| I. | 00:02:00 | |
| I think this clock is off. | 00:02:10 | |
| Good evening. Welcome to the City Council regular meeting. I am calling this meeting to order. The time is now 6:30. Please stand | 00:02:17 | |
| and join me for the flag salute. | 00:02:23 | |
| I pledge allegiance to the flag. | 00:02:34 | |
| Madam Clerk, will you please take roll call? | 00:02:53 | |
| Councilmember Hernandez. | 00:02:56 | |
| Here, Councilmember Martinez. | 00:02:59 | |
| Present Councilmember Gama. | 00:03:03 | |
| And Mayor Perez? | 00:03:05 | |
| Tonight's inspiration will be given by myself, and I do. I forgot about it tonight so I had to do a quick. | 00:03:08 | |
| Research on what could be an inspiration. So my inspiration tonight comes from something I experienced this weekend. My first 10K | 00:03:16 | |
| and I was not ready for running a 10K. I'm maybe at 4 miles without my body deciding we're done. | 00:03:24 | |
| But I ran my first K 10K and. | 00:03:32 | |
| It was quite difficult. It was actually really, really painful and really difficult. So my inspiration tonight is for runners. | 00:03:35 | |
| Runners embody the essence of perseverance, pushing boundaries and chasing dreams with every step. | 00:03:42 | |
| Their dedication to the journey, the passion they bring to the track or field or wherever they run. | 00:03:47 | |
| And the resilience they display in overcoming challenges inspire us all to strive for greatness in our own pursuits. | 00:03:52 | |
| And I know I was surrounded by so many people. They were just joyful to be there. | 00:03:59 | |
| And it was quite dreadful for me. So I do not understand the runner's high or how people can enjoy running, but I'm going to try | 00:04:03 | |
| and keep pushing my body to keep running. | 00:04:08 | |
| So that's my inspiration. | 00:04:14 | |
| We will now hear public comments not pertaining to items on the agenda. Comments are limited to 3 minutes. This process will be | 00:04:20 | |
| the same for comments pertaining to each agenda item. Madam Clerk, do we have any public comments? | 00:04:26 | |
| We do. We'll start with Becky Burning and followed by Paul Copley. | 00:04:32 | |
| Good evening Mayor, Mayor, Pro Tem, council members and staff. | 00:04:44 | |
| I'm here tonight representing real copy outdoors. | 00:04:48 | |
| We had a fantastic weekend. | 00:04:52 | |
| We had. | 00:04:55 | |
| Ten month, $10 a month Pledges made. | 00:04:58 | |
| We had. | 00:05:02 | |
| A couple of $100 pledges made which we really needed. | 00:05:04 | |
| And we are having our fundraiser dinner on May 19th. | 00:05:11 | |
| I do have tickets with me tonight if anybody's interested in buying them. | 00:05:17 | |
| They are $60.00 a person. | 00:05:22 | |
| Or $600.00 for a table of 10. | 00:05:25 | |
| I also have our sponsorship pamphlets if anybody's interested in looking at one of those. | 00:05:29 | |
| Thank you. Thank you. | 00:05:37 | |
| Paul Copley. | 00:05:41 | |
| Good evening, Mayor Perez, esteemed City Council members and staff. My name is Paul Copley and I'm the founder of the Ventura | 00:05:49 | |
| County Voting Reform Project. | 00:05:53 | |
| I'm here tonight to talk about what the City of Port Hueneme can do to fend off an expensive and frivolous lawsuit. The City of | 00:05:58 | |
| Port Hueneme elects its City Council using a plurality at large system. What this means is that every voter gets one vote for | 00:06:03 | |
| every available seat. | 00:06:08 | |
| Now while this might seem like a logical and well thought out system, in reality it allows for the majority to completely dominate | 00:06:14 | |
| any minority groups. | 00:06:18 | |
| As long as they have 51% of the votes, they're able to control 100% of the seats. Because of this, the California Voting Rights | 00:06:22 | |
| Act has made it illegal to use plurality at large elections in most circumstances. | 00:06:29 | |
| Every city in Ventura County, with the exception of Port Hueneme. | 00:06:36 | |
| Has transitioned to district based elections in the last few years as a result of a CVRA threat letter. | 00:06:40 | |
| While many of the cities were not actually in violation of the CVRA, it is often more expensive to fight these bogus allegations | 00:06:46 | |
| than to simply concede to the attorneys demands. | 00:06:51 | |
| The most common solution is to transition to single winter district based elections and this is what has been implemented across | 00:06:56 | |
| the county. However, at the end of last year the state Supreme Court specifically outlined another method, proportional ranked | 00:07:01 | |
| choice voting. | 00:07:06 | |
| For many cities and protected groups, single winter districts are not a good solution. | 00:07:11 | |
| PRCV provides a much better solution. It allows cities to continue conducting at large elections, but does so in a way that | 00:07:17 | |
| prevents majorities from dominating and satisfies the requirements of the CVR A. | 00:07:23 | |
| For the record, I do not believe that poor Guinea is in violation of the CVRA, but unfortunately that doesn't matter. You will get | 00:07:30 | |
| your letter just like every other city in Ventura County has. | 00:07:35 | |
| Port Hueneme has the opportunity to act in a preventative measure, protect itself against frivolous and costly lawsuits, and | 00:07:41 | |
| ensure it is in full compliance with the CVRA, And it virtually guarantees that no legitimate attorney will seek to sue the city. | 00:07:49 | |
| If you want to take, If you want to wait until after the threat letter arrives to take actions, your options become severely | 00:07:58 | |
| limited. | 00:08:02 | |
| I strongly urge the City Council to put a discussion of proportional ranked choice voting on its next agenda and invite either | 00:08:06 | |
| myself or another representative from my organization to deliver to the City Council a presentation on PRCV how it works its many | 00:08:12 | |
| benefits. | 00:08:17 | |
| For the City of Port Hueneme and the options for implementing it in a timely, effective and costly manner, please don't hesitate | 00:08:23 | |
| to reach out to me if you have any questions. My contact information is on the statement that you've all been provided. Thank you | 00:08:28 | |
| for your time and have a great evening. | 00:08:33 | |
| Greg Ross. | 00:08:40 | |
| I. | 00:08:42 | |
| Hi, good evening. | 00:08:49 | |
| Esteemed City Council. | 00:08:52 | |
| Thank you for your service. Thank you for listening. | 00:08:53 | |
| This is my second time. | 00:08:57 | |
| Presenting a little update. We live in the. | 00:08:59 | |
| Close to the to the shore surfside area. | 00:09:04 | |
| 139 Sea Spray Way. | 00:09:08 | |
| I've been a Ventura County resident since the. | 00:09:11 | |
| 1970. | 00:09:14 | |
| And Port Way, enemy resident since the early 1990s. | 00:09:16 | |
| So without wasting your time, I have a fun story to tell you. I was I was in the Jacuzzi with my daughter, my granddaughter, this, | 00:09:22 | |
| this this afternoon. | 00:09:27 | |
| He says. Where are you going tonight? I'm going to the City Council meeting. What happens? Well, these are people that care about | 00:09:33 | |
| the city of Port Hueneme. | 00:09:37 | |
| And they they run the city. | 00:09:42 | |
| And she said, well, why? I said, well, because they want to make the city better, she says. | 00:09:45 | |
| Well, that's wonderful. | 00:09:50 | |
| This is a three-year old, It was great and she's right. So a quick update. | 00:09:52 | |
| We're concerned about the amount of pollution. | 00:10:01 | |
| That's coming from the port. | 00:10:05 | |
| And I'm here to tell you first of all. | 00:10:07 | |
| Transparency. We don't have any science yet. | 00:10:10 | |
| But we're we're getting closer. We do have a video that I don't want to waste your time with. | 00:10:14 | |
| That was taken on March 25th of this year. | 00:10:20 | |
| It was a roll on, roll off row, row boat that was had its engines on because of all of the problems at the port, we understand | 00:10:25 | |
| that. | 00:10:29 | |
| And it was spewing a lot of black. | 00:10:35 | |
| Diesel particulate matter. | 00:10:38 | |
| It's a concern to us. We still don't have our science yet. | 00:10:42 | |
| But we're working on it. We're getting. | 00:10:45 | |
| And that that science is important because. | 00:10:48 | |
| Coming to you with these updates that aren't really. | 00:10:51 | |
| Anything of any actual substance. | 00:10:55 | |
| Is. It's seemingly a little bit of a waste of your time, but we want. | 00:10:58 | |
| Just to make you aware. | 00:11:02 | |
| We do know that. | 00:11:04 | |
| The website at the port. | 00:11:08 | |
| With the two pollution monitoring systems that they have one at Haycox Elementary. | 00:11:10 | |
| And one. | 00:11:15 | |
| The port itself. | 00:11:17 | |
| Are up and running that they found the spider. | 00:11:18 | |
| In the in the pollution monitoring device at the port. So it's now up and running and you can go on their website. I got an e-mail | 00:11:22 | |
| from Giles from the port and you can actually see what's going on and it's and it's good news. | 00:11:28 | |
| We're we're concerned more about our community, which is a pretty high density. | 00:11:36 | |
| Of people so. | 00:11:41 | |
| That's our update. | 00:11:42 | |
| I will send you the the video, Mr. Vega. | 00:11:44 | |
| And we'll go from there. | 00:11:48 | |
| Thank you for listening. | 00:11:50 | |
| Thank you. | 00:11:51 | |
| Rattle, Thomas. | 00:11:54 | |
| Mayor, just quickly if I could note, I know we can't debate public comments, but at the last council meeting the council did adopt | 00:11:56 | |
| the goals for this year and working and collaborating with the Port and there were Green Port initiatives on there. So we are | 00:12:02 | |
| already reaching out to the port to start talking about those and the port was receptive to that. | 00:12:08 | |
| That first conversation. So we plan to have some to keep working on that throughout the year. | 00:12:14 | |
| Good evening Mayor, Mayor Pro Tem, City Council. | 00:12:27 | |
| City staff and members of the public. | 00:12:30 | |
| I am here to speak about the presentation of the ports going to give. I would just like to say that I'm very glad that they're | 00:12:33 | |
| here. | 00:12:37 | |
| Yep, Yep, they're still here. | 00:12:41 | |
| So I'm very glad that they're here. I'm very excited to see what the port's going to present to the community. I'm glad that it's | 00:12:43 | |
| in an area where it can definitely. | 00:12:47 | |
| Be recorded and watched constantly so people can go back to the information that the ports going to present and I'm. | 00:12:51 | |
| Just want to hope that whatever the port presents in terms of. | 00:12:58 | |
| There are growth aspects and their future goals is that it also includes the city of port where I need me significantly and how it | 00:13:03 | |
| can not just benefit the port, but the city and the communities within, because all of us working together is how we build a | 00:13:08 | |
| better place to live in aggregate. | 00:13:13 | |
| Not just for today, but for 10 and 20 and 30 years down the line. | 00:13:18 | |
| That's all I have to say. Thank you very much. | 00:13:22 | |
| And Jan Burke. | 00:13:26 | |
| Good evening, Mayor and council. | 00:13:41 | |
| Port represent. | 00:13:44 | |
| And neighbors. | 00:13:46 | |
| I want to thank the court for coming today to give a presentation. I'm very much looking forward to it. | 00:13:48 | |
| I'm here on behalf of the Whining Me HOA coalition. | 00:13:54 | |
| To express our concerns about the relationship between the port and the city. | 00:13:57 | |
| We're here to ask the port and the city. | 00:14:03 | |
| To begin rebuilding and forging a positive and meaningful working relationship that is much more collaborative. | 00:14:05 | |
| It is critical that we work together to find the right balance. | 00:14:12 | |
| For the proposed strategic plan. | 00:14:16 | |
| That will mutually benefit our port, our city, and your neighbors. | 00:14:18 | |
| As we rebuild a cohesive partnership, we ask that you consider the following objectives. Encourage collaborative participation | 00:14:22 | |
| that includes input from stakeholders. | 00:14:26 | |
| Of your host city. | 00:14:31 | |
| Listen to the concerns of the community you work in. | 00:14:33 | |
| Develop good stewardship and good neighbor policies, not just public relation optics. | 00:14:36 | |
| Satisfy the communities need. | 00:14:41 | |
| Requirements relating to economic inputs, quality of life, infrastructure and safety. | 00:14:43 | |
| Recognize the port and city. | 00:14:49 | |
| Interdependence and build meaningful community support and stronger economic relations that will realize a long term success. | 00:14:54 | |
| Encourage debate that challenge actions. | 00:15:04 | |
| That are deemed not to be in the best interest of the city or the majority. | 00:15:07 | |
| And work for the change where change is needed. | 00:15:12 | |
| Our port is a specialty niche port. Our city is a. | 00:15:16 | |
| City Forbes states that niche providers can provide far more potential. | 00:15:20 | |
| And more profit with less. | 00:15:26 | |
| At different rates your your operation and leaves no. | 00:15:29 | |
| In what you stand for with services delivered with genuine conviction, people. | 00:15:33 | |
| Will trust and pay more for that expert knowledge delivering product. | 00:15:38 | |
| Products and services. | 00:15:42 | |
| As the owner of a niche company, I can attest to the statement from Forbes. | 00:15:44 | |
| And we have been successful for 50 years. Bigger is not always better. | 00:15:48 | |
| We envision a small, successful and environmentally clean niche port working with a small, beautiful beach. | 00:15:53 | |
| Host City. | 00:16:01 | |
| A smart and significant competitive advantage providing less impact. | 00:16:02 | |
| And greater economic benefits for wine. | 00:16:07 | |
| And a sustainable future for all stakeholders. | 00:16:09 | |
| We ask that you come together to do a unique and to do unique and great things. | 00:16:13 | |
| As only our port and our city can do. | 00:16:17 | |
| Thank you. | 00:16:21 | |
| That concludes public comment. Thank you. We will now move on to agenda approval for City Council. May I have a motion and a | 00:16:24 | |
| second? So moved. | 00:16:28 | |
| Thank you, Madam Clerk. All in favor, Aye? | 00:16:33 | |
| All opposed. | 00:16:37 | |
| Hearing none motion passes unanimously. | 00:16:38 | |
| The Conflict of Interest and Levine Act disclosures Do any members of council have any conflicts of interest to disclose for any | 00:16:42 | |
| item on the agenda? | 00:16:45 | |
| Seeing none, we will move on to presentations. The first presentation is the quarterly employee recognition given by Deputy City | 00:16:52 | |
| Manager Charles Perez. | 00:16:57 | |
| So tonight is the latest installment of our quarterly recognition of employees for their years of service. | 00:17:12 | |
| To my left tonight, we are honoring Aaron. | 00:17:20 | |
| Wade, admire our. | 00:17:23 | |
| Information Technology Manager. | 00:17:24 | |
| For his 20 years of service with the city. | 00:17:27 | |
| Aaron was hired on March 25th, 2004. | 00:17:30 | |
| And initially held the title of MIS manager. | 00:17:34 | |
| Aaron told me he was thrilled when he started with the city. | 00:17:39 | |
| And he couldn't wait to share the information. | 00:17:42 | |
| About his new job and his new title. | 00:17:44 | |
| With all friends and family. | 00:17:46 | |
| Aaron told me that during this exciting time. | 00:17:48 | |
| It was a valued family member who was also a Port Hueneme resident. | 00:17:51 | |
| Who looked at his business card? | 00:17:55 | |
| Which again said MIS manager and asked him. | 00:17:57 | |
| What is it exactly that you mismanaged? | 00:18:01 | |
| Well, fortunately for Aaron, during his career in the city, his title changed. | 00:18:05 | |
| So first it changed to Information Systems and Technology Manager and then ultimately to his current title. | 00:18:12 | |
| Of Information Technology Manager so simplified. | 00:18:19 | |
| When asked what he likes best about working for the city, Aaron says that he enjoys working with such a friendly staff. | 00:18:24 | |
| He knows nearly everybody. | 00:18:30 | |
| That works for the city by their first name. | 00:18:32 | |
| When asked about his favorite moment in his work career. | 00:18:35 | |
| Aaron gave me two examples. First, he said. | 00:18:38 | |
| It was the day that former City Manager Bob Hunt. | 00:18:41 | |
| Hired him and offered him the job. | 00:18:44 | |
| And the second one, which is I think telling about who Aaron is as an employee, was the day that the hte. | 00:18:46 | |
| Our former ERP system. | 00:18:53 | |
| Was implemented. | 00:18:55 | |
| And this is cited because it was something outside of Aaron's comfort zone, something he had never done a project like that before | 00:18:56 | |
| and he really relished. | 00:19:00 | |
| The challenge and the opportunity to take it on and was really. | 00:19:04 | |
| Pleased with that accomplishment. | 00:19:07 | |
| Lastly, when asked if there was anything else, I. | 00:19:11 | |
| Aaron would like to share. He noted that he and his wife share an important connection, the loyalty and dedication to their | 00:19:14 | |
| employers. | 00:19:18 | |
| His wife is about to celebrate 34 years working with her employer, Lockheed 30. | 00:19:22 | |
| She's already celebrated 34. She's almost at 35 with her employer, Lockheed Martin, and that'll happen later this year. | 00:19:28 | |
| So please join me in congratulating Erin on 20 years of service with Port Whitney. | 00:19:36 | |
| We have our certificate signed by all council members, a Certificate of recognition, the states. In recognition of your hard work | 00:19:47 | |
| and dedication of 20 years with the City of Port Hueneme, your devotion to the city is inspiring. | 00:19:53 | |
| Your longevity and loyalty are recognized and appreciated. | 00:19:59 | |
| Your contribution leaves a footprint on the City of Port Hueneme and is the city councils honor to recognize your service? | 00:20:02 | |
| Thank you #2 presentation for tonight is the Autism Acceptance Proclamation. | 00:20:22 | |
| And I'll go ahead and read, unless someone else wants to do the honor. | 00:20:30 | |
| You want to read, OK. | 00:20:33 | |
| Written written by read by Councilmember Gama. | 00:20:34 | |
| I look forward to this night because I get to wear my autism awareness tie. | 00:20:40 | |
| It's a puzzle. | 00:20:45 | |
| And so here we go, Autism Acceptance Month, April 2024, whereas April is designated as Autism Acceptance Month End. | 00:20:47 | |
| Whereas autism also known as Autism Spectrum Disorder. | 00:20:56 | |
| Represents a broad group of disorders and vary widely from mild to severe, and is characterized by difficulty with social | 00:21:00 | |
| interaction, communication, severely severely limited interests, and repetitive behaviors, and whereas the lifelong nature of ASD | 00:21:07 | |
| and other developmental disabilities require a variety of types of assistance at different points. | 00:21:13 | |
| In an individual's life, and whereas our understanding of autism has grown tremendously since it was first diagnosed, as there is | 00:21:20 | |
| no known cure for autism, early diagnosis and the resulting appropriate education and intervention are vital to the. | 00:21:27 | |
| Future growth and development of the individual and whereas a variety of public and private organizations and agencies strive to | 00:21:35 | |
| provide quality care, support or services to children and adults with ASD to enable them to live as independently as possible and | 00:21:42 | |
| to reach their full potential. And whereas hope lies in a broad spectrum of treatments and in an informed public and community | 00:21:49 | |
| committed to providing support and service to individuals diagnosed with autism. | 00:21:56 | |
| Disorders. And. | 00:22:04 | |
| Whereas the Port Hueneme Police Department will wear patches and pins as an outward expression of an inner commitment to connect | 00:22:06 | |
| with our community to create acceptance and support those dealing with lifelong neurological disorder and. | 00:22:13 | |
| Whereas we joined the Autism Society of Ventura County and proclaiming. | 00:22:20 | |
| April 2024 as Autism Acceptance Month NOW, therefore BE, it proclaimed that the City Council of Port Hueneme hereby recognizes and | 00:22:25 | |
| proclaims April 2024 as Autism Acceptance Month. | 00:22:33 | |
| Thank you. | 00:22:43 | |
| Just a few words. | 00:22:49 | |
| On behalf of the Board of Directors and staff at Autism Society of Ventura County, it is my honor to accept this proclamation for | 00:22:51 | |
| Autism Acceptance Month. | 00:22:55 | |
| ASBC has a very active and diverse board of directors. | 00:22:59 | |
| One of our board members, Velia Soto, is here with me tonight. | 00:23:03 | |
| And the month of April is not only dedicated to awareness, understanding and acceptance, but is also to celebrating the diverse | 00:23:07 | |
| minds and talents that individuals on the autism spectrum bring into our lives. | 00:23:13 | |
| The autistic mind contributes so much to our world and to our communities. We invite you all to Ought to run at CSU CI on April | 00:23:20 | |
| 28th, the largest autism celebration on the West Coast, and you can learn about it at Ought to run.org. | 00:23:28 | |
| Autism effects one in 36 in the United States, according to recent estimates from CDC. This statistic underscores the urgency of | 00:23:37 | |
| our mission. It is not a distant reality, but one that touches many of our own community. | 00:23:44 | |
| In Ventura County, as in many places across the nation, people with autism and their families navigate a world that is often under | 00:23:52 | |
| prepared to meet their needs. | 00:23:57 | |
| From challenges in education and employment to difficulties in accessing health care and community services, their world is full | 00:24:02 | |
| of barriers and it is a path we are committed to transforming. | 00:24:08 | |
| This month we celebrate the strides we have made towards an inclusive society. | 00:24:14 | |
| Autism Society of Ventura County is filled with pride and joy that the City of Port Hueneme recently added the word inclusive into | 00:24:19 | |
| its City Council goals without prompting. Other cities have followed. Thank you Port Hueneme for being a leader in building | 00:24:24 | |
| inclusive policy. | 00:24:29 | |
| Autism Society, Ventura County and its advocacy committee will continue to push for policies that ensure individuals on the | 00:24:35 | |
| spectrum have access to quality education, meaningful employment and comprehensive health care. | 00:24:42 | |
| We advocate for environments that are inclusive and celebrate differences. And most importantly, we must foster a community that | 00:24:49 | |
| listens and values to the voices of autistic individuals themselves. | 00:24:56 | |
| As we move forward, let us remember that acceptance is not merely about tolerance. It is about active engagement, understanding, | 00:25:03 | |
| and support. It is about recognizing the potential and every person, regardless of how they experience the world. Thank you for | 00:25:09 | |
| standing with us today and every day as we work towards a world where every person on the autism spectrum can live fully. We value | 00:25:16 | |
| and respect your community members. | 00:25:22 | |

| No, just kidding. High value. | 00:25:57 | |
| Yeah. | 00:26:01 | |
| All right, Thank you. Tonight, we will now recess to the City Council, will recess the City Council meeting and call. | 00:26:27 | |
| Oh, I'm sorry. | 00:26:35 | |
| I apologize, #3 is the state of port. | 00:26:38 | |
| Presentation by Kristin Dicus, the CEO and Port Director of the Port of Winemie. | 00:26:41 | |
| Good evening, Mayor, City Council members, it's a privilege to be before you this evening. This is our annual address to the City | 00:26:51 | |
| Council where we deliver a state of the port, give some updates of what's going on and look for opportunities for collaboration. | 00:26:57 | |
| As you know, when we were in Washington, City Council member Mr. Martinez and and Mayor Perez, we went with this, this slogan, if | 00:27:04 | |
| you will. There is no commerce without community and there's no community without commerce and it's. | 00:27:11 | |
| I think very telling and true and I think we have a lot to do to work together and have exciting times ahead. So with that, I'll | 00:27:18 | |
| kick off and just kind of go into what's going on at the port One. I'd like to introduce the President of our board, the first | 00:27:24 | |
| Latino to actually serve as President of our Board, Selena Zacharias. She's with us this evening. | 00:27:29 | |
| Yes, congratulations. I also have staff with me tonight if there are questions on our finances. Our CFO, Austin is here. Austin | 00:27:36 | |
| Yang and Leticia Austin is with us ahead of our government relations program team. So we're here to answer any questions that you | 00:27:41 | |
| may have after this presentation. But as a quick reminder, we are governed by five Elected Harbor Commissioners and our goal is | 00:27:47 | |
| not to become a rich port. | 00:27:52 | |
| We don't collect any money from the taxpayer. The money that comes into the port comes through the private sector and our | 00:27:58 | |
| customers. | 00:28:01 | |
| And our goal is to enrich our committee, our community by having access to the global stage for trade. So many of our customers | 00:28:04 | |
| may be profit driven. We're not. We're here to make enough money to reinvest in the port so we can be a strategic global player in | 00:28:11 | |
| international markets, but at the for the purpose of creating economic and social good for our community. | 00:28:19 | |
| Here's some wild stats as some of If you're in the backyard of LA and Long Beach, a lot of people don't realize our play in global | 00:28:28 | |
| trade. We actually move about 16 plus billion dollars worth of cargo with the number one West Coast port for banana trade and | 00:28:34 | |
| actually #2 in the nation number six for containers on the West Coast #5. I love the stat. This is new. I just learned this in the | 00:28:40 | |
| new study. We're #5 for total refrigerated cargo in the country moving more Chicago than the port of Long Beach. So that's a fun | 00:28:46 | |
| statistic. | 00:28:52 | |
| Or #16 in the United States for containers, number six for cars, and the top 10% of the nation's seaport. So this is really your | 00:28:58 | |
| port that's going to work, doing all this great business internationally, creating lots of opportunity for our community. | 00:29:05 | |
| In terms of how our performance is going, we are moving ahead very strong. We've realized about 80% increases in volume over the | 00:29:12 | |
| last decade and revenue is up about 133% since 2012. So we brought in new business. | 00:29:19 | |
| Business recover a little bit there in terms of our overall play in the economy here in Ventura County. Trade and transportation | 00:30:34 | |
| strongly outport forms the overall economy of Ventura County. So we're very important to the. | 00:30:41 | |
| Economic health of our county. And just to kind of talk a little bit about our strategic plan, we're hoping to adopt this by the | 00:30:48 | |
| end of this fiscal year. We've been working on this for four years. We've had a lot of public meetings, Charettes open, | 00:30:53 | |
| transparent processes. | 00:30:57 | |
| And we are looking to adopt it probably in July or June of this year. And these are strategic pillars. So it's economic vitality, | 00:31:03 | |
| infrastructure, environment, community and innovation. And I'll touch quickly on each of these and provide an update to the | 00:31:08 | |
| council. | 00:31:13 | |
| So in terms of economic prosperity are when the port does well, we see dividends come back in terms of jobs, tax revenues to | 00:31:18 | |
| communities and economic activity. Overall economic activity is actually up 150% with our growth job creations up 144% and tax | 00:31:25 | |
| revenue is up 224%. And City Council Member Hernandez, I know you've asked me to get the Economist in front of me and I will make | 00:31:31 | |
| that happen. I know I owe you that. So we'll make it happen. | 00:31:38 | |
| This is the economic impacts in terms of revenues coming directly to the city port, Wanimi from the businesses that work at the | 00:31:46 | |
| port. This is the type of revenue generate in terms of taxes outside any other revenues that are coming in through the seaport. | 00:31:52 | |
| Terms of job creation here locally drilled down to direct jobs, we employ close to 3500 people through the port customers or the | 00:31:59 | |
| port itself. And I think it's important to note that about 12% of all the jobs at the port are for residents of this fine city. So | 00:32:06 | |
| very important to and these are good paying jobs, high paying jobs, good quality of life paying jobs, so important stats in terms | 00:32:12 | |
| of providing for our community. | 00:32:19 | |
| To touch on a little bit of, I wanted to speak to partnership a little bit and the revenue sharing agreements and kind of speak to | 00:32:27 | |
| some of the revenues that you'll be seeing in the future and what is this all about, so these revenue sharing? | 00:32:32 | |
| Four different contracts, 3 revenue sharing agreements and a settlement agreement and over the last. | 00:33:13 | |
| How many years is it Austin since it's been since 1983? | 00:33:18 | |
| 40 years, it's produced about $36 million in revenues for the city and this is the breakout by each individual agreement. I think | 00:33:24 | |
| we're forecasting next fiscal year about 2.9 million going. | 00:33:29 | |
| We make more than $13 million in revenue, $100,000 goes into the bank for the city and the port to come together and strategically | 00:34:10 | |
| decide on good projects to invest in. | 00:34:14 | |
| That are of mutual benefit to the city and the port, so we'll be working on the next round and we've done some good work in the | 00:34:20 | |
| past. | 00:34:23 | |
| I think this is a video from this year's Lego First event where we had 1500 high school students come out and the $5000 from the | 00:34:26 | |
| CBF supported that event hosted at the port. So just really good stuff that we can do to uplift our community and create | 00:34:32 | |
| opportunities through the CBF fund. | 00:34:38 | |
| This just shows you just a snapshot of it is significant funding. We're second in line from property taxes in terms of the money | 00:34:46 | |
| that goes into the general fund. So if you look here this what fiscal year 2023 is about 10.3% of your general fund is being | 00:34:52 | |
| furnished by the city in that second two year property taxes. | 00:34:59 | |
| Infrastructure. | 00:35:38 | |
| We have about $105 million that we're putting to work through a variety of grants. We got an $80 million grant from the state. | 00:35:40 | |
| We've gotten other money from BCTC, from earmarks, from our Congresswoman Julia Brownlee among others. And we're putting that | 00:35:46 | |
| money to work to not only expand our opportunities in terms of creating trade and expansion, but also do it with a nod towards the | 00:35:52 | |
| environment. So exciting things we're going for full port wide electrification, harbor deepening so we can bring more sand to | 00:35:58 | |
| local your local beach here. | 00:36:04 | |
| New stormwater systems and we're getting a we got a 850,000 earmarked from Julia Brownlee for electric sweeper, and as we all know | 00:36:11 | |
| from the recent story how important that is. | 00:36:15 | |
| Work on a traffic Traffic Safety enhancements at our gate green hydrogen to run our reefer plugs, which is the containers that we | 00:36:20 | |
| plug in that are full of blueberries and bananas and avocados among other things. And then also we got $2,000,000 for workforce | 00:36:27 | |
| development. So we can really help uplift our local community and have access to the good paying jobs affiliated with the port. | 00:36:33 | |
| On the environment front, I'll just say that our blueprint to decarbonization is in front of the CEC. Now we do have robust goals | 00:36:41 | |
| set in that decarbonize port operations. | 00:36:46 | |
| Put our best foot forward and achieve it. | 00:37:23 | |
| The gentleman talked about our air quality website. Indeed, that's been up. It has been a work in progress, but it does report | 00:37:27 | |
| out. We collect data about our air every second, every day and we are now posting that live on the Internet and videos and things | 00:37:35 | |
| that explain that data. I will point out that there are a lot of other actors in our community and so. | 00:37:42 | |
| There. | 00:37:52 | |
| The, the air that we're measuring isn't all port air, right? It's all of our air and all the different actors in the community | 00:37:54 | |
| that are adding to any pollution that we might see come out in this data. But we're the ones that are capturing it and we're | 00:37:59 | |
| sharing it and we're doing our best to mitigate our footprint in terms of the business that we do here in your community. | 00:38:05 | |
| Trucks, just quickly touch on trucks, drayage trucks or or trucks that do short haul moves. So that's a container that's coming in | 00:38:13 | |
| from a port and then it will go to a distribution facility. That short move is called drayage move. So there has been a new | 00:38:20 | |
| regulation that came out from ARB and all of the new purchases for these drayage trucks have to be electric starting January 1st | 00:38:28 | |
| of this fiscal year of this of this calendar year, excuse me, January 1st, 2024. | 00:38:36 | |
| Also, any existing trucks that are in system must be newer than 2009. They have to be 2010 or newer. This law though has been | 00:38:44 | |
| challenged by a trucker association because it wasn't approved by the EPA. So it's been paused, but we suspect that it will be | 00:38:52 | |
| approved by the EPA and will be live in relatively short order. But that's good news in terms of some of the impacts of the trucks | 00:39:00 | |
| that move through our communities. And I'd like to report out to that. Recently, we conducted a freight study with Ventura County. | 00:39:08 | |
| Transportation Commission. And from that study we learned that we're only responsible for .6% of all trucks in the county. | 00:39:16 | |
| And 23% of the trucks on port when he me corridor. | 00:39:24 | |
| Our freight corridor, which means 77% of the trucks, come from somewhere else. | 00:39:28 | |
| Shoreside power. We know we had a hiccup here. This is the all hands on deck. | 00:39:35 | |
| A press event that we had to get the money to rebuild our shoreside power system that was damaged by the storm on the 21st. As we | 00:39:41 | |
| know our community here was hit pretty hard. The good news is, is that we did because of the value of the damage, $40 million. It | 00:39:48 | |
| did open up the coffers for state relief disaster relief funding. So our application has been approved and the door is now open | 00:39:54 | |
| for your community for public infrastructure. | 00:40:01 | |
| To get fixed and repaired from the damage and access to these funds. So James, not sure we can talk offline, but you're able to | 00:40:08 | |
| apply and get your application in for the library among other things that may have been impacted from the storm. | 00:40:14 | |
| And we're doing our best, all hands on deck. We want to build this fast and we want to get it up, but it takes time, their lead | 00:40:20 | |
| times in parts. So we're going to be honest, it's probably going to be about a year and a half. | 00:40:24 | |
| Till it's rebuilt, but we're looking at other systems to reduce emissions and maybe bring those online as early as this summer if | 00:40:29 | |
| we can. The bonnet system I think I mentioned is you put like a hat on the stack of a ship and it captures the emission. So we're | 00:40:34 | |
| working hard to get new technologies in here why we rebuilt. | 00:40:40 | |
| A lot of high school programs, So it's great to say that Fathom works is just killing it. They're doing really, really well. | 00:41:19 | |
| All right and community. | 00:41:26 | |
| Just to close and wrap up, you know, it's so important that we work together and do exciting things to support a community. We | 00:41:30 | |
| really are and want to be part of the fabric of the community, the Port of Wenimi. We do about $300,000 in sponsorships every | 00:41:38 | |
| year. We've had about 100 community food drives throughout the county or our customers have contributed £1.8 million of bananas. | 00:41:45 | |
| And if you look at the picture there with the kids going like this, they come and dragging their feet, but when they leave they | 00:42:25 | |
| sing cranes and boats and all kinds of cool stuff, green bananas. So it's been a very well received program and something to get | 00:42:29 | |
| kids. | 00:42:33 | |
| To see something right there in their backyard that they might not know about. | 00:42:38 | |
| And then finally, there's just a lot of wonderful opportunities for our continued collaboration, whether it's around the annual | 00:43:42 | |
| biannual dredging, excuse me, of the beaches. | 00:43:46 | |
| Our annual trip to DC economic development strategies, tomorrow I'm going to be meeting with your consultant and get interviewed | 00:43:51 | |
| on opportunities there. So look forward to that. Then of course on innovation environment, so we can be the first greenest port in | 00:43:56 | |
| the country. We look forward to doing that with you. | 00:44:01 | |
| So with that, I think that concludes my presentation. | 00:44:06 | |
| Thank you, Kristen. Does Council have any questions while we have her here? | 00:44:10 | |
| Thank you, Kristen. The presentation was wonderful. I just wanted to go back to the slide for the the taxes because it went by | 00:44:17 | |
| really fast. I just want to, I just want to look at it a little bit more. OK. Let's see if I'm that talented. | 00:44:22 | |
| Can you put it back up and I can jump to it? | 00:44:29 | |
| But I thought the presentation was. | 00:44:32 | |
| I know everyone talks about improving our relationship, but I don't. I don't think they give the staff enough credit. | 00:44:36 | |
| You have wonderful staff, including yourself and I think you guys have done a great job. | 00:44:43 | |
| Connecting with our community. | 00:44:49 | |
| Thank you, City Council member. Here's the tax slide. Was there a specific question? OK, no, no, I just, I just, it was really | 00:44:51 | |
| quick and I just wanted to get a chance to see it a little bit. So those are revenues that are created from the businesses that | 00:44:55 | |
| do. | 00:44:59 | |
| Work with the board. And so BMW has someone that lives in port when naming, pays taxes, owns a home, those sorts of things, that's | 00:45:03 | |
| where those it's like a trickle effect. | 00:45:07 | |
| The economics, that's actually exactly I was going to clarify because one of the slides, a couple slides later. | 00:45:12 | |
| You mentioned that the revenue sharing from the agreement is about $2.9 million a year and so this is this is impact from | 00:45:18 | |
| businesses, not the actual revenue sharing. | 00:45:23 | |
| I think I got it, yeah. They're different numbers, yeah. | 00:45:29 | |
| Customer gamma. | 00:45:32 | |
| Yeah. Thank you, Kristen. I really appreciate you being here tonight. I find myself in a very unique position. As you know, I'm | 00:45:34 | |
| employed by one of your major tenants and I love it. I live close proximity to the port, therefore I'm affected and I see all look | 00:45:40 | |
| good in the. | 00:45:45 | |
| Maybe concerning things. And then I'm a City Council person. And so when it comes to communication, you know, I have to be mindful | 00:45:51 | |
| of my hat. And believe me, at Yara I go through Jay, you know, sometimes I go around him, but you know, I do want to keep my | 00:45:57 | |
| livelihood so but. | 00:46:03 | |
| I'm most concerned about safety and the. | 00:46:10 | |
| The Port Logistics Robotics Competition. I was heading to my friend's house for dinner. | 00:46:15 | |
| Got caught in the traffic jam and. | 00:46:24 | |
| Studied UMM. | 00:46:28 | |
| Pedestrian safety. | 00:46:29 | |
| And there's a lack of sidewalks around the port. | 00:46:31 | |
| There's buses, there's kids coming out behind buses and cars. I mean parking at the beach and. | 00:46:33 | |
| And I just hope that. | 00:46:40 | |
| That we could. | 00:46:42 | |
| Communicate and partner and start planning for next year so that we could avoid that gridlock situation. I think there's some | 00:46:44 | |
| really great opportunities coming up. | 00:46:49 | |
| So communication wise like if as a resident's. | 00:46:54 | |
| I see something is there. How do we communicate directly to the? | 00:46:59 | |
| I could share one that property across from the port entrance we're going to have to be removing dirt. Perhaps that could be | 00:47:44 | |
| converted to a temporary parking lot. | 00:47:48 | |
| You know looking at sidewalks and then the other issue that kind of. | 00:47:53 | |
| Haunts me every morning at 5:30. | 00:47:57 | |
| It's very dark at the entrance of the port and I saw some kids there the other night and couldn't see him and maybe we could. | 00:48:01 | |
| Work at lightening that up or getting more lights out there. But how do we as a council Again, I'm in a new position, I work | 00:48:09 | |
| there, I live close by and I'm a council member. | 00:48:14 | |
| How do we communicate ideas? Because I find that it's difficult to do that. | 00:48:20 | |
| So I think you could agendize items that you would like to discuss to bring into those committee meetings. You could definitely do | 00:49:04 | |
| that. | 00:49:08 | |
| And then at the port city meetings, we would do the same thing. We could agendize our ideas at the port level and then bring them | 00:49:12 | |
| in. We can always have joint meetings too. We've done that historically. There's a lot of opportunities. Yeah. And I met with you | 00:49:18 | |
| directly a couple times. And so is there a problem with me sending a letter as a resident to. | 00:49:24 | |
| The port, it's the United States of America. I'm sure it's fine for you to send a letter as a resident, of course, OK, because I'm | 00:49:30 | |
| just trying to. Again, I think we do need more communication and we need to encourage more communication. | 00:49:37 | |
| And hopefully we could address. | 00:49:45 | |
| Sidewalk safety crosswalks and the things that really where we interact. | 00:49:48 | |
| Business and our community interact, you know. And so, yeah, I think you have opportunities to resident of course, to bring your | 00:49:52 | |
| concerns directly to us. And then we have the opportunity through our various bodies to have official discussions and formalize | 00:49:58 | |
| strategy and come up with good ideas for security and safety, all for it. | 00:50:03 | |
| Thank you. Thank you, Councilmember Gama, Councilmember Hernandez. | 00:50:09 | |
| I don't have any questions, but I just want to thank you for your presentation. I appreciate everything the port does for our | 00:50:13 | |
| community. Not only are you an economic driver and not only support an economic driver for for the county has a whole. | 00:50:19 | |
| We do benefit from through the community benefit fund and I'm very appreciative of that, but I'm also appreciative of the fact | 00:50:26 | |
| that you do things for our community that we can't do as a city. | 00:50:32 | |
| And you outline those those actions in your slide on community. So I just want to say thank you for that. Thank you Council | 00:50:38 | |
| Member. | 00:50:42 | |
| Thank you, leadership. | 00:50:46 | |
| Mayor Pro Tem Yeah, no questions. But again, thank you for the presentation. I feel like a lot of information. I think every time | 00:50:49 | |
| I hear it, I kind of log something else in my brain. So appreciate it very much and again, thank you for all that you continue to | 00:50:55 | |
| do for our community. It's it's important that the community members see you and see us. And so we appreciate all the efforts. | 00:51:01 | |
| Thank you, Councilmember. | 00:51:07 | |
| Thank you, Kristen. Glad you came today. And I know that you and James have talked about what the city's goals are with the port | 00:51:13 | |
| and I'm looking forward to meeting to discuss that further and more ideas from the council as to what their ideas, what that looks | 00:51:19 | |
| like. So I hope we can have more meetings. Besides, I know last year we didn't get a chance to have that many meetings. | 00:51:26 | |
| So maybe we could put some time down and actually, yeah, together more often. | 00:51:33 | |
| Thank you, Mayor. Thank you everyone. Enjoyed my time with you this evening. You know, I do have one last question if that's OK. I | 00:51:38 | |
| was wondering if if. | 00:51:41 | |
| The, the, the port meetings we're going to be. | 00:51:45 | |
| Recorded anytime soon if there was any plans on recording those meetings. | 00:51:48 | |
| I have no objection to that. I think that would be the will of the decision makers at the at the meeting itself to decide to do | 00:51:54 | |
| that, I think. | 00:51:57 | |
| Yeah, oh, but but nothing has been decided yet. | 00:52:02 | |
| It hasn't even been brought to my attention officially, but I think our next meeting is the 16th and we certainly could talk about | 00:52:05 | |
| it. I don't think we have done it historically, but I I don't see why there would be objection to it. It's public meeting. | 00:52:11 | |
| Thank you, Kristen. Yeah. OK. Thank you. All right. Thank you. | 00:52:16 | |
| All right, so now we will recess the City Council meeting and call to order the Port Wanimi Housing Authority regular meeting. | 00:52:22 | |
| The time is. | 00:52:29 | |
| 7/20. | 00:52:31 | |
| And. | 00:52:39 | |
| We might as well, because we're missing one. | 00:52:41 | |
| And I'll, I'll just explain, yeah. And so there's going to be a couple things and just to explain to the public, so. | 00:52:45 | |
| We are gonna. | 00:52:50 | |
| Call our Housing Authority meeting to order. But we're also forming a new entity called that Wine EMI Housing. | 00:52:52 | |
| Incorporated. So we'll be calling that to order as well. So it's going to get maybe a little confusing for a minute. | 00:52:58 | |
| And we'll take a one minute. | 00:53:04 | |
| If you've seen Inception, you should be able to follow along pretty well. | 00:53:08 | |
| Inception. | 00:53:13 | |
| The movie. | 00:53:16 | |
| Oh God, a nightmare. | 00:53:19 | |
| Council meeting. | 00:53:31 | |
| I told you it was going to go up eventually because it went, it went down for something. | 00:53:45 | |
| Not too much, but you know what? You made a great comment on the parking. | 00:53:57 | |
| Just wanted to let you know when they have those robotic things. | 00:54:07 | |
| It's great, but I live in Marissa, they take. | 00:54:12 | |
| All our party and he come with trucks with big old trailers. | 00:54:16 | |
| I mean, and we have nowhere to. | 00:54:21 | |
| Nowhere. | 00:54:24 | |
| We're at the park three blocks away. | 00:54:26 | |
| Housing Authority Regular meeting to order. | 00:56:12 | |
| Madam Clerk, will you please take roll call? | 00:56:16 | |
| Member, Brown resident. | 00:56:21 | |
| Member Gama. | 00:56:25 | |
| President Remember Hernandez. Remember Martinez, present Vice Chair McQueen Lejeune, Chair Perez here. And let the record reflect | 00:56:26 | |
| that member Blackwell is absent. | 00:56:30 | |
| Thank you. | 00:56:36 | |
| We will now hear public comments pertaining to items not on the agenda for the Housing Authority agenda. Madam Clerk, are there | 00:56:38 | |
| any public comments? | 00:56:42 | |
| No public comments. | 00:56:47 | |
| And we will now consider items on the Housing Authority consent calendar, which will be enacted in one motion unless a authority | 00:56:50 | |
| member has a request to remove an item for discussion. | 00:56:54 | |
| May I have a motion and a second to approve the consent calendar? I moved to approve the consent calendar. | 00:57:00 | |
| We have a second. Thank you, Madam Clerk. | 00:57:06 | |
| All in favor. | 00:57:10 | |
| All opposed. | 00:57:13 | |
| Hearing none motion passes unanimously. | 00:57:14 | |
| We now move on to the Authority members reports, comments and requests for future agenda items. | 00:57:20 | |
| Are there any Members that have a request for a future agenda item? | 00:57:26 | |
| Well, I'm sorry. | 00:57:31 | |
| I do. OK, go ahead. | 00:57:35 | |
| I just talked to Mr. Custom and Grandma here. | 00:57:38 | |
| About the parking when they had the robotic. | 00:57:42 | |
| I mean, that's great and everything, but like I live in Mar Vista there and. | 00:57:45 | |
| They take up all the project. We don't hardly have any pocket ourselves to begin with. | 00:57:52 | |
| And then I don't even move my car. I get somebody to take me somewhere because if I move, I'm not going to get a parking for. | 00:57:58 | |
| The whole. | 00:58:05 | |
| I think that is a great agenda item, but I don't know that it's appropriate for the Housing Authority. | 00:58:08 | |
| And I think the the port mentioned this, but we did tell them that we want to work with them next year to plan. | 00:58:15 | |
| In advance, so we'll make sure we keep everybody in the loop on that and keep everybody informed. Thank you. | 00:58:25 | |
| Anyone else? | 00:58:30 | |
| Future agenda item. | 00:58:32 | |
| Seeing none. | 00:58:34 | |
| We will adjourn the Housing Authority regular meeting. The Port Wine EMI Housing Authority will adjourn to its next regular | 00:58:35 | |
| meeting scheduled for May 6/20/24 at 6:30 PM. The time is now. | 00:58:40 | |
| 726. | 00:58:46 | |
| For you. | 00:58:48 | |
| Yeah. | 00:58:52 | |
| Sorry about that, I'm wondering about the window project. | 00:58:56 | |
| Has it been completed yet? | 00:59:00 | |
| They're replacing sliding glass doors, yeah. | 00:59:03 | |
| Mar Vista. | 00:59:07 | |
| So we have we do have our housing director Gabby on Zoom, so I'll ask. | 00:59:08 | |
| Her if she can update us on the window project. | 00:59:14 | |
| Hello, good, good evening. I. | 00:59:18 | |
| Members of the board. | 00:59:21 | |
| Actually, yes, the. | 00:59:22 | |
| Window and Sliding door project was completed probably about a year and a half ago. | 00:59:25 | |
| OK. | 00:59:31 | |
| All right. Anything further? | 00:59:34 | |
| A year and a half ago. | 00:59:37 | |
| Thank you, Director. | 00:59:39 | |
| All right. So now we will adjourn the Housing Authority regular meeting. The time is 7/27. | 00:59:42 | |
| And we will call to order the Whining Me Housing Inc meeting. | 00:59:48 | |
| The time is 7/27. | 00:59:52 | |
| Roll call, please, Madam Clerk. | 00:59:56 | |
| Board member Gomo. | 00:59:59 | |
| Board Member Hernandez, Board Member Martinez, President, Vice Chairman Queen Lejeune, and Chair Perez here. | 01:00:04 | |
| We will now hear public comments pertaining to items not on the Whining Housing Inc agenda. Madam Clerk, are there any public | 01:00:12 | |
| comments? No public comments. Thank you. | 01:00:16 | |
| We will have a business item to discuss for the Wyoming Housing Inc and that will be the initial meeting of Board of Directors, | 01:00:22 | |
| approval of Bylaws, appointment of officers and filing a Statement of Information. Will staff please present the report? | 01:00:28 | |
| Yes, thank you, Mayor. And I'm going to introduce. | 01:00:37 | |
| Gabby, pursue our housing director to provide the report. | 01:00:41 | |
| And just reiterate because I think I might have said it when we went to break that. I know this agenda is a little confusing | 01:00:44 | |
| because it's the first meeting of creating the Whining Me Housing Incorporated entity. | 01:00:49 | |
| And so we're going to walk through why we're doing that and and the next steps. So with that, I'll introduce Gabby Upisua. | 01:00:55 | |
| Thank you, Mr. Vega. | 01:01:07 | |
| The item before you today is the approval of the bylaws for the Port Hueneme Incorporated. It isn't going to be a nonprofit. | 01:01:10 | |
| Board the mission is to provide low income housing. | 01:01:21 | |
| To the city of Fort Wayne. | 01:01:25 | |
| Umm, today is your first official meeting. You have the bylaws in front of you which will establish the board and. | 01:01:29 | |
| I am available to answer any questions that you may have. | 01:01:37 | |
| If it's regarding their mission, the Purpose and Kevin is also available to answer any legal questions that you may have | 01:01:41 | |
| concerning the corporation. | 01:01:46 | |
| Thank you, Director Basua. Does Council have any questions? | 01:01:52 | |
| I do thank you, Mayor, and thank you, Miss Basua for the staff report and staff who worked on this. Congratulations. I think it's | 01:01:56 | |
| very exciting that we're establishing this new entity and I I think it'll be good for the city and give the housing Inc some | 01:02:05 | |
| flexibility and bringing more affordable housing to the city. I just had some questions about the structure of the. | 01:02:14 | |
| Of the new organization and I submitted some in writing earlier and I just wanted to publicly ask them so. | 01:02:23 | |
| I understand that there are some city staff members who will be serving. | 01:02:34 | |
| Has the treasure as the president. You'll be serving as the president, Miss Masu. | 01:02:38 | |
| Miss Lupe Etcetera will be the Treasurer. | 01:02:44 | |
| And Miss Georgiana Alvarez will be the secretary. But what will be the role of the city manager, if we have a question, for | 01:02:47 | |
| instance? | 01:02:50 | |
| Regarding. | 01:02:54 | |
| The Housing Inc. | 01:02:56 | |
| Do we go through, do we still go through the city manager or do we go through the president? What's the process here? | 01:02:59 | |
| It would still go through the city manager based on the the city. | 01:03:06 | |
| Council policy and Procedures Manual and the city's municipal code notwithstanding, however, it's important to keep in mind that | 01:03:11 | |
| this is a separate and distinct legal organization. And so. | 01:03:16 | |
| The the type of work I'm informed this is going to be doing. | 01:03:23 | |
| Almost all conversations would exclusively be happening in a public meeting. I don't foresee any real reason to be talking to | 01:03:27 | |
| staff behind the scenes, given my understanding of what this nonprofit will eventually be doing. | 01:03:33 | |
| It should all be very transparent and and I know that there's anticipation that this will be a busy nonprofit, at least initially, | 01:03:40 | |
| but a lot of kind of what's going on behind the scenes with this nonprofit as things get started and complying with HUD and | 01:03:45 | |
| potential leveraging with refinance and whatnot. | 01:03:51 | |
| Will not be things that will be disclosed individually to individual council members or board members. It will be something that's | 01:03:56 | |
| addressed at the board level when appropriate, right. And I wouldn't expect that. I would expect to follow the the process. I just | 01:04:02 | |
| it was not clear in the attachments. | 01:04:08 | |
| Which were worthy. | 01:04:14 | |
| Article One of the organization with the role of this city manager is and there was number mention of an executive Director. So | 01:04:17 | |
| that was somewhat confusing given the current structure of the Port Winneme Housing Authority. The executive structure of the | 01:04:24 | |
| Housing Authority was matched with respect to the creation of the nonprofit. OK, very good. | 01:04:30 | |
| And if I could just add and we we did discuss that and at this point we ultimately decided. | 01:04:37 | |
| To just match the existing structure. | 01:04:44 | |
| But we did talk about if we do have that desire to revisit that that the board will have the power to amend these bylaws and and | 01:04:47 | |
| can make that change. So we will look at it and when we feel it's time to to look at that, we'll make that recommendation very | 01:04:52 | |
| good. | 01:04:57 | |
| And will we still have a representative of the tenants? | 01:05:03 | |
| Like Mar Vista, will that still be part of the? | 01:05:08 | |
| Board of Directors. | 01:05:12 | |
| For the Housing Authority, yes, that would be correct. Where it's appropriate for a tenant organization or a tenant representative | 01:05:15 | |
| to exist form the property owner and the landlord side, I don't believe it's appropriate for the board of directors, no. | 01:05:21 | |
| So now you make me want to ask another question. Is the Housing Authority going away? | 01:05:28 | |
| No, it is not. The Housing Authority is still going to be engaging with with HUD and processing payments and what not. It's. | 01:05:33 | |
| This isn't I think it's. I think it's probably best. My current understanding is is to think of the nonprofit corporation as the | 01:05:41 | |
| property owner, as the landlord, instead of essentially going out and finding private residents who are willing to. | 01:05:48 | |
| Rent or lease their properties for in return for vouchers. | 01:05:56 | |
| And then what will be the meeting schedule? Will it follow council? | 01:06:01 | |
| Be attached to council meetings. It's yet to be determined the way the bylaws are. | 01:06:05 | |
| Written at the moment is the meeting schedule be approved by resolution of the board once things are kind of finalized and we get | 01:06:11 | |
| a clear idea as to what the schedule is going to look like, but I anticipate. | 01:06:16 | |
| And I've been informed by Miss Basua that at least initially, the board is going to be fairly busy, so I would anticipate a | 01:06:21 | |
| regular meeting schedule. | 01:06:24 | |
| Thank you. I have no more questions. Go ahead. | 01:06:28 | |
| I'm curious as to what would constitute being fairly busy just doing all the paperwork filings. | 01:06:31 | |
| There's no Go ahead, Gabby. | 01:06:43 | |
| OK, I I can probably. | 01:06:46 | |
| Answer that. So I do anticipate that this board will, we will be bringing presentations to this board in order to acquire land. | 01:06:49 | |
| To build we. | 01:06:59 | |
| The My vision, at least for this nonprofit, is to acquire land and be a builder for low income housing. | 01:07:01 | |
| For our city. So you will be having to make make decisions of whether or not that is something that you would like to see in the | 01:07:12 | |
| city. | 01:07:15 | |
| You are going to be considered the landlord and the owner. | 01:07:20 | |
| Of the. | 01:07:25 | |
| And in terms of indemnification and liability insurance? | 01:07:28 | |
| Is this we just extend our current coverages over to this new nonprofit? | 01:07:34 | |
| With respect to liability insurance? | 01:07:41 | |
| Insurance as a whole. Like insurance as a whole, this is a separate entity, so they have to get their own and where are they going | 01:07:44 | |
| to get it? | 01:07:47 | |
| It's up to the board to decide, and it's up to how this entity is funded in order to finance it. | 01:07:51 | |
| And then with the JPIA. | 01:07:59 | |
| In the businesses offering. | 01:08:02 | |
| These nonprofits coverage off the top of my head. I'd have to look into it, but my my initial, my initial indication or idea is | 01:08:05 | |
| that this is a private organization, This is not a local agency. So I'm not sure that CJPIA would offer coverage to this. | 01:08:12 | |
| And so then to our city manager, How do we guide them to? Because that seems to me might be. | 01:08:20 | |
| First priority. | 01:08:27 | |
| Yeah, exactly. I think so. | 01:08:29 | |
| Today is adopting the bylaws and implementing those and then I think there's going to be some immediate business which is sort of | 01:08:33 | |
| what the reference to having some busy first couple of meetings. | 01:08:38 | |
| But we're going to have some immediate business things to take care of and those will be some of those things. So if the city had | 01:08:46 | |
| a piece of property that we think would be great for low income housing, could we would we then initiate contact through? | 01:08:53 | |
| This nonprofit or are we? | 01:09:01 | |
| Wait to be contacted or how does that work? Who starts the process? | 01:09:05 | |
| It's possible that the nonprofit would do so. We're we're getting pretty far afield. We've still got. | 01:09:12 | |
| We've still got IRS and FTB filings. We still haven't filed a statement of information with the Secretary of State. We're still in | 01:09:18 | |
| the incorporation phase. So as of right now, as far as the Secretary of State knows is this corporation exists and tonight it's | 01:09:24 | |
| having its initial meeting. Other than that, nothing's been decided. There's there's going to be at least eight months of filings | 01:09:29 | |
| and things before any of this gets discussed. | 01:09:34 | |
| So it's we're still, it's important to remember that this corporation is still very much in its infancy. | 01:09:40 | |
| And then there's the Housing Authority. They're they're packaged under the city's insurance program. Is that correct? | 01:09:46 | |
| Yes, and Miss Basua can correct me if if she has the answer better than my. My understanding is the Housing Authority statutes in | 01:09:54 | |
| the state of California create a separate department within the city that is the Housing Authority. But the Housing Authority is | 01:10:00 | |
| in fact a city department, not a separate entity, and so the nonprofit is. | 01:10:07 | |
| The nonprofit is a separate private entity, OK. And just to remind everybody because we did a presentation maybe two or three | 01:10:13 | |
| months ago on the concept. | 01:10:18 | |
| And there's a. | 01:10:24 | |
| It's a hoop we have to jump through to be able to raise funding to either build units or acquire property or what have you to to | 01:10:26 | |
| actually develop affordable housing. | 01:10:32 | |
| And so just we as the city. | 01:10:38 | |
| We couldn't do things like mortgage or property but the nonprofit can can mortgage a property so, so and then just to go back to | 01:10:42 | |
| the question of you know is there. | 01:10:46 | |
| The possibility that either the city approaches the housing group with like here's properties that maybe would be good potential | 01:10:51 | |
| for you and let's have that conversation or with the housing group approach us, I expect both of those things will happen and into | 01:10:57 | |
| some level. We've already had some of those initial conversations of some of the things that could be mutually beneficial to the | 01:11:03 | |
| city and the housing. Wanami Housing Inc. | 01:11:09 | |
| It's I I can give a little bit more information regarding kind of the reason why this is such an attractive proposition is. | 01:11:15 | |
| Typically the way that HUD and everybody used to operate was that a 55 year covenant was required on a property that was offered | 01:11:24 | |
| for affordable housing purposes. | 01:11:28 | |
| And so HUD required a 55 year covenant. They also required numerous documents to be recorded in the chain of title like regulatory | 01:11:33 | |
| agreements and whatnot that discussed. | 01:11:37 | |
| How the properties had to be leveraged, how they had to be financed, how they had to be in order to ensure that those properties | 01:11:41 | |
| would continue to exist and continue to be available for affordable housing purposes for the next 55 years. | 01:11:46 | |
| Ultimately, what HUD has discovered over? | 01:11:52 | |
| 55 years of doing this is that that prevents those properties from being capable of refinance. | 01:11:55 | |
| They don't appreciate the same as other properties. | 01:12:00 | |
| They don't. It's it's almost impossible to continue to fund those properties and to rehabilitate them after 55 years has elapsed | 01:12:02 | |
| because no bank is willing to invest in them. | 01:12:07 | |
| So this is HUDS effort of getting around the 55 year covenant which renders title to the property unmarketable. | 01:12:13 | |
| This now allows you to leverage increased property values in an effort to. | 01:12:20 | |
| Rehabilitate those properties, modernize them. Make the appropriate ADA repairs. | 01:12:24 | |
| Do the things that you otherwise couldn't do without very complicated transactions. | 01:12:29 | |
| Through various banks with subordination agreements as well as regulatory agreements that took months to negotiate. | 01:12:36 | |
| And still resulted in diminished value received from properties that were. | 01:12:42 | |
| Essentially burdened by extensive coven. | 01:12:47 | |
| And so this allows us to get around that. | 01:12:50 | |
| And realize the value of these properties with the end goal of improving those properties for residents. | 01:12:52 | |
| All right. Thank you, Kevin, for that explanation. | 01:13:02 | |
| Are there any public comments on this item? | 01:13:06 | |
| No public comments, thank you. So the recommendation is to review and adopt the draft bylaws, appoint Miss Gabriela Basua as the | 01:13:09 | |
| president, appoint Miss Lupe Aceto as the treasurer and appoint Miss Georgiana Alvarez as the secretary of said corporation. | 01:13:15 | |
| It is further recommended that the proposed Board of Directors authorize Kevin Spaulding to file a statement of information for | 01:13:22 | |
| the corporation with the Secretary of State. | 01:13:27 | |
| I'd like to make a motion to approve the recommendation. I have a second. | 01:13:33 | |
| Madam Clerk. | 01:13:41 | |
| All in favor? Aye. All opposed. | 01:13:43 | |
| Hearing none motion passes unanimously. | 01:13:47 | |
| Thank you. So we will now. | 01:13:49 | |
| Adjourn the Whining Me Housing Inc meeting and we will reconvene the City Council meeting. The time is now 741. | 01:13:52 | |
| And moving on to the consent calendar, we will now consider items on the consent wait, do we need to do roll call again for those? | 01:14:08 | |
| No. | 01:14:12 | |
| No, because we called back to order. | 01:14:16 | |
| So we will now consider items on the consent calendar, which will now be enacted in one motion unless a council member has a | 01:14:21 | |
| request to remove an item for discussion. May I have a motion and a second to approve the consent calendar? | 01:14:26 | |
| Move to approve. | 01:14:34 | |
| 2nd Thank you. | 01:14:36 | |
| Madam Clerk. | 01:14:39 | |
| All in favor, aye. | 01:14:41 | |
| All opposed. | 01:14:42 | |
| Hearing none motion passes unanimously. | 01:14:44 | |
| We have no public hearings and we're moving on to business items. The first business item is the Ventura County Organized Retail | 01:14:47 | |
| Theft Task Force. Will staff please present the report. | 01:14:52 | |
| Yeah, and I'm going to actually introduce our police Chief Federico and our partner from the Sheriff to give an overview. | 01:14:58 | |
| On the. | 01:15:06 | |
| Project on the proposal in the project. | 01:15:08 | |
| Good evening, everyone. Tonight I'm joined by Captain Ron Chips with the Ventura County Sheriff's Department and Assistant Sheriff | 01:15:14 | |
| Vic Fazio. | 01:15:18 | |
| Staffs recommended the City Council authorize us to execute an. | 01:15:25 | |
| UH Mou for an Organized Retail Theft Task Force with the Ventura County Sheriff's Department. | 01:15:29 | |
| A little background on this in December of 2023. | 01:15:38 | |
| Ventura County was named the safest large county in all of California. | 01:15:41 | |
| Ventura County law enforcement officials attributed the this designation to the collaborative working relationship amongst all | 01:15:46 | |
| your law enforcement agencies. | 01:15:51 | |
| The partnership has provided another opportunity in the form of the Ventura County Organized Retail Theft Task Force. | 01:15:57 | |
| Retail theft has become a crisis in many areas across the state and country. | 01:16:05 | |
| And was estimated to cost over 110 billion across the country last year. | 01:16:09 | |
| Ventura County law enforcement agencies are proactively. | 01:16:15 | |
| Proposing development to join a task force to address this issue. | 01:16:18 | |
| So I'm going to. | 01:16:23 | |
| Captain Chips to talk about the task force. | 01:16:24 | |
| Good evening, Madam Mayor, council members, Mr. Vega. | 01:16:28 | |
| My name is Ron Ships. I'm a captain with the Venture County Sheriff's Office. Thank you for the opportunity to talk with you and | 01:16:31 | |
| give you just a brief overview of the Venture County Organized Retail Theft Task Force. | 01:16:36 | |
| On September of last year, the Sheriff's Office applied for and was was awarded a $15.6 million grant. | 01:16:41 | |
| Focusing specifically on organized retail theft, auto theft, auto part theft, so like catalytic converters. | 01:16:47 | |
| And also cargo theft. | 01:16:54 | |
| This with that grant money, we created a multi agency task force that was focused on addressing the nearly $10 million estimated | 01:16:58 | |
| loss in Ventura County each year. | 01:17:03 | |
| Due to organized retail theft related crimes. | 01:17:09 | |
| Our grant covers a 44 month period which ends in the end of December in 2026. | 01:17:13 | |
| And provides funding for salary, benefits for a total of 8 sworn positions within the task force and some non sworn professional | 01:17:19 | |
| staff. | 01:17:23 | |
| The sworn staff includes 2 sergeants. One is a Sergeant with the Venture County Sheriff's Office who's currently in place. | 01:17:28 | |
| And then one should your Council approve the OR authorize the, the execution of this memorandum of agreement. | 01:17:34 | |
| Would be from the Port Winding Police Department. | 01:17:42 | |
| Starting hopefully around April 15th. | 01:17:44 | |
| The task force has 8 sworn investigators who operate underneath the two sergeants, four of which will come from the Sheriff's | 01:17:48 | |
| Office and are actually currently in place. | 01:17:52 | |
| And then two from other agencies within the county. | 01:17:57 | |
| Currently we have an agreement with the Simi Valley Police Department to fill one of those outside agency spots with a detective | 01:18:01 | |
| starting April 15th. | 01:18:05 | |
| This grant, amongst other things, also provides funding for a vehicle, so the the. | 01:18:10 | |
| Sergeant will be driving a. | 01:18:16 | |
| Funded vehicle and also other related equipment. | 01:18:18 | |
| That may be necessary for any member of the task force. | 01:18:22 | |
| Obviously, our overall goal is to reduce the instances of ORT organized retail theft and related crimes by 50% over the three-year | 01:18:26 | |
| grant period. | 01:18:30 | |
| We're going to accomplish this by signing each reported case of organized retail theft and related crimes. | 01:18:37 | |
| To one of the task force investigators. | 01:18:43 | |
| Utilizing intelligence LED policing principles to identify, apprehend thieves and and hold them accountable for the crimes that | 01:18:45 | |
| they commit in our county. | 01:18:49 | |
| The count, the task force is currently up and running with the staff that we have from the Sheriff's Office. | 01:18:53 | |
| We've been operating for about a week. We have, like I said, one Sergeant from the Sheriff's Office and four senior deputy | 01:18:58 | |
| investigators. | 01:19:01 | |
| We've already had one success story. As of last Friday. We arrested two. | 01:19:05 | |
| Out of three suspects who were involved in a multi $1000 theft from sunglass retailers in the cities of Cameroon, Thousand Oaks. | 01:19:10 | |
| Additionally, I. | 01:19:19 | |
| As part of that case, we kind of a byproduct was we were able to identify an online marketplace where some of these stolen items | 01:19:21 | |
| are being sold. | 01:19:24 | |
| Throughout the state so. | 01:19:27 | |
| That's going to help us hopefully continue to curtail the problem. | 01:19:29 | |
| And identify other suspects and recover stolen property. | 01:19:33 | |
| So that's a brief overview of the program. I'll turn it back over to the Chief. So I appreciate the opportunity again to describe | 01:19:38 | |
| the program to you and I'll be happy to answer any questions at the end of the presentation. | 01:19:42 | |
| So folks, much much respect from Sheriff Freihoff and. | 01:19:48 | |
| Assistant Sheriff Fazio for inviting. | 01:19:54 | |
| Your report or any Police Department to be a team leader on this task force. | 01:19:57 | |
| We're fortunate enough to have Sergeant Baltazar Tapia amongst our ranks who has prior Task force experience. | 01:20:01 | |
| And as a Sergeant. | 01:20:07 | |
| Sergeant Tapia can can basically get started right away because he has prior task force experience and he has a skill set. | 01:20:09 | |
| To help lead and mentor in this team again. | 01:20:18 | |
| Your smallest PD in the county is being asked by the sheriff to come lead it, and that's a lot of respect from them. Appreciate | 01:20:21 | |
| it. The timing is very right for this position. As you all remember, Officer Gutierrez was sworn in not too long ago. | 01:20:28 | |
| His position as he's getting off field training now can replace this position with Tapia. | 01:20:35 | |
| Give you a little. | 01:20:41 | |
| Bit more about career development and in our personnel, we can put Senior Officer Henry Montelongo into a supervisor role to | 01:20:43 | |
| replace Tapia Shift. | 01:20:48 | |
| Because folks, I have a few years to get our less tenured people up and running to take this department over for the number of. | 01:20:53 | |
| Retirements that are approaching. | 01:21:01 | |
| In the near future, and it's a big part of what I'm doing, is succession planning and career development. | 01:21:03 | |
| And as quickly and effectively as we can and this is a perfect opportunity and timing for that. | 01:21:09 | |
| This is a fully funded position, equipment to vehicle. | 01:21:16 | |
| Fully funded salary benefits. | 01:21:20 | |
| This allows us. | 01:21:23 | |
| Two, there'll be two parts to this. The first part's going to be a salary savings at first, but the second part is going to be we | 01:21:25 | |
| will have an opportunity like no other. | 01:21:29 | |
| To over hire for that. | 01:21:34 | |
| So we don't have any gaps. | 01:21:37 | |
| In our future succession planning. | 01:21:39 | |
| As people retire, we will already have trained up personnel. | 01:21:41 | |
| There's retirements potentially in the next one to three years and this is a three-year funded position. | 01:21:44 | |
| So we can take this opportunity that is unique. | 01:21:50 | |
| To try to stop the gap on vacancies and have trained people ready to take over. | 01:21:53 | |
| There's a. | 01:22:03 | |
| This is one more assignment in your department that we do not currently have. | 01:22:04 | |
| This allows me to help recruit lateral officers to our department if I can create more assignments. | 01:22:09 | |
| We have a limited number. | 01:22:16 | |
| Of assignments in a small department, but this is another. | 01:22:19 | |
| Assignment somebody could rotate into during their career. | 01:22:22 | |
| I need a variety of assignments and this is 1. | 01:22:27 | |
| Working the. | 01:22:31 | |
| Organized retail theft operations in our city will bring extra resources. | 01:22:33 | |
| Into our city that we don't have. | 01:22:37 | |
| It'll also bring added security to our port, as some of the operations we're going to do isn't going to involve. | 01:22:39 | |
| Cargo theft. | 01:22:46 | |
| And talking to my federal partners, my port partners on Kristen's. | 01:22:47 | |
| There's there's a lot we need to start looking into into our port and this team is going to allow us to do that. | 01:22:55 | |
| Port security is something that's been on my priority list since I came back as chief. | 01:23:04 | |
| And this is a big step to get us back into the footprint of the port. | 01:23:09 | |
| We do not have a surveillance team, folks. We have to assemble them quickly. Borrow from others when we need one. | 01:23:13 | |
| There are times when we need them. | 01:23:21 | |
| Within hours. | 01:23:25 | |
| This is going to be a one phone call activation of a surveillance team by calling Sergeant Tapia if we need them. | 01:23:26 | |
| Another benefit that comes from this. | 01:23:37 | |
| Task force assignment is a separate overtime budget that comes back to us in the city. | 01:23:41 | |
| And I can utilize that. | 01:23:48 | |
| To prevent even some of our shoplifting. | 01:23:51 | |
| Retail theft in the North End I can actually fund. | 01:23:54 | |
| Some bike patrol details. | 01:23:57 | |
| In our shopping centers. With that I can fund some details at the port. With that I can fund catalytic converter thief. | 01:23:59 | |
| Details with that overtime budget that also comes. | 01:24:07 | |
| In our 400 plus Part 1 crimes that are reported to you last year at a prior meeting, 85% of those were property crimes. | 01:24:13 | |
| Of the 85%, about a third were retail related. | 01:24:21 | |
| Of the remaining 10%. | 01:24:27 | |
| You had catalytic converter thefts and other vehicle park thefts, something that this task force will look into. | 01:24:28 | |
| Out of another 10% of that. | 01:24:36 | |
| Those thefts were stolen vehicles. Again, something else the Organized Retail Theft Team is going to look at. | 01:24:38 | |
| And investigate. | 01:24:45 | |
| And then something else that we need as a small PD. All small PDS do. | 01:24:49 | |
| There are crimes occurring. | 01:24:54 | |
| In all of our cities that are from. | 01:24:56 | |
| Suspects outside the area. | 01:25:00 | |
| And that is something you need a task force for. He just said they worked a case. | 01:25:02 | |
| You start to, you put the. | 01:25:07 | |
| Start to put the lines together. Where property's going, you realize it's outside. A good example is we just had a distraction | 01:25:09 | |
| theft case on our beach this weekend. | 01:25:13 | |
| And some the victims were elderly and some people drove up in a car. | 01:25:18 | |
| And started talking about their jewelry and showing them jewelry they had and by the time. | 01:25:23 | |
| This elderly couple realized what's going on. These people are swapping off their jewelry and they're driving away. Well, we did a | 01:25:28 | |
| lot of research and to find out that suspect vehicle because we have some technology in the city. | 01:25:32 | |
| And unfortunately, our suspects are out of Orange County. | 01:25:38 | |
| Imagine this. You have a suspect hitting our beach here in Orange County. | 01:25:42 | |
| The same day they could hit Ventura. The same day they could stop off the 101 and hit somebody at a mall in Thousand Oaks. And | 01:25:47 | |
| they're going to keep going. | 01:25:50 | |
| That's why you have a task force, because once 1 triggers and we get the task force going and you make a phone call. | 01:25:54 | |
| They'll they'll have team members on the other side of the county. | 01:25:59 | |
| That may already be watching for. | 01:26:02 | |
| And a task force already set up to start looking at cameras and other stuff. | 01:26:05 | |
| And if this goes to Orange County, this is a task force. That's not a tide to here. | 01:26:09 | |
| They can go down to Orange County and they can do a surveillance down there on our suspects from up here. | 01:26:13 | |
| Real life story just happens this weekend. These are things that are possible with the task force. | 01:26:18 | |
| So with that. | 01:26:24 | |
| I can open it up for questions. | 01:26:26 | |
| Thank you. Does Council have any questions? | 01:26:28 | |
| Councilmember. | 01:26:31 | |
| So I think I. | 01:26:37 | |
| We talk about hiring officers. I'm all for that. I think this is a great opportunity for the city, so I really appreciate. | 01:26:39 | |
| The city getting an opportunity to participate. | 01:26:47 | |
| But I keep, I keep, I'm under the, always under the impression that we're right sized. | 01:26:51 | |
| Right the right size, we have what we need. | 01:26:56 | |
| And so when we are sending someone. | 01:27:00 | |
| To do other. | 01:27:03 | |
| What is not being done in the? | 01:27:05 | |
| Or how soon will you be hiring someone to do the work of the person who's going to be out doing something else? | 01:27:08 | |
| So it's an immediate replacement for all of our staffing levels. I have a couple of other priority positions I'll be creating down | 01:27:16 | |
| the road. | 01:27:20 | |
| But the timing's not right for those because they're being handled collaterally. | 01:27:24 | |
| So the timing on this? | 01:27:28 | |
| Movement of this position is good, and there's one for one right now with Gutierrez filling it. | 01:27:30 | |
| And I have several lateral applicants that are being interviewed next week that we can hire on in the department. | 01:27:35 | |
| To fill our last two vacancies, which will give us a couple of. | 01:27:43 | |
| Overlapping spots on patrol. | 01:27:48 | |
| So as people are being. | 01:27:50 | |
| Position something is vacant. | 01:27:54 | |
| However, however, so right now with your existing. | 01:27:56 | |
| With your existing staff. | 01:28:02 | |
| We are efficient and effective we are. | 01:28:04 | |
| There's a couple more spots I want to create patrol detectives and the the collaterals we have. | 01:28:07 | |
| So those are good. | 01:28:12 | |
| What what I wanted for this to happen. | 01:28:14 | |
| Was that one more body which we just got in Officer Gutierrez? | 01:28:17 | |
| So he's gonna go in to fill that. | 01:28:22 | |
| That 22nd. | 01:28:25 | |
| For Tapia and as Tapia leaves with our laterals that we have coming in, we'll have the. | 01:28:26 | |
| Opportunity to fill those last two positions and potentially. | 01:28:33 | |
| Higher for Tapia's position as well, which will give us one more. | 01:28:37 | |
| Over the. | 01:28:42 | |
| 24 to 25 officers, but it's a budget neutral position because we're getting compensated by the county task force. Great. So I'll | 01:28:44 | |
| ask one more question and I'll be done, I think. | 01:28:49 | |
| So everything is still going to be done. | 01:28:55 | |
| And we're not over tasked taxing any of our officers to cover. | 01:29:00 | |
| To until we until you hire someone else so everything's covered everything. The only person who gets over task is your chief when | 01:29:05 | |
| he decides to take a bike out on Saturday. OK, and go hang out with real guppies on the pier. OK, thank you. If I could just maybe | 01:29:11 | |
| add to that too. Just quickly so. | 01:29:17 | |
| We had three vacancies in our Police Department. We just filled one officer, Gutierrez, so we're down to two vacancies. | 01:29:24 | |
| And I think when we talk about being right sized, I think we do have the right size department. But we had operated with a lot of | 01:29:32 | |
| vacancies for a long time and that's not unique. That's the problem going county wide. I think the Sheriff's Department is | 01:29:38 | |
| struggling to fill positions right now. Well, all police departments are struggling to fill positions right now. | 01:29:44 | |
| We've all heard about Santa Paula and their situation, for example. | 01:29:50 | |
| So we're actually pretty fortunate that we're actually kind of getting back to fully staffed. Well, this is going ragging rights, | 01:29:54 | |
| yeah, yeah. And so that's a rare problem to have right now. So we've we've actually built back up and so we're, I think that was | 01:30:00 | |
| what Chief Federico has explained when he said by filling that position, we actually kind of reached a level we hadn't been at for | 01:30:05 | |
| a while because we had the vacancies. | 01:30:11 | |
| And we're actually working on recruiting another lateral officer at this time. | 01:30:17 | |
| And and where we'd be. | 01:30:21 | |
| Even only have one vacancy at that point, so. | 01:30:24 | |
| So that's what kind of freed up the ability to do this and and then this down the line. | 01:30:28 | |
| The great thing about this that even I didn't expect was. | 01:30:35 | |
| This is a three-year MOU. | 01:30:39 | |
| And so that three-year commitment does open up possibilities when we look at the budget to say, well if we know that that this is | 01:30:41 | |
| paid for by this grant then. | 01:30:45 | |
| What can we do with that, What we can actually get more services for our community so? | 01:30:50 | |
| So that'll be talked about separately with the budget. So thank you, Councilmember Hernandez. Thank you, Mayor. And thank you, | 01:30:55 | |
| Chief, your presentation, Captain. And welcome, Assistant Sheriff Ozzie. Oh, good to see you. | 01:31:00 | |
| I want to preface my questions with a. | 01:31:07 | |
| With the fact that I am very supportive. | 01:31:09 | |
| Of regional planning regional. | 01:31:12 | |
| Coordination with our local law enforcement agencies. I think it's great. | 01:31:15 | |
| And the need for this task force I think is, is certainly there based on the trends that we're seeing out there. | 01:31:20 | |
| In criminal activity and the organized theft. | 01:31:27 | |
| And I'm glad that you mentioned. | 01:31:31 | |
| The cargo security on the port because. | 01:31:33 | |
| It was mentioned in the report, but I didn't know that was it was going to be referencing the port of Winemay, which is I think | 01:31:37 | |
| we've needed to do that for a long time and I'm sure that they welcome the assistance. | 01:31:43 | |
| I do have some similar questions though regarding. | 01:31:50 | |
| Losing Sergeant Tapia, who was just recently promoted to Sergeant. | 01:31:54 | |
| He has a lot of great experience, good investigative experience, one of our top cops. | 01:31:58 | |
| And he's going to. | 01:32:05 | |
| You know rightly go to a stellar agency now and and work on this task force, but will Gutierrez be able to match his experience? | 01:32:07 | |
| How do you, how do you figure that Gutierrez isn't matching his experience? Henry bout Delongo is taking his position and then | 01:32:16 | |
| Gutierrez just filling basically the officer spot to remove Henry out of there. So I feel like we're playing chess here. It would | 01:32:23 | |
| be. I would love to see a diagram so that you could show us. I think that would be better. I would better be able to understand if | 01:32:29 | |
| I may ask a, are we getting into personnel discussions here? Yeah, I think. | 01:32:36 | |
| I think that the big picture answer, without getting into personnel issues, is that. | 01:32:44 | |
| We've recently filled a position that gives us this flexibility and then I think I would encourage everybody not to talk about | 01:32:48 | |
| qualifications of individual officers, but the chief is. | 01:32:53 | |
| Managing those positions that we have and. | 01:32:58 | |
| I know is looking at this as an opportunity to actually expand our our resources and our qualifications. | 01:33:01 | |
| And so I think that's our response, but for one response, you said it. | 01:33:10 | |
| A successful succession plan in any organization is chess, and it's something I've been planning since day. One night I got her. | 01:33:15 | |
| So I didn't, I didn't mean to delve into personnel issues, but I just wanted to express, you know, how we feel about Sergeant | 01:33:23 | |
| Tapia and his experience and. | 01:33:28 | |
| And it does, You know, it is a concern. We don't want to lose that level of experience and not be able to replace it. If I can, go | 01:33:33 | |
| on, please. | 01:33:37 | |
| So it's not we. | 01:33:42 | |
| OK. Council Member Hernandez, can you please finish? Yes, if I'd like. OK, my my next question is in 2026, what happens with the | 01:33:45 | |
| program? Do we return the vehicle? Does the position come back then to the to the? | 01:33:52 | |
| To our agency. | 01:33:59 | |
| I fully expect that given the statewide issue that we're seeing with organized retail theft. | 01:34:01 | |
| Crimes. I expect there will be another organized retail tap. | 01:34:09 | |
| Grant program. | 01:34:14 | |
| But unfortunately I can't say standing here today that that that's a that's a for sure thing. | 01:34:16 | |
| But I would say we have a very good shot especially with the program that we're that we're creating with. | 01:34:23 | |
| The the Multi Agency. | 01:34:28 | |
| You know, coordinated task force. | 01:34:31 | |
| We're definitely going to be on the on the forefront and and have the the eye of the state of the governor in in future grant | 01:34:34 | |
| programs. | 01:34:38 | |
| OK, very good. Well, thank you. I think that concludes my questions. Thanks again for coming out tonight. Appreciate it very much. | 01:34:43 | |
| Any other questions from council? | 01:34:47 | |
| All right. Could I just maybe add one more comment because I think one thing that the Chief hit on that I really want to drive | 01:34:52 | |
| home is. | 01:34:56 | |
| Is especially for smaller agencies when you know retirements and things like that are coming. | 01:35:00 | |
| And I've been through this myself, where you don't have a position to start training, then to bring in the next person and train | 01:35:06 | |
| them up to be prepared to take their place and to get the experience and the knowledge from them. | 01:35:13 | |
| And what I've seen and what I've lived through is that. | 01:35:20 | |
| 3 Two or three years later, you look back and go. I wish we had figured out a way to bring somebody in to learn from this person | 01:35:24 | |
| before they left. | 01:35:27 | |
| And I think for us that was a legitimate concern we have looking at our officers and anticipating probably some retirements in a | 01:35:31 | |
| couple years. | 01:35:35 | |
| That we don't have the. | 01:35:41 | |
| Budget to start. | 01:35:43 | |
| Kind of giving people those experiences to be ready to replace or to step into those shoes. | 01:35:45 | |
| So that is I think an important piece of this as well. And so this is an opportunity for us to do that. | 01:35:50 | |
| And I think lastly just and I understand the concern about like are we losing service to our community I think. | 01:35:58 | |
| That I can speak for the chief and he correct me if I'm wrong, but we believe this is a gain of more resources for the community | 01:36:06 | |
| and I don't think we would we would even be proposing it if that wasn't the case so. | 01:36:11 | |
| Thank you. I'll end with thanks you Chief and thank you Captain for the presentation and I have full confidence in the Chief and | 01:36:18 | |
| his ability to determine. | 01:36:21 | |
| Who goes where? Who's capable? Who's ready? And I have no doubt that. | 01:36:25 | |
| Senior Officer Montelongo will fill the shoes for Tapia when he leaves and I think this is a great opportunity for Sergeant Tapia, | 01:36:31 | |
| so congratulations to him. | 01:36:34 | |
| So given that, do we have any public comments on this item? | 01:36:40 | |
| No public comments. Thank you. So the recommendation is to authorize staff to execute the attached Memorandum of Understanding | 01:36:45 | |
| with the Ventura County Sheriff's Office to join the Ventura County Organized Retail Theft Task Force. And it takes steps needed | 01:36:50 | |
| to implement the MOU. May I have a motion and a second, please? | 01:36:55 | |
| Motion to approve staff's recommendation second. Thank you. | 01:37:01 | |
| No further discussion. | 01:37:06 | |
| All in favor. | 01:37:08 | |
| Aye, all opposed. | 01:37:10 | |
| Hearing none motion passes unanimously. Thank you. | 01:37:12 | |
| Next item, Business item Tonight is the planning and management of the 2024 Whining Me Beach Festival. Will staff please present | 01:37:17 | |
| the report. | 01:37:20 | |
| Yes, thank you and Deputy City Manager Charles Perez will be presenting this. He had gone through the Citizen Advisory Commission | 01:37:26 | |
| and and and come back with recommendations from them and presented those to council. | 01:37:33 | |
| A couple months back. And so this is the next step in that process. So he'll walk us through. | 01:37:41 | |
| The process to date and what we're recommending at this time. | 01:37:47 | |
| Thank you, city Manager. Good evening, Mayor, Mayor Pro Tem, City Council, members of the public, city staff. | 01:37:53 | |
| Item 12 on your agenda does pertain to the planning and management of. | 01:37:59 | |
| This year's Wenimi Beach Festival and seeks council's approval of four separate recommendations. | 01:38:04 | |
| By way of quick background on September 5th of last year. | 01:38:12 | |
| The council approved a list of topics that were appropriate for. | 01:38:16 | |
| Citizen Advisory Commission to review. | 01:38:20 | |
| The list included a review of city sponsored large scale events. | 01:38:23 | |
| Consistent with that direction at their October 9th and November 13th meetings. | 01:38:27 | |
| The CAC reviewed a summary of the 2023 festival. | 01:38:32 | |
| And offered recommendations pertaining to. | 01:38:37 | |
| To the conduct of the 2024 event. | 01:38:39 | |
| On December 18th, this information along with a summary. | 01:38:43 | |
| Of the Citizen Advisory Commission's recommendation was presented to the. | 01:38:46 | |
| Council provided specific feedback to be used in the planning of the 2024 event. | 01:38:51 | |
| And authorized staff to analyze in-house management options. | 01:38:56 | |
| And issue a request for proposals as a contingency plan. | 01:39:00 | |
| Quick reminder, the specific direction that council provided in terms of feedback and planning concept. | 01:39:07 | |
| Was that? | 01:39:13 | |
| Community and nonprofit organizations should be a key focus. | 01:39:15 | |
| The event itself should be assured to have a community focus. | 01:39:20 | |
| We should look to increase the usage of Winemie Beach. | 01:39:25 | |
| Ensure youth involvement and sports activities are part of the event. | 01:39:30 | |
| At that time there was a discussion about reducing the event to a one day event and ensuring that we avoid conflicts with other | 01:39:34 | |
| events in the county. | 01:39:38 | |
| Ensure that there was a presence of Navy, Navy, Chumash and Community group participation. | 01:39:43 | |
| Ensure that resources serving our community were present and part of the event. | 01:39:50 | |
| Focus on the event being financially self-sustaining. | 01:39:55 | |
| Increase the regional draw and to maximize attendance of the event. | 01:39:59 | |
| And ensure that the cannabis presence is retained in the event. | 01:40:05 | |
| Pursuant to the direction given at that meeting. | 01:40:13 | |
| The city explored the possibility of using staff resources to organize and oversee the festival, while also reviewing proposals | 01:40:16 | |
| received in response to the RFP. | 01:40:20 | |
| Because the city is fortunate to have staff members that possess a deep familiarity with the whining community and have expertise. | 01:40:25 | |
| In running events, we are recommending that the Council cancel the RFP. | 01:40:33 | |
| And authorize the use of a staff committee to plan and manage this year's event. | 01:40:38 | |
| The Police Explorer program, which offers valuable training and education to young members of the community in the field of law | 01:40:43 | |
| enforcement. | 01:40:46 | |
| Would be part of the program. | 01:40:49 | |
| The festival provides an opportunity for the explorers to participate in crowd control. | 01:40:51 | |
| Large event planning and to assist the city and other valuable. | 01:40:56 | |
| Tasks. | 01:41:00 | |
| During staff's preliminary investigation, it became evident that reducing the event to a one day event would not reduce | 01:41:03 | |
| significantly, would not reduce expenses. | 01:41:08 | |
| But would likely have a substantive impact on revenues generated both in the form of sponsorships and on site. | 01:41:13 | |
| Revenue generation. | 01:41:19 | |
| As such, staff is recommending to continue hosting A2 day festival. | 01:41:22 | |
| This year, the proposed dates would be September 7th and September 8th. | 01:41:26 | |
| Finally, staff is recommending A modification to the footprint of the festival. | 01:41:31 | |
| That would incorporate the use of beach activities. | 01:41:36 | |
| And reduce the traffic impacts along Surfside Drive. | 01:41:40 | |
| So there was a preliminary budget attached to the staff report, most importantly as it pertains to the city's contribution. | 01:41:49 | |
| Last year, the city was asked to provide an event sponsorship of $25,000. | 01:41:57 | |
| And at the conclusion of the event, the city was responsible for almost $46,000 of a deficit. So the. | 01:42:03 | |
| Total contribution of those two items was approximately $71,000. | 01:42:10 | |
| This year, the preliminary budget proposes A sponsorship from the city of $35,000. | 01:42:15 | |
| And a $25,000 donation to the Explorers for their participation and assistance with the event. | 01:42:20 | |
| So that's $60,000, representing an approximate $11,000 year over year decrease in the city's contribution to this event. | 01:42:27 | |
| So in summary, the recommendation from staff includes 4 items. | 01:42:38 | |
| To cancel the RFP and not award a contract to a vendor. | 01:42:44 | |
| To approve the use of an employee committee to plan and manage the festival. | 01:42:48 | |
| Authorize a $25,000 donation to the Explorer program. | 01:42:53 | |
| And authorized the city manager to consider and accept in kind donations. | 01:42:57 | |
| In lieu of fees for local nonprofits. | 01:43:01 | |
| The last recommendation I didn't explain, so I'll just touch on that. | 01:43:04 | |
| As noted earlier in the Planning concepts, we want to encourage and facilitate nonprofit organizations involvement in the festival | 01:43:08 | |
| and we thought that in addition to having booths, we could use some of our local nonprofits to participate provide activities. | 01:43:15 | |
| In in exchange for that, we would waive. | 01:43:24 | |
| The fees that would normally be associated with being a vendor at. | 01:43:27 | |
| The event. | 01:43:31 | |
| So that's the reason to authorize the city manager to have that discretion. | 01:43:32 | |
| That concludes the presentation. City Manager and I are available for any questions. | 01:43:36 | |
| Thank you, Mr. Perez. Do Council have any questions for staff? | 01:43:41 | |
| Mr. Councilmember Gama. | 01:43:45 | |
| I was. | 01:43:49 | |
| I thought I was told or I heard or that we're gonna scrap the cannabis. | 01:43:50 | |
| Part of it as being non. | 01:43:58 | |
| Whatever. So as the council shortly knows, in the years past there has been a cannabis Cove that has been an element of the | 01:44:01 | |
| festival. | 01:44:06 | |
| This year's conceptual plan at this time does not envision continuing the cannabis Cove. | 01:44:11 | |
| But the comment was made when we went to council that we should retain a cannabis presence, so the thought is that we would. | 01:44:16 | |
| Where did that come from? Because I don't recall that. I don't, I don't think. | 01:44:23 | |
| I don't think having cannabis and a youth centered activity makes a lot of sense. | 01:44:28 | |
| We're happy to take whatever direction of the Council. Previously it was discussed that it is an integral part of our community | 01:44:34 | |
| and it should be retained in some fashion. | 01:44:38 | |
| At this time it was envisioned that the cannabis vendors would be able to be present and have booths there, but we would not have | 01:44:43 | |
| a cannabis. | 01:44:47 | |
| Cove where there would be any product discussions or any sale of any goods. | 01:44:52 | |
| If the council wishes to provide different direction on that matter, we're happy to receive that this evening. So this is this is | 01:44:57 | |
| vastly different than before. Then you're saying that can become an advertise their business, but not. | 01:45:02 | |
| So there would be no cannabis code. There would be no sale of problem. There wouldn't be an exclusive Cannabis Cove area that | 01:45:08 | |
| there was before, it would just be there. They can sponsor like any other sponsor and have their name on a banner or they can have | 01:45:14 | |
| a booth like any other booth. So it would be a different, it would be. | 01:45:19 | |
| It would still be incorporated, but it would be, it would be much lower key. Yeah, lower key than in the past, that idea. Thank | 01:45:26 | |
| you. | 01:45:30 | |
| Councilmember Martinez, do you have any questions? | 01:45:35 | |
| No. I see that there's a request for more sports, but it isn't. | 01:45:38 | |
| Set exactly what sports. | 01:45:44 | |
| We're gonna be incorporated. | 01:45:46 | |
| Those types of details would be worked on with the committee. | 01:45:49 | |
| Should the Council give us authority to move in this direction? | 01:45:53 | |
| OK, I would recommend. | 01:45:55 | |
| Contacting any of the volleyball teams in our local high schools, especially since beach volleyball is going on right now. | 01:45:57 | |
| I do understand. | 01:46:04 | |
| They wanted to do a tournament. We would need at least one more volleyball court out there. | 01:46:06 | |
| I've been pushing for a volleyball court and at least one more for a while, but. | 01:46:11 | |
| I think that would be nice, having like a volleyball tournament. | 01:46:14 | |
| Yeah, the preliminary discussions, we have been focused on school teams, both volleyball and potentially soccer. Again, details | 01:46:17 | |
| should be determined, but those are things that we anticipate making contacts. Should the council be supportive of this approach? | 01:46:21 | |
| Of course. | 01:46:25 | |
| Councilmember Hernandez. | 01:46:30 | |
| Thank you, Mayor, and thank you, Mr. Bratz, for. | 01:46:33 | |
| Your report. I did submit some questions, some of which have been answered so far, but. | 01:46:37 | |
| A lot of them have to do well. My primary question has to do with the approach in. | 01:46:43 | |
| Hiring and kind using in kind staff. | 01:46:48 | |
| To conduct, to plan for. | 01:46:50 | |
| Organize and implement the festival. | 01:46:54 | |
| For a while now, we've been hearing that we shouldn't be asking staff to take on additional projects. That many staff are wrapped | 01:46:57 | |
| up. | 01:47:01 | |
| Existing day-to-day duties, the Bubbling Springs project, now we have. | 01:47:06 | |
| The public works. | 01:47:10 | |
| Pipeline project that's going on. | 01:47:13 | |
| And so I'm wondering what the impact this is actually going to have? | 01:47:16 | |
| On staff in terms of their time, I understand that. | 01:47:21 | |
| Henry Montelongo has been had to do the organization and the explorers will. | 01:47:25 | |
| Be assisting in that and I'm all for them gaining that special event experience. | 01:47:32 | |
| But there's also mentioned in the report that there's going to be an employee committee and can you tell us more about that? Who | 01:47:39 | |
| will be? | 01:47:42 | |
| What departments will be committing staff to that committee and? | 01:47:47 | |
| And what the impact of this is going to be on staff because we have less than six months to put this event on. | 01:47:50 | |
| So at this time, we anticipate participation from a recreation and community services. | 01:47:57 | |
| Public works as well. You mentioned Henry Montel. | 01:48:04 | |
| Frank Montelongo has been the individual that we have communicated with. He and Henry certainly have experience with various | 01:48:08 | |
| events, so. | 01:48:12 | |
| We'll probably pull experience and expertise from both of those individuals, but we anticipate. | 01:48:17 | |
| A member of Again Recreation Public Works. | 01:48:23 | |
| And those individuals from the Police Department to participate and what's the time commitment do you think is? | 01:48:27 | |
| They will be. | 01:48:33 | |
| So utilizing. | 01:48:36 | |
| Towards the planning and implementation. | 01:48:40 | |
| Is there, Are they going to be meeting weekly? | 01:48:43 | |
| Monthly how many hours in in? | 01:48:46 | |
| Are we going to be committing? So two thoughts I think initially I just wanted to point out in the past, although we have not had | 01:48:49 | |
| city staff lead. | 01:48:53 | |
| And facilitate the entirety of the. | 01:48:58 | |
| There have been city staff members that have been involved in the planning and preparation for the event. Undoubtedly this this | 01:49:01 | |
| year will require additional resources and additional time. | 01:49:06 | |
| Direct answer to your question, initially it's anticipated that will be weekly meetings. | 01:49:12 | |
| And as additional tasks are identified and as we get closer to the event. | 01:49:17 | |
| The frequency of those meetings will assuredly need to increase. | 01:49:22 | |
| I think the specific outline for that type of plan will be identified again. Should council agree with and provide direction to | 01:49:26 | |
| move forward, we'll kind of create a. | 01:49:31 | |
| Specific schedule on a specific plan of action for meetings and tasks that need to be completed. | 01:49:37 | |
| So was was the thinking and going to using in kind? | 01:49:42 | |
| Staff a budgetary decision. Was it thinking that we would save money? | 01:49:47 | |
| There's a there's a variety of factors. | 01:49:53 | |
| I think a couple of points is every staff person that right now we're envisioning being part of the committee has been part of. | 01:49:57 | |
| The committee over the last several years. | 01:50:06 | |
| So I think if if we're thinking we're starting with we didn't have any staff time in the past, that's not accurate. So yeah, I | 01:50:09 | |
| know that's not what I'm saying. So, so the it's the same group of people who've worked on it with. | 01:50:16 | |
| In years past they worked with an event manager. | 01:50:24 | |
| And so this year we talked to those to the different people that are involved. | 01:50:28 | |
| And we had three proposals for event managers to come in who had not done the Beach fest before, and we're not. | 01:50:33 | |
| Familiar with the community and, you know, things like that. And so I think all of us sat down and looked at those and realized | 01:50:41 | |
| that. | 01:50:45 | |
| There was a sense that. | 01:50:49 | |
| We can do this ourselves easier than bringing someone in who isn't familiar with the community and doesn't. | 01:50:51 | |
| Know what Beach Fest is and will essentially be paying someone to still be on the committee telling them how to do everything. | 01:50:57 | |
| So there were there's a variety of reasons just when you look at the big picture. | 01:51:04 | |
| The reason we went to proposal, the reason we went to RFP was because. | 01:51:11 | |
| I didn't want. | 01:51:15 | |
| I didn't want to do it by our employee committee unless our team felt like they could do it. | 01:51:18 | |
| So we went to RFP and we wanted to have that option available. | 01:51:24 | |
| When the proposals came back we all got together and decided we want to do this internally. So, so. | 01:51:28 | |
| So with that in mind then. | 01:51:35 | |
| One of the things that we haven't done over the past years is quantified staff time in the budget. | 01:51:37 | |
| You know we've. | 01:51:44 | |
| We've dedicated police resources, public works resources and we haven't quantified that in the budget. So really to get a true | 01:51:45 | |
| picture of what our costs are for putting this festival together, I think we have to be. | 01:51:51 | |
| Realistic and transparent in describing what those costs are. | 01:51:57 | |
| Because if we're looking to save money under Expenses under Event Management, it's 0. | 01:52:03 | |
| So if there's some way we can quantify that, I'd be more comfortable in approving this. | 01:52:12 | |
| Tonight. | 01:52:17 | |
| Then the other comment I wanted to make. | 01:52:21 | |
| There's there's a couple of things that are zeroed out here that. | 01:52:25 | |
| I had questions about. | 01:52:30 | |
| So I noticed that the VIP lounge has been zeroed out. Does that mean that? | 01:52:32 | |
| There is going to be no How will the sponsors be recognized? How would they be? | 01:52:39 | |
| Will it be just advertising or what are they going to get for their contributions? | 01:52:45 | |
| So the the primary change to the items that are provided to sponsors. In the past they were given tickets to the VIP lagoon. | 01:52:50 | |
| And they were given some preferential parking spaces. | 01:52:59 | |
| The proposal as you might have known with zero under the parking revenue is that we will are not proposing a charge for revenue. | 01:53:03 | |
| We are not proposing to charge for parking this year. In your comment about the VIP, it is proposed that that would be eliminated. | 01:53:09 | |
| So those would be things that would be removed from the benefits sponsors would receive. | 01:53:16 | |
| Other than that, it would primarily be the same. They would their their logos or their information would be part of marketing and | 01:53:23 | |
| advertising materials both in print and in social media. | 01:53:27 | |
| They would receive individualized banners that would be present at the event. | 01:53:32 | |
| They would be given access to booths for display and communication about their products or services. | 01:53:38 | |
| And they would have their logos included on digital imaging on the screen at select times throughout the festival. | 01:53:45 | |
| And then we're going down to one stage, right? | 01:53:53 | |
| So the community stage used to be the stage where we would showcase local talent. | 01:53:56 | |
| Is the local talent now going to be? | 01:54:02 | |
| I'm hoping it is moving to the to the Mainstage. | 01:54:05 | |
| Because we have a lot of great local bands and I think that's where we incurred a lot of costs and bringing in these tribute | 01:54:08 | |
| bands. | 01:54:11 | |
| Maybe if we could focus on local bounds. So we're we're not necessarily committed to removing a second stage. Last year we had a | 01:54:15 | |
| second stage that was a DJ focused stage. So we're thinking that we may continue that. | 01:54:21 | |
| But with the two day event preliminarily we've focused on potentially one day being primarily local musician based and the other | 01:54:27 | |
| one. | 01:54:32 | |
| Being acts that aren't necessarily local based, so we are looking to incorporate. | 01:54:36 | |
| Local bands and musicians? OK, great. That sounds wonderful. | 01:54:43 | |
| I just noticed it was zeroed out, so it looked like it was being eliminated. Yeah. Some of the costs that are zeroed out, it's | 01:54:47 | |
| because we think we've identified. | 01:54:51 | |
| Ways to do them without costs. | 01:54:55 | |
| More efficient ways to do them. | 01:54:57 | |
| And then I have another question regarding. | 01:55:03 | |
| The sale of beer and wine. | 01:55:06 | |
| Umm, you've zeroed out the tips that are paid to those organizations that? | 01:55:09 | |
| Sell the beer. | 01:55:16 | |
| Is. I'm hoping that that's not going to happen because last year that was the only way that they. | 01:55:18 | |
| Made any kind of they had any kind of benefit or any kind of incentive? | 01:55:24 | |
| To participate. | 01:55:28 | |
| That was one of the things that I think was of concern last year was that. | 01:55:30 | |
| They used to be paid to sell beer and wine these nonprofits. | 01:55:36 | |
| But that was taken away. I'm hoping we can look at ways to put that back. | 01:55:41 | |
| Because it's a highly profitable. | 01:55:45 | |
| Endeavor to sell the beer and wine. It's one of the highest profit making. | 01:55:49 | |
| Ventures for from the festival. | 01:55:54 | |
| To take that away from the nonprofit's I think. | 01:55:56 | |
| Was a mistake. | 01:55:59 | |
| So I'd like to see that put back in. | 01:56:00 | |
| And allow them to also earn the tips if possible. | 01:56:03 | |
| I think the the thought there was. | 01:56:07 | |
| Those costs or revenues don't need to be represented in the budget as it's not an actual event expense or new events revenue. It | 01:56:10 | |
| would just be. | 01:56:14 | |
| Funds that would go directly to a group that supported the event? Yeah, it goes back with the general idea of trying to simplify | 01:56:18 | |
| things in the past. | 01:56:22 | |
| Everything would get collected and then. | 01:56:27 | |
| Divvied and everything else. And for us on some of these things like where if we have a nonprofit running a booth, we're going to | 01:56:30 | |
| let the nonprofit run the booth. And so that's where it's going to. | 01:56:35 | |
| Making it a little bit easier, but there's no reason for us to then show that as revenue to the city which it was shown as in the | 01:56:41 | |
| past, so. | 01:56:44 | |
| So final question then I'll let. | 01:56:48 | |
| I'll stop We'll. | 01:56:52 | |
| Will staff be coming back with a plan on implementation? | 01:56:54 | |
| Because, you know, we've went out to RFPs for RFP's, these organizations submitted plans. | 01:56:59 | |
| What is the Explorers plan? What is Henry's plan to implement? So organizational approach, is he going to use? Yeah, so today is. | 01:57:06 | |
| So that would be something that would come back to council. | 01:57:44 | |
| OK. Well, you know to me it makes sense that there be some plan because if we we ask these businesses to submit a plan, I mean we | 01:57:47 | |
| should apply the same standards to our. | 01:57:52 | |
| To our own organization to come forth with the plan. | 01:57:58 | |
| That's just my thinking. Thank you. Have a question? | 01:58:01 | |
| No, no questions. Just a comment on the. | 01:58:05 | |
| Council meeting soon. | 01:58:18 | |
| Of our last year. | 01:58:20 | |
| The cost the city was paying for the event. | 01:58:38 | |
| I believe that information was presented at the December 18th meeting, but as the City Manager indicated, when we do come back | 01:58:43 | |
| with a footprint some additional information, we'll be sure to include that. Just off the off the top, the calculated cost for | 01:58:49 | |
| staff support of last year's event was approximately $27,000. | 01:58:54 | |
| And I think big picture, we didn't want to commit to it at this point because we still need to develop the plan, but we think we | 01:59:01 | |
| can accomplish it for about the same cost. So that was why we didn't. | 01:59:05 | |
| Show you know a cost last year and what we expect the cost to to change this year. Our goal is to basically. | 01:59:10 | |
| Manage it with about the same amount of staff time and to the city manager's point, there will be more staff time in the planning | 01:59:17 | |
| phases, clearly because we're taking a larger share there. | 01:59:22 | |
| But based on changes we made are proposing to make to the execution of the event and the footprint of the event and the | 01:59:26 | |
| elimination of parking. | 01:59:31 | |
| There will be less staff time associated with the actual management and on site for the event, less overtime. | 01:59:37 | |
| Thank you. My apologies if that got by me. | 01:59:43 | |
| Councilmember Gama. | 01:59:46 | |
| After participating in the Havana Nights, was it called I have 1000% confidence in the Montelongo's? | 01:59:48 | |
| To manage this event. | 01:59:58 | |
| And to exceed our most wild expectations, and I think we as a council should just get out of their way and let them. | 01:59:59 | |
| Do what they do if you didn't attend the Havana nights at the Camaro airport. | 02:00:08 | |
| It was an event that was put on by Henry Montelongo and. | 02:00:14 | |
| I have never been to an event so well managed, so professional and so amazing, so I'm super excited to. | 02:00:18 | |
| To get out of Henry's way and let him do what he does, and I appreciate the fact that we're already showing $11,000. | 02:00:26 | |
| Savings. | 02:00:35 | |
| And I will add also the June car show they put on every year as well. It's a big success for the city and for the organization. | 02:00:36 | |
| They they bring in a lot of money for the Explorers for that event. | 02:00:41 | |
| Are there no further questions? | 02:00:47 | |
| No comments, Councilmember Martinez. | 02:00:49 | |
| Is is there a big push to get the festival on the sand like on the actual beach and make it more like a like a whining me beach | 02:00:52 | |
| festival theme? | 02:00:56 | |
| Yeah, there's there's a commitment to ensure that some of the activities and events associated with the festival happen on the | 02:01:02 | |
| beach. I won't say the entirety of the festival, but yes, we're looking at opportunities for educational activities as well as | 02:01:07 | |
| athletic competitions on the beach. | 02:01:12 | |
| Looking forward to. | 02:01:17 | |
| Thank you, Madam Clerk. Are there any public comments? No public comments. Thank you. So the recommendation is to cancel the | 02:01:18 | |
| Request for Proposals for Wyoming Beach Festival Event Planning and Management Services and award no contract. | 02:01:25 | |
| Approve the use of an employee committee to plan and manage the 2024 Wyoming Beach Festival. | 02:01:31 | |
| Authorize a donation of 25,000 to the Port Winneme Police Explorers to provide services associated with the execution of the 2024 | 02:01:37 | |
| festival. | 02:01:41 | |
| And authorized the city to consider and or accept in kind donations in lieu of vendor fees for local nonprofit organizations. May | 02:01:45 | |
| I have a motion and a second. So moved second. | 02:01:51 | |
| No further discussion. We will move on to a vote. | 02:01:58 | |
| All in favor, aye. | 02:02:02 | |
| All opposed hearing, None Motion passes unanimously. Thank you. | 02:02:04 | |
| Moving on to the final business item, is the authorized the purchase exempt? | 02:02:09 | |
| From formal contract procedure for emergency repair and city sewer main well staff, please present the report. | 02:02:14 | |
| Yes, thank you. I wish they were all as fun as Beach Fest, but now we got to talk about a sewer main. | 02:02:21 | |
| So I'll ask Public Works, our team for Public Works to help me, but just a little bit of background is that people probably | 02:02:28 | |
| noticed a couple weeks ago on March 13th. | 02:02:33 | |
| All of a sudden, we closed the lane on Ventura Rd. | 02:02:39 | |
| At the intersection of Ventura Road and Pearl Street. | 02:02:42 | |
| And the reason we we closed the lane was that we received a report that a sinkhole was developing and we went out immediately and | 02:02:46 | |
| and saw that we we had a a sinkhole developing. | 02:02:52 | |
| So we took. We jumped into action. We addressed the sinkhole. | 02:02:59 | |
| We repaired the pipe. | 02:03:05 | |
| It was a 60 year old pipe and. | 02:03:08 | |
| Which should have lasted 70 to 75 years. So you know on one hand it's it wasn't quite to its expected its life expectancy but on | 02:03:12 | |
| the other hand we should. | 02:03:17 | |
| Probably be we should be preparing for 60 year old pipes starting to fail. | 02:03:23 | |
| I think a lot of our infrastructure is getting to that age. | 02:03:27 | |
| But so we. | 02:03:31 | |
| We addressed the sinkhole and that issue, but as we were making the repair we noticed. | 02:03:33 | |
| Problems along the whole section of the pipe and that it was failing. | 02:03:39 | |
| And so at that time we got together and we realized we need to replace the the entire section of pipe, which I believe is about | 02:03:43 | |
| 4500 linear feet basically from Pleasant Valley. | 02:03:50 | |
| All the way down Ventura Road to. | 02:03:58 | |
| I think it was Surfside. | 02:04:01 | |
| And we need to replace that whole section I. | 02:04:03 | |
| And so we are trying to get that done quickly before we have more issues, before we have a major failure of the pipe because we're | 02:04:08 | |
| already we can just physically see problems with the pipe. And so we're asking the council to authorize a. | 02:04:15 | |
| The US to purchase the. | 02:04:24 | |
| To perform the emergency repair by exempting us from our normal formal contract procedures because of the condition of the pipe | 02:04:29 | |
| and the need to make the repair. | 02:04:34 | |
| As soon as possible. So I guess I'll ask public works, did I miss anything or we could OK. | 02:04:40 | |
| So. | 02:04:49 | |
| Sorry, Fred. Mayor Pro Tem Council. | 02:04:52 | |
| Staff members of the public? Yeah, City Manager Vega in a nutshell. Got that all accurate. | 02:04:56 | |
| What we need to do? | 02:05:05 | |
| Our opinion of looking at what happened out there and seeing the. | 02:05:09 | |
| Adjacent areas that were exposed during the original repair is that. | 02:05:14 | |
| We need to take action to do something with this pipe before we continue to have these problems. | 02:05:19 | |
| We are already in contact with. | 02:05:26 | |
| Contractors that specialize one of the the attachment here, attachment A, is a bypass. So we've already started doing. | 02:05:32 | |
| A design for. | 02:05:39 | |
| But it's a draft design because we need to speak to. | 02:05:41 | |
| Experts that perform this type of work that can confirm what hour. | 02:05:46 | |
| Thought process is whether that will work or it won't and the idea behind that is. | 02:05:51 | |
| To go ahead and remove all of the flow that's coming down that line, which? | 02:05:57 | |
| The naval base. | 02:06:01 | |
| Um. And also. | 02:06:03 | |
| All of the neighborhood from Bryce Canyon to Pleasant Valley in between Jay and Ventura Rd. Every. Every one of those. | 02:06:06 | |
| Businesses and homes. | 02:06:15 | |
| Runs through that line. | 02:06:17 | |
| So we. | 02:06:21 | |
| Are in the process already of. | 02:06:23 | |
| Certain actions to make sure that we can. | 02:06:26 | |
| Try and eliminate. | 02:06:29 | |
| This from potentially having. | 02:06:32 | |
| Other breaks along the way. | 02:06:35 | |
| If you look at attachment A, you'll notice that. | 02:06:37 | |
| There are going to be some inconveniences and again, this is a draft, so some things may change before we actually get into. | 02:06:41 | |
| Setting this up but. | 02:06:51 | |
| You'll see it. | 02:06:53 | |
| Pleasant Valley Rd. That's where the point of connections are. | 02:06:55 | |
| That will have to begin this work at and then the. | 02:06:58 | |
| Thought processes to run the above ground. | 02:07:02 | |
| Bypass line which would take all of that. | 02:07:06 | |
| Wastewater that's flowing through. | 02:07:10 | |
| Damaged line. | 02:07:13 | |
| And run it above ground. We'd be putting K rail alongside of it, and we'd be putting it in the fast lane of southbound Ventura Rd. | 02:07:14 | |
| So we'd be removing that lane. You'll see there also on the attachment that there's some. | 02:07:22 | |
| Parking that will be lost because we'll need to take the bike lane in order to turn that into a travel lane. | 02:07:30 | |
| And we're we're. | 02:07:37 | |
| Trying to also do the best we can with minimizing. | 02:07:40 | |
| Blocking the entire. | 02:07:45 | |
| Cross sections of Ventura Rd. | 02:07:47 | |
| But again, we've. | 02:07:50 | |
| Looked at this, you'll see on B Street we've got some left turns, so from B Street. | 02:07:52 | |
| It's proposed that they wouldn't be able to make a left turn from. | 02:07:58 | |
| B Street on the north northbound Ventura. | 02:08:02 | |
| Also, similarly northbound Ventura, you wouldn't be able to make A left across onto B Street. | 02:08:05 | |
| We are trying to keep all of the major streets section cross sections open. | 02:08:14 | |
| Clara. | 02:08:22 | |
| Scott St. Winemie Rd. | 02:08:25 | |
| All those are proposed to go underground at those areas. | 02:08:27 | |
| The question might be, well why not put it all underground so you don't have to do any of this because that turns into a much more | 02:08:32 | |
| expensive project and this is a temporary. | 02:08:37 | |
| Line so we can go ahead and do the work on. | 02:08:43 | |
| The original line. | 02:08:48 | |
| And be able to. | 02:08:49 | |
| Repair all of that without having to place a new line in place. | 02:08:52 | |
| And as you go down on the attachment, you'll see there are. | 02:08:58 | |
| Other areas Seaview St. would be affected. | 02:09:05 | |
| Leaving out of Surfside Village on the Ventura Rd. | 02:09:09 | |
| There are areas that are going to have some minor inconvenience and we will have some things that we're going to be will be | 02:09:15 | |
| traffic delays. | 02:09:18 | |
| It's the nature of the project is. | 02:09:24 | |
| Going to necessarily cause some of these things, but ultimately we think. | 02:09:27 | |
| With what we believe on how we can get this done, including this bypass, it will be the least disruptive. | 02:09:32 | |
| Process to. | 02:09:40 | |
| Everybody. The public, The poor, the base. | 02:09:42 | |
| So with that, if you have any questions, I will. | 02:09:48 | |
| Answer those. | 02:09:53 | |
| Director Camarillo, thank you for that. But what I'm hearing in essence is this is a mess. | 02:09:54 | |
| You're going to do your best to fix it. | 02:09:59 | |
| And Please be patient. We're asking the community to understand, understanding and patient while you work as best you can to get | 02:10:01 | |
| this taken care of. | 02:10:05 | |
| Yeah, that's well said. And and the last thing is we'll commit. | 02:10:09 | |
| We are going to try to get notices out to people at least 72 hours in advance to let people know what's going on so that we don't | 02:10:13 | |
| catch people by surprise. Thank you. Does council have any questions? | 02:10:18 | |
| Counselor Gama Yeah, I think 60 years for any pipe is probably pretty good, right? I hope so. | 02:10:23 | |
| And so. | 02:10:29 | |
| Director Camarillo. | 02:10:32 | |
| Is it going to be done in sections or are you? I understand that you have to bypass the entire line, but is it going to be done in | 02:10:34 | |
| sections at a time? Are you going to bypass the whole line and then just start from one end and work all the way to the other end? | 02:10:41 | |
| Well, it's going to be a combination of both. Part of it will be based on what the final process is that we end up using to do | 02:10:49 | |
| this. | 02:10:54 | |
| Some of them are. They may be able to do multiple things at a time, so we'll have areas that are opened up in the street that | 02:11:01 | |
| they'll be able to work from. | 02:11:05 | |
| Again it. | 02:11:10 | |
| Our thought is to try and get this accomplished. | 02:11:12 | |
| With the least amount of disruption to. | 02:11:15 | |
| Traffic and the general public so. | 02:11:20 | |
| We believe that it can be done. We've already started with discussions. | 02:11:25 | |
| With people that do this. | 02:11:29 | |
| And they're confident as well just based off of again just talking to them, we haven't had anybody come out on site yet, but we | 02:11:32 | |
| have that set up coming this week. | 02:11:36 | |
| So they can take a. | 02:11:40 | |
| Tour of the layout. | 02:11:42 | |
| So they know what they're working with. | 02:11:46 | |
| And we hope to get feedback from them if there's something that we. | 02:11:48 | |
| Thought about and they determined that that's probably not the best way to do it. We're we're looking for them to give us their | 02:11:55 | |
| expertise in this as well. | 02:11:58 | |
| And I would. | 02:12:03 | |
| Believe that this is coming out of the enterprise fund, correct? Not the general fund, right. And I know that our reserves are | 02:12:05 | |
| quite well over there. | 02:12:10 | |
| There. Well, I wouldn't say quite, but I'm concerned. They're OK. They're well and it's something that we'll keep an eye on and | 02:12:15 | |
| keep watching and let we'll come back if, we if and when we need to deal with that too, so. | 02:12:21 | |
| Yeah. And again, I just focus on the +60 years, is a long time for any pipe in the ground And I think did you say we're going to | 02:12:29 | |
| get 60 years out of this new pipe or is it new and improved? | 02:12:35 | |
| Some of the technologies we're looking at there. | 02:12:43 | |
| They vary from 60. Some of them go up to over 100 years depending on what you use. | 02:12:46 | |
| Who's gonna be around? | 02:12:53 | |
| One of the things we also have to consider though is. | 02:12:57 | |
| Where the alignment of the current pipe is. | 02:13:00 | |
| So some processes may not be. | 02:13:03 | |
| Amenable to the other field conditions, so that's something else we have to take into consideration when we do this. | 02:13:07 | |
| You mean you weren't here when they put the pipe in the ground? | 02:13:15 | |
| No, I wasn't. I've been here a long time, but not that long. Thank you, Councilmember Hernandez. Thank you, Mayor. | 02:13:18 | |
| Thank you Director Camarillo for your staff report and I especially appreciate the diagram. I find it pretty interesting contrary | 02:13:25 | |
| to. | 02:13:29 | |
| To the city manager's comment, verse this versus the festival. I actually find it very interesting. | 02:13:34 | |
| I don't know if you said this, but what is the length of time that the project will take? | 02:13:41 | |
| We're hoping that we can have this done within two to three months and again it'll depend on the process and which one we may be | 02:13:47 | |
| able to use. | 02:13:52 | |
| Some can be done much quicker than others. | 02:13:57 | |
| But there's also some prep work. Obviously the first line of action is going to be to get the bypass, so we can actually start | 02:14:00 | |
| doing planning to do the work on correcting the line. | 02:14:05 | |
| And then after that, depending on what process we end up ultimately going with, some are a little bit faster than others, but. | 02:14:11 | |
| We have a lot of things to do. We got to find out everything else that's underground where we're going to be digging. | 02:14:19 | |
| We have to, you know, work with all the other utilities there. There's a lot of work that's going to go into. | 02:14:26 | |
| Pre planning before we do anything, so we don't. | 02:14:32 | |
| 'Cause other damage. Hopefully no more surprises. Yeah, that's. We can expect that, I'm sure. So thank you so much. Good luck. | 02:14:36 | |
| Mayor Putin, do you have any questions? | 02:14:41 | |
| Council Member Martinez, Nothing. All right. Thank you. Director Camarillo. I have full faith in your experience of your team. A | 02:14:46 | |
| lot of years on that team, a lot of expertise. | 02:14:51 | |
| So I believe it'll be. | 02:14:57 | |
| Done appropriately and two months really doesn't sound that like a lot of time. | 02:14:58 | |
| Well, and that's we're we're hopeful that it can be a short project, but again some. | 02:15:04 | |
| Field conditions will determine what happened ultimately. | 02:15:10 | |
| So I do have a question and I. | 02:15:14 | |
| This is not the only pipeline in our city that's this old. | 02:15:16 | |
| What is the possibility that we have to do this anywhere else? Is there any? | 02:15:19 | |
| We well as far as the sewer system goes and this is the sewer line. | 02:15:26 | |
| We've completed 90% of our. | 02:15:32 | |
| Master plan from our sewer master plan, so. | 02:15:36 | |
| This is really one of the last remaining things that is. | 02:15:40 | |
| This big? | 02:15:45 | |
| That will need to be addressed as far as the sewer goes. | 02:15:47 | |
| Now we have other utilities. I mean, they are water. | 02:15:50 | |
| Which does have old lines as well and they have a master plan in place too and our water manager is actively. | 02:15:54 | |
| Pursuing, getting those lined up and getting work done for those. So we have other things that are. | 02:16:02 | |
| Are older but. | 02:16:07 | |
| In this case, on the sewer side of things, this is the last one that we have. | 02:16:12 | |
| We do have other projects that are also scheduled to be done. | 02:16:17 | |
| But they. | 02:16:22 | |
| Aren't as critical as this one is because of the nature of. | 02:16:24 | |
| How this works. This takes. | 02:16:30 | |
| Wastewater from two locations and sends it down this line. | 02:16:32 | |
| So to. | 02:16:36 | |
| Bypass and. | 02:16:39 | |
| If if this line would have completely failed, it would be. | 02:16:42 | |
| Not good. All right. Well, thank you again. Do we have any public comments for this item? | 02:16:45 | |
| No public comments? Great. So the recommendation is to authorize purchases exempt from formal contract procedures for the | 02:16:51 | |
| emergency repair of a city sewer force main. | 02:16:55 | |
| Authorized the City Manager to immediately proceed with performing the necessary preparations and repairs without compliance with | 02:17:00 | |
| the City's normal purchasing ordinance. Staff has determined that the public would be performed, oops, sorry that the work would | 02:17:06 | |
| be to be performed. Is not a public project as defined by public contract code sections 2161 Subdivision C, which excludes | 02:17:12 | |
| maintenance and repair from said definition. | 02:17:17 | |
| Would determine the purchase of goods. Materials and services are exempt from the City's formal contract procedure pursuant to | 02:17:24 | |
| Port Hueneme Municipal Code Section 2564, Subdivisions B&C as follows. | 02:17:30 | |
| 2564 Exemptions from formal contract procedure. | 02:17:37 | |
| Be the City Council may authorize purchases. | 02:17:40 | |
| Of supplies, equipment and services without complying with this chapter, when, in the opinion of the City Council, compliance with | 02:17:44 | |
| the procedure is not in the best interests of the City. | 02:17:48 | |
| Or C The City Manager may authorize emergency purchases of supplies, equipment, or services for the purpose of this chapter. | 02:17:54 | |
| Emergency purposes purchases are those procurements required to prevent the immediate interruption of cessation of necessary. | 02:18:01 | |
| City services or to safeguard life, Property or the public health and welfare. May I have a motion and a second? | 02:18:09 | |
| Motion to approve all Staffs recommendations. | 02:18:18 | |
| Thank you, Madam Clerk. No further discussion. | 02:18:22 | |
| All right. Thank you, Madam Clerk. | 02:18:25 | |
| All in favor? Aye, aye. All opposed. | 02:18:27 | |
| Hearing none motion passes unanimously. Great. So now I'll move on to City Manager comments and reports. Mr. City Manager, do you | 02:18:31 | |
| have any comments or reports? Just two quick items. One just for planning purposes our next council meeting. | 02:18:38 | |
| We have three items currently scheduled. One will be. | 02:18:46 | |
| Actually, the Measure You committees annual report. | 02:18:50 | |
| And they'll they'll explain when they give the report, but it's actually the first ever measure you committee annual report. It's | 02:18:54 | |
| something they've been working on for for several years to get to this point and they'll explain. | 02:18:59 | |
| That history and and and the good news that they've gotten to this point, so. | 02:19:05 | |
| So the Measure You committee's annual report, our second update related to the upcoming budget which is going to be. | 02:19:10 | |
| Having our sales tax consultant come give a presentation on what? | 02:19:20 | |
| They're projecting for. | 02:19:26 | |
| Next year as it relates to our sales tax and and how that could impact us. And then third, our second partnership goals | 02:19:27 | |
| discussion, the first one was with the port and the second one would be with the Navy and as soon as we. | 02:19:34 | |
| As soon as we got through tonight and we set those items, I'm going to let the Navy know so that they can join us if they if they | 02:19:42 | |
| choose to do that. So, so we'll have those three items on our next agenda as our three as our business items. | 02:19:49 | |
| And then the only other thing I have is. | 02:19:57 | |
| This Friday is our first coffee with with the city. | 02:19:59 | |
| Event and we're going to do it at Anna Cappuccino at 8:30 AM. | 02:20:06 | |
| And it will be the first one we decided to kind of. | 02:20:11 | |
| Start with the first one being myself, our police chief and the mayor just figuring that typically the first I. | 02:20:16 | |
| Question people ask is for either the police chief or the mayor. People don't know I exist, which is nice. So, but, so we're going | 02:20:25 | |
| to do the first session this week, this Friday and we're hoping to do more of these and kind of do a series of them. But the first | 02:20:31 | |
| one is this Friday at Anna Cappuccino. So hope to see everybody there and that's all I have. Thank you. | 02:20:38 | |
| I've had several constituents ask about the schedule for reopening the library. Do you? | 02:20:47 | |
| Do you know what the schedule is by any chance? | 02:20:54 | |
| Yeah. | 02:20:58 | |
| We did get an update on that from the county librarian. | 02:21:00 | |
| I want to say that it was still looking at. | 02:21:05 | |
| July, I think, but let me pull that up. I actually have it right here. | 02:21:10 | |
| June, right. The update we got two weeks ago is that. | 02:21:15 | |
| Currently planning to reopen in June or July. | 02:21:20 | |
| And so that's the latest update from them. | 02:21:24 | |
| Any further questions for city manager? | 02:21:28 | |
| Thank you Councilmember reports and comments. | 02:21:31 | |
| Councilmember Martinez, start with you. | 02:21:34 | |
| Oh yes, I just want to mention that now that. | 02:21:36 | |
| The nonprofit for the city's housings. Then I might spoke to the. | 02:21:39 | |
| City attorney looks like we're going to move forward with creating the nonprofit for the sister city. | 02:21:45 | |
| He just needs a couple details, like purpose, you know, basic stuff. | 02:21:53 | |
| Unfortunately, I think we're gonna have to postpone this Sister city meeting tomorrow. | 02:21:59 | |
| But that's pretty much it. That's I don't have any other. | 02:22:06 | |
| Comments. Thank you, Councilmember Gama. | 02:22:09 | |
| So I think all the council members may be aware that there is. | 02:22:14 | |
| Some controversy going on at the Animal Services Commission. | 02:22:19 | |
| And I thought I would just. | 02:22:24 | |
| Kind of talk a little bit about that because we haven't had a meeting for a while and I don't quite understand why our meetings | 02:22:26 | |
| are being cancelled. | 02:22:31 | |
| But I do understand that there's. | 02:22:36 | |
| A big debate? | 02:22:39 | |
| Regarding. | 02:22:41 | |
| Euthanizing animals. | 02:22:43 | |
| And the one thing I could say is that the staff there at. | 02:22:45 | |
| Ventura County Animal Services are amazing. They take great care of the animals there and. | 02:22:51 | |
| You know, we tried to adopt A dog and it didn't turn out very well. | 02:22:58 | |
| And we had to. | 02:23:03 | |
| Surrender the dog to A. | 02:23:04 | |
| Very crowded Animal Services, so if there's. | 02:23:07 | |
| Anyone out there that has it in them to adopt A dog? | 02:23:12 | |
| Considerate, but. | 02:23:16 | |
| Things are. | 02:23:20 | |
| Seemingly starting to workout a little better, I'm not quite sure but. | 02:23:21 | |
| I'm going to make contact with the chair supervisor Laver and and see. | 02:23:27 | |
| When we're going to get on track to another meeting so that we could. | 02:23:34 | |
| See what's going on. | 02:23:38 | |
| So that's. | 02:23:40 | |
| That's it. | 02:23:43 | |
| Councilmember Hernandez. | 02:23:46 | |
| Thank you, Mayor. | 02:23:48 | |
| Let's see, just came back from Washington, DC a couple weeks ago. Was it a couple weeks already? A great trip. I would like the | 02:23:50 | |
| opportunity to report more out on that. | 02:23:56 | |
| At our next meeting I didn't come very prepared, but I did submit a write up for the newsletter along with pictures for the City | 02:24:02 | |
| Manager to include in our upcoming newsletter. I know that you asked for highlights Mr. City Manager, but it was really hard to | 02:24:07 | |
| highlight. | 02:24:13 | |
| Our visits without leaving somebody out. So I did the best. Martha and I did the best we could. | 02:24:19 | |
| To summarize the trip, so hopefully that will meet the needs of the. | 02:24:26 | |
| The newsletter I've got a SCAG meeting this week. I'll be attending in downtown Los Angeles. The port tour that was scheduled for | 02:24:30 | |
| Friday has been canceled due to weather I guess we're expecting. | 02:24:35 | |
| Some rain again this Friday. | 02:24:42 | |
| We almost canceled the mural committee meeting on Friday due to weather, but it's back on, so we'll be. | 02:24:44 | |
| Able to report back to the Council after that is. | 02:24:51 | |
| That meeting is held and give you an update on where we are with them. | 02:24:55 | |
| Mural The library mural. | 02:24:59 | |
| Umm, other than that I will have a few staff and agenda requests. | 02:25:02 | |
| But other than that, I think I'm good. | 02:25:07 | |
| Mayor Putin. | 02:25:10 | |
| Yes, thank you, Mayor. | 02:25:13 | |
| Council Member Hernandez mentioned the RDP trip that we did to DC. | 02:25:16 | |
| I just want to take just a quick moment like she said. We did have a summary that we turned over to the city manager. I just | 02:25:22 | |
| wanted to give our residents an idea. | 02:25:26 | |
| Just of some some of the offices that we visited so that you know we saw. | 02:25:31 | |
| The Minority Leader for the House Armed Services Committee. | 02:25:39 | |
| We visited the Deputy Assistant Secretary of the Navy. | 02:25:44 | |
| We visited Commander Naval Installation, who's the commander of all US Naval installations? | 02:25:48 | |
| We saw visited, so I came back after two days. It was a third day that I missed on the third day. | 02:25:56 | |
| They visit the team visited Senator Alex Padilla's office. | 02:26:04 | |
| Umm, The Advisor for Defense, Foreign Affairs and Veterans. | 02:26:08 | |
| Congresswoman Brownlee's office and Congressman Ken Calverts office. | 02:26:14 | |
| So we did. I think we visited at least two days. I was there at the Pentagon three times. | 02:26:19 | |
| So we, I think we did our due diligence. | 02:26:27 | |
| As a committee to see as many people as we possibly could. | 02:26:30 | |
| And I think we came back with some additional information. | 02:26:34 | |
| On ways that we can. | 02:26:38 | |
| Or avenues by which we. | 02:26:40 | |
| Can probably use to. | 02:26:42 | |
| Support infrastructure. That's one of the biggest things that I came back with. So we had a great trip. | 02:26:44 | |
| And I think it's going to be value added for the committee and what we're going to be able to see how we're going to be able to | 02:26:50 | |
| support. | 02:26:53 | |
| Naval base Ventura County, both up Port Wyoming and Point Magoo. | 02:26:57 | |
| Other than that, I'll be attending. | 02:27:01 | |
| I have three committee meetings this week, so I'll be attending those. | 02:27:04 | |
| And hopefully have something. | 02:27:08 | |
| Additional report Next, Next. | 02:27:11 | |
| Thank you. | 02:27:13 | |
| I have two committee meetings this week, so I have nothing to report on any of the committees. The Easter celebration was very | 02:27:15 | |
| well done. | 02:27:19 | |
| I want to thank staff for putting that together and I want to thank. | 02:27:23 | |
| The future members of the Whining Me Lions Club who came in to help provide. | 02:27:26 | |
| Some much needed support and setting up that event because it was we're a bit short staffed and I want to thank the facilities who | 02:27:32 | |
| came in to help at the end of taking away all the K roles that were. | 02:27:37 | |
| Way too heavy for us girls to be carrying away. We will move on now to request for future agenda items. I'd like to remind Council | 02:27:43 | |
| members that all requested items will require a motion, a second and majority vote per adopted council policies to be placed on a | 02:27:48 | |
| future agenda item. | 02:27:54 | |
| Councilmember Martinez, I will start with you. No agenda items, Not today. Councilmember Gama. Yes, we got some bad news from | 02:28:00 | |
| Washington that they cut our dredging budget in half, and I think we need to. | 02:28:05 | |
| Get this on the agenda so that we could all talk about it as a council. | 02:28:11 | |
| So I'm looking for a second to. | 02:28:19 | |
| Put second. Thank you. | 02:28:21 | |
| Madam Clerk. | 02:28:24 | |
| All in favor, aye. | 02:28:25 | |
| All opposed. | 02:28:27 | |
| Hearing none motion passes unanimously. | 02:28:29 | |
| Councilmember Hernandez, Mayor May I. | 02:28:33 | |
| Digress and go back to an event announcement which I forgot to mention. | 02:28:37 | |
| The memorial for Pedro Valdez is going to occur again this year. | 02:28:43 | |
| On April 19th, it's not a city sponsored event, it's going to be sponsored by the Ventura County Resource Center by our Lamont | 02:28:49 | |
| Hayes who's here in the audience. | 02:28:54 | |
| And it will be taking place at the Gazebo on Surfside versus the bike station. Last year the bike station was the. | 02:29:00 | |
| The focal point, but we don't want to block traffic, bicycle traffic. So we're going to move over to the gazebo and that'll start | 02:29:09 | |
| at 4:00 and end at 5:00. | 02:29:14 | |
| And I will be moderating the program and we'll have the pleasure of. | 02:29:20 | |
| The mayor also providing a few words and so everybody's welcome to attend. | 02:29:25 | |
| Again starts at 4:00 April 19th. | 02:29:31 | |
| With regards to agenda requests, I meant to mention this last at our last meeting but forgot and that is David Maron has offered | 02:29:34 | |
| to do a presentation on the state of the region out of from the Civic Alliance and for some of you who. | 02:29:44 | |
| Not seeing the the book that was published through the civic alliance, it's a great. | 02:29:53 | |
| Resource book on. | 02:29:59 | |
| Our demographics. Everything from agriculture to. | 02:30:01 | |
| Community statistics are included in the book and I think that it would be beneficial for our community as well as our City | 02:30:05 | |
| Council. | 02:30:09 | |
| To here, so I'd like to ask for. | 02:30:15 | |
| A second to have him come and speak. | 02:30:18 | |
| To our Council in a future meeting. | 02:30:21 | |
| Anybody interested? | 02:30:26 | |
| Second, you moved. OK, great. Thank you. | 02:30:30 | |
| The other request I have. | 02:30:34 | |
| All in favor, aye. | 02:30:37 | |
| All opposed. | 02:30:39 | |
| Hearing none motion passes unanimously. | 02:30:41 | |
| The other request I have is not A and well, maybe it is an agenda request, but it has to do with updating our policy and | 02:30:44 | |
| procedures to include. | 02:30:48 | |
| Information on working with the press. | 02:30:54 | |
| And defining what constitutes a city sponsored event. | 02:30:56 | |
| So I Do we need to discuss that as an agenda item or can we just direct the city attorney to? | 02:31:03 | |
| To update our policies and procedures, I think the appropriate deal would be to address it as an agenda item, should council | 02:31:11 | |
| determine that it needs to be amended and come back OK, very good. | 02:31:16 | |
| Is there a second? | 02:31:22 | |
| Sing oh The motion was to update the policies and procedures to address how to work with the media. | 02:31:29 | |
| Do's and don'ts of working with the media and also to better define. | 02:31:38 | |
| For council members, what constitutes a city sponsored event? | 02:31:42 | |
| I second thank you. | 02:31:48 | |
| All in favor. | 02:31:50 | |
| Aye, all opposed. | 02:31:52 | |
| May I ask a question? | 02:31:55 | |
| Are we going to look at? | 02:32:00 | |
| The entire manual? Or are we just going to look at these two items? | 02:32:02 | |
| Yeah, well, I would like to amend the motion and. | 02:32:08 | |
| Add council member behavior as something having to do to help council members are supposed to stay out of personnel actions. | 02:32:13 | |
| I mean, I I. | 02:32:22 | |
| If we're going to look at the policy manual, we should look at the whole thing. | 02:32:24 | |
| Without getting into discussion, we can agenda as an item for Council to essentially discuss any potential amendments they need | 02:32:29 | |
| for the Council Policy and Procedures manual. | 02:32:34 | |
| OK. | 02:32:40 | |
| Going to be your amended motion. | 02:32:42 | |
| I think I can just bring that. | 02:32:45 | |
| I just want to finish the vote because it potentially looked like there was two that were about to say no, so. | 02:32:49 | |
| I will just do it real cool, real quick. Councilmember Gama, shall we restate the so now the motion has been amended. Is that it? | 02:32:56 | |
| We voted on it. We didn't complete voting. | 02:33:04 | |
| If there's a second on the amended motion for basically to review and revise. | 02:33:09 | |
| The Council policy manual, as appropriate, based on Council direction. Do we have a second on that? A second? | 02:33:16 | |
| Council member, comma. | 02:33:22 | |
| Councilmember Hernandez Yes. | 02:33:25 | |
| Councilmember Martinez. | 02:33:27 | |
| No. Mayor Pro Tem McQueen, Lashawn, yes. And Mayor Perez yes. Motion passes for one, with Councilmember Martinez voting no. | 02:33:28 | |
| Any other future agenda items? | 02:33:39 | |
| No, no. But I'd like to apologize. I forgot to mention the museum committee. | 02:33:43 | |
| We did have a working group meeting this past Saturday that got cancelled due to rain. | 02:33:48 | |
| So we'll be coming back together on April 19th. | 02:33:54 | |
| I believe that's the date for a meeting Friday. | 02:33:58 | |
| Friday 19th, I think. Anyway, we'll report back. The museum has been the work from the facilities, folks. They've turned it back | 02:34:02 | |
| over. | 02:34:07 | |
| And so I haven't been in it, but I've seen some pictures, it looks really good. So we're excited about starting to be able to go | 02:34:13 | |
| back in and. | 02:34:17 | |
| Do the work to get it prepared, so we'll report again after the meeting. | 02:34:21 | |
| All right. So seeing no other future agenda items then I would like to adjourn this meeting had there be nothing else. | 02:34:26 | |
| OK, next regular meeting is scheduled for Monday, April 15th, 2024 at 6:30 PM. | 02:34:34 | |
| This meeting is now adjourned. The time is 9:02. | 02:34:40 |
