AGENCY MEMBERS’ REPORTS, COMMENTS, & REQUEST FOR FUTURE AGENDA ITEMS ADJOURNMENT |
Good afternoon, everyone. | 00:01:41
Welcome to the Port Hueneme Water Agency regular meeting. I'm calling this meeting to order at 4:00 PM. | 00:01:44
Madam Clerk, may we have a roll call, please? Member Bouchard. | 00:01:51
Present member McQueen Lejeune. | 00:01:56
Member Perez here. | 00:01:59
Vice Chair Debley here and Chair Hernandez here. | 00:02:01
Thank you very much. Welcome, everybody. Do we have any public comments? | 00:02:05
No public comments, right? Let's do the agenda approval for the water agency. May I have a motion, a second to approve the agenda? | 00:02:09
Move to. | 00:02:18 | |
Thank you. | 00:02:20 | |
Did you get those? | 00:02:21
Yes. | 00:02:22 | |
Can we take a vote? All in favor? Aye, aye. All opposed. | 00:02:25
Hearing none motion passes unanimously. | 00:02:29
We have no presentation, so let's go on to the consent calendar. I will now consider the items listed under the consent calendar. | 00:02:32
And we'll enact in one motion, unless an agency member has a request to remove any item for discussion. | 00:02:41
I'm I'm yeah, I'm willing to move to approve, but I I just like to ask maybe a question on on item 3. | 00:02:51
Which is the five year on call professional services agreement. I'm prepared to approve it. I just want to ask a question. | 00:02:58
It it looks as though the city went out to bid and so now it's going to be combined and I have no problem with that procurement | 00:03:06
process. | 00:03:09 | |
In and of itself, I guess my concern comes. | 00:03:13
Oftentimes, right, you get engaged with a contractor, something that may just start to blend the lines. | 00:03:16
What protocols or does the city have in place to ensure that? | 00:03:22
PHWA is not picking up additional costs that maybe that blended line where city projects PHW. | 00:03:28
A projects would kind of blend themselves together. | 00:03:36
Sarah Broussard. | 00:03:42
So the way I understand it is of being that the city is operator PHWA. | 00:03:44
We're able to piggyback off that RFP process which you mentioned. | 00:03:49
Umm. | 00:03:53 | |
So I just wanted to bring this as a just a receiving. | 00:03:54
In case we did bring any any on call consultants for any future projects. | 00:03:58
And that was the whole idea behind it. | 00:04:03
Maybe we should, if we have further discussion, maybe. | 00:04:07
But we can, if we want, we can bring it back as a separate item. For PHW only we can do that. | 00:04:11
I think what I'm hearing is maybe a request that might be a couple departments working together to come back and explain probably | 00:04:18
our finance and public works teams coming back and explaining. | 00:04:23
Sort of how we track those two things and how we keep them, make sure. | 00:04:28
Keeping them sort of separate and not blending the agencies. | 00:04:33
I think my thought would be we had put it on. | 00:04:38
Sort of a receiving file to let everybody know that we had just gone through this process. | 00:04:42
So we can pull that and then we'd come back at a future meeting to have Finance and public Works sort of walk through. | 00:04:46
What safeguards we have in place, I think, is really the question. | 00:04:53
So we can do that. | 00:04:58
I will move to improve the consent calendar in its entirety at this point. | 00:05:03
I. | 00:05:08 | |
I can. I assume there's direction to on the next meeting. We'll explain, we'll come back with an answer to that question please. | 00:05:10
We take a vote, Madam Clerk. | 00:05:18
All in favor. | 00:05:20 | |
All. | 00:05:22 | |
Hearing none motion passes unanimously. | 00:05:23
I have no public hearings on today's agenda. Let's move on to business items. Item number four is the PHWA Monthly Operational | 00:05:27
Report and I believe we have staff here to present. | 00:05:32
Thank you, Chair Hernandez. Good afternoon board. | 00:05:39
So I'll be presenting the operational report for the month of October. | 00:05:43
I'll go through our October water purchase. | 00:05:48
And then I'll touch on the end of the water year because we didn't meet last month. So I'll go over into water year allocation | 00:05:51
where we fell. | 00:05:54
And then a couple of projects that we have going out to PHW facility. | 00:05:57
So for the month of October, water purchase from United, 292 acre feet. | 00:06:03
Or 89% of our. | 00:06:08 | |
And then kayak is 37 acre. | 00:06:11
And 11% of this? | 00:06:13
So the Caius purchase is continues to stay down. | 00:06:15
Again, and that's our goal as as. | 00:06:19
Here's our our split. So this is United to Cayegas. This is water. | 00:06:24
Again. | 00:06:30 | |
Our state water, it's still it's staying down and this is kudos to the operators keeping that plant running. | 00:06:31
44. | 00:06:37 | |
We're maximizing our groundwater take in this. That's evident here on this chart. | 00:06:38
So even some months were in single digits. | 00:06:43
Which is all good things. | 00:06:45
Here's our tier consumption comparison. | 00:06:49
This is United Water, as you can see. | 00:06:52
The demands continue to stay. | 00:06:55
Even with the city going but rolling back the water conservation measures. | 00:06:57
Level 2 to level. | 00:07:01
We're still seeing demand staying down continuously. | 00:07:03
And then here's call. | 00:07:09
This one again, kudos are the operators We're we're really maximizing the groundwater and you can see it here. | 00:07:11
It's a lot lower than in the future year. | 00:07:18
And again, that's the goal moving forward. | 00:07:21
But can we go back really quick and ask a question what happened in February? | 00:07:25
So that was, yeah, two years ago we had an electrical failure at the. | 00:07:29
So the main breaker went out, and so we were on. | 00:07:33
I believe it was 7 weeks. | 00:07:37
So that's why that. | 00:07:39
So here's our actual end of water year, what we purchased from. | 00:07:45
So the number on the top, that's our take or pay allocation 3467. | 00:07:50
And we purchased 2973 acre. | 00:07:55
So we're getting closer to that number and again, that's the goal. | 00:07:59
We're trying to minimize that take or pay penalty. | 00:08:02
And we're kind of working in that direction. And then there's a project I'll touch on. | 00:08:05
Later. | 00:08:10 | |
And which will get us even closer to that goal. | 00:08:11
Doing allocation so for last. | 00:08:16
Our allocation is 39 O one and then we had a carryover 654 acre feet. | 00:08:20
So our utilization we use about 76% or 2973 acre feet. | 00:08:28
There's our member agency slash customer monthly consumption as you can see the cities. | 00:08:36
Our biggest? | 00:08:42 | |
And then coming in second is the beach district and then both Navy bases. And these numbers are pretty consistent month to month. | 00:08:44
They don't change a whole lot. | 00:08:48
SDI So this is a daily sample we take every morning at the treatment facility. | 00:08:56
This is. | 00:09:01 | |
Giving us a number on iron and manganese coming into the plant. | 00:09:02
This number has been pretty low with all the rains United water is running their. | 00:09:06
Shallow. | 00:09:11 | |
The SDI tends to stay. | 00:09:13
United did have their ribbon cutting a few months back. | 00:09:15
That facility is is complete, but it's not online. They're just running it to test right now. | 00:09:19
So there's no need for them to run it at this time, so just wanted to share that information. | 00:09:25
The new Scala system. | 00:09:32
So in 2019, the 2019 facility master plan was approved by the board. | 00:09:34
The new SCADA system was one of those items. | 00:09:40
This was started about two years ago, kind of got stalled out management, we had some turnover. | 00:09:43
I'm proud to say now it is complete, we're on the new Scala system 100%. | 00:09:49
Works well. Really no bugs. It's the operators. | 00:09:54
So so far so good. | 00:09:59
And then I just include some information on what SCADA is just for maybe some of the new. | 00:10:01
New. | 00:10:05 | |
But I won't bore you with all that information. | 00:10:08
And then the low flow pump project. So this is another project that was identified in the 2019 Water Master plan. | 00:10:14
It was a high priority. | 00:10:22
So this is going to allow us to really maximize. | 00:10:24
Our groundwater take and minimize the state water the expensive. | 00:10:26
Purchase water. | 00:10:31
This. | 00:10:33 | |
We kind of got some preliminary propos. | 00:10:34
It was coming in pretty high just for design. It was coming in like a 5050. | 00:10:38
So I got with our city engineering staff. We designed it in house. | 00:10:42
The construction is done. We're about $9500 into it. The construction is done. | 00:10:47
There is some electrical that still needs to happen. | 00:10:54
But we're hoping to get. | 00:10:58
You know, complete this project for about $25,000. | 00:10:59
Original bids are coming back. | 00:11:03
$220,000. | 00:11:05 | |
I just wanted to share. | 00:11:07
And again, this project is going to allow us to maximize groundwater and. | 00:11:10
Get that delta to move in the other direction with the take or pay penalty that we pay every year. So this is a simple project but | 00:11:15
but very important. | 00:11:19
And we hope to complete this within the next two months. | 00:11:23
So. | 00:11:27 | |
And that's all I have for the OPS report. | 00:11:30
I answer any questions. Thank you. Mr. Martinez, sounds like you brought us some good news this afternoon. Does anybody have any | 00:11:33
questions from staff? | 00:11:36
Yes. | 00:11:42 | |
Just to clarify the the 60 acre feet of water that's monthly or annually additionally that we think that project will be able to | 00:11:45
do that's annually, annually, OK. | 00:11:50
OK, so just to give it just a quick background. | 00:11:55
So during the winter time. | 00:11:59
We have issues with low flow because our booster pump station is oversized. | 00:12:01
United has the same issue. They just dropped a bunch of money into projects to to deal with that. | 00:12:06
Umm. | 00:12:12 | |
So during the winter time. | 00:12:12
About 2:00 AM to 6:00 AM. | 00:12:14
We have to go on Kayaks 100. | 00:12:16
So with once this project is. | 00:12:19
That's going to go away. We'll be able to use our groundwater all day long 24. | 00:12:22
We still will use at high demand times during the summer. | 00:12:27
It's just a good project, simple project but all around good thing for the for the facility. | 00:12:33
So. | 00:12:38 | |
Thank you. That's good. | 00:12:40
Good to know and good job there bringing that forward on the take or pay piece, would you just remind all of? | 00:12:43
If if we don't purchase it, is it bought at a per acre foot cost or that's to backfill the fixed cost on United? | 00:12:51
Proposed. | 00:13:00 | |
And I, I think General Manager Martinez I think gave us a lesson in this about a year ago and I'm just trying to recall if I'm | 00:13:02
recalling that correctly. Yeah, so it's on an acre foot basis. | 00:13:07
Umm, what if we don't hit that number, that 3467 acre feet at the end of the water year? | 00:13:14
We start getting billed in January over six month. | 00:13:20
For every acre foot in which I believe is about $363 an acre foot that we are built. | 00:13:24
Member Perez So how much can you estimate? How much do you think this is going to save us now each year? | 00:13:31
Is there a? | 00:13:37 | |
I would have to calculate that I don't have that number now, but I can. I can bring that back. OK. Thank you. | 00:13:39
Any more questions from? | 00:13:47
Panel here OK. | 00:13:51
All right. Well, thank you very much. Keep up the good work. | 00:13:53
We'll move on. Now let's see what do we need to do with this? Is this a receiving file? May I have a motion to receive and file | 00:13:57
Please move to receive. | 00:14:01
Hello. | 00:14:09 | |
All in favor. | 00:14:11 | |
All. | 00:14:13 | |
Hearing none motion passes unanimously. | 00:14:14
Oh, this brings us to the fluoride system System removal we. | 00:14:17
We're getting rid of a fluoride system. | 00:14:22
Got a SCADA system? | 00:14:25
And so we've got new and old, new coming in, old going out, right. | 00:14:26
All right. So again, this is another project that was identified in the 2019 facility master plan. | 00:14:32
Just a little background. | 00:14:40
So what is? Why is flora used in water? So this is a practice known to help prevent tooth decay and reduce occurrence of cavities. | 00:14:42
And then I'll kind of go. | 00:14:50
Kind of the rationale and why staff thinks we should decommission. | 00:14:53
So we have two sources currently unite and C. | 00:14:57
Both of these sources are coming in with fluoride. | 00:15:00
There was a time when the plant first went online in 90. | 00:15:05
So at that time Cayegas was sending us fluoride fluoridated water, but it was very low and in 2004 MWD. | 00:15:10
So at. | 00:15:20 | |
We're kind of in the optimal range without dosing at that time. | 00:15:22
Um. | 00:15:26 | |
We are on the lower level. | 00:15:27
The optimal range for Florida is between .6 parts per million and 1.2 parts per million. | 00:15:29
Um. | 00:15:35 | |
If we do decommission and stop dosing and we will be around .6 to .8 parts per million. | 00:15:36
Which is well within range. | 00:15:42
So just wanted to share that. | 00:15:46
And then I've had multiple conversations with the state. | 00:15:47
They're on board. They have Granite's PHW the ability to decommission. | 00:15:52
On the operator side, it's a dangerous chemical to handle. | 00:15:58
So I think the operators, operators will appreciate eliminating this chemical. | 00:16:02
And then there's a lot of time admin time used on monthly reports. | 00:16:08
So that we can eliminate. | 00:16:13
And then a cost saving. | 00:16:15
$30,000 annually. | 00:16:17
And then neighboring agencies. So city of Oxnard they do not fluid city of Camarillo, same thing. And city of Ventura. | 00:16:21
Those three cities do not add fluoride to the. | 00:16:28
So I think this could be a bigger issue if we're removing fluoride completely. | 00:16:32
But with us not dosing, our customers are still going to benefit. | 00:16:37
The use of Florida, it's still going to be in the water, just at a slightly lower level. | 00:16:42
I think it's it's a no brainer. I just wanted to share that information with the board and this isn't a new idea, this was | 00:16:48
identified in the in the master plan. So I'm just trying to implement what was kind of already approved at that point. | 00:16:53
So I'll answer any questions. I'm sure there'll be a few any questions for staff. | 00:17:00
Yes, Mr. Martinez, if we decommit, are we decommissioning the equipment or are we? | 00:17:05
Turning it off. | 00:17:13
So and what would the consequence be if periodic Mon? | 00:17:14
Demonstrated that we were below the .6. What would division of drinking water require us to do? Yeah, so once we once we do the | 00:17:18
permit amendment with. | 00:17:23
We're not required to be in a certain range at that point, even though we will be an optimal range. | 00:17:27
Were not required. If you're not dosing, you're not required to stay within range if you drop. | 00:17:33
It's not an issue with. | 00:17:37
Great. Thank you. | 00:17:40
Any other questions? | 00:17:42
Remember Bert? | 00:17:44
I just like to thank you for bringing this forward this this issue. | 00:17:45
Goes way back there. There was a time when Beach District Board members would not even vote to approve the PHWA budget because | 00:17:49
fluoride. | 00:17:54 | |
So. | 00:17:59 | |
And so some time ago we had asked knowing that those numbers were. | 00:18:02
So I'm just. | 00:18:07 | |
Pleased to see you bringing forward what have been initiatives that have been asked for to be done. | 00:18:09
For many years now, and I'm glad to see it coming forward. And just so the board knows, I actually wrote a little bit of a paper | 00:18:14
on this back before I got it. Got educated on it. | 00:18:19
We're targeting less than .006% of the population who does not have access. | 00:18:25
To dental care or in need of fluoride by putting it in the water. | 00:18:31
There are issues that they know from a health standpoint for elderly folks and osteoporosis. | 00:18:36
And other issues related to the higher dose of fluoride in the water. | 00:18:42
And going way back when we started fluoridating water back in the 60s, you can go find this. It's actually documented that. | 00:18:48
The type of fluoride that we put in water and fluorosilic acid is not the same fluoride that you receive at the dental office or | 00:18:56
dental care. | 00:19:01 | |
It's actually the byproduct of the production of manure and it's a Class 6 toxin that the EPA recognized at the time had nowhere | 00:19:06
to put it and they decided let's put it in the water and we'll have a place to get rid of it and and and so anyhow, I'm pleased to | 00:19:12
see this coming forward and appreciate it. Thank you. | 00:19:19
Yeah, thank you. I I love the history on that. | 00:19:28
Mr. Martinez Did the other cities stop dosing for the same reasons, or did they have other reasons for? | 00:19:32
Changes to their fluoride program from what I understand they they never they have never dosed the neighboring cities from what I | 00:19:37
understand. | 00:19:41 | |
Yeah, we're one of the only. | 00:19:45
Agencies that were. | 00:19:47
No more questions then I'll entertain a motion. And a second please. | 00:19:52
Move to approve staff's recommendation. I didn't ask for public comment. Any public comments? | 00:19:58
No public comments. | 00:20:03
Remember. | 00:20:05 | |
I'll move to approve staff's recommendation. | 00:20:06
We have a motion to 2nd May we have a vote. Please all in favor. | 00:20:11
All opposed hearing, None motion passes unanimously. | 00:20:15
Be a very short meeting, so I'd like to remind member agency members that all requested items will require a motion and a second | 00:20:20
if you desire. | 00:20:25
To request a future agenda item. Does anybody have any reports, comments? | 00:20:30
Or requests for a future agenda items. | 00:20:36
Hearing none, I don't have any requests for just just for future agenda items or opportunity to make comment. If this is comments, | 00:20:41
reports and requests, I just asked this board to indulge the Beach district in closing this meeting in honor of one of our staff | 00:20:49
members who we lost tragically in a motorcycle accident. | 00:20:56
The Beach district just over 2 1/2 weeks ago. | 00:21:03
And so if. | 00:21:09 | |
Adjourn this meeting in honor of Mr. Casey Dylan Johnson and indulge us in that we'd appreciate it. | 00:21:11
All right, I'm going to go ahead and adjourn in memory of Casey Dillon Johnson. | 00:21:20
We regret that loss and. | 00:21:27
Offer your condolences. | 00:21:29
The next regular meeting is scheduled for Monday, December 18th to 2023 at 4:00 PM. I'm adjourning the meeting now at 4:20 PM. | 00:21:32
Thank you everybody. | 00:21:37 |
