustments that we identified. | 02:19:54 | |
| And that's all. | 02:19:58 | |
| We have. OK, great. If there are no other questions, are there any public comments? | 02:19:59 | |
| No public comments. | 02:20:05 | |
| Anymore discussion? | 02:20:06 | |
| If not, is there a motion in a second? | 02:20:08 | |
| Move to approve Staffs recommendation. | 02:20:11 | |
| Great, over to you. | 02:20:16 | |
| All in favor, aye? | 02:20:17 | |
| All opposed. | 02:20:19 | |
| Hearing none, motion passes unanimously. | 02:20:20 | |
| Great. Thank you. We'll move on to item number 14, establishment of the. | 02:20:23 | |
| Centenarian Recognition Program will staff present this report. Yeah, the hardest thing is pronouncing. | 02:20:27 | |
| I wasn't even going to try centenarian. Yeah. | 02:20:34 | |
| Yeah, this item is on the agenda. | 02:20:39 | |
| I believe there was a request from, I believe was Mayor McQueen Le Jean a couple meetings back. | 02:20:44 | |
| Umm, to consider a creation of a centenarian recognition program. | 02:20:50 | |
| We had. | 02:20:57 | |
| We've sort of informally. | 02:20:59 | |
| Had recognition for residents who. | 02:21:01 | |
| Who started celebrating their 100th birthday? | 02:21:05 | |
| But I think. | 02:21:08 | |
| What we were realizing is that only people who really. | 02:21:09 | |
| Knew about it, knew about it and otherwise we were hearing like months later about somebody who had turned 100. | 02:21:13 | |
| And so. | 02:21:19 | |
| So. | 02:21:21 | |
| Took a stab because of that. We kind of. | 02:21:24 | |
| Laid out the questions that we already asked when we hear about these types of things and sort of. | 02:21:27 | |
| The criteria that we were using. | 02:21:32 | |
| And we put together a uh, uh. | 02:21:35 | |
| A proposed. | 02:21:37 | |
| Essentially a form that that if Council approves, we could place on our website. | 02:21:39 | |
| The form would allow. | 02:21:44 | |
| You know, we place on our website, we could put it on social media and things so that people know about it. | 02:21:46 | |
| But the form would allow basically somebody who knows somebody who's turning 100 to sort of nominate them for recognition. | 02:21:51 | |
| And. | 02:21:59 | |
| I think one of the key things was one of the. | 02:22:01 | |
| Criteria that we noticed when we were looking at other cities is it's always like a question of like, well. | 02:22:03 | |
| Like, do they have to live like a certain number of years in the city? You know, how does that work? | 02:22:08 | |
| And so the criteria that we saw that seemed to work in other cities was essentially. | 02:22:13 | |
| One of two items either they lived a majority of their life in Port Wayne, ME. | 02:22:18 | |
| Which, you know, is essentially 51 years at least by the time they turn 100. | 02:22:23 | |
| Or if they're a current resident. And I think at first we were like, well, what if somebody just moved here? | 02:22:28 | |
| And then they turn 100, you know, should we really recognize it? But I think the more we talked about that, we're like, well, no, | 02:22:34 | |
| that is an accomplishment, you know? | 02:22:37 | |
| And, and we should celebrate, you know, that fact that we have residents that are reaching that milestone, so. | 02:22:42 | |
| So we that was probably the toughest challenge for us trying to come up with that criteria. | 02:22:48 | |
| That's what we ended up proposing. | 02:22:54 | |
| But the items on the agenda? | 02:22:56 | |
| Today for the Council to discuss and to decide if they want to have a policy and if it would look something like this. | 02:22:58 | |
| But we did think that this would be pretty workable and could be rolled out pretty easily. | 02:23:05 | |
| The goal for us would be make it very simple where? | 02:23:11 | |
| It doesn't have to utilize a lot of resources. We basically have a staff person be able to take this form. | 02:23:14 | |
| Put a proclamation together and then basically let. | 02:23:20 | |
| The way it would probably work is let the mayor and I know so we could coordinate to get the proclamation to them or for whatever | 02:23:23 | |
| recognition because there's a couple recognition options there. | 02:23:28 | |
| So the idea was to try to make that simple, so. | 02:23:34 | |
| The item is on the agenda today for Council to. | 02:23:38 | |
| Discuss and determine whether to proceed. | 02:23:42 | |
| Whether to accept this criteria or identify other criteria. | 02:23:45 | |
| We'll take questions. We'll start with Councilmember Perez. What about adding another thing on there which I've received a few | 02:23:49 | |
| phone calls for something like this and they've always wanted police drive by. | 02:23:55 | |
| What about adding that into the? | 02:24:01 | |
| The whole celebration. | 02:24:02 | |
| Yeah. | 02:24:04 | |
| And I know and we have a couple residents especially. | 02:24:05 | |
| Post code like during COVID and immediately post COVID there were a couple residents who had. | 02:24:08 | |
| Said they weren't comfortable coming to meetings. | 02:24:12 | |
| You could understand that, so we had arranged to. | 02:24:15 | |
| Drop off. | 02:24:18 | |
| I think we talked a little bit about that and we were. | 02:24:19 | |
| We're setting it up where. | 02:24:22 | |
| Like umm. | 02:24:24 | |
| We didn't necessarily have that like in the criteria or the form so that we're not like obligated to do it, but I think we sort of | 02:24:26 | |
| assumed that if. | 02:24:30 | |
| You know, if they're they reach 100 and they can't make it to a meeting and. | 02:24:36 | |
| Relatively simple. We can make that happen. | 02:24:40 | |
| So. | 02:24:44 | |
| It could be added formally. We left that sort of. | 02:24:46 | |
| Informal at this at this point where we figured we just work that out with them. | 02:24:49 | |
| Yeah, I think, I think that'd be awesome, I think. | 02:24:54 | |
| Asking A. | 02:24:58 | |
| 100 year olds and 10 Aryan to come to a meeting could be difficult but. | 02:24:59 | |
| I think it'd be really cool. | 02:25:04 | |
| Send a police cruiser with the siren and the lights and then those of us who could show up and, you know, make a nice presentation | 02:25:06 | |
| and then we could, we'd always have a photo, but. | 02:25:10 | |
| And I definitely want to just make sure that. | 02:25:15 | |
| If you're 100 and you live in Winnemi, you're good. | 02:25:17 | |
| Yes, as proposed. That's correct. | 02:25:23 | |
| Once we approve it, OK, Yeah, OK. | 02:25:27 | |
| I like the police. Thank you, Mayor. | 02:25:29 | |
| Yeah, a couple of questions. I like the idea. | 02:25:32 | |
| Umm, I think I've participated in a couple of recognitions where it was not only police. | 02:25:35 | |
| Dr. Bys, But our public works people as well. I mean the whole trash truck and everything, but it brings to mind that. | 02:25:40 | |
| That maybe, you know, if it's optional, that's great, you know. | 02:25:50 | |
| Hopefully. | 02:25:54 | |
| Our employees will be available and it's something that we can afford to do timewise and money wise. | 02:25:55 | |
| But the other thing I think that needs to be included in this. | 02:26:03 | |
| Policy would be describing a certificate or plaque that would be given to. | 02:26:08 | |
| The Centenarian. | 02:26:15 | |
| I don't see that in here and then I was wondering if. | 02:26:18 | |
| There was any consideration of incorporating this program into the hero's history and heritage policy? | 02:26:22 | |
| So we have it all in one place. | 02:26:29 | |
| OK. Yeah. And. | 02:26:32 | |
| A couple points there, so. | 02:26:35 | |
| The recognition type would be a formal city proclamation. | 02:26:37 | |
| Essentially. | 02:26:44 | |
| We stayed away from a plaque or like tile or anything like that just due to cost and so. | 02:26:46 | |
| And I think I we have recognized. | 02:26:51 | |
| I think 3 people. | 02:26:54 | |
| Since I've been here for reaching. | 02:26:55 | |
| Their 100th birthday and we we took a proclamation out and I think they were appreciative of that so. | 02:26:58 | |
| So it would just be what we propose is a formal proclamation and then that proclamation would include information based on what | 02:27:04 | |
| they provide to us as part of their biography and their contributions to the community. | 02:27:10 | |
| So that's that's what. | 02:27:17 | |
| Yeah, I think that's great. Is proposed. Now what was the second part of that question, if there was any consideration given to | 02:27:19 | |
| incorporating this program into the? | 02:27:23 | |
| Heroes. OK. | 02:27:28 | |
| History and heritage policy which yeah operate under, yeah. And I think we could include it there. I guess the question for counts | 02:27:30 | |
| the for the council to decide is that currently. | 02:27:35 | |
| That policy goes to CAC for. | 02:27:41 | |
| Like you know, items submitted under that policy go to the Citizens Advisory Committee to be. | 02:27:45 | |
| Vetted and they meet is it quarterly? | 02:27:50 | |
| Yeah. So they meet quarterly, so. | 02:27:54 | |
| Because this. | 02:27:57 | |
| Really doesn't have a whole lot of discretion because they really, you know, the way we were trying to set up was to avoid a | 02:27:58 | |
| situation where we read somebody and go and they weren't interested or, you know, interesting enough to get a 100th, you know, | 02:28:03 | |
| birthday proclamation from the city. | 02:28:07 | |
| Or, you know, essentially take like the judgment calls out of it and it's just. | 02:28:11 | |
| If they are a current resident. | 02:28:15 | |
| When they hit 100 or when they if they've lived a majority of their life, then they get the. | 02:28:17 | |
| The the recognition. | 02:28:22 | |
| So, umm. | 02:28:24 | |
| It can be included in that policy. I think our initial recommendation would be. | 02:28:25 | |
| Whether it's included or not that right now it's just sort of automatic if this criteria is met and it doesn't have to be. | 02:28:31 | |
| Vetted and approved by the CAC, which the rest of the policy does. | 02:28:39 | |
| If I could comment on that, I think that. | 02:28:43 | |
| It could be there. It's I just think it makes sense to have it in one place where people would know where to go to look for it, | 02:28:46 | |
| rather than it be a standalone and the policy could read that it doesn't have to necessarily go through the CAC. Yeah. | 02:28:53 | |
| The heroes, the wine, Amy Beach heroes that does that go through CAC. OK, so maybe we could just say this would be an exception | 02:29:00 | |
| and that it doesn't go, but it was somebody asked where can I find this? We would know to go to this. | 02:29:07 | |
| The hero's heritage. | 02:29:13 | |
| And yeah. | 02:29:15 | |
| I think we could do that. We can have it kind of folded into that policy and then just make it clear that. | 02:29:17 | |
| That there's. | 02:29:23 | |
| It's in the policy, but this is the criteria and it's sort of automatic. | 02:29:24 | |
| So so yeah, that that would work. | 02:29:29 | |
| And, and we can, depending on how quickly the Council wants to adopt this, we could also approve this process and then. | 02:29:34 | |
| Bring that. | 02:29:42 | |
| Back when we. | 02:29:43 | |
| The next time we review and revise that the Heroes Policy section. | 02:29:46 | |
| So that's something that can be done. | 02:29:51 | |
| Sort of. | 02:29:53 | |
| While we're rolling this out, so. | 02:29:54 | |
| Thank you, Mayor Pro Tem. Yes, so I do like the recommended details of. | 02:29:57 | |
| Inclusion of the city newspaper and social media. That's. | 02:30:04 | |
| Should be. | 02:30:08 | |
| They should get their. | 02:30:09 | |
| The recognition. | 02:30:10 | |
| Umm, the optional recognition at City Council meeting. | 02:30:12 | |
| If I guess. | 02:30:17 | |
| It's going to be based on what they want, right? So if we go to them. | 02:30:19 | |
| You know, we just, we got to be clear if it's going to be. | 02:30:24 | |
| It's going to be. | 02:30:27 | |
| This You know who wants city staff is going to go. | 02:30:29 | |
| And. | 02:30:32 | |
| At least have it. | 02:30:33 | |
| Have those details laid out, Yeah. | 02:30:35 | |
| Yeah, so they. | 02:30:38 | |
| Whether we would honor him at a council meeting essentially would just be they decide, you know, if they check yes, then we'll | 02:30:40 | |
| schedule it for the next available council meeting. If they check, no. | 02:30:44 | |
| Then then we don't schedule it for a council meeting, so. | 02:30:48 | |
| B is do we? | 02:30:54 | |
| Do they want us to go to them? Yeah. So one thought. | 02:30:55 | |
| And I would support. | 02:31:00 | |
| The idea of adding. | 02:31:02 | |
| That item which I think I'm, I'm hearing. | 02:31:05 | |
| Council supports as well. | 02:31:07 | |
| But I think I would support adding it because it actually does give staff a little bit of. | 02:31:09 | |
| Cover as far as. | 02:31:14 | |
| You know, umm. | 02:31:16 | |
| If somebody says why are you doing this for this person and why are you spending city time on this thing, it's because we have a | 02:31:18 | |
| council approved policy that says that we are going to do these things so. | 02:31:23 | |
| So we can add some language and. | 02:31:27 | |
| If Council maybe approves it with direction to add language so I don't have to think of it on the spot, but just something like, | 02:31:31 | |
| you know. | 02:31:34 | |
| If not, would you like a visit from available city representatives or something like that? You know which could include? | 02:31:37 | |
| You know. | 02:31:46 | |
| The you know, council members or you know. | 02:31:49 | |
| We or staff and we can. | 02:31:53 | |
| But I think we'd word it as like, you know, available whoever's available cause. | 02:31:56 | |
| It's, you know, it's obvious, it's got to be something that we can make work without having to like call people in on their days | 02:31:59 | |
| off and things like that. So. | 02:32:03 | |
| So so. | 02:32:08 | |
| If everything else works, it could be approved with. | 02:32:10 | |
| Direction to add some of that language. | 02:32:14 | |
| Not yet. | 02:32:17 | |
| I just have a couple of questions, then we're going to go to public comments. | 02:32:18 | |
| OK. He wants to make the motion already. | 02:32:22 | |
| Just a couple of questions, So. | 02:32:27 | |
| Like the like the form. | 02:32:30 | |
| So, umm. | 02:32:32 | |
| It says brief biography of contributions. | 02:32:34 | |
| Or contribution or contributions. | 02:32:37 | |
| So, umm. | 02:32:39 | |
| Is everything else going to be? Is everything else going to be pre? | 02:32:43 | |
| Worded this is a proclamation so there there's generally a lot of stuff in there yeah so how we we do it it's basically what we do | 02:32:48 | |
| now it's just trying to have a simpler process and so everybody knows what to expect cuz we will get. | 02:32:54 | |
| We get things right now, like we'll get an e-mail and somebody will say, I know somebody who turned 100, you should recognize | 02:33:00 | |
| them. And it's like, well, do you want to tell us their name or you know how we can get a hold of them? | 02:33:05 | |
| So it's really. | 02:33:09 | |
| This could actually be helpful because it's like, you know, great, have this film. | 02:33:11 | |
| Form filled out and have it sent to us, but they're not writing out a full problem. No, we're gonna have a template and then | 02:33:15 | |
| essentially, you know, if they give us four or five bullet points, we'll pull those in. | 02:33:21 | |
| As the whereas is, yeah, great, great. Just a couple more questions. | 02:33:26 | |
| So I read this bottom part where it says nominator information and then right under that it says would you like to be honored by | 02:33:31 | |
| the City Council? So it almost. | 02:33:36 | |
| Felt like it was for the nominator. | 02:33:42 | |
| And so maybe it could just say what honoree like to be honored or would instead of you or maybe put nominator information under | 02:33:44 | |
| yeah too. I just thought, why are you asking the nominator? | 02:33:50 | |
| So that and and I think. | 02:33:57 | |
| Oh, at the very top where it says and I think I know the answer to this. | 02:34:01 | |
| Where it says. | 02:34:05 | |
| 100 years of age or older. | 02:34:08 | |
| So does that mean if they missed? | 02:34:12 | |
| Requesting it at 100, they can request it at 101 or two? Or does this mean I can request at 100? | 02:34:15 | |
| I could request that 101. Yeah. You know what I mean? Yeah, you know. | 02:34:22 | |
| Umm, I hadn't thought about that. I'm thinking the person who wrote this probably did. And I, I guess I, I think I can know the | 02:34:28 | |
| answer is I think it's based on we have a resident and every year now. | 02:34:33 | |
| 101 one hundred 203 they asked if they can get a proclamation. | 02:34:38 | |
| And we've. | 02:34:42 | |
| Honored that in the past, so I think. | 02:34:45 | |
| As written, it was probably with that in mind, thinking that. | 02:34:47 | |
| Basically, you know, once they hit 100, if they asked for a proclamation, they're gonna. | 02:34:51 | |
| That the city will take the time to give them. | 02:34:56 | |
| Or you can put in there just once. | 02:34:59 | |
| Yeah, we could say one time only. | 02:35:00 | |
| You get one. | 02:35:03 | |
| Yeah, every 10 years. | 02:35:06 | |
| OK. Any other questions? | 02:35:07 | |
| If not, do we have any public comments? No public comments. OK, If there's no further discussion, can we get a motion and a | 02:35:09 | |
| second? | 02:35:13 | |
| Yes, I'm prepared to make a motion, but I. | 02:35:16 | |
| Do you want my motion to contain the the suggested changes that we want? Right, OK. | 02:35:19 | |
| So I'd like to make a motion to approve the Send 10 Aryan Recognition nomination form. | 02:35:24 | |
| And we could adjust it to make it a little more clearer and perhaps somebody who is. | 02:35:32 | |
| Honor and one missed it. We would be able to honor them as well. | 02:35:38 | |
| And I would. | 02:35:43 | |
| Think just a brief biography of the person might be the better way to go. | 02:35:44 | |
| And. | 02:35:49 | |
| Strike the the part. | 02:35:51 | |
| About. | 02:35:54 | |
| Their contributions just. | 02:35:56 | |
| Let's just have a biography of the person. | 02:35:58 | |
| Clarify. | 02:36:02 | |
| Mayors suggestion. | 02:36:04 | |
| On the nomination. | 02:36:06 | |
| And present them with a proclamation. | 02:36:09 | |
| And give them the choice of whether they want to come to a City Council meeting. | 02:36:12 | |
| Or. | 02:36:16 | |
| Have city staff. | 02:36:18 | |
| Led by the Police Department to go and make a very nice presentation and take a photo. | 02:36:19 | |
| That's a big, big. | 02:36:25 | |
| Did you capture all that? | 02:36:27 | |
| Is there a second? | 02:36:30 | |
| 2nd. | 02:36:31 | |
| Can we get a roll call please? | 02:36:33 | |
| Rich, you got 25 years. | 02:36:36 | |
| It's a little expense. | 02:36:41 | |
| But one of the things that we wanted to promote is what a nice community it is. | 02:36:43 | |
| And buying a part of this community. | 02:36:48 | |
| You know you can live a long life. | 02:36:51 | |
| And it would be good. | 02:36:53 | |
| Public relations wise, perhaps. | 02:36:55 | |
| To have like a perpetual plaque, we can't have that many people over the years that, you know, reach 100 and. | 02:36:57 | |
| If they went into City Hall and they said. | 02:37:04 | |
| These are centurions over the years. I think it would send a nice. | 02:37:06 | |
| Message to the community. | 02:37:09 | |
| That this is a good community to be. | 02:37:12 | |
| The other thing is, I guess 25 years, I mean 50 years. | 02:37:14 | |
| There are committee, many of us said. | 02:37:18 | |
| Because of a changing community that would make it. | 02:37:20 | |
| 51 years. | 02:37:22 | |
| Living here and. | 02:37:25 | |
| And that being the eligibility level, so you might want to consider. | 02:37:27 | |
| Modifying. | 02:37:31 | |
| Just my 2 points. | 02:37:33 | |
| Great. Thank you. Do you have a comment card? | 02:37:34 | |
| Thank you. I'm sorry, I just want to. | 02:37:41 | |
| Perhaps we could. | 02:37:47 | |
| Have Orvine Carpenter be our very first recipient in. | 02:37:49 | |
| What's that word? | 02:37:53 | |
| Centenarian. Centenarian. No, no, no, the other word. | 02:37:55 | |
| Most humorous? | 02:37:58 | |
| Yes, that word. Maybe he could be the first one. | 02:38:00 | |
| Plaque, if we. Yeah. | 02:38:03 | |
| And we had. We had honored him. | 02:38:06 | |
| Recently, and we were actually we had. | 02:38:09 | |
| We had it on the list that we were also going to try to issue him a proclamation at some point too. So the timing didn't work out, | 02:38:13 | |
| but but we were able to honor him. | 02:38:18 | |
| With the. | 02:38:22 | |
| The City Council approved. | 02:38:23 | |
| The supporting his. | 02:38:26 | |
| Allowing him to have his 100th birthday in the Orvian Carpenter Community Center. | 02:38:29 | |
| Without the fees so. | 02:38:36 | |
| So the city. | 02:38:38 | |
| Did I think a good job of recognizing them? But there was more that we wanted to do so. | 02:38:40 | |
| Madam Clerk, did we take a vote? | 02:38:45 | |
| So Councilmember Gama and then Councilmember Perez seconded. | 02:38:47 | |
| And then all in favor. | 02:38:52 | |
| Aye, all opposed. | 02:38:54 | |
| Hearing none, motion passes unanimously. Great. Thank you. We'll move on to item number 15, formation of a Veterans Advisory | 02:38:55 | |
| Commission. | 02:38:59 | |
| Well staff, please present your record. | 02:39:04 | |
| Thank you. | 02:39:06 | |
| And I have. | 02:39:07 | |
| I think one or two slides. | 02:39:09 | |
| On this as well. | 02:39:11 | |
| Similar to the last item, I think it was at that same meeting we had a request from Mayor Pro Tem Lopez. | 02:39:13 | |
| To for a future item to consider. | 02:39:20 | |
| For the city to consider establishing a Veterans Advisory Commission. | 02:39:23 | |
| So this item was scheduled to allow for that. | 02:39:28 | |
| Consideration. | 02:39:32 | |
| Umm. I'm going to try to keep it simple, but the creating commissions get a little complicated because there's a lot of ways you | 02:39:34 | |
| can do it anywhere. | 02:39:39 | |
| From an ad hoc committee that doesn't have to be formally created to. | 02:39:44 | |
| It could be all the way up to a committee being created in city code that has to be adopted by ordinance and. | 02:39:49 | |
| You know, requires a second reading and so. | 02:39:55 | |
| Really, there's some decisions to be made as far as like what level of formality and. | 02:39:58 | |
| How to best approach that? | 02:40:04 | |
| Umm, we took a look at some other cities. | 02:40:06 | |
| That do have veterans advisory committees. | 02:40:10 | |
| Want to say Menifee and I was blanking on the other. | 02:40:13 | |
| Cities. Is it Chula Vista? Yeah, it's been a Menifee, Chula Vista and Riverside County. | 02:40:17 | |
| So we took a few looks and we tried to sort of like boil it down to. | 02:40:23 | |
| What we thought could work. | 02:40:29 | |
| But it's. | 02:40:31 | |
| It ultimately will come down to what the council is looking to do and what the goals the council wants to create. | 02:40:31 | |
| Are what we essentially put together was proposing. | 02:40:38 | |
| Just a similar. | 02:40:42 | |
| Commission formation to. | 02:40:44 | |
| What the other commissions that we have? | 02:40:47 | |
| Follow which is A5 member Commission appointed by Council with. | 02:40:50 | |
| We just aligned all the terms to match councilmember terms. | 02:40:53 | |
| In the four year term, so it would be aligned with those. | 02:40:57 | |
| Things just for keeping everything consistent. | 02:41:00 | |
| The council would need to decide some questions like is residency required? | 02:41:04 | |
| I think what we proposed it would be. | 02:41:10 | |
| Is it required that the representative be a veteran or be a military affiliated? | 02:41:12 | |
| And then what we had proposed as a starting point would be quarterly meetings similar to the CAC and the Measure U committee. | 02:41:18 | |
| And then? | 02:41:26 | |
| Obviously. | 02:41:27 | |
| As part of that, the Council could decide. | 02:41:28 | |
| Whether to do like an annual review to determine if more frequent meetings are needed. | 02:41:31 | |
| But that's really getting into the the weeds of it and I think the. | 02:41:36 | |
| Bigger picture question first is what are the recommended goals and priorities for? | 02:41:42 | |
| For a veterans advisory Commission. | 02:41:47 | |
| We. | 02:41:50 | |
| Again, looking at those other. | 02:41:51 | |
| Cities. We looked at what some of those cities had identified as goals facilitating engagement with the veteran community. | 02:41:53 | |
| Enhancing access to veterans benefits and resources. | 02:42:00 | |
| Assistant planning or promoting veteran focused events. Support veteran outreach and educational efforts. | 02:42:04 | |
| Or identify community needs and recommend solutions. | 02:42:10 | |
| I will always give the caveat that every city is different and so usually just adopting what other cities does isn't really the | 02:42:13 | |
| best approach especially. | 02:42:18 | |
| You can even just see. | 02:42:23 | |
| It's been a while since I've been to Menifee, but I don't think they actually, I don't think they have a base right. | 02:42:24 | |
| As an example. | 02:42:30 | |
| Riverside has one. | 02:42:32 | |
| San Diego. San Diego does. | 02:42:34 | |
| But so you could see some differences there of like, you know, we are a city that has. | 02:42:36 | |
| When Amy and Magoo. | 02:42:41 | |
| You know, on either end of us. So we're unique, so. | 02:42:43 | |
| The goals we might have might be different and so. | 02:42:47 | |
| We. We. | 02:42:51 | |
| Essentially try to put together some starting points, but I think. | 02:42:52 | |
| This is an item that really it's the first question is in the council and what are the goals, what are we trying to achieve and | 02:42:55 | |
| how do we want to achieve? | 02:42:59 | |
| Council member, I'm sorry. | 02:43:04 | |
| You go ahead. Thank you. | 02:43:07 | |
| So I believe that we should. | 02:43:11 | |
| Focus on the enlisted personnel in our community. | 02:43:15 | |
| And does the word veteran mean that you have to be? | 02:43:21 | |
| Out of the military, is that a definition of a veteran? And so? | 02:43:24 | |
| My my concern is. | 02:43:28 | |
| Or my. | 02:43:31 | |
| I think this is great. | 02:43:34 | |
| To focus on veterans, but I also think we need to focus on the enlisted folks that come into our town. | 02:43:37 | |
| Because I've heard from many of them. | 02:43:43 | |
| When they come to town, they're looking for a babysitter. They're. | 02:43:46 | |
| Want know a good place to eat? You know, there just could be a lot of service and information that we could help these people. | 02:43:50 | |
| Then most importantly like and I'm thinking about Nate's place. | 02:43:56 | |
| Like maybe we could have a little. | 02:44:01 | |
| Nate's place for the enlisted, a place where they could go and at least just know that there's different places to go for | 02:44:06 | |
| assistance when when an enlisted person needs it. | 02:44:11 | |
| And of course, we've seen some tragedies. | 02:44:16 | |
| In and around our neighborhood on that. | 02:44:19 | |
| Front. | 02:44:21 | |
| Question City Manager, is this for? | 02:44:23 | |
| Veterans that mean you have to be out of the military. | 02:44:26 | |
| It's completely up to. | 02:44:30 | |
| Council at this point. | 02:44:32 | |
| It's, we kind of gave the framework, but it's it's. | 02:44:35 | |
| Up to the council to define exactly how it wants, like what all these terms can mean or how you know how we would do these things. | 02:44:39 | |
| I have, I have some questions as well. So. | 02:44:43 | |
| Can we let? | 02:44:48 | |
| The mayor Pro Tem kind of share what his thoughts are. Yeah, absolutely going to say I think he should be the one since it was his | 02:44:49 | |
| idea. So there is. | 02:44:54 | |
| You know, we there is language for active duty personnel. | 02:44:59 | |
| Veterans, umm. | 02:45:03 | |
| And and even. | 02:45:04 | |
| Veteran professionals that. | 02:45:05 | |
| At our VA. | 02:45:07 | |
| Specialist. | 02:45:10 | |
| Who could, actually? | 02:45:11 | |
| Fill this role. | 02:45:13 | |
| We just have to work on the languages and and. | 02:45:14 | |
| So that that could that could definitely be done. | 02:45:17 | |
| Just us clarifying what we want, so I would. | 02:45:19 | |
| I would propose that to, you know, as as The thing is. | 02:45:24 | |
| Active duty veterans. | 02:45:27 | |
| And veteran specialists. | 02:45:28 | |
| So that would be good. | 02:45:32 | |
| My thought process is this. | 02:45:35 | |
| We have, we do have the two bases here. | 02:45:38 | |
| We have a VFW. | 02:45:41 | |
| We have a lot of. | 02:45:43 | |
| Veteran nonprofits around us. | 02:45:45 | |
| We have active duty personnel in our. | 02:45:49 | |
| In our residence. | 02:45:51 | |
| Yet they don't advise the Council. | 02:45:52 | |
| At all. | 02:45:57 | |
| So we need them. | 02:45:58 | |
| We need a voice for them so that. | 02:46:00 | |
| They can. They can advise us on veteran. | 02:46:02 | |
| Things. | 02:46:06 | |
| They could help us with. | 02:46:07 | |
| Veteran's day. Memorial Day. | 02:46:09 | |
| Come up with other. | 02:46:13 | |
| Things that we can actually honor our local vets. | 02:46:14 | |
| And I just think this is. | 02:46:17 | |
| This opportunity is. | 02:46:20 | |
| Is kind of reach over the gates. | 02:46:22 | |
| Reach over to the nonprofit's and bring them into this council. | 02:46:24 | |
| And have them advise us on what? | 02:46:28 | |
| What veterans services that we can provide for them? | 02:46:30 | |
| Or how we can better suit? | 02:46:32 | |
| Our vets. | 02:46:35 | |
| So there's a lot of language that. | 02:46:37 | |
| That we could, actually. | 02:46:39 | |
| Revise and I think. | 02:46:41 | |
| I think staff has. | 02:46:45 | |
| A lot of the language already, we just have to actually. | 02:46:46 | |
| Physically see it all. | 02:46:49 | |
| Councilmember Hernandez, Then we'll go to council. | 02:46:57 | |
| Thank you, Mayor. | 02:47:02 | |
| And thank you, Mayor Pro Tem Lopez, for. | 02:47:04 | |
| Putting this concept forward. | 02:47:07 | |
| I had a couple of questions about. | 02:47:10 | |
| Umm, the overlap that we might be experiencing here with the VFW and some of the other nonprofits. | 02:47:13 | |
| And my question is, did we? | 02:47:22 | |
| Talk to the VFW about. | 02:47:25 | |
| What services they provide? Did we? Do we have a sense of what other services are being provided by these nonprofits? | 02:47:27 | |
| And I ask that for. | 02:47:35 | |
| A number of reasons. One, we don't want to duplicate an efforts we don't want. I don't think we want to duplicate efforts. I don't | 02:47:37 | |
| think we want to step on anybody's toes. | 02:47:42 | |
| But most importantly, we don't want to promise something. | 02:47:47 | |
| That we can't deliver. | 02:47:51 | |
| Because we're not in the business of delivering services as a municipality, I think we can connect people to services. | 02:47:52 | |
| But for us to. | 02:48:00 | |
| We'd have to have a budget to do that, we'd have to have staff to do that. | 02:48:02 | |
| The other question I have would be. | 02:48:07 | |
| Similar to the way we appoint the Citizens Advisory Commission and Measure U Committee would the city. | 02:48:11 | |
| Be able to solicit. | 02:48:18 | |
| Participation from the community. | 02:48:20 | |
| For people. | 02:48:23 | |
| Just stay. | 02:48:25 | |
| If one council member doesn't know of that. | 02:48:26 | |
| There may be. I'm more inclined to appoint people who are interested in participating than just appointing somebody who may not | 02:48:30 | |
| have that interest. | 02:48:34 | |
| So if the city could, I know that you've done that for the well, we've done that for this citizen Advisory Commission. | 02:48:39 | |
| And measure you invited them to. | 02:48:46 | |
| To be part of it, I'd like to see that as well. | 02:48:48 | |
| And I. | 02:48:51 | |
| Can we also hear from Tom Fiala about what he thinks about this? | 02:48:51 | |
| Yeah, when it's time, Tom, you can make your way up. But before that, let's. | 02:48:57 | |
| Do a comment card. | 02:49:03 | |
| Did you have something you had? Any questions? | 02:49:06 | |
| And then you as well. | 02:49:09 | |
| So. | 02:49:11 | |
| Bear with me winning me beach cleanup. | 02:49:13 | |
| Every now and then. | 02:49:16 | |
| A Navy group will come out. | 02:49:17 | |
| And I have all these buckets and sticks and it kind of breaks my heart because I see the Petty Officer handing out a glove to each | 02:49:19 | |
| person in a bag. And now come over here. I'll give you, I'll give you the bucket, I'll give you the stick. And we have a hand | 02:49:23 | |
| washing station. | 02:49:27 | |
| Protect yourself. | 02:49:32 | |
| But my point being is that. | 02:49:33 | |
| What I'm feeling is that. | 02:49:36 | |
| This, whatever we call it. | 02:49:39 | |
| Could have a list of Wellness activities, real guppies. | 02:49:42 | |
| Nate's Place. | 02:49:45 | |
| Wine, Amy. Beach Cleanup. | 02:49:47 | |
| Have things that we could introduce. | 02:49:48 | |
| Enlisted N veterans to participate in because so many times. | 02:49:52 | |
| Whether it's real guppies. | 02:49:57 | |
| Wanami beach cleanup. | 02:49:58 | |
| We interact with a naval family. | 02:50:00 | |
| An enlisted person and veteran SO. | 02:50:03 | |
| The way I'm evolving on this is like. | 02:50:07 | |
| You know have. | 02:50:11 | |
| Good activities that we could refer. | 02:50:13 | |
| Interested people too. | 02:50:15 | |
| Hey, if your son's having problems or snakes, place, you know, real guppies. | 02:50:17 | |
| Boys and Girls Club, I mean we have all these wonderful activities. Why naming to the league, you know. | 02:50:21 | |
| And just be able to connect. | 02:50:26 | |
| Enlisted in veteran. | 02:50:28 | |
| To services that could be helpful to their family. | 02:50:31 | |
| So I have two spots on this first. | 02:50:35 | |
| To yours, what you were talking about, there was a time many years ago. He's too old now, but a veteran did. | 02:50:37 | |
| Have all the connections and do our veterans. Larry Downing. | 02:50:45 | |
| Was the one who put on our veteran's day. | 02:50:48 | |
| Programs a long time ago. | 02:50:50 | |
| But. | 02:50:53 | |
| There's a lot of different agencies, a lot of different organizations. I met a Master Chief Thrift. | 02:50:54 | |
| Think is her name. She has a bunch of. | 02:50:59 | |
| Navy people who want to volunteer get involved. | 02:51:03 | |
| I they came out, I helped out at the five, Ki connected her with Taylor's. | 02:51:06 | |
| But they have a lot of people that want to get involved in the community. They want to get involved, what's going on? They want to | 02:51:10 | |
| do volunteer hours. So this will be a good way of connecting. | 02:51:15 | |
| Those groups with all the different like Veterans mentor project. | 02:51:19 | |
| We could get them all connected to all these different agencies. | 02:51:24 | |
| That's a perfect way of. | 02:51:27 | |
| Of making the connections to these people who feel isolated to the base only. | 02:51:29 | |
| And want to get more involved in our community. | 02:51:33 | |
| Totally agree. | 02:51:36 | |
| Any any other questions? | 02:51:41 | |
| I guess I was. I was. | 02:51:44 | |
| Questions that I. | 02:51:47 | |
| Very similar to the ones. | 02:51:49 | |
| Council member Hernandez was asked. | 02:51:53 | |
| Asking and So what I'm hearing though. | 02:51:55 | |
| Sounds more. | 02:51:58 | |
| Like an ad hoc. | 02:52:00 | |
| Committee than a. | 02:52:03 | |
| Advisory. | 02:52:05 | |
| Committee. | 02:52:07 | |
| Think that. | 02:52:09 | |
| And, and and one of the other things that I'm hearing is a lot of. | 02:52:11 | |
| Connections connecting people. | 02:52:16 | |
| And so in my mind is like, do we? Do we need a committee to connect people? | 02:52:19 | |
| I don't know. | 02:52:23 | |
| What? We currently don't have anything. | 02:52:26 | |
| Talking about, yeah. | 02:52:28 | |
| Yeah, yeah. So we currently don't have really anything other than people that we know. | 02:52:30 | |
| That we can go to to help our VFW. | 02:52:36 | |
| But they're so different. There's so many different groups. There's active duty groups, you know, Navy Chief Petty Officer | 02:52:41 | |
| Association. | 02:52:44 | |
| There's a lot. | 02:52:48 | |
| I can name. | 02:52:49 | |
| I can name a lot of different groups and. | 02:52:51 | |
| My thought is this. If we go to an ad hoc. | 02:52:54 | |
| It's just. | 02:53:00 | |
| Nothing's gonna happen. No one's gonna take the lead. | 02:53:02 | |
| So if. | 02:53:06 | |
| If we go full Commission. | 02:53:07 | |
| We get community input. | 02:53:10 | |
| You know, people who actually want to volunteer. | 02:53:13 | |
| I think we, you know, we can actually see if. | 02:53:18 | |
| If this is actually worthy of. | 02:53:21 | |
| Going to. | 02:53:24 | |
| You know if we get like 30 inputs I mean, then you know that this is a valid. | 02:53:26 | |
| Requirement. | 02:53:31 | |
| That we should move forward with. | 02:53:32 | |
| Yeah, I guess the only thing the the place where I'm having most difficulty is not knowing. | 02:53:33 | |
| The other things. | 02:53:41 | |
| What? What's already been done? | 02:53:42 | |
| Been being done. What is the military? | 02:53:44 | |
| Doing I mean, they're literally right across the street, right? So what are they doing? What's the gap? | 02:53:48 | |
| Right. And then. | 02:53:54 | |
| I mean, that's how we would. | 02:53:56 | |
| Think about strategizing, right? What's the gap? Let's try to fill the gap, right? And what is the gap? I just, I haven't heard | 02:53:58 | |
| what the gap is just yet. | 02:54:02 | |
| Well, based on information based on. | 02:54:08 | |
| The gap is this is. | 02:54:11 | |
| I think it's pretty simple. | 02:54:12 | |
| We don't have a veterans group that actually advises the council. | 02:54:14 | |
| At all. | 02:54:19 | |
| We have nonprofits that. | 02:54:21 | |
| That provide. | 02:54:23 | |
| Who could provide services, but there's really not a. | 02:54:25 | |
| Commission that's actually advising the Council. | 02:54:28 | |
| On things that. | 02:54:31 | |
| That the veterans of this. | 02:54:33 | |
| Community actually want. | 02:54:35 | |
| And and that's. | 02:54:39 | |
| That's that's the gap. | 02:54:40 | |
| You asked me. | 02:54:42 | |
| OK, OK. And what, what, what would the advice? | 02:54:43 | |
| What would we in response do to? | 02:54:47 | |
| As a Council, what would we do? | 02:54:50 | |
| If we were advised about. | 02:54:54 | |
| Whatever it would be. OK, so let's say. | 02:54:57 | |
| Let's say that this the Commission advised us on. | 02:55:00 | |
| You know, veteran's day. | 02:55:04 | |
| There they make the plans. | 02:55:06 | |
| During their. | 02:55:10 | |
| Their committee meetings. | 02:55:11 | |
| They bring it to the Council and present. | 02:55:13 | |
| Hey, this is, you know, at no cost to the city because a lot of this stuff is. | 02:55:15 | |
| Going to be donated either. | 02:55:19 | |
| Time. | 02:55:21 | |
| We're taking this away from the staff. | 02:55:22 | |
| Who's actually planning? | 02:55:25 | |
| Our current committee and we're giving it to the veterans who actually know how to. | 02:55:27 | |
| To commemorate these type of activities. | 02:55:32 | |
| And bringing in. | 02:55:35 | |
| The you know, the framework on how we're going to, we're going to. | 02:55:38 | |
| Do that particular task. | 02:55:43 | |
| That, that's what. | 02:55:46 | |
| I would envision that this Commission would do. | 02:55:47 | |
| And of course they're going to run it through the council. | 02:55:52 | |
| Yeah. So just a couple more questions. | 02:55:55 | |
| I'm I'm for veteran's day. I'm for Memorial Day. | 02:55:58 | |
| But what else? | 02:56:04 | |
| Labor Day. | 02:56:06 | |
| Yeah, but I mean other than events on holidays. OK, So what else? That's all I meant trying to get to. | 02:56:07 | |
| So this, this Commission could do a couple things too it it could actually when we do the Community Benefit Fund. | 02:56:13 | |
| It could make recommendations to the CBF to see. | 02:56:20 | |
| How you know how they can? | 02:56:25 | |
| You know, basically. | 02:56:28 | |
| Submit that uh uh. | 02:56:30 | |
| That grant so that. | 02:56:32 | |
| There's money for these these events that. | 02:56:34 | |
| They want to do. | 02:56:38 | |
| One thing. | 02:56:40 | |
| They could also. | 02:56:42 | |
| I got a few things here. | 02:56:46 | |
| Public engagement. | 02:56:50 | |
| So. | 02:56:54 | |
| Reach where you talked about overlap. | 02:56:56 | |
| Reach was wanting to do like a flag. | 02:57:00 | |
| You know, flags down. | 02:57:04 | |
| Ventura Rd. Where? | 02:57:07 | |
| They're honoring veterans. | 02:57:08 | |
| So something like this, this Commission could actually rack and stack. | 02:57:11 | |
| You know who's gonna go first? | 02:57:15 | |
| There's a SO. | 02:57:18 | |
| When I look at this. | 02:57:19 | |
| There's a lot of things that actually it can do, but. | 02:57:21 | |
| We're just we're. | 02:57:24 | |
| Not allowing nonprofit to do it. | 02:57:25 | |
| And then present. | 02:57:29 | |
| But we could actually have a veterans group. | 02:57:31 | |
| Present to us. | 02:57:34 | |
| And then we can move forward. And if they take donations from Reach, that's perfect. | 02:57:36 | |
| So I think the conversation is an ad hoc is a temporary, right? | 02:57:41 | |
| With a short. | 02:57:47 | |
| Directive. | 02:57:50 | |
| But I think and I I do appreciate the. | 02:57:52 | |
| Mayor Pro Tem Lopez on this. | 02:57:55 | |
| Like, uh. | 02:57:58 | |
| As a Commission, if we delegate to the Commission Memorial Day. | 02:57:59 | |
| And veteran's day. | 02:58:04 | |
| Maybe 911? | 02:58:06 | |
| Maybe that could be? | 02:58:09 | |
| The basis for the Commission. | 02:58:11 | |
| To start. | 02:58:13 | |
| And then, you know, being able to. | 02:58:14 | |
| QR code came to mind. | 02:58:18 | |
| Like if we had a little piece of information that we could get to enlisted. | 02:58:20 | |
| Personnel on base. | 02:58:25 | |
| That's it. And you cure a QR code it and it here's all the family activities. Here's. | 02:58:27 | |
| Churches in the area. I mean, we could, really. | 02:58:32 | |
| Because I think what I hear on the beach oftentimes is like, well, where do you go to get this? And what do I do for that? And you | 02:58:35 | |
| know then. | 02:58:39 | |
| There's a family walking on the pier and real guppies is out there and grab a pole. What? That's free. Well, you know, And so all | 02:58:44 | |
| these things just take their own. | 02:58:48 | |
| Momentum. And so on the one hand, I agree. | 02:58:53 | |
| A Commission be great. | 02:58:56 | |
| For those three items for programming. | 02:58:58 | |
| But ad hoc maybe to, you know, to. | 02:59:01 | |
| To communicate to enlisted and veterans, hey, here's what what's available for volunteerism because I know they're always looking | 02:59:04 | |
| for volunteers and real guppies on the pier. | 02:59:08 | |
| The museum here. | 02:59:14 | |
| Yes, I think, I think there's a lot here. | 02:59:15 | |
| That we can work with and I. | 02:59:19 | |
| I think maybe if we separate out. | 02:59:22 | |
| Those three things. | 02:59:24 | |
| Because, you know, it's always. | 02:59:26 | |
| Start simple. | 02:59:28 | |
| Right. And then if it grows into. | 02:59:30 | |
| More great. | 02:59:32 | |
| But if we could just get those three things accomplished. | 02:59:34 | |
| You know, I could support that. | 02:59:37 | |
| And so please don't I. | 02:59:39 | |
| Me saying ad hoc. | 02:59:43 | |
| That is just saying. | 02:59:45 | |
| Let's figure it out. | 02:59:47 | |
| Right before we. | 02:59:49 | |
| Create advisory group. Let's let's kind of figure it out, and I think an ad hoc would allow you to. | 02:59:50 | |
| Be able to do that without having to be under the constraints of the Brown Act. | 02:59:57 | |
| Right. And so once you're under the Brown Act, then you're having public meetings and you're meeting. | 03:00:01 | |
| You know you can't talk. | 03:00:06 | |
| About business, you know what I mean? | 03:00:08 | |
| So I think ad hoc just gives you an opportunity to kind of. | 03:00:10 | |
| You know, stand it up and say, OK, now we're ready to move. | 03:00:14 | |
| So determine what are some of the things that you want to accomplish during for the ad hoc and then when you accomplish those | 03:00:18 | |
| things and say, hey, we're ready. | 03:00:21 | |
| And then go to an advisory. I like the idea. | 03:00:25 | |
| I just. | 03:00:28 | |
| I'm an I'm a data person. | 03:00:29 | |
| And so I just would like to see some more data. | 03:00:32 | |
| Around. | 03:00:35 | |
| Like a Councilwoman, Hernandez said. | 03:00:37 | |
| Not so that we're not overstepping into business. I mean, you know, stuff that's already being done. | 03:00:39 | |
| By the military, by VFW, by any of the. | 03:00:46 | |
| Nonprofit organizations or groups that's already. | 03:00:50 | |
| Doing things, I mean, we may not know because we haven't, we have, we may not have done that legwork just yet. | 03:00:53 | |
| Mayor. | 03:00:59 | |
| I think you make a good point, but I think we don't have to figure out. | 03:01:01 | |
| Everything out today we can. | 03:01:05 | |
| Create it, get it started, give it some. | 03:01:07 | |
| You know, goals like different holidays are coming up. We can always add stuff to it or they can. | 03:01:10 | |
| Come back and talk to us about what things they want to do as well. Whatever this committee comes up with, they can come back to | 03:01:16 | |
| us and ask for, you know, approval to go this route or go that route. So we it's, we just need to give bare bone structure. | 03:01:22 | |
| And then we can move. | 03:01:29 | |
| We don't have to figure it out tonight. Yeah, I'll be willing to do whatever the guy. | 03:01:32 | |
| Council wants to do. I just don't want you all to be constrained and have to wait for your quarterly meetings to do business. | 03:01:35 | |
| In our monthly meetings to get approvals. | 03:01:41 | |
| And then wait again for your meetings so. | 03:01:43 | |
| I think I think we could build language in there. | 03:01:46 | |
| That says that. | 03:01:50 | |
| You know, they they can meet more often not they don't have to wait quarterly if they have urgent business. | 03:01:51 | |
| I mean, it's it's all about like. | 03:01:57 | |
| The language. | 03:02:00 | |
| That we create. | 03:02:01 | |
| Or staff creates. | 03:02:04 | |
| And then staff will be. | 03:02:07 | |
| If it's an advisory group, then the staff is on the line. | 03:02:10 | |
| So we'll definitely need your support. | 03:02:13 | |
| Yeah. | 03:02:17 | |
| Sort of with what I'm hearing as one of the challenges is if. | 03:02:18 | |
| Sort of pick a path, because if we're going to do an ad hoc, you can kind of do it. | 03:02:23 | |
| With like minimal direction at this point and almost like I've seen it where you create an ad hoc and you say your first | 03:02:28 | |
| assignment is over the 1st 90 days. Tell us what? | 03:02:32 | |
| This should be. | 03:02:38 | |
| You know, like, tell us what? | 03:02:39 | |
| The goal, like, you know, the five people that get appointed tell us what the goal is of this committee should be and tell us | 03:02:41 | |
| where we're missing. | 03:02:44 | |
| Or we don't like or where we need the support, you know? | 03:02:48 | |
| Versus the challenge. | 03:02:52 | |
| With the full Commission off the bat is. | 03:02:54 | |
| If we're gonna. | 03:02:57 | |
| Create it in the code with an ordinance is. We have to define upfront what it is you know so. | 03:02:58 | |
| So as I'm hearing the discussion, it sounds like maybe that. | 03:03:05 | |
| Path of. | 03:03:09 | |
| You know. | 03:03:10 | |
| Essentially, create an ad hoc committee to with their first assignment being. | 03:03:12 | |
| Come back to us with what this should look like. Similar to it. Actually we did with the museum committee. We did similar where? | 03:03:17 | |
| And they're working on it still, but it was first step is you tell us what. | 03:03:22 | |
| You know what the committee should be and how it should operate and all that kind of stuff. Will this go out with? | 03:03:26 | |
| You know a Port Hueneme. | 03:03:32 | |
| Social media. | 03:03:36 | |
| Yeah, it's a. | 03:03:38 | |
| I was gonna say it's up to the council how we want to handle it, but if that. | 03:03:39 | |
| That's one option. If we want to go that way, it can be. We could put out a call for applicants, so an announcement that we're | 03:03:44 | |
| going to create an ad hoc committee. | 03:03:48 | |
| We're looking for applicants, we're looking for people with some sort of. | 03:03:52 | |
| You know, if this language is OK like some some sort of, you know, veteran background or current. I think I heard too the active | 03:03:56 | |
| duty. | 03:03:59 | |
| You know the. | 03:04:04 | |
| Send us information, send us an e-mail if you're interested and then we'd bring back a list of people that are interested and then | 03:04:05 | |
| the council can. | 03:04:09 | |
| I would recommend we start similar to the museum where each person gets to a point a person to start and we give them a task. | 03:04:14 | |
| What's good about that is for that first 90 days, it's like, yeah, it's very flexible where they can meet as much or as little as | 03:04:20 | |
| they need to and and then come back with what's proposed. So that that might be a. | 03:04:26 | |
| A good starting point. | 03:04:32 | |
| There, Yes. Thank you. | 03:04:34 | |
| I'm not sure we're even ready to go to an ad hoc or a full Commission at this point. | 03:04:39 | |
| I like the suggestion made by a council member Perez. | 03:04:45 | |
| What you were you were saying is that. | 03:04:51 | |
| We need to refine the goals. | 03:04:54 | |
| And we need to further refine what the goals of this Commission. | 03:04:57 | |
| Whether it's ad hoc or a full on Commission might be, and I think we heard some good things. | 03:05:02 | |
| Tonight and we still need to hear from Mr. | 03:05:08 | |
| We heard about volunteer opportunities. | 03:05:12 | |
| That was a great idea. | 03:05:16 | |
| We heard about the. | 03:05:17 | |
| Banner program. | 03:05:19 | |
| That is something that. | 03:05:21 | |
| This, this committee or Commission could get involved in. | 03:05:22 | |
| We heard about the events advising on the advising staff. | 03:05:26 | |
| On the events because staff is very much involved in the event planning. | 03:05:30 | |
| Umm, connecting. | 03:05:35 | |
| Vets to Resources Look at all the vets that showed up tonight from the. | 03:05:38 | |
| From the port. | 03:05:42 | |
| You know, we didn't even how may be working with the port and doing some outreach with them. | 03:05:44 | |
| And connecting them to. | 03:05:48 | |
| You know what's available here in the city of Port Hueneme. Things to do. | 03:05:50 | |
| And things To Do List would be great not only for vets but. | 03:05:53 | |
| Or tourism. | 03:05:57 | |
| And people and visitors, people who come to this community and people in general. | 03:06:00 | |
| You know, there's, there's a lot of things to do here. | 03:06:04 | |
| So maybe we need to go back. | 03:06:07 | |
| Have staff go back. | 03:06:10 | |
| With the inputs that we've heard tonight. | 03:06:12 | |
| And refine the goals. | 03:06:15 | |
| Umm, with further input from Mayor Pro Tem. | 03:06:17 | |
| And then we can come back and decide, you know? | 03:06:21 | |
| What committee? | 03:06:24 | |
| Format would be the best one. | 03:06:26 | |
| At this point. | 03:06:28 | |
| And can we just hear from Tom? | 03:06:30 | |
| I think that'll help. | 03:06:32 | |
| Yeah, while you're coming, go ahead. | 03:06:34 | |
| I'm prepared that. | 03:06:39 | |
| To nominate someone without even asking him, you know, I think he would serve very well. | 03:06:41 | |
| And so. | 03:06:46 | |
| My question to my colleagues is. | 03:06:48 | |
| Do we each have someone that we could dominate? | 03:06:50 | |
| And can we just? | 03:06:53 | |
| Send those names over to our city manager and get moving on this. | 03:06:54 | |
| So. | 03:06:58 | |
| I think. | 03:07:01 | |
| Umm, they've already kind of talked about process. | 03:07:02 | |
| As it relates to getting names just like we do everyone else and if you have someone, have them to apply. | 03:07:05 | |
| If we get there. | 03:07:10 | |
| If we get there, I think that'll be the proper way to do it. Mr. Fiala, did you have something you'd like to share with us? Well, | 03:07:11 | |
| I can, I can just add a little bit to it. So a lot of the Jess and I have talked about this before or I'm sorry. | 03:07:17 | |
| Councilman Lopez before. | 03:07:23 | |
| We've been going kind of back and forth for the last couple months. | 03:07:26 | |
| The VFW does a lot of what just wants to do. | 03:07:30 | |
| But on a much smaller scale. | 03:07:33 | |
| Because we're really not that big. | 03:07:36 | |
| You know we can't. | 03:07:38 | |
| Take care of the county. | 03:07:39 | |
| The VFW in general. | 03:07:41 | |
| Though that that that those. | 03:07:43 | |
| Potential VFW members that's shrinking as the years go by. | 03:07:46 | |
| I don't know if you understand this, but. | 03:07:51 | |
| VFW Central Veterans of Foreign Wars. These are combat veterans. | 03:07:52 | |
| They're not veterans. A veteran doesn't get you into the VFW. | 03:07:57 | |
| You can be in the military for 30 years if you'd never left the United States, never been in the conflict. | 03:08:00 | |
| You're not getting into the VFW. | 03:08:06 | |
| Just our requirements. | 03:08:09 | |
| Anyway. | 03:08:11 | |
| You are. There's a couple things that we want to clarify. | 03:08:12 | |
| There was the whole. | 03:08:16 | |
| Councilwoman. | 03:08:19 | |
| Perez had mentioned. | 03:08:20 | |
| A lot of people want to donate time. | 03:08:23 | |
| There's actually a new program within the military where they actually get. | 03:08:26 | |
| A medal if they do so many hours and that metal translates to. | 03:08:30 | |
| A possible promotion the more medals you have. | 03:08:35 | |
| You get a better chance of promotion. | 03:08:38 | |
| So there's a lot of them. We get it all the time. | 03:08:39 | |
| People wanting to volunteer at the VFW, we just don't have anything going on. | 03:08:43 | |
| I turn a lot of people away. | 03:08:47 | |
| You are correct, there are a lot of different organizations. You got the American Legion, you got the VVVC, which is a Vietnam | 03:08:50 | |
| Veterans of Ventura County. | 03:08:54 | |
| It's an MC. | 03:08:58 | |
| There is. | 03:09:00 | |
| Who else is there? There's a VA. | 03:09:02 | |
| There's a whole thing over at the VA. There's us. | 03:09:05 | |
| There is and and then there's other things. I, you know, you talked about the port earlier. | 03:09:08 | |
| Being out, there's a lot of veterans in the port. There's a lot of veterans. Ironically, there's one of one of the organ, two of | 03:09:14 | |
| the organizations that I've dealt with lately. | 03:09:18 | |
| Are the Hells Angels and the *******. | 03:09:22 | |
| And that's because we have a writers group. | 03:09:25 | |
| And there are a lot of veterans too, so they leave us alone. We're cool with them, but there's a lot of different organizations | 03:09:27 | |
| that are heavily veteran. | 03:09:31 | |
| There's a lot of veterans in there, so. | 03:09:36 | |
| It'd be nice to tie this all together, and you're correct in that. | 03:09:39 | |
| I think you're you're messing up the terminology a little bit when you say enlisted. | 03:09:44 | |
| Listed as there's officers, there's enlisted and listed are just people. They didn't go to college, don't didn't go to officer | 03:09:48 | |
| training school. | 03:09:51 | |
| But there are 23 year old ensigns over at the base that. | 03:09:55 | |
| Have never left home. They never left Nebraska until they were stationed here. | 03:09:59 | |
| So, umm. | 03:10:04 | |
| It's not just enlisted, it's I would include active duty. | 03:10:05 | |
| I would include the base. | 03:10:09 | |
| Because that's actually who needs that information. | 03:10:11 | |
| And yeah, there would be a nice, it would be nice to have a central location of. | 03:10:13 | |
| Here's what's what you can do in the community. There's downtown Ventura over here. There's downtown Oxnard over here. Is a VFW | 03:10:18 | |
| over here. | 03:10:21 | |
| Things for them to do. | 03:10:25 | |
| Or like you had said, you know how do I find a babysitter? Maybe you get a running list of. | 03:10:26 | |
| Babysitters or swimming lessons for your kids or. | 03:10:31 | |
| Activities on the weekends or soccer, you know, sports for your kids, Little League and soccer. It'd be nice to have one location | 03:10:35 | |
| for them to go to and get all that information. | 03:10:41 | |
| Especially when they're coming in from out of town. | 03:10:47 | |
| And they're being stationed here for the first time. | 03:10:49 | |
| They don't know, they don't have no idea what's going on. | 03:10:52 | |
| And they have no idea who to contact. It'd be nice to have that list for them. | 03:10:55 | |
| We get this a lot. | 03:10:59 | |
| But that's if you even know what the VFW is. There are people. | 03:11:01 | |
| Live across a street that have no idea what the VFW is. | 03:11:04 | |
| So it's just kind of one of those things. It's hard to get that word out. | 03:11:08 | |
| But you know, we we've done pretty well in the last few years. I mean, the community kind of knows what we're about now. | 03:11:13 | |
| But new people coming in may not know. | 03:11:19 | |
| It's AI think there's a good. I think it needs to be defined a little bit better. | 03:11:22 | |
| I agree this whole hey, let's start a Commission and just go run with it. | 03:11:26 | |
| Yeah, maybe that may be a little premature. | 03:11:31 | |
| I think we need you need to workout the details. | 03:11:33 | |
| And you're right, I would also I would get. | 03:11:36 | |
| The VC, That VFW, the American Legion? I'd get them involved. the VA, that the base? | 03:11:39 | |
| The command Master Chief on the base. | 03:11:46 | |
| Would be a great person to talk to it's and get though get get kind of get everyone's hey, what do you think? What do you think | 03:11:50 | |
| you need? What do you think? What are you lacking? | 03:11:54 | |
| Type of thing. | 03:11:59 | |
| So there's a good starting point. | 03:12:00 | |
| It needs to be defined a little bit better, you're right. | 03:12:02 | |
| You're right. And like I said, the VFW though were one of the bigger ones in California. We're actually a 13th largest out of 246. | 03:12:05 | |
| We're the 13th largest one. | 03:12:14 | |
| Even though we're a decent size and we're actually good in good shape. | 03:12:16 | |
| We're still on a much, much smaller scale than I think what what Councilman Lopez is going for here. | 03:12:21 | |
| Oh, I'm sorry. | 03:12:27 | |
| No, I've said great, great. I did have one question. You, you you mentioned earlier about the county. | 03:12:28 | |
| I think our intent is to be stay within the city of Port Hueneme, is that correct? | 03:12:34 | |
| Yes, it would. It would. | 03:12:39 | |
| It would. | 03:12:41 | |
| The Committee, the Commission would basically advise the Council on. | 03:12:43 | |
| On all things Fort Wayne. | 03:12:47 | |
| Now this can grow, you know this absolutely, but. | 03:12:50 | |
| It's not the intent. | 03:12:55 | |
| That we are. | 03:12:57 | |
| If approved. | 03:13:01 | |
| We want to start a committee that's going to be supporting Ventura County. | 03:13:02 | |
| Because that were. | 03:13:07 | |
| Report Why me? | 03:13:08 | |
| So I just want to make sure that that's not the. | 03:13:10 | |
| Intent. Intent now knowing that. | 03:13:12 | |
| We will get people, probably get people that are not from Port Hueneme, but it's not the intent to service. | 03:13:15 | |
| The county. | 03:13:21 | |
| It would it would be to advise the council on on veterans related matters, OK. | 03:13:24 | |
| Great, great. Thank you. Yeah, I think, yeah, doing the whole county, that's a whole different. You say county. So I was wondering | 03:13:29 | |
| why you said there's, there's a bunch of VF, there's five of them in the county of Ventura. | 03:13:35 | |
| Other than us? | 03:13:41 | |
| But there's there's four other ones. | 03:13:42 | |
| And in the 11 last thing, yeah. | 03:13:44 | |
| That whole banner thing, Rich brought that up. It wasn't me. Everybody thinks that I started that. No, Rich brought it up because | 03:13:47 | |
| he went on vacation to Pennsylvania. | 03:13:52 | |
| And he saw them. | 03:13:56 | |
| So yeah, I'm working with Rich, the the reach programs actually working on that as well. | 03:13:58 | |
| All right. Thank you, Rich. Rich, thank you so much. | 03:14:05 | |
| Is are there any other questions? | 03:14:09 | |
| Councilmember Hernandez, I had one more item that we should add to the list of. | 03:14:11 | |
| To justify the existence of this entity, whatever. | 03:14:16 | |
| Becomes. | 03:14:20 | |
| Is that we are members of the Federal Outreach Advisory Council. | 03:14:22 | |
| What do we call them? | 03:14:26 | |
| Communities of. | 03:14:28 | |
| OK, see what does that stand for? | 03:14:29 | |
| Communities, their military bases, supported communities we don't have any way of. | 03:14:32 | |
| Extrapolating or gathering information. | 03:14:40 | |
| About. | 03:14:43 | |
| Base needs and that's. | 03:14:44 | |
| So that would be one key. | 03:14:46 | |
| Justification for having such a committee is that for them to advise us on. | 03:14:49 | |
| You know where they see the gaps and what. | 03:14:53 | |
| They see as being the needs you know. We hear it through RDP. | 03:14:55 | |
| But. | 03:14:59 | |
| They will talk. We'll go to Washington and talk about. | 03:15:01 | |
| Child care needs and. | 03:15:04 | |
| Licensing needs for the. | 03:15:06 | |
| For the. | 03:15:10 | |
| Wives or husbands of. | 03:15:11 | |
| Of military person assigned to Navy Base Ventura. | 03:15:13 | |
| Which we? | 03:15:18 | |
| Done before. | 03:15:19 | |
| But there's other things out there that that we don't. | 03:15:20 | |
| Have we don't have anything to take to these discussions to these meetings. So that I think would be really helpful to have this | 03:15:23 | |
| advisory group could do that for us. | 03:15:28 | |
| OK, great. Any anyone else? | 03:15:33 | |
| Any questions? Do we have any public comments? | 03:15:35 | |
| No more public comments. | 03:15:38 | |
| Any discussion? | 03:15:42 | |
| Any discussion? | 03:15:45 | |
| We're going to see. | 03:15:47 | |
| Sorry, I want to make sure I read the recommendation. | 03:15:50 | |
| Can I make a recommendation? | 03:15:54 | |
| So I like to recommend a. | 03:15:57 | |
| Ad hoc. | 03:15:59 | |
| For the veterans advisory. | 03:16:01 | |
| So I'm going to. I'm going to. | 03:16:07 | |
| Want to make that motion? | 03:16:09 | |
| 5 member. 5 member. | 03:16:12 | |
| I'll second. | 03:16:15 | |
| Are you adding any parameters to it or you just want to get it off the ground? | 03:16:18 | |
| I say we give them. | 03:16:21 | |
| Framework and they come back to us with their recommendations and advise the Council on what this could be. | 03:16:23 | |
| Based on our discussion. | 03:16:32 | |
| Well, we give them a basic framework. | 03:16:35 | |
| And we let them decide what they want. | 03:16:38 | |
| And you know, we could give them parameters of great trust. | 03:16:41 | |
| Great trust in City Manager Vega to. | 03:16:45 | |
| Produce a staff report. | 03:16:48 | |
| To get this thing off and rolling on the tracks. So we haven't. | 03:16:52 | |
| Do we need a second? No. | 03:16:56 | |
| We have a second. We have a second. Was that you? | 03:16:58 | |
| That was Councilmember Hernandez. | 03:17:00 | |
| Um, no other discussion. | 03:17:03 | |
| All right, I have one question on that. I was trying not to. | 03:17:06 | |
| But would. | 03:17:10 | |
| Do I see two options? One could just be everybody can. | 03:17:11 | |
| Send us the name of somebody that they'd want to be on that, and then we could reach out and have them be part of the ad hoc. | 03:17:16 | |
| Or the other is we do the. | 03:17:22 | |
| You know, public announcement and we bring an item back to a point. I think you should do the public announcement and then if we | 03:17:24 | |
| have someone, we want to tell them to apply. OK, got it. | 03:17:29 | |
| That way we get more. | 03:17:34 | |
| Yeah, and you never know. You never know who might. | 03:17:36 | |
| Apply this is discussion. | 03:17:38 | |
| I just think that if you're going to move forward with selecting ad hoc members that we have. | 03:17:41 | |
| An idea of what? | 03:17:48 | |
| They're going to be. | 03:17:50 | |
| Responsible for doing. | 03:17:51 | |
| So hopefully. | 03:17:53 | |
| Staff has listened to what? | 03:17:54 | |
| Some of those ideas are and say, well we could be, you could be doing. | 03:17:56 | |
| Working on advising the Council on these issues, you could be helping develop a resource list. You could be. | 03:18:00 | |
| You know, I heard a second piece that I think. | 03:18:06 | |
| Ties in. | 03:18:10 | |
| If the Council agrees. | 03:18:11 | |
| Because especially if we're going, if we're doing an announcement to ask for. | 03:18:14 | |
| People. Then we're going to have an item come back to a point. | 03:18:18 | |
| And so I think it was maybe right before we went to the speaker I think was Councilmember Hernandez who said. | 03:18:21 | |
| Something about. | 03:18:27 | |
| The mayor Pro Tem. | 03:18:29 | |
| Having thought about this that he could provide some. | 03:18:31 | |
| Some of that information. | 03:18:34 | |
| So what we could do is when we bring back the names. | 03:18:36 | |
| We can work with Mayor Pro Tem. | 03:18:40 | |
| To identify. | 03:18:43 | |
| Sort of parameters. | 03:18:46 | |
| As a starting point and then bring that item. | 03:18:48 | |
| With the people being appointed and the council can. | 03:18:51 | |
| You know it doesn't mean the Council will point black blank accept it, but it could be a starting point for discussion. | 03:18:54 | |
| Make any changes, approved parameters, appoint people, and then the ad hoc committee can get to work. | 03:19:00 | |
| And I think I heard what you just said, but for a mayor Pro Tem. | 03:19:06 | |
| When? When? | 03:19:11 | |
| When it was when the comment was made about. | 03:19:14 | |
| You laying down parameters, well, I think what's what's being said is you've heard what we have said is acceptable. | 03:19:18 | |
| So the expectation would be that we would see that. | 03:19:27 | |
| Because if if the if the group came up with their own parameters, they may be outside of what we. | 03:19:30 | |
| Have a kind of agreed. | 03:19:37 | |
| To ourselves. | 03:19:39 | |
| So just make sure, I'm not saying make sure, but just know that we have said what we believe is important. | 03:19:41 | |
| And there may be an issue if. | 03:19:48 | |
| The group comes back with something. It doesn't include what we said is important. | 03:19:50 | |
| Then that would. | 03:19:54 | |
| Probably create time. We'll have to go back and forth. We really. | 03:19:55 | |
| Don't have to do that well since it's an ad hoc. | 03:19:59 | |
| You know that. | 03:20:03 | |
| They're not going to be bound to. | 03:20:04 | |
| You know. | 03:20:07 | |
| Meetings, and they're a little fluid. | 03:20:08 | |
| So they I think they can actually meet. | 03:20:11 | |
| And once they discuss. | 03:20:14 | |
| I think this is a good product I can take to the Council and then. | 03:20:17 | |
| They we look at their recommendations. | 03:20:21 | |
| Just what if I may reiterate that I have great confidence in City Manager Vega to pull this together and get us started. I will | 03:20:23 | |
| just say this like there has to be. | 03:20:29 | |
| I guess the framework is, you know. | 03:20:35 | |
| A veteran. | 03:20:38 | |
| You know, active or. | 03:20:39 | |
| Commissioned Officer. | 03:20:41 | |
| Active duty. | 03:20:43 | |
| Enlisted service member. | 03:20:44 | |
| Or a professional veteran. | 03:20:45 | |
| Member who? | 03:20:49 | |
| Can serve on this Commission only. | 03:20:50 | |
| Supporting the military as a veteran member? You mean someone who professionally works in the area? | 03:20:52 | |
| In the area could be it could be a non profit, it could be the VA. | 03:20:58 | |
| Someone who actually has veteran experience. | 03:21:02 | |
| OK, Anything else? If there's nothing else, Madam Clerk, we take a vote. | 03:21:08 | |
| All in favor. | 03:21:13 | |
| Aye, all opposed. | 03:21:14 | |
| Hearing none, motion passes unanimously. | 03:21:16 | |
| Thank you. | 03:21:19 | |
| We'll move on to item number 16, Annual review of the City Council Policy and Procedures manual and resolution. | 03:21:30 | |
| Approving an amendment. Will staff please present the report motion to and I think yeah, noting the time, I'll try to keep it. | 03:21:37 | |
| Pretty brief, that. | 03:21:44 | |
| You know, we had talked about doing an annual review of the policy and procedures. Umm. | 03:21:46 | |
| Doesn't mean that we necessarily need to change something every year, but we wanted to at least have a placeholder item. | 03:21:51 | |
| Where we have that opportunity to review it and identify if there's any changes. | 03:21:58 | |
| Since this is the second year we've done that, we did throughout the year, we tried to keep a list of the times the the. | 03:22:02 | |
| Possible changes that the council had mentioned or had been mentioned at a council meeting. | 03:22:10 | |
| We had two on the list this year. | 03:22:15 | |
| That had been discussed at some point. | 03:22:18 | |
| For council to consider, obviously the council if there's other changes that. | 03:22:21 | |
| Should be identified, Council can identify those, but the two that we had. | 03:22:26 | |
| Kept track our. | 03:22:30 | |
| Documented from prior discussion was. | 03:22:33 | |
| Listed on page two of the report. | 03:22:35 | |
| Number one is. | 03:22:38 | |
| Expressly stating that the manual applies to city commissioners. | 03:22:40 | |
| That was based on. We had a conversation about the manual and who it's applicable to. | 03:22:44 | |
| The manual states that it's applicable to elected officials, officers and employees. | 03:22:49 | |
| There was some Gray area weather. | 03:22:54 | |
| That included then. | 03:22:58 | |
| Because elected officials doesn't include commissioners, employees doesn't include commissioners officers. | 03:23:00 | |
| We think it does, but it's not as clear cut and it's not defined in the manual. | 03:23:06 | |
| We could add language. | 03:23:13 | |
| Stating that clearly. | 03:23:14 | |
| Item 2 was. | 03:23:16 | |
| There had been a discussion about. | 03:23:18 | |
| Whether to have a policy requiring all council members to be informed of. | 03:23:20 | |
| Records requests that are made that relate to. | 03:23:24 | |
| Any and all council members. | 03:23:28 | |
| Or made by any and all council members. | 03:23:32 | |
| There is not that policy at this point, so. | 03:23:34 | |
| As of right now, and without any change, that policy doesn't exist. | 03:23:38 | |
| I will at the time that. | 03:23:41 | |
| Conversation was had. I made this note and I will reiterate that. | 03:23:44 | |
| We get tons of records requests and most of them are very very boring, so I would not. | 03:23:47 | |
| Not recommend, you know, any sort of policy that just generates that. | 03:23:54 | |
| That. | 03:23:59 | |
| A high level of emails and. | 03:24:01 | |
| Work for. | 03:24:04 | |
| Records that are not very interesting. | 03:24:06 | |
| But that was discussed. | 03:24:09 | |
| Previously about creating sort of that narrower process our policy. | 03:24:12 | |
| Again, it doesn't exist at this point, so that would be a question for the Council's if that wants to be created. | 03:24:18 | |
| But those were the two items that were discussed at some point during the year that we said we would note for the. | 03:24:23 | |
| For the annual review. | 03:24:29 | |
| And. | 03:24:31 | |
| It's on the agenda today for Council to review and decide if there's any need for revisions, additions or deletions. | 03:24:32 | |
| And we're happy to answer any questions. | 03:24:42 | |
| Councilmember. | 03:24:47 | |
| Thank you. | 03:24:48 | |
| Thank you, Mr. City Manager and. | 03:24:50 | |
| And. | 03:24:52 | |
| And Joan, our city attorney for for working on this. I want I have a couple of cleanup issues. One is the applicability. | 03:24:55 | |
| Of who? The what groups? | 03:25:05 | |
| Are these policies apply to and I believe I did say at the last meeting that. | 03:25:08 | |
| Commissioners were included, and I said that because. | 03:25:16 | |
| Of has we've seen in. | 03:25:20 | |
| On Page 1. | 03:25:23 | |
| That it is those who are the City Council. Let's see, uh. | 03:25:25 | |
| Well, I think the language is in here on page one who it applies to, but then on page. | 03:25:30 | |
| 5 of 29. | 03:25:35 | |
| The code of ethics for council members if you go to a section 5A1. | 03:25:37 | |
| It says this applies to public officials both elected and appointed, so maybe we just need to clean up that language, but I am all | 03:25:45 | |
| for. | 03:25:50 | |
| Requiring the. | 03:25:55 | |
| The conflict of interest where we draw a circle around. | 03:25:58 | |
| The areas. | 03:26:02 | |
| Where these Commissioners live, because I have heard both from the CAC and the Measure You Committee, where where members have. | 03:26:03 | |
| Pushed for programs or. | 03:26:12 | |
| Against programs based on where they live. | 03:26:15 | |
| And that's a problem. | 03:26:18 | |
| OK. So I think if anything that needs to be included in here where they are. | 03:26:23 | |
| Subject to that 501,000 foot. | 03:26:29 | |
| Rule. | 03:26:32 | |
| Yeah. | 03:26:33 | |
| OK, the other. | 03:26:34 | |
| The other change, there's a reference in here to a customer service. | 03:26:37 | |
| Management system. | 03:26:42 | |
| And I don't think that exists. | 03:26:45 | |
| So maybe that needs to be taken out. It does. I I actually looked at one point. | 03:26:47 | |
| At that was added when the city purchased. | 03:26:54 | |
| Gogov The. | 03:26:58 | |
| App that you can report things through. | 03:27:01 | |
| And I think it was added. It was before I was here, but I think it was added with the intent. | 03:27:03 | |
| Of umm. | 03:27:09 | |
| Basically saying, you know, people should be referred back to that. | 03:27:10 | |
| Rather than. | 03:27:15 | |
| Are you talking about? | 03:27:17 | |
| Yes. | 03:27:19 | |
| Excuse me? | 03:27:21 | |
| We really goes to go. | 03:27:23 | |
| Hold on just one second. | 03:27:25 | |
| Oh, OK, let's stop. | 03:27:27 | |
| Council Member Hernandez finish. Yes, thank you. Thank you. | 03:27:31 | |
| So. | 03:27:37 | |
