Oftentimes, right, you get engaged with a contractor, something that may just start to blend the lines. 00:03:16

PHWA is not picking up additional costs that maybe that blended line where city projects PHW. 00:03:28

So I'll be presenting the operational report for the month of October. 00:05:43
I'll go through our October water purchase. 00:05:48
And then I'll touch on the end of the water year because we didn't meet last month. So I'll go over into water year allocation 00:05:51
where we fell. 00:05:54
And then a couple of projects that we have going out to PHW facility. 00:05:57
So for the month of October, water purchase from United, 292 acre feet. 00:06:03
Or 89% of our. 00:06:08
And then kayak is 37 acre. 00:06:11
And 11% of this? 00:06:13
So the Caius purchase is continues to stay down. 00:06:15
Again, and that's our goal as as. 00:06:19
Here's our our split. So this is United to Cayegas. This is water. 00:06:24

Our state water, it's still it's staying down and this is kudos to the operators keeping that plant running. 00:06:31

This one again, kudos are the operators We're we're really maximizing the groundwater and you can see it here. 00:07:11
It's a lot lower than in the future year. 00:07:18
And again, that's the goal moving forward. 00:07:21
But can we go back really quick and ask a question what happened in February? 00:07:25
So that was, yeah, two years ago we had an electrical failure at the. 00:07:29
So the main breaker went out, and so we were on. 00:07:33
I believe it was 7 weeks. 00:07:37
So that's why that. 00:07:39
So here's our actual end of water year, what we purchased from. 00:07:45
So the number on the top, that's our take or pay allocation 3467. 00:07:50
And we purchased 2973 acre. 00:07:55
So we're getting closer to that number and again, that's the goal. 00:07:59
We're trying to minimize that take or pay penalty. 00:08:02
And we're kind of working in that direction. And then there's a project I'll touch on. 00:08:05

Our allocation is 39 O one and then we had a carryover 654 acre feet. 00:08:20

And then coming in second is the beach district and then both Navy bases. And these numbers are pretty consistent month to month. 00:08:44

SDI So this is a daily sample we take every morning at the treatment facility. 00:08:56

Giving us a number on iron and manganese coming into the plant. 00:09:02
This number has been pretty low with all the rains United water is running their. 00:09:06

The SDI tends to stay. 00:09:13
United did have their ribbon cutting a few months back. 00:09:15
That facility is is complete, but it's not online. They're just running it to test right now. 00:09:19
So there's no need for them to run it at this time, so just wanted to share that information. 00:09:25
The new Scala system. 00:09:32
So in 2019, the 2019 facility master plan was approved by the board. 00:09:34
The new SCADA system was one of those items. 00:09:40
This was started about two years ago, kind of got stalled out management, we had some turnover. 00:09:43
I'm proud to say now it is complete, we're on the new Scala system 100%. 00:09:49
Works well. Really no bugs. It's the operators. 00:09:54
So so far so good. 00:09:59
And then I just include some information on what SCADA is just for maybe some of the new. 00:10:01

But I won't bore you with all that information. 00:10:08
And then the low flow pump project. So this is another project that was identified in the 2019 Water Master plan. 00:10:14
It was a high priority. 00:10:22
So this is going to allow us to really maximize. 00:10:24
Our groundwater take and minimize the state water the expensive. 00:10:26
Purchase water. 00:10:31
This. 00:10:33
We kind of got some preliminary propos. 00:10:34
It was coming in pretty high just for design. It was coming in like a 5050. 00:10:38
So I got with our city engineering staff. We designed it in house. 00:10:42
The construction is done. We're about $9500 into it. The construction is done. 00:10:47
There is some electrical that still needs to happen. 00:10:54
But we're hoping to get. 00:10:58
You know, complete this project for about $25,000. 00:10:59
Original bids are coming back. 00:11:03
$220,000. 00:11:05
I just wanted to share. 00:11:07
And again, this project is going to allow us to maximize groundwater and. 00:11:10
Get that delta to move in the other direction with the take or pay penalty that we pay every year. So this is a simple project but 00:11:15
but very important. 00:11:19
And we hope to complete this within the next two months. 00:11:23

It's just a good project, simple project but all around good thing for the for the facility. 00:12:33

We're getting rid of a fluoride system. 00:14:22

And so we've got new and old, new coming in, old going out, right. 00:14:26
All right. So again, this is another project that was identified in the 2019 facility master plan. 00:14:32
Just a little background. 00:14:40
So what is? Why is flora used in water? So this is a practice known to help prevent tooth decay and reduce occurrence of cavities. 00:14:42
And then I'll kind of go. 00:14:50
Kind of the rationale and why staff thinks we should decommission. 00:14:53
So we have two sources currently unite and C. 00:14:57
Both of these sources are coming in with fluoride. 00:15:00
There was a time when the plant first went online in 90. 00:15:05
So at that time Cayegas was sending us fluoride fluoridated water, but it was very low and in 2004 MWD. 00:15:10
So at. 00:15:20
We're kind of in the optimal range without dosing at that time. 00:15:22

We are on the lower level. 00:15:27
The optimal range for Florida is between .6 parts per million and 1.2 parts per million. 00:15:29

If we do decommission and stop dosing and we will be around .6 to .8 parts per million. 00:15:36
Which is well within range. 00:15:42
So just wanted to share that. 00:15:46
And then I've had multiple conversations with the state. 00:15:47
They're on board. They have Granite's PHW the ability to decommission. 00:15:52
On the operator side, it's a dangerous chemical to handle. 00:15:58
So I think the operators, operators will appreciate eliminating this chemical. 00:16:02
And then there's a lot of time admin time used on monthly reports. 00:16:08
So that we can eliminate. 00:16:13
And then a cost saving. 00:16:15
$30,000 annually. 00:16:17
And then neighboring agencies. So city of Oxnard they do not fluid city of Camarillo, same thing. And city of Ventura. 00:16:21
Those three cities do not add fluoride to the. 00:16:28
So I think this could be a bigger issue if we're removing fluoride completely. 00:16:32
But with us not dosing, our customers are still going to benefit. 00:16:37
The use of Florida, it's still going to be in the water, just at a slightly lower level. 00:16:42
I think it's it's a no brainer. I just wanted to share that information with the board and this isn't a new idea, this was 00:16:48
identified in the in the master plan. So I'm just trying to implement what was kind of already approved at that point. 00:16:53

For many years now, and I'm glad to see it coming forward. And just so the board knows, I actually wrote a little bit of a paper 00:18:14
on this back before I got it. Got educated on it. 00:18:19
We're targeting less than .006% of the population who does not have access. 00:18:25
To dental care or in need of fluoride by putting it in the water. 00:18:31
There are issues that they know from a health standpoint for elderly folks and osteoporosis. 00:18:36
And other issues related to the higher dose of fluoride in the water. 00:18:42
And going way back when we started fluoridating water back in the 60s, you can go find this. It's actually documented that. 00:18:48
The type of fluoride that we put in water and fluorosilic acid is not the same fluoride that you receive at the dental office or 00:18:56
dental care. 00:19:01
It's actually the byproduct of the production of manure and it's a Class 6 toxin that the EPA recognized at the time had nowhere 00:19:06
to put it and they decided let's put it in the water and we'll have a place to get rid of it and and and so anyhow, I'm pleased to 00:19:12

There was a time when the plant first went online in 90. 00:15:05
So at that time Cayegas was sending us fluoride fluoridated water, but it was very low and in 2004 MWD. 00:15:10

We're kind of in the optimal range without dosing at that time. 00:15:22

And then there's a lot of time admin time used on monthly reports. 00:16:08

I think it's it's a no brainer. I just wanted to share that information with the board and this isn't a new idea, this was 00:16:48

It's actually the byproduct of the production of manure and it's a Class 6 toxin that the EPA recognized at the time had nowhere 00:19:06
to put it and they decided let's put it in the water and we'll have a place to get rid of it and and and so anyhow, I'm pleased to 00:19:12
