| Item 3 The Community Benefit fund allocation process. Will staff please present the report? | 00:04:45 | |
| Good afternoon, commissioners, members of the public, city staff. Agenda item number 3 is an informational report. It's intended | 00:04:54 | |
| to close the loop and an item that was considered by this Commission earlier this calendar year. | 00:05:00 | |
| During its review of potential Community Benefit Fund projects, the Commission recommended amending the process by which the city | 00:05:07 | |
| receives and considers. | 00:05:11 | |
| The award of Community Benefit Fund monies. Pursuant to the Commission's input, staff developed a new process which was | 00:05:16 | |
| unanimously supported by the Commission on July 8th. | 00:05:21 | |
| The new process, along with the attached application requesting for requesting Community Benefit Fund dollars, was approved by the | 00:05:28 | |
| City Council at their meeting on September 8th of this year. | 00:05:33 | |
| The process which is outlined in the report begins with an announcement and distribution of the application on February 1st. | 00:05:39 | |
| Applications when we received through March 15th after which staff will review assemble information. | 00:05:47 | |
| And present such information to the Commission that will likely occur at the regular meeting of the Commission in April. | 00:05:53 | |
| Subsequently, a summary of the CAC's recommendation will be presented to the City Council. | 00:06:00 | |
| After discussion at the Council. | 00:06:07 | |
| City Port committee members appointed by the council will discuss the recommendations at. | 00:06:09 | |

| we find a a mitigation program to. | 00:13:04 | |

| Emissions are reduced given the the substantial growth of the port. So that's just one example. The other one could be like | 00:13:16 | |
| Bubbling Springs Park, something that's beneficial there as well. So I just think that if we if we limit it to the 2500 to $10,000 | 00:13:22 | |
| that we it may not be. | 00:13:28 | |
| Substantial enough for consideration of larger projects. So that's one. And I think that maybe we need to leave that door open a | 00:13:36 | |

| Measurable results or something along those lines, because I think that's one of the things that we. | 00:13:55 | |
| We struggled with with like the statue, How does that benefit our community, $120,000 are spent for a statue that wasn't very | 00:14:01 | |

| another look at it once the staff has seen the weight, how much weight is on them on it and how much how effective it actually | 00:15:42 | |

| Item 4 under Business items and that is the 2024 Wanami Beach Festival post event survey Excuse me summary. | 00:16:57 | |
| Of the event, so will staff please present the report? Thank you. | 00:17:08 | |
| Good afternoon once again, members of the public, staff and commissioners. | 00:17:15 | |
| Item 4 is intended to provide a summary of this year's Winami Beach Festival. | 00:17:20 | |
| To seek feedback about the event. | 00:17:25 | |
| And request CAC's support for the recommended approach to next year's event. | 00:17:28 | |
| As you may recall, this year's festival was held on September 7th and 8th and included carnival rides, vendors, music, food and | 00:17:37 | |
| tons of fun. | 00:17:41 | |
| This year's event was coordinated by an internal staff committee with significant support from the Police Explorer program. Two | 00:17:46 | |
| members of our audience, Henry and Frank Montelongo, run the Port Hueneme Police Explorers and were heavily involved in the | 00:17:53 | |
| planning, coordination, execution of this year's event. So once we get through with the presentation, if there are questions, I | 00:18:00 | |
| will do my best to respond, and if I can't, these gentlemen will be able to help me out and fill in the gaps. | 00:18:07 | |
| By way of quick background edits October 9th and November 13th meetings. Last year, this Commission reviewed the 2023 event and | 00:18:15 | |
| considered recommendations for the 2024 event. | 00:18:22 | |
| The bodies review included looking at event activities and objectives, as well as how the event was managed, its footprint and its | 00:18:29 | |
| finances. | 00:18:33 | |
| Ultimately, the body made several recommendations, which were approved by the City Council. | 00:18:38 | |
| The next two slides summarize those recommendations and how they were incorporated into the event. | 00:18:44 | |
| So I'll just briefly summarize what we see here on the screen. One of the objectives was to engage nonprofit groups and community | 00:18:51 | |
| groups. | 00:18:55 | |
| That was accomplished by lowering the fees that were charged for nonprofit vendors, doing additional outreach and ensuring that | 00:18:59 | |
| community groups such as high school bands were included in the event. | 00:19:05 | |
| Another objective was to make the event financially self-sustaining. We'll get into finances in a moment, but as you'll see, we | 00:19:11 | |
| did. We were able to accomplish a balanced budget for this year's event without charging for either admission or for parking. | 00:19:18 | |
| Another objective was increase the use of the beach. That was something that the Commission talked about and the council fully | 00:19:26 | |
| supported. We were able to have a couple of activities on the beach, most notably the introduction of a beach wrestling, a youth | 00:19:33 | |
| beach wrestling event, and also focused on access to and from the beach and the festival. | 00:19:40 | |
| We talked about scheduling. One of the objectives was to ensure that we avoided conflicts with the Pride events, the VC Fair and | 00:19:49 | |
| other various activities that were regional in nature. We did modify from the traditional timing of the last weekend in August to | 00:19:55 | |
| September 7th and 8th. That was a modification to ensure we didn't conflict with certain events that were happening that last | 00:20:00 | |
| weekend in August. And as you'll see as we go through the presentation, there is an additional modification proposed for the 2025 | 00:20:06 | |
| event. | 00:20:12 | |
| Another one was reducing, considering reducing the event from a 2 day to a one day event. Now we didn't do that, but the reasons | 00:20:19 | |
| are as we went through the process and assessed the logistics and the finances, we found that the decrease in revenue from | 00:20:27 | |
| sponsorships of having a one day event would have been much greater than any cost savings we would have gotten from reducing. | 00:20:35 | |
| Vendor cost Rental costs. Often the case would be that they the rent, the vendor would drop the items off on a Friday and pick it | 00:20:44 | |
| up on a Monday. | 00:20:48 | |
| There's no difference in cost if we have a one day event if they're if they're picking it up on business days. | 00:20:53 | |
| So we didn't see any financial benefit there and saw a lot of potential opportunities in holding A2 day event. I mentioned before | 00:20:58 | |
| youth, youth involvement, community focus. We had the youth wrestling tournament, we had the high school marching bands, the | 00:21:04 | |
| Police Explorers, not only ours, but other police explorer groups from across the county were involved. So we did have multiple | 00:21:09 | |
| opportunities for youth groups to be involved. | 00:21:15 | |
| One of the items was to see if we can incorporate the Navy and the shoe mash in this event. We didn't accomplish that. The change | 00:21:22 | |
| of command was one of the complicating factors, but primarily the condensed schedule. As you'll recall, we we talked about a | 00:21:28 | |
| couple of different ways that we could approach coordinating and planning this year's event. We went out to RFP. We considered | 00:21:34 | |
| hiring a private firm to do it. | 00:21:40 | |
| And all of these changes to the approach resulted in a condensed planning schedule which didn't allow us to incorporate everything | 00:21:47 | |
| that we wanted to do. But it's definitely on our radar and allowing us to start planning earlier for next year's event will allow | 00:21:53 | |
| us to ensure that those types of things are incorporated. We did mention the the beach, wrestling, one of the objectives was to | 00:21:59 | |
| incorporate sports activities. Basketball, surfing, volleyball were all ideas that were mentioned. The timing of September didn't | 00:22:05 | |
| really line up. | 00:22:11 | |
| Up and allow for school groups that we had had hoped to incorporate to. | 00:22:17 | |
| Participate at that time again. | 00:22:23 | |
| You'll hear in just a moment, but we're proposing a different timeframe and we're hopeful that other sports would be able to be | 00:22:25 | |
| incorporated next time. | 00:22:29 | |
| One of the other objectives was a regional draw to maximize attendance. Events were promoted in the VC Star, the VC reporter. | 00:22:33 | |
| There were multiple spots on local radio stations. We did observe tour buses, so it appears as though we did both have primarily | 00:22:38 | |
| from the community, but also some draw from the greater region. | 00:22:44 | |
| And then there are three additional items on there include resources serving the the community, for example, Ventura County | 00:22:50 | |
| agencies. | 00:22:54 | |
| And again, this is one where we would like to do a better job next year with additional planning. We'd like to get various | 00:22:58 | |
| agencies from the county and other nonprofit groups that provide services to our residents to participate in the event. | 00:23:04 | |
| Increased event sponsorships, that one was more of a maintain this year and we found that there was a need to re establish and | 00:23:12 | |
| improve existing relationships. So there was considerable work that these gentlemen put into improving, maintaining and getting | 00:23:19 | |
| longer term commitments with event sponsors. | 00:23:26 | |
| And then the event I. | 00:23:34 | |
| Footprint the layout. | 00:23:37 | |
| As you may recall, we modified the footprint. It was modified, it was smaller. | 00:23:39 | |
| So it would be less impactful. Most notably, there was no vehicular impact as we did not take away Surfside Drive as had been | 00:23:45 | |
| previously part of the event footprint. So there was less impact to traffic to some of the adjacent neighbors. | 00:23:52 | |
| So that was another modification that occurred. | 00:24:01 | |
| Event finances. So this is very broad strokes. There is an attachment that provides a greater level of detail in the report, but. | 00:24:05 | |
| From a very top level perspective, which is what we're asking you to focus on and make recommendations to the council, the | 00:24:15 | |
| objective was to see if we can balance the budget last year. | 00:24:19 | |
| In big picture, we had about a $71,000 deficit this year. After we account for the donation that will be paid to the Explorers, | 00:24:25 | |
| which was previously agreed to by the council, we'll have about a break even. We'll have a few $1000 in the black small surplus. | 00:24:33 | |
| This was primarily accomplished by significantly decreasing the expense side of the equation. | 00:24:43 | |
| There were many opportunities that Frank Henry and the committee found to decrease expenses. So that was a huge success from a | 00:24:51 | |
| financial management standpoint, and I want to give them a lot of credit. As I say in the past, the 71,000 deficit was was hard to | 00:24:58 | |
| swallow last year and that was certainly an item that this body discussed that the council was focused on, and we were able to | 00:25:05 | |
| accomplish that with a different structure and a different approach to the event. | 00:25:12 | |
| So once again, our goal is to get feedback from the CAC and or public about how the event went. We feel as though it was largely | 00:25:22 | |
| successful. Of course, the first time you do something different, there's always lessons to be learned. There's always things that | 00:25:30 | |
| we can improve. But the the decrease, the focus on the youth, the focus on the use of the beach, the smaller footprint in size. | 00:25:38 | |
| We feel we're wins, the financial position being significantly improved, another win. | 00:25:46 | |
| And we want to get some feedback and then we're asking for the CAC's support in making a recommendation to council. | 00:25:53 | |
| That staff have the authority to begin planning for next year's event. And as I mentioned a couple times in the presentation, | 00:26:00 | |
| we're looking at July 12th and 13th as the dates. And yes, again, Frank has done Advanced Research and it appears as though that | 00:26:07 | |
| would avoid conflicts with Ventura County events, the pride events, other events that the large ******** tournament that happens | 00:26:14 | |
| every year. | 00:26:21 | |
| The County Fair, it would provide additional distance from the Port's banana festival. So there's a lot of reasons that went into | 00:26:28 | |
| that. And as I said before, it may allow for the participation of other groups that didn't line up real well with the the | 00:26:33 | |
| September dates. | 00:26:37 | |
| So with that, I'll take a pause, receive any information, answer any questions, and as I say, if there are detailed questions, | 00:26:43 | |

| They eliminated the cannabis Cove thing. | 00:27:32 | |
| But what I don't understand what this means now is keeps the presence. What's the presence? So when we discussed it as a | 00:27:36 | |
| Commission, there was a thought that the cannabis code wasn't part of the objective that we wanted. So as you pointed out, as | 00:27:43 | |
| noted in the report that was removed. At the same time, discussion amongst the Commission was that cannabis is an important | 00:27:49 | |
| business in our city and. | 00:27:55 | |
| The cannabis presence should be maintained. So how we accomplish that was there were cannabis vendors. | 00:28:02 | |
| Had booths at the city, so their presence was retained in that they. | 00:28:09 | |
| Frank and Henry can help me out here, but I believe two or three vendors were present as businesses from the from the community | 00:28:15 | |
| that were present to talk about the services that they offer. | 00:28:21 | |
| But there wasn't any public use, no. And and that just to be clear there, there has not been in the past the Cannabis Cove | 00:28:30 | |
| displayed products and allowed information for people to purchase off site, but there was no consumption and no no products use, | 00:28:36 | |

| I like the idea of moving it up in the summer and I guess I would question. | 00:29:27 | |
| Is there even from the events and the sports that were recommended earlier by one of our commissioners here? | 00:29:32 | |
| Of trying to engage some more sports like volleyball, beach volleyball and what have you. Is there an opportunity to come? | 00:29:42 | |

| but you know, I think that moving it earlier is a great idea. And if July is the timing and that seems like the best time, then | 00:30:09 | |
| that's fine. But I, it, it's, it's a wonderful way to kick off the summer if we can kick it off. | 00:30:16 | |

| What was the process for the for the wrestling tournament and how did that go over? | 00:30:36 | |
| When you're asking about process as far as why we went chose the wrestling or just a sports? | 00:30:47 | |
| So when we initially started, when we started the piling process, we targeted soccer at beach soccer and volleyball. Once we | 00:30:54 | |
| started doing the research, one of the issues we found with it being in September is with soccer, all the competitive clubs start | 00:31:00 | |
| their season was that same weekend of the beach festival. So we had to pull the soccer off because none of the soccer clubs were | 00:31:06 | |
| going to be competing at the beach because they're doing their normal season is opening weekend. | 00:31:13 | |
| And my kids play club soccer. It's the same thing. They were actually at their first games and weren't at the event for that. We | 00:31:19 | |
| then went to the beach volleyball. We had contacted a lot of our local high schools at first. They were on boards. We were going | 00:31:25 | |
| to have Channel Islands, Huanimi High School and I believe Oxford High School. We're all going to participate. And we were going | 00:31:32 | |
| to have a beach volleyball tournament. But the schools backed out toward really close towards the the festival because of. | 00:31:38 | |
| Their fall season, they had they, they had like a fall volleyball season as well, so coaches didn't want to risk injury. | 00:31:45 | |
| Scheduling conflict, so they pulled out of the event. So then we went with the the wrestling, which. | 00:31:50 | |
| A couple months prior or during the process, they had the beach wrestling had had his first event here in Ventura County at the | 00:31:56 | |
| city of Oxnard and those very successful. So we figure we have our beach, it's a beautiful beach and it's it's a new concept of | 00:32:02 | |
| beach wrestling. So we reached out to that nonprofit organization here in Oxnard, which is called Beat the Streets LA. They | 00:32:07 | |
