Thank you, Tony, and thank you, Laura. Good evening, everyone, and thank you for participating in the City of Port Wyoming Mesa 00:03:45
First Economic Development Workshop. I'm Tony Stewart, the Community and Economic Development Department Director for the the City 00:03:51
of Port Hueneme. 00:03:56
And as you all know, port winding is a very unique place. We're small, but we have a vibrant community. We're home to the Navy 00:04:02
base of Ventura County as well as the Port of Winemie. We have a fantastic beach and many other assets. 00:04:07
But as you also know, there are factors that create economic challenges for the city, and they have for years. 00:04:14
Primarily due to our being built out, we're landlocked by Oxnard. 00:04:20
We're several miles from the one O 1 freeway, etcetera. 00:04:24
And so, therefore, last year, the City Council authorized the creation of a new economic development plan. 00:04:28
That could be used to obtain the community's input and explore economic development ideas, as well as to generate a plan to move 00:04:33
economic growth forward in the city of Port Hueneme. 00:04:39
Tonight is one of those key components of this project, and this is where it's going to be valuable for gathering your input. 00:04:45
The city has hired the PFM Group to lead this project, along with Ariano Associates. 00:04:52
And they will be discussing a variety of topics and ideas with you this evening, taking you through a poll. So we'll be very 00:04:57
engaging process and we hope that you look forward and and. 00:05:02
Get some real valuable experience from this workshop. 00:05:08
So at this point, I'd like to introduce Alan Romage and Bill Fulton from PFM and turn it over to Bill, who will take you through 00:05:12

Thank you, Tony, and good evening, everybody. I'm Bill Fulton. I'm a Senior advisor to PFM Consulting Group. 00:05:23
As Tony said, we are specialists in economic issues associated with local governments, like cities. 00:05:31
And so we are have been hired by the city to prepare the city's first I believe, am I right, Tony economic development plan. 00:05:39
So it's been pretty exciting for us so far. Let me let me talk a little bit about how we're going to go through this agenda 00:05:48
tonight. 00:05:52
We're doing the introductions now and the overview. 00:05:58
I'm going to discuss what the Economic Development Plan is and what it's supposed to do. 00:06:04
We're going to talk about goals and actually what we're going to do is I. 00:06:09
Have a little live polling? We're going to ask you some questions about Port Hueneme and your thoughts and your viewpoint about 00:06:14
what might be, what should happen and what might be in the plan. 00:06:20
We'll have a we'll have an open discussion in Q&A segment. 00:06:28

box down at the bottom and and we will address that when we get to the Q&A part. First, I'm going to make a little bit of 00:06:40
introduction about what this economic development plan is. 00:06:47
And then Laura's going to help me work, walk through these polls, these quest, these poll questions where you all will answer 00:06:54
answer the questions we have and then we'll have an open discussion Q&A and and and and depending on how many people we have, it 00:07:03
could be pretty, pretty robust and and fun. Sometimes it's more fun with a smaller group. So if we can go on to the next slide. 00:07:11

Tony mentioned this, and I assume that most of you here tonight know everything I'm about to say. 00:07:24
Port Oneemia is a beautiful little city. It's as you know, it's right on the coast, you know has a beautiful beachfront as you can 00:07:29
see here and as I'm sure you know from your daily life, also some wonderful parks. It is a small city, very small. It one of the 00:07:37
smallest cities in Ventura County both geographically and in population. And of course as Tony said, most of the land in the city 00:07:45
is taken up by Naval Base, Ventura County and the port of Wanimi. 00:07:52
So, so we're we're here to understand. 00:08:01
What some of the issues are? 00:08:06
In Port Hueneme, how that relates to business and economic growth and actually the revenue for the city and how we can help the 00:08:08
city, the City Council and Tony and the City Manager shape a plan going forward that will improve the economic health of the 00:08:17
community while at the same time retaining the high quality of life that you already have. If we can go to the next slide, I. 00:08:26
As I said. 00:08:36
The intent is to the of the Economic Development plan, which, for short, we can call the EDP, but I will try to call it the 00:08:38
Economic Development plan to avoid confusion. 00:08:43
It aims to ensure community prosperity. As you know, Port Meneme has come out of some difficult Financial Times. 00:08:48
Thanks in large part to Measure you the, the sales tax and the and the cannabis businesses, but nevertheless, how? A question is 00:08:57
how can Port Hueneme retain long term community prosperity? Not just the fiscal prosperity for the city government, but the 00:09:03
prosperity for everyone who lives in the community. 00:09:10
And this plan is part of the reason we're having this effort is this plan will be a commute collaborative effort involving City 00:09:17
Council staff, residents. 00:09:21
Businesses in the public and it will reflect the city's unique culture and character. One of the things that that I like to do and 00:09:27
I know we like to do when we assist the city, is truly immerse ourselves in the city and understand it and understand what the 00:09:33
culture and what the character is of that city if we move on to the next slide. 00:09:40
Just a little bit about what is an economic development plan? 00:09:47
An economic development plan is for the city government is, as you can see here, we call it, a strategic road map designed to 00:09:53
stimulate and sustain economic growth and prosperity within the community. And it really is intended to be a road map. 00:10:01
What the plan will do and and it it's playing to a certain extent off of the of off of the recent general plan. 00:10:10
The the The Economic Development Plan will outline goals the economic goals of the city, Not just the fiscal goals of the city 00:10:17
government, but the economic goals of the community as a whole. It will identify strategies that the city can undertake with 00:10:24
partners like the Navy and the port and the school district in order to and then what specific action steps should be taken over 00:10:30
the next few years to try to. 00:10:36
Pursue those strategies and achieve those goals. And the goals will be aimed at retaining existing businesses, attracting new 00:10:43
businesses, creating jobs, enhancing infrastructure and improving the overall quality of life. 00:10:50
For the residents. So with that, I think if I'm not mistaken, Laura, we move on. Do we move on to the, oh, I'm sorry, one more 00:10:58
thing the the the goals we've identified that are most likely. 00:11:05
To be to be highlighted in the economic development plan at this point will be. 00:11:13
Revenue enhancement. 00:11:20
A revenue I mentioned Measure U and the cannabis businesses, but the city will have to continue to to figure out how to make sure 00:11:21
the city government has enough revenue to maintain operations to provide a high quality of life to the community. 00:11:29
We'll look at opportunities for infill development. Port Wenemia is built out basically has. 00:11:37
No vacant land or almost no vacant land. 00:11:44
And so. 00:11:48
We will be working with the city and the community to identify where potential development could occur in reusing existing 00:11:50
properties. That's called infill development. 00:11:56
We'll talk about the the proposed downtown and the downtown branding. 00:12:02
There, there is a there. There is a designated area where a downtown might go or might be recreated after having been torn out 00:12:10
many years ago. 00:12:15
We'll talk about how it is it might be possible to expand tourism. 00:12:21
To provide both economic opportunity for the people who live in Port Hueneme and additional revenue for the city without without 00:12:27
deteriorating and hopefully enhancing the quality of life for the people who live here. And also probably another goal will be to 00:12:34
create high wage and high tech jobs. There is a lot of high tech activity at the Navy at the naval base with not only by the Navy 00:12:41
itself but by defense contractors and there's a variety of opportunities where some of those jobs and and some of those high tech 00:12:48
businesses might be able to. 00:12:55
Be retained in in port with Nimi or or grown in Port Wanimi. So these are likely the goals that we're going to see in the plan 00:13:03
these these are subject to discussion and tweaking and so forth but but what? But when we were hired these are pretty much the 00:13:09
goals the city had in mind. 00:13:16
And all that is just to say is just to provide some background. 00:13:23
And now, I think now, am I correct, Laura, now we move on to the polling question. So this is one of the most fun parts of having 00:13:29

Blue Spaces is very positive. It's a very healthy neighborhood because of its location. It's a family town. 00:19:07

to see those things in in Port Menemei or are there other things missing that would enhance your life or but or again enhance the 00:22:00
economic potential and the economic benefit to the not just to the city government again. 00:22:08

need to understand is is is when you leave the city to go to Oxnard or somewhere else? 00:26:08
Where do you go? And I guess to shop? And I guess the question could be, the answer could be. 00:26:16
Either what stores do you go to or it could be what location do you go to. For example if you go to the collection over in Oxnard. 00:26:22
So that this is, you could answer this question however you want. 00:26:34
Either either a geographical location, a particular store, or or you can answer it any other way you'd like. 00:26:37
So again, this is, I think, one of the most important questions for the city. 00:26:46
Because there's a strong desire on the part of everyone that I've talked to in Port Munini so far, including the city officials, 00:26:52
to try to strengthen the retail sector. 00:26:56
So that local folks have more shopping opportunities closer to home. 00:27:02

That they want to do and also to attract people from surrounding communities when that is beneficial to the to to the city so. 00:30:49

We've seen some pretty good examples in port menemia in the last two years. I think at the very beginning when Tony was talking, 00:49:58
we saw a slide that showed the recent. 00:50:02
Running race for the benefit of of of of heart issues that might be an example. So what events do you think would be most 00:50:09
successful in the city of Port Hueneme? A really important question as we try to figure out a. 00:50:17

First Economic Development Workshop. I'm Tony Stewart, the Community and Economic Development Department Director for the the City 00:03:51
of Port Hueneme. 00:03:56
And as you all know, port winding is a very unique place. We're small, but we have a vibrant community. We're home to the Navy 00:04:02
base of Ventura County as well as the Port of Winemie. We have a fantastic beach and many other assets. 00:04:07
But as you also know, there are factors that create economic challenges for the city, and they have for years. 00:04:14
Primarily due to our being built out, we're landlocked by Oxnard. 00:04:20
We're several miles from the one O 1 freeway, etcetera. 00:04:24
And so, therefore, last year, the City Council authorized the creation of a new economic development plan. 00:04:28
That could be used to obtain the community's input and explore economic development ideas, as well as to generate a plan to move 00:04:33
economic growth forward in the city of Port Hueneme. 00:04:39
Tonight is one of those key components of this project, and this is where it's going to be valuable for gathering your input. 00:04:45
The city has hired the PFM Group to lead this project, along with Ariano Associates. 00:04:52
And they will be discussing a variety of topics and ideas with you this evening, taking you through a poll. So we'll be very 00:04:57

I'm going to discuss what the Economic Development Plan is and what it's supposed to do. 00:06:04
We're going to talk about goals and actually what we're going to do is I. 00:06:09

introduction about what this economic development plan is. 00:06:47

Port Oneemia is a beautiful little city. It's as you know, it's right on the coast, you know has a beautiful beachfront as you can 00:07:29
see here and as I'm sure you know from your daily life, also some wonderful parks. It is a small city, very small. It one of the 00:07:37
smallest cities in Ventura County both geographically and in population. And of course as Tony said, most of the land in the city 00:07:45
is taken up by Naval Base, Ventura County and the port of Wanimi. 00:07:52
So, so we're we're here to understand. 00:08:01
What some of the issues are? 00:08:06
In Port Hueneme, how that relates to business and economic growth and actually the revenue for the city and how we can help the 00:08:08
city, the City Council and Tony and the City Manager shape a plan going forward that will improve the economic health of the 00:08:17
community while at the same time retaining the high quality of life that you already have. If we can go to the next slide, I. 00:08:26

The intent is to the of the Economic Development plan, which, for short, we can call the EDP, but I will try to call it the 00:08:38
Economic Development plan to avoid confusion. 00:08:43
It aims to ensure community prosperity. As you know, Port Meneme has come out of some difficult Financial Times. 00:08:48
Thanks in large part to Measure you the, the sales tax and the and the cannabis businesses, but nevertheless, how? A question is 00:08:57
how can Port Hueneme retain long term community prosperity? Not just the fiscal prosperity for the city government, but the 00:09:03
prosperity for everyone who lives in the community. 00:09:10
And this plan is part of the reason we're having this effort is this plan will be a commute collaborative effort involving City 00:09:17
Council staff, residents. 00:09:21
Businesses in the public and it will reflect the city's unique culture and character. One of the things that that I like to do and 00:09:27
I know we like to do when we assist the city, is truly immerse ourselves in the city and understand it and understand what the 00:09:33
culture and what the character is of that city if we move on to the next slide. 00:09:40
Just a little bit about what is an economic development plan? 00:09:47
An economic development plan is for the city government is, as you can see here, we call it, a strategic road map designed to 00:09:53
stimulate and sustain economic growth and prosperity within the community. And it really is intended to be a road map. 00:10:01
What the plan will do and and it it's playing to a certain extent off of the of off of the recent general plan. 00:10:10
The the The Economic Development Plan will outline goals the economic goals of the city, Not just the fiscal goals of the city 00:10:17
government, but the economic goals of the community as a whole. It will identify strategies that the city can undertake with 00:10:24
partners like the Navy and the port and the school district in order to and then what specific action steps should be taken over 00:10:30
the next few years to try to. 00:10:36
Pursue those strategies and achieve those goals. And the goals will be aimed at retaining existing businesses, attracting new 00:10:43
businesses, creating jobs, enhancing infrastructure and improving the overall quality of life. 00:10:50
For the residents. So with that, I think if I'm not mistaken, Laura, we move on. Do we move on to the, oh, I'm sorry, one more 00:10:58
thing the the the goals we've identified that are most likely. 00:11:05
To be to be highlighted in the economic development plan at this point will be. 00:11:13
Revenue enhancement. 00:11:20
A revenue I mentioned Measure U and the cannabis businesses, but the city will have to continue to to figure out how to make sure 00:11:21
the city government has enough revenue to maintain operations to provide a high quality of life to the community. 00:11:29
We'll look at opportunities for infill development. Port Wenemia is built out basically has. 00:11:37
No vacant land or almost no vacant land. 00:11:44
And so. 00:11:48
We will be working with the city and the community to identify where potential development could occur in reusing existing 00:11:50
properties. That's called infill development. 00:11:56
We'll talk about the the proposed downtown and the downtown branding. 00:12:02
There, there is a there. There is a designated area where a downtown might go or might be recreated after having been torn out 00:12:10
many years ago. 00:12:15
We'll talk about how it is it might be possible to expand tourism. 00:12:21
To provide both economic opportunity for the people who live in Port Hueneme and additional revenue for the city without without 00:12:27
deteriorating and hopefully enhancing the quality of life for the people who live here. And also probably another goal will be to 00:12:34
create high wage and high tech jobs. There is a lot of high tech activity at the Navy at the naval base with not only by the Navy 00:12:41
itself but by defense contractors and there's a variety of opportunities where some of those jobs and and some of those high tech 00:12:48
businesses might be able to. 00:12:55
Be retained in in port with Nimi or or grown in Port Wanimi. So these are likely the goals that we're going to see in the plan 00:13:03
these these are subject to discussion and tweaking and so forth but but what? But when we were hired these are pretty much the 00:13:09
goals the city had in mind. 00:13:16
And all that is just to say is just to provide some background. 00:13:23
