All right. I will now pass it over to Tony Stewart to provide us some opening remarks. 00:03:38
Thank you, Tony, and thank you, Laura. Good evening, everyone, and thank you for participating in the City of Port Wyoming Mesa 00:03:45
First Economic Development Workshop. I'm Tony Stewart, the Community and Economic Development Department Director for the the City 00:03:51
of Port Hueneme. 00:03:56
And as you all know, port winding is a very unique place. We're small, but we have a vibrant community. We're home to the Navy 00:04:02
base of Ventura County as well as the Port of Winemie. We have a fantastic beach and many other assets. 00:04:07
But as you also know, there are factors that create economic challenges for the city, and they have for years. 00:04:14
Primarily due to our being built out, we're landlocked by Oxnard. 00:04:20
We're several miles from the one O 1 freeway, etcetera. 00:04:24
And so, therefore, last year, the City Council authorized the creation of a new economic development plan. 00:04:28
That could be used to obtain the community's input and explore economic development ideas, as well as to generate a plan to move 00:04:33
economic growth forward in the city of Port Hueneme. 00:04:39
Tonight is one of those key components of this project, and this is where it's going to be valuable for gathering your input. 00:04:45
The city has hired the PFM Group to lead this project, along with Ariano Associates. 00:04:52
And they will be discussing a variety of topics and ideas with you this evening, taking you through a poll. So we'll be very 00:04:57
engaging process and we hope that you look forward and and. 00:05:02
Get some real valuable experience from this workshop. 00:05:08
So at this point, I'd like to introduce Alan Romage and Bill Fulton from PFM and turn it over to Bill, who will take you through 00:05:12
our meeting here. Thank you again for attending. 00:05:17
Thank you, Tony, and good evening, everybody. I'm Bill Fulton. I'm a Senior advisor to PFM Consulting Group. 00:05:23
As Tony said, we are specialists in economic issues associated with local governments, like cities. 00:05:31
And so we are have been hired by the city to prepare the city's first I believe, am I right, Tony economic development plan. 00:05:39
So it's been pretty exciting for us so far. Let me let me talk a little bit about how we're going to go through this agenda 00:05:48
tonight. 00:05:52
We're doing the introductions now and the overview. 00:05:58
I'm going to discuss what the Economic Development Plan is and what it's supposed to do. 00:06:04
We're going to talk about goals and actually what we're going to do is I. 00:06:09
Have a little live polling? We're going to ask you some questions about Port Hueneme and your thoughts and your viewpoint about 00:06:14
what might be, what should happen and what might be in the plan. 00:06:20
We'll have a we'll have an open discussion in Q&A segment. 00:06:28
And I think it's fair to say that at any point during the evening, if you have a question, please put the question in the the Q&A 00:06:33
box down at the bottom and and we will address that when we get to the Q&A part. First, I'm going to make a little bit of 00:06:40
introduction about what this economic development plan is. 00:06:47
And then Laura's going to help me work, walk through these polls, these quest, these poll questions where you all will answer 00:06:54
answer the questions we have and then we'll have an open discussion Q&A and and and and depending on how many people we have, it 00:07:03
could be pretty, pretty robust and and fun. Sometimes it's more fun with a smaller group. So if we can go on to the next slide. 00:07:11
Here. 00:07:21
Tony mentioned this, and I assume that most of you here tonight know everything I'm about to say. 00:07:24
Port Oneemia is a beautiful little city. It's as you know, it's right on the coast, you know has a beautiful beachfront as you can 00:07:29
see here and as I'm sure you know from your daily life, also some wonderful parks. It is a small city, very small. It one of the 00:07:37
smallest cities in Ventura County both geographically and in population. And of course as Tony said, most of the land in the city 00:07:45
is taken up by Naval Base, Ventura County and the port of Wanimi. 00:07:52
So, so we're we're here to understand. 00:08:01
What some of the issues are? 00:08:06
In Port Hueneme, how that relates to business and economic growth and actually the revenue for the city and how we can help the 00:08:08
city, the City Council and Tony and the City Manager shape a plan going forward that will improve the economic health of the 00:08:17
community while at the same time retaining the high quality of life that you already have. If we can go to the next slide, I. 00:08:26
As I said. 00:08:36
The intent is to the of the Economic Development plan, which, for short, we can call the EDP, but I will try to call it the 00:08:38
Economic Development plan to avoid confusion. 00:08:43
It aims to ensure community prosperity. As you know, Port Meneme has come out of some difficult Financial Times. 00:08:48
Thanks in large part to Measure you the, the sales tax and the and the cannabis businesses, but nevertheless, how? A question is 00:08:57
how can Port Hueneme retain long term community prosperity? Not just the fiscal prosperity for the city government, but the 00:09:03
prosperity for everyone who lives in the community. 00:09:10
And this plan is part of the reason we're having this effort is this plan will be a commute collaborative effort involving City 00:09:17
Council staff, residents. 00:09:21
Businesses in the public and it will reflect the city's unique culture and character. One of the things that that I like to do and 00:09:27
I know we like to do when we assist the city, is truly immerse ourselves in the city and understand it and understand what the 00:09:33
culture and what the character is of that city if we move on to the next slide. 00:09:40
Just a little bit about what is an economic development plan? 00:09:47
An economic development plan is for the city government is, as you can see here, we call it, a strategic road map designed to 00:09:53
stimulate and sustain economic growth and prosperity within the community. And it really is intended to be a road map. 00:10:01
What the plan will do and and it it's playing to a certain extent off of the of off of the recent general plan. 00:10:10
The the The Economic Development Plan will outline goals the economic goals of the city, Not just the fiscal goals of the city 00:10:17
government, but the economic goals of the community as a whole. It will identify strategies that the city can undertake with 00:10:24
partners like the Navy and the port and the school district in order to and then what specific action steps should be taken over 00:10:30
the next few years to try to. 00:10:36
Pursue those strategies and achieve those goals. And the goals will be aimed at retaining existing businesses, attracting new 00:10:43
businesses, creating jobs, enhancing infrastructure and improving the overall quality of life. 00:10:50
For the residents. So with that, I think if I'm not mistaken, Laura, we move on. Do we move on to the, oh, I'm sorry, one more 00:10:58
thing the the the goals we've identified that are most likely. 00:11:05
To be to be highlighted in the economic development plan at this point will be. 00:11:13
Revenue enhancement. 00:11:20
A revenue I mentioned Measure U and the cannabis businesses, but the city will have to continue to to figure out how to make sure 00:11:21
the city government has enough revenue to maintain operations to provide a high quality of life to the community. 00:11:29
We'll look at opportunities for infill development. Port Wenemia is built out basically has. 00:11:37
No vacant land or almost no vacant land. 00:11:44
And so. 00:11:48
We will be working with the city and the community to identify where potential development could occur in reusing existing 00:11:50
properties. That's called infill development. 00:11:56
We'll talk about the the proposed downtown and the downtown branding. 00:12:02
There, there is a there. There is a designated area where a downtown might go or might be recreated after having been torn out 00:12:10
many years ago. 00:12:15
We'll talk about how it is it might be possible to expand tourism. 00:12:21
To provide both economic opportunity for the people who live in Port Hueneme and additional revenue for the city without without 00:12:27
deteriorating and hopefully enhancing the quality of life for the people who live here. And also probably another goal will be to 00:12:34
create high wage and high tech jobs. There is a lot of high tech activity at the Navy at the naval base with not only by the Navy 00:12:41
itself but by defense contractors and there's a variety of opportunities where some of those jobs and and some of those high tech 00:12:48
businesses might be able to. 00:12:55
Be retained in in port with Nimi or or grown in Port Wanimi. So these are likely the goals that we're going to see in the plan 00:13:03
these these are subject to discussion and tweaking and so forth but but what? But when we were hired these are pretty much the 00:13:09
goals the city had in mind. 00:13:16
And all that is just to say is just to provide some background. 00:13:23
And now, I think now, am I correct, Laura, now we move on to the polling question. So this is one of the most fun parts of having 00:13:29
this. So, so again what we're going to try to do is. 00:13:36
We have a number of questions we'd like to ask you. 00:13:43
You can. You'll be able to answer those questions in real time on your computer. We'll see the results in real time. We will, of 00:13:47
course, also record. 00:13:51
And and. 00:13:57
And and then after that and partly as a result of what we hear, we will have AQ and A and a broader discretion. So here's polling 00:14:00
question number one. It's on your screen now in both English and Spanish. And this is a question. This is not a multiple choice 00:14:07
question or anything, right, Laura, this is a, we can ask the question, what for you, what makes the city of Port Wenimi special? 00:14:14
We're trying to understand? 00:14:21
What is unique and special to you about Port Winima that might be able to form the basis for future prosperity? So please, we've 00:14:28
opened this poll up right Laura? 00:14:33
And please answer the question. 00:14:40
And then I think we will let you know when we close this question. 00:14:42
And I and we might be able to. Am I right? Laura will be able to see the answers in real time on the screen. Is that right? 00:14:49
We should be able to share the results, yes. Yes. So, so right now if all of you wouldn't mind, if you, if you so desire, to 00:14:55
answer the question on the screen, in the box, on the screen where it says enter an answer that is less than 200 characters, what 00:15:02
makes the city of Port Menini special. So we'll just give you a minute to do that. 00:15:09
I will wait just a second. 00:15:16
And we'll see what people have to say, right, Laura? 00:15:18
That's correct. Thank you Bill. And then just you know if anyone's having issues accessing the poll, you can also drop your your 00:15:21
answers in the Q&A feature and then we'll make sure that we document that right and we are not just gonna show these in real time, 00:15:27
here we will. 00:15:33
Record them. 00:15:40
We will, we will have a record of them and we will take that into account in in. 00:15:41
In preparing the draft plan that will that we will be submitting to the City Council, I should say, and and that the. 00:15:47
That we expect that the final plan will be approved by the City Council this summer. We're working on it. This, we worked on it 00:15:57
through the winter. We're going to work on it through the spring. 00:16:02
And I believe. 00:16:09
Meant to go to the City Council for approval in July. 00:16:11
So again, feel free to answer the poll question. 00:16:16
And I think Laura is probably best best situated to tell us. 00:16:20
We're going to close the polling for this particular question, right? 00:16:25
I'm seeing some questions, some responses coming in, so we'll just give it a few. 00:16:31
We'll just get, we'll just give it a, we'll give it a few more minutes and again I think there's nine questions here. We'll go 00:16:38
through the nine questions and then we're happy to have a round table discussion, have AQ and A again if you have A, if you have a 00:16:43
question yourself. 00:16:48
Which does not come up. 00:16:53
As a result of any of these polling questions we're asking you, please just drop that in the Q&A or a comment that if it does not 00:16:55
pertain to any of the to to any of the questions we come up with. 00:17:02
So we're just give it I think another minute or two Laura, correct. 00:17:09
Yeah, we can give it a few seconds, I see. 00:17:14
You have four out of seven right now, so let's see if we get a little bit more participation. Please feel free. 00:17:17
I I assume all of you report Wanimi residents. You probably all have. Everyone always has a strong opinion about their hometown. I 00:17:25
I assume you have probably have a strong opinion about what makes Port Wenimi special and what you hope to protect and enhance and 00:17:31
add to. 00:17:37
As part of this, as part, as in in ensuring future prosperity. So again, I'll. 00:17:45
I'll leave it up to Laura to tell us when that when, when it's a good time to close this polling question. 00:17:51
But thanks again to all of you. Oh, here we go. 00:17:56
Alright, so let's share results. 00:17:59
All right. 00:18:05
OK, so. 00:18:07
I see that the. 00:18:15
Questions have been answered. I'm not sure we see the. 00:18:17
Answers on the screen, Do we? 00:18:19
Yeah, if you click on View Details, it'll take you to the answers, but I'm more than happy to verbally provide the answers that we 00:18:22
received. So one of our first answers is the commercial port and naval base. 00:18:29
We also have diverse cultures, local feel, economic potential and diversity of housing stock. 00:18:37
Diversity of housing stock, economic potential. That's great. 00:18:45
We also have the small town field with a variety of community events in the wonderful beach. 00:18:50
It is a wonderful beach indeed. That's a great point. 00:18:56
And lastly, we have the size is Queen. It's easy to feel at home. It's mostly beach and being around water. 00:19:00
Blue Spaces is very positive. It's a very healthy neighborhood because of its location. It's a family town. 00:19:07
A family town? That's always very important. 00:19:14
Well, those are good. So we've captured those. That's a wide, I think Laura, that's quite a wide variety of responses. 00:19:19
To that first question from a relatively small number of people. And again, we're we're, we're capturing all of these responses, 00:19:26
right, Laura? And we will have them all and and we will, they're not just going to disappear into the ephemera when the meeting is 00:19:32
over, but. So why don't we move on to the second question, Laura, can we do that? 00:19:39
Absolutely. 00:19:46
So the second question is. 00:19:49
What is the City of Port Hueneme missing? I mean, there are many wonderful things about Port Wenimi. 00:19:51
But there are many, but it's a small city. 00:19:56
And there may be things that you think are important to the future report when Emil are important to your own quality of life or 00:19:59
to the prosperity of the community and you and your family that are missing. 00:20:04
So we'd love to hear your thoughts about what is Port Hueneme missing? 00:20:10
So I'm, I'm. We'll just give you a minute or two. 00:20:17
To answer that question and again I'll I'll leave it. 00:20:20
Laura to. 00:20:24
Tell me when, when is a good time to to close the? 00:20:27
The to close the poll. I think having these real time polling opportunities is a real game changer for public engagement. 00:20:32
Certainly over the years I've done many, many public workshops and to have this kind of immediate feedback, feedback even online 00:20:39
is really quite wonderful. So I want to thank Ariana Associates for for bringing us this technology today. Thank you, Lauren. 00:20:45
Thank you, Adam. 00:20:52
Adam, Adam Douglas, also with Ariana. 00:20:59
So again, I'll leave it to Laura to tell us. 00:21:04
When we have some answers here. 00:21:09
Thank you, Bill. We don't have any answers yet, so let's give everyone a few minutes. 00:21:13
Sometimes it's harder to say what's missing than what's there. 00:21:19
Sometimes it's harder to say. 00:21:24
What? What isn't there? What is there like the beach? 00:21:26
Or the naval base are obvious things that you can think of immediately. 00:21:31
Port Menemi is a small city. 00:21:36
Many people travel to Oxnard or other surrounding cities for certain activities. 00:21:38
And so you might think about what kinds of things do you wish you had and oxen if that far, not that far away. But you might ask 00:21:45
other people, you might think about what what do you travel across the city line to Oxnard or other cities for? And would you like 00:21:52
to see those things in in Port Menemei or are there other things missing that would enhance your life or but or again enhance the 00:22:00
economic potential and the economic benefit to the not just to the city government again. 00:22:08
But to the people of port we need. 00:22:17
Thank you, Bill. And just a reminder, if you know there's something that you think of after the fact, you know, feel free to plug 00:22:20
that in. The Q&A feature even if you already passed the poll, we understand. Yeah, we understand that sometimes when we share the 00:22:25
answers you. 00:22:29
Probably that something else comes to mind, so feel free to put it in and we'll make sure to document it. 00:22:34
Yeah, OK. 00:22:40
So we'll we'll see what we come up with here. 00:22:42
On this end. 00:22:45
All right. We have a few that have come in. So let me just give it a few seconds and then we'll we'll share what what we. 00:22:47
Well, this is fun to see what people are saying in real time. 00:22:56
And as I say we can have, we can answer Q&A and and have a discussion about this after the. 00:23:04
You'll have the opportunity to ask questions in real time once we've done with the 9 polling questions, right, Laura? 00:23:11
Yes, we'll have AQ and A segment. 00:23:18
All right, so I'm going to end this pull right now. 00:23:28
And pull up the results. 00:23:32
All right. So As for this question, we have. 00:23:37
What is missing, right. So one answer was grocery stores near beach neighborhoods, Grocery stores near beach neighborhoods, I 00:23:43
think. I think we may have only one grocery store. 00:23:48
Actually, uh-huh. 00:23:53
Also a playground equipment at the beach. 00:23:55
Oh, right. Good. 00:23:59
Small business assistance beyond. 00:24:02
The cannabis businesses. 00:24:05
Assistance for other small businesses besides the cannabis businesses, OK. 00:24:07
Art spaces. 00:24:13
Art. 00:24:15
Yeah, many cities in Ventura County have been very aggressive about about creating. 00:24:17
Places and spaces for art, that's true. 00:24:23
OK. We also have evening entertainment. 00:24:29
Fine Dining locations, Cafe types. 00:24:35
Cafe type places together. 00:24:39
It's funny, I'll be, you know, so often times it's it's not just a venue but a gathering place. 00:24:42
Around food that people respond to. 00:24:49
All right. We also have more community activities that are not necessarily for kids, things to draw guests and local together to 00:24:53
participate together. 00:24:57
It's not, in my opinion, much to draw people to hear. 00:25:03
OK. All right. 00:25:06
So that pretty much all of the answers we got on on this one. 00:25:09
Yes. And I do see a comment from Julie in the Q&A. She says that she has a lot of ideas to draw people together and she's making a 00:25:14
list. So Julie, feel free to drop that in the Q&A segment in the Q&A feature and we'll make sure to make a note of that. And 00:25:20
again, if you'd like to verbally discuss those once we hit, we hit the Q&A segment, You're more than welcome to do so. Yeah, 00:25:26
please do that. Thank you. Thank you, Julie. 00:25:32
All right. So are we probably ready to move on to the next question? 00:25:38
Yes. 00:25:43
Let's launch that. 00:25:44
This is a question. 00:25:46
That we were talking about before. 00:25:48
Shopping opportunities in Port Winneme can be somewhat limited. 00:25:53
And so in order to think about how to attract. 00:25:56
Shopping opportunities, retail stores, Businesses that you can patronize closer to your residence. One of the things we really 00:26:01
need to understand is is is when you leave the city to go to Oxnard or somewhere else? 00:26:08
Where do you go? And I guess to shop? And I guess the question could be, the answer could be. 00:26:16
Either what stores do you go to or it could be what location do you go to. For example if you go to the collection over in Oxnard. 00:26:22
So that this is, you could answer this question however you want. 00:26:34
Either either a geographical location, a particular store, or or you can answer it any other way you'd like. 00:26:37
So again, this is, I think, one of the most important questions for the city. 00:26:46
Because there's a strong desire on the part of everyone that I've talked to in Port Munini so far, including the city officials, 00:26:52
to try to strengthen the retail sector. 00:26:56
So that local folks have more shopping opportunities closer to home. 00:27:02
So we'll see what people have to say about this one. 00:27:10
And again. 00:27:18
I'll leave it to Laura to monitor this and let us know when we're getting close to. 00:27:20
A time when we can. 00:27:25
Can provide some provide some answers. 00:27:30
Absolutely. We have some answers coming in, so I'll just allow a few more minutes for people to answer. I know it takes a little 00:27:35
while to type, so I'm sure we have a lot of good answers coming in. 00:27:40
All right. Well, thank you everyone for being patient while we work through this, but this is really an important way. 00:27:47
For all of for us to connect with you and actually also for you to connect with each other, because like Laura said. 00:27:53
You might see it, see or hear an answer. 00:27:59
And that might stimulate further thinking on your part. And as as Laura said, if that does, please just drop anything you want 00:28:02
into the Q&A, right? 00:28:06
All right. I think we are ready to share. So give me one second and I'll pull those results up. 00:28:28
All right, so one of the answers is because of the range of alternatives, Camarillo or Oxnard. 00:28:40
There's lots of shopping opportunities in Canberra, I can understand why people would. 00:28:49
Go over there. Uh-huh. 00:28:53
We have someone else likewise that goes to downtown Oxnard for boutique, vintage and antique stores. 00:28:55
And there ought to be an opportunity in Port Hueneme for that kind of boutique small scale story. You would think that's a very 00:29:02
good, that's a very good observation. 00:29:06
And people go to to Old Camarillo and Main Street Ventura for arts, craft stores and gourmet foods. 00:29:12
We also have someone who goes to Ventura Harbor and Channel Island Harbor. They consider everything is there. There's shopping, 00:29:24
recreation, restaurants, excursions, rentals. 00:29:29
OK, this is really good feedback I think Laura, thank you. 00:29:36
All right. And I don't see anything additional in the Q&A. So I think we're ready to go to the next poll. So we'll go on to poll 00:29:43
question #4. 00:29:47
Somebody mentioned that there that there are not that many nighttime entertainment opportunities. I believe somebody mentioned 00:29:53
that a while ago. So one of the questions we want to ask is what entertainment options? 00:29:59
Do you wish? 00:30:04
We're here in the city of Port Wenimi. What entertainment options may be something that you do elsewhere, or maybe something that 00:30:06
you? 00:30:10
Maybe something that you wish you could do but it doesn't exist or it's too far away. 00:30:16
What entertainment options do you wish? We're here in the city of port when. I mean, I think this too is a very important question 00:30:23
for the economic development plan because one of our goals, I think to improve the economy and to create more business opportunity 00:30:30
is to find ways for people who live in Port Hueneme to stay here, to stay in Port Wenimi to do. 00:30:38
The things that they. 00:30:47
That they want to do and also to attract people from surrounding communities when that is beneficial to the to to the city so. 00:30:49
What entertainment options do you wish existed in the city of Port we need? 00:30:58
So we'll wait a minute or two, I think, to see what, like as Laura says, it takes time to type. 00:31:05
Depending on whether you're a fast typist or a slow typist, or if you're. 00:31:11
On your computer or on your phone? 00:31:15
They can be a take a while to type if you're on your phone, so we will. 00:31:18
Give it another couple of minutes. I think Laura, right? 00:31:23
Yes, we have some answers coming in, but let's give you a few seconds. Yeah, great. This is going along nicely. 00:31:27
Thank you for being such a good sort of technological moderator there, Laura. Thank you. 00:31:34
So we're probably almost ready to hear what people have to say about this topic. 00:31:57
Yes, we'll be closing out in a few seconds. 00:32:03
All right, I'm ending the poll right now. 00:32:12
And sharing results. 00:32:16
All right, we have independent movie theaters, late night dining, slash cocktail bars and karaoke. 00:32:22
And another again they. 00:32:34
Same thing they would like a movie theater to consider. It would be a great opportunity to. 00:32:37
To have that type of entertainment. 00:32:43
OK. 00:32:47
All right. Well, why don't we move on to? 00:32:51
Poll Question #5. 00:32:53
Because we want to keep this moving, we want to get to the discussion. 00:32:58
What businesses do you think would be the most successful in the city of Port Wenimi? Because I think that's a little bit 00:33:02
different question than what do you wish was here? 00:33:07
Because on the one hand, when you say, when you ask yourself what do you wish was here? 00:33:12
Port when he may or may not have the conditions for that, but but most people who live in a community have a very good sense of 00:33:18
what that community is about. 00:33:22
And what it and and? 00:33:26
And and what it, what it is can best accommodate. So given what you know about Port Menemi, what kinds of businesses do you think 00:33:29
would be the most successful, more successful than any others? So I think that's the question here so. 00:33:36
We'll see what people have to say. 00:33:44
Over the next few minutes and I'm sorry. 00:33:46
To go to go silent for a minute or two, but we really do need to give everybody a chance to type, like Laura said, right. 00:33:49
Absolutely. 00:33:58
So we'll give it a minute. 00:33:59
And I want to again say thanks to to both Laura and Adam from Ariano Associates. 00:34:09
For bringing us this technology and for actually putting this whole. 00:34:14
Session together. 00:34:18
Umm, we will be having an in person workshop. 00:34:20
Later in the spring, we'll talk about that at the end. 00:34:26
Now I do see some answers coming in, so let's just give it a one more minute to allow for some additional answers. 00:34:33
All right. 00:34:45
All right. And we'll be ending the poll right now. 00:35:13
And let's see what we've heard. 00:35:17
All right. So what businesses do you think would be most successful? 00:35:22
In the area so we have family friendly restaurants. 00:35:28
Cocktail bars and we have someone who is not sure. So maybe you know as we hear the different options and hear the conversation, 00:35:31
there might be a few. 00:35:36
That might come to mind later. So again, those that happens, you know, place it in the Q&A. 00:35:41
Feature, and we'll make sure to address it. 00:35:46
And it's the second time cocktail bars have come up, interestingly enough. 00:35:49
So but it is happy hour so. 00:35:53
How about we move on to the next question, number six? 00:36:00
What amenities do you believe would best ensure business growth if you think about? 00:36:05
Successful business districts and that could be a retail district. It could be an industrial, an industrial park or a business 00:36:11
location. 00:36:15
What amenities would the the city or the community best be best? Best would be best to provide to support. 00:36:20
Business growth, I mean sometimes I, I, I I'd give you some examples but I don't want to color your your answers. I guess the 00:36:31
question is what community amenities? 00:36:36
Should there be? Should should might be created or might exist? 00:36:41
That that would help to support business growth in the future, so. 00:36:46
I'll leave it at that for now. 00:36:50
And we'll see what people have to say. 00:36:52
And again, I think we have 9 questions all together. So we're. 00:37:05
Mostly through the questions and then we'll have a. 00:37:08
Then we'll have a discussion with with those of you who who would like to stay on and and talk with us about. 00:37:11
Your thoughts and. 00:37:17
Questions you may have about our work, our work on the plan, and so forth. 00:37:19
And I see some answers coming in. So thank you everyone for participating. We'll just give it a few more seconds before before we 00:37:26
end the poll and we'll share the results. 00:37:30
All right. So I will be ending the poll right now. 00:38:14
Great. So some of the answers we got are hiring local labor. 00:38:24
Who knows part when, Amy? 00:38:30
Also updated retail centers, food halls, thrifting and antique store concentrations. 00:38:33
Many of the many of the retail centers in Port Meneme have been around for quite a while. I think that's a that's a good point 00:38:42
that's that's that's worth noting we'll we'll we'll make note of that in particular. 00:38:47
Were there other answers or should we move on to the next question? Laura, we're ready to move on, all right. 00:38:53
Number 7 and. 00:39:01
A little bit. There's a this is a little bit of an overlap, but we'd love to know your take on this. 00:39:04
What type of employment opportunities would be most beneficial to you and other city residents? We know that the Navy and the Port 00:39:10
are big employers locally. 00:39:14
But we also know that a lot of people, many, most people who live in Port Meneme, commute out of the city for work. 00:39:20
And so depending on what you do or what kind of business you hope to grow, we'd be very interested in knowing, as I say, what 00:39:27
kinds of job or employment opportunities do you think would be most beneficial to you and to other city residents that that you 00:39:33
may know or or or be familiar with. 00:39:39
So we'll give that a couple of minutes and we'll see what you have to say and. 00:39:47
And when we close the poll, we'll Laura will go over the answers as she has before. 00:39:53
But we'll just wait for a minute or two. 00:40:07
Until we until we get some answers coming in. 00:40:13
And we'll let Laura let us know when it's when she's got a few things to communicate. 00:40:17
Thank you, Bill. 00:40:25
I see a few answers coming in, so let's. 00:40:27
Give it a few minutes and. 00:40:30
We'll move forward with sharing. 00:40:32
OK. Maybe just another minute or two and then we'll see what people have to say. 00:40:34
This is pretty. 00:40:39
I'm speaking to the PFM team. This is pretty informative, kind of as a Ellen's nodding, as a as kind of a kind of a focus group, 00:40:41
you might say, of Port Menemi residents. 00:40:48
It's helping us a lot understand. 00:40:56
The city better than we've understood it before. There's no there's nothing like actually talking to people and listening to what 00:40:59
people have to say. 00:41:02
We'll just wait another minute or two. 00:41:15
Well, how are we doing this? I think we're ready to share actually so. 00:41:46
Can share results. 00:41:51
All right. 00:41:56
One of the employment opportunities was public works employment that pays. 00:41:58
Prevailing wages? 00:42:03
A Co working hub for freelancers, tech types and people working remotely. 00:42:07
One of the things we're we're, we're, we're still, we're still doing our analysis of all the data and information. But one of the 00:42:13
things we found in many cities is during COVID the number of remote workers went up a lot. 00:42:18
And we have opportunities for local artists and craftspeople. 00:42:28
That seems to be a theme that we're hearing. 00:42:34
Again and again. Great. 00:42:37
Yes. And we also have small businesses with good support. 00:42:40
I would be interested to know. 00:42:47
The author of that comment, if you could drop in the Q&A what kind of support you think small businesses need, I think that would 00:42:50
be very beneficial to us in understanding how to shape this plan. So if you feel like dropping more detail about that comment into 00:42:55
the into the Q&A, please do. 00:43:01
All right. 00:43:08
And that's all the the answers we received for that question. So we're ready to move on. 00:43:10
We're going to #8. 00:43:16
Should there be more? So this is an important question. 00:43:23
We've talked to a number of people about this. 00:43:27
Should there be more business or activity at the beach? 00:43:30
The beach is beautiful. 00:43:34
A lot of people use it for walking and recreation and. 00:43:37
Basically just mental health. 00:43:41
There is one restaurant there. 00:43:44
There have been a variety of suggestions over the years about what? 00:43:47
What else might go there? 00:43:53
And so a question I think we have is. 00:43:55
Should there be more businesses or activity at the beach and? 00:43:58
If your answer is yes or yes, maybe or yes depending on what it is. 00:44:03
It would be great if you could kind of specify what kind of activity or what kind of businesses you think would be most beneficial 00:44:08
at the beach. 00:44:12
So let's wait a few minutes and see what happens there. 00:44:17
See what we get. 00:44:21
Again, I'll leave it the beaches. 00:44:46
An incredibly important part of Port Wenimi. 00:44:49
It's important to us to understand what the options are. 00:44:54
And how to forge consensus about what, if anything else should should, should be there and how that plays into the economic. 00:44:58
Future of the city so. 00:45:07
I'll I'll let Laura let us know when there's. 00:45:09
When we're moving along on this one. 00:45:14
Thank you, Bill. The answers are slowly coming in for this one, so let's give everyone. 00:45:18
This is a big question, so don't feel hesitant to take a extra minute or two and articulate your answer. 00:45:24
In a very careful way. 00:45:32
And if you and again. 00:45:51
If you have a particular. 00:45:53
Opinion about this that you either don't want to share here in the poll, or that you want to amplify. Drop something in the chat 00:45:57
or bring it up in the subsequent Q&A conversation. We'd love to hear more detail. A lot of in fact, for about a lot of these 00:46:03
answers. If you are interested in in sharing more detail, we would love to. 00:46:09
We would love to hear it. 00:46:15
All right, we have some answers coming in. 00:46:21
So I'll keep it open for about 30 seconds and then I'll end the pulling share results. 00:46:24
Great. 00:46:31
All right, I'm doing the pull right now. 00:46:51
Sharing results. 00:46:55
All right, so. 00:47:00
One of the answers is at least the retail store that carries Winnie Beach souvenirs like drinks sunscreens. 00:47:02
Brand Winimi Beach OK. 00:47:11
Yes, we also have a coffee, tea, juice stand in places for four to five St. vendors that serve a variety of street food, 00:47:14
refreshments, bike rentals. 00:47:19
And our last answer is yes, absolutely this is. 00:47:27
The draw to Ventura County. We have the largest beach in Ventura County all the way to Santa Monica. I mentioned some ideas in the 00:47:31
QA. It's a huge, maybe the biggest attraction. 00:47:36
So I can I have that? 00:47:42
Open up in the QA right now so we can read from there. 00:47:44
So it says I think for the beach having a blue handicap ramp on the beach between the fire pits. 00:47:48
With the leg to each fire pit and down to the water like Harbor Cove Beach. 00:47:56
They feel like it would draw and make it more all inclusive. 00:48:03
Also having gym tools like hanging rings, tightrope, climbing rope, pull up bars, etcetera would attract. 00:48:08
You know, gym users and people would do a lot of. 00:48:16
Social media in the location. 00:48:21
Also, volleyball. Volleyball courts get a lot of schools. 00:48:25
To attend we have. 00:48:31
Farmers markets. 00:48:34
Also Dogs on beach. 00:48:37
There seems to be an understanding that money is used to to keep them off, but dogs are important for mental health and would be 00:48:39
important to you know. 00:48:44
Be able to have them on the beach. 00:48:49
And also maybe just from peer to port, more free parking. 00:48:53
OK. 00:48:58
All right. I think we can probably go on to the last question, right? 00:49:01
Yes, we can do that. I do want to point out that we have someone who agreed that places to buy Port Manini Beach branded merch 00:49:06
would be great and disabled ramps and exercise stations would be great as well. 00:49:12
All right. Thanks. 00:49:20
So the last question. 00:49:21
Is what events. 00:49:24
Would be most successful in the city of Port Hueneme. 00:49:27
One of the things that many that help many cities with economic growth is to have special events of a wide variety of kinds that. 00:49:30
Allows people in the community to experience things and also frankly, spend money on things that ordinarily are not available in 00:49:43
the city. They also draw people from other locations. We've seen some. 00:49:50
We've seen some pretty good examples in port menemia in the last two years. I think at the very beginning when Tony was talking, 00:49:58
we saw a slide that showed the recent. 00:50:02
Running race for the benefit of of of of heart issues that might be an example. So what events do you think would be most 00:50:09
successful in the city of Port Hueneme? A really important question as we try to figure out a. 00:50:17
How best to shape this economic development plan for the future? 00:50:26
So again, please take your time to type in your answers and after this we will go to AQ and A and I think we'll be you'll be able. 00:50:33
Basically, raise your hand after this question. I think I'm going to let Laura Turner turn over to Laura to explain what the 00:50:44
format for the next part of this workshop is going to be. Right, Laura? 00:50:50
I think you're muted. 00:50:58
Yes, we'll go over the instructions once we get to that point. 00:51:00
All right, but in the meantime, please take your time in answering this question if if you're interested in doing so. 00:51:04
But so far this feedback's been great. 00:51:30
It's really helped us understand the community a lot better, as I said, than we've seen in the past then we were able to. 00:51:32
Ellen and I have been to Port Menemi 2-3 times during the course of this project. 00:51:39
We've talked to a lot of people, but this is this is really rich feedback that's that's helping us a lot. 00:51:44
So I'll let Laura let us know when. 00:51:58
We're getting close to a good time to close the this particular final poll question. 00:52:04
Yes, let's give it a few seconds, I think. 00:52:11
30 seconds and we can closeout. I see the answers coming in. 00:52:14
Good. Great. 00:52:17
All right. I would be ending the pool right now. 00:52:58
All right, so. 00:53:07
They're great answers. By the way. We have expanding Wenimi Beach Festival. 00:53:09
Adding programs like the 5K run, slash, walk, three on three basketball. 00:53:15
We also have someone who mentioned I only moved back to Ventura County. 00:53:24
Last September and my family members enjoyed the Banana Festival, Surf Kite Festival, the Dog Parade. 00:53:29
We also have all of our outdoor events like the Banana Festival. 00:53:39
Concerts at the beach. Movie Night at the Beach. Farmers Markets. 00:53:43
All right, then. That's all we have for pool #9. 00:53:53
All right. So that was a really great exercise. Thank you, Laura, for walking us through that. 00:53:56
If you can. 00:54:02
Guide us to the instructions, Laura of the. 00:54:05
Section of this next that I see we have some comments in the Q&A but but we're going to. 00:54:09
Go back to. 00:54:18
Umm. 00:54:22
Yes, Thank you, Bill. So now we'll get started with the Q&A segment of the meeting. So if you're interested in participating, you 00:54:25
can do so by submitting your question through the Q&A function. I've seen that some of you have already been utilizing it, so you 00:54:30
can continue submitting questions through there. For the folks who have been identified the Q&A function, it's at the bottom part 00:54:36
of our screen. 00:54:41
Also, another way to participate is if you'd like to provide a verbal comment or a verbal question. You can also do that by 00:54:47
raising your hand, and then we'll call on your name and allow you to unmute your microphone. 00:54:53
You know, Please note that we have will have Will Berry, we have the questions coming in through the Q&A and they raised hands. So 00:55:00
we'll try to alternate to make sure you know we we cover everyone. 00:55:05
Alright. 00:55:11
So, so we'd love to have a conversation with you now now that we've gone through the polling questions which which is as Laura 00:55:14
said, the answers were really great. 00:55:18
And very helpful to us. 00:55:23
All right. Well, people are raising their hand or providing their, their questions in the future. We do have someone in the Q&A 00:55:29
that has added that they feel like it would be. 00:55:35
Good to have social media account called Visit Port Hueneme, similar to the ones from Visit Camarillo and visit Oxnard. 00:55:41
And visit Ventura. 00:55:50
Yes, I, yes, I think that's a very good point. 00:55:52
Some of those other larger cities have active visitor bureaus. 00:55:57
That probably manage those social media accounts. 00:56:02
Port Renee is much smaller, probably doesn't do that. 00:56:05
But probably has a harder that'd be a harder time doing that. 00:56:09
But that's definitely a good. 00:56:13
A good. 00:56:16
A good idea, and I'm glad that you brought it up. 00:56:19
And again. 00:56:23
Feel free. This is a small group. We would love to have a conversation with you if you are if you're interested in in. 00:56:25
Just raise your hand. 00:56:35
Or otherwise let Laura know maybe in the Q&A that you'd like to speak. 00:56:37
And I would again I would love to have. 00:56:47
A little more detail if you are. 00:56:51
For those of you who who made comments in the polling, if there was, if there was something in the. 00:56:54
Hole that you didn't you wanted to provide us with more detail about, Please do so. 00:57:00
Either in the Q&A or by raising your hand. 00:57:07
OK. 00:57:10
All right. I don't see any raised hands at the moment, ma'am. 00:57:14
Again, I'll go over the instructions again You there's a click, there's a raise hand button. 00:57:18
That you can click and that'll show us on our end. 00:57:25
That you would like to speak. So once we see that pop up on our end, we'll call your name and then allow you to unmute yourself. 00:57:29
So we'll give that a couple more minutes. 00:57:38
To see if to see if anybody wants to comment on the Q&A part of the. 00:57:41
Of the. 00:57:46
Segment. And then there's a few other things we'll say about the process. 00:57:48
And other opportunities to participate. 00:57:52
Once we're once we're done with the rest of the of the of the meeting, right, Right, Laura? 00:57:56
Yeah. 00:58:02
We really appreciate all of you taking the time tonight. I know there's a lot of, there's always a lot of competition for your 00:58:09
time. 00:58:13
There's a lot going on. 00:58:17
In the world right now to pay attention to. 00:58:19
And. 00:58:22
You can always be hard to carve out the time, so we really appreciate your. 00:58:25
You're doing this? 00:58:29
If we I'm thinking Laura, we give it another minute or two. 00:58:31
And if if if nobody wants to raise their hand, then we can. 00:58:36
Move on to a couple of other things we want to say about the process and other ways to participate in. 00:58:41
Sounds like a plan. 00:58:52
And again, Ariana does a great job of. 00:58:55
Of putting together these meetings. 00:58:59
And and I have to say, Laura and Adam, you know, as you know, I have worked. 00:59:03
Many years with Ariano, but not for a while. 00:59:08
And this, this, these technological advances that you that you brought to the table are really great. They're they're really quite 00:59:11
wonderful. So thanks for putting the effort in. 00:59:16
Thank you and thank you everyone for participating as well. 00:59:23
You've got some really great answers and I'm glad. 00:59:28
We got to work it out. Yeah, we were. We got some really great answers. Let's let's give it till 7. Laura, I think it's that's one 00:59:31
or two minutes from now. 00:59:36
And then we can. 00:59:41
Move on to a couple of other comments about the process. 00:59:46
Going. 00:59:51
Now to participate. 00:59:54
OK. 01:00:03
Laura, did you want to talk about the survey? 01:00:09
Yes, absolutely. So we do have a survey right now that is live. 01:00:15
And essentially we just like to know similar to the meeting today on how like what could we do really to improve port winning and 01:00:21
in terms of tourism, in terms of business. So I will be dropping the link to the survey in the chat. 01:00:30
Feel free to look at it, participated in it, if you'd like to also share it with your colleagues, your family and friends to 01:00:41
participate. We really encourage that. We want to make sure that you know, we get. 01:00:47
A lot of feedback from you all. At the end of the day you know this is your home, this is where you you work and you operate on a 01:00:53
day-to-day basis. So we want to make sure that we have a good variety and feedback. So I will be dropping that in the chat right 01:00:57
now. 01:01:02
All right, there's the survey in the chat. 01:01:11
If you want just. 01:01:14
That's her, that grab, that survey that can you get and for those for if somebody wants to tell others about the survey. 01:01:18
You can get can you get to it through the city website or. 01:01:28
If you don't have the URL, how do you how do you get to it? 01:01:33
We will be posting it on the city website. I know there's we will be promoting it via the social media as well. So you'll be 01:01:38
seeing that coming through. So feel free to stay connected throughout the different communications channels that we have shared. 01:01:44
On screen we have the city website. 01:01:49
Facebook, Instagram, YouTube. By the way, YouTube will have uploaded the the video of today as well. So if you have any 01:01:55
colleagues, family and friends that weren't able to join us today, the video of today's meeting will be uploaded there. 01:02:02
And and really if you or anybody you know has any comments about? 01:02:10
The future economic direction. 01:02:16
Use any of these portals, right? Any of these channels on Facebook, Instagram, whatever. 01:02:20
You know, on Instagram, send us a picture of of the thing that you like the most, That kind of thing. 01:02:27
So a little bit about the steps going forward. 01:02:33
We have been doing interviews with economic stakeholders in town. 01:02:40
We are doing a lot of data analysis to understand the economic conditions in Port Wenimi. 01:02:46
We are talking to a lot of business owners and others. 01:02:56
And what we'll be doing over the next few weeks is beginning to shape what the beginnings of what might look like our 01:02:59
recommendations. 01:03:03
And in the middle of May we're going to have an in person workshop in Port Munimi and Laura Adam can remind me of the date, it's 01:03:08
it's mid-May as I recall. 01:03:13
Or Ellen, do you, if you recall. 01:03:19
And it will be. 01:03:22
Do we? Do we remember where it's going to be? 01:03:24
Or that we haven't figured that out yet. 01:03:27
It will be Thursday, May 16th. I don't think we have a specific location yet. We're still working on that. 01:03:30
So stay tuned. So, so we will be talking to more people and running the survey. 01:03:38
And Lauren, Adam, I believe we're running the survey. 01:03:45
At least to the end of April, if not beyond right. So that survey will be out there for a month or more. 01:03:50
In mid-May, May 16th, when we have a work, a workshop which will be at some public venue in port winning. We haven't figured out 01:03:59
where yet. 01:04:02
Probably at that point we will have, we will have some preliminary recommendations we're going to want to bounce off of you and 01:04:06
others. 01:04:10
Who? 01:04:15
Who are active in the Port Munimi community and then after that we will craft our final draft. 01:04:18
Economic development plan, which I believe we are going to be scheduled to bring to the City Council in July so that they can, as 01:04:25
you probably know the City Council goes dark in August. So it we're hoping that we will bring the final product to the City 01:04:31
Council in July so they can adopt it then and then the city can move forward to try to improve both quality of life and economic 01:04:37
conditions in in Port Winima in a way that really has they've been unable to do before. So I think that's probably about all we 01:04:43
have for tonight, Laura. 01:04:50
Right. 01:04:56
That's correct, Bill. And again, I want to thank you for coming out tonight. I know it's it's very difficult to break away. 01:04:58
I want to thank Aria. I want to thank Ariana for setting all this up. 01:05:06
And again. 01:05:10
Please feel free to contact us in through any of these channels if you have a question. If you have a comment, if you want to talk 01:05:12
to us, just please let us know. So thanks again for joining us tonight and and as Laura said, this video will be up on YouTube 01:05:17
soon. 01:05:22
And so. So if if any of your friends or family want to think about those polling questions, you can't quite remember them all, I 01:05:28
would just watch the video, right? 01:05:32
So again, thanks very much for being with us tonight and we look forward to continuing to have this conversation with you and 01:05:39
everyone else in port menemia over the next few months about the economic future of the city. 01:05:44
Thanks. 01:05:51

Thanks. 01:05:51
