Here, Council Member Hernandez. Here Council Member Martinez present. 00:00:03
And Mayor Perez here. Tonight's inspiration will be given by Council Member Steven Gama. 00:00:08
Thank you very much, Mayor Perez. Let me see if I get this up. So inspiration is the most enjoyable part of being on City Council. 00:00:15
I like to go into the community and find people who are truly being inspirational. And I have this control here. So dance. Dance 00:00:23
to the beat of your dreams. I used to work for the Oxford Union High School District and 20 years ago I. 00:00:31
Was there doing my job and I see these kids dancing in the corridor and one of those dancers. 00:00:40
Is now the teacher and the coach for the program at Channel Islands High School. So they've always valued dancing and they're very 00:00:45
serious about it. And just about every day in the afternoon after school, you'd see them practicing. Currently the principal is 00:00:52
Marianne Ramos. And in the middle is that student I was talking about, Mark Rocket on Coach Rock. He is now the instructor of the 00:00:58
dance program. 00:01:05
This is him down in the bottom right. 00:01:12
Back in the 2000 when he was a student at Channel Islands High School. And so he's come back and he's now the teacher of the 00:01:15
program. And a couple weeks ago at the Savvy Senior event, we did a Halloween thriller type. 00:01:23
Event and I called mark and I said hey would the kids be willing to come over and dance He goes absolutely I he goes what do you 00:01:31
want us to do I'll just do a thriller thing can you do that and and sure enough they they came and they stole the show the seniors 00:01:37
loved them they were dancing with them and it was just so uplifting to see these kids perform and let's see if this works I just 00:01:43
want to give you a little bit of a. 00:01:49
This is the exact performance they did at the Banana Festival. 00:01:58
And. 00:02:03
They redid that for for us for the Savvy Singer event. 00:02:04
So if you know anything about teenagers, trying to get 40 of them to do the same thing at the same time, kind of difficult. 00:02:08
But they're so professional and so into the craft of dancing that they've really taken into it. Oh, there we are. We got some of 00:02:16
them here. They've taken it to a national level and they've they've received a national awards. I'm so glad you're all coming in. 00:02:22
All right. 00:02:27
I love the fact that you're wearing your Channel Islands. Look at this. They're just coming in droves. 00:02:38
Yeah, so I was just telling the council how dedicated you all are to dance and how inspirational you are when you go out and 00:02:45
perform and that you you've received national recognition for your dancing. And I was trying to express to my colleagues up here 00:02:53
how much fun we had the other night at the Ocean View Pavilion. Do you agree? 00:03:00
And so the seniors, I was like, man, how is this going to go? I didn't know how I was going to go. But the seniors say absolutely 00:03:09
loved it. 00:03:13
And they came forward and they danced and everybody was having a great time. And so I called Mark Coach and I said, hey, you think 00:03:16
you could do a thriller rendition because that's the theme of the night. And he goes, oh, yeah, we could do it. And then, OK, so 00:03:22
they showed up and. 00:03:27
Now those screams are coming from the seniors. 00:03:38
But truly inspirational, you guys. I don't know how you do it, but man you. 00:03:44
Getting 40 kids to do the same thing at one time, in the short amount of time that you had to learn this routine, it was magical. 00:03:49
Fellow colleagues up here will encourage you to continue your dreams, chase your dreams, dance to your dreams and. 00:03:58
It was just such an enjoyable night. So we had dinner together, right. We had dinner and then we we passed the hat and. 00:04:06
Generous seniors of the city of Port Bohemia. 00:04:14
They came up with $1000 in donations to support the program. So. 00:04:19
We. 00:04:24
We couldn't be more happy for the dance team at Channels High School. Coach rock, you rock. 00:04:29
Hopefully we'll be able to see you in White Amy Beach Festival, Banana Festival again. But I hope hope to make this relationship, 00:04:35
which is possible to the future. So I have a certificate for you. I'd like to. 00:04:40
Can we get a picture? 00:05:00
Councilmember Gama. 00:05:46
Get a picture of everyone. 00:05:48
Yeah. 00:05:50
You got it too. 00:06:14
Thank you. 00:06:21
Thank you. 00:06:26
Right. 00:06:41
Thank you. Thank you. Bye. Take care. 00:06:46
All right. I thought I was. They weren't gonna make it. 00:06:52
Let's go. 00:06:56
See you again. 00:06:58
I don't know if I got to my last slide, but basically it's. 00:07:02
You know kids when they're given the proper. 00:07:06
Tools, they shine, they step up and they do great things. And I couldn't be happier with their performance at the Savvy Seniors 00:07:10
event. And they hit the boards, as I say, in Broadway. So thank you. 00:07:17
Thank you. Very well done. That was great to see. 00:07:25
We move on to public comments. We will now hear public comments not pertaining to items on the agenda. Comments are limited to 00:07:29
three minutes. This process will be the same for comments pertaining to each agenda item. Madam Clerk, do we have any public 00:07:33
comments tonight? Yes. First up is Timothy Fergal. 00:07:38
To give us some bad news. 00:07:45
Good evening, Mayor Perez, Mayor Pro Tem McQueen Lejeune, esteemed council members, city staff, members of the public. My name is 00:07:51
Tim Fergal. I'm the city librarian for Port Hueneme working with the Ventura County Library. Just wanted to give you a few updates 00:07:58
about the status of the construction project and then some personal news. So we'll lead with the construction project. 00:08:05
Like I had mentioned during the last community update, the. 00:08:12
Restoration of the damages has been completed at this point. We have recently closed up the ceiling of the library, which is 00:08:17
exciting progress. We're very happy about that and you'll start to notice some more work crews as we begin the planned 00:08:23
construction project, which we were awarded a grant right before the flooding happened. So expect a little bit more activity out 00:08:29
of the library at this point. 00:08:35
Now, as far as the item of personal news, this will be my last meeting. I have accepted a position as an executive director of a 00:08:43
library out of state. It has been a pleasure to work with all of you to serve the community of Port Hueneme and to provide, you 00:08:50
know, world class library services to the people in Ventura County. So I just wanted to thank you again for your partnership, your 00:08:57
creativity, great sense of humor. You know, you really made me feel at home the past two years. 00:09:04
And just thank you very much again for the opportunity to deserve port. Why need me? Thank you, thank you, and congratulations. 00:09:11
Greg Ross. 00:09:22
Good evening, Mayor. Mr. Perez, Mayor Pro Tem. 00:09:33
And council members. 00:09:38
Mr. Vega. 00:09:40
I I've lived in Port Hueneme since 2001. My name is Greg Ross and I currently reside. 00:09:42
Very close to the port over near Market Street. 00:09:53
And I think you might have this in front of you. 00:09:57
But before I get started. 00:10:01
It's pretty apropos that that group. I love the energy of the young people. 00:10:04
And I see all these pictures. It's great. The, you know, sadly, Quincy Jones died today. And so that was pretty apropos to hear 00:10:10
Thriller who he made it famous. 00:10:17
So anyway. 00:10:24
Going forward. 00:10:27
I really appreciate this city more than you might imagine. Just three days ago I was walking my dogs. 00:10:29
And there was a landscape person. 00:10:37
He was so friendly and he said hello. And that's what I find from this city. The city has a lot of very you. You hire the right 00:10:40
people. 00:10:45
You know, you, you, you put in speed bumps out in the market and and Surfside. That's great. Thank you for listening. So I'm 00:10:51
asking now today to look at this. This is a little map that I drew. 00:10:59
We obviously live in the Anacapa Beach homes. 00:11:07
And Seaview is right behind us. 00:11:11
And I can't tell you how many people, it's very sad. I had a family member who was homeless. It's very sad. Some of these people 00:11:15
live in their cars right there on Seaview, on the on the South side of Seaview between Market and Ventura Rd. 00:11:22
There's trash everywhere. I didn't burden you with all the pictures. 00:11:31
But I have them. 00:11:37
This is one week. 00:11:38
This is all one week, it happens every day, and so our HOA pays somebody to pick up all this trash. 00:11:40
It's it's sad that that that that people are living in their cars like that. But there's there's noise. The other day there was a 00:11:48
hit and run right on Market and Ventura Rd. 00:11:55
I don't know what happened because this is the the Port Wayne Amy Police Department that said there was a hit and run. I didn't 00:12:03
follow up on it. 00:12:07
But we're asking for you. 00:12:12
Only got 20 seconds left? We're asking for you to consider. 00:12:14
A 10:00 PM to 7:00 AM curfew on parking there so that they'd have to a lot of residents. 00:12:20
I'm going to go over one second. 00:12:32
A lot of residents from the apartments parked on that street and and so we get it, there's surfers that come, there's people from 00:12:34
the port that come to have their lunches, etcetera. I'm just asking to consider whether we can put in a 10:00 PM to 7:00 AM 00:12:43
parking by permit only so that we. 00:12:51
Curtail some of this trash, some of the noise and some of the other things. So thank you for listening. 00:13:01
Dulce Satterfield. 00:13:09
Yeah, Mayor, if I can comment on that just briefly. It's not on the agenda, so we can't debate it. But we are as staff starting to 00:13:13
work on some parking analysis that we are going to try to bring a proposal to the council on to look at parking citywide. Because 00:13:19
we're we're getting a lot of questions and requests related to parking and things like permits and and not allowing parking in 00:13:25
certain locations at certain times. And we want to make sure we're looking at the city really holistically when we are talking 00:13:31
about that so. 00:13:36
We'll be bringing a proposal to the council at an upcoming meeting to start talking about doing some analysis for parking. 00:13:42
And in the meantime, we were aware of the issue on Seaview. So we did have our public works team go out a couple weeks back. But I 00:13:49
think to the point. 00:13:53
That Mister Ross made that the there are a couple people who seem to be dumping trash there more regularly so we'll we'll keep an 00:14:00
eye on that in the meantime so. 00:14:03
Good evening, Mayor Perez and. 00:14:19
Mayor Pro Tem McQueen legend and all council members. I'm Dulce Satterfield. I'm not here to. 00:14:22
Talk on the topic I covered in July, but on economic development. That topic came up the same night I was here in front of you and 00:14:28
I didn't stay past the kind of bogged down discussion on the mural. So it was the hour was late. So it was only weeks later that I 00:14:37
watched the economic development presentation online and appreciate that I could access it there. 00:14:46
It seemed that you there was some sentiment towards couldn't we? 00:14:55
Vote on this later because there hasn't been much comment and then it was seemed to be a conclusion that well, we can we can vote 00:15:01
on it tonight and then there can still be more consideration of the the whole economic development package. So I just thought I'd 00:15:08
throw in my very impromptu comments. I thought about it while I was driving back from Ojai and. 00:15:16
First of all, I. 00:15:25
The part time. 00:15:29
Technician or aide position. 00:15:31
To support the economic development, I'm I'm in favor of that. 00:15:34
I don't know if you've seriously looked at it or put it off. I worked in a part-time capacity for the city of Mountlake Terrace in 00:15:38
Washington state. It wasn't economic development, it was energy management aid. But the city needed that, that part-time 00:15:43
assistance and. 00:15:48
I successfully prepared grant applications and got projects. 00:15:55
Started the implementation when the money was awarded and a number number of other things and I think the model could fit well 00:16:03
with the economic development that one caveat I want to give is that it's very easy for someone who is in a part time no benefits 00:16:09
or low benefits status to be looking elsewhere. And so if you bring in a part timer, ideally the job is shaped in the way that 00:16:15
the. 00:16:21
All the. 00:16:27
The knowledge the the in progress work can be very easily transferred to somebody new and that you don't have a gap for too long 00:16:29
on anything critical if you go with that part time model. 00:16:35
Then. 00:16:44
I wanted to say I realize there's some challenge with the whole retail situation as with other cities. And I want to say I 00:16:46
personally visited Tranquest Canyon a number of times on mostly Fridays when they had these events and one shop after another, 00:16:53
they were either shutting down, relocating somewhere very far away. It was just a tough go. You have different circumstances here, 00:17:01
but I just want to say it's it's challenging and if if there's, if you have, if there's. 00:17:08
I don't know. You just got to try, try again, but don't put all your I would not put all your bets on on the build up of the 00:17:15
retail. Thank you. 00:17:19
That concludes public comment for this section. 00:17:25
Mayor, if I could just note on that point that we are going to bring a report back in coming probably probably a couple months 00:17:28
from now starting to look at implementing some of those projects. So we will have opportunities to talk about the economic 00:17:33
development plan in future council meetings. Thank you. We'll now move on to agenda approval. May I have a motion and a second to 00:17:39
approve the agenda? 00:17:44
So moved. 00:17:52
2nd Madam Clerk. 00:17:54
All in favor? Aye. All opposed hearing none. Motion passes unanimously. Thank you. Do any members of Council have any conflicts of 00:17:57
interest to disclose for any item on the agenda? 00:18:02
Not seeing any? We'll move on to presentations. The presentation tonight is the invitation to the community to attend the City of 00:18:10
Port Huenemes Veteran Day ceremony. 00:18:14
Thank you. And we just wanted to take a moment. We always talk about these items at the end of the meeting, but we know that 00:18:20
especially when we have long meetings, sometimes we lose people along the way. So we wanted to take an opportunity to announce 00:18:28
this up front at the start of this meeting. And this meeting ended up being perfectly timed because veteran's day somehow is next 00:18:35
week. It doesn't feel like November already, but next Monday is November 11th. And so we will have our veteran's day. 00:18:42
Here at City Hall at 8:30 AM next Monday and we're pretty excited about the program this year, so we wanted to make sure that we 00:18:50
got word out and that we invite our community to participate. We have two great speakers this year. 1 is historically we've 00:18:56
actually. 00:19:02
Not really been able to get. 00:19:09
One of the captains from our Navy base, because they have so many other events that they attend and including on the base of that 00:19:12
day, but we were able to coordinate with them in advance. And we have Captain Daniel S Bentsey, who is a captain and deputy 00:19:18
Commodore of the Airborne Command and Control and Logistics Wing, will be our keynote speaker, which is something we're proud of 00:19:24
that we get to have representation from our. 00:19:31
Navy base located in our community. 00:19:38
And then on top of that, we have a special veteran tribute this year for Orvin S Carpenter, who also will be celebrating his 100th 00:19:41
birthday shortly. And you may recall that we. 00:19:49
Were able to honor him last council meeting by approving the use of the OR being Carpenter Center for his 100th birthday. But we 00:19:57
also were able to in the meantime, convince him to come out and receive a special tribute on our veteran's day ceremony next 00:20:04
Monday. So we're very excited about that. We noted last meeting that his his credentials are pretty impressive. He's a veteran who 00:20:11
served in the Marines during World War 2, the Army during the Korean War. 00:20:18
And also served as postmaster in White, Port Hueneme and Oxnard. 00:20:26
As well as the longest serving Portland Amy council member for with 32 years serving and so. 00:20:30
We're really excited to honor him in advance of his 100th birthday and thank him for his service to our community and for serving, 00:20:39
and so we will be honoring. 00:20:44
Him and we will have our ceremony Monday next week at 8:30 AM just out in front of City Hall and it's open to the public and 00:20:51
anybody who would like to attend, we invite to attend. 00:20:57
And so thank you to the Council for letting us give that invitation out here at the top of the meeting. 00:21:03
Thank you. We wanted the consent calendar. Will now consider items on the consent calendar which will be enacted in one motion 00:21:11
unless a council member has a request to remove an item for discussion. Do any council members have a request to remove any items? 00:21:17
Not seeing any. Can I have a motion in a second to approve the consent calendar? 00:21:26
Motion to approve. 00:21:30
2nd. 00:21:33
Madam Clerk. 00:21:34
All in favor. 00:21:36
All opposed. 00:21:38
Hearing none, motion passes unanimously. 00:21:39
Thank you. 00:21:42
We'll now move on to public hearings. 00:21:44
The public hearing for tonight is to adopt A resolution granting conditional permit number PHCU 24-1 to allow the installation of 00:21:46
a 45 foot tall stealth wireless communication tower. 00:21:53
To be located within a landscape common space corridor abutting the residential unit located at 193 W Garden Green and find the 00:21:59
project exempt from sequa. Madam Clerk, do you have proof of publication as required by law and a complete file of reports and 00:22:05
exhibits? Yes, Madam Mayor, thank you. Will stop. Please present the report. 00:22:12
Yes. Good evening, Mayor, Mayor Pro Tem staff. So before you today is the project PHCU 24-1 Wanami Bay Wi-Fi Tower, an application 00:22:19
filed by Wi-Fi Harbor LLC. 00:22:27
So the request is for installation of a wireless telecommunications facility facility consisting of a 45 foot high pole with an 00:22:38
axillary electrical equipment to be located. 00:22:44
At a residential common landscaping corridor, it's going to be generally located about 10 feet West of 100 or 193 W Garden Green. 00:22:52
The purpose of this pool and wireless communication facility is to provide Internet broadband services to the residents of the 00:22:59
Carefree Living Association known as Wanami Bay, and a conditional use permit is required for this type of new utility facility 00:23:07
upgrade within. 00:23:14
And the limited multifamily R2 zone. 00:23:22
A little bit of a background story as how how we got here. On July 11th, 2024, the Carefree Living Association known as the HOA of 00:23:26
Wanami Bay unanimously approved the project. And then on July 19th, the applicant entered into a lease agreement with the HOA for 00:23:34
the installation of the tower, associated equipment and energy charges that would be. 00:23:42
That would come of the tower because it was placed in the HOA common area. 00:23:51
The applicant will be required to adhere to all Federal Communication Commission requirements, FCC and the California Public 00:23:56
Utilities Commission CPUC regulations pertaining to these types of wireless communication facilities. 00:24:04
The site characteristics once again the project will be located generally 10 feet West of 100 and 93rd W Garden green and a little 00:24:13
bit about the surrounding uses. To the north it's more of the Wanami Bay multi family residential dwellings as well as single 00:24:20
family homes. That border city of Oxnard on Hemlock to the east is with the Wanami Bay community, which composes a multi family 00:24:28
dwellings. 00:24:35
To the South you have the same sort of layout and then to the West it does touch on the border of the Sandpiper to multifamily 00:24:42
residential community. And once again this is within the limited multifamily R2 zoning designation plan development. 00:24:50
So here's the picture of the aerial site plan. As you can see, the Wi-Fi tower will encompass a small section of the northwest 00:24:58
part of the HOA Wanami Bay community. And it won't typically be seen from public streets as it's completely going to be 00:25:06
encompassed inside of the Wyoming Bay community. 00:25:15
Some of the tower details like was mentioned for it's going to be a 45 utility pole with one Wi-Fi broadcasting antenna mounted to 00:25:26
face SE in order to get as much overlay into the community and provide those wireless broadband speeds in order to meet our city 00:25:35
requirements for stealthing. The utility pool will be a powder coated light Gray to match nearby poles. 00:25:45
And we'll have a decorative light Gray ray cap concealment Topper that I will feature in follow up slides here. And the facility 00:25:55
will be operated by underground fiber optic and Electroconduit terminating at a new equipment cabinet, which I will highlight in 00:26:02
future slides and it will be painted to match the residential building that exists. 00:26:10
So this is the tower elevation as can be seen on the bottom there all of the utilities will be undergrounded and then they'll go 00:26:18
right up against the building. And then there is landscaping that will hide most of that conduit and any conduit that is exposed 00:26:26
will be painted to match. The utility cabinet can also be seen to the. 00:26:34
Right side of this diagram and then front and center again is that 45 foot pole with that ray cap Topper in order to hide some of 00:26:43
the wiring and other antenna characteristics that would otherwise be seen. 00:26:50
Here's the project rendering of what that will look like. Things to mention are there is a tree that is north of where the tower 00:26:59
is going to be that will remain as well as the other landscaping features. And then turf would basically be replanted to 00:27:06
accommodate a new turf area once it's destroyed because it was disturbed during the construction phase. 00:27:13
As far as sequel goes, this project is exempt under Section 15303, consisting of construction and location, a limited number of 00:27:23
new small facilities or structures, installation of small new equipment and facilities in small structures. This once again, this 00:27:29
is a utility. 00:27:34
Financial impact. There is no financial impact associated with this application as far as strategic plan consistency. This touches 00:27:42
on our pillar of innovation and opportunity to retain and maximize opportunities for local businesses as the backbone for our 00:27:48
community by providing broadband services and invest in new programs and technologies to strengthen our economy and attract 00:27:54
innovation. 00:27:59
It is now recommended that the City Council adopt A resolution that conditionally approves PHCU #24-1 and find the project to be 00:28:07
categorically exempt from SEQUA. 00:28:13
And joining us tonight are two representatives from Wi-Fi Harbor, Michael Taylor and also John Welty, that are available for 00:28:19
additional comments. And I believe that they're going to go ahead and share a couple of opening comments for their project. 00:28:27
My name is Michael Taylor and I am the owner of Wi-Fi Harbor and this is my associate, Mr. John Welty, and he is done several of 00:28:43
these projects before, so he's been working with me closely. Thank you for consideration, Mayor and Mayor Pro Tem and the Council. 00:28:53
Anyway, we've been providing service in the Wyoming Bay Area and many of the harbor areas up and down the coast of California for 00:29:03
a long time. But in Wyoming Bay, over nine years, we currently service more than half of the residents in there and we wanted to 00:29:09
stay up with technology and offer them. 00:29:16
Enhanced services, we have to consider going into a new technologies and that's what we're doing with this. 00:29:24
We currently occupy antennas on their existing. 00:29:31
Structure, they have a tower there and we're looking forward to being able to enhance that through this new location, which is in 00:29:36
a very, very good area to cover all those residences. 00:29:43
And. 00:29:50
It's been nice working with Jose. He's. 00:29:53
Been very helpful. 00:29:58
Thank you. Have any questions? 00:30:00
This Council have any questions? 00:30:02
At page 37 is. 00:30:06
The tower going to be. 00:30:09
Against the alleyway? Or is this drawing correct? I'm not sure if it is so. Page 37. 00:30:12
If you, I don't know if we can get back to that, but this the street is believed it's Triton Street, right? So the curve there, it 00:30:22
is going to be positioned just inside the curb on a grassy area. It's about a 30 inch diameter. Are the garages facing the wall? 00:30:30
No, I'm sorry. That is a blind side of the house. OK, that's what threw me off because it's not. 00:30:38
Also that pool is located alignment wise with all the other light bulbs on the street. 00:30:47
So as you look down the street, light pole, light pole, light pole. 00:30:54
But if this drawing was to be correct, there would be garages there, no OK. 00:30:57
The perpetr? 00:31:03
Garages are all on the garden green alley side. OK so that's like a red zone right there and it is street parking but it's just 00:31:05
regular St. 00:31:08
OK. And I'm kind of not technologically adapt, but logically I would think that. 00:31:15
So the poll doesn't have to be in the middle of the development to serve everybody. 00:31:24
No, the sector that we're using is has a 90°. 00:31:29
OK. 00:31:35
It serves the whole community. 00:31:38
OK. And is it going to be disguised like a tree? 00:31:39
It's gonna look like a light pole. 00:31:44
OK, so it's. 00:31:46
Just like another light hole. 00:31:49
Except instead of a light. 00:31:51
OK. Thank you. 00:31:54
Any other questions? 00:31:59
One question. And so thank you for the report. 00:32:02
Detailed, but being that you're the experts and I'm not, I do have one question. So it speaks about. 00:32:06
In just in Page 2 where it talks about the application and then it says. 00:32:13
Talks about the FCC regulations pertaining to antenna installation and it says including emission standards. 00:32:20
And other things. So just quick question, is there any risk? 00:32:26
Or negative impacts. 00:32:32
That could happen against the city or to the residents. No, there's first thing was allegedly as far as the emission. 00:32:34
Anything. So that's an open question. Are there any risks or negative impacts experienced? OK, so. 00:32:42
A cell phone. 00:32:50
Cell phone, cell or sector and meds anywhere from 10 to 100 watts. 00:32:52
A typical 45 foot tower that you might see at the corner of Hemlock and Ventura is like this ugly pole with a bunch of cell phone 00:33:00
sectors on it. 00:33:04
Those emit about 30 watts of power. 00:33:09
Our sector only emits 4 watts of power. 00:33:11
They they have the modulation that they have is like 4000 quam. It doesn't mean anything, but that's just a reference. OK. Ours 00:33:15
has 256 quantum of amplitude modulation. So there's very low power, very low impact as far as radiation is concerned. 00:33:24
Can I ask one more question again, I don't, I don't, I don't really understand it. Also as far as so there's going to be the poll, 00:33:34
there's going to be an electrical. 00:33:39
Plug in, so to speak or wiring, is that tied to anything, any of the properties, Port Hueneme properties or is that a standalone 00:33:46
something that won't impact anything that so it will be integrated through conduit to the main building which is shown here on 00:33:53
this elevation sheet. And so it will be tied into the existing building. And because there is no separate utilities in the lease 00:34:00
agreement, there is sort of a cost share if you will for the electricity. 00:34:08
For that property owner slash the HOA in order to make up for that. But since this antenna is fairly small in nature, it doesn't 00:34:15
draw that much electricity. So if you'll look at the lease, it doesn't cost a whole lot for that. And as far as sort of some of 00:34:22
the regulations from FCC, we do require an RF report by a licensed engineer to be submitted to the city, which is an exhibit on 00:34:30
this that outlines that it it it doesn't exceed the FCCS. 00:34:37
Requirements as far as, you know, negative detriments to health and that sort of thing. 00:34:45
Thank you. 00:34:52
I know sometimes there's a little contract EMS electric magnetic frequency. 00:34:56
There's no, there's no rule. It's just radio waves. It's just an RF signal, OK. And believe it or not, when I was coming over here 00:35:02
tonight, I'm listening to the radio and they're talking about Wi-Fi. 00:35:09
Bandits, I guess that if you go to a public area and it says hey, you want Wi-Fi, here you go. That you have to be really careful 00:35:19
because you could be playing into the hands of dubious characters. Is is there any risk of that with the residents at at Wanami 00:35:25
Bay? No, I mean. 00:35:31
What we do is we we connect to each home. 00:35:38
And that goes to their Wi-Fi router. When we set up their Wi-Fi router, we set them up as secured. 00:35:41
So each user comes to you and says hey here's my router and then you do the IP address. 00:35:47
We make sure that it's a secured router with a password. As far as the tower is concerned, it's it's a point to point thing to the 00:35:54
home and then from the home an Ethernet cable goes down into the router and that's how it works. So as far as stealing Wi-Fi, as 00:36:01
long as the owner doesn't replace the Wi-Fi router with something that's unsecured. 00:36:07
There's no and we do have firewalls on our main equipment as well. 00:36:13
So we've been providing a similar service for nine years already in the community with that security. And so we'll each user have 00:36:18
their own password or there'll be one generic password for each user has their own password. Excellent, excellent. 00:36:26
Very similar to what I have with Spectrum. You come to my house, they go, hey, what's OK, Thank you. 00:36:36
No further questions. 00:36:46
OK. 00:36:47
So I will now open the public hearing and take public comment. The public hearing is now open for public input at 7:08 PM. Are 00:36:49
there any public comments regarding this item? 00:36:54
Yes, Madam Mayor, we have 1 written comment. I'm going to start with that and then I'll call up the two in person comments, OK? 00:37:00
This is a letter dated October 31st, 2024. 00:37:08
City officers, I am communicating my concerns about the installation of a Wi-Fi tower within the Wyoming Bay complex in the 00:37:12
immediate vicinity of my home. 00:37:16
I live in the Wyoming Bay complex at the corner of Triton Way and W Garden Green, no more than 12 yards from what I believe will 00:37:21
be the installation point of the tower. The 45 foot tower has been laying in a common garden area for approximately 2 months. I 00:37:29
have not been communicated to in any way regarding this until receiving a letter from the City of Port Hueneme perhaps 10 days 00:37:36
ago, nor have several of my neighbors whom I've spoken to. One can only assume that the governing board at Wyoming Bay carefree. 00:37:43
Association has been in negotiations with the Wi-Fi Harbor for some period of time. 00:37:51
And get there has been nothing that I remember specifically mentioned about this installation and the weekly bulletin distributed 00:37:56
to property owners throughout the complex. Now I received notification from the city Clerk that was published on October 20th, 00:38:01
2024, eleven days ago. 00:38:06
I will not be able to attend in person the upcoming public hearing and some communicating my concern in writing. 00:38:11
I'm looking forward to an in person meeting with the City Clerk to gather more information about the project. Hence, I cannot at 00:38:18
this time express any intelligent concern about the ramifications of having such an installation, which nonetheless will have a 00:38:24
significant impact on my property. That may be the acceptable way commercial projects are developed and implemented that benefit 00:38:30
the city and HO. As it is not necessarily acceptable to all whom will be immediately impacted. I will attempt to follow up this 00:38:36
letter with more specific concerns. 00:38:42
Meeting with the City Clerk today so that I can launch these concerns prior to any need to challenge any actions in court. Thank 00:38:48
you for your time, Robert Young. 00:38:52
And now I will call. 00:38:57
Betsy Stovin. 00:39:00
Good evening. 00:39:09
Mayor, Council people. 00:39:12
I've had the Wi-Fi service in Waimea Bay for nine years. I've never had such excellent customer service. It's all very 00:39:14
personalized. It's a good product and we would like to urge you all to approve a higher speed for Wi-Fi Harbor in Waimea Bay. 00:39:25
So thank you. 00:39:37
Robert Walker. 00:39:41
Hello there, Mayor, Mayor Pro Tem and Council. I'm Robert Walker. I am the Vice President at the Board Carefree Living Association 00:39:52
for Wyoming Bay. And I've lived in Wyoming Bay since 2013 and I was here initially when Wi-Fi Harbor first started and we did get 00:40:00
their service. 00:40:09
Their service was great as. 00:40:18
Mike Taylor and John Welty stated it's very well secured because you either have your own router or they buy, they provide you 00:40:22
with a router, but then in order to get their signal you have an antenna on your roof that reaches their antenna. So it's like a 00:40:30
two way communication. You just can't pick it up. But. 00:40:38
You have a password. You cannot get on to their into their system without the password. 00:40:46
From your router right now, we've had slower speeds. 00:40:54
Because we haven't been able to get higher speeds and thanks to their new tower, we will be getting broadband. 00:41:01
Which is something that why that Wyoming Bay desperately needs. 00:41:09
It was there was that report that a resident was concerned and that has since he has since come to us and said I don't have a 00:41:15
problem with it anymore. I was concerned at first but I'm not now. 00:41:24
And. 00:41:33
The only other thing I can say is the fact that the tower will look like a light pole. It's going to sit there on the side on the. 00:41:37
Side of the building by the street. And so it's not going to be in anybody's way. It's not going to block anybody's view and it 00:41:48
will provide us with the type of Internet service that we need in in our community. So I thank you very much. 00:41:58
That concludes public comment. 00:42:10
Thank you. 00:42:12
I will now close the public hearing. Public input has concluded. I want to close up hearing public hearing. The time being 7:13 00:42:14
PM. We have before us a recommendation to adopt A resolution approving conditional use permit number PHC U-24-1, Wyoming Bay Wi-Fi 00:42:22
Tower and find the project conditional use permit number pH CU24-21 to be categorically exempt from SEQUA and take such additional 00:42:29
related action that may be desirable. 00:42:36
May I have a motion and a second motion to approve City's recommendations? 00:42:44
2nd. 00:42:49
Thank you. 00:42:51
Yes. Well, I'm going to have discussion. Is there any further discussion before we take a vote? I would like to say that while I 00:43:00
was out and about in Waning Bay, that was one of the main concerns that people had was having better Wi-Fi service. There were 00:43:06
quite a few residents who are unhappy with the state of the service. They lived on the other side of away from the tower. And so 00:43:11
that was a big issue. If we could fix that and I'm, I remember having. 00:43:17
I don't know how I'm going to fix that but. 00:43:23
Now this comes in so we don't need to worry about it. So thank you. 00:43:26
So yes, Madam Clerk, can we please take a vote? 00:43:29
It's public hearing, so I'll do a roll call. Councilmember Gama. 00:43:32
Yes. 00:43:37
Councilmember Hernandez, Yes. Councilmember Martinez, Yes. Mayor Pro Tem McQueen, Legend Yes. And Mayor Perez. 00:43:38
Yes, motion passes unanimously. Thank you. 00:43:44
Congratulations. 00:43:49
The next item is the. 00:43:51
Introduction of ordinances amending sections 10277 and 10303, E 1B. 00:43:54
10352 F 110353 D 10401 E&G. 10402 A 10421 F&H. 10422 A 1041 F&H. 10442 B 10471 D&F 10803 E 1. 00:44:02
A and. 00:44:27
No, don't throw her off. 00:44:29
And one 08/04 of Article X of the Port Hueneme Municipal Code. And to find the project exempt from SEQUA project number PHZ Dash 00:44:33
24-2. Madam Clerk, do you have proof of publication as required by law and a complete file of reports and exhibits? Yes, Madam 00:44:38
mayor. 00:44:43
Well, staff Priest was in the report. 00:44:50
Yes, good evening. Thank you, Mary, you did very well and good evening to you rest of the council staff audience. So yes, this is 00:44:53
and just wait till we get to the recommendation. By the way, a little discussion about that first, but who's reading it? But yes, 00:45:00
so this is the first of several hearings that'll be coming through. This is kind of the easy one this evening with some clean up 00:45:07
items and we're bringing these items to you for several reasons. 00:45:14
With regard to the housing related items that we discussing tonight, which is most of that list you just read? 00:45:21
The the state, as you may or may not know, continues to pass regulation after regulation with regard to. 00:45:30
Getting additional housing of all types built for all income levels across the state and back. This year alone they passed over 00:45:39
20, some of them as recent as just this past September. 00:45:45
And so a few years ago when we passed our general plan, most of you were on the Council at the time that we did that. 00:45:53
We included in that the housing element within the General Plan 21 programs to be met to help us the City of Port Hueneme. 00:46:02
Meet the state requirements. 00:46:13
And today we have 13 of those programs have been met. They're either implemented, they're ongoing. 00:46:16
There are three more that will be implemented shortly by staff, but the remainder of them require changes to our zoning ordinance 00:46:23
and or to zoning to specific properties and those of course require your action. 00:46:30
And so some of those will discuss this evening and then we'll be bringing back more and I'll explain why they're not all being 00:46:38
discussed tonight in a couple of slides here. 00:46:44
The state also just recently, as of September, passed a new law that requires that public noticing, public hearing, noticing, be 00:46:51
extended from 10 days to 20 days. Four items such as ordinances that will affect property, basically the uses on the property. And 00:46:59
then finally, we've had a couple of miscellaneous requests. 00:47:08
For garage sales and then also pick up our economic development plan implementation, there is a. 00:47:16
Item with regard to temporary signs that we'll be reviewing this evening. 00:47:24
So let's start with the housing related amendments. And like I said, this evenings are pretty much clean up items. 00:47:31
The meteor items will be discussed starting at our next meeting on the 18th. And the reason for that is again because those items 00:47:39
require that 20 day notice. Were these tonight only required the 10 day notice and since we got that new regulation passed very 00:47:45
recently, we couldn't accommodate the full 20 days before this evening. 00:47:51
So what we're looking at tonight is, first of all, to amend the the land uses, which were most of those codes that you just read 00:47:58
for our R1R2R3 and R5 residential zones. We'll discuss the R4 standards at our next meeting because they're a little bit more 00:48:06
substantial than what we're doing here this evening. 00:48:13
So the first item is pertaining to employee housing. 00:48:22
And employee housing is allowed by right per the Employee Housing Act of 2015 and also our Health and Safety Code. 00:48:26
And so if there was employee housing, for instance, at the City of Portland, we wanted to start housing employees again and they 00:48:35
purchased a single family home somewhere and had no more than six employees residing in it, then it would be allowed by right is 00:48:42
considered a household, so to speak. Any more than that, though, would require conditional use permit. 00:48:49
But So what we're doing is we're requesting that we amend the land use table to. 00:48:58
Specify that employee housing with 60 fewer employees be allowed by right in our residential zones, and that is to comply with the 00:49:04
state laws. 00:49:09
The second one is very similar, dealing with supportive housing developments, and supportive housing developments are those that 00:49:14
are. 00:49:17
Where primarily if somebody is unhoused, it provides services and what not to help them get into a permanent housing situation. 00:49:23
And currently our residential standards do allow. 00:49:32
Supportive housing developments of six or fewer residents, again by right. So we're already there. 00:49:37
However, the state recently changed that regulation where it's now there's no set number. It could be, you know, basically more 00:49:43
than six folks could also be considered a supportive housing development by right. So again, this is a clean up item where we 00:49:49
would be allowing these uses by right, no matter how many residents were in there. And again, that is to meet state law 00:49:55
requirements. 00:50:02
And then with regard to our density bonus ordinance, as you will recall, we just passed a substantially updated one just this past 00:50:12
June and the state has already. 00:50:17
Put together a new regulation with regard to those well. 00:50:24
So since we are cleaning up other codes, we thought we'd take care of this one as well. And what Assembly Bill 2694 does is it has 00:50:27
amended the definition of senior citizen housing on all types of senior citizen housing. 00:50:34
Where they may include a shared housing building development and a residential care facility for the elderly. And that's as 00:50:43
defined in the Health and Safety Code Section 1569.2. And therefore it is recommended that our density bonus ordinance be modified 00:50:50
to state this. And so again, it's basically a clean up item just to make sure that we meet that definition at this point. 00:50:58
And then with regard to our last housing related amendment this evening it. 00:51:09
Deals with Section 1/08/04 of our Municipal Code, which is what we call the inclusionary Housing ordinance. 00:51:14
And currently, our inclusionary housing ordinance requires that any new development with 10 or more residential units proposed in 00:51:20
the coastal zone. 00:51:25
Provide at least 25% of those units to be made affordable to low or moderate income households. 00:51:30
Or the developer may pay an in lieu fee. Currently that is 26,500 per unit. 00:51:38
And what we do with the city is we bank those fees and then we use those for future projects, for affordable housing projects, 00:51:44
rehab or whatnot. And a great example that most of you participated in was our Habitat for Humanity project where we provided 00:51:51
26,500 for each of the five units. And that was to help a habitat offset the overall cost of providing affordable housing here in 00:51:58
the city. 00:52:05
A housing element program #9 calls for expanding this to developments with 10 or more units a citywide and so it is recommended 00:52:14
that section 1/08/04 a of the municipal code be amended to have this simple change to it where it goes from just coastal areas to 00:52:23
development citywide and when we discuss. 00:52:31
Our future zone changes at the next meeting. 00:52:41
You'll see that you know, there's there will be some potential for development outside of the coastal zone where we can take 00:52:44
advantage of either getting the affordable housing that we need and or getting the in lieu fees that can be used elsewhere in the 00:52:49
city. So. 00:52:55
That takes care of this evenings housing related items. 00:53:01
And then we had a couple others here. The first one again is public hearing, noticing this took effect just past September, late 00:53:06
September. 00:53:11
And AB 2904 now requires that instead of typical 10 days for a public hearing, any ordinance or amendment that will affect 00:53:16
permitted uses of real property have a 20 day notice period. 00:53:23
So we're recommending that the municipal code sections for City Council hearings as well as those for development review committee 00:53:31
hearings be amended simply to add the requirement for the 20 day noticing for these. 00:53:37
Amendments or ordinances that affect the property uses on real property. 00:53:45
Then staff has been receiving requests here and there to allow at least one additional garage sale per household per year. 00:53:52
Currently, we allow one per household for up to two days at a time. 00:53:59
We're requesting that Section 10277 be amended to allow each household in the city to have up to two broad sales for up to two 00:54:07
days per event per year. And that shouldn't result in any code compliance issues. But at the same time allowing too many more. We 00:54:14
get into the issue potentially where we have certain property owners that may want to have, you know, be basically running a 00:54:21
business of garage sales every weekend. 00:54:29
To the detriment of their neighbors. So we did want to. 00:54:36
Make sure that that did not occur with this, but we think just at least allowing the additional one per year won't be a problem. 00:54:39
Compliance, folks, and we'll still respond to the requests. 00:54:47
And then our last item like I said is economic development related. We of course, you know passed our new plan a couple months 00:54:51
ago. And this particular request is basically a fairly simple and cost effective one, not only for the city but also for 00:55:00
businesses to to implement. And currently we only allow a banner up for business for 21 days a year total. 00:55:08
We surveyed all of the cities in Ventura County and found that we are definitely the most restrictive city in the county and so 00:55:18
looking at the the average period and the number of signs allowed per business. 00:55:24
We are recommending that our sign ordinance be amended to allow each business to have. 00:55:31
One freestanding or one building mounted temporary sign or banner for up to 30 days per quarter, which would be up to 120 days per 00:55:37
year. 00:55:41
Umm, the banner would he or or freestanding sign would either have to be located on the building or near its entrance. So for 00:55:46
instance, if you've got a shopping center, say Mandalay, you don't have a bunch of banners, you know, along Channel Islands 00:55:54
causing a bunch of, you know, sign clutter, which has been an issue. We, we discussed with past councils. This has been an item 00:56:01
that's waiting to come for a while. And so we're recommending that those, the banners still be mounted. 00:56:09
The same typical locations that they are now to prevent the clutter, but to allow quite a few additional days just again to allow 00:56:16
the businesses to have a low cost way to advertise their their. 00:56:21
Sales, their services, whatnot. 00:56:28
Are not specific as far as what they would be used for. And then just note that windows signs will continue to be exempt. We don't 00:56:30
require permits for Windows science as long as they don't take up more than 25% of the window area, so that will not change. 00:56:38
And so with regard to SQL, these ordinances are exempt from SQL per section 15061 B 3 because these ordinances themselves will not 00:56:48
result in any kind of development. 00:56:55
And there will be no fiscal impact to the city from any of these particular. 00:57:04
Changes. And so Mayor, at this point we have a very long recommendation. 00:57:09
Would you like to read it or as part of the we go to take a motion or did you want me to take care of it now? 00:57:17
Oh, let me think on that. 00:57:26
Yeah, I can do it. 00:57:33
OK. Well in that case, this concludes my presentation and I'm available to answer any questions. Thank you. Does Council have any 00:57:35
question for staff? 00:57:40
Yeah, I was just gonna suggest when we do, when it is time to make a motion, I think it'd be fine to say the recommendation as 00:57:49
stated in the staff report. 00:57:53
All right. Thank you. You know, I asked that before and somebody told me I had to read all of the words included in it. So I'm 00:58:00
glad you made that clarification for me. 00:58:04
OK. So no question from staff. 00:58:09
Coming for council? 00:58:11
So just curious on the two day garage sale per year. So that's something that we're not actively enforcing and would only enforce 00:58:17
if somebody was making a business out of it. 00:58:22
No, currently we require all business, all property owners and sorry, households to come in and get a garage sale permit, a no 00:58:28
cost permit or is it a cost? It's a very limited, I think it's like $15. They can actually do it online. So we've continued to 00:58:34
require that. 00:58:40
OK. And. 00:58:46
One of the things that has developed with the. 00:58:49
Affordable housing rules that are coming down by the state and I didn't hear you address that is parking. 00:58:53
Are we going to amend our? 00:59:01
Ordinances for parking and front yard landscaping. 00:59:04
Not at this time. That would have to be something that would be brought up later, and I don't. 00:59:10
City Manager Vega and I have had this discussion and it looks like he wants to chime in here. Yeah, thank you. And we, I 00:59:16
referenced this earlier during public comment, but we are working on an item for one of the next couple council meetings where we 00:59:22
can start talking about some of the parking strategies that we can start looking at. And that that could be one if identified by 00:59:28
the by the council. Yeah, 'cause I'm parking with the Adus is well, there's already a parking crunch in in Waimea in the 80 user 00:59:34
making it harder and. 00:59:40
Some of our. 00:59:46
Requirements like 40% roll hardscape out front. I think it's it's becoming problematic. 00:59:48
What about unlicensed food vendors? I keep getting complaints about the amount of unlicensed food vendors coming into Wanami 00:59:57
Beach. I don't know that that has anything to do with this. 01:00:03
Public hearing. 01:00:10
Madam City Attorney. 01:00:12
Yes, ma'am. Yeah, it's not. This item is particularly updating the sections of our Article 10 related to housing garage sales, and 01:00:14
I'm blanking on one. Oh, the temporary signage. So it's just it's not included in there. It can be requested as a future item. OK, 01:00:23
so then for me, the elephant in the room is there's a lot of signs and businesses right now. Political science is there. 01:00:31
Any rules associated with political science? And I know that some other cities have rules. They kind of. 01:00:39
Make exceptions during the political season, but how do we address that here in the city of port one evening? So this item is 01:00:47
specifically related to temporary signage like grand opening banners, for example, for stores. That's what this item is related 01:00:54
to. So this item doesn't have any impact on political science, but is there any ordinance for political science? 01:01:01
We have general standards for political signs. 01:01:09
That we follow as a city. Certain locations that they are are are not allowed in. 01:01:14
Does any council have any questions pertaining this to this item? 01:01:21
On the agenda? 01:01:26
OK, can I have a motion to approve the? 01:01:30
What so? 01:01:33
Unfortunately we looked at it and we do have to read the whole recommendation so. 01:01:35
Mayor, before you read, if you can just open comments. Yeah, open the public. Yes, I will open the public hearing. Sorry. 01:01:42
That darn it. 01:01:49
OI will open the public hearing and take public comment. The public hearing is now open for public input at. 01:01:52
733. 01:01:58
Madam Clerk, are there any public comments? No public comments. Thank you. 01:02:01
I will now close the public hearing, the time being 733. 01:02:06
We have before us a recommendation. 01:02:11
Introduce the first reading by title only, waiving further reading of an ordinance entitled An Ordinance of the City Council of 01:02:15
the City of Port Hueneme, CA, amending Chapter 4, Sections 10401 E&G. 10402 A 10421 F&H. 10422 A 10441 F&H. 10442 B 10471 D&F. 01:02:30
And Chapter 6, sections 10803, E 1A. 01:02:45
And one 08/04 of Article X of the Port Wayne Municipal Code pertaining to housing regulations and. 01:02:50
Introduce the first reading by title only, waiving further reading of an ordinance entitled An Ordinance of the City Council of 01:02:58
the City of Port Hueneme, CA, amending sections 10352, F One and 10353 D of Chapter 3 of Article X of the Port Hueneme Municipal 01:03:05
Code pertaining to public noticing requirements and. 01:03:13
Introduced for first reading by title only. Waiving further reading of an Ordinance entitled and Ordinance of the City Council of 01:03:21
the City of Port Hueneme, CA amending Sections 10277 of Chapter 2 of Article X of the Port Hueneme Municipal Code pertaining to 01:03:28
garage sales and introduce for first reading by title only. 01:03:35
Waiving further reading of an ordinance entitled An Ordinance of the City Council of the City of Port Hueneme, CA amending 01:03:42
Sections 10303 E 1B of Chapter 3 of Article X at the Port Hueneme Municipal Code pertaining to temporary signs and find the 01:03:48
project to be categorically exempt from SEQUA and take such additional related actions that may be desirable. May I have a motion 01:03:54
and a second please? 01:04:00
Move to approve second. Thank you. Any further discussion on this item? 01:04:09
Seeing none, Madam Clerk. 01:04:14
Council member Gama. 01:04:16
Yes, Council Member Hernandez, Council Member Martinez. Yes, Mayor Pro Tem McQueen, Legend. Yes. And Mayor Perez. Yes. Motion 01:04:19
passes unanimously. Thank you. And that concludes our public hearings for tonight. We'll now move on to business items. 01:04:26
The business item for tonight is the City Council representation of REACH which is recreation, education, activities and culture 01:04:34
in Wanami. Board of Directors will staff please present the report? 01:04:39
Thank you, Mayor. This one will be brief. 01:04:48
Quite simply, REACH, which is the recreation, education, activities and culture in Waimea. 01:04:54
Nonprofit is starting to. 01:05:01
Recompose their their board of directors and they are looking to. 01:05:05
Kind of re staff with their board of directors being a working committee to start holding some events and fundraisers and and 01:05:12
activities. And so recently as they were going through that process, they had noted that this the board up until now per their 01:05:18
bylaws. 01:05:25
Has a requirement that one of the board seats be filled by a representative of the City Council. And then recently, up until 01:05:31
recently, had also had a requirement that one of the seats be filled by a designee of the city manager's office. 01:05:38
And as the reach board is trying to essentially appoint the new board and move forward and and have their working board, they 01:05:47
contacted the city to see if the city would be willing and agree to allow for the requirement to have a City Council seat on the 01:05:55
board could be removed from their bylaws. 01:06:04
It doesn't mean that the city wouldn't be able to have a seat on the board, but it essentially would just remove the requirement 01:06:13
that a City Council member be part of the board. 01:06:18
And the idea being if there is a council member who wants to get involved with REACH, they'd always have the ability to to attend 01:06:23
the meetings and to look to get involved with the board. But there just wouldn't be a requirement to have that person to have a a 01:06:28
representative of the City Council on the board. 01:06:33
We, as staff have recommended that the Council approve that request from Reach to remove the position, primarily because typically 01:06:40
as cities develop. 01:06:46
Nonprofits. 01:06:54
Typically in order to really establish that separation between the city and the nonprofit and kind of make sure that we're 01:06:56
reducing the liability and the risk, typically cities do sort of at some point separate and stop having the council members make 01:07:04
decisions on the board to kind of ensure that there is that separation. So just as a best practice, we're recommending that the 01:07:11
council consider that request and. 01:07:18
And authorized reach to eliminate that requirement again with the. Note that. 01:07:26
Any interested person could attend REACH meetings and could look to be added to the board. It just wouldn't be a requirement that 01:07:33
they have a council member specific position. So with that we're recommending that the council authorize that and we're available 01:07:40
if there's any questions. Thank you. Does any council have any questions? 01:07:47
Are there any other nonprofits that have a requirement to have a City Council member on? 01:07:54
I'm sure there are somewhere, but I would say it's not typical. And typically kind of the process that normally happens is the 01:08:00
city will create a board and kind of get it up and running and then and then separate and doesn't have the eventually removes 01:08:07
council members off the board to move forward. So I think we're we're at that point, but it's not it's not typical to continue to 01:08:14
have a council. Yeah, I would just hope that we go down that road and. 01:08:21
Truly make any art Commission or Friends of the Library, Friends of the Museum reach be without council because it just creates. 01:08:29
Brown Act issues. 01:08:39
Because I think. 01:08:41
2 council members on. 01:08:44
Different committees at some point. Not all of them, but maybe 2. 01:08:46
OK. Any other questions? 01:08:50
Yeah, I have a couple of questions. Just as a follow on to Councilman Gama's comments, I anticipate the same will be done with the 01:08:52
sister city. 01:08:57
Organization, once it fully becomes a nonprofit is that. 01:09:04
Let's stick to the Reach board of directors. I don't know that this is. 01:09:09
I think at some point we'd be looking to do the same thing with with that. 01:09:13
And then this also includes any alternate members as well, right? Because I believe there is an alternate for each. 01:09:19
For Reach, I'm not aware of an alternate at this point, but I maybe Georgiana would you know? 01:09:27
I thought there was. I can look into it, but I don't know right now. I guess I would assume it would be if I would say if we're 01:09:32
authorizing reach to remove the council representative, we would. 01:09:39
Include that that wouldn't there would be no City Council alternate position makes sense. OK, thank you. 01:09:46
Any questions? 01:09:53
Yes, I do have a. 01:09:57
So it may take me a minute to get there so. 01:10:01
I think this is a great idea. I think it as a nonprofit that reach should be self-sufficient out. 01:10:05
And so I guess my question is. 01:10:11
It seemed to me that because there was a city connection, the city supported. 01:10:15
Certain you know had some level of support. Does this mean now it is truly separate and they'll be moving forward as. 01:10:23
Any general nonprofit without the connection back to the city. 01:10:35
The council would have the opportunity still to do things like right now the main thing that the city does is we sponsor reaches. 01:10:41
The last two events they've had were pickleball fundraisers and the city has sponsored those by approving the use of those courts 01:10:52
and I believe with the fee waiver. And so they could still make that request and the city could still consider that request. It 01:11:00
just it would come through like any other agency making that. That was my next comment. So like any other nonprofit could request. 01:11:07
And the responses would be be based on how we would respond to any other nonprofit. Exactly. And so then ultimately, it's up to 01:11:15
the council to decide how much to support or how much not to support. OK, I just wanted to understand it. 01:11:21
Any further comments or questions at this time? 01:11:29
Madam Clerk, are there any public comments? 01:11:32
No public comments. Thank you. So the recommendation is to authorize REACH to eliminate the City Council appointed position to the 01:11:34
REACH Board of directors. May I have a second, a motion and a second? 01:11:39
Move to approve. 01:11:44
2nd thank you. 01:11:47
No further discussion. 01:11:49
Madam Clerk, can we have a vote? All in favor? Aye, all opposed. Hearing none. Motion passes unanimously. 01:11:51
Thank you. The next business item is the 2025 City Council meeting schedule. 01:11:59
Thank you and. 01:12:06
This one very simply is we wanted to take the opportunity to try to set next year's calendar. We probably normally would do this 01:12:09
in December, but I think with the timing of of the election and everything going on right now, we thought getting this out of the 01:12:16
way now and then the December meeting, we expect to have many, several items on even just with all of the ceremonial items. So we 01:12:23
wanted to get the calendar set for next year in advance. 01:12:30
And while we have a meeting where we have the time to do it so. 01:12:37
So we proposed a updated calendar which is shown on screen. Not many changes, mostly consistent with this year. The one change 01:12:40
worth noting would be the summer schedule. Is we're proposing to the summer schedule to be a little bit different next year 01:12:48
instead of taking one month off for a summer recess. 01:12:56
We are proposing having one meeting in July and then one meeting in August and then canceling a meeting each of those months. So 01:13:05
instead of 1. 01:13:09
Long period without any council meeting, there's two shorter periods where there's just a meeting cancelled. And so the intent 01:13:16
with that is to make sure we still have a meeting every month and that we have the ability to meet in case there's anything time 01:13:23
sensitive without too long of a gap. But still making sure that there's a break for the public and the council to be able to and 01:13:31
staff to be able to take. 01:13:38
The time off without impacting city business and also we the break actually helps as we typically do research on some of the 01:13:46
bigger items that. 01:13:51
Requires some time for us to put together. So we still have that time in the summer to try to work on some of those those 01:13:57
projects. So so the rest of the calendar really was not. 01:14:03
There was nothing really changed from this year. It's simply proposing, changing that. July, August. 01:14:11
Summer recess schedule, so we do have. 01:14:19
A alternate. 01:14:25
Calendar that would just match this year's exactly that we can talk about if desired, but we're recommending. 01:14:27
Moving forward with this proposed schedule with the one meeting in July and one meeting in August. 01:14:34
And we can answer any questions? Yes, Council have questions, I do. 01:14:41
Thank you, Mr. Vega, for proposing this new calendar for the next year. 01:14:47
Excuse me? There is something in this room that just sets my allergies off Excuse me? 01:14:53
I noticed in January we only have one meeting. Is that intentional? I'm just. 01:15:00
Hoping that maybe we could we could go ahead and have a second meeting, maybe the. 01:15:06
The second week in January, just because you know, we have the economic development plan, strategic planning that we usually do in 01:15:12
January. 01:15:16
I think we've got a lot to cover at the first of the year. 01:15:22
So right now, as proposed, just matches this year's with the first meeting in January. This year was cancelled due to the New 01:15:27
Year's holiday. 01:15:31
The New Year's holiday is. 01:15:37
You know, a couple days ahead of the first meeting this year. So that's it's an option that the council could say that they want 01:15:40
to add that meeting back in January. 01:15:45
We thought about it, I think we had a thought that it's possible that many members of the public and or the City Council could be 01:15:51
planning to be traveling in that period because it's still pretty close to, you know, most of the holidays. So we ended up just 01:15:58
following the practice from this year of canceling the first meeting, but it's that would be at the option of the council. 01:16:05
So we usually have our meetings the first Monday of the month. So that would be the sixth. Yeah, it would have been January 6th, 01:16:12
January 6th. And then our last meeting in December is. 01:16:19
Win for this year. This year it is December 16th, so that's quite a that's quite a number of weeks before. 01:16:26
That's quite a break, Yeah. It would be a break of about four weeks. 01:16:35
I don't know how the rest of the Council feels, but. 01:16:41
I'd like to see us meet just because we're going to have a new council, at least that we at least one member that that's what I 01:16:45
was going to suggest is that we're going at least going to have one new council member and perhaps having two meetings in January 01:16:52
will help us get up to speed because it is. 01:16:58
It is kind of weird when you, that new council member will be elected and then they're going to have to wait because what, when do 01:17:05
we plan seating the new council, by the way? 01:17:09
So the the county at this point has told us they because the county clerk has to certify all the election results and everything. 01:17:14
So the expectation is December 18th. 01:17:19
Yeah, I think we could squeeze, I think having two meetings. 01:17:27
So just I had the the exact date wrong but the IT would be our second meeting in December. 01:17:32
Yeah, and for the courtesy to the new council meeting member, I think it would be nice to have two meetings in January. 01:17:38
OK, so then let's get through. If there's nothing else, let's get the public comments. 01:17:45
And then we can make a change. 01:17:50
Auto clerk, are there any public comments? 01:17:53
No public comment. OK, so the recommendation is to approve the proposed 2025 City Council meeting schedule. Is there a motion like 01:17:55
to be entertained? 01:17:59
I'd like I'd like to make a motion to add January 6 and then approve the rest of the calendar. 01:18:04
A second. 01:18:12
One Second. January 6/20/25. 01:18:13
OK. 01:18:17
Madam Clerk. 01:18:18
All in favor, all opposed. 01:18:20
Hearing none, motion passes unanimously. 01:18:23
Thank you. Moving on to City Manager comments and reports. I'm sorry, but I did not make it to 7:30. 01:18:26
You got 10 minutes. 01:18:37
OK, I'll keep it brief. 01:18:39
So we had a few items we wanted to just mention or give an update on. 01:18:43
A couple people may have noticed in the last couple weeks was one is the Wyoming Beach walkway improvement project is ongoing now 01:18:50
and people may have seen that they're out there actively working out at the beach over the last couple weeks. We expect that 01:18:58
project to continue until November 30th. It should be completed by November 30th. Just as a reminder, it's repairing the. 01:19:07
Cracks and broken up concrete panels in the beach sidewalk. But it's also going to install the new. 01:19:16
Accessible path that will go to the swing set. So it's part of that project and the return of the swing set. So, so we're trying 01:19:24
to minimize the impact of the construction, but we appreciate everybody working with us as we finish that project up over the next 01:19:30
few weeks. 01:19:35
Another event last week was we had our third annual Spooktacular, which was really. 01:19:42
A I would say a good successful event. I think we had over 2000 attendees, which was a lot more than I had expected. 01:19:52
We had a, we had a pumpkin patch that had 540 pumpkins and about halfway through the event we started trying to figure out where 01:19:59
we could get more pumpkins if we needed them. So it kind of exceeded our expectations. But anybody who was there saw the, we had 01:20:06
the train ride in the parking lot, which is in one of those photos. There were lots of creative costumes and, and the, the pumpkin 01:20:13
patch and it was just a good family event, so. 01:20:19
I'm trying to convince my relatives who live out of the area to come down for next year's and sending them pictures. 01:20:26
Of this one to make them jealous so so that was a good Halloween Halloween event and in a minute we'll talk about some of the 01:20:33
upcoming holiday events but we wanted to take the opportunity also to do one more reminder for the library mural project we are 01:20:40
getting close to kicking off that project we just extended the deadline of the internship opportunity because we want to make sure 01:20:48
we give an opportunity for one of the youth from Fort Wayne me to get involved and. 01:20:55
And learn how to to work on these murals. And so that opportunity is part of this project. We have information on how to apply 01:21:03
available at our on our website. And there's a little bit of information here. And there's going to be a $500 stipend for the 01:21:10
internship. So we're hoping if anybody knows anybody, we're looking for somebody between the ages of 18 and 22, if you know 01:21:16
anybody. 01:21:23
In that age group from Port Hueneme who has a passion for the arts, let them know about this opportunity. 01:21:30
And we're looking to try to get somebody by the end of this week, so. 01:21:36
And work on that is expected to start shortly thereafter. 01:21:42
And then, as I mentioned a moment ago. 01:21:46
With Halloween somehow passed, we're already looking ahead to our upcoming holidays and we mentioned this last meeting, but just 01:21:48
as a reminder that the Port Hueneme ticket sales for the senior holiday luncheon are starting this week, November 4th to November 01:21:56
8th. I think we actually sold out fairly quickly last year, so we're trying to remind people about that opportunity with general 01:22:03
ticket sales opening November 12th for the senior holiday. 01:22:11
That's going to take place on Tuesday, December 10th. So it's coming up. So we have that and then our upcoming meeting November 01:22:19
18th. 01:22:24
Yeah. So some, the question was asked a moment ago about when new candidates after the election would be seated. It won't be until 01:22:30
December 18th. So we have we that's when we're expecting. So we expect to have a couple more meetings before that happens. And so 01:22:36
at our next meeting we're going to have. 01:22:42
Part 2 of the planning code cleanup that we started today with some of the more in depth items as part of that cleanup. And we 01:22:49
also are working on what we're calling a parking analysis where we're going to try to look. I think this will just sort of be like 01:22:55
the upfront conversation and to explain what we're trying to do and get council feedback and direction about what to look more 01:23:01
closely at and. 01:23:07
Especially with some of the upcoming state law changes, that's going to impact parking even more. 01:23:14
So, so we'll we'll bring that item back and then we also have an opportunity to apply for a SCAG technical assistance grant. So 01:23:19
we'll bring be bringing that on the 18th as well. So, so that is the plan for November 18th and that is everything I have. 01:23:26
OK. Thank you. 01:23:34
We'll move on now to Councilman reports and comments. 01:23:36
Councilmember Martinez. 01:23:40
Just want to report that Rich is having a pickleball. 01:23:43
Tournament this Saturday at 8:00 AM. 01:23:48
You know, so hope to see you all there. And if you want to participate, there's an Eventbrite. 01:23:51
Link for you to sign up. 01:24:01
Or I don't know if I'm still supposed to report on reach anymore, but. 01:24:04
Yeah, that's that's my announcement for today. 01:24:11
Councilmember Gama Yeah, last week I attended the. 01:24:16
Board of Supervisors meeting with supporting Danny Anderson. She is a disability access coordinator for the county and she 01:24:19
successfully pulled off the first ever first of its kind disability summit and and I think it was long overdue considering that 01:24:28
the ADA was passed in 1990. So I wanted to to go to the media and support her and and support the the concept that. 01:24:37
We all have it within ourselves to accommodate not only ourselves, but our coworkers and people that we come into. And that even 01:24:46
though the ADA codified into law. 01:24:51
We do instinctively accommodate ourselves and we accommodate people in the workplace and I think that it's a real important for us 01:24:56
to. 01:25:00
To acknowledge our responsibility, it's hard to believe that the ADA has been in. 01:25:04
Place since 1990. That was 34 years ago, but. 01:25:11
I really want to congratulate Danny Anderson on on a wonderful program that she put together. And it's really, really cool to get 01:25:18
all the cities kind of in Ventura County to get on the same page when it comes to accommodating people with disabilities. And I 01:25:25
really love the fact that our city is kind of a leader in that for a couple reasons. 01:25:32
I've been reading a book, have conversations that matter. It's written by Celeste Headlee and the thing that the. 01:25:42
I've come to realize that I've been on this council for seven years now and it's taken all these seven years to come to the point 01:25:51
which I want to make right now is that we need to have public conversations with our partners and specifically the port. And you 01:25:56
know, we can't. 01:26:02
Have darkroom backroom conversations. All our conversations of public items needs need to be here publicly. And then so I really 01:26:08
want to encourage us to move in that direction. And I'm going to throw a subject out there that I hope isn't too controversial. 01:26:15
But you know, in 2020, nearly 70% of our residents voted to keep our city name of the city of Port Hueneme. Clearly, there is a 01:26:22
solid affinity between our residents and the Port of Waimea. 01:26:29
And so along those lines with growth and modernization and stuff, I think, I think at some point we'd like to have a conversation 01:26:37
about. 01:26:42
Perhaps the? 01:26:48
It could be renamed to the Port Hueneme Harbor District as opposed to the Oxnard Harbor District because the Port of Waimea is, 01:26:50
after all, in the city of Port Hueneme. Today we had an executive committee meeting with Beacon and we're trying to plot our 01:26:56
budget forward and. 01:27:02
We have a lot of issues that are concerning us into the future that are going to require either grants or working projects 01:27:10
planning and so the budget as it stands now. 01:27:17
May has to be expanded. So I just wanted to mention that to our city manager when we start working on our budget, we may want to 01:27:25
kind of budget maybe a 50% increase or something. But we at the board of Beacon, we really want to expand the use of getting 01:27:33
grants and we're going to be coming back to each individual member here in the future to to try and. 01:27:41
Figure out where the budgets going in if we're in fact going to have to make an increase. 01:27:51
So on Beacon over the last four years, we've only had a cola's. 01:27:58
We really want to look at the external funding grants. We've done really well with the implementation and planning and, and 01:28:05
leveraging those funds. But we're quickly realizing that in the future we're, you know, it's going to be harder and harder to to 01:28:12
operate the way we have been considering with the the things that are coming our way with climate change and sea level rise and 01:28:18
whatever else is going to come our way in terms of the coast. And there's one other thing. 01:28:25
Thing that I wanted to mention. 01:28:32
Oh, in regards to the county, the county revenues have remained flat over the last year, but their expenses have gone up 01:28:39
significantly. And so they're in the process of trying to rectify their budget and figure out, you know, what has to be cut. 01:28:45
There's a lot of things in the county budget that are nice to have but aren't aren't, you know, necessary. So I just wanted to 01:28:52
mention that that. 01:28:58
We need to start thinking about what that may, how that may impact our city of Port Hueneme. Thank you. 01:29:05
Council Member Hernandez, thank you Mayor Perez, I had the pleasure couple of weeks ago to attend the blue carpet premiere. 01:29:12
For Real Anglers, a fishing show followed by a QA with with students. It was a great opportunity to see what Kevin Brannon has 01:29:20
done with the Real Guppies program and how far he's moved in actually creating a show that's going to be aired on television. We 01:29:28
saw parts one and two and it was really well done and I look forward to seeing a future programs that they put together. 01:29:37
I also I had the pleasure of attending the Board of Supervisors meeting last week. I attended has a resident not as a City Council 01:29:46
member. 01:29:50
And I did not speak I. 01:29:55
The purpose of for my attending there was to support our election workers who were being honored for their work with this election 01:29:59
season. And I was happy to see Georgiana there and Christie Bugs and Kepper there. And we had three of. 01:30:07
OK. Thank you. 01:30:16
And then we have three city clerks there from Port Hueneme. And so it was a really special time to honor our election workers, to 01:30:18
empathize with everything that they're going through this year with, you know, the right to vote, people showing up at all their 01:30:25
board meetings. And we've had them here and it's it's been hard. It's been hard. So I know that they'll be glad when this election 01:30:33
season is over and but they'll be getting ready for the next. 01:30:40
When I'm sure as soon as this is done. So I just wanted to thank Georgiana for her service and as well as all the election workers 01:30:48
who are working at this election. 01:30:53
I have a number of asks also. 01:30:59
You know, I when we have the city manager's comments, would it be appropriate to have an opportunity to ask questions after? 01:31:04
After his presentation, I usually ask for questions and I think it's usually done. OK, OK, I don't remember that. But sometimes we 01:31:15
just move so quickly on to the agenda. I may have missed it. So with the economic development plan being scheduled on the agenda, 01:31:22
I hope that my, my ask is that we take a deeper dive into the plan so we can maybe have a refresher on what it what it contains, 01:31:30
what is being recommended and then. 01:31:37
Also an opportunity for council to weigh in on ideas and things that we've learned along the way. 01:31:45
Things we've brought back from conferences and seminars and our visits with other cities. 01:31:52
I'm hoping that we can have a brainstorming session if you will, or a discussion on on possible initiatives that can be included 01:31:58
in the in the economic development plan. 01:32:03
And let's see also I understand there is a grant coordinator position that's been approved under the Community Benefit Fund. 01:32:09
That's a question I had for the city manager. Are we moving on that? No, there's not a position being approved. 01:32:21
And I wouldn't recommend we have a full time position. 01:32:27
For just grant writing, but we we have agreed to partner on a grant with the port as part of the CBF. So it's, it's not a creation 01:32:32
of a position, it's just partnering on a grant. I misunderstood. I thought it was we were going to look at. 01:32:40
A part-time position or a or a contract position, somebody that would assist us with grant writing be yeah, funding to continue to 01:32:49
contract with somebody to write a specific grant for the the port in the city partnership. And we don't know what that grant is 01:32:54
yet. No, OK. 01:32:59
And then there there was a discussion on a calendar of proclamations for the new year. Is are you still intending to provide us 01:33:06
with that? Yeah, but we are planning. That's where we mentioned that there's several items that make sense to bring back when we 01:33:14
have the full council seated that will be seated for the next year. So it'll be on one of those agendas. 01:33:22
OK. Thank you. 01:33:31
That's all I have. Thank you. 01:33:34
Mayor Pro Tem. 01:33:37
Thank you, Mayor. Couple of things. I did get an opportunity to go to the Halloween event. It was wonderful. I was so surprised 01:33:39
when I got there to see all those people, but it would turned out really, really nice. Then on the 28th of. 01:33:46
October, Councilwoman Hernandez and I participated in the Naval Surface Warfare Center Community Leaders Tour. 01:33:56
Community leaders around the county. So it was pretty nice. We got to go out on there, do a really nice ship tour and that was 01:34:06
with Commanding Officer Tony Holmes. 01:34:12
A couple of things from VCTC, while we should be thinking about our veterans and our active duty military all the time because 01:34:18
veteran's day is coming up, VCTC and other county bus operators will be offering free rides to veterans, active duty members and 01:34:26
U.S. military on veteran's day. So that's across the county and then on. 01:34:35
December 14th, the Metro Link will be bringing their Holiday Express train to Simi Valley. 01:34:44
On Saturday again, December 14th, the reason I'm announcing it because that Simi Valley train will be coming. There will be two 01:34:52
trains traveling to Oxnard and then back to Simi Valley. So you have an opportunity. 01:34:58
To participate in that, and there are. 01:35:04
We'll have to have tickets for that and you can look at the Metrolink train. 01:35:08
Dot com forward slash holiday. 01:35:14
Dash Express to see the. 01:35:17
The schedule. 01:35:22
And then I. 01:35:24
I'm going to be name dropping, so or business dropping. I don't do that very often, but I'll do it today. 01:35:27
Had an opportunity to quite a few opportunities to go to Jalisco's Mexican food. I love that place. 01:35:33
And while there, a couple of the folks there told me about. 01:35:40
Antonio's. 01:35:45
That I went to look for today and so Antonio's is in the. 01:35:47
Shopping center with the mail, print mail and. 01:35:54
Yeah, whining me in Ventura Road and then as I was looking for that in the wrong location. 01:36:00
I ran across, I ran across a new thrift store named Uncover Wonders, who's been there about two months, and I just happen to have 01:36:06
some thrifts stuff in my car that I was dropping off at the thrift store. So I was lucky enough to be able to drop it off there. 01:36:15
And so they've only been there two months. I said, hey, have you guys been communicating to anybody here? And they said no. So I'm 01:36:23
gonna do that for them tonight. It is. It's a non profit. 01:36:29
Organization of 501C3 and it is the name of the 501C3 is meet rains of hope HOPE and they provide I think I'm going to say this 01:36:36
right equine assistant psychotherapy with the use of horses to veterans. 01:36:48
Active duty military first responders and youth and unsafe situations. 01:37:01
And they have these programs for free. So if you're interested, again, the names is meet rains of hope is the 501C3 and the thrift 01:37:06
store name is uncover Wonders and they also have. 01:37:13
Have days when they will have new mothers that don't have what they need. They will give you a bag and let you fill it up with all 01:37:22
the things that you need for 10 bucks. 01:37:28
So please communicate that out. And so that is all that I have. So thank you for allowing me today. Mayor Perez, may I recall my 01:37:35
last one. So I got to spend some time with Orvin Carpenter and I encourage anybody come in and talk with Orby and get to know 01:37:43
Orvin. And I learned something that's very interesting that I noticed that a lot of the old timers came from Arkansas. And I asked 01:37:50
Orvin, I go, what is this Arkansas connection? And he says, well. 01:37:57
Gamma, there was coal mines in Arkansas and the coal miners union is the same as the longshoremen union. So a call came out to 01:38:05
said, hey, they need some long Sherman down here in Waimea. So 500 families relocated from Arkansas to wine Amy. I mean, it's like 01:38:12
wow, amazing. So yes, Orbene Carpenter, what a jewel He and we're gonna celebrate him coming up. I got to spend some time on the 01:38:19
radio with him last week and that tidbit came out and I'm like, oh, I finally know why. 01:38:26
Thank you. I will have a brief overview of the Port City Committee meeting, the last one we attended. The both sides approved of 01:38:34
all of the project listed that were proposed. Mr. Peretz and Adam Vega from the court will start the process for checks and events 01:38:43
for those projects. The DC trip will be moved to the beginning of next year to discuss how that's going to go. 01:38:51
And one of the items they would like to have on the agenda is the dredging operation and fiasco and to find out exactly what 01:38:59
happened with that and how to avoid it happening again. 01:39:04
Kristen and James will have a follow up to plan, the 30,000 that was implemented that we approved for the economic development 01:39:11
plan and some of the projects that we can fund with that. 01:39:16
And then the final one. Kristen and James will also further discuss the grant writer. 01:39:22
Project that was brought up earlier, so that is it from the Port City committee meeting. 01:39:28
OK. So moving on, we'll go on to agenda items. 01:39:34
Do any council members have an agenda item they'd like to request? 01:39:41
Yes, yes, Mayor, I'd like to ask for an update on the city Styrofoam ban. 01:39:45
I think it's it's probably been about a year. 01:39:50
Does he have a second for that? I'll 2nd, 2nd. 01:39:54
All in favor, aye. All opposed hearing none. Motion passes unanimously. 01:39:58
Any further agenda items? Yes, I have two. I have a request for a proclamation declaring November Indigenous Peoples Month and I'm 01:40:05
hoping we could have it at our next meeting and invite Julie to My Might Stensley to receive the proclamation on behalf of the 01:40:12
Chumash local Shoe Mash people here in Port Hueneme. 01:40:19
A second for that. 01:40:27
2nd. 01:40:31
Madam Clerk. 01:40:32
All in favor, aye. All opposed hearing none. Motion passes unanimously. 01:40:33
And then my second one, and I don't know that this actually requires, it might already be in the city managers plans, but to make 01:40:40
sure that we calendar a strategic planning session for our January meeting. 01:40:47
Do you need a motion for that? 01:40:55
I would say my suggestion would be not to do it in January because we're still going to be, there's several items already planned 01:40:58
that we need to get through like items because of the election items that we will need to kind of get through relatively quickly. 01:41:05
So I think if the direction is just to have a strategic planning early next year, we can do that. If it's requested specifically 01:41:13
in January, then then I would say make a make a motion if you want to. 01:41:20
Well, yeah, the earlier in the year the better. 01:41:29
So are you good without emotion? Yeah, OK. I mean. 01:41:32
But early in the year. 01:41:37
Before we get too far into 2025. 01:41:40
Yes. 01:41:47
I second the motion to have the strategic planning on the agenda early in the year. 01:41:53
OK, Madam Clerk, all in favor, all opposed. 01:42:00
Hearing none, motion passes unanimously. 01:42:04
Any further agenda? 01:42:08
Requests. 01:42:10
I will have one. I would like to do a request for a safety study of the intersection of Wyman Road and Ventura Road and the. 01:42:14
Turns the. 01:42:24
You know what I'm talking about, James. 01:42:27
Right now there is no dedicated right and left turn lanes, and there's some concerns from residents about trucks. 01:42:29
Running that and almost hitting residents, trying to turn, trying to beat the light. 01:42:38
At the intersection of Waimea and Ventura, he said. Right, north-south and east and West. 01:42:44
Got it. I'll second that. 01:42:51
I've witnessed that a lot. 01:42:54
All in favor, aye? 01:42:57
All opposed. 01:42:59
Hearing none, motion passes unanimously. OK, we have nothing further that I'm going to adjourn this meeting. The time is 8:14. 01:43:01
Thank you all for attending. 01:43:06
