It's my great honor to read this Park and Recreation Month proclamation dated July 2023. 00:03:13
Whereas Parks and Recreation programs are an integral part of the communities throughout this county, including the City of Port 00:03:20
Wanami, and whereas our Parks and Recreation are. 00:03:25
Vitally important to establishing and maintaining the quality of life in our communities, ensuring the health of all citizens and. 00:03:30
Contributing to the economic and environmental well-being of a community and region. And whereas Parks and Recreation programs 00:03:38
build healthy, active communities that aid in the prevention of chronic disease, provide therapeutic recreation services for those 00:03:43
who are mentally or physically disabled. 00:03:48
And also improve the mental emotional health of all citizens. And whereas Parks and Recreation programs increase their 00:03:54
communities, economic prosperity through increased property values, expansion of local tax base, increased tourism, the attraction 00:04:00
and retention of businesses and crime reduction and. 00:04:05
Whereas Parks and Recreation areas are fundamental to the environmental well-being of our community. 00:04:11
And whereas parks and natural recreation areas improve water quality, protect groundwater, prevent flooding, improve the quality 00:04:17
of air we breathe, provide vegetative buffers to development. 00:04:22
And produce habitat for wildlife. 00:04:28
And whereas our parks and natural recreation areas ensure the ecological beauty of our community and provide a place for children 00:04:30

And recreate outdoors. And whereas the US House of Representatives has designated July as Parks and Recreation Month and whereas 00:04:40
the City of Port Wanami recognizes the benefits derived from Parks and Recreation resources. 00:04:47

And I want to tell you, last night I was playing pickleball with some friends and family and. 00:05:10
In Miranda Park, there were 34 pickleball participants. There were. 00:05:16
12 children in the playground area. There were nine people playing softball. I mean basketball. There were people out on the field 00:05:21
playing and there was a couple families sitting in A. 00:05:26

Relaxing and everybody was just engaged in good family engagement and. 00:05:33

Bad things going on, just good family engagement. It's just a pleasure to be around that and I thank everybody that makes that 00:05:40

All right. Thank you, Mayor. Good afternoon, everyone. Just two quick items. First to let you know that our Interim Public Works 00:11:11
Director, Mark Watkins, last day is going to be this Thursday. 00:11:16
And we are working on a replacement for him in the interim until the new city manager makes a decision as to how to move forward 00:11:22
with the permanent public works director. 00:11:26
And just the other item is. 00:11:32
This is my last meeting with you all as interim city manager. I've enjoyed being up here. 00:11:34
And next meeting, I've already met our new city manager. Know that he will be up here and I'll be. 00:11:38
Down there I guess helping him in the background if it's necessary for a smooth transition. 00:11:43
But otherwise, thank you all for the opportunity to be up here with you helping government, the city and the. 00:11:48

At least when I contacted you regarding certain issues, I appreciated the one-on-one meetings. They were very helpful. 00:12:32

Not really sure if you all have been around Auto Center Drive in Oxnard or not, but the. 00:15:10
Gold Coast Transit. 00:15:17
District. 00:15:19
Supervisors are Teamster Union employees, and so they are currently. 00:15:20
On strike and so if you go by there, you'll see them out there. And I'm, I was informed today, the Teamsters have come and they're 00:15:27
also there, so just know that that's happening. 00:15:31
And that the bus services are still operating normally, so there's been no effects to the bus operation schedules. 00:15:36
And then just to report BCTC, they have been approved by the California Transportation Commission. 00:15:44
To receive $74.8 million from the solutions of. 00:15:53
Congested corridor program. 00:15:58
To support construction for four. 00:16:00
Rail, active transportation and electronic vehicle charging projects in Ventura County. So while that's not in Port Wanami, our 00:16:03
Port Wanami residents use the the corridors, the streets, the roads, the trains. 00:16:11
The highways. And so that benefits us as well. 00:16:19
And then I'm sure you all heard about the Amtrak derailment. 00:16:22
And so that was last Wednesday, or this past Wednesday and. 00:16:27
There were no serious injuries, so reporting that for the CTC. 00:16:33
And so that is all I have to. 00:16:36

So my next statement is I want to just thank The Rex Committee. We talked about them already for hosting the movie Night on the 00:18:35
Beach. It was my first one and it was while it was a little cold out there, an extra jacket and a blanket really helped and so 00:18:43
really made it manageable. So I really appreciate that and looking forward to the future events. 00:18:50
I did want to share last meeting. I shared some. 00:18:59
From takeaways from the new elected official meeting that I went to and so I just wanted to share something else and so. 00:19:05

I'm leaving it really basic. 00:19:17
But I think it was so much information, I'd just like to to share a little bit more with you. 00:19:19
So we talked last time I I mentioned about County Council and staff partnership. 00:19:23
And so my comment was the same destination. 00:19:31
On two lanes. And so there's a really nice picture in my slides that has a destination picture. 00:19:35
And and two different lanes, but then at the bottom it shows you when we don't just take two lanes what we create. 00:19:42

And so that's I thought that was very important. And then the next thing I wanted to just share was a slide that is titled without 00:19:49
a strong effective working relationship. 00:19:54

The organization will not be effective. 00:20:03

Citizens will not want to serve. 00:20:09
We won't attract or retain high quality staff. 00:20:13
And it will not be an enjoyable experience. So those are the items that I wanted to share. 00:20:16

The activity that's happening in our parks, not just Miranda Park, but as we look around, movies in the park, movie at the beach. 00:21:38

You know, our parks are are where it's at. It's where where kids develop and become adults and learn. 00:21:54

I know we have a lot going on with our parks and again looking forward to. 00:22:05

And I just wanna double down on that and say, you know, that's a really big resource that we could utilize to help us move more 00:22:18
things forward that we want, so. 00:22:23
Let's hopefully we'll build an agenda as that or work on it in the future and that's it for me. 00:22:28

They produced out of that meeting a 2023 legislative tracker. 00:22:44
Which I I brought a copy of and I think what I'll do because on June 20. 00:22:50

I attended the Governance, Transparency and Labor Relations Committee for the League of California Cities Conference. 00:22:56
In Pomona, they also produced a legislative tracker of their own. 00:23:02

And So what you'll see here is a reflection of some of what's happening at the national level. 00:23:36

Pieces of legislation having to do with the Brown Act Political Reform Act. 00:23:46
Even City Council salaries are getting approved for increases. I don't know how that's going to affect us since we're a charter 00:23:54

So you can take a look if you're interested in any particular piece of legislation that's happening now at our June 26th public. 00:24:08
Port Wanami Water Agency Board meeting. We adopted a budget and received a. 00:24:18
Update on there are strategic plan. It was a really good meeting. We met in the public works conference room. 00:24:23
And heard an excellent budget presentation from our finance person. 00:24:29

And then on June 30th, I attended the Oxnard Heritage Square concert as a guest of the port. 00:24:55

On July 10th and 11th, and I know Mayor Martinez will probably talk about this as we have the sister City visit from Puerto 00:25:33
Vallarta. That's next week. 00:25:37
So we have a contingent from Puerto Vallarta who will be in town. 00:25:41
And Mayor Martinez and I will be escorting them around to various sites in the city and taking them to various restaurants. 00:25:46

Community Hubs Program. The Mural Mural Project is is. 00:26:59
Kind of at a standstill right now as we seek out some additional grant funds from the National Endowment of the Arts. I'm working 00:27:05
with our assistant city manager and. 00:27:11
Submitting a grant to the the NEA to secure additional funding to help offset the cost of the library mural project. 00:27:17
Into interactive pop-up murals. 00:27:26
I want to thank Mark Watkins for his service as Interim Public Works Director. He was of great help during his service to the 00:27:32
city. He helped me review the agendas for the Ventura Regional Sanitation District. 00:27:38
He of course worked with me, as I had mentioned earlier on the Go Human project and was real helpful in picking out. 00:27:44
What displays we were going to use at the Health and Wellness Fair. 00:27:50
And he provided real strong leadership for our public works department. So I just wanted to say thank you to him. 00:27:55
And I also wanted to thank Commander Robert Albertson for his extended service and serving as our interim Chief of Police. 00:28:01

Tell them to slow down and especially around schools and just do a citywide. 00:38:24
