| I like to go into the community and find people who are truly being inspirational. And I have this control here. So dance. Dance | 00:00:23 | |
| to the beat of your dreams. I used to work for the Oxford Union High School District and 20 years ago I. | 00:00:31 | |
| Was there doing my job and I see these kids dancing in the corridor and one of those dancers. | 00:00:40 | |
| Is now the teacher and the coach for the program at Channel Islands High School. So they've always valued dancing and they're very | 00:00:45 | |
| serious about it. And just about every day in the afternoon after school, you'd see them practicing. Currently the principal is | 00:00:52 | |
| Marianne Ramos. And in the middle is that student I was talking about, Mark Rocket on Coach Rock. He is now the instructor of the | 00:00:58 | |
| dance program. | 00:01:05 | |
| This is him down in the bottom right. | 00:01:12 | |
| Back in the 2000 when he was a student at Channel Islands High School. And so he's come back and he's now the teacher of the | 00:01:15 | |
| program. And a couple weeks ago at the Savvy Senior event, we did a Halloween thriller type. | 00:01:23 | |
| Event and I called mark and I said hey would the kids be willing to come over and dance He goes absolutely I he goes what do you | 00:01:31 | |
| want us to do I'll just do a thriller thing can you do that and and sure enough they they came and they stole the show the seniors | 00:01:37 | |
| loved them they were dancing with them and it was just so uplifting to see these kids perform and let's see if this works I just | 00:01:43 | |
| want to give you a little bit of a. | 00:01:49 | |
| This is the exact performance they did at the Banana Festival. | 00:01:58 | |
| And. | 00:02:03 | |
| They redid that for for us for the Savvy Singer event. | 00:02:04 | |
| So if you know anything about teenagers, trying to get 40 of them to do the same thing at the same time, kind of difficult. | 00:02:08 | |
| But they're so professional and so into the craft of dancing that they've really taken into it. Oh, there we are. We got some of | 00:02:16 | |
| them here. They've taken it to a national level and they've they've received a national awards. I'm so glad you're all coming in. | 00:02:22 | |

| I love the fact that you're wearing your Channel Islands. Look at this. They're just coming in droves. | 00:02:38 | |
| Yeah, so I was just telling the council how dedicated you all are to dance and how inspirational you are when you go out and | 00:02:45 | |
| perform and that you you've received national recognition for your dancing. And I was trying to express to my colleagues up here | 00:02:53 | |
| how much fun we had the other night at the Ocean View Pavilion. Do you agree? | 00:03:00 | |
| And so the seniors, I was like, man, how is this going to go? I didn't know how I was going to go. But the seniors say absolutely | 00:03:09 | |
| loved it. | 00:03:13 | |
| And they came forward and they danced and everybody was having a great time. And so I called Mark Coach and I said, hey, you think | 00:03:16 | |
| you could do a thriller rendition because that's the theme of the night. And he goes, oh, yeah, we could do it. And then, OK, so | 00:03:22 | |
| they showed up and. | 00:03:27 | |
| Now those screams are coming from the seniors. | 00:03:38 | |
| But truly inspirational, you guys. I don't know how you do it, but man you. | 00:03:44 | |
| Getting 40 kids to do the same thing at one time, in the short amount of time that you had to learn this routine, it was magical. | 00:03:49 | |
| Fellow colleagues up here will encourage you to continue your dreams, chase your dreams, dance to your dreams and. | 00:03:58 | |
| It was just such an enjoyable night. So we had dinner together, right. We had dinner and then we we passed the hat and. | 00:04:06 | |
| Generous seniors of the city of Port Bohemia. | 00:04:14 | |
| They came up with $1000 in donations to support the program. So. | 00:04:19 | |

| We couldn't be more happy for the dance team at Channels High School. Coach rock, you rock. | 00:04:29 | |

| Tim Fergal. I'm the city librarian for Port Hueneme working with the Ventura County Library. Just wanted to give you a few updates | 00:07:58 | |
| about the status of the construction project and then some personal news. So we'll lead with the construction project. | 00:08:05 | |
| Like I had mentioned during the last community update, the. | 00:08:12 | |
| Restoration of the damages has been completed at this point. We have recently closed up the ceiling of the library, which is | 00:08:17 | |
| exciting progress. We're very happy about that and you'll start to notice some more work crews as we begin the planned | 00:08:23 | |
| construction project, which we were awarded a grant right before the flooding happened. So expect a little bit more activity out | 00:08:29 | |
| of the library at this point. | 00:08:35 | |
| Now, as far as the item of personal news, this will be my last meeting. I have accepted a position as an executive director of a | 00:08:43 | |
| library out of state. It has been a pleasure to work with all of you to serve the community of Port Hueneme and to provide, you | 00:08:50 | |
| know, world class library services to the people in Ventura County. So I just wanted to thank you again for your partnership, your | 00:08:57 | |
| creativity, great sense of humor. You know, you really made me feel at home the past two years. | 00:09:04 | |

| He was so friendly and he said hello. And that's what I find from this city. The city has a lot of very you. You hire the right | 00:10:40 | |

| You know, you, you, you put in speed bumps out in the market and and Surfside. That's great. Thank you for listening. So I'm | 00:10:51 | |

| And Seaview is right behind us. | 00:11:11 | |
| And I can't tell you how many people, it's very sad. I had a family member who was homeless. It's very sad. Some of these people | 00:11:15 | |
| live in their cars right there on Seaview, on the on the South side of Seaview between Market and Ventura Rd. | 00:11:22 | |
| There's trash everywhere. I didn't burden you with all the pictures. | 00:11:31 | |

| This is all one week, it happens every day, and so our HOA pays somebody to pick up all this trash. | 00:11:40 | |

| hit and run right on Market and Ventura Rd. | 00:11:55 | |
| I don't know what happened because this is the the Port Wayne Amy Police Department that said there was a hit and run. I didn't | 00:12:03 | |

| Yeah, Mayor, if I can comment on that just briefly. It's not on the agenda, so we can't debate it. But we are as staff starting to | 00:13:13 | |
| work on some parking analysis that we are going to try to bring a proposal to the council on to look at parking citywide. Because | 00:13:19 | |
| we're we're getting a lot of questions and requests related to parking and things like permits and and not allowing parking in | 00:13:25 | |
| certain locations at certain times. And we want to make sure we're looking at the city really holistically when we are talking | 00:13:31 | |
| about that so. | 00:13:36 | |
| We'll be bringing a proposal to the council at an upcoming meeting to start talking about doing some analysis for parking. | 00:13:42 | |
| And in the meantime, we were aware of the issue on Seaview. So we did have our public works team go out a couple weeks back. But I | 00:13:49 | |

| That Mister Ross made that the there are a couple people who seem to be dumping trash there more regularly so we'll we'll keep an | 00:14:00 | |
| eye on that in the meantime so. | 00:14:03 | |

| Talk on the topic I covered in July, but on economic development. That topic came up the same night I was here in front of you and | 00:14:28 | |
| I didn't stay past the kind of bogged down discussion on the mural. So it was the hour was late. So it was only weeks later that I | 00:14:37 | |
| watched the economic development presentation online and appreciate that I could access it there. | 00:14:46 | |
| It seemed that you there was some sentiment towards couldn't we? | 00:14:55 | |
| Vote on this later because there hasn't been much comment and then it was seemed to be a conclusion that well, we can we can vote | 00:15:01 | |
| on it tonight and then there can still be more consideration of the the whole economic development package. So I just thought I'd | 00:15:08 | |
| throw in my very impromptu comments. I thought about it while I was driving back from Ojai and. | 00:15:16 | |
| First of all, I. | 00:15:25 | |
| The part time. | 00:15:29 | |
| Technician or aide position. | 00:15:31 | |
| To support the economic development, I'm I'm in favor of that. | 00:15:34 | |
| I don't know if you've seriously looked at it or put it off. I worked in a part-time capacity for the city of Mountlake Terrace in | 00:15:38 | |
| Washington state. It wasn't economic development, it was energy management aid. But the city needed that, that part-time | 00:15:43 | |
| assistance and. | 00:15:48 | |
| I successfully prepared grant applications and got projects. | 00:15:55 | |
| Started the implementation when the money was awarded and a number number of other things and I think the model could fit well | 00:16:03 | |
| with the economic development that one caveat I want to give is that it's very easy for someone who is in a part time no benefits | 00:16:09 | |
| or low benefits status to be looking elsewhere. And so if you bring in a part timer, ideally the job is shaped in the way that | 00:16:15 | |
| the. | 00:16:21 | |
| All the. | 00:16:27 | |
| The knowledge the the in progress work can be very easily transferred to somebody new and that you don't have a gap for too long | 00:16:29 | |
| on anything critical if you go with that part time model. | 00:16:35 | |

| I wanted to say I realize there's some challenge with the whole retail situation as with other cities. And I want to say I | 00:16:46 | |
| personally visited Tranquest Canyon a number of times on mostly Fridays when they had these events and one shop after another, | 00:16:53 | |
| they were either shutting down, relocating somewhere very far away. It was just a tough go. You have different circumstances here, | 00:17:01 | |
| but I just want to say it's it's challenging and if if there's, if you have, if there's. | 00:17:08 | |
| I don't know. You just got to try, try again, but don't put all your I would not put all your bets on on the build up of the | 00:17:15 | |

| Port Huenemes Veteran Day ceremony. | 00:18:14 | |
| Thank you. And we just wanted to take a moment. We always talk about these items at the end of the meeting, but we know that | 00:18:20 | |
| especially when we have long meetings, sometimes we lose people along the way. So we wanted to take an opportunity to announce | 00:18:28 | |
| this up front at the start of this meeting. And this meeting ended up being perfectly timed because veteran's day somehow is next | 00:18:35 | |
| week. It doesn't feel like November already, but next Monday is November 11th. And so we will have our veteran's day. | 00:18:42 | |
| Here at City Hall at 8:30 AM next Monday and we're pretty excited about the program this year, so we wanted to make sure that we | 00:18:50 | |
| got word out and that we invite our community to participate. We have two great speakers this year. 1 is historically we've | 00:18:56 | |
| actually. | 00:19:02 | |
| Not really been able to get. | 00:19:09 | |
| One of the captains from our Navy base, because they have so many other events that they attend and including on the base of that | 00:19:12 | |
| day, but we were able to coordinate with them in advance. And we have Captain Daniel S Bentsey, who is a captain and deputy | 00:19:18 | |
| Commodore of the Airborne Command and Control and Logistics Wing, will be our keynote speaker, which is something we're proud of | 00:19:24 | |
| that we get to have representation from our. | 00:19:31 | |
| Navy base located in our community. | 00:19:38 | |
| And then on top of that, we have a special veteran tribute this year for Orvin S Carpenter, who also will be celebrating his 100th | 00:19:41 | |
| birthday shortly. And you may recall that we. | 00:19:49 | |
| Were able to honor him last council meeting by approving the use of the OR being Carpenter Center for his 100th birthday. But we | 00:19:57 | |
| also were able to in the meantime, convince him to come out and receive a special tribute on our veteran's day ceremony next | 00:20:04 | |
| Monday. So we're very excited about that. We noted last meeting that his his credentials are pretty impressive. He's a veteran who | 00:20:11 | |
| served in the Marines during World War 2, the Army during the Korean War. | 00:20:18 | |
| And also served as postmaster in White, Port Hueneme and Oxnard. | 00:20:26 | |
| As well as the longest serving Portland Amy council member for with 32 years serving and so. | 00:20:30 | |
| We're really excited to honor him in advance of his 100th birthday and thank him for his service to our community and for serving, | 00:20:39 | |
| and so we will be honoring. | 00:20:44 | |
| Him and we will have our ceremony Monday next week at 8:30 AM just out in front of City Hall and it's open to the public and | 00:20:51 | |

| The public hearing for tonight is to adopt A resolution granting conditional permit number PHCU 24-1 to allow the installation of | 00:21:46 | |
| a 45 foot tall stealth wireless communication tower. | 00:21:53 | |
| To be located within a landscape common space corridor abutting the residential unit located at 193 W Garden Green and find the | 00:21:59 | |
| project exempt from sequa. Madam Clerk, do you have proof of publication as required by law and a complete file of reports and | 00:22:05 | |
| exhibits? Yes, Madam Mayor, thank you. Will stop. Please present the report. | 00:22:12 | |
| Yes. Good evening, Mayor, Mayor Pro Tem staff. So before you today is the project PHCU 24-1 Wanami Bay Wi-Fi Tower, an application | 00:22:19 | |
| filed by Wi-Fi Harbor LLC. | 00:22:27 | |
| So the request is for installation of a wireless telecommunications facility facility consisting of a 45 foot high pole with an | 00:22:38 | |
| axillary electrical equipment to be located. | 00:22:44 | |
| At a residential common landscaping corridor, it's going to be generally located about 10 feet West of 100 or 193 W Garden Green. | 00:22:52 | |
| The purpose of this pool and wireless communication facility is to provide Internet broadband services to the residents of the | 00:22:59 | |
| Carefree Living Association known as Wanami Bay, and a conditional use permit is required for this type of new utility facility | 00:23:07 | |
| upgrade within. | 00:23:14 | |
| And the limited multifamily R2 zone. | 00:23:22 | |
| A little bit of a background story as how how we got here. On July 11th, 2024, the Carefree Living Association known as the HOA of | 00:23:26 | |
| Wanami Bay unanimously approved the project. And then on July 19th, the applicant entered into a lease agreement with the HOA for | 00:23:34 | |
| the installation of the tower, associated equipment and energy charges that would be. | 00:23:42 | |
| That would come of the tower because it was placed in the HOA common area. | 00:23:51 | |
| The applicant will be required to adhere to all Federal Communication Commission requirements, FCC and the California Public | 00:23:56 | |
| Utilities Commission CPUC regulations pertaining to these types of wireless communication facilities. | 00:24:04 | |
| The site characteristics once again the project will be located generally 10 feet West of 100 and 93rd W Garden green and a little | 00:24:13 | |
| bit about the surrounding uses. To the north it's more of the Wanami Bay multi family residential dwellings as well as single | 00:24:20 | |
| family homes. That border city of Oxnard on Hemlock to the east is with the Wanami Bay community, which composes a multi family | 00:24:28 | |
| dwellings. | 00:24:35 | |
| To the South you have the same sort of layout and then to the West it does touch on the border of the Sandpiper to multifamily | 00:24:42 | |
| residential community. And once again this is within the limited multifamily R2 zoning designation plan development. | 00:24:50 | |
| So here's the picture of the aerial site plan. As you can see, the Wi-Fi tower will encompass a small section of the northwest | 00:24:58 | |
| part of the HOA Wanami Bay community. And it won't typically be seen from public streets as it's completely going to be | 00:25:06 | |
| encompassed inside of the Wyoming Bay community. | 00:25:15 | |
| Some of the tower details like was mentioned for it's going to be a 45 utility pole with one Wi-Fi broadcasting antenna mounted to | 00:25:26 | |
| face SE in order to get as much overlay into the community and provide those wireless broadband speeds in order to meet our city | 00:25:35 | |
| requirements for stealthing. The utility pool will be a powder coated light Gray to match nearby poles. | 00:25:45 | |
| And we'll have a decorative light Gray ray cap concealment Topper that I will feature in follow up slides here. And the facility | 00:25:55 | |
| will be operated by underground fiber optic and Electroconduit terminating at a new equipment cabinet, which I will highlight in | 00:26:02 | |
| future slides and it will be painted to match the residential building that exists. | 00:26:10 | |
| So this is the tower elevation as can be seen on the bottom there all of the utilities will be undergrounded and then they'll go | 00:26:18 | |
| right up against the building. And then there is landscaping that will hide most of that conduit and any conduit that is exposed | 00:26:26 | |
| will be painted to match. The utility cabinet can also be seen to the. | 00:26:34 | |
| Right side of this diagram and then front and center again is that 45 foot pole with that ray cap Topper in order to hide some of | 00:26:43 | |
| the wiring and other antenna characteristics that would otherwise be seen. | 00:26:50 | |
| Here's the project rendering of what that will look like. Things to mention are there is a tree that is north of where the tower | 00:26:59 | |
| is going to be that will remain as well as the other landscaping features. And then turf would basically be replanted to | 00:27:06 | |
| accommodate a new turf area once it's destroyed because it was disturbed during the construction phase. | 00:27:13 | |
| As far as sequel goes, this project is exempt under Section 15303, consisting of construction and location, a limited number of | 00:27:23 | |
| new small facilities or structures, installation of small new equipment and facilities in small structures. This once again, this | 00:27:29 | |
| is a utility. | 00:27:34 | |
| Financial impact. There is no financial impact associated with this application as far as strategic plan consistency. This touches | 00:27:42 | |
| on our pillar of innovation and opportunity to retain and maximize opportunities for local businesses as the backbone for our | 00:27:48 | |
| community by providing broadband services and invest in new programs and technologies to strengthen our economy and attract | 00:27:54 | |
| innovation. | 00:27:59 | |
| It is now recommended that the City Council adopt A resolution that conditionally approves PHCU #24-1 and find the project to be | 00:28:07 | |
| categorically exempt from SEQUA. | 00:28:13 | |
| And joining us tonight are two representatives from Wi-Fi Harbor, Michael Taylor and also John Welty, that are available for | 00:28:19 | |
| additional comments. And I believe that they're going to go ahead and share a couple of opening comments for their project. | 00:28:27 | |
| My name is Michael Taylor and I am the owner of Wi-Fi Harbor and this is my associate, Mr. John Welty, and he is done several of | 00:28:43 | |
| these projects before, so he's been working with me closely. Thank you for consideration, Mayor and Mayor Pro Tem and the Council. | 00:28:53 | |
| Anyway, we've been providing service in the Wyoming Bay Area and many of the harbor areas up and down the coast of California for | 00:29:03 | |
| a long time. But in Wyoming Bay, over nine years, we currently service more than half of the residents in there and we wanted to | 00:29:09 | |
| stay up with technology and offer them. | 00:29:16 | |
| Enhanced services, we have to consider going into a new technologies and that's what we're doing with this. | 00:29:24 | |
| We currently occupy antennas on their existing. | 00:29:31 | |

| With regard to the housing related items that we discussing tonight, which is most of that list you just read? | 00:45:21 | |
| The the state, as you may or may not know, continues to pass regulation after regulation with regard to. | 00:45:30 | |
| Getting additional housing of all types built for all income levels across the state and back. This year alone they passed over | 00:45:39 | |
| 20, some of them as recent as just this past September. | 00:45:45 | |
| And so a few years ago when we passed our general plan, most of you were on the Council at the time that we did that. | 00:45:53 | |
| We included in that the housing element within the General Plan 21 programs to be met to help us the City of Port Hueneme. | 00:46:02 | |
| Meet the state requirements. | 00:46:13 | |
| And today we have 13 of those programs have been met. They're either implemented, they're ongoing. | 00:46:16 | |
| There are three more that will be implemented shortly by staff, but the remainder of them require changes to our zoning ordinance | 00:46:23 | |
| and or to zoning to specific properties and those of course require your action. | 00:46:30 | |
| And so some of those will discuss this evening and then we'll be bringing back more and I'll explain why they're not all being | 00:46:38 | |
| discussed tonight in a couple of slides here. | 00:46:44 | |
| The state also just recently, as of September, passed a new law that requires that public noticing, public hearing, noticing, be | 00:46:51 | |
| extended from 10 days to 20 days. Four items such as ordinances that will affect property, basically the uses on the property. And | 00:46:59 | |
| then finally, we've had a couple of miscellaneous requests. | 00:47:08 | |
| For garage sales and then also pick up our economic development plan implementation, there is a. | 00:47:16 | |
| Item with regard to temporary signs that we'll be reviewing this evening. | 00:47:24 | |
| So let's start with the housing related amendments. And like I said, this evenings are pretty much clean up items. | 00:47:31 | |
| The meteor items will be discussed starting at our next meeting on the 18th. And the reason for that is again because those items | 00:47:39 | |
| require that 20 day notice. Were these tonight only required the 10 day notice and since we got that new regulation passed very | 00:47:45 | |
| recently, we couldn't accommodate the full 20 days before this evening. | 00:47:51 | |
| So what we're looking at tonight is, first of all, to amend the the land uses, which were most of those codes that you just read | 00:47:58 | |
| for our R1R2R3 and R5 residential zones. We'll discuss the R4 standards at our next meeting because they're a little bit more | 00:48:06 | |
| substantial than what we're doing here this evening. | 00:48:13 | |
| So the first item is pertaining to employee housing. | 00:48:22 | |
| And employee housing is allowed by right per the Employee Housing Act of 2015 and also our Health and Safety Code. | 00:48:26 | |
| And so if there was employee housing, for instance, at the City of Portland, we wanted to start housing employees again and they | 00:48:35 | |
| purchased a single family home somewhere and had no more than six employees residing in it, then it would be allowed by right is | 00:48:42 | |
| considered a household, so to speak. Any more than that, though, would require conditional use permit. | 00:48:49 | |
| But So what we're doing is we're requesting that we amend the land use table to. | 00:48:58 | |
| Specify that employee housing with 60 fewer employees be allowed by right in our residential zones, and that is to comply with the | 00:49:04 | |
| state laws. | 00:49:09 | |
| The second one is very similar, dealing with supportive housing developments, and supportive housing developments are those that | 00:49:14 | |
| are. | 00:49:17 | |
| Where primarily if somebody is unhoused, it provides services and what not to help them get into a permanent housing situation. | 00:49:23 | |
| And currently our residential standards do allow. | 00:49:32 | |
| Supportive housing developments of six or fewer residents, again by right. So we're already there. | 00:49:37 | |
| However, the state recently changed that regulation where it's now there's no set number. It could be, you know, basically more | 00:49:43 | |
| than six folks could also be considered a supportive housing development by right. So again, this is a clean up item where we | 00:49:49 | |
| would be allowing these uses by right, no matter how many residents were in there. And again, that is to meet state law | 00:49:55 | |
| requirements. | 00:50:02 | |
| And then with regard to our density bonus ordinance, as you will recall, we just passed a substantially updated one just this past | 00:50:12 | |
| June and the state has already. | 00:50:17 | |
| Put together a new regulation with regard to those well. | 00:50:24 | |
| So since we are cleaning up other codes, we thought we'd take care of this one as well. And what Assembly Bill 2694 does is it has | 00:50:27 | |
| amended the definition of senior citizen housing on all types of senior citizen housing. | 00:50:34 | |
| Where they may include a shared housing building development and a residential care facility for the elderly. And that's as | 00:50:43 | |
| defined in the Health and Safety Code Section 1569.2. And therefore it is recommended that our density bonus ordinance be modified | 00:50:50 | |
| to state this. And so again, it's basically a clean up item just to make sure that we meet that definition at this point. | 00:50:58 | |
| And then with regard to our last housing related amendment this evening it. | 00:51:09 | |
| Deals with Section 1/08/04 of our Municipal Code, which is what we call the inclusionary Housing ordinance. | 00:51:14 | |
| And currently, our inclusionary housing ordinance requires that any new development with 10 or more residential units proposed in | 00:51:20 | |
| the coastal zone. | 00:51:25 | |
| Provide at least 25% of those units to be made affordable to low or moderate income households. | 00:51:30 | |
| Or the developer may pay an in lieu fee. Currently that is 26,500 per unit. | 00:51:38 | |
| And what we do with the city is we bank those fees and then we use those for future projects, for affordable housing projects, | 00:51:44 | |
| rehab or whatnot. And a great example that most of you participated in was our Habitat for Humanity project where we provided | 00:51:51 | |
| 26,500 for each of the five units. And that was to help a habitat offset the overall cost of providing affordable housing here in | 00:51:58 | |
| the city. | 00:52:05 | |
| A housing element program #9 calls for expanding this to developments with 10 or more units a citywide and so it is recommended | 00:52:14 | |
| that section 1/08/04 a of the municipal code be amended to have this simple change to it where it goes from just coastal areas to | 00:52:23 | |
| development citywide and when we discuss. | 00:52:31 | |
| Our future zone changes at the next meeting. | 00:52:41 | |
| You'll see that you know, there's there will be some potential for development outside of the coastal zone where we can take | 00:52:44 | |
| advantage of either getting the affordable housing that we need and or getting the in lieu fees that can be used elsewhere in the | 00:52:49 | |
| city. So. | 00:52:55 | |
| That takes care of this evenings housing related items. | 00:53:01 | |
| And then we had a couple others here. The first one again is public hearing, noticing this took effect just past September, late | 00:53:06 | |
| September. | 00:53:11 | |
| And AB 2904 now requires that instead of typical 10 days for a public hearing, any ordinance or amendment that will affect | 00:53:16 | |
| permitted uses of real property have a 20 day notice period. | 00:53:23 | |
| So we're recommending that the municipal code sections for City Council hearings as well as those for development review committee | 00:53:31 | |
| hearings be amended simply to add the requirement for the 20 day noticing for these. | 00:53:37 | |
| Amendments or ordinances that affect the property uses on real property. | 00:53:45 | |
| Then staff has been receiving requests here and there to allow at least one additional garage sale per household per year. | 00:53:52 | |
| Currently, we allow one per household for up to two days at a time. | 00:53:59 | |
| We're requesting that Section 10277 be amended to allow each household in the city to have up to two broad sales for up to two | 00:54:07 | |
| days per event per year. And that shouldn't result in any code compliance issues. But at the same time allowing too many more. We | 00:54:14 | |
| get into the issue potentially where we have certain property owners that may want to have, you know, be basically running a | 00:54:21 | |
| business of garage sales every weekend. | 00:54:29 | |
| To the detriment of their neighbors. So we did want to. | 00:54:36 | |
| Make sure that that did not occur with this, but we think just at least allowing the additional one per year won't be a problem. | 00:54:39 | |
| Compliance, folks, and we'll still respond to the requests. | 00:54:47 | |
| And then our last item like I said is economic development related. We of course, you know passed our new plan a couple months | 00:54:51 | |
| ago. And this particular request is basically a fairly simple and cost effective one, not only for the city but also for | 00:55:00 | |
| businesses to to implement. And currently we only allow a banner up for business for 21 days a year total. | 00:55:08 | |
| We surveyed all of the cities in Ventura County and found that we are definitely the most restrictive city in the county and so | 00:55:18 | |
| looking at the the average period and the number of signs allowed per business. | 00:55:24 | |
| We are recommending that our sign ordinance be amended to allow each business to have. | 00:55:31 | |
| One freestanding or one building mounted temporary sign or banner for up to 30 days per quarter, which would be up to 120 days per | 00:55:37 | |
| year. | 00:55:41 | |
| Umm, the banner would he or or freestanding sign would either have to be located on the building or near its entrance. So for | 00:55:46 | |
| instance, if you've got a shopping center, say Mandalay, you don't have a bunch of banners, you know, along Channel Islands | 00:55:54 | |
| causing a bunch of, you know, sign clutter, which has been an issue. We, we discussed with past councils. This has been an item | 00:56:01 | |
| that's waiting to come for a while. And so we're recommending that those, the banners still be mounted. | 00:56:09 | |
| The same typical locations that they are now to prevent the clutter, but to allow quite a few additional days just again to allow | 00:56:16 | |
| the businesses to have a low cost way to advertise their their. | 00:56:21 | |

| Are not specific as far as what they would be used for. And then just note that windows signs will continue to be exempt. We don't | 00:56:30 | |

| Kind of re staff with their board of directors being a working committee to start holding some events and fundraisers and and | 01:05:12 | |
| activities. And so recently as they were going through that process, they had noted that this the board up until now per their | 01:05:18 | |
| bylaws. | 01:05:25 | |
| Has a requirement that one of the board seats be filled by a representative of the City Council. And then recently, up until | 01:05:31 | |
| recently, had also had a requirement that one of the seats be filled by a designee of the city manager's office. | 01:05:38 | |
| And as the reach board is trying to essentially appoint the new board and move forward and and have their working board, they | 01:05:47 | |
| contacted the city to see if the city would be willing and agree to allow for the requirement to have a City Council seat on the | 01:05:55 | |

| It doesn't mean that the city wouldn't be able to have a seat on the board, but it essentially would just remove the requirement | 01:06:13 | |

| project to continue until November 30th. It should be completed by November 30th. Just as a reminder, it's repairing the. | 01:19:07 | |
| Cracks and broken up concrete panels in the beach sidewalk. But it's also going to install the new. | 01:19:16 | |
| Accessible path that will go to the swing set. So it's part of that project and the return of the swing set. So, so we're trying | 01:19:24 | |
| to minimize the impact of the construction, but we appreciate everybody working with us as we finish that project up over the next | 01:19:30 | |

| grants and we're going to be coming back to each individual member here in the future to to try and. | 01:27:41 | |
| Figure out where the budgets going in if we're in fact going to have to make an increase. | 01:27:51 | |
| So on Beacon over the last four years, we've only had a cola's. | 01:27:58 | |
| We really want to look at the external funding grants. We've done really well with the implementation and planning and, and | 01:28:05 | |
| leveraging those funds. But we're quickly realizing that in the future we're, you know, it's going to be harder and harder to to | 01:28:12 | |
